The United States Bureau of Mines has made a study of roof control in 68 mines operating in the Pittsburgh coal bed in Pennsylvania, West Virginia, and Ohio. In making these studies, much information was also obtained on various exact methods of development and pillar extraction as practiced by this large group of mines. It is proposed in this paper to describe these methods, by which this group of mines in 1931, a year of reduced industrial activity, produced 28,123,000 tons of bituminous coal - 7.4 percent of the national production for the same year and an amount equal to the combined production of the coal mired in the States of Alabama, Colorado, New Mexico, Utah, and Wyoming. The results of these studies, insofar as they pertain to the prevention of injuries from falls of roof, have been published by the Bureau of Mines. In this paper only a few mines typical of each system will be described; however, should the reader be interested in other details with respect to these mines, he may refer to the following publications: T.P. 522, 1932, 43 pp. Falls of roof and coal in mines operating in the Pittsburgh coal bed in Marion and Monongalia Counties, W. This report was prepared as a background reference for future publica¬tions concerning the damping capacity of metals and alloys. It contains a broad description of the theory and methods of measuring damping capacity and correlates the developments of the past decade in terminology, units, and techniques. Damping-capacity instrumentation at the Mississippi Valley Experiment Station, Rolla, Mo., is described. The bibliography contains over 150 references to recent articles, each tabulated as to material investigated and test variables, such as frequency, stress, mode of vibration, and temperature. INTRODUCTION After it discovered high-damping manganese-copper alloys before World War II, the Bureau of Mines began research on the damping capacity of alloys and has continued to expand this activity to the present time. In physical metallurgy, damping capacity has become an important research tool in the Bureau. The physical measurement of the damping properties of alloys was begun at the College Park laboratories, and later conducted at Salt Lake City under the direction of Dr. E. V. Potter. Among the many articles resulting from this work, Damping Capacity of Metals (108)3/ has received frequent men¬tion in more recent literature and describes briefly the methods of measurement employed at that time.

This report presents a Bureau of Mines study on the cost of mine permitting and compliance with environmental regulations in Alaska. It discusses permitting requirements and procedures for placer and lode mines. Placer miners must comply with recently established (1988) water quality regulations and effluent treatment requirements. To estimate the impact differing treatment options (no recycle, 100% recycling, and flocculation) have on a placer mine's rate of return, three models (1,500, 1,000, and 500 yd3/d) were simulated. Rates of return for these models show a marked decrease as effluent treatment is increased. The incremental increase in operating cost from one treatment option to the next is relatively small; however the opportunity cost of lost production if' significant and accounts for the decreasing rate of return with increased effluent treatment. Lode mines face greater costs for permitting and compliance than similarly sized placer mines as a result of the impact of the operation. Direct permitting costs for lode mines range from 2 to 6% of total project cost, with 4% the most common figure cited by industry. Total costs for permitting and compliance are approximately double those for permitting. Indirect costs associated with compliance include mitigation, monitoring, and reclamation.

This publication contains routine analyses and related source data for 377 natural gas samples from 19 States and two foreign countries. Of this total, 373 samples were collected during calendar year 1970. The remaining four samples were collected during previous years, but releases granting per-mission to publish the analyses were not received until 1970. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Twelve previous publications have presented the results of 9,050 gas analyses prior to 1970. Centrifugal model embankments with varying geometries and materials were constructed of- coal waste material, accelerated From 100 to 120 times earth's gravity, and subjected to various throughflow rates until failure occurred. Complementary laboratory tests were performed on the waste materials to obtain strength and permeability parameters for analytical calculations to predict observed centrifugal model behavior. Failures in the form of deep.-seated failure, or erosion and sediment transport or a combination of both, occurred in model embankments with 1V:1-1/2H and 1V:2H slopes when the phreatic surface due to seepage exited on the downstream slope: Positive seepage control, i.e., a toe drain successfully prevented sloughing and failures. Slope stability analyses agreed well, albeit conservatively, with observed model performance. Factors of safety ranged from 0.7 to 1.02 at the instant of failure for models with retrogressing slips as compared with 1.05 to 1.7 for stable embankments, These models verified existing criteria of a minimum safety factor of 1 3 and the necessity of positive seepage control.

The Bureau of Mines annually canvasses the peat producers in the United states and publishes economic data on the peat industry, based upon reports submitted by producers. This publication lists all producers that reported commercial production to the Bureau for 1960 and presents data on individual plants. The companies named herein represent virtually all commercial producers, although a few small companies may not have been canvassed as the industry has many small operations that operate intermittently. Output of the various companies listed ranged from a few tons to more than 50,000 tons. Peat is included in the Bureau's annual surveys of the mineral industries because peat is classified as a mineral fuel. Although none is used for fuel in the United States, peat is a potential source of energy and ranks as one of our large mineral resources. The domestic peat industry sells peat, chiefly, for use as a soil amendment for general soil-improvement purposes. During the past decade the industry has expanded rapidly with operations increasing from 45 in 1947-494/ to 115 in 1960. Output during this period has more than tripled, increasing from 131,782 short tons to 470,889 short tons.

