Someone once said "Leadership is the ability to inflict pain and get away with it." The same can be said about successful management of equipment suppliers. Improved performance will not be achieved without some pain, but it should be evenly spread between both parties. In practically all mining situations there is a great deal of scope for improving performance and reducing maintenance costs on an extremely wide range of plant, but it requires co-operative effort. Most mine maintenance engineers attribute the main problems to the equipment suppliers, unsuitable designs, lack of spares, untrained servicemen, lack of standardisation, poor maintenance manuals, and so on. Conversely the suppliers' engineers are usually convinced that problems with their product are exclusively due to poor maintenance management, after all they never have the same problem elsewhere. Of course both are correct to some degree. My aim in this paper is to explore the opportunities for substituting collaboration for confrontation between the engineers of the mining and supplying companies. In the Ora Banda area of the Eastern Gold- fields, the ultramafic rocks tend to be more deeply lateritized than most of the surrounding rock types, and lateritic nickel concentrations have been formed. Extensive drilling_has shown that, of the two intermixed suites be- neath the laterite - an extrusive peridotite- pyroxenite suite and an intrusive, highly magnetic dunite - the latter weathers to a more nickel enriched laterite. The top horizon I of the laterite consists of ferricrete. Horizon II consists mainly of bands of secondary silica in a clay matrix, formed in the reworking zone around the water table and stranded as the weathering profile migrated downwards. Horizon III ('ºaprolite") is composed of serpentinite, magnesite, iron oxides and silica, and grades dowil to the fresh bock composed variously of olivine, ser- pentine, talc, amphibole-chlorite and iron oxides. The main locus of nickel deposition is the zone containing the bottom of horizon II and the top of horizon III. The water table is also at this general level. .

The cement industry requires large quan- tities of limestone, its main raw material. It is the major consumer of this mineral. Limestone is widely distributed throughout Australia but location in relation to major markets, and transport considerations render most deposits of no economic value. Of those which are sufficiently close to the major me- tropolitan markets many are rejected as being unsuitable on grounds of quality, inadequate size for major development, or other reasons such as environmental considerations. Detailed geological investigations are necessary, not only to prove raw material sources prior to establishment of a cement works but also to permit planned extraction programmes and satisfactory grade control during subsequent development. Conventional field techniques have generally proved adequate for raw material exploration. Data assessment and reserves estimation also are by conventional methods although the specific requirements of the industry relating to raw material and cement quality, the type of manufacturing process and fuel used are relevant. A number of case studies from different geological environ- ments are examined and comparisons made bet- ween the predictions of the exploration stage and subsequent experience in quarrying prac- Tice.

Those involved in managing risk today are asking various questions: why is it so frustrating to discuss æriskÆ with communities? why do consultative processes around æriskÆ get more and more complex? where is all this going to end? These questions will be addressed by examining how our understanding of risk has changed from one based on biophysical hazard to a broader view that includes social and cultural factors. There is evidence to suggest that we are living in a ærisk societyÆ, where the goal of æsafetyÆ has replaced that of equality in a class based society. The global mining industry operates within this complex and politicised environment. The very meaning of ædevelopmentÆ has broadened from the narrow economic vision to include the social and environmental factors which make up æSustainable DevelopmentÆ. Corporate accountability now extends beyond traditional shareholders to wide groups of stakeholders. The mining industry is developing responses which look beyond traditional technocratic methods. At the industry level these responses have included the recent Mining Minerals and Sustainable Development global and regional reports It has proven challenging and difficult to operationalise these new understandings at the company level and it is time to look at the bigger picture.

The professional geologist or engineer on a mining operation has a particular view of their operation. This is based on the factors of the operation that have a direct impact on the daily work program of the professional, such as production rates and grades. The view that would be taken by a financier who is called upon to support the project may be somewhat different. The value of the operation to the financier is in its ability to generate surplus cash for its owners and thus repay the debts to the financiers, with as low risks profile as possible. A number of tools are used to test the sensitivity of the project to variations in the key cost/revenue drivers. The Financier may call on a team of technical specialists to assist with the assessment of the cash flow and risk profile and to monitor the development of the project. The ability to offset this risk, as all projects have some degree of risk, may be a key factor in determining the level of financial support to be offered.

