Carbon monoxide poisoning, as usually encountered, is an acute condition resulting from breathing atmospheres containing that gas. It is characterized clinically by headache, dizziness, weakness in the legs, increased respiration at first which later becomes irregular and depressed, collapse, unconciousness, and death; anatomically it is characterized by temporary changes in the red blood cells due to the combination of carbon monoxide with hemoglobin, and, in prolonged severe exposures, degenerative changes in various tissues of the body, especially those of the central nervous system. No race or nationality is immune or has a, special tolerance for carbon monoxide. From data at hand, it is known that both sexes are about equally susceptible. All ages are affected, but small percentages seem to have a more deleterious effect upon young animals and this is possibly true of children. Exercise, high temperature and humidity, and low oxygen content of en atmosphere increase the degree of poisoning for a certain concentration of carbon monoxide. Anything that lowers the physical fitness of a man, such as illness, overwork, or excesses of any kind, exaggerates the effects. More cases of poisoning from carbon monoxide occur in coal mines in the cold months of the year, because explosions take place more frequently during that period, also in homes where gas is used for beating purposes, and in garages from accumulation of automobile exhaust gases due to poor ventilation.

In 1989, the U.S. Bureau of Mines conducted a mineral investigation of the Mallard study area near Elk City, Idaho. The study area comprises most of the original Mallard RARE II area (1-847) plus some additional lands. The investigation is part of an ongoing, multi-year study of north-central Idaho that is being conducted in cooperation with the Idaho Geological Survey and the U.S. Geological Survey (USGS). The only identified resources are rock suitable for road metal. Five lode prospects and a pyrite-bearing rock quarry, which is operated by the Forest Service for aggregate, were examined for metals. One of the prospects warrants additional exploration for silver in quartz veins, but the chance of finding an economically minable deposit is limited. Several rock and stream sediment samples were anomalous in various metals. Two of the more promising localities for gold and/or other metals are adjacent to a unit of the Frank Church-River of No Return Wilderness that the USGS classified as having a moderate potential for gold deposits related to fossil hot springs.

"The fluorspar deposits in the Gallinas Mining District, Lincoln County, New Mexico, were examined early in February and again in April 1943 by the Bureau of Mines because of the possible importance of newly discovered deposits and of old mine workings showing fluorite-bearing material. There &re many of these deposits spread over a considerable area, and it appeared that exploration might indicate sufficient reserves to support a local mill that could contribute to the supply of fluorspar needed for war purposes. Accordingly, the Bureau initiated an exploratory program in June 1943, which was completed in August 1944.H. E. Rothrock, Roy Earhart, R. G. Smalley, and V. C. Kelly, geologists of the Federal Geological Survey, began mapping and studying the district in May 1943 and continued this work throughout the Bureau's exploration.David J. Stauffer, district ranger, U. S. Forest Service, and several claim owners assisted in the examinations and subsequent exploration.The fluorspar deposits in the Gallinas Mountains are reached by an unpaved forest road, which, leaves U. S. Highway 54 half a mile south of Gallinas station. The road runs due west for 3 miles, then turns due north just beyond the first cattleguard. This north branch is followed for 2 miles to a second cattleguard. There a left branch extends northwest up Red Cloud Canyon to the Red Cloud, and. All. American deposits; the right branch continues north for 2.miles past the Wade Porter ranch, to another left branch, which goes almost 2 miles west to the Hoosier Group deposits. The remaining deposits are reached by trail from either the Hoosier Group or, more easily, from the Red Cloud claim (fig. 1).The Hoosier Group is in sec. l9,, T.. 1S.,1 R. 12 E.; all of the other known ore occurrences are in secs. 13, 14, and 23 to 27, inclusive, T. IS., R. 11 E. All of the deposits are in the Lincoln National Forest and within the limits of a State game refuge. The nearest railroad loading point is Gallinas, Station on the Southern Pacific Railroad. Corona, the next station north of Gallinas, is a Mile or two farther from the deposits.Minor supplied, telegraph, telephone, freight, and express service, and limited living accommodations, Are, obtainable at Corona, 10 to 15 miles from the deposits of Carrizozo, N. Mex., 50 miles south."

