Introduction Marine Autonomous Systems are making rapid progress from their early years as research tools for university departments & government institutes into having a growing number of real-world applications for industry, academia, statutory inspection, data acquisition and defence. Deep sea mining offers a distinct set of challenges that are very well suited to autonomous underwater vehicles (AUVs) and to a lesser extent for autonomous surface vehicles. Deeper, smarter, more capable Global demand for rare earth metals and high-grade ore will inevitably lead to exploitation of deep ocean resources as terrestrial reserves become depleted or remain unavailable for political or environmental reasons. Winning production licenses from the international seabed authority and especially gaining public trust to undertake deep sea mining activities and licenses will depend upon high quality pre-exploitation scientific surveys of the sea floor ecosystem, and subsequent monitoring of the impact of mining activity and remediation work. The actual area covered by the seabed mining operation may be quite small in terms of square kilometres, but still larger than can be patrolled by tethered ‘eyeball’ class Remote Operated Vehicles, so multi-spectral inspection, assessment and monitoring will be more effective when carried out by untethered AUVs. By using seabed recharging stations and data upload points the AUV can stay in situ in the deep ocean, rather than be repeatedly brought back to the surface.

The chemical composition of the nodules varies with the type of manganese minerals and the size and characteristics of their nucleus, but those who have an economic interest have the following composition: Mn 29%, Fe 6% Si 5%, Al 3%, Ni 1.4%, Cu 1.3%, Co 0.25%, Na 1.5%, Ca 1.5%, Mg 0.5%, K 0.5%, Ti 0.2 0.2% and Ba 0.2% (Morgan, 2000; ISA, 2002). The Pacific Rim is an area of abundant occurrence of polymetallic nodules (Glasby et al., 1980; Morgan, 2000). According to these authors, the Pacific sea floor of the Clarion-Clipperton Zone (CCZ) is one of the most interesting areas in regard to the genesis of polymetallic nodules. Their abundance in the ocean floor is very variable, as there are places where they cover more than 70% of the ocean floor. The nodules can be found at any depth, but the highest concentrations are between 4000 and 6000m (Morgan et al., 1993). In studies conducted in the EEZ of the Mexican Pacific are those made within the project "Research on the origin, process and distribution of minerals in the Pacific ocean floor in the Exclusive Economic Zone of Mexico". Within this project Rosales (1989) conducted studies on the origin, process and distribution of polymetallic nodules, finding that a number of processes give origin to nodules, being diagenesis one of the main mechanisms of elements that contribute to the nodules. Besides hydrothermal processes that are carried near the East Pacific Rise at 21° N, inputs are contributing to the nodules metallic elements and sediments, especially in regions close to the dorsal, as a greater influence hydrogenetic processes occurs westward (Rosales and Carranza, 1990). In 1993, after cruise MIMAR II, Carranza and Rosales refer that metals such as Cu, Co, Ni, Sn, Fe, Mg, Pb, Zn and Ba may have a relationship with the East Pacific hydrothermal activity and sea currents carry these metals in solution to the Clarion-Clipperton fracture area, where there are hydrogenic metals sources (Al, Fe and Mn).

Seafloor massive sulfides (SMS) in the western Pacific have received much attention as resources for gold, silver, copper, zinc, and lead (Lenoble, 2000). Since the end of the 1980s, SMS have been found in the back-arc basin and on oceanic island-arc areas. The typical representatives found are in the Okinawa Trough and on the Izu-Ogasawara Arc near Japan (Halbach et al., 1989; Iizasa et al., 1999), in the Lau Basin and the North Fiji Basin near Fiji (Fouquet et al., 1991; Bendel et al., 1993), and in the East Manus Basin near Papua New Guinea (PNG) (Kia and Lasark, 1999). The higher gold, silver, and copper contents in one of the areas increased the chance for profitable mining operation, which was considered by a private company (Malnic, 2001). The company gathered investment money and announced to start the commercial mining from 2010 (www.nautilusminerals.com). On the basis of geological information of the Sunrise Deposit of the Myojin Knoll on the Izu-Ogasawara Arc (Iizasa et al., 1999) and geotechnical characteristics of SMS (Yamazaki and Park, 2003), some preliminary economic validation analyses of the SMS mining in small production scale were reported by one of the authors (Yamazaki et al., 2003; Yamazaki and Park, 2005; Yamazaki, 2007). The results showed high profitability of the SMS mining.

