Progressively more stringent emission limits and advances in regulations and enforcement have made air compliance more difficult for metallurgical facilities. This has historically required improved collection and treatment of stack sources. Fugitive emission reductions are now increasingly required to achieve compliance. Typically small in magnitude, fugitive emissions have a disproportionate impact on ground level concentrations, can be visible to the public and can influence workplace health and safety. Moreover, these emissions are complex, as they are spread over multiple sources, distance and time and are affected by various activities and conditions. As such it is difficult to find, define and monitor these emissions and their impacts. This difficulty translates to the design of emission reduction measures and operational requirements. This paper presents an overview or ‘heuristic’ of fugitive emissions management for compliance in existing operations. This includes aspects such as the impact of regulations on project scope, approaches to developing a comprehensive emission inventory, considerations for solution development and the plant’s role in sustaining compliance once achieved. Case studies are presented to demonstrate how portions of this approach have been applied.

Abstract This paper lists the interests of the Physical Metallurgy and Chemical Research laboratories of the Metallgesellschaft, which were visited by the authors, members of a group of Canadian investigators sent to Germany by the Department of Reconstruction in 1945. The Physical Metallurgy Research Laboratory The following information was obtained from Professor E. Schmid, Chief of the laboratories. It is understood that Dr. Schmid is a former Nazi and was to be removed from his post in November (1945). Aluminium Research The laboratories investigated the corrosion resistance of the high-strength aluminium-magnesium-zinc alloys. The same test procedure as used by V.L.W. was followed and Dr. Schmid co-operated closely with Dr. Brenner on this project. Intercrystalline corrosion was combatted by additions of chromium, titanium, or vanadium, and the work in this field parallels that of Dr. Brenner of V.L.W. * Dr. Schmid reports that Bollenrath and Siebert believe that corrosion difficulties with these alloys can be overcome to some extent by heat treatment. He himself was of opinion that the correct answer lay not only in correct alloying but also in correct heat treatment. The heat treatment involved either interrupted quenching or a change in quenching rate from a solution temperature of 500°C. The procedure is either a slower cooling from solution temperature or an interrupted cooling with a holding period at l50°C. Work had been done on piston alloys, the 11-13% Si, 1% Ni, 1% Cu, and 1% Mg being the favoured material. This is called Lo-Ex and is similar to Mahle 124 or KS1275.

"In the past year, two very innovative gold ore processing plants have been designed, built and commissioned by Gekko Systems Pty Ltd. The first plant in Vietnam utilizes conventional crushing and ball milling followed by gravity concentration (Inline Pressure Jig (IPJ) and Falcon concentrator), flotation, intensive leaching (GFIL), the first industrial scale use of AuRIX®1001 ion exchange resin and a cyanide destruction circuit. The second plant, in Australia, uses a 3 stage crushing circuit to crush the gold ore to minus 1mm, followed by gravity concentration utilising a rougher, scavenger, cleaner circuit of IPJ’s and a Falcon concentrator. A direct smeltable gold concentrate is produced as well as a lower grade concentrate for future intensive leaching or sale. Both plants were designed and built within very tight time frames and budgetary constraints. The experience gained during the plants’ design, commissioning and operation are discussed.INTRODUCTIONGekko Systems (Gekko) is a leader in the development of innovative technology for gravity recovery and intensive cyanidation. It provides low cost and metallurgically optimal solutions for its customers. It has also led the trend away from whole ore cyanidation (CIP/CIL) towards gravity/intensive cyanidation (GIL) and gravity/flotation/intensive cyanidation (GFIL) plants. These types of plants offer low capital costs, low environmental impact and maximum return to investors (Rob J Longley et al, 2002). Key to this type of flowsheet is the application of a continuous concentrate unit, such as the InLine Pressure Jig (IPJ), which is designed to produce high gold gravity recoveries at a coarse grind (Sandy Gray, 2003). When combined with other gravity devices, and/or flotation, and intensive cyanidation, using the Gekko InLine Leach Reactor (ILR), very high overall recoveries can be achieved.In 2004, Gekko launched a new range of products called Gekko Modular Systems. The idea was to provide off the shelf, complete solutions for the separation and recovery of complex and free gold as well as the pre-concentration of diamonds. A series of modules were designed that incorporated Gekko manufactured as well as outsourced equipment. Gekko now offers modules ranging from feeding and conveying to crushing, gravity recovery, flotation, intensive cyanidation, refining and detox (see Figure 1)."

