THE following paper is a description of the plant and operations of the above company in their recovery and treatment of the quartz tailings deposited as final residues by the various mining companies. at Waihi, Karangahake, and Waitekauri into theOhinemuri River. During the past few years the silting of the Ohinemuri River has increased to such an extent as to cause considerable interest and discussion, and has lately been the subject of a most extensive inquiry by a Royal Commission, to consider the best means of dealing with what is generally spoken of as a public nuisance.Ever since the commencement of mining in this district, which was opened as a goldfield in 1875, the various mines operating have been discharging their tailings into this river, it having been proclaimed a sludge channel in 1895. Up to the year 1900 the quantity of quartz crushed was not large, probably not exceeding 500,000 tons; but since that date the annual tonnages discharged have increased enormously, and at the present time would total from 550,000 to 600,000 tons per year. Clyde Materials Handling (CMH) and WorleyParsons have developed a concept for a flash furnace feed system using the specialist pneumatic conveying equipment expertise of CMH and the flash furnace process experience of WorleyParsons. CMH has developed a proprietary volumetric feeder (called a Rotofeed), which is extremely accurate and overcomes many of the problems inherent with loss-in-weight screw feeders and drag chain conveyors, previously regarded as state-of-the-art. Initial indications are that the Clyde-WorleyParsons feed system could deliver the following benefits to flash furnace operation: accurate pulseless delivery of feed material to the head of the burner leading to improved combustion performance and process stability; highly accurate split to the individual quadrants of a conventional burner tube, or provision of a smooth hollow curtain to a burner without guide vanes; decreased pressure pulsation in the furnace due to improved combustion control and performance; and decreased temperature fluctuations in the furnace due to improved combustion characteristics and hence reductions in refractory thermal stress and wear.

The EPA National Risk Management Research Laboratory (NRMRL) Mine Waste Technology Program (MWTP) and the EPA Region VIII Superfund office are jointly conducting a field-scale technology demonstration of a two-step in situ treatment of the acidic Anchor Hill Pit lake at the Gilt Edge Mine Superfund site near Deadwood, South Dakota, USA. The project goal is to develop cost and performance data for the in situ treatment for potential application in long-term water treatment/management activities at the Gilt Edge site, and for potential application at other similar sites. Lime neutralisation of the pit using a Neutra-Mill was accomplished in the spring of 2001, with a resultant lime utilisation efficiency of about 71 per cent, and a typical throughput of about 1 tonne per hour using coarse, pebble quicklime and 1.4 tonnes per hour using finer, ground lime. Redox-mediated biotransformation treatment of the pit has been ongoing since May 2001. As of January 2003, denitrification is complete in the near-surface waters and about 90 per cent complete in the deeper waters. Bacterial sulfate reduction is expected to begin in the near future. This paper describes project activities, results, and lessons-learned to-date as well as future monitoring plans.

Australia has an extremely large total hot dry rock (HDR) resource above a depth of 5 km, equivalent to 7500 times its present annual energy consumption, of which 80 per cent underlies the Great Artesian Basin. The resources most likely to be exploited first are those residing in homogeneous granitic bodies beneath sedimentary basins containing insulating rocks such as shales and coal measures. In the Sydney Basin south of Muswellbrook, an area of high geothermal gradient corresponds to a gravity low thought to be a buried granite body at a temperature of possibly 250¦C. This locality is suspected to have the ideal geological characteristics for Australia's first hot rock test facility. Australia's high HDR potential is possibly unique in the world, in that the potential sites satisfy four independent, geological conditions, each considered as favourable for the creation of a resource, and for the ease of extracting that resource. They are: ò Higher crustal heat generating capacity than that of normal continental crust. ò Much of the Australian continent is covered by sedimentary basins which contain a high proportion of shales and coal measures that have low thermal conductivities, thus providing an insulating blanket for the heat being generated beneath. ò The sedimentary basins are in many places underlain by large untectonised granitic bodies that are not only a major contributor to heat generation, but also ideally suited to the establishment of HDR reservoirs. ò The crustal shortening stress field that is found in the majority of the Australian continental crust results in a vertical minimum principal stress orientation which should result in the development of favourably oriented horizontal stimulation cells necessary for maximising an HDR resource.

