This Bureau of Mines publication presents a comprehensive review of mine electrical power-system theory and practice. It discusses fundamental theory and the vital aspects to be considered in planning and designing mine electrical power systems. The report is divided into three major sections. The first presents the history of electricity in mining and the fundamentals of electrical phenomena and components. The second focuses on power-system components: motors, grounding systems, cables, and protective equipment and devices. The final section includes mine power-center equipment, switchhouses and substations, batteries, and mine maintenance.

Longwall mining is an underground mining method during which a mechanical shearer progressively mines a large block of coal, called a panel, in an extensive area. During this operation the roof of the coal seam is supported only temporarily with hydraulic supports that protect the workers and the equipment on the coal face. As the coal is extracted, the supports automatically advance and the roof strata cave behind the supports. Caving results in fracturing and relaxation of the overlying strata, which is called "gob." Due its highly fractured nature, gob contains many flow paths for gas migration. Thus, if the overlying strata contain gassy sandstones or sandstone channels, gas shales or thinner coal seams which are not suitable for mining, then the mining-induced changes can cause unexpected or uncontrolled gas migration into the underground workplace. Vertical gob gas ventholes (GGV) are drilled into each longwall panel to capture the methane within the overlying fractured strata before it enters the work environment. Thus, it is important, first to understand the properties of the gas reservoir created by mining disturbances and, second, to optimize the well parameters and placement accordingly. In this paper, the production rate-pressure behaviors of six GGVs drilled over three adjacent panels were analyzed by using conventional multi-rate drawdown analysis techniques. The analyses were performed for infinite acting and pseudo-steady state flow models, which may be applicable during panel mining (DM) and after mining (AM) production periods of GGVs. These phases were analyzed separately since the reservoir properties, due to dynamic subsidence, boundary conditions and gas capacity of the gob reservoir may change between these two stages. The results suggest that conventional well test analysis techniques can be applicable to highly complex gob reservoirs and GGVs to determine parameters such as skin, permeability, radius of investigation, flow efficiency and damage ratio. The insights obtained from well test analyses can be used for a better understanding of the gob and for designing more effective gob gas venthole systems.

Overview: The first step to emergency preparedness and maintaining a safe workplace is defining and analyzing hazards. Although all hazards should be addressed, resource limitations usually do not allow this to happen at one time. Risk assessment can be used to establish priorities so that the most dangerous situations are addressed first and those least likely to occur and least likely to cause major problems can be considered later. Purpose: This training package was developed to assist instructors as they (1) determine how to use risk assessment to improve safety preparedness and (2) present risk assessment concepts and tools to trainees. The concepts and tools presented here can be applied to any mine hazard.

Two examples of en echelon mining-induced fractures seen in hard-rock mines provided a basis for inferring that fracture zones and bedding plane separations immediately surrounding mine openings are promoted by oblique shear into the openings. It is hypothesized that initial fractures or separations form at the corners of openings as a result of high stress and physical constraint on the rock's ability to deform elastically toward the opening. These conditions result in a locally preferred direction of shearing. The shearing, in turn, generates tensile stress that initiates a progression of systematically offset fractures approximately parallel to the direction of greatest compressive stress. The fractures or bedding separations create tabular rock layers that amplify shearing displacement through bending and dilation. Such shearing effectively reduces and redistributes the compressive stress, but significant dilation is an inevitable consequence. The combination of dilation and shearing and the progressive development of fracture zones have important implications with respect to ground support. The concept of mining-induced fractures forming as a result of shear is illustrated by two examples from coal mines. First, fractures seen at longwall faces probably result from shear associated with subsidence. The fracture zone that develops approximates or possibly defines the draw angle of subsidence. As the face advances, fractures extend downward along the lower edge of the fracture zone, while upper extensions of the fractures are pressed closed. Fracture zones in entry roofs provide a second practical example. Here, mining-induced fractures typically follow bedding planes. The shear zone model suggests that the first bedding separations develop near the edges of the roof and successive separations progress upward and toward the center. However, if the direction of greatest stress is inclined with respect to the roof, a fracture or bedding separation zone may propagate from one side only and also extend higher. Because coal ahead of the face provides some support against lateral shear deformation, bedding separation is inhibited near the face. Rock bolts installed close to the face ultimately become more strained and bent than bolts installed a few meters from the face, and bolts installed through the more remote part of a separation zone may ultimately experience the greatest tensile and bending strains. This model is supported by field data documenting progressive bolt failures that rapidly propagated downward across the roof during face advance.