"Tulawaka Mine is a joint venture between Pangea Minerals Limited 70% (a wholly-owned subsidiary of Barrick Gold Corporation) and Northern Mining 30%. Tulawaka Mine is located in North West of Tanzania in the Lake Victoria Goldfields. Tulawaka Mine is scheduled to process 360,000 tonnes per year at an average 11.5 g/t head grade over a 4 year mine life.The Tulawaka Process Plant uses single stage crushing, single stage SAG milling, gravity, intensive leach of gravity concentrates, CIL, Zadra desorption and cyanide detoxification to process the ore. Gold recovery exceeds (or is expected to) 95%.The Process Plant was designed and constructed under the supervision of Ausenco Engineering of Australia. Site works commenced in January 2004, Process Plant construction commenced in July 2004 and the first ore was presented to the Process Plant 26th February 2005. The first gold was poured on 15th March 2005. All construction contractors were demobilized from site 7th April 2005. Major achievements have been 3.4 million hrs LTI free during construction and operation to date, training of the Tanzanian workforce at Bulyanhulu Mine prior to commissioning, a succession plan to replace expatriate personnel with Tanzanian staff and significant over performance of the Process Plant against design.INTRODUCTIONTulawaka Mine is situated approximately 160 km south west of Mwanza in the western Lake Victoria Goldfields District of north western Tanzania. The property is held under a joint venture between Pangea Goldfields Inc (70%), a wholly owned subsidiary of Barrick Gold Corporation, and Explorations Minieres Du Nord Ltée (30%). A location map showing the position of the operation in Tanzania is shown in Figure 1.Mine site staff at Tulawaka comprises a combination of Tanzanian and Expatriate personnel. All Pangea personnel live on site and commute to their place of residence for their R&R on a 9 weeks on 4 weeks off roster."

"The need for production of a competent fill was recognized early by the project partners. Consequently, a 4000 Ud paste fill plant was constructed and commissioned in early August 1994.In order to fine tune the process without risk to the underground workings, a closed pumping loop was devised on surface. After two months of this exercise, the first underground slope was filled according to specifications obtained from the pilot plant trials.This paper will focus on the operational problems encountered and the solutions adopted so far, and on a comparison between expected and actual fill production and characteristics.RésuméLa nécessité de produire un remblai de propriétés mécaniques suffisantes a été rapidement reconnue par les partenaires du projet. Conséquemment, une usine de production de remblai en pate, utilisant les residus du concentrateur d'une capacité de 4000 t/j a été construite et l'opération a débuté au mois d'aôut 1994.Dans le but de roder le précedé sans mettre en danger les installations souterraines, l'usine a été testée dans un circuit de surface. Après deux mois d'essais, le premier chantier souterrain a été rempli avec du remblai en pate selon les specifications dérivées de l'usinage pilote.Cet article présente les problemes d'opération rencontrés et leurs solutions, en plus de faire une comparaison entre les résultats prévus et ceux actuellement obtenus sur la production et sur les charactéristiques du remblai."

In 2001, at the CIM AGM in Quebec, a paper discussing poor ground conditions in a newly opened area at Agrium?s Vanscoy Potash Operation?s, suggested load transfer around old workings as a possible reason for the early room failure. High closure rates are expected in deeper regions however the rapid failure of walls immediately behind the face resulted in protective guards being mounted on and behind the borer. The high closure and early rib failure continued well past any reasonable distance to be explained by load transfer around old workings and investigations continued into possible reasons other than simply depth. Detailed investigations into the mineralogy and crystal fabric of the ore zone provided one possibility, which combined with a changed borer cutting profile are now believed to have contributed greatly to the poor conditions.

Magnesium and its alloys are attractive for use in automotive and aerospace applications because of their low density and good mechanical properties. However, difficulty in forming magnesium and the limited number of available commercial alloys limit their use. The present work reviews the efforts to improve the attractiveness of magnesium through non-traditional processing, and presents results of current work on producing magnesium alloys via powder metallurgy (P/M). P/M can be used to alleviate the formability problem through near-net-shape processing, and also allows unique chemical compositions that can lead to new alloys with novel properties. The surface layer formed on the Mg powders during processing acts as a barrier to diffusion and sintering is problematic. The layer contains oxides, hydroxides and carbonates of magnesium, formed by reactions with the atmosphere. There are several means to possibly overcome this barrier. Alloying additions have been identified that may promote surface layer disruption during sintering. Processing variables such as sintering atmosphere may reduce the layer or allow the formation of less detrimental compounds. Post-sintering processes such as hot working may disrupt the layer and improve density. The experimental effect of all these processing parameters is presented in this paper.