Engineered soil covers are used for final closure options for both waste rock and tailings disposal facilities. Currently, cover construction requires excavation of appropriate cover material from a nearby site. If no suitable materials are available, the mine operation may have to ship appropriate materials long distances to the site before the construction of the cover can even begin. This has led to the proposal to engineer cover materials using existing waste materials from the mining operation. The paper presented here describes the results of a laboratory scale testing program to evaluate the potential for blending waste rock, smelter slag and tailings for the creation of a suitable cover material at a site in Canada. Tailings from the local mill, waste rock and slag were collected in the field and blended to create a material with an air entry value similar to the tailings and with physical strength similar to the waste rock. Testing indicated this mixed material could be blended at a consistency of a paste and was suitable for pumping. It can also be compacted to a high-density material. The preliminary results show that it may be possible to blend waste rock, slag and tailings into a material that can be utilised in the construction of a water retaining cover.

The last decade of national water reform implementation has improved the availability and efficiency of water source allocation in Western Australia. However, it is critical to recognise that the concurrent mining boom witnessed the approach of full water allocation limits, and increasing trends in mineral processing, water infrastructure costs, and wastewater management costs. Water supplies are commonly viewed as absolutely critical to project feasibility in mining, industrial and energy generation projects, even if considered 'non-core business'.   An increasing density of mining projects and industrial estates in Western Australia (WA) creates an opportunity for water infrastructure cost sharing and synergies. The WA government and its agencies have given preliminary consideration to the establishment of independent water utilities in the goldfields (Kalgoorlie), the Pilbara, and Collie regions, and in the Kwinana Industrial Area. The impending Oakajee industrial area and Mid West regional development, and Anketell port in the East Pilbara, could also be considered for common non-municipal water supplies.   The critical issue of apparent commercial risk due to the large scale of water demands and the low customer numbers in the minerals sector relative to other water markets is expected to mandate government partnership in any non-municipal water utility ownership. The commercial feasibility risk is observed as a risk to water supply security for potential mining and industrial customers. Absence of proper water infrastructure planning and governance has the potential to create infrastructure access issues as observed for Pilbara rail developments under the Trade Practices Act 1974.   Other aspects of water cycle management which could be addressed by a non-municipal utility include resumption of mine dewatering water (required changes to WA legislation that are progressing) and consolidated wastewater management for maximising synergy or reuse opportunities and minimising cumulative environmental impacts.   Address of water infrastructure planning for non-municipal water demands must cover commercial and environmental sustainability outcomes to successfully progress minerals sector growth in the State.

Bauxitic laterite of variable thickness and grade is best developed in the Darling Range but covers a large part of the southwest corner of Western Australia. Its limits are defined by the rainfall isohyets to which jarrah forest is confined. Within this broad belt there is an increase in arable land southwards concomitant with a thinning of the laterite layer.Bauxite quality and perhaps thickness as well are dependent on the type of source rock, and are influenced by topography. Economic deposits occur over a vertical range in altitude of about 1200 ft. The spatial distribution of ore with similar processing properties or domains within an orebody may be identified early in the assessment of an orebody to provide a sound basis for later development of the orebody. The assignment of domains in the primary sulfide portion of an orebody is often more difficult than recognition of the oxidised, supergene and related domains usually located towards the top of the mineralised volume. This paper will discuss some approaches to assigning domains within the primary sulfide portion of an orebody. The processing properties of each mining block will be known if the contained domain(s) and their proportions are known. The use of both physical and chemical ore properties to assign the domains is discussed. The domains based on similar processing properties do not necessarily coincide with geological zones assigned by geoscientists. As part of assessing the physical properties of ore, the modal analysis of the ore with respect to the valuable sulfide minerals and the sulfide and non sulfide gangue minerals has to be known, along with the traditionally used elemental assays for valuable and penalty elements. Two scales for determining other physical ore properties will be considered: the mesoscopic scale (examined by human eye) and the microscopic scale (examined via a microscope under high magnification). The strengths and weaknesses of the data obtained at the two scales are discussed in the paper. Broadly, data collected at the mesoscopic scale are much less expensive but the types of data available are more limited. Methods for evaluation of chemical ore properties are also discussed. After establishing a basis for establishing the spatial distribution of domains, variability testing is required to verify the integrity of the designated domains. In contrast, each block of ore in some orebodies has been assessed principally via the results of a laboratory separation on a number of drill core samples or composites from throughout the block, with minimal or no attention to the concept of domains.