In the interest of safety in mining, the Bureau of Mines recommends: 1. That cages or skips used for hoisting or lowering men in vertical and steeply inclined shafts shall be provided with safety catches designed to prevent falling of the cage or skip if the hoisting rope or other connections break; and 2. That cars used. for hoisting or lowering men with ropes in slopes shall be provided with arresting devices, other than ordinary brakes, that come into action if the hoisting rope or other connections break. In presenting this decision, it is recognized that the principal requirements for safety in hoisting operations are the use of hoisting ropes of ample size and strength to provide a factor of safety recognized as adequate by the best en engineering practice; their proper care, protection against undue wear and corrosion, and frequent inspection; and immediate removal of ropes from service when inspection or tests cast doubt upon their further safe serviceability.

Suspended seats perform two functions: Reduce effect of occasional large bumps; Reduce more continuous vibration at a lower level. The former needs high damping. The latter needs low damping. For most mobile work machines the inevitable compromise is generally better than a simple cushion seat, because that amplifies vibration at around 4 Hz which is a sensitive frequency for human vertical WBV. Why have standard tests for seat suspensions? • Seat suspensions are non-linear so any measure of performance depends on operating conditions. For comparison these need to be defined. • Seat manufacturers need benchmarks for product development; • Machine makers choose dynamic characteristics appropriate to their products; • Occupational health specialists wish to control operator exposure to Standard tests should be representative, repeatable and reproducible. These requirements are reviewed in relation to the history of seat test standards and the current position. Current position and history The current position is that we have standard tests for seats for agricultural tractors, earthmoving machinery, industrial (fork-lift) trucks. These tests comprise measurement of vibration transmission and of the rate of damping. Current standards developed as the technology developed, starting around 1960: 1. Test on machine driven over standard surface1. 2. Test on shaker reproducing standard surface. 3. Shaker input replaced by representative spectrum2. 4. Human subject replaced by dynamic dummy. (Not yet settled). Are standard tests representative? The development process has gradually moved seat tests further from reality. 4 hr samples of work exposure suggest that seats do not on average provide large reductions of vertical WBV3. For specific magnitudes of vibration they can work well. For low vibration, performance is reduced by friction and for severe vibration by length of travel. Recent work has led to a new test to quantify how a suspension controls over-travel 9.

Pilots of the MH-60S helicopter are exposed to continuous whole body vibration (WBV). Pilot fatigue is a growing operational concern due to the increased frequency of extended durations of missions (6-8+hours) in support of Operations Iraqi Freedom and Enduring Freedom. Endurance aspects of the currently used rotary wing seating systems were not optimized for the longer missions and wide range of pilot anthropometric measurements, which is now typical of naval aviation. The current seating systems were designed primarily to meet crashworthiness requirements, not for the wide range of pilot anthropometry or to mitigate WBV. Albeit, an issue, pilot fatigue and reduced mission effectiveness are also critical concerns. Current Hazard Reports indicated that pain in pilots’ legs and backs begin two to four hours into the flight and increase with time. Mission readiness also decreases with an increase in flight duration due to the constant distraction of pilots shifting in their seats while trying to get comfortable. Froom, et al [2] reported a dose-response relationship between the length of military helicopter flights and back discomfort. He also concluded that this pain is typically dull, over the lower back, and its prevalence and intensity are dependent on the total flight hours of exposure. Methods This study evaluated WBV produced in the pilot seating systems onboard the MH-60S. The purpose of the study was to test and compare the effectiveness of two different seat cushions, the current seat cushion versus an anti-vibration seat cushion. Both seat cushions were measured for acceleration levels averaged over five-minute intervals using a triaxial seat pad accelerometer. The recordings were completed for a 3-hour straight and level flight. A frequency analysis from 0-80 hertz (Hz) was conducted on all acceleration measurements to determine the dominant axis and frequency of the pilots’ vibration exposure. The results were then compared to the applicable Threshold Limit Values (TLVs) established by the American Conference of Governmental Industrial Hygienists (ACGIH) [1] and the International Organization for Standardization (ISO) 2631.1 [3] to determine the MH-60S pilots’ permissible exposure time for both seat cushions. Results The results of the study showed that for both seat cushions the vibration levels of the z-axis at 16 Hz had the shortest allowable exposure duration, according to the ACGIH TLVs. In the z-axis at 16 Hz, the MH-60S’s current seat cushion’s acceleration levels indicated an exposure time limit of approximately 6 hours, while the anti-vibration seat cushion’s acceleration levels pierced the 8-hour exposure time limit curve. This is shown in the graph below.