"The Nechalacho rare metal deposit is located in NWT, Canada. Avalon Rare Metals Inc. is now evaluating processing techniques for recovery of REE to be used in the industry. QEMSCANTM analysis coupled with whole rock, REE, Zr and Nb, and electron microprobe analyses were utilized to identify and quantify the mineralogy of the deposit, and define the REE distribution among minerals. QEMSCANTM mineralogy was performed on fifty intact drill samples using EXPLOMINTM that provided textural information for the mineralization; crushed samples were used to determine the variability of the ore and define REE domains, and composite samples to determine the liberation and association of the REE minerals. The sample matrix predominantly consists of biotite, feldspars, quartz, muscovite/clays, minor chlorite and amphibole, magnetite and hematite and carbonates. REE include in decreasing order of abundance allanite (3.6%), monazite (1.5%), synchysite (0.9%), columbite (0.9%), fergusonite (0.6%), bastnaesite (0.4%), and zircon 11.0%. The majority of the HREE are carried by fergusonite and zircon, and the LREE by monazite, allanite, synchysite and bastnaesite. QEMSCANTM mineralogical data is extremely valuable in assessing the mineralogy of the ore. The data have been implemented in defining the mineralogy of the ore body, support metallurgical test work, predict recoveries and grades, and finally calculate reserves of the deposit.INTRODUCTIONAvalon is in the unique position of owning and developing one of the world’s largest rare earth deposits in the Northwest Territories of Canada.The term Rare Earth Elements (REE) is used to describe the 15 lanthanide elements or metals and, more recently, the metals yttrium and scandium, which display similar physical and chemical properties. REE are not particularly rare and have a similar abundance in the earth’s crust to nickel, tin or tungsten. Unlike these better known metals however, the rare earths have little tendency to become concentrated into commercial ore deposits. When they do become concentrated, deposits of REEs usually display enrichment in one of two groups. The most commonly occurring deposits of REEs contain a sub-group of elements referred to as the “light rare earth elements” (LREEs), which include lanthanum, cerium, praseodymium, neodymium, and samarium. Less commonly, deposits of REEs contain the much more valuable sub-group of elements referred to as the “heavy rare earth elements” (HREEs), which include europium, gadolinium, terbium, dysprosium, holmium, erbium, thulium, ytterbium and lutetium. Yttrium and scandium most commonly occur in association with this second HREE sub-group. Generally, LREEs are produced from the mineral bastnaesite, and the HREEs have been produced from the minerals xenotime and monazite. LREEs continue to be produced from bastnaesite, however in the 1980s, China started production of HREEs from unique laterite clay deposits. China now produces approximately 95% of the world’s rare earths."

"Schaft Creek is a calc-alkaline porphyry Cu-Mo-(Au) deposit located in northwestern British Columbia. The deposit formed in a volcanic arc setting, likely on a back-arc rifted continental fragment. It is hosted by Late Triassic basaltic to andesitic volcanic rocks of the Stuhini Group (Stikine Terrane), and is associated with porphyritic granodiorite dikes emanating from the nearby Hickman batholith. The age of the Hickman batholith is approximately constrained here by a composite U-Pb zircon date of 222.1 ± 9.6 Ma, which is in broad agreement with a well-constrained age for mineralization at Schaft Creek of 222.0 ± 0.8 Ma (Re-Os molybdenite). The deposit is in most respects typical of calc-alkaline porphyry systems, but displays silica-poor sericite-chlorite alteration in mafic country rocks in place of classic phyllic altera¬tion. The deposit comprises three distinct, but related, zones: the northern Paramount zone, the Main zone, and the West Breccia zone. Two phases of mineralization are observed. The first phase occurs as hydro-thermal veins and breccias, and minor disseminations. It consists of bornite, chalcopyrite, molybdenite, and pyrite with potassic and sericite-chlorite alteration. The second phase is minor and consists of veins of molybdenite ± specularite, as well as Cu-Pb-Zn sulfide veins without any significant corresponding alteration. Extensive structural modification has affected the deposit both during and after its formation.Schaft Creek est un gîte porphyrique de Cu-Mo-(Au) calco-alkalin situé dans le nord-ouest de la Colombie Britannique. Ce gîte s’est formé dans environnement d’arc volcanique, probablement situé sur un fragment continental bordé par un bassin d’arrière-arc. Le gîte est encaissé par les roches volcaniques basaltiques à andésitiques du Groupe de Stuhini (Terrane de Stikine) d’âge Triasique tardif, et est associé à des dykes de granodiorite porphyrique provenant du batholithe de Hickman avoisinant. L’âge du batholithe de Hickman est estimé par un âge U-Pb composite sur zircon de 222.1 ± 9.6 Ma, lequel est grossièrement en accord avec l’âge de la minéralisation de Schaft Creek, estimé a 222.0 ± 0.8 Ma (Re-Os sur molybdénite).Ce gisement, bien qu’à plusieurs égards typique des systèmes porphyriques calco-alcalins, présente une altération en séricite-chlorite pauvre en silice dans l’encaissant mafique a la place de l’altération phyllique classique. Ce gîte comprend trois zones distinctes bien que connexes : la zone Paramount au Nord, la zone Principale et la zone West Breccia. Deux phases de minéralisation sont observées. La première phase se présente sous forme de veines et de brèches hydrothermales ainsi qu’en disséminations mineures et consiste en bornite, en chalcopyrite, en molybdénite et en pyrite avec une altération potassique et en séricite-chlorite. La seconde phase est mineure et consiste en veines de molybdénite ± spécularite ainsi qu’en veines de sulfures de Cu-Pb-Zn sans association à une altération particulière. Le gisement a été profondément modifié par la déformation a la fois durant et après sa formation."