Maximising shareholder value is a widely stated strategic goal of many mining companies. Mining projects can be capital intensive and achieving good returns is essential to encourage future investment in the industry. Despite the widely accepted importance of shareholder value, the minerals industry is often accused of providing relatively poor returns when compared to other industries. There are many recent and well publicised examples of minerals companies that have failed to deliver value to their shareholders. There are numerous business improvement initiatives employed within the mining industry to assist mine operators improve performance. Some are more effective at creating value than others. Benchmarking is one technique that is commonly used to identify performance gaps and target and prioritise opportunities for improvement. However to be effective, Benchmarking must be used appropriately and result in actions that lead to measurable operational improvement. When conducting a Benchmarking project it is important to remember that the aim should be to improve value. For this to be achieved, the strategic goals must be incorporated into the process. This paper details a structured and comprehensive approach to conducting a successful Benchmarking project. Focusing on Benchmarking as a technique for measuring and improving operational performance in underground mines, the underlying drivers of best practice in underground mining are identified.

Metallurgical accounting can be defined as the monitoring of the valuable metals from the time the ore is broken at the primary crusher until the time that we have the saleable products and residues. The overall purpose of metallurgical accounting is to provide management with up-to-date inform- ation that can be used to control mining and metallurgical oper- ations. The decisions that are taken on the basis of the information that the metall- urgical accounting system provides should result in improved control and, ultimately, increased revenue. The current state of accounting is a result of an extended evolutionary process and will continue as process plants bec- ome more sophisticated. Differences in mine æcall factorsÆ and grade control reconciliation can lead to frustration between the siteÆs geoscie- ntists and its metallurgists leading to a level of distrust in the mill grade. Metallurgical accounting is not included in sufficient detail in undergraduate courses and the acceptable industry standards have developed based on what is considered acceptable to industry personnel and consultants. There is now the AMIRA P754 Metal Accounting, Code of Practice and Guidelines Handbook or reference manual. Computer based databases and spreadsheets have transformed tedious bookkeeping into an important management tool. Over time these standards have improved with developments in analytical procedures, weighing technology and sampling. This paper provides anecdotal examples of problems and improvements observed over a number of years within the gold industry in Australia and overseas.

The subject of government involvement in industry is, to say the least, a touchy one. For many it conjures up thoughts of socialisation or nationalisation. For others it is a desirable objective and is seen as a means of social reform by giving government a greater say in the control and distribution of human, financial and natural resources for the betterment of the community. Whatever your point of view, it is difficult to deny that government involvement exists to lesser or greater degrees in all industries. The mining industry is no exception and the degree of government involvement is probably greater than it is in other industries. I think it is important to remember when talking about government involvement in industry to recognise that there are different types of involvement and that all governments have a right, if they so desire, to become involved in whatever way they choose. The decision of a government to increase its direct or indirect involvement must, of course, be taken in the national interest. Governments, if we are still old fashioned enough to believe in ministerial and electoral responsibility, must make up their own minds about whether their actions are in the national interest and they must be prepared to accept the consequences of that action, good or bad. This paper outlines the processes involved in acid generation from sulphides and the key factors in identifying and predicting time dependent changes in the nature of acid mine drainage (AMD). The initial characteristics of mine water; whether drainage from exposed mining faces, runoff and seepage from waste dumps or seepage from process tailings; do not necessarily reflect the long term potential for AMD. The ultimate quality of mine drainage is a function of the interaction of many chemical, physical, biological and engineering (operational) factors. Techniques are available that can predict the qualitative nature of acid generation and mine drainage quality but accurate quantitative predictions are essentially impossible at the present time. As more and more mining operations exploit sulphide ore, the AMD and acid waste issue will become a. far greater concern. The significance of time dependent factors in the production of acid mine drainage-.is not just restricted to particuL.ar mine sites but needs to be recognised by the mining industry as a whole.

The action of free rolling disc cutters is well understood, relationships between disc geometry and performance having been established both in the laboratory and under field conditions. However, under severe operational conditions a malfunction of the disc bearing assembly is likely to produce a definite change of cutting action. Collapsed or siezed bearings can even prevent the disc from rolling and thereby create what is equivalent to a drag pick. This paper describes a programme of laboratory experiments using deliberately stalled discs. Their performance under such conditions is contrasted with that for a free rolling disc and also with a drag pick having a ridged front developing into a negative radiused back clearance angle. In conclusion an assessment is made of the influence stalled discs can have on the torque and thrust requirements for a tunnel boring machine.

