The paper reviews the likely introduction of a European directive covering the sale of pyrotechnic articles in member states of the European Union. The background and structure of the directive are described, together with the range of products covered (which includes fireworks, theatrical pyrotechnics, vehicle airbags and seat belt pretensioners, and certain cartridges). Possible timescales and the implications for industry are also discussed.

In part four, the instrumentation used to detect the vibrations from the 1876 Hell Gate (East River, New York) reef-clearing blast was discussed. The apparatus consisted of cups of mercury and microscopes or other magnifying instruments to detect ripples or waves on the surface of the liquid metal.

Blasting complaints are as unpredictable as human nature. Being prepared to speak to the complainant, and having a good idea of what you should say, or what NOT to say, may affect the evolution, and eventual resolution of the complaint. The person taking that first phone call will probably not be responsible for resolving the complaint. However, the person in charge should respond to the complainant ASAP, the same day, if possible.

It is generally expected that drilling and blasting be a routine part of a mining process where the blastholes are drilled, left for a period of time and then primed, loaded with explosive, stemmed and then detonated via an appropriate surface initiation system. The occurrence of a premature detonation(s) therefore results in a great deal of consternation and disruption to the mining operation.

This paper discusses some basic fundamentals in compressed air system design and layouts that should always be considered in planning or evaluating a compressed air distribution system in Construction and Mining. Often times, mining operations use central air or "power house" type systems that more closely resemble a typical industrial or plant compressed air distribution system. This paper does not attempt to cover this type of system.

Heavy ANFO products made by mixing ANFO (or AN prills) with a relatively small amount of emulsion (typically 15-30 percent) have become very popular in recent years. They are less expensive than straight, sensitized emulsion and maintain the good shooting characteristics of ANFO but have higher bulk strengths. Their use, however, is generally limited to larger diameter, dry boreholes. Smaller diameter, wet-hole quarries have not been able to widely utilize this low cost bulk product.

In the past several years the "Kelly Bar", an innovative device, which incorporates borehole d-rifling and explosives loading into a single detail, has come under scrutiny and criticism. The practical aspects of the Kelly Bar procedure is not questioned, and the system has been highly successful in expediting the loading of explosives in difficult and unstable formations. There have been a number of accidents indirectly associated with Kelly Bar loading and the point in question has become one of safety rather than mechanical feasibility.

To meet salt production needs over the remaining life of the Cayuga Mine at Lansing, New York, the Salt Division of Cargill, Inc. decided to build a new underground screening plant. The new plant required a chamber 50 feet wide by 250 feet long and nearly 70 feet high. On advise of their mining contractor, Dynatec Mining Company, the company chose an ingenious excavation method similar to sublevel stoping. This method eliminated the need for an access ramp, reduced equipment needs and excavation time substantially.

This paper describes the modification of a nonelectric detonator which is ignited by a signal tubing. The heart of the new detonator lies in a so-called ignition transmitting element. The construction of the transmitting element is such that the detonator remains closed even after the signal tube has functioned. Due to the sealing of the delay element, this nonelectric detonator achieves the same accurate delay timing as high tech delay electric detonators and will not fail due to a sudden pressure loss.

The U. S. Bureau of Mines investigated flyrock and burden movement from blasting at several limestone and basalt quarries in the upper midwest. Blasts have been studied at 14 different sites using high-speed cinematography. Blasting was accomplished in 75- and 150-mmdiameter holes using a variety of explosives. Films from each blast were analyzed to show burden velocities, observed flyrock distance, and direction of throw in relation to the shot layout. This technique, in some cases, allowed determining point of origin and cause of the flyrock as well as the flyrock range.

This paper describes NUVIB, analytical software to digitize, analyze, display, and plot time histories generated by blasting and construction vibrations. It is available in conjunction with a new book on Construction Vibrations (Dowding, 1996) through internet procedures described at the end of the chapter on analytical software These internet based procedures eliminate the need for inclusion of disks in the book and take advantage of the growing electronic communications network. Perhaps more importantly this procedure allows the software to be updated more often than the book is reprinted.

Drill trajectory deviation is a recurring problem in vertical retreat stoping operations. As a result of this deviation, 60 kilogram (165 millimetre diameter) and 103 kilogram (302 millimetre diameter) explosive charges are routinely detonated beyond ore/waste contact zones. Consequently, there follows a reduction in finished stope wall stability and an increase in ore dilution.

In many mining situations the energy released by an explosive is far too high and results in over fragmentation and excessive damage to the surrounding strata. Laboratory experiments have demonstrated that the shock energy of an explosive can be significantly reduced by surrounding it with an attenuating material such as a foam. The effect of this reduction in shock energy on fragmentation has been determined using model materials. A four fold reduction in the amount of minus 8mm material relative to an air decoupled charge of the same weight was obtained for a foam attenuator.

Section 709 of Public Law 95-87, "Surface Mining Control and Reclamation Act of 1977," requests the National Academy of Sciences to determine if the standards of the act are applicable to minerals other than coal. The Academy has established the Committee on Surface Mining and Reclamation to respond to this charge. The committee is, itself, organized to be responsive to the varieties of minerals, environments, mining systems, and locations that are representative of U.S. mining systems. It is not the charge of the committee to write trial legislation, but to indicate whether or not technology, extant or proposed, is available to meet the standards of the law, and at what cost. It is within this set of conditions that the committee will examine blasting.

At the International Society of Explosives Engineers Annual Conference held in Nashville, Tennessee in February 1995, a Seismograph Standards Committee was established. The purpose of this committee was to develop objective performance specifications for vibration measurement instrumentation and field use practices. It was also understood that due to geology, temperature, and moisture in the soils, it is not possible to design and build an instrument to give results which are absolutely comparable for ground vibration. It was, however, considered essential to standardize instrumentation by which vibration can be measured under closely defined conditions so that results obtained by users of seismographs are always the same within stated tolerances.

Natural resource agencies, under various regulatory authorities, are challenged with permitting underwater explosive use while at the same time protecting aquatic resources. Deciding on whether or not to allow use of explosives requires striking a balance between development and aquatic resource protection. A company's goal in underwater explosive use is to select methods that are both expedient and cost effective. Use of explosives is often the best alternative for engineering reasons or economic considerations. Over and above legal requirements, indiscriminate destruction of fish and other aquatic resources is not in a company's best interests because of concerns relating to public image, as well as the need to secure future contracts.