A major issue presently faced by companies producing and processing iron ore is the need to maximise throughput while minimising capital expenditure. While present high demand means this is of prime importance, the perennial issues of maintenance, operating costs, reliability, quality and environmental sustainability are also critical to profi tability. Attempts to address these issues generally require modifi cations to existing equipment, or trials of new equipment when designing plant for new projects.The risk involved can be substantially minimised by testing equipment improvements using advanced computational models prior to implementation. Examples of application of Computational Fluid Dynamics (CFD) and Discrete Element Method (DEM) modelling to sampling, cyclones, conveyor transfers, classifiers, dust control, banana screens, comminution and smelt-reduction will be given to illustrate the benefi ts of such an approach. *This is an abstract only. The discovery of minerals in any community, especially precious minerals, gives a sense of hope and optimism about development prospects within the community. However, the euphoria surrounding such a find could be short lived if the wrong perception is created at the inception of the project, that the exploitation of the mineral resource will pose a serious problem to the community. The socio-economic impact can be negative or positive but if not properly handled, the negatives will outweigh the positives. Illegal mining activity, popularly known as Galamsey in Ghana, is a typical example of the negative impact of the mineral industry. Galamsey activities have resulted in an increase in school drop-out rate, pollution of water bodies affecting entire communities bringing a lot of health problems, destruction of farm lands, destruction of rail lines resulting in transportation problems, armed robbery, prostitution, just to mention a few. The improvement of the water supply system in the surrounding communities, implementation of sustainable development programs, improvement in the infrastructure, are just a few examples of positive socio-economic impact.Factors responsible for the socio-economic and environmental impact include: the unwillingness of most companies to invest substantial resources to deal with environmental issues, lack of adequate professionals with the requisite appreciation for environmental issues related to their activities, realisation that support of surrounding communities is key to successful operations, the now globally accepted view that multinational companies should invest in the socio-economic lives of the surrounding communities, etc. In order to ensure the prevention of the negative impact of mining activities on local communities, there should be a paradigm shift in the way the training for the new crop of mining and metallurgical engineers have been structured in the past, social contract with the local communities must be drawn and implemented; it must not be an imposition on the communities but rather a contract arising out of extensive interactions between the industries and the local communities. Environmental awareness has reached a level where communities affected by the minerals industry, to a very large extent, know what they should tolerate and what they should not. There is therefore the need to ensure that effective systems are in place to exploit mineral resources without damaging the environment.

