Comprehensive data on market prices for crude minerals and mineral products for the world as a whole do not exist, and even the data that are available are not necessarily compatible between countries, particularly between the market economy countries and the centrally planned economy countries. Further, it should be evident that the actual delivered price for a small quantity of any specific commodity at some point substantially removed from a production facility or a seacoast port will differ appreciably from that for a large volume of the same product at or near its production source or a major import center. Nevertheless, the regularly published prices of selected major mineral commodities in key market areas can be regarded as indicative of general world price trends.

As mechanical shock and vibration environments evolve, it is important to understand their potential effect on human operators. Human beings are sophisticated mechanisms comprised not only of passive components with mass, damping, and stiffness characteristics, but also of components that can actively affect apparent mass, stiffness, and damping. Because the lumbar spine can exhibit local, short-column buckling, stability of the human trunk depends on the responsiveness of the neuromuscular control system.1-2 We have been evaluating the ability of patients with back pain to respond to a series of sudden loads. We believe the results have implications for isolation design and standards development. Methods 153 patients, aged 21 to 55, presenting with back pain agreed to enroll in a research study that randomly assigned them to one of three treatment arms: high velocity low amplitude spinal manipulation, low velocity variable amplitude spinal manipulation, or wait for 2 weeks and then be randomized to one of the above groups. Response to sudden load testing was one of a battery of baseline evaluations performed upon entry into the study and prior to treatment. EMG electrodes were attached to the skin over the paraspinal muscles of the standing participant bilaterally 3 cm from midline at the L3 level. While standing upright on a force plate (Bertec), participants were fitted with a strap around their back and hooked to a load cell in front of their chest. An accelerometer was rigidly attached to the load cell. Impact was applied to the chest using a cord attached to a falling weight. The weight’s fall distance was varied between 9 and 13 inches to account for the size of the subject. The subject was blindfolded and wore headphones playing white noise to prevent cueing of when the weight was dropped to apply the load. Hence, although the participant knew a load was about to be applied, he or she did not know the instant it would occur. Just before the weight was dropped, a 4 second data collection process was started for the two EMG electrodes, load cell, accelerometer, and force plate. The load drop was repeated 6 times, at irregular intervals, over a period of 2 minutes. The raw data thus collected was reduced to obtain several values: 1) length of time from the pull on the harness to the beginning of the response of the left and right paraspinal muscles (LES, RES), 2) time and magnitude of the maximum response, 3) force and acceleration experienced at the chest, and 4) the time and magnitude of the center of pressure location (COP). A general linear model was used to evaluate the results. Results For the EMG data, of the 1,824 observations made, 90% of them indicated a response. Prior to the sudden load, resting muscle activity was different between left and right sides (p=0.0001) and between males and females (p=0.0001). Female subjects began to respond to the sudden load within 92 to 110 ms and males from 101 to 109 ms. Females exhibited more variation in starting