The western continental margin comprises of the southwest coast (Cape Comorin-Mangalore), centralwest coast or Konkan coast (Mangalore-Bombay), northwest coast (Bombay-Gulf of Kutch) and the Laccadives area. Placer deposits of heavy minerals occur in discontinuous patches on the beaches along many parts of the west coast. The richest offshore placer deposits occur along the 25 km stretch of the southwest coast from Neendakara to Kayamkulam. The National Institute of Oceanography (NIO) surveys show that the sediments off the Konkan coast consist largely of silty sand, sandy silt and clay and the concentration of ilmenite is higher than the onshore. The heavy mineral concentration ranges up to 90% and has mainly ilmenite and magnetite with minor quantities of apatite, rutile, zircon, kyanite etc. The heavy mineral sands extend below the clays to water depth down to 20 m. The heavy minerals sands vary in thickness from 2-10 m. Offshore placers can be mined by using wire-line, bucket ladder and hydraulic dredges. Wire-line, bucket ladder and hydraulic dredges. Wire-line dredges may employ drag buckets or clamshell and hydraulic dredges suction or airlift principles. The dredges can be located on flat bottom or catamaran barges. Dredging of very near shore placers may be achieved by operating from land. The bucket ladder type of dredger has greater digging ability and hence can be deployed for mining placers which are partly consolidated or cemented or where the most valuable part of the deposit lies at the contact between the alluvium and the bedrock. This type operates very economically up to 45 m depth and needs minimum power requirement per unit dredged. Suction type hydraulic dredges can be operated very effectively up to 60 m water depths. This system is quite ideal for the inner shelf. The maximum practical economic working water depths for wire-line dredges are about 150 m. With the drag bucket modified into large net buckets, the method can be utilized to greater depths. They can be used in areas of high water currents and swells. The type of bucket can be changed readily with change in the nature of alluvium or substratum. The hydraulic suction dredge is the most suitable system for mining unconsolidated sediments. When the sediments are semi-unconsolidated, a cutter head can be mounted on the lower end of the suction pipe to agitate the seabed.

Ocean observatory technologies permit uninterrupted, real-time observation of dynamic seafloor environments such as gas hydrate deposits and hydrothermal vent fields that are of both scientific and economic interest. Such observations enable new discoveries of linkages between physical, chemical and biological processes and could permit continuous monitoring of environmental variables during mining operations. Ocean Networks Canada operates the NEPTUNE and VENUS cabled observatories in the Northeast Pacific Ocean. The offshore NEPTUNE observatory supports instruments at two gas hydrate sites on the continental margin off Vancouver Island, and in the hydrothermal vent fields of the Endeavour segment of the Juan de Fuca Ridge. The primary focus of the gas hydrate field observations is to understand the dynamics of the growth and stability of outcropping and sub-seafloor hydrate deposits. Outcropping hydrates at 840 m depth in Barkley Canyon have been monitored for the past 3 years with a mobile instrument platform known as Wally, which is operated over the Internet by a research group in Germany. This tracked vehicle carries standard oceanographic sensors, acoustic current metres, cameras and methane sensors. Data indicate a relationship between degassing of hydrates and tidal currents. In 2012-2013 two high-resolution sonar towers were added to the hydrate field to provide precision tracking of Wally and to monitor volume changes in the outcropping hydrate mounds. From December 2004 through March of 2005 an extensive geophysical program was conducted to delineate polymetallic sulfide deposits in the Bismark Sea for a major mining concern. Deeply towed sidescan sonar, interferometric swath bathymetry, subbottom profiling, magnetic gradiometry, electrical resistivity, induced polarization. self-potential, gravimetry, water temperature/conductivity and towed video were among the methodologies tested against known occurrences of polymetallic sulfides in 1500 m -- 2200 m water depths. Known active and currently inactive sulfide areas were characterized using the various remote sensing techniques followed by survey with these same tools in other areas where they successfully discovered new prospects. Dredge sampling was used to ground truth both previously known sulfide areas and newly found deposits.

