General The underground mining environment has traditionally been hostile and as early mines were developed, coal seams with particularly difficult natural conditions were bypassed in favor of those more easily exploited. Barring the discovery of new and novel sources of energy, the depletion of petroleum and natural gas reserves will eventually force the United States back to the use of coal as its primary energy source. Figure 1 illustrates the trend away from coal which has taken place over the past half century. Today, the demand for coal requires a re-evaluation of all coal seams to meet the needs of the energy market. Difficult mining conditions may result in an increase in the consumption of roof control materials, require greater investment in pumping and ventilation systems, and increase the need for in-depth engineering of far greater safety in production plans. They may also cause delays in mine development and curtail production, all of which combine to drive up the unit production cost. It is reasonable to expect that conditions will continue to deteriorate as current reserves are depleted, thus bringing this factor into greater prominence in the future. For several years now, it has become apparent that in addition to economic objectives, coal companies must set and achieve several concomitant objectives to accomodate society's interest in the conservation of natural resources. Government action to meet this interest has taken the form of two categories of Federal legislation, environmental protection and employee health and safety. This interpretation of the laws of Bolivia has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State. SYNOPSIS OF LAW All useful substances of the mineral Kingdom belong originally to the State. The soil and subsoil are regarded as two distinct parts, the latter extending indefinitely in depth (Art. 2). The subsoil is under the dominion of the State, which may either abandon it to common use, grant it gratuitously to the owner of the soil, or alienate it, in return for an annual fee, to any individual or association that applies for it. This Bureau of Mines report presents the results of a microseismic study conducted in the Climax block cave mine at Climax, Colo. Rock noises created by caving were monitored and their sources located during a 3-month period. A planar array of seven accelerometers, located above the block of ore being caved, detected the rock noise. A computer was used to calculate the location of the microseismic activity, using a traveltime difference method. The accuracy of these locations was estimated to be ±20 feet. An analysis of the data taken during the recording period showed a concentration of microseismic events located in the wall of the cave panel. This concentration of events was found to occur in a "high-silica" geologic forma-tion that cut across the caving panel approximately 200 feet behind the undercut.

This paper is one of a series of articles dealing with milling methods and costs at metal mines in the United States, written in accordance with an outline prepared by engineers of the United States Bureau of Mines and published by the bureau. The Netta mine and concentrator is the largest of the plants of the Eagle-Picher Lead Co, It is located in Ottawa County, in the extreme northeast corner of Oklahoma, and in what is known as the Tri-State zinc and lead mining district, embracing the northeast corner of Oklahoma, the southwest corner of Missouri, and the southeast corner of Kansas. A majority of the production comes from the Oklahoma section, with Kansas second, and Missouri third.

This Bureau of Mines investigation studied the effect of thermal treatments upon concentratability of a western Mesabi Range nonmagnetic taconite ore and is a sequel to Bureau of Mines RI 7567. Magnetic tube tests were used to develop the data needed to calculate separation efficiency, the primary measure of concentratability. A horizontal tube furnace was employed to heat treat and reduce the hematitic ore samples. The two variables studied were roasting temperature and cooling method. The manner of cooling, either by slow cooling or quenching in water, produced no significant difference in concentratability. Roasting temperatures employed ranged from 500° to 1,000° C, and a temperature of 650° C effected the best concentratability. The temperature of 650° C correlated with the most effective roasting temperature for grindability.

In 1988, at the request of the Bureau of land Management, the U.S. Bureau of Mines studied part of the 13,460-acre Owyhee Breaks Wilderness Study Area (OR-003-059) in order to evaluate its identified mineral resources. The study area is in Malheur County, OR, about 27 miles northwest of Jordan Valley. No mineral resources were identified in the study area during this investigation. There is an occurrence of jasper along Birch Creek and an associated occurrence of zeolite in some tuffs. In the northern part of the study area is an occurrence of bentonitic clay containing less than 40,000 tons. Much of the area is covered by landslide blocks, colluvium, earthflow deposits, and talus, composed of Tertiary-age volcanic rocks. The upper plateaus are capped by Tertiary-age basalt.

[In studying coarse sand flotation3/ the question of the relation between fineness of grinding and mill capacity logically arose. Everyone familiar with present fine-grinding practice knows that the capacity of a ball mill or similar mill is determined, among other things, by the fineness of the finished product. Undoubtedly a great many mining companies must have a good deal of data directly bearing on this point, yet no quantitative relationship between ball-will capacity and fineness of finished product has been established. The experimental study presented here is an effort to establish this relationship in a semiquantitative way. The subject is a tremendously large one and grows in complexity as the study becomes more searching. In this work the power consumed by the mill in the various experiments was not determined end neither vas the steel consumption measured; mill capacity only was considered.]