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. Load-haul dump vehicles (LHDs) are used to move waste rock and ore in underground mining operations. The LHD is designed for bi-directional operation and the driver sits sideways to the direction of travel. LHD operators have higher reports of low back pain and neck discomfort than other mobile equipment operators who do not sit sideways in the vehicle, but are exposed to whole-body vibration (WBV)1. Exposure to WBV is linked with reports of lower-back pain, neck problems and spinal degeneration2,3. Static sitting postures, sitting with the neck and back twisted, and sitting with the back in an unsupported posture are also linked with an increased risk of developing back pain4. The objective of this study was to determine typical vibration exposure levels and driving postures for LHD operators. Methods Whole-body vibration exposure was measured at the seat-pan, in accordance with the ISO 2631-1 standard5, on seven LHD vehicles with a 10 yard bucket haulage capacity. Vibration data were recorded with a Biometrics™ DataLog II (P3X8) and stored on a 128 Mb Simpletech™ multimedia card. Comparisons were made to the ISO 2631-1 Health Guidance Caution Zone (HGCZ) in order to determine potential injury risk. Operator posture was monitored with three digital video cameras which were secured inside each operator’s cab to the top left corner, top right corner and back right corner. Reflective tape was placed on each driver’s shoulders, head, and back in several locations and in several locations on the vehicle seat in order to aid in posture coding. Posture coding was performed with 3DMatch v4.50 multiple video view analysis feature. Vibration measurement and posture recording occurred simultaneously for 60 minutes while the LHD operator performed typical duties. Results and Discussion Results indicate LHD operators may be exposed to whole-body vibration levels putting them at risk for injury (Table 1). According to ISO 2631-1 the frequency weighted acceleration values corresponding to the lower and upper limits of the HGCZ (for an 8 hr exposure duration) are 0.45 and 0.90 m/s2 respectively5. Six of the seven vehicles showed exposure levels within the HGCZ defined for 8 hours. Preliminary video analysis indicated LHD operators were exposed to potentially harmful levels of WBV while adopting asymmetric postures (Table 2). For example, one LHD operator (Figure 1) worked with his neck twisted greater than 40 degrees for 93 % of a 60 minute work cycle. According to the Swedish National Work Injury Criteria, neck rotation should be less than 15 degrees if the motion is required for greater than 80% of the work time6. Workers exposed to vibrating hand tools are at risk of developing symptoms such as cold-induced vasospasms, loss of tactile sensitivity, and loss of grip strength in the fingers and hands. These symptoms are known collectively as vibration white finger (VWF) or hand-arm vibration syndrome (HAVS). Symptoms of VWF or HAVS are in part due to repeated and prolonged peripheral vasoconstriction[1, 2]. The reduction in blood flow that occurs with vasoconstriction can result in oxygen deprivation (hypoxia) in soft tissues, such as nerves and muscle, and lead to functional and structural changes in these tissues. The present study examined muscle tissue to determine if vibration-induced changes in transcript levels and protein concentrations result in enhanced vasoconstriction and hypoxia. Manual dexterity was also assessed intermittently to determine if vibration-induced changes in cellular factors are accompanied by performance deficits. Methods An animal model was developed to study the biological and functional changes that occur in response to repeated segmental vibration exposures. In this model, the right paw of intact rats was exposed to a platform vibrated at a frequency 250 Hz and amplitude of 49 m/s2 to simulate the vibration characteristics of hand-held grinders. Three groups of 8 rats each were studied: a vibration-exposed group, an exposure-control group, and a cage-control group. Exposure sessions, with or without vibration, were conducted 4 hr/day, 5 days/week for 5 weeks. Manual dexterity was assessed intermittently during the 5-week exposure period with the Montoya stair-case test[3], which quantifies the rat’s ability to reach for, grasp, and retrieve small food pellets placed below the rat on different levels or steps. Following the 5-week exposure period, the flexor muscles of the right forelimb were collected for analysis of gene expression, protein concentrations, and immunohistochemistry. Results Vibration-exposure resulted in an approximate 2-fold increase in the expression of a2C and a1D receptor transcripts in flexor muscles (Figure 1). These receptors mediate norepinephrine-induced vasoconstriction in smaller arteries. Vibration-exposure also resulted in an approximate 2-fold increase in hypoxia-induced factor-1a (HIF-1a), a transcription factor that is expressed in response to tissue hypoxia. Western analyses demonstrated that restraint caused a decrease in a1-receptor protein concentrations in the flexor, but vibration-exposure prevented the restraint-induced reduction (Figure 2). Immunohistochemistry performed on flexor muscles (not shown) demonstrated that a1 receptors are primarily located in arteries; maintained levels of these receptors could contribute to prolonged vasoconstriction following repeated vibration exposure. The staircase test showed some performance improvement, or a training effect, in manual dexterity for the control groups but not the vibration-exposed group (Figure 3).