It is apparent that coal will play an increasingly important role in satisfying the nation's energy requirements for the remainder of this century. Both deep mining and surface mining will be practiced to develop known U.S. coal reserves, but until significant improvements in the productivity of deep mining emerge, surface mining is likely to be predominant. This report addresses the problems of coal extraction and surface mine reclamation in the 11-state Midwestern coal resource region, where surface stripping of high-sulfur, bituminous coal has been a well-developed industry for most of this century. Midwestern coal markets have declined in recent years. In part this is a result of widespread conversions to more convenient and (apparently) economical liquid and gaseous fuels, but the decline in Midwestern coal use is also attributable to the impact of current air pollution control regulations that prohibit emissions of sulfur oxides and particulate matter. A part of the regional demand for Midwestern coal has been transferred to the Northern Great Plains where extensive low-sulfur coal reserves are currently being developed.

The coal-bearing areas of Kansas cover approximately 18,800 square miles (23 percent of the state's total area). Coal in Kansas ranges from lignite to high volatile bituminous, located principally in the south-eastern part of the state. Kansas reserves are estimated to be 987,500,000 tons, approximately 0.2 percent of U.S. reserves. Coal beds generally occur in thin seams up to five feet thick. The overburden-to-coal stripping ratios in Kansas are among the highest in the nation, typically 20 to 1, with some ratios up to 35 to 1. The first commercial coal mining operation in Kansas opened in 1865 at Fort Scott in Bourbon County. As in other states, coal production in Kansas increased during the industrial revolution, and then fell as industry converted to alternative fuels. Production peaked in 1916 and 1917, with annual production of 7,250,000 tons. Coal production today is by surface mining methods. The Kansas regulatory program was approved April 14, 1982; the Abandoned Mine Land Program was approved February 1, 1982; and the emergency program authority was approved January 10,1989.

Although zinc in the environment is generally considered to be beneficial or benign, excessive amounts can cause deterioration of environmental quality and toxicity problems for some plants and animals. High amounts of zinc in the environment are often associated with anthropogenic activities, mainly those involving zinc production and consumption and those related to the use and disposal of zinc-containing products. To obtain some upper limit parameters on the historical quantities of zinc chat may have entered the U.S. environment from anthropogenic sources, the Bureau of Mines conducted a materials flow study of zinc from the earliest beginning of the domestic industry through 1990 and for the year 1989. For comparative purposes a generalized historical materials flow of zinc for the world was also prepared. The United States was the world's leading producer and consumer of zinc in the 1850-1990 period. In that period, U.S. mines and smelters produced 15% and 20%, respectively, of world output, and U.S. zinc consumption accounted for about one-fourth of the world total. Maximum zinc losses into the environment related to the above production, consumption, and disposal of end use products total about 63 million tons. Dissipative uses and landfill disposal have accounted for about 73% of the potential zinc losses to the environment, followed by mining and smelting 22%, and manufacturing, 5%. At the end of 1990, contained zinc in useful end-products in the United States was estimated to be about 23 million tons. In 1989 slightly more than 1 million metric tons of zinc in new zinc-containing products were added to the domestic pool of zinc in use but in the same year, an estimated 0.9 million tons was dissipated and discarded, indicating only small net gains to the zinc pool of use annually.