Assessment of revegetation success on mined lands is a difficult, time consuming task and has been the subject of a number of controversies. Present regulations require that both plant cover and aboveground plant biomass be measured for use in making that assessment. Of these two variables, biomass is the most time consuming to measure and requires destructive sampling, a most undesirable requirement on fragile, recently revegetated areas. On the other hand, plant cover can be estimated using the point-frame method which is relatively nondestructive. In addition, vegetation can be sampled more uniformly with the point frame and in less time if species composition measures are to be made. A study was done to evaluate the predictability of aboveground biomass production on revegetated mined sites and adjacent native prairies using plant cover estimates made with the point frame method. The predictability of biomass production by cover estimates bears on the need for both measurements in assessing revegetation success. In general, a positive, statistically, significant correlation was demonstrated between plant cover (estimated by the point frame) and aboveground biomass (estimated by the harvest method) regardless of community type (mined or native), species composition, diversity or level of biomass production. However, the latter did have their effects on the relationship and must be accounted for in any predictive equations (that is to say, the predictive equations must be considered site-specific). Considering the relationship observed between the two parameters, cover estimation may be a sufficient indicator of revegetation success, especially where time and minimization of disturbance are critical.

[This is the eleventh in a series of reports on properties of commercial motor fuels made in accordance with a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of Mines of the United States Department of the Interior. The first report contained data, on motor gasolines sold during the winter of 1935-36.3/ The present report presents analytical data for 2,020 samples, representing the products of approximately 120 companies, which, as in previous surveys, include both large and small suppliers. In addition, the Pacific coast is represented by data averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were received. As in previous surveys, the data are divided into the three groups of samples of regular-price, premium-price, and third-grade gasolines, and each group has been averaged separately. The number of samples, items, and brands comprising each group, exclusive of the of the Pacific coast, axe as follows: Regular price, 1,071 samples, 29 items, and 77 brands premium Price, 608 samples, 235 items, and 72 brands; third-grade gasoline, 341 samples, 196 items, and 78 brands. Although during the past 10 years Alabama has attained an enviable position by its coal-mine accident experience and, like most of the other coal-mining States, has made progress in the safer operation of coal mines, there is still room for improvement, which can be realized only by still greater efforts on the part of employees and employers. From 1993, when accidents were first recorded by the Alabama State Mine Inspection Department, to 1934, inclusive, 3,451 men lost their lives in the production of 569,722,676 tons of coal. The primary purpose of this report is to bring to the attention of the mining industry in Alabama end elsewhere statistics of fatal accidents for 1931-34, with the hope that a study of the causes may lead to reduction of similar accidents in the future.

