The mineral sands industry in Australia can contribute much more sig- nificantly to economic development beyond the year 2000 by increased production of constituent minerals such as ilmenite, zircon, rutile, leu- coxene and monazite from existing and new resources, and especially from downstream processing to intermediate and finished products based on these resources. The end-use areas for mineral sand-based products include those products whose demand is tied to general economic growth, such as paints and plastics, and refractory bricks for the steel industry. High techno- logy applications such as zirconia ceramics and super-magnets are indica- tive of new developments in technology which provide considerable scope for expansion at higher rates than overall western world economic growth. An optimistic outlook for the industry is outlined, based upon a brief review of opportunities.

The issues which are the subject of this paper cover an extremely broad field. In themselves the components of the topic could be the theme, in considerably greater detail, of a two day seminar. Indeed a full course in an academic year would probably not do justice to the topic. I have therefore experienced considerable difficulty in condensing such a broad subject range down to a 30 minutes address and in doing so have tried to, hopefully, provide a little bit of everything for the wide range of professional interests and different levels of commercial, professional and legal expertise represented at this conference. Perhaps my address could best be described as a "bird's eye" view rather than a "worm's eye" view of the subject.

A report is given of the problems of finance and physical resources that currently affect The University of New South Wales, and of some of the measures adopted to alleviate them. Partly as' a result of review procedures, a School of Mines was formed to amalgamate Applied Geology and Mining Engineering, and to add the skills of extractive metallurgy to produce a group to match the needs of the minerals industry. A review of courses within the School indicated a need for enhanced computer teaching, which is partially negated by a lack of resources. It also shows an overcrowded course whose structure could possibly benefit from a split into managerial and specialist streams.

The commercial outcomes from new mining projects or brownfields expansions often fall short of feasibility study forecasts because of technical under-performance. This paper: reviews past feasibility study performance; identifies the key drivers of underperformance; and proposes actions that can be taken to manage the risk of underperformance. There have been a number of published reviews of feasibility study performance since the 1970s. The results of these studies are summarised together with recent unpublished data. Key drivers of underperformance include inadequate metallurgical testing, simultaneously pushing a number of project parameters beyond comfortable limits and a failure to recognise the linkage between mining rate and head grade. Actions can be taken during the data acquisition phase and during the feasibility study to manage project technical risks. These generally require a more flexible approach to study management than can be achieved under a ælump sumÆ contract.

The paper describes some of the economic and human factors associated with haulroads on Mount Whaleback, a large open pit iron ore mine. These factors have combined to encourage formation of a specialised road maintenance crew which caters for haulroad construction and maintenance. Techniques used for design, construction, operation and management of haulroads are then described. Future developments are expected to effectively lower construction costs leading to an even wider application of the techniques described and consequent improvement in temp- orary roads and overall truck performance. INTRODUCTION Mount Whaleback is a large truck/shovel open pit iron ore mine located in the Pilbara region of north Western Australia. Annual production capacity exceeds 100 million tonnes per annum of waste and ore. The truck haulage fleet comprises WABCO 120 52 WABCO 3200 22 74 of which approximately 45 are operating at one time.

In recent years, wide consideration has had to be given to methods of improving the condition of the mine environment in many coal mines, and significant developments and changes have evolved. Thus even after substantial increases inòair flow rates at the working place (they have increased over three fold in the last generation), environmental conditions have arisen for which it has been necessary to introduce or consider: i) additional ameliorative measures, such as good housekeeping; ii) layout changes: such as Y or Z layouts; iii) homotropal ventilation; and iv) air conditioning. In certain countries, consideration has been given also to: v) additional payments reduced working times; vi) heat acclimatisation programmes; and vii) the use of cold or cooling suits At many hot and humid mines, the principal benefits from adopting (i), (ii) and (iii) have already been realised. In single stage copper making appreciable amounts of copper report to the slag phase. Various strategies are available to minimise copper losses to the slag. However a slag treatment stage is likely to be required in an economically viable process. A number of slag treatment process options are available and include: flotation, leaching and thermal reduction. In the design of an industrial process some type of economic as well as technical analysis of these options will be required. In this paper an outline of the techno-economic analysis procedure used to design a single stage copper making process is presented. The calculated operating and capital costs of industrial copper making processes are compared and used to determine the optimum single stage copper making flowsheet. The most economic slag treatment options is flotation of slags containing low amounts of copper.