The past century has seen the development and commercialisation of many new pyrometallurgical processes based on gas injection. The driving force behind this trend in smelting and refining technology was the increased productivity and resulting increase in capital utilisation achievable. However, measurement of system variables is not easy and their effect on the rate of the reactions involved is not well characterised. One of the critical parameters is the gas-liquid interfacial area produced by gas injection. Related variables such as bubble size and velocity, and gas hold-up fractions in aqueous systems have been measured using combinations of physical (visual, audio and electrical) and chemical techniques. Models have been developed relating interfacial area to physical properties and operating variables and attempts made to extrapolate these to high temperature, liquid metal systems. The only attempts at validation of these models have used either low temperature liquid metals, such as mercury or WoodÆs Metal, or operating plant data. This paper reviews existing knowledge of the effects of system variables on total interfacial area in gas injection systems. Interfacial area is calculated from a range of published experimental aqueous and liquid metal systems and used to assess existing models. An operating region diagram was developed to assess dynamic similarity between experimental and industrial systems. It highlights areas where further research into both measurement techniques and experimental system variables is required in order to extend knowledge and guide further technical and design advances into the 21st century.

The reality is that in today's world almost half of nearly six billion people on the planet do not have access to commercial energy and the services it brings. Based on UN projections, in 30 years time there are likely to be nearly three billion more people in the world, over 90 per cent of them in countries which are already economically poor. The World Energy Council (WEC), through its 102 member countries, monitors trends and developments and projects future trends. WEC is a non-governmental international body representing all forms of energy and is committed to the sustainable use of energy for all mankind. This paper is based on WEC studies and papers presented at its many conferences and congresses worldwide. Primary energy demand growth is dominated by the developing countries over the next 30 years. The world energy mix is projected to change very little over the next 30 years. Fossil fuel supplies (ie coal, oil and gas) are likely to decline from 77 per cent to 73 per cent, nuclear energy may grow from five per cent to six per cent and renewable energy sources (eg hydro, solar, geothermal, wind, tidal and biomass) could increase from 18 per cent to 21 per cent. World energy consumption is expected to grow by over 50 per cent over the next 30 years. The paper reviews changes in energy demand in the world, particularly in the Asia/Pacific region. Environmental issues are covered, as are developments such as solar energy from space and the status of renewable energy forms. Agendas for action to achieve change are also reviewed.

The Hunter Valley Coal Chain (HVCC) consists of mining companies, rail operators, rail track owners and terminal operators, together forming the worldÆs largest coal exporting facility. In 2008, the throughput of HVCC was about 92 million tonnes, or more than ten per cent of the worldÆs total trade in coal for that year. The coal export operation generates around $15 billion in annual export income for Australia. As demand has increased significantly in recent years, and is expected to increase further in the future, efficient supply chain management is crucial. The Hunter Valley Coal Chain Coordinator Limited (HVCCC) was founded to enable integrated planning and coordination of the interests of all parties, thus improving the efficiency of the system as a whole. One of the many planning challenges faced by the HVCCC is that of annual maintenance planning. Different supply chain elements, such as trains, railway track, terminal equipment and load points, must undergo regular preventive and corrective maintenance, leading to significant reductions in system capacity (up to 15 per cent). However good alignment of the maintenance tasks can reduce their impact, and the HVCCC undertakes an annual process to ensure the impact of maintenance on the supply chain capacity is as small as possible. This is achieved in an iterative negotiation process between HVCCC and individual service providers. In the past, maintenance schedule optimisation was largely manual, which for the more than 1000 tasks involved is quite labour-intensive.In this paper the authors describe an approach developed at the University of Newcastle in partnership with the HVCCC to automate this schedule optimisation process. We will discuss our experience in applying exact (mixed integer programming) and heuristic techniques from mathematics and computer science to address the problem. This work is anticipated to lead to new decision-support tools for the HVCCCÆs capacity planning team.