Late in 1974 at a meeting with the Cedar Coal Company in Chelyan, West Virginia, a very definite requirement for an automatic heat sensing fire suppression system for the type coal augers used in their mine was revealed. Several fires had been experienced, and while equipment loss was a consideration, operator safety was also a concern. As of that date no one had developed an automatic system specifically for fire suppression on coal augers. II. EQUIPMENT DEVELOPMENT As a result of the above meeting, an unsolicited proposal was made to the Bureau on March 1, 1975, and a contract was issued to provide the following services: A. Determine and define fire hazard problem on Compton Coal Auger. B. Modify or otherwise mike a Lease "AFEX" system suitable for protecting the fire hazard area developed in paragraph "A". C. Make installation of "AFEX" system. D. Monitor installation for reliability for a period of 90 days after installation. C. ConJurt a simulated fire test to determine effectiveness on system.

Isometric strength is defined as the capacity to produce force or torque with a voluntary isometric (muscle[s] maintain[s] a constant length) contraction. The key thing to understand about this type of contraction and strength measurement is that no body movement occurs during the measurement period. The tested person's body angles and posture remain the same throughout the test. Isometric strength has historically been the type most studied and measured. It is probably the easiest to measure and to understand. Some strength researchers feel that isometric strength data may be difficult to apply to some "real life" situations because in most real circumstances people are moving - they are not static. Other researchers counter that it is equally difficult to determine the speed of movement of a person or group of persons doing a job (each moves in his or her unique manner and speed across the links and joints of the body). Thus, dynamic strength test data collected on persons moving at a different speed and/or in a different posture from the "real world" condition will be just as hard to apply. In truth, neither is better - they are different measurements. Both researchers and users should collect and use data that they understand and that fits their application. Workplace Assessment When a worker is called on to perform a physically demanding lifting task, the external load produces moments - tendencies to produce motion, also called torques - about various joints of the body.(1) Often these moments are augmented by the force of gravity acting on the mass of various body segments. For example, in a biceps curl exercise, the moment produced by the forearm flexors must counteract the moment of the weight held in the hands as well as the moment caused by gravity acting on the forearm's center of mass. To perform the task successfully, the muscles responsible for moving the joint must develop a greater moment than the combined moments of the external load and body segment. It should be clear that, at each joint of the body, there is a limit to the strength that the muscle can produce to move ever-increasing external loads. This concept forms the basis of isometric muscle strength prediction modeling.(1) The following procedures are generally used with this biomechanical analysis technique. First, workers are observed (and usually photographed or video-taped) as they perform physically demanding tasks. For each task the posture of the torso and the extremities are documented at the time of peak exertion. The postures are then re-created using a computerized software package, which calculates the load moments produced at various joints of the body as the task is performed. The values obtained during this analysis are then compared to population norms for isometric strength obtained from a population of industrial workers. This computer program determines the price per ton of coal needed to obtain a profit of 12 percent discounted cash flow. From a predetermined equipment and manning list, the program calculates all costs and prints seven tables, Including the equipment and manning tables and the discount cash flow table. Forty-four of the input variables may be readily changed to study their effects upon the final price per ton of coal or upon individual cost items. The method is adaptable for any type of mining and with additions, for beneficiation processes. This program was written in Fortran IV for use on the IBM 11302 and with few modifications can be used on other computers.