Data are presented on the characteristics of lignites with emphasis on the composition and fusion properties of the ash. Differences in the analyses of commercial-grade lignites are related primarily to variations in moisture and ash contents. Lignite ash is generally characterized by high concentra¬tions of alkaline earth oxides and a greater tendency for retention of sulfur in the ash than higher-rank coals. Composition of ash varies significantly within and between mines. The differences within mines are significant for short distances and may be eliminated under certain circumstances by normal mixing occurring during mining. The sulfur in lignite averages 0.6 percent and is found primarily in the organic or pyritic forms with only a trace of the sulfate. During the stan¬dard laboratory asking procedures, from 60 to 100 percent of the original sul¬fur is retained in the lignite ash. Trace elements, such as uranium and germanium, in the ash from commercial¬-grade lignites are present in low concentrations, but others, primarily copper and silver, are present in specific samples in concentrations approaching those found in some commercial ores.

"The agglomerating index of coal is an index based upon the nature of the coke residue left when the standard volatile-matter determination of the well-known proximate analysis is made. In this determination a small amount of coal is heated in a container to about 950° C. (1,742° F.), at which temperature the volatile matter is driven off, leaving a coke formation. The coke residues for various coals are quite different in physical structure: and, for some time past, work has been done on studies of the nature of these residues in connection with the coking of coal. In 1934 Gilmore, Connell, and Nicolls proposed use of the agglomerating index for indicating the dividing line between noncaking coals and those having weakly caking properties. 4/ Its use was adopted in the standard classification of coals by rank as a requisite physical property index to differentiate semianthracite from low-volatile bituminous coal and also high-volatile ""C"" bituminous from subbituminous ""A"" coal, as shown in table 1, the standard coal classification adopted by the American Society for Testing Materials and the American Standards Association. 5./In studying the agglomerating properties of coals based on the coke residue the Bureau of Mines has adopted the notation given in table 2. Coals that in the volatile-matter determination give a coke residue either in the form of an agglomerate button that will support a 500-gram weight without pulverizing or a button that shows swelling or cell structure are considered to be agglomerating."

This report is Volume I of a three volume final report on the micro-seismic monitoring of a longwall coal mine. Volume I deals for the most part with the detailed aspects of the microseismic field study itself, however, brief references are made to other secondary studies described in Volumes II and III. During this field study a mobile microseismic monitoring facility and associated transducers were employed to detect and record microseismic activity above a longwall panel at Greenwich Colleries, Barnesboro, Pennsylvania. The fundamental objectives of this study were (1) to evaluate the feasibility of detecting microseismic activity originating from longwall mining operations using an approximately planar, near-surface, geophone array installed above the longwall and (2) to attempt to locate the sources of the various microseismic events. This investigation has proven that, using the techniques developed it is possible to detect microseismic events at depths of more than 400 ft and at horizontal distances in excess of 800 ft from the source. The majority of the observed events were found to have frequencies on the order of 10 to 100 Hz, and particle velocities of 50 to 300 µips. When a suitable velocity model was utilized, most of the events located were computed to be within ±100 ft vertically of the coal seam and ±50 ft horizontally of the longwall face. The results of the overall research project suggest that additional research should be undertaken in a number of associated areas.

Successful longwall mining requires a good roof control. A good roof control implies that: (1) no excessive pressure is build up in the face powered supports, and (2) chain pillars are designed in such a way that panel entries are well protected and interactions between adjacent panels are minimized. A clear understanding of strata behavior around longwall panels due to face movement is, therefore, the foremost requirement for achieving better roof control. This dissertation is designed to analyze the effects of strata behavior on longwall panels due to the mining activities. The following topics are studied: (1) the weighting, phenomena and their effects on front abutments, and (2) the chain pillar stability and pillar design under various roof conditions. Three dimensional finite element analysis was employed. The effect of parameters such as overburden depth, mechanical properties of the immediate roof and main roof, panel width, and size of chain pillar on (t) and (2) were analyzed. Four typical models were utilized to simulate various phases of panel extraction under various combinations of the above parameters; model one is to simulate the beginning of panel mining; model two is to simulate the situation that longwall face has passed more than half of panel length; model three is to simulate the completion of panel production; and model four is to simulate the second panel mining. The following formulae have been developed by applying multiple regression model to analyze the finite clement results: (1) a formula that classifies the type of root strata at the face area. (2) formulae that predict the first weighting and periodic weighting lengths. (3) a formula for design of the chain pillar size. Case studies were performed to check the validity of the formulae proposed. Comparison of the formulae proposed for the chain pillar design with other formulae were also performed.