Objective To identify techniques to reduce the probability of gob gas explosions. Background In the last 6 years, seven explosions of methane and/or coal dust occurred within worked-out, sealed areas (gobs) of underground U.S. coal mines. These explosions, believed to have been started by lightning, destroyed many mine seals and caused much damage external to the sealed area. Three of these gob gas explosions occurred in one mine in Alabama over a 3-year period. Fortunately, the explosion forces and the toxic gases that vented from the sealed gob area did not cause fatalities or injuries, but they destroyed several large seals. If miners had been inspecting or working near these areas, the potential for serious injury and/or death would have been high. The United Mine Workers of America and the Mine Safety and Health Administration (MSHA) requested that the National Institute for Occupational Safety and Health (NIOSH) help identify the mechanisms for lightning penetration into the gob and recommend ways to reduce the probability of occurrence of future explosions from such lightning penetrations into sealed areas of underground coal mines. Because three of the explosions occurred in a single mine, special attention was focused on these particular explosions. The first occurred in April 1994 in a sealed area, which enclosed about 1.35square miles of abandoned workings (gob). This explosion destroyed 3 of the 38 seals that surrounded the gob. These seals were less than 2,000 ft away from three 4.5-in-diam steel-cased test wells that extended from the surface into the mine entry. At the time of the explosion, the National Lightning Detection Network (NLDN)verified 12 lightning strikes within 10 miles of the mine, including several above the gob. After the 1994 explosion, the damaged seals were rebuilt using an acceptable seal design capable of with standing a 20-psi explosion, as required by 30 CFR 75.335. On January 26,1996, a second gob explosion destroyed five more cementitious pumpable seals less than 2,000 ft away from those destroyed in 1994and even closer to the steel-cased wells. The NLDN verified72 lightning strikes in the area of this second gob explosion. Compressive strength analyses of fragments from the destroyed seals showed that strengths ranged from 11 to 138 psi, with an average of83 psi. This is over 100 psi below the minimum 200-psi compressive strength requirement for cementitious pumpable seals. These seals were again replaced. On July 9, 1997, the third and most violent explosion occurred in the same vicinity of the last two explosions. Three more cementitious pumpable seals were destroyed, including one newer seal that exceeded the minimum 200-psi compressive strength requirement. The record of fatalities from mine explosions in the United States during the past 44 years has been the best in the history of the mining industry, despite the fact that the number of fatalities from this cause during the past fiscal year now is nearly double that of the previous year. During there 4 fiscal years, mine explosions have resulted in an average of 45.5 deaths per year, compared with an average of 153 deaths per year for the preceding 5 years; an average of 542 deaths per year for the 3 years 1907-1909, inclusive, and a yearly average of 265 deaths per year for the 20 years prior to 1929. Other types of mine accidents also have been reduced during this period, but not to the same degree or by as large a percentage as mine explosions. The fact that in this fiscal year ended June 30, 1937, electricity was responsible for 60 percent of the explosions and 85.5 percent of the fatalities resulting therefrom (see tables 3 and 4) is evidence that either mine operators are lax in providing proper electrical equipment or there is laxity in the upkeep and use of electricity in our mines and more particularly in our coal mines. Several large coal-producing States that in the Fast have had numerous disastrous explosions have been free from such disasters for continuous periods of as long as 8 years. The bituminous mines of Pennsylvania, one of the largest coal-producing States, give a good example of what can be done to prevent explosions. 'his State, with its large number of operating mines, many with very definite hazards from gas or dust or both, has had only two major explosions (resulting in 16 fatalities) during the past 7 years; this is a decidedly good record compared with any similar period in the past and when it is considered that during this period about 750,000,000 tons of coal have been produced. Other good records are: Tennessee, without a single fatality from explosions during the past 9 years; Alabama, with 6 fatalities during the past 7 years; Illinois, with no explosions during the past 4 years; and