The floatability methodology developed by the AMIRA P9 project through research contributions by the Julius Kruttschnitt Minerals Research Centre (JKMRC, Brisbane, Australia), University of Cape Town (UCT, Cape Town, South Africa) and McGill University (Montreal, Canada) has been successfully commercialised through JKTech. The methodology involves detailed flotation plant campaigns which require large quantities of data to fit models that can be used in JKSimFloat (a steady state simulator for the flotation process). The methodology to date, although widely accepted as the best flotation optimisation technology available, is limited to existing circuit optimisation and requires full plant or pilot plant data to calibrate new models. The floatability of new ore types cannot be characterised using this method unless a pilot campaign is undertaken. After reviewing a large database of existing industrial floatability data, a new methodology is proposed that involves a laboratory based flotation test procedure and review of the floatability database to characterise the floatability of new ores. The full methodology is labelled the floatability index test procedure (JKFIT). This paper outlines the JKFIT procedure and the results of applying this methodology to pilot plant data from a copper ore. JKFIT was applied to two different feed sizes (namely a P80 of 180 microns and 212 microns) of this copper ore. The results of applying JKFIT to this case showed that the metallurgical response (in terms of grade and recovery) from the full pilot plant survey data could be predicted well. Further validation of this methodology was conducted on a separate copper ore. The results from this validation also showed that the JKFIT test was able to be used to predict the full plant performance. The JKFIT test has the potential to become the 'drop weight' test of flotation which will improve the confidence in plant design flow sheet layouts, allow full orebody characterisation and prediction of key grades and recoveries before the ore enters the plant, and will provide an improved methodology for chemistry impact analysis on different ores.

The Hunter Valley Coal Chain Coordinator (HVCCC) Limited is the primary planning organisation responsible for the export of coal through the Port of Newcastle, Australia. HVCCC stakeholders include producers (mining companies), rail track owners, above rail operators, and terminal operators. The HVCCC is tasked with coordinating the activities of all the corresponding parts of the coal export supply chain so as to maximise the system efficiency. The HVCCC also has a forward looking planning role: with demand for coal expected to double in the next decade, strategic capacity planning is a core activity for the HVCCC. Optimisation and simulation models are key aids in such activity. They are used to suggest and evaluate infrastructure expansions and operating policy changes. These models require input data in the form of shipping stems, which are arrival streams of ships at the port, together with their cargo types and composition, and date and time of arrival.Although everyone is familiar with the expression ægarbage in equals garbage outÆ, relatively little research is dedicated to the issues surrounding input data generation. In this research we seek to redress this, and have developed a method for generating high quality shipping data. Shipping stems used as input should be realistic, reflecting key characteristics of historical patterns. They should accurately represent future demand scenarios. Yet they should also have controllable parameters that can be used to test what-if scenarios, such as are required by the HVCCC to answer questions about future infrastructure or operational plans.Here we review our process for achieving this, and give a case study analysing the effects of different shipping stems on the performance of the coal chain, as measured by a capacity assessment tool. The latter is an optimisation model that takes shipping stem and infrastructure data as input, and calculates key supply chain performance metrics. The potential benefits of alternative demand management strategies are analysed by measuring the performance of the coal chain given different shipping stems obtained via the stem generatorÆs controllable parameters.

THE following notes simply sum up the writer's experience, which extended over a very busy period of some three years, dealing with wolfram ores and concentrates. The three methods for the estimation of tungsten that are discussed below are well known, but these results of their trials and comparison under technical conditions may be interesting. Method I. The routine procedure for the assay of rich wolfram ores or concentrates was as follows: Take 1 gram of finely-ground sample; digest with HCl and HNOs for about 2 hours, evaporating down to near dryness. To the remaining 5 cc., say, of liquid, add water, warm or boil for 1 to 1.5 hour, filter through a small filter paper, and wash the beaker and the insoluble matter with hot dilute HCl. It is best to keep the bulk of the insoluble matter (WOs, Si02, etc.) in the beaker at this stage. Then plaee a weighed porcelain dish under the filter funnel and wash the beaker and the filter paper with successive small quantities of strong NHOH, finally bringing all the insoluble matter on to the filter paper, and collecting the ammoniacal filtrates in the porcelain dish (S). Then place the filter paper with the insoluble matter in a porcelain crucible, dry and burn off the paper, cool, and brush the contents of the crucible on to an agate mortar, grind it to flour, and brush this back to the original beaker without loss. In the absence of draughts this can be done safely. Re-treat this residue with' acid and ammonia as above, running the second ammoniacal filtrate into the previous porcelain dish, which in the meantime has been heating on a water-bath.Finally evaporate to dryness on the water-bath the combined ammoniaeal filtrate, and then heat gradually to a red heat over a Bunsen burner, cool, and weigh. Then the contents of the porcelain dish give the WOs (tungstie aeid) direcvly (5).The final filter paper and insoluble matter may be ignited in a porcelain crucible, thus giving the "insoluble matter." With the use of 36 rock drills of the jackhammer type at the West Lyell Open Cuts of the Mt Lyell Mining & Railway Co, it is of importance to determine the economic as well as the physical life of these machines. With this purpose in mind records have been kept of the footage bored and the cost of new parts placed in each machine, and the following procedure adopted.A graph is plotted for each machine showing the footage bored as a horizontal line and at each 5000 feet of boring the total cost of new parts is noted on this line (see Figure 1). Thus at a glance it is possible to see the amount of work done by each machine and the money spent on it in new parts. However, it is difficult to visualise from this graph the increase in the cost of new parts for each machine as its life advances. To obviate this clifficulty a curve is plotted with the cost of new parts as the vertical component and the distance bored as the horizontal component.As before the cost of new parts are taken at each 5000 feet bored (see Figure 2).