Flammability studies conducted to date on stratified methane - air and pentane - air mixtures in air indicate that location and extent of a flammable layer are affected by molecular diffusion , gas motion , and propagation of flame . In initially quiescent mixtures , the lower limit - of - flammability zone may be determined by assuming molecular diffusion alone governs mixing rate . The upper limit - of - flammability zone can be predicted in this manner only for stratified layers with small concentration gradients ( less than 0.2 volumepercent per inch ) ; where large concentration gradients are encountered ( for example , as much as 30 volume - percent per inch ) , the initial - mixture methane concentrations that yield flammable mixtures are larger than anticipated . Flames propagating through heterogeneous quiescent methane - air atmospheres in the direction of the concentration gradient exhibit flame speeds at any point that corresponds to the flame speed of the homogeneous gas mixture having the same gas composition as that of the point in the heterogeneous system . In flowing mixtures with large concentration gradients , the degree of mixing prior to ignition does not appear to affect the flame velocity and emitted radiation appreciably in a 6.5 - ft - diameter gallery .

Owing to an upsurge in export earnings. Cameroon made substantial economic Progress in 1978 and 1979. With a real growth estimated at 6%, the gross domestic product (GDP) for 1979 surpassed $5 billion.2 Crude petroleum production was providing a new potential in 1978 and 1979 for achieving national self-sufficiency. Among other benefits, crude petroleum exports were helping to offset the escalating costs of refined petroleum imports and to reduce the 14% to 17% annual rate of inflation. Over the 4 years prior to 1978, Cameroon's petroleum imports increased by 12.1% in volume annually, while the import cost increased by 24.5% annually to about $105 million. Total export earnings for 1978 were $805 million,3 to which crude petroleum contributed $25.3 million and crude aluminum product exports contributed $25.9 million. Petroleum exports had increased to about $240 million in 1979 and were in third place after coffee and cacao. Total imports for 1978 were valued at nearly $1 billion. The volume of petroleum imports decreased in 1979 to 552,000 tons, compared with 622,000 tons in 1978. The European Economic Community (EEC) countries purchased over 75% of total Cameroonian exports and provided most of the Nation's imports. The United States purchased $12.4 million in petroleum exports from Cameroon in 1978. Coke-pushing difficulties have been the subject of much controversy but relatively little scientific investigation. Nevertheless, continuing pushing difficulties can greatly decrease the life of a coke oven and should therefore be considered in the selection of the blend and operating conditions used for coke production. The present Federal Bureau of Mines investigation was undertaken to correlate results of previous investigators and to supplement these results to the limited extent practical by us of an experimental slot-type oven. To this end, pushing pressures have been determined routinely for Tuscaloosa oven tests conducted during the past 10 years. Nevertheless, the accumulated information remains incomplete in many respects, and in view of the recognized inadequacies of the data, publication is now undertaken only because of the scarcity of published information on this important problem and the discontinuation of carbonization studies with this oven.

The methane gas emitted from coal samples collected from the conveyor belts dumping into silos was measured by the Bureau of Mines. Approximately 50 pct of the total gas desorbed into a sealed can within 1 week was released during the first 24 hours. No simple correlation between the gassiness of the coal stored and the methane concentration in the silo open space above the coal was found. This was probably because the gassier coals were stored in open-top Silos, which were better ventilated. Although the methane concentration in the open space above the coal pile was less than 1 pct for all 34 silos investigated, a methane measurement in the coal pile showed that high methane concentrations can exist. The methane released in the pile appears to accumulate and not liberate freely into the open space above the coal pile. Probably this gas is released during reclaiming operations, but further research is required to substantiate this claim.

To increase safety and productivity in mining , the potential uses and hazards of rigid foam were investigated by the Bureau of Mines Experimental Coal Mine . This research resulted in the development of chemical formulations , spraying equipment , and application procedures that permit safe and effective use of urethane foams for improving mine ventilation , for reducing weathering of mine rock and steel , for constructing seals in fire areas , and for thermal insulation .

The internal friction of eight single crystals of magnesium with orienta-tion ranging from 10° to 84° was measured at 33.5 kc and 272° C, and the results were interpreted in terms of the pinned-dislocation model proposed by Granato and Lucke. Results show that the strain-amplitude-dependent decrement varies with orientation in a manner predictable by the G-L model. Different values of strain-amplitude-independent decrement were observed at different orientation angles, but correlation with the theory was not conclusive. Problems and steps for further study are discussed.

NIOSH continues to conduct respirable dust control research for surface mine blasthole drilling operations. Research areas have included testing variables (shroud leakage area, drill deck cross-sectional area, shroud height, collector-to-bailing airflow ratio, etc.) that have the most impact on respirable dust control, development of a dust collector inlet hood, development of a dust collector dump point shroud, and testing of a small diameter water separating sub. This paper summarizes the results of the aforementioned research that has been completed. Additionally, past dust control research for drilling operations of both underground and surface mines completed by the U.S. Bureau of Mines, created in 1910 and incorporated into NIOSH in 1997, is reviewed.