"Electron spin resonance (ESR) measurements provide direct evidence for the involvement of Cr(V) in the reduction of Cr(VI)· by NAD(P)H. Addition of hydrogen peroxide (H2 O 2) to NAD(P)H-Cr(VI) reaction mixtures suppresses the Cr(V) signal and generates hydroxyl (·OH) radicals (as detected via spin trapping), suggesting that Cr(V) reacts with H2O 2 to generate the ·OH radicals. Reaction between H2O 2 and a Cr(V)·glutathione complex, and between H2O 2 and several Cr(V)-carboxylato complexes also produces ·OH radicals. These results suggest that Cr(V) complexes catalyze the generation of ·OH radicals from H2O 2, and that ·OH radicals might play a significant role in the mechanism of Cr(VI) cytotoxicity. KEY WORDS: ESR. spin trapping, Cr(VI) reduction, Cr(V), hydrogen peroxide, free radicals.INTRODUCTIONThis communication reports an ESR spin trapping detection of hydroxyl ( OH) radicals.in reactions between some Cr(V) complexes containing biologically important ligands and hydrogen peroxide (H2O 2 ). This work was undertaken because while the reduction of Cr(VI) to lower oxidation states has been suggested as a key step in the mechanism of Cr(VI) toxicity, the reaction· mechanism is not yet clear. 1 Mutagencity has been well documented for Cr(VI) via various bacterial assays, while Cr(III) has been shown not to be mutagenic.2 • 3 Since it has been reported that compounds containing Cr(VI) do not react with isolated DNA,4 the reduction of Cr(VI) by other cellular constituents has been thought to be important in the mechanism of Cr(VI) induced DNA alteration.1·4 • 5 For cellular systems earlier studies include those on the reduction of C~(VI) by microsomes,6-8 rat liver DT-diaphorase,9 and aldehyde oxidase. 10 Regarding the reduction mechanism, Jennette used ESR spectroscopy to show that a long-lived Cr(V) complex is formed as an intermediate in the microsomal reduction of Cr(VI) in the presence of NADPH.8 She postulated that Cr(V) is the ""ultimate"" carcinogenic form of chromium compounds. This conclusion has led to many further investigations of the formation of Cr(V) in the reduction of Cr(VI) under biologically relevant conditions.11 - 19 More recently, however, it has been suggested that oxygen-derived radicals generated during the Cr(VI) reduction are the species responsible for the DNA alteration.20.2• To the best of our knowledge, however, no information is available on the generation of such radicals in the reduction of Cr(VI) under biologically relevant conditions, except some preliminary results on the glutathionyl (GS·) radical formation in the reduction of Cr(VI) by glutathione (GSH). 11 - 19 We, therefore, undertook a systematic investigation of the reaction of Cr(VI) with NAD(P)H, GSH, ix-hydroxycarboxylic acids, and H2O 2 • NADPH was chosen as a model reductant because of its ubiquitous existence inside the cells, its critical role in the enzymatic Cr(VI) reduction,1·6-9 its representation of important cellular Cr(VI) reductants, and its ability to reduce other metal ions.22 GSH was chosen as another model Cr(VI) reductant because GSH also exists inside cells, it represents another important category of cellular Cr(VI) reductants, the thiols, and it also plays an important role in the Cr(VI) toxicity .1• 1 ""- 19.i3.i4 For further clarification, we also studied the reaction of Cr(VI) with several '1'.-hydroxycarboxylic acids in the presence of H2O 2 since these acids are definitively known to reduce Cr(VJ) to form stable, isolable Cr(V).25 .2 6 The results obtained indicate that Cr(V) complexes, produced in the reduction of Cr(VJ) by cellular reductants, react with H2 O 2 to generate ·OH radicals, which might be the initiators of primary events in Cr(VI) carcinogenicity."

Mine safety personnel reported occurrences of excessive "glove-fingering" and other problems with resin-grouted roof bolt installa tions. To study these problems, the Bureau of Mines designed a test plan to (1) obtain baseline information on several resin cartridges and (2) investigate the variables involved in the installation of a resin bolt. Three brands of resin representative of the industry in January 1983 were selected for cartridge evaluation. The installation variables selected for study were the method of installation, the hole depth, and the hole annulus. These variables were studied by installing a series of bolts in concrete blocks using different values for each variable. Results of the research show overspinning the resin may cause problems, but they can be avoided by using the spin times recommended by manufac-turers. Excessive glove-fingering is not a problem if the manufacturer-recommended installation procedures are followed.

Significant improvements in surface conditions or mechanical properties of steels have been attributed by several investigators to ladle additions of small quantities of rare-earth metals or their oxides. To investigate systematically these effects in wrought and in cast plain carbon and alloy mechanical steels containing approximately 0.35 percent carbon, heats of four representative compositions were melted by the Bureau of Mines in a 4-ton open-hearth furnace. Each heat was cast into three sets of ingots to exemplify respectively, treatments with (1) rare-earth metals, (2) rare-earth metal oxides, and (3) an untreated set as a control. The development of melting, casting and rolling practices is described and discussed. Lance injection of oxygen shortly after melt raised the temperature of the metal immediately as much as 500° F., principally because mechanical agitation exposed the high-carbon metal to the flame and furnace root. An exceptional degree of superheat in the metal at the termination of the refining period was attributed to oxygen injection during the refining period. Bath temperatures higher than industrial practice were permitted by the all-basic furnace lining. Rates of carbon elimination as high as 0.036 percent carbon per minute were achieved by oxygen injections.