The coal-bearing strata of Oklahoma occur in the eastern part of the state over an area of 14,500 square miles, 20.7 percent of the state's total area. Commercially valuable deposits of bituminous coal cover about 8,000 square miles in seams ranging from ten inches to five feet thick. Estimated reserves in Oklahoma are 1.6 billion tons, representing 0.3 percent of U.S. coal reserves. The vast majority of coal mined in Oklahoma used in a single power plant within the state. Oklahoma gained primacy when its regulatory program was conditionally approved January 19, 1981. Authority for the state to administer the Abandoned Mine Land program was granted January21,1982. On April 30,1984, the Office of Surface Mining substituted direct federal enforcement of the inspection and enforcement portions of the Oklahoma program. This substituted enforcement was based upon a finding by OSM that Oklahoma had not operated the inspection and enforcement portions of its program effectively. As of January 1, 1986, Oklahoma inspection and enforcement authority was reinstated. Full program authority was granted to Oklahoma on January 14, 1986.

The work described in this Bureau of Mines report was undertaken to fill a need of industry for high-temperature heat-content data for uranium tetrafluoride. Without such data, heat balance evaluations of processes involving this substance are seriously hampered. Measurements of the heat content of uranium tetrafluoride were conducted at temperatures from 298° to 1,350° K. The melting point and heat of fusion were determined. The results are presented in suitable tabular form, and representative heat-content equations are included.

In This Chapter [Measuring the gas emission from the coal Methane at the top of the silo Methane at the load-out area and Actions taken after a silo explosion] Methane accumulations in coal silos have resulted in the occasional silo explosion. These can be quite violent and dangerous because coal dust adds to the strength of the blast. However, with the appropriate precautionary measures, methane accumulations in silos can be greatly reduced. Mine Safety and Health Administration (MSHA) regulations at 30 CFR2 77.201 require that the methane content in the air of any coal silo be maintained below 1.0 vol %.3 Also, MSHA requires that methane tests be conducted before any electrical equipment is energized, unless a continuous monitor capable of deenergizing the electrical equipment is used.4 Measuring the gas emission from the coal. The first necessary step in dealing with silo methane issues is to measure the gas emission from the coal going into the silo. Such measure-ments allow one to estimate the silo ventilation needs and permit a comparison with the methane controls used at other mines that have similar gas levels. The gassiness of the coal can be measured by taking conveyor belt grab samples.5 Matta et al. [1978] measured the gas emission from conveyor belt grab samples using a simple desorption test. To conduct the test, they collected several grab samples of coal, weighing a few pounds each, from the conveyor belt entering the silo.6 They then sealed the coal into an airtight sample container that was equipped with a valve and short hose along with a pressure gauge. Every few hours they opened the valve and bled the emitted gas into a water-filled graduated cylinder that had been inverted and placed in a pan of water (Figure 11–1). The results are shown in Figure 11–2.

The value of Alabama's nonfuel mineral production in 1980 was $328.6 million, a decrease of $7.8 million from 1979. Cement, crushed stone, lime, clays, and sand and gravel continued as the major commodities produced. Alabama led the Nation in the production of crushed marble; was second in bauxite; third in native asphalt, ferroalloys, kaolin, and oyster shell; fourth in dimension marble, masonry cement, and bentonite; and fifth in fire clay and lime. Alabama ranked in the top 20 States in total value of non-metallic minerals produced. Adverse economic conditions in the construction and metals industries impacted on the minerals industry in Alabama. Mineral producers supplying raw or finished materials to these industries experienced periodic reductions in sales during the year. Unit price increases did not keep up with inflation.