A regional assessment of the aggregate potential of the Scotian Shelf is presently being funded through a Canada-Nova Scotia Cooperation Agreement on Mineral Development. This assessment includes testing of seabed materials for their suitability in a variety of concrete, asphalt and other specialized applications. The glacial and postglacial Holocene history of the Scotian Shelf has been favourable for the formation of large deposits of sand and gravel that have potential for use as marine aggregate resources. Large banks and inner shelf areas of the seabed consist of basal transgressive sand and gravel of the Sable Island Sand and Gravel Formation. These sediments accumulated during the late Wisconsinan postglacial transgression, through sorting of glacial materials that were originally deposited beneath marine terminating glaciers. Some sandy deposits occur as low-stand deltas on the inner shelf at 70 m water depth and were formed during the maxi- mum low sea level stand, in early postglacial time, at approximately 12 000 yBP. Modern sediment transport processes have contributed to the formation of areas of large sand bedforms, such as the Cape Split sand wave field and other isolated sand waves of the inner Bay of Fundy, and Eastern Shoal on Banquereau. Sandy sediments, found in many transverse channels in the nearshore, offer a potential for placer gold where proximal to adjacent onshore epithermal gold deposits. Lithothamnion covered gravel occurs as a thin lag overlying glacial sediments in much of the nearshore. Relict gravel beach ridges have been eroded and redistributed through sub-littoral processes after passage of the transgressing beach front. Multibeam bathymetry, sidescan sonograms and high-resolution seismic reflection profiles are the main survey tools. Ground truth consists of large volume seabed samples, vibrocores and photographs. A preliminary assessment of the aggregate potential indicates that very large volumes of suitable aggregate lie in the offshore of southeast Canada.

On the western continental shelf of southern Africa diamonds derived from onshore sources are concentrated in gravels within drowned terrestrial and marine geomorphological features. First discovered offshore in the late 1950's, they are known to exist for about 1400 km along the Namibian and South African coast in water depths of up to 200 m. Shallow water operations yielded 1.5 Mct during the decade ending 1970 when De Beers acquired a majority of the offshore leases and commenced a 15 year exploration program. Deeper water and the prevailing sea conditions required the development of new, unique, marine mining equipment. The first large scale mining production of 22 kct was achieved by De Beers in 1989 with an output of 22 kct. Annual marine output from all sources now exceeds 0.6 Mct worth some US.$ 170 M, and rising to 0.7-0.8 Mct for 1998. Exploration has also been taking place in the waters of West Africa, Australia, and Indonesia. Exploration is by means of high resolution geophysics followed by sampling using a variety of drills, airlifts and seabed-mounted machines which imitate the eventual mining process. Surveying is now probing depths of 500 m. Smaller scale mining by several junior companies has traditionally involved diving and airlift systems. Increasingly, however, they are adopting different and improved techniques which to date have been employed only by De Beers Marine as contractor to Namdeb. Marine exploration and unit mining costs are high compared to those applicable to alluvial deposits onshore. By 1996 the total development costs incurred by De Beers alone reportedly had exceeded US.$ 500 M. However, the financial rewards are commen-surate because of the higher recovered grades. The operations are not without risk for the total of nearly 10 large and medium scale production vessels deployed by various organisations. The greatest shortfalls are experienced in the estimated throughput, not the grade.