During the last decade the proper training of operating and maintenance staff has been recognised as directly contributing to the successful startup and continuing operations of a metallurgical project. During this period Bechtel has assisted clients in the design, development and implementation of such training. The clients have been located in Australia, Papua New Guinea, Africa, China and North America. The programmes have addressed mobile and fixed plant operations and maintenance in coal, copper, gold, borax and other mining environments. The level of sophistication has varied from highly structured and documented instruction to less formal, yet controlled efforts to reorient and enhance the skills of experienced workers to training personnel with no previous work experience. Many lessons have been learned, some easier than others. Dynamic hydrothermal modeling is a tool that can aid in studying problems associated with hydrothermal ore deposits and can help increase our understanding of the spatial distribution of ore within hydrothermal systems. Models are constructed by a sequence of steps involving development of a conceptual model, followed by its mathematical description in terms of governing equation with accompanying initial and boundary conditions. This equation is then solved either analytically or numerically. The four model types ò that fully describe a hydrothermal 'system are those for fluid flow, heat and ore solute transport, and deformation. At Renison, models have been used to help understand two major exploration problems. These are the controls on ore localisation in dolomite horizons and feeder faults respectively. The types of models used ò have simulated the distribution of all mineral zones, pyrrhotite, and temperature in the dolomites. This has allowed evaluation of the effects on ore localisation by physical and chemical heterogeneities within the dolomite host rocks, and allowed estimation of potential controls in different physical and chemical environments.

Dynamic shocks, which occur in mine hoisting systems have been measured by various investigators over the past 30 years. In 1966 the most intensive analytical investigations were being planned in Bochum, Germany, where equipment then was being constructed to measure the power generated in any particular dynamic shock. Between 1953 and 1956, in Broken Hill, N.S.W., accelerations of the shaft conveyances were measured and analysed. The "effective mass" of the conveyances at the time of the shock was then and still is considered as indeterminate and not easily measured. It is believed that probable peak forces can be determined by the product of the static mass and the accelerations. The subsequent problem of the elimination of the dynamic shocks becomes one of possibly increasing the frequency and thus reducing the amplitude, after identifying and evaluating the shock generators. In addition, judicious use of the clearance between the shaft conveyance and the guide, as a zone in which to absorb vibrations, is a factor which has been overlooked in earlier investigations on This topic.

Developing and operating mines in developing countries is never dull, but continuously challenging in terms of geology and terrain, geography and location, culture and land tenure, environmental and social issues, fiscal regimes and in some cases political risk. In addition, the rapidly changing nature of the communities with little understanding of the nature of mining at the community level requires us to continually manage issues affecting project development and mine operations with greater sensitivity. In frontier regions, people skills can become more essential than technical skills, particularly in dealing with indigenous people. Hence, managing a mining project requires a huge relationship effort.Effective communication with communities of different cultural background and proactive management of issues influencing community aspirations and desires requires not only new skills but also creativity with new concepts on how to deal with social issues under a different cultural context. The involvement of government agencies and NGOs is an important ingredient to creating understanding and collaborative approaches to common social issues. Maintaining stakeholder relationships pays in the long-run and is a useful exercise in getting information feedback from the wider community.

Courses in chemical engineering and metallurgical engineering at the University of Queensland were compared and the main difference was found to be the greater emphasis on the application of chemical engineering fundamentals, particularly chemical thermodynamics, to specific processes in the metallurgy course. This reflects the distinctive features of extractive metallurgical processes which are not common in other chemical engineering processes and which justify the study of extractive metallurgy in its own right. B.Sc. courses in metallurgy provide one way in which the specialist knowledge of extractive metallurgy can be taught. General metallurgy courses are considered to be preferable to those restricted solely to extractive metallurgy since graduates of a general course have a wider choice of employment, while excessive emphasis on extractive metallurgical applications in chemical engineering courses could reduce the non-specific nature of these courses. Postgraduate diploma and higher degree programmes are avenues for non- metallurgists to acquire knowledge of the discipline.

Paste backfill technology is gaining rapid acceptance in the Canadian mining industry. The authors were able to work on four different mining sites employing paste technology in their operation. In each site the paste backfill is prepared with very fine tailings containing significant amounts of sulphur minerals. The research program involved laboratory testing on samples prepared in the laboratory, on control samples obtained at the backfilll plant during pouring into the stopes and on core samples obtained from drilling in backfilled stopes. The laboratory testing provided detailed knowledge of the mechanical behavior of the paste backfill. The need for a means of measuring the in-situ mechanical properties of the backfill became clear. A review of various trials published in literature and an evaluation of available technology suggested the Cambridge Self-boring Pressuremeter. A first field campaign confirmed the efficiency and dependability of this instrument leading to the conclusion that it offers a very good method for the in situ measurement of paste backfill properties.

This paper uses the results of research trials by Landcare Research and Forest Research Institute and assessments of reclamation plantings at mines and other drastically disturbed sites to describe methods of enhancing restoration of native forests. The characteristics of mine and forest environments are compared to highlight the difficulties facing restoration and techniques which result in successful restoration are described. Selection of the most appropriate technique is illustrated by describing restoration of lowland beech-podocarp forest at a West Coast coal mine. The key to successful reclamation is to understand the factors controlling and limiting plant establishment and growth, then to design rooting media, surfaces and management regimes to create a favourable environment. This paper concludes with a summary of the planning and technical factors which are critical for successful restoration of native forest.