Equity finance provides the most suitable and frequently the only access to capital during the exploration and evaluation stages of resource projects when project risk is at its highest. Investors are prepared to provide equity funds in the knowledge that they are compensated for the higher risk they take on with higher potential returns or sufficient upside potential to justify the higher risk. The context of resource projects which determines the role of equity finance has changed considerably. Prior to the resurgence of the gold price and the development of new mining technology many resource projects were selectively mining orebodies by underground methods frequently with limited reserves proved up in advance of mining. The limited proved ore reserves base and the volatility of the gold price all contributed to a higher risk and higher return investment environment in which the use of equity finance was more appropriate and frequently the only option for capital raising. The financial risk of a resources project can be transferred to an underwriter who makes the commitment to distribute the financial risk between a number of investors. There is also the opportunity for financiers to use a mix of equity and debt finance to allow a company to proceed with the development stage where without such a mix the resource project would not proceed. By using a level of equity finance the project becomes robust enough in its ability to service the debt finance facility and the project proceeds with the equity participants receiving a suitable risk reward return. The liquidity from the establishment of a market for the company's securities enhances further capital raising and generally enables the company to satisfy its financial requirements on more favourable terms particularly during bull markets. The role of equity finance in the management of the financial risk during the exploration, evaluation, development and mining stages of resource projects is summarised in Table 1. In more detail the principal roles of equity finance and the ways in which equity finance impact on the risk management of resource projects will be considered in turn.

Rehabilitation of tailings impoundments is one of the most challenging aspects in mine closure, as not only does the potential for producing leachate pose a challenge to the rehabilitation designer, but also other aspects such as stability and settlement must be considered. The water balance of a tailings impoundment is unique in the sense that it usually hosts a pond that in turn causes a phreatic surface in the impoundment. The position of the phreatic surface defines the saturated and unsaturated zones in the impoundment, which of course varies spatially and temporally. Predictive modelling for this hydrologic system becomes difficult, as numerical models capable of analysing the combined saturated/unsaturated zones are not adequately refined to accurately solve the flux boundary problem for infiltration at the surface of the tailings. This paper describes the development of a flux boundary model that enabled accurate modelling of the unsaturated zone in the tailings impoundment at Kidston Gold Mine, Queensland, Australia. The technique made it possible to accurately predict the spatial variation of infiltration to the tailings as a result of the presence of the phreatic table. The conceptual model defines the boundaries for the Kidston tailings dam, based on a generalised cross-section through the dam. Firstly the shape of the top boundary is described as a function of the particle size of the tailings associated with particle segregation that occurs due to the hydraulic placement of tailings. This function was rigorously tested using in situ infiltration tests and laboratory materials testing. Defining the bottom boundary of the section, ie the phreatic level was done by physically monitoring the phreatic level with 42 piezometers strategically located on the tailings dam. Analysis of this data led to the fixing of this bottom boundary through the introduction of a function that mimicked the shape of the phreatic level. The material properties of the surface layer, specifically the saturated permeability that would govern the infiltration/exfiltration rates of moisture through the top boundary layer were defined on the basis of extensive field and laboratory material testing. A function for the saturated permeability was developed on the principles of particle segregation. Finally a procedure is described for the application of the new conceptual model for the evaluation of the spatial infiltration to a tailings surface using the rigorous one dimensional surface flux boundary code SoilCover. The solution of the calculation described above was then used as the top boundary condition in conventional three dimensional saturated/ unsaturated flow codes, and verified against measured seepage rates from the tailings impoundment under drains. It was concluded that the developed spatial flux function was in deed a most rigorous representation of reality. Although the methodology presented here was applied to the Kidston tailings impoundment only, the authors believe that the principles are directly transferable to any tailings impoundment that has a varying phreatic zone thickness due to the presence of a pond. The mathematical equations describing the typical cross-section would be site specific, but the approach and ultimate solution methodology would be directly transferable.