This report assesses the economic, legal, institutional and technical factors that affect the current and future status of implementation of mine monitoring systems in the United States. It begins with a description of a poll of the Mining Production Research Committee and the Mine Monitoring and Communications Committee of Bituminous Coal Research that was conducted to establish industry monitoring needs and constraints. Existing systems in the United States and foreign countries are then reviewed and compared with the requirements set forth by the industry committees. At the same time, state and federal mining laws are reviewed, and equipment currently available from suppliers of mine monitoring systems and components is discussed. A framework for cost/benefit analysis is established and a series of case examples for various monitoring functions are presented. The total values of the market for mine monitoring systems in 1980 and 1990 are estimated on the basis of industry statistics and system cost estimates.

"The Jewell tunnel property, situated 3/miles north of Garfield, Chaffee County, Colo., was examined by an engineer3 of the Bureau of Mines in June 1943. Field work began September 16, 1944, but was recessed from December 26, 1944, to gay 15, 1945, because of heavy snows, and was suspended July 12, 1945, when rehabilitation of the New York tunnel workings was completed to the point desired.In its program of exploration of Mineral deposits, the Bureau of Lines has as its promary objective the more effective utilization of our mineral resources, to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as seen .as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples of ore and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.For their supervision of the project and their help in revising the report, particular acknowledgment is due Wm. P. Huleatt, district engineer, Denver, Colo., and Paul T. Allsman, chief, Salt Lake City Division, Mining Branch.The property is situated in secs. 15 and 22, T. 40 N., R. 6 E., N.R.F.M. Highway 50 westward for 18 miles to the village of Garfield, near Monarch Pass, then northward for 3 miles by a very steep mine-access road up Taylor Gulch (fig. 1).The highway to Garfield is accessible throughout the year, but the access road from Garfield is generally impassable from December until June because of snow."

"INTRODUCTION A commercial-scale pilot plant for gasification of lignite was completed by the Bureau of Mines at Grand Forks, N. Dak., early in 1945 as an extension of work on, gasification of low-rank coals initiated in a smaller pilot plant at Golden, Colo., during 1943. The development work on this plant was part of a program to make reducing gases from lignite for beneficiation of low-grade iron ores. The background of this project has been described in a previous report. 6/ The present report describes the major features of the large pilot plant, a record of experimental operating data during five runs totaling about 1,800 hours, .and results of experimental work on the small pilot plant at Golden during 1945.This project has created considerable interest because heretofore there has been little success in several attempts to gasify American lignites.Furthermore, the methed employed is a departure from conventional processes. Natural lignite is fed continuously into an externally heated annular retort and is converted into water gas by heat conducted through alloy metal walls. Because of the high thermal conductivity of metal, the rate of gasification is several times greater than can be obtained when employing refractory walls. The process has been developed to a part that leaves one major question unanswered. - ""How long will the alloy last under practical operating conditions?"" - and this question has aroussed the interest of the Coal Division of the Bureau of Mines in this new development.Owing to the high reactivity of the lower-rank fuels, the water-gas reactions proceed rapidly at medium temperatures of 1,650°F. to 1,800°F. These temperatures can be attained in a reaction zone heated by external means when the temperature of the retort does not exceed 1,900°F. while transferring from 6,000 to 7,000 B.t.u. per hour per square foot. Such rates are several times greater than can be attained through refractory walls as employed in the Didier-Bubaig 7/ and the Ahrens processes. 7/ Therefore, the investment cost of the gas generator per unit of capacity will be considerably lower for the higher-capacity process. However, the maintenance cost of metal vessels will be higher than that of refractory retorts, and this emphasizes the importance of large-scale operation to determine the life of an alloy retort under practical operating. conditions."

The work involved compilation and description of pertinent factors relating to the physical features and operational characteristics of the facility, including information on embankment construction practices; investigation and research of the general geologic and seismicity characteristics of the site and vicinity; limited field exploration and materials sampling and testing at the site; installation and limited monitoring of piezometers, surface movement markers, and slope indicator casing; limited laboratory testing of materials to evaluate the basic index and engineering properties of the embankment and tailings materials; selected engineering analyses of the embankment for various types of potential "failure" conditions; and includes appendices.

The Bureau of Mines conducted surface joint and stress measurements, airborne remote sensing imagery studies, compass-oriented borehole televiewer surveys, numerical simulation of fractured wells, and well productivity studies in a four-quadrangle study area of Ohio, to determine the effects of earth fracture systems on the deliverability of gas storage fields. The results of these studies indicate that much useful information about a gas storage reservoir can be obtained and put to practical use by studying--(1) oriented cores for fractures and directional permeability, (2) orientation of induced hydraulic fractures for alignment of well patterns, and (3) aerial photos and multispectral scanner imagery for general surface geology comparison and to determine if some, development patterns can be generated by such results. The absence of known tectonic elements associated with flat-lying sediments, such as faults or fracture zones that can be seen on the surface, indicates that the use of remote sensors such as radar or aerial photography is not likely to be useful in picking well locations for drilling. Studies similar to those discussed here should be conducted in gently folded and strongly folded sedimentary formation areas to determine if the increased knowledge of earth fracture systems under these conditions might be beneficial in gasfield and gas storage reservoir development.