Immigration has influenced Australia's development more than any other factor. As well as being critical to our economic growth and development, it has made a major contrib- ution to our population growth, to the richness and diversity of our society and to our inter- national relations. Migration from the United Kingdom has been the mainstay of our settler intake for many years, but its relative importance has declined in recent decades. Non-British European migration formed an important part of our post-war intake and, in the past few years, migration from Asia has reached significant levels - particularly through our resettlement of Indo-Chinese refugees. In planning our future immigration, it is important to look beyond short term direct economic consequences. Australia has looked to its resources for progress, but Japan, Korea, Taiwan and Singapore have achieved dramatic economic progress without resources, based on the will and dynamism of their societies. Immigration can contribute greatly to the development of a dynamic, outward looking Australian society able to make the most of our great resource potential.

"This paper details the many improvements possible in narrow vein mining from the use of treated mining/milling waste as mine fill. Such fill can be: treated mill tailing, cemented or uncemented; development muck, treated or untreated, cemented or uncemented; andsome combination of these materials, or surface sands/gravels. Treatments involved may be both physical (optimisation of particle size gradings) and chemical (neutralision of potentially harmful milling chemicals).Potential benefits include a reduction in: back stress; vein closure; alternate ground support requirements; mining dilution; potential for surface subsidence; and extent of surface disposal of mining/milling waste, resulting in reduced environmental impact. The financing of smaller resource projects has proven to be a difficult problem for promoters and financiers alike as very often such projects have not met the requirements of available financing methods and promoters have equally found it difficult to establish credibility, management and technical ability with potential financing sources. Solutions to the dilemma in which many of these projects find themselves are not readily apparent but will need to be found if the full potential of Australia's resources is to be realised. INTRODUCTION The growth of so called project financing in its present form is normally considered to be a phenomenon of very recent times, however, paradoxically there are references to what could be called financing in the old testament. The Filbara region of northwestern Western Australia contains several known occurrences of mafic/ultramafic rock assemblages which may host platinum group element (POE) mineralisation. This paper deals with occurrences at Munni Munni and Andover. The Munni Munni complex is of particular interest because it is known to contain PGE mineralisation and is currently undergoing active exploration. The US/Australia Joint Scanner Project of October 1985 collected airborne scanner data for the BMR over Munni Munni. Such an ultramafic-mafic complex had not been previously researched with advanced remote sensing instrumentation. Extensive investigation of data from the NSOO1 (Thematic Mapper Simulator) scanner resulted in successful differentiation of gabbroic and ultramafic rocks, and also subdivision within the ultramafies. Similar differentiation could not be achieved using conventional Landsat MSS imagery and aerial photography. Encouraged by those results and in support of BMR field research into the mafic-ultramafic suites of the region, data from the Landsat Thematic Mapper (TM) instrument were investigated to attempt differentiation of the ultramafic and mafic rocks in the Andover complex some 50 km to the northeast of Munni Munni.

Selective leach analytical techniques applied to surface geochemical samples in the search for deeply buried mineral resources gained popularity in the late 1990s. Several commercial assay laboratories introduced their own selective leach methods, adding to the few established commercial methods at that time. Many of these laboratories promoted their methods with orientation data showing favorable responses to both precious and base metal mineralisation, concealed beneath extensive thicknesses of overburden. However, many explorationists remain confused about the utility of these geochemical methods. This confusion is due primarily to the lack of objective orientation surveys over significant mineralisation, comparing all commercially available selective leach methods and to the lack of a creditable theory explaining the formation of these selective leach anomalies. An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. An orientation survey was designed to fill the first void û an objective survey over significant mineralisation. With the help of 17 mining companies and assay laboratories, an orientation survey was conducted over five significant covered gold deposits in Nevada, USA , representing over ten million ounces of gold. Hopefully the results of this survey will help provide fuel for those working on the second void û a theory to adequately explain the formation of these selective leach anomalies.

The Lennard Shelf Operations owned by Western Metals Ltd evolved from the Cadjebut Zinc Lead Mine (BHP) in August 1994. Original production of 0.5 mtpa will rise to 2.0 mtpa at the end of 1998. Employees work a multiple of fly-in/fly-out (FIFO) rosters from the Kimberley region and the WA Capital. The three underground mines, treatment and services departments will employ approximately 300 people by the end of 1998. The expansion of the Lennard Shelf Operations as a remote mining location was based on a fresh look at management systems and employee rosters which were generated from many years of mining experience. This paper will endeavour to summarise these experiences and analyse some of their outcomes. Dealing with several mining methods, engineering difficulties, logistical problems and climate extremes, the Lennard Shelf Operations has managed social/employee issues with excellent results. Much time has been spent to get this correct for the Lennard ShelfÆs own set of circumstances. Employees and associated companies must expect continuing changes and improvement as Western Metals strives to continually improve its management systems and employee rosters.