A number of standards and guidance materials currently exist to assist equipment designers. The ISO process, however, is a formal process and change often lags behind technology development. In some cases, this may result in weak or ineffective standards that need to be written in general terms to accommodate future technology developments, meaning some standards may only establish minimum requirements and not be overly helpful to equipment designers, in particular when designing for workforce diversity and inclusivity. By contrast, advisory information as issued by various mining regulatory bodies is able to respond more quickly to changes in technology. Standards do however have a safety and productivity focus providing design consistency between equipment manufacturers, a basis for auditing purposes, assistance in mining regulation and compliance, and in the development and application of safety management systems. As an example of challenges facing equipment designers, ISO3411 (2020) provides data approximating the 5th, 50th and 95th percentile of the ‘earth-moving machinery operator population’ for numerous static dimensions relevant to the design of earth-moving equipment. These data are then utilised in ISO6682 (2020) to provide recommendations regarding the location of controls. Attempting to utilise the data provided in ISO3411 (or other sources of static anthropometric data) creates further challenges for equipment designers, in that reference percentiles is problematic for design purposes. There is no ‘5th or 95th percentile operator’ as individuals vary along each dimension (Robinette and Hudson, 2006). Although dimensions have some degrees of correlation, when multiple dimensions are considered, the range of individuals which fall within a given range on all dimensions reduces substantially. For example, only about 82 per cent of individuals in a population will fall within the 5th to 95th percentile ranges for both height and weight. The more dimensions are considered, the smaller the range of people who actually ‘fit’ the description.

Background A recent development in many industries,' including the mining industry, has been ever increasing acceptance and adoption of extended (12-hour) shifts and compressed work cycles compensated by more time off work by employees between cycles. In the Western Australian mining industry development of `long-distance-commute' (LDC) coincided with adoption of 12-hour rotating shifts. Preludes to LDC were the `construction-style' rosters with two crews plus allowance for annual and sick leave relievers working the statutory 13 consecutive shifts followed by one shift off. Crews rotated day to night shift weekly or at fortnightly intervals. Average hours of 72 to 78 per week were common. The author had personal experience working these rosters in the East Pilbara of Western Australia from 1977 to 1982. Workers tolerated these rosters until a suitable combination of frustration, boredom, despair and the `Five Grand Fever' triggered them to `pull the pin' and head for relaxation in Bangkok, Manila, Nimbin, or Margaret River according to their personal tastes.

Stream diversions are a common feature of mine sites worldwide. From an operational perspective, a fundamental requirement of a stream diversion is that it should convey water flows between two points in a safe, controlled and predictable manner. On the other hand, rivers and waterways are naturally dynamic systems, and many of their natural values are achieved through their ability to alter their forms and processes over time in response to flow events - often in a potentially unsafe, uncontrolled and unpredictable manner. In order to ensure that diverted river reaches achieve the dual objectives of short-term operational stability and longer term physical equilibrium with surrounding landscapes, alteration of form and process must somehow be understood and incorporated into the design process. However, performance targets for waterways are not always easy to define and assessing what is good and bad in such variable systems can be difficult. This paper discusses the role of the stream diversion from the operational, environmental and regulatory/relinquishment perspectives, and how stream diversions must achieve physical stability in the short-term, but dynamic equilibrium in the long-term.CITATION:Markham, A, 2012. In 1944 some ten or so pieces of legislation impacted on the mining industry. Today in excess of 80 in one way or another apply to the Northern Territory miner. This paper will look at the nature of the legislation that has been introduced and the reasons for its introduction. During the Second World War the mining of resources such as iron, tin etc for the war effort set the platform for the subsequent expansion of the industry in the post-war years. Thereafter, the change in attitudes over the years that have resulted from a more conscious public and more responsible governments and developers associated with the recognition of the legal rights of others and the threat of litigation, will be traced. With a major review of the Northern Territory Mining Act currently in progress, this paper will view ANZMEC's foreshadowed preference for a National Code and the NT's intent of drawing some commonalities with other states of Australia to achieve this aim. Finally, the questions of over-regulation and whether existing legislation is complete will be addressed. From this it is foreshadowed how legislation may develop during the lead into the 21st century.