The Marine Operations and Engineering section of the British Geological Survey based in Edinburgh, Scotland have, over the last 30 years, developed and operate a series of remotely operated, and powered, seabed coring systems. These systems were initially developed to provide a cost-effective solution to ground truth seismic reflection data for regional geological mapping, where the only solution that existed was conventional and expensive drill-ships. Since the early 1990?s these tools have been used for many other applications in industry and science. Currently the systems can operate in up to 2000 m water depth for 5m seabed penetration and up to 4500m water depth for a specialised oriented core drill which collects a scribed core to 0.8m below seabed. Scientific applications focus on determining the geology of an area and follows pre-determined geophysical interpretations. It usually also follows other coring attempts with non-powered coring equipment which is invariably unsuccessful if the strata is over-consolidated sediments or hard rock. Commercial applications include cable and pipeline route surveys, diamond, gold and base metal exploration, beach reclamation and aggregate materials evaluation. In many cases there is a blend of science and commercial investigation typified by coring in hydrothermal vent areas or carrying out geological coring in a frontier oilfield province. The versatility of the drills allows cost effective and rapid operations in remote and hostile areas where a rapid investigation may be the only one possible in a short weather window. The deepwater operational capability also allows science and commercial assay to be obtained ahead of potential exploitation and allows formulation of scientific theories or commercial project plans based on sound core data. Being mobile and compact these corers may be used from suitable (Dynamically Positioned or Anchored) vessels of convenience and thus provide a cost effective platform for sampling different types of seabed geology on an international basis.

?ORE? is defined as ?mineral/s that can be mined at a profit?. So, what is ORE at 2,000 m water depth? Is it 5% Copper or 1.8% Nickel/Cobalt? One of the key factors that determine what is ORE, profitable or not, is the cost of mining and extraction. Therefore a determination of ORE requires a commercial and technical appreciation of both sea bed mining equipment and mining options. Perry Slingsby Systems (PSS) have built more remotely operated submarine work vehicles, including 900HP trenching machines, than any other company. With Nautilus Minerals, PSS have been studying a range of deep ocean mining solutions. This paper discusses the commercial and technical issues of various extraction techniques applicable to deep ocean mining from 1,500 m to 5,000 m water depth. Issues such as the rate of extraction, (i.e. tons per hour) is a key economic component and is often constrained by the design and horsepower of the miner. Likewise the design itself of the mining machine and cutting heads can determine the size of material produced which impacts on methods of lifting the ore to surface. Issues such as overburden, sea floor conditions, style of mineralization and physical properties of the ore, obviously affect the selection of appropriate mining machine configuration.

Ifremer, on behalf of the French government, holds an Exploration Contract with the ISA for polymetallic nodules in the CCFZ. As part of its exploration activities, the NODULE (2015) cruise was conducted to acquire a 50 m resolution bathymetric coverage of the eastern sectors of the Contract. In 2017, Ifremer initiated an update of the Contract’s mineral resource estimate. Metal grades and nodule abundance were modelled using ordinary kriging. The inferred mineral resource is 436 Mt (wet) of polymetallic nodules at an average abundance of 10.7 kg/m² with a cut-off grade of 7 kg/m². Based on the geological data, seamounts, sedimentary basins and steep slopes contain no nodules. Technical studies of most of the contractors have determined that nodule collectors could not maneuver on slopes above 5 to 10°. Thus, Ifremer has selected a quite conservative slope threshold of 7 % (about 4°) and a backscatter threshold of -29.5 dB to delineate nodule-free areas. This has a significant impact on the resource estimate, as about 54 % of the eastern Contract areas are excluded. Near-seafloor high-resolution mapping and photographic transects, associated with finer-spaced box-core sampling could constitute a next step to better constrain the mineable areas and to get a higher level of confidence in the resource estimation.

A number of Articles contained in the United Nations Convention on the Law of the Sea III (UNCLOS) bear directly on legal issues related to the recovery of mineral deposits on the ocean floor. Mineral resources of the continental margin other than oil, gas and hydrates include, sand, gravel, shell, coral, gemstones and phosphorite. Jurisdiction over the exploration and exploitation of these deposits is determined either by the Territorial Sea claims of a coastal state or their recognized sovereign rights in the Exclusive Economic Zone (EEZ). At least 33 coastal states have the right under Article 76 (Continental Shelf regime) to claim seabed jurisdiction beyond 200 nautical miles (EEZ limit). In addition, several states have "Pioneer Investor" status with regard to seabed resources in international waters (The Area). A global maritime boundary database (GMBD) has been developed as a basic resource identifying the current claims of coastal states. It provides detailed information on existing boundaries and limits determined by the UNCLOS accords or by multi-lateral agreements which affect mineral exploration and exploitation. This paper will describe the GMBD and its construction and maintenance.