"A study has been conducted to characterize the fatigue life in 7050-T7451 thick plate by the comparison between an experimental alloy and commercial alloy. The fracture origins were specified and their sizes were measured by scanning electron microscope (SEM). Additionally, the size, number density and spatial distribution of porosity in the experimental material and commercial material were characterized and compared, using X-ray Computed Tomography(XCT). The results showed that microporosity was the predominant site for crack nucleation and subsequent failure of the experimental alloy. However, as for the commercial alloy, fatigue cracks were found to originate from constituent particles. The presence of microporosity in 7050-T7451 thick plate reduced fatigue life of an order of magnitude or more compared to the commercial alloy. The relationships between size of origin and fatigue life were proposed. It was showed that the fatigue endurance was reduced when the size of porosity increased.INTRODUCTION 7xxx series aluminum alloys, due to their combination of high strength, high resistance to stress corrosion cracking, and good fracture toughness, are widely used in structural engineering applications where high-strength and low-density characteristics are fundamental design requirements (Williams& Starke, 2003). Every designer is striving to find an optimal combination of properties including strength, corrosion resistance and fatigue resistance (Wanget al., 2016). Based on the design principles of aircraft, a higher fatigue resistance of aluminum alloys are required. Thus, many investigations have been carried out on the microstructures and its effect on fatigue properties of the 7xxx series aluminum alloy (Robson, 2004; Schubbe, 2009).Microporosity, which is a common defect in casting materials, can lead to a significant deterioration of mechanical performance and fatigue resistance, especially in the high alloyed 7xxx aluminum alloys. The actual valid loading area decreases due to microporosity, which results in detrimental effect on the mechanical properties. Many experimental studies have been conducted in this research field. Mayer et al.(2003) investigated the fatigue properties of magnesium alloys produced by high-pressure die-casting. The results show that porosity in magnesium alloys greater than0.18mm diameter may be considered as the most important material defect for high cycle fatigue and fully reversed loading conditions. Nadot et al.(2004) found that the near surface defects are much more dangerous than the internal defects. Wang et al.(2001a) used the Weibull statistics method to analysis the influence of the microporosity, oxides and particles on the A356-T6 alloy fatigue life. The results show that, the porosity is more detrimental to fatigue life than oxide films and particles. With regard to fatigue resistance, although the deleterious effect of microporosity has been generally acknowledged, a quantitative understanding between casting microporosity and fatigue life in 7050-T7451 plate is not well established."