Although we have access to a wide range of sophisticated process design and improvement tools in combination with a significant range of case studies, the mineral resource industry still manages to be plagued by the negative publicity surrounding operating plant failures because they were neither smart nor safe, together with proposed projects that fail at the first or second hurdle. The general public and the finance industry are generally totally uniformed about projects that ramp-up to name plate capacity on time and on budget and even more so when ahead of schedule and under budget. As the saying goes, good news does not cut the mustard.The following is a summary of the author’s sometimes jaundiced view about why metallurgical plants do not live up to their technical and commercial expectations. In no way should the summary be construed as a negative reflection on the skills of the metallurgical profession. Rather, it is to be taken as a positive acknowledgement of those skills and is intended to highlight some of the major considerations that need to be assessed as a potential project transforms into a sustainable technical and commercial reality.While a considerable portion of the summary is directed at developing hydrometallurgical flowsheets, the general principles are equally important to all aspects of extractive metallurgy.For convenience, the summary covers the following five basic discussion points – project, people, process, patents and politicians.

This paper has been developed for æThe Race for SpaceÆ conference. It ranges over various aspects, all of which are within the umbrella of marketing. The question is posed because many engineers, tunnelling and other specialisations, frequently demonstrate an unwillingness to embrace marketing. Environmental legislation is changing rapidly throughout Australia at the present time, and with that change comes additional responsibilities for the mining and petroleum industries. Among the many changes that are being made are increased penalties for both criminal and accidental environmental impairment. The defences for criminal offences are limited and for other offences the laws may impose strict liability - in effect the offender is guilty until proven innocent. Mines may be included under contaminated land legislation, creating additional liabilities for clean-up, rehabilitation and long-term management. It is not unknown in Australia for the value of a mortgaged property to be less than the amount of the environmental liability acquired by a mortgagor in possession due to contamination of the site. An essential part of the management program for resource projects is now the regular conduct of an environmental audit, the results of which assist in the management of the legal and financial liabilities facing company directors and managers. The audit can also assist with negotiations with government agencies, staff, unions, insurers, Aboriginal and other community groups. An environmental audit may also help to ensure that companies are claiming the maximum allowable deductions for environmental works under the tax laws, and provide evidence in support of such claims. Environmental legislation affecting resource industries Environmental legislation in Australia is changing rapidly and can impose massive constraints, substantial administrative costs, and considerable liability on directors, managers and the corporation. Pollution control legislation Every State and Territory of Australia has a range of pollution control legislation contained in either individual acts relating to air, water, noise and land, or embodied in a single environment protection act. Pollution control legislation provides a critical management baseline for resource industries throughout Australia, often requiring the full-time attention of an environmental manager or an environmental department. In general, it is an offence to discharge effluents into water, or emit gases into the atmosphere above prescribed limits, cause noise above a regulated level, or contaminate land without a licence. A licence determines how much of a substance can be discharged, the location, the receiving environment, the quality, and the time at which discharges can be made or noise can be caused. Planning legislation Planning legislation controls where a project is located, how it will be constructed and operated, how large it is allowed to be, and what will happen once the project is completed. Development consents or approvals will generally contain a range of conditions controlling the preparation of the site, the construction of the facility and the way it is operated throughout its expected life time. Resource projects may be regarded under legislation as scheduled or designated developments requiring special treatment during the decision-making process. The original bulk air cooling system at this particular mine made use of two water chilling refrigeration machines to produce peak cooling of approximately 12 MWR with a downcast air temperature of about 7°C; however, as the shaft is not used for transporting personnel, the opportunity existed to supply more cooling to the mine by lowering the downcast air temperature. An ice storage facility has been constructed and provides a range of opportunities in operating the system: colder air temperature sent to the shaft, enabled by using near-zero degree water produced by melting ice to cool the air; electricity time-of-use management, by shifting electricity usage out of peak tariff periods; and increased peak cooling capacity, by melting ice while chilling water. Ice is created in the storage facility at night while the ambient air temperature is low and then melted to produce cold water when required by the cooling process. An ice dam was constructed and serpentine stainless steel coils installed where the ice is produced; one of the refrigeration machines was converted to chill a glycol solution to subzero temperatures to create the ice on the coils; a plate heat exchanger was installed to allow the glycol chiller to act as a water chiller as well; and a third spray stage was added to the bulk air cooler to utilise the near-zero water.