This report presents an economic mineral assessment and Inventory of mines and prospects In the approximately 176,000-acre Patagonia Mountains-Canelo Hills Unit of Coronado National Forest. Deposits or areas most likely to experience future development are characterized in terms of their economics, based on data acquired by the author from a variety of sources, and supplemented by USBM field data collected by other workers in 1990 and 1991. Numerous mine maps, rock-chip sample assays, and detailed descriptions of mine and prospect sites are in this report and appendixes. Heavy but sporadic mining, mainly between the 1850's and 1950's was nearly all confined to the Patagonia Mountains. High-grade sulfide veins, replacements, and skarn deposits accounted for most of the production, which included large quantities of zinc, lead, copper, and silver, and considerable quantities of gold. Small Quantities of molybdenum, manganese, tungsten, and placer gold have been mined. Most of the traditionally mined metalliferous sites will not see future activity due to the low tonnages present and removal of most high-grade rock. Possible future development areas include copper porphyries and breccia pipes; most are too deeply buried for current development. Localities where similar deposits may be concealed are identified.

Intense vibration can be transmitted to the hands and arms of workers who use hand-held percussive or vibrating devices, tools, and work pieces. Continued habitual exposure to vibration directed to the hands can cause patterns of various symptoms associated with hand-arm vibration syndrome (HVAS). The International Organization for Standardization (ISO) first published ISO 5349 in 1986.3 This standard specified methods for measuring and evaluating vibration directed into the hands from hand-held vibrating devices, tools, and work pieces. The American National Standards Institute (ANSI) published ANSI S3.34 the same year.1 This standard was modeled after ISO 5349-1986 and specified methods for assessing exposure to hand-arm vibration. The Parliament of the European Union has issued the European Union Human Vibration Directive-2002/44/EC, which specifies vibration daily exposure action values (DEAV) of 2.5 m/s2 and daily exposure limit values (DELV) of 5.0 m/s2. These values have generally been accepted by medical experts, scientists, and engineers in governmental agencies, research institutions, and industry in the USA and other countries.2 When they are achieved, they will reduce the potential for the development of symptoms related to HAVS among workers exposed to hand-arm vibration. Significant improvements in measurement and analysis instrumentation, miniature and subminiature accelerometers, and medical diagnostic and assessment protocols have being introduced since 1986 when ANSI S3.34 was first published. In response to these improvements and the introduction of the EU Human Vibration Directive, ANSI Working Group S2.39 developed the revision to ANSI S3.34, which has now been published as ANSI S2.70-2006.2 Method ANSI S2.70 specifies the use of the hand-arm vibration measurement procedures outlined in ISO 5349, Parts 1 and 2.2,4,5 It requires the measurement of ISO frequency-weighted acceleration values in three mutually orthogonal axes of vibration. These values are then vectorially added to obtain the vibration total value, ahv: [ ] where ahwx, ahwy, and ahwz are the measured r.m.s. ISO frequency-weighted acceleration values in the x, y, and z directions, respectively. While the neurological and vascular aspects of Hand-Arm Vibration Syndrome (HAVS) has been generally accepted as a medical condition, the medical criteria and the clinical findings used to establish the diagnosis has been more difficult to bring to consensus. The criteria was first quantified by the Taylor-Palmear scale.1 This criteria was subsequently modified in 1986 at the 1st Stockholm Workshop2,3 to included more acceptance for the neurological effects that characterized the predominate findings in some workers. The relationship between hand-arm vibration and Carpal Tunnel Syndrome was defined in NIOSH 97-1414. While the aforementioned documents have defined the clinical entities associated with hand-arm vibration exposure, agreement on the clinical findings and test to confirm the diagnosis has be been more difficult to bring to consensus. Clinicians assessing HAVS has relied on a number of varied neurological and vascular tests. The neurological testing has focused on assessing damage to the sensory capability of the fingers for the neurological component including tests to measuring ability to sense vibration, cold or other end point finger sensor functions. However, the vascular testing has been traditionally focused on the ability to either measure vascular function or to reproduce the vascular blanching that occurs in HAVS with cold water provocation. Recent assessment of this testing in the United Kingdom Coal Miner’s study has questioned the value of this testing especially in reviews by McGeoch.5 In an attempt to provide some type of definitive testing to substantiate vascular damage from hand-arm vibration exposure, angiography is an alternative or adjunct to cold water provocation testing. The standards that have been established to predict the level, type and incidence of HAVS have been based on clinical studies and reports that have essentially been all male populations. However, the recent entry of women into more vibration intensive jobs has brought about the exposure of some women to high levels of vibration previously only previously experienced by men. However, there have been only few studies that look at HAVS in women6. Although exposed the same vibration levels, it has not been clear that the latency and type of pathology of HAVS in women will be the same as for men. The purpose of this study is to look at recent case studies of men and women exposed to jobs with high levels of hand-arm vibration with extensive clinical testing for both the neurological and vascular components of HAVS as well as other associated upper extremity conditions such as Carpal Tunnel Syndrome.