"Many of the hoisting slopes at the mines in the State of Washington are driven on extra steep dips. To facilitate hoisting they are driven wide enough to provide two tracks. The cars are handled by high-speed, first-motion electric hoists and the trips run in balance.The State mining laws a provide that special man-cars be provided on slopes of 20° or more and that no one be allowed to ride while any loaded car is being hoisted in any slope in a mine. Obviously, in addition to the fact that it is more or less hazardous to ride while an empty trip is being hoisted, considerable hoisting time is lost during the day if some one has to ride the trips in the slope.Owing to the locations of pumps and various types of equipment, more or less travel is required up and down the slope. Not only to provide a proper safety factor but also to comply with the law, some other means of transportation in an¬other passageway is desirable. This is sometimes recognized in large mines by pro viding separate hoisting shafts, or slopes, and necessary equipment, which are use for transporting men and material. The handling of material in itself would justify the system in most large mines.The following description of an automatic electric man-hoist was prepared from data furnished through the courtesy of Mr. Thomas Murphy, superintendent of the Northwestern Improvement Company's mines in the Roslyn-Cle Elum coal field.The special features of this hoist are that no hoistman is required and its operation is always under the control of the person or persons riding the trip.The hoist was installed at mine No. 5, Roslyn, Washington, to provide a means of entering and leaving the mine on idle days or at night when no hoistman was on duty and to make it unnecessary to use the main hoist for a man trip during working hours. It has been in operation for about two years and has given very satisfactory service.The hoist, with all accessories, is housed in a concrete building 200 feet back from and in direct line with one of the main airways. One car with a capacity of six men operates over a distance of 1,200 feet on a 38° pitch.The wiring details of the electric circuits which control the operation of the hoist are shown in Figure 1-a.The hoist is driven through a worm gear by a 500-volt shunt-wound direct-current motor at a car speed of 120 feet per' minute. A gravity friction brake with magnetic release is mounted on the- motor shaft and is wired in multiple with the motor field coils. The hoist drum is also equipped with emergency friction brakes, which operate by gravity and are released, in case of overspeed, by the governor geared direct to the drum shaft. When these brakes set the control circuit is opened at contact 2E-2C and the motor stops.If the descending car meets some obstruction and is stopped, the hoist continues to run and unwind the rope. To guard against this occurrence, a weighted sheave wheel rides the rope 4 feet from the drum, and if the rope becomes slack the rider drops downward and opens the contact 2C-2E which stops the hoist.Limit switches, S1 and S2, are located on the hoist indicator, which is connected to the drum shaft through sprockets and chain. The pointer P indicates the position of the hoist at all times."

Accurate measurement and evaluation of hand-transmitted vibration from a power tool is an important issue for tool manufacturers, because they are obliged to develop low-hazard power tools for workers. The International Standard ISO 5349(1) dictates a systematic procedure for the measurement and evaluation of hand-transmitted vibration. However, the uncertainty in this measurement is too large for manufacturers to apply such data to the design and modification of power tools. There can be several sources of this uncertainty in such measurements; e.g., operator-dependent, power tool-dependent, and operational conditions (see Table 1). For a manufacturer to characterize the exposure of a power tool’s use to a given level of vibration, the relationship between these uncertainty factors and the measured vibration must be elucidated. In this study, we investigated the effect of several factors on the uncertainty in measurements. [ ] Methods In this study, some of the factors in Table 1 were selected for examination, and their effect on the measured variation was quantitatively investigated. Three tools from the same manufacturer were sampled at random in our experiments, and each of five of the same type of insert (disks or tips) was installed into each tool. Although each of the tools and inserts were of the same design and were made by the same production process, they differed from one to another, which can be a source of the variation in the measured vibration. Three human subjects participated in our experiments, which were carried out as stated in ISO 5349. The subjects were asked to maintain their posture, and the applied force was kept as constant as possible. The applied force was monitored using an indirect method, where vibration energy was displayed in real time during the experiment using a three-axis accelerometer attached to the work piece at a specified point. The appropriate range of the applied force was predetermined to cover the range of real work operations. The engineering tolerance between the inner diameter of a grit disk and the outer diameter of the tool shaft leads to an eccentricity of the mass at the center of the disk. The degree of eccentricity varies with installation, and this is another source of uncertainty. In our study, the effect of this eccentricity was investigated by carrying out repeated assembly and disassembly of an insert.