President Reagan's Exclusive Economic Zone (EEZ) Proclamation of March 10, 1983, extended United States ocean jurisdiction 200 nautical miles offshore our coastal states and territories. The accompanying policy statement noted that this action was a result of recently discovered deposits of polymetallic sulfides and cobalt-rich manganese crusts, which could be a major source of minerals important to the U.S. economy and security. Within these 3 billion acres of exclusive economic jurisdiction, the United States has sovereign rights to explore, develop, conserve, and manage the mineral and other natural resources of the seabed. The President has directed the Department of the Interior (DOI) to encourage exploration and production of minerals from this area. The DOI, through the Minerals Managment Service (MMS), is responding to this presidential directive by developing a leasing program for nonenergy minerals in the EEZ. The authority to develop this leasing program is the Outer Continental Shelf Lands Act of 1953, as amended in 1978, which authorizes the Secretary of the Interior to grant leases for oil, gas, sulfur, and other mineral resources on the Outer Continental Shelf (OCS). The Solicitor of D01 has determined that the definition of the OCS for legal purposes extends at least 200 nautical miles offshore of our coastal states to the EEZ boundary. Section 8 (k) of the Act allows the Secretary to lease minerals, other than oil, gas, and sulfur, on the basis of competitive bonus bidding and under such terms and conditions as he may prescribe at the time of offering the area for lease.

Nautilus Minerals is exploring for high-grade gold, silver, copper, and zinc-rich submarine massive sulphide deposits (SMS) within the territorial waters of the sovereign state of Papua New Guinea. Work to date has shown that these systems contain spectacularly high metal grades. To date a total of 88 surface sulphide grab samples have been collected from Nautilus’ Solwara 1 Prospect within EL 1196 in the Manus Basin, returning average grades of 15.5 g/t gold, 191g/t silver, 10.8% copper, and 4.7% Zn. Drilling in January/February 2006 confirmed the presence of this high grade system, with sulphide intersections up to 19m below the sea floor, with a best intersection of 11.6m at 9.1 g/t Au and 13.1% Cu.

Results of the R/V Sonne Cruise (Edison) to the Tabar-Feni Arc from March 11 to April 5, 1994, a joint German-Canadian research cruise aboard the vessel R/V Sonne, undertook detailed mapping of the Tabar-Feni island chain, Papua New Guinea. The Tabar-Feni chain is host to several large porphyry stocks and epithermal gold deposits, including the giant Ladolam gold deposit on the island of Lihir (minimum 19 million oz. Au). The principal objective of the cruise was to map the seafloor in the vicinity of recently active alkaline volcanic islands in the Tabar-Feni chain and to characterize the tectonic setting of large high-level porphyry and epithermal gold deposits in the region. Additional work was carried out on shallow-water hot springs associated with mineralized geothermal systems on the volcanic islands. Complete sets of 1:50,000 scale (20-m contour) maps of the seafloor were produced for each of the four island groups (Feni, Tanga, Lihir, Tabar). The Lihir group was the most active and the most interesting. At least 4 (and probably 6 or 7), previously unknown volcanic cones were discovered within about 10 miles south of Lihir. The volcanoes are clearly very young and appear to have erupted along extensional faults produced by regional plate rotation. This recent volcanic activity appears to reflect recent forearc extension and represents the southward propagation of volcanic activity towards New Ireland. One volcanic cone at 1,490 m water depth is hydrothermally active, with very large areas of diffuse venting (100-200 m across), densely populated by beds of giant clams (probably calyptogena). Other vent-specific fauna are also present, including crabs, snails, sulfide worms, scale worms, limpettes, etc. The clam beds sit on a crust of hydrothermally baked and indurated, sulfidic, hyaloclastite-rich muds. The mineralization consists mainly of fine-grained disseminated pyrite and amorphous Fe-sulfides. A second, much larger cone at a depth of 1,070 m is capped by massive vesicular lavas which are intensely fractured and mineralized. The particles that make up the deep-sea sediments have two main sources: 1) those that are created in situ from dissolved components and 2) those that are washed into the ocean in solid phases from the continents, atmosphere, space and interior of the Earth. Many particles as they sink through the water column reaches the seabed and are known as pelagic sediments with terrigenous, biogenic, authigenic, and cosmogenic components. Among the minerals found in the terrigenous fraction of pelagic sediments are quartz, clay minerals, feldspar, micas, ferromagnesians, and the biogenic fraction with remains of siliceous organisms, such as, radiolarian and diatoms. The chemical nature of marine sediments is controlled by the contribution of particulate matter derived from various sources with varying compositions for the fixing of elements during deposition and the compositional changes carried out within the sediments during diagenesis. In the last decade there have been several studies on the mineralogical composition of seabed sediments, suspended particulate materials and cores, together with paleontological and geochemical data are used for paleoclimatic and paleoenvironmental reconstructions, analyze changes in sea level, stratigraphic correlations and identify past and present sources of sediment and terrigenous input pathways and to describe the current ocean mass (Martins et al., 2001, Oliveira et al., 1998). There is also a scientific and economic interest in the authigenic fraction of pelagic sediments formed from other materials for polymetallic nodules. The study of sediments associated with polymetallic nodules helps to know the genesis, evolution and occurrence of these deposits (De Koven et al., 2003, Dubinin et al., 2008).