"The study evaluated the impact on overall circuit metallurgy of improving the performance of the two flotation columns that make up the final Mo cleaning stage in the Cu/Mo separation circuit at Highland Valley Copper mine. The results showed that a key factor to improve the overall circuit metallurgy was to control the size of the bubbles generated in the columns. When a large proportion of small (< 1 mm) bubbles were generated, the production rate of solids-in-concentrate increased by a factor of 4-5 compared to typical production figures without compromising concentrate quality. This increase in concentrate production rate reduced the circulating load in the circuit causing a significant increase of Mo recovery. A statistical analysis of historical production data showed a strong relationship between final concentrate production rate and overall Mo recovery. This relationship along with the results from this study indicated an opportunity to increase the recovery of Mo from 90% (typical) to 94% without downgrading concentrate grade. This 4% increase represents about 14,000 lbs or $500,000 worth of Mo each month at current metal prices.To provide a rational interpretation of the results, this study also examined whether the model of Gorain et al. (1997; 1998; 1999) could explain the increase of Mo recovery seemingly resulting from the decrease of bubble size. The data showed that the model predictions did not agree with the experimental data, i.e., for a given change (decrease) of bubble size, the predictions underestimated significantly the observed recovery increase. An interpretation based on the fundamental analysis of Finch and Dobby (1990) and Hernandez-Aguilar et al. (2005) is proposed to explain the discrepancy between measurements and predictions obtained from Gorain et al.’s model.INTRODUCTIONIt is generally accepted that the size of the bubbles generated in a flotation cell – a concept usually referred to as “bubble size” – has a significant effect on metallurgical performance. However, a significant number of mineral processing practitioners often question, with valid reasons, the practical benefits of implementing process improvement strategies based on controlling bubble size. “Small” bubbles are often considered to be “favourable”, but how small they need to be for a particular case, or how to adjust operating conditions to control a target bubble size, or whether the bubbles need to be smaller in the first place are questions that usually remain unanswered. Two reasons explain this situation."

"Abstract - Perhaps the single most significant variable in the evaluation of a mining project is the reserve estimate. Many parameters are considered when estimating reserves, among them geology. This paper examines the link between the quality of a reserve estimate and a good understanding of the geological controls for the deposit. A clear understanding of the geometry is essential to the accurate definition of the shape and size of the deposit. This includes the definition of any structural controls as well as the proper interpretation of the stratigraphy. Further when the distribution of grades is erratic and there is consequently a high nugget effect, there are significant problems in estimating the true grade of the deposit.Two Saskatchewan examples are presented, one with good knowledge of the controls and therefore good estimates of reserves, and the other with a poor understanding of the geology and resultant problems in deriving good estimates. In both cases the reserve estimates at various stages in the project development are compared to actual results from underground work. The first example is the Star Lake Mine where just about all the estimates were within 10% of the actual on both tonnage and grade. The Laurel Lake deposit is discussed to show how problems in interpreting the geological data make reserve estimation very difficult. Laurel Lake has the additional problem of erratic grade distribution."

"A number of high wall failures have occurred in some of the Alberta coal strip mines of a type called by the authors ""Multiple block plane shear slope failure "". They cause rapid deterioration of the dragline bench, reduced productivity and maintenance costs.The failures are invariably associated with the presence of almost horizontal (± 5 degrees) bentonitic clay bands in the overburden, often immediately above the coal seam, and regress behind the slope as a series of tension cracks which isolate detached blocks. As many as 17 sets of cracks have been observed, at lateral distances in excess of five times the slope height from the toe.The theory of this mode of failure is presented and a limiting equilibrium computer program which will produce deterministic or probabilistic (Monte Carlo) solutions is briefly described. A case history of one such failure is documented. It is shown that the extent of the regressive failure is exceedingly sensitive to the water table elevation, leading to the conclusion that drainage, if practical, represents the best control strategy. "This paper studies the progress made by hydraulic shovel manufacturers over the last few years, particularly in the areas of productivity increase and operating cost reductions.Five years ago, it was widely considered that the unit production cost for a hydraulic shovel in a mining application was double that of a cable shovel in the same application. The hydraulic machine manufacturers have taken up this challenge, and modern improvements in design, coupled with changes in maintenance techniques, have narrowed the gap to the point where it is valid to ask the question ""will the cable shovel exist in ten years&apos; time?"".Historical BackgroundThe history of the cable shovel goes back to the early 19th century and the industrial revolution. Early machines were steam-powered and ran on rails.The ""power shovel"" and the ""dragline"" were the only mechanical means of mass excavation until the early 1950s. Rail-mounted units gave way to crawlers, which increased flexibility considerably. Some shovels were redesigned as backhoes, and some became extremely large when designed as stripping shovels primarily used in North American coal mines.In the early 1950s growth in hydraulic technology spawned the introduction of the hydraulic excavator, which soon began to replace the smaller cable shovels and backhoes used in the construction industry. They were completely self-contained with either a gasoline or diesel engine and, being much lighter, were more readily transportable.As the excavators grew in size from its early models of 0.5 m3 or less, many of the cable shovel models were discontinued. This was not surprising for several reasons, but the most obvious is that both were often made by the same manufacturer."