Polychlorinated Biphenyls (PCBs) have been widely used as fire resistant dielectri coolants in electrical equipment used in mining applications, including transformers capacitors, electric motors, and electromagnets. In addition, PCBs have been used in hydraulic fluids and heat transfer fluids, and are present in many oil filled transformers. The Environmental Protection Agency recently banned the manufacture of PCBs and equipment using PCBs, and imposed strict requirements on the continued use and disposal of existing PCB equipment. This manual discusses the EPA requirements, suggest ways to decrease the risks resulting from continued use of PCB equipment, and surveys the non-PCB equipment that is available as replacements for the PCB electrical equipment presently used in mines.

Chronic whole-body vibration exposure, as expected in large construction and mining vehicles, has been associated with neck and back pain and injury.1 While work has been done towards gaining a better understanding of the relationship between vibration and shock and muscle activity of the back musculature2, relatively little information regarding the activity of neck, shoulder and upper arm muscles is known. Today’s equipment designs must conform to domestic and international standards, however these standards do not specifically address the vibration exposure in the head and upper quarter. Further it is not well known how the control configuration within a vehicle (e.g. steering wheel versus arm controls) influences muscle voluntary and reflex activity levels. Greater muscle activity may lead to greater muscle fatigue – which in turn may be associated with greater risk of injury.2 Thus, muscle contractions needed to maintain static postures as well as those resulting reflexively should be considered during an analysis of seating position. Unfortunately, little is known regarding the influence of arm position on head and neck muscle function. The purpose of this study was to investigate the relative muscle activities of 5 neck, shoulder, and upper arm muscles during riding simulations of large construction equipment, using three different arm control options. Methods Five typical heavy equipment ride files were “played back” through a man-rated Servo Test 6-degree of freedom (dof) vibration system. Each ride was repeated using 3 seat and control configurations (steering wheel (SW), floor mounted arm-rest controls (FM), seat mounted arm-rest controls (SM)). Two trials were performed for each ride and seat control combination (each trial: 60 sec of 6-dof and 60 sec of vertical vibration). Five channels of surface electromyography (EMG) of the right-side cervical erector spinae muscles (neck extensors), sternocleidomastoid (neck flexor), upper trapezius (shoulder elevator), biceps brachii (elbow flexor) and triceps brachii (elbow extensor) muscles were collected throughout each ride (~ 2min) using pre-amplified (10x), 1 cm silver bar electrodes, with 1 cm fixed inter-electrode distances (Delsys, Inc). Further analog amplification was set at 10k (1k for one subject), and sampled at 1000Hz using a 12-bit DAQ card and Labview 7.1 software (National Instruments). A total of 7 right-handed male subjects were tested, but only 5 had complete EMG data sets to analyze for this sub-study. EMG was analyzed using root mean square (RMS, in mV) of 20 ms moving windows, and then averaged across the entire trial for a measure of mean total muscle activity (voluntary and reflexive). The muscle activity to maintain the static posture was estimated as the mean RMS EMG over a 1 sec interval just prior to and/or after completion of the ride. Repeated Measures ANOVAs were used to test for with-in subject differences using a = 0.05.