The oil shale from the Mahogany zone of the Green River formation in northwestern Colorado has the greatest potential in the United States for early utilization. A large reserve of adequately rich shale is available to support a sizable industry, and crushing of tremendous tonnages will be required if conventional processing methods are used. This report presents Bureau of Mines data on crushing experiments, physical properties, and related information for Colorado oil shale. Among the properties important to crushing are slab-forming tendency, resilience, slippery character of the richer grades, and heterogeneous nature of an average charge of Colorado oil shale.

A chief mission of the U.S. Department of the Interior Bureau of Mines is to help ensure that the United States meets these needs at acceptable environmental, energy, and economic costs. As it looks toward the 21st century, the Bureau of Mines will focus its attention on the following areas: - upgrading the capabilities of its mineral information and analysis program - expanding mineral land assessment activities - disseminating the practical results of federally funded research activities to the private sector through enhanced technology transfer - addressing the impact of regulations on mineral industries - addressing the needs for mineral-oriented training and research in the Nation's universities - enhancing mine worker health and safety - improving mining and mineral processing productivity through automation, robotics and other innovative technologies - reducing the environmental impact of mining and mineral processing operations - and enhancing the accessibility and conservation of domestic mineral resources.

The 53 countries that constituted Africa in 1991 accounted for a significant portion of total world output of a number of mineral commodities. However, total output for the continent declined for many major mineral commodities produced compared with that of 1990. Also, Africa's share of total world output of these commodities generally declined. (See tables 1 and 2.) The most conspicuous declines were for cobalt and copper owing to mining and metal processing difficulties experienced by the world's two largest cobalt producers, Zaire and Zambia. Phosphate rock output declined primarily owing to a sharp fall in production from Morocco, also a leading world producer. Morocco's state corporation for phosphate production experienced marketing problems, leading to the decline.

THE ABRASIVES INDUSTRY throughout the world enjoyed a profitable year. With the exception of tripoli, the quantity of each kind of abrasive produced in the United States was greater than for any of the past 5 years and value of each was greater than for many years. Production of silicon carbide both in the United States and in Canada was the largest since 1960. Abrasive machining, which offers great potential for the increased Use of aluminum oxide, contributed to increased industrial productivity. Diamonds from the sea off the coast of South-West Africa attracted wide interest. Much of the production from this source has been gem diamond, and there is little likelihood of significant quantities of industrial diamond from that source. Manufactured diamond from all free-world sources was sold in the United States in 1964.

During an underground mine fire, the importance of controlling the spread of smoke and toxic gases with suitable ventilation structures has been proven. However, under certain conditions, control of the propagation of the fire itself may be even more critical in insuring a safe mine evacuation. Fire doors offer the means for accomplishing both objectives. In 1978, the Bureau of Mines initiated research to evaluate the state of fire-door technology and develop and test a fire door suitable for large openings (10 by 12 ft or larger) in noncoal underground mines. This report discusses current fire-door technology in the context of the underground mine environment and the design, fabrication, lab testing, and in-mine field testing of a mineworthy fire door. This door has a 1.5-h fire resistance rating and limits temperature rise across the door to 2500 F during the first 30 min of fire exposure.