Despite the prevailing low gold price environment at the time of acquisition, Glamis anticipated rapid development of the San Martin project due to the quality of the deposit and other positive factors.Following favorable exploration and permitting activities in the first half of 1999, Glamis prepared a Feasibility study. In October 1999, Glamis decided to proceed with the development of the project and selected Hatch to provide the engineering, procurement and construction management services for the project. The San Martin project was in full-scale commercial operation approximately 14 months after the receipt of Board approval, and by July 2001 the San Martin project was operating at approximately 150% of its feasibility design capacity."

"Zn-Pb sulfide mineralization at Abbeytown mine and Twigspark quarry comprise the only known car¬bonate-hosted base metal sulfide deposits in the Sligo syncline, northwest Ireland. Limestone sedimentation occurred uniformly throughout the region during the Early Carboniferous (Mississippian) as observed by field relationships and lithofacies; however, petrographic and stable isotope evidence indicate that host-rock dolomitization occurred under different conditions at localities to the west and east of the Ox Mountains inlier, suggesting significant uplift and geologic isolation of these areas prior to dolomitization. Localized fluid flow systems are thought to be responsible for sulfide mineralization and associated epigenetic carbonate cements. West of the Ox Mountains inlier at Abbeytown, evidence of three geochemically distinct fluids are observed: (1) a lower-temperature, lower-salinity fluid (70°-130-°C, 4-9 wt.% equiv. NaCl); (2) a lower-temperature, higher-salinity fluid (70°-140°C, 15-24 wt.% equiv. NaCl); and (3) a higher-temperature, moderate-salinity fluid (165°-220°C, 8-14 wt.% equiv. NaCl). Similar fluid types were observed at the Twigspark deposit. The source of the higher-salinity fluid is likely seawater evaporated to near the point of halite precipitation. The higher-temperature fluid is thought to have been derived from deep circulation of basinal brines. It is speculated that mixing of the higher-salinity fluid with the high-temperature fluid was vital for ore formation at Abbeytown because fluid inclusions in sphalerite have homogenization temperatures and salinity values that fall along a mixing trajectory of these end member fluids. Also, areas where the high-salinity end member fluid is absent are barren of sulfides. Less complex fluid systems are indicated for sites east of the Ox Mountains inlier where no sulfide mineralization was observed. Data from base metal sulfide prospects in northwest Ireland indicate no connection with the regionally extensive flow system thought to be responsible for Zn-Pb deposits throughout the Irish Midlands.Les minéralisations en sulfures de Zn-Pb de la mine Abbeytown et de la carrière Twigspark sont les seules gîtes de métaux usuels à encaissant carbonaté connus dans le synclinal de Sligo, au nord-ouest de l’Irlande. WHEN I first received the kind invitation extended to me by the Mining Society of Nova Scotia, I read over very carefully the suggested title-"The importance of long-distance planning and budgetting in modern methods of mining, and the advisability of working to some definite plan". I came to the conclusion that I might as well confess my inability to handle properly such a vast and intricate subject within the scope of any one paper. More properly, I think a round-table discussion should be indulged in-a sort&apos; of symposium carried on in similar fashion to the World Power and Coal Conferences- you know, a committee for this, a committee for that, and, finally, a committee to see what the committees are doing. Weil, your Secretary&apos;s suggestion is just like that- much too comprehensive for any half-hour&apos;s presentation. As a paper, also, it either becomes too general and therefore uninteresting, or i.t descends into detail and describes means and methods to the end desired, which have little attraction because they were designed to meet quite different conditions than those my audience would mentally be considering. Of the two evils facing me, I have chosen the one that sticks to the generalities. Your Secretary&apos;s query almost automatically divides itself into two distinct phases: First, the importance, and second, the advisability, of planning. Let us dwell for the moment on the second, because, if we can prove advisability, that leads to desirability and, finally, to doing. Proving is the difficult part of the little problem. Here was something I, personally and as a mining engineer, had been battling for all my corporate life without being able to prove it to anybody. Then I saw the way out of that. I perceived I could put that little question of advisability on another basis altogether-:put it in the class of "coming- some day- soon" whether you or l or anybody else liked it or not; call it, if you please, mandatory, certain, necessary, enforceable planning. All of which means that the problem of advisability has rather suddenly become the very practical one of "how to do it". Why?