This report describes procedures for using a high-speed camera to study blasting phenomena. Both quantitative and qualitative information can be obtained, provided that proper interpretations of the projected two-dimensional images are made. Geometrical relationships between object and image displacements are given in terms of horizontal and vertical angles of the camera optic axis with respect to the quarry face. Correction factors are given for obtaining true object displacements from image displacements in the camera film plane. The time of initial rock movement also is considered, and the control-ling factors of camera speed, scale factor, minimum increment of projection measurement, etc., are evaluated in terms of minimum time intervals. The high-speed camera and associated equipment are described, and field measurements and laboratory data analysis techniques are outlined. An analysis of a typical high-speed motion picture is made, and the application of the necessary correction factors is illustrated.

The Hamme tungsten district is in Vance County, N. C., and Mecklenburg County, Va. Principal development has been in Vance County. The district is approximately 8 miles long by 1 mile wide and extends northeast-southwest. Its center is about 3 miles N. 65° W. of Townsville, N. C. The occurrence of tungsten in the district was first reported in 1901, but it was not until the Hamme brothers revived interest in the deposits in 1942 that commercial development began. The Bureau of Mines, as part of the war minerals program, began exploration and development of the district in June 1943 and completed it in December 1943. The Federal Geological Survey cooperated by mapping the topography and geology and logging the drill cores. The program included mapping, trenching, sampling, diamond drilling, and analyses and beneficiation of ore samples, The principal ore mineral is hubnerite, which occurs in quartz veins within the schist and granite. The veins are generally lenticular along the strike and dip. About 50 quartz veins have been noted in the area, but many are barren or slightly mineralized.

Hydrogen sulfite has been listed (1)3/ as a possible hazard in 50 occupations, many of which are in the mineral industries. The effects of its occurrence in the petroleum industry made themselves felt more than two decades ago, resulting in a comprehensive study (2) of the toxic gases from Mexican and other high-sulfur petroleum products. The mining industry, likewise, has had cause to guard against this gas. Enough hydrogen sulfide has been found in coal and some noncoal mines during normal operations to cause severe eye irritation, some serious illness, end even fatalities. It is usually a product of the decomposition of sulfur compounds and may be produced by burning explosives containing sulfur; the gas in harmful qauntities is formed by the use of block blasting powder or by the use of dynamite in blasting sulfide ores. Hydrogen sulfide is readily soluble in water, and enough may be released from water streams in coal and noncoal mining to cause fatal poisoning it is found sometimes in stagnant water underground, particularly where ventilation currents are absent, and great care must be exercised when accumulations of such waters are disturbed, as exposure to comparatively low concentrations of the gas evolved therefrom has caused fatal accidents.

For the past few years the Applied Physics Branch has been investigating, experimentally, the generation and propagation of strain waves in rock. The strain waves are produced by the detonation of a high-velocity explosive placed in a small cavity in the rock. Strain gages mounted in the solid rock surrounding the cavity record the strain pulses propagated away from the source. Numerous strain-wave pulses have been recorded in different rock types for charges of various sizes and at various distances from the charge. Analysis of these records has shown, among other things, that there is associated with the strain wave a characteristic pulse width. This pulse width is dependent on the rock type and the distance from the shot point to the gage, but is apparently independent of the charge size or cavity size. Recent published literature on the generation and propagation of seismic waves indicates that the characteristic frequency of an elastic wave generated by an explosion should be a function of the rock type and the size of the cavity created by the explosion. Also, internal friction in the rock would produce absorption of high-frequency components, which would cause continual change in the shape of the pulse propagated. As the experimental data did not verify the expected change in pulse shape with cavity size, a theoretical investigation of the vibrations associated with a spherical cavity in an elastic medium was undertaken.

Extraction of silver from silver mill tailings by an electrolytic oxidation procedure was investigated by the Bureau of Mines. Various parameters affecting silver extraction, such as electrolysis time, particle size, and dissolution of the silver as the tetrachloro or cyanide complex, were studied at 30° C with an electrolyte concentration of 20 weight-percent sodium chloride. Resulting silver extractions ranged from 77 to 90 percent, depending on the tailings being treated. Concomitant extraction of mercury ranged between 90 and 95 percent. Power consumption was 52 to 90 kilowatt-hours per ton for the tailings investigated. Comparative experiments using direct cyanidation resulted in extraction of 46 to 82 percent of the silver and 20 percent of the mercury. Cyanide consumption ranged from 3.3 to 9.4 pounds per ton of tailings, depending on the tailings being treated. Silver and mercury were recovered from leach solutions by precipitation on iron powder, followed by conventional distillation and fire refining steps.