Methane and hydrogen sulfide vent from a cold seep above a shallowly buried methane hydrate in a mud volcano located 24 km offshore of Los Angeles, California in 800 m water. Bivalves, authigenic calcite, and methane hydrate were recovered in a 2.1 m piston core. Aragonite shells of two bivalve species are unusually depleted in 13C (to -19? d13C), the most 13C-depleted shells of marine macrofauna yet discovered. Carbon isotopes for both living and dead specimens indicate that they used in part carbon derived from anaerobically oxidized methane (AOM) to construct their shells. Although the?d13C values are highly variable among specimens, most fall within the range -12 to -19?. This variability may be diagnostic for identifying cold-seep/hydrate systems in the geologic record. Authigenic calcite is abundant in the cores down to about 1.5 m subbottom, the methane hydrate horizon. The calcite is strongly depleted in 13C d13C = -46 to -58?) indicating that AOM was the main carbon source. Three sources of methane are likely: a geologic hydrocarbon reservoir, and biogenic and thermogenic degradation of organic matter in basin sediments. Oxygen isotopes indicate that most calcite formed out of isotopic equilibrium with ambient bottom-water, under the influence of gas hydrate dissociation and strong methane flux. High concentrations of Ag, Hg, Cd, Tl, and other elements in mud volcano sediment reflect leaching of basement rocks by fluids circulating along an underlying fault. Fossil (geologic) methane was likely transported with these fluids.

Exploring for minerals on the seabed is challenging and expensive – and the ability to collect representative sub surface samples is essential. The research project MarMine led by NTNU has together with Seattle based Williamson and Associates developed and tested an ROV-based drill rig for mineral (seafloor massive sulfides and crusts) and rock sampling. The ROCS system is a single stroke drill and is simple, robust and possible to use from various larger ROVs. For the vehicle to provide a stable platform, the vertical bollard pull of the ROV and the vehicle mass are important variables. The developed drill uses a thin wall drill bit and barrel and operates at high RPM to reduce the required down weight and drilling moments. The system also contains an emergency release to be used if the core barrel is stuck. The drill is hydraulically powered with cylinders operating the tower and a rotation unit. It can rapidly be modified to provide samples from softer samples like unconsolidated material. At the Arctic Mid Ocean Ridge, a work class ROV was deployed with the drill mounted for testing at 2700 m depth in basalt rock. The recovery from the system was above 80%. Such core samples can be used for chemical analyses of metal and mineral grades, mineralogy and rock mechanical testing. The system provides a probing tool for marine mineral exploration, with low cost, low operational complexity and low risk. Proper resource estimation requires drilling deeper into the deposit, but the short core samples provided by the ROCS provide valuable a priori information planning for more extensive drilling campaigns.