Galvanizers' sal skimmings have been treated by two methods of leaching in attempts to produce preflux solutions suitable for use in galvanizing operations. Both water-leaching and acid-leaching procedures are effective, except in severely exhausted skimmings when water-leaching becomes impractical. A preliminary analysis of the skimmings is not required. Solutions in the recommended concentration range can be produced conveniently by control of pH, specific gravity, and chlorine content. A technician would require only a short period of training to be able to perform the operations described.

This report describes work done by the Bureau of Mines to simplify the design and operation of the vortex cone, a new device for prerefining blast furnace iron. Three new apparatus arrangements were tested. Results with one of these arrangements average 74.2 pct silicon removal and 61 pet oxygen efficiency (disregarding removal of carbon and manganese).

In this Bureau of Mines study, sealants containing mineral wool, cement, etc, were sprayed through dry-process equipment that propels dry material pneumatically to the water-adding nozzle. Advantages over slurry applications include no mixing, no extensive cleanup, and freedom from hardened cement in equipment should power be lost. Sealants with large mineral wool nodules (>l-inch) were sprayable at rates to 900 square feet per hour for 1/2-inch thickness with little dust and smooth material flow through equipment, but they were weak for mine use, Materials containing small wool nodules (1/4-inch) were stronger but tended to plug lines because the nodules were inadequately separated in the shredder. Increasing the dedusting oil also increased line plugging by holding the nodules together in larger lumps. Best results were obtained using a 3/4-inch-nodule wool with cement binder, which provided both smooth flow through the machine and adequate strength.

Aeration in water slurries and controlled drying of manganous hydroxide produced from dithionate leaching of Artillery Peak manganese ores from Arizona were investigated by the Bureau of Mines at its Electrometallurgical Experiment Station, Boulder City, Nev., to determine whether a simple process could be developed for converting this product into a battery-grade manganese dioxide. The properties of manganese dioxide prepared by the thermal decomposition of manganous nitrate were investigated also. Manganese dioxide suitable for use in batteries was not obtained from the dithionate leach product, but some of the factors controlling its oxidation were isolated. Aging of manganous hydroxide was of major importance in retarding its oxidation by aeration. Sodium hydroxide and sodium silicate promoted oxidation by drying. Optimum quantities were about 0.85 mol of sodium hydroxide and 0.2 mol of sodium silicate per mol of manganese, and drying temperatures of 200° C. produced yields of manganese dioxide up to 90 percent of the manganese present. Higher temperatures and concentrations of reagents carried oxidation of manganese beyond its tetravalent state.

During investigation of the occurrence of manganese deposits in the western United States, the Bureau of Mines collected 2-ton samples of 4 ores from 3 properties in northeastern Nevada. Laboratory tests were made to determine the amenability of these ores to ore-dressing methods of concentration. The Caviglia-Vietti property is situated 11 miles southeast of Ely, White Pine County, Nev. The ore deposits are lenticular veins and irregular masses found in limestone fracture zones and along the contact of limestone and underlying shale. Two samples, of the ore were tested: Lot A, from the Vietti shaft, and lot B, from the. Caviglia shaft.

These inspection standard have been prepared for use in the Federal inspection of strip mines producing, bituminous coal, anthracite, and lignite. This circular is a revision of the Safety Code for Strip Mining, which was prepared by the Bureau of Mines and employed as a guide for Federal inspectors. Numerous changes have been made in the original code to keep the in step with improvements in the industry. With continuing changes in mining methods and facilities some of these standards may become inapplicable and further revision may be advisable. Therefore, questions regarding these standards, and suggestions regarding new standards should be brought to the attention of the Bureau of Mines. Few States haves laws pertaining to strip mines, but where such laws do exist it is possible that some of the standards may conflict with them. In cases of conflict, the intent is not to advocate noncompliance with State laws, but to suggest reconsideration of such laws or safety orders.