The United States depends mainly on foreign imports, principally India, for an adequate supply of sheet mica suitable for its many uses in the electrical and electronics industries. Sheet mica has, in fact, played an indispensable role in developing these industries,4/ and, in turn, the products of these industries (radio, radar, electric motors, and many others) have become indispensable to the military forces. Because or these conditions, sheet mica in its better qualities long has been classified as a strategic and critical material, and from this stems the wide-spread interest in substitute materials of which synthetic mica is one potential type. The United States Departments of the Navy and the Army entered into a cooperative agreement with the Bureau of Mines in 1947 to study ways and means of synthe-sizing and growing mica crystals. This is one of a series of reports5/ that describe the results of this program.

This report presents a summary of the work reported by Sanders and Kelley (1981). A task analytic approach was used to define information requirements and visual features which served as sources of information. Information requirements were prioritized and the location of visual features determined. From this analysis, visual attention locations, containing one or more important visual features, were indentified. The visual attention locations are contained in this report. A procedure was developed for assessing whether operators in existing machines could be expected to see the visual attention locations. The procedure makes use of a Human Eye Reference Measurement Instrument (HERMI) designed for this project and an outside-in photographic procedure for documenting compliance with the recommendations. A sample of continuous miners, shuttle cars & scoops were used to test the procedure. Illustrative results are presented in the report.

The mine surveillance and communication system hereafter described provides continuous local and remote monitoring of several parameters critical to normal mine operation at each of ten underground sites in the Bruceton Research Mine. The techniques employed are well proven and have been care-fully chosen to provide the best solution to the technical problems involved while giving special attention to economic considerations.

One Federal Bureau of Mines research goal, to minimize requirements for domestically scarce mineral commodities through conservation and substitution, can be accomplished by utilizing more abundant elements such as iron, molybdenum, and titanium. An example of this research is the study of precipitation-hardening, iron-base alloys containing molybdenum and titanium, as substitutes for the high-tonnage stainless steels that are high in imported nickel and chromium. The precipitation hardened iron-base alloys are strengthened by a dispersion of the ternary Laves phase, Fe2 (Mo, Ti). Aluminum and chromium additions changed the solid solubility limits of molybdenum and titanium in a-iron and affected the composition of precipitating phases. A baseline composition of Fe-7Mo-2Ti was selected to study the effects of aluminum and chromium additions on the precipitation-hardening mechanism and microstructure and was also used in studies of mechanical properties and oxidation resistance. The study yielded workable, precipitation-hardening alloys, with elevated temperature strengths equivalent to or superior to types 304 and 316 stainless steels. Chromium and aluminum additions in combination were more effective in providing oxidation resistance than either addition was alone.

A special appropriation made by Congress in July 1940 provided funds for the investigation of methods for recovering manganese from low-grade [ ] domestic deposits. These funds were assigned to the United States Department of the Interior, Bureau of Mines. A committee, identified as the Technologic Committee on manganese of the National Research Council, National Academy of Sciences, was appointed to recommend the allocation of the funds for investigation of the more promising projects.

The purpose of the present study is to increase the safety of explosive storage. This was accomplished by: a) review of the histories of recent and past magazine explosions to define causes and trends; b) observation of present-day explosive storage conditions and practices at active mines; c) examination of existing Federal regulations on explosive storage to determine whether they address all conceivable safety problems, whether they contain redundant or obsolete standards, and whether their intent is clearly stated; d) recommendation, for safety improvements and for revision and clarification (if necessity) of governmental regulations. Magazine explosions are rare. A recent increase in magazine explosion frequency must be attributed to a large increase in deliberate (criminal or malicious mischief) explosions. Fires of various origins account for the remaining explosions of the past decade. During 1884-1926 several lightning-generated explosions occurred in non-metal magazines, but none recently. It appears that the contents of a well-constructed, metal magazine are immune to direct lightning strikes, regardless of whether the magazine is grounded or not grounded. Grounding a metal magazine cannot be harmful, but it may well be superfluous. Magazines were observed at 34 widely separated mines and storage problems were discussed with personnel at these mines. In general, storage conditions and practices were found to be satisfactory. Usually, only small quantities of explosives are stored on mine property since most explosives are brought in by suppliers when needed. MSHA and BATF standards on explosive storage appear to cover safety aspects adequately. However, certain revisions are recommended to clarify some of these standards and to reduce inconsistencies in their enforcement.