Efforts to stabilize international markets in commodities have gradually intensified during the course of this century in keeping with the grow- ing complexity and interdependence of the world economy and the increasing involvement of government in economic activity. Successive Australian Governments have con- sistently supported the concept of commodity agreements and arrangements in an effort to lessen short term fluctuations in price and to moderate the boom/bust conditions which tend to charac- terize production and trade in many commodities. The objective is to stabilize price at a level which equates supply and demand over the life of the arrangement. Such action involves a degree of market inter- vention and government involvement in the inter- national trade in the commodity concerned; the acceptability and desire to foster such arrange- ments varies from country to country depending upon attitudes to market intervention and man- agement. However attitudes, even among those opposing commodity agreements, have under- gone a major reversal in this century. Before the first world war, such intervention as existed almost entirely involved the physical producers. There was almost no government involvement and at that level most regarded commodity agree- ments as neither desirable nor practical. However government regulation of such activities as pro- duction and marketing of food during World War I, coupled with post-war shortages, followed by overproduction and the crash in prices during the Great Depression, stimulated producer gov- ernment interest in commodity market regulation. Consumer governments took a little longer and with a few exceptions, it was not until the post World War II period, that the fear of shortages of basic commodities brought some consumer countries to accept the concept.

Currently, mine plans are optimised by using several criteria as objective functions, like profit, life-of-mine, concentration of some pollutants, mining costs, confidence level or ore resources, with consideration of constraints related to production rates, plant capacities and grades. Whilst this approach is successful in terms of producing high value production schedules, it uses a static opening sequence of the drawpoints and therefore the optimisation is made within the level of freedom left by the original opening schedule, and as a result it is far from the true optimal value of the project. This paper presents a model to optimise the sequence of drawpoint opening over a given time horizon. The emphasis is in the precedence constraints that are required to produce meaningful operational sequences considering the exploitation method (panel or block caving), physics considerations and logical rules. Further on, while it applies the standard approach of maximising net present value (NPV), it considers other targets for optimisation, like the robustness and constructability of the plans. Finally, it applies the model to real data to obtain feasible plans by means of this model. The first tests were done varying the production capacity of the mine.

Day-to-day operating practices at existing operations need provide high quality data for decisions that will impact directly on the potential value of the available resource, in addition to meeting standards of quality expected of data used in feasibility studies that will be completed to obtain additional capital required to finance operational improvements. Drill hole location, down hole survey and assay data standards of accuracy and precision have received considerable attention in recent years. The authors propose that geological descriptions of both cored and non-cored drilling warrant at least equal attention, considering their fundamental role in establishing the framework used for geological modeling and resource estimation. The iron ore deposits of the Middleback Ranges have been a major source of iron ore for almost a century. High-grade hematite-dominant ore is currently mined by OneSteel from three open pit operations supplying ore to the companyÆs integrated steelworks at Whyalla. A review of OneSteelÆs future iron ore resources, commenced in 2002, highlighted the need for more flexible and comprehensive management of all forms of geological data used in resource evaluation. Driving this program was the information needs of feasibility studies of the Iron Magnet deposit, located beneath the existing Iron Duke and Iron Duchess mines. Prior to the beginning of 2003, resource evaluation drilling data collected by OneSteel was managed using an in-house system based on industry standard relational database software. The system was demonstrably effective in ensuring the fundamental integrity of basic drilling data, but lacked necessary capabilities for the acquisition and management of geological descriptions, geotechnical and geophysical data obtained by down-hole logging. OneSteelÆs existing system for the management and interpretation of geological descriptions was restricted to storage of a single three digit code for each lithological description interval. The original logs for a large number of older drill holes could not be located, having been either poorly archived or culled from the database in the belief that they did not contribute to the understanding of the resources currently being mined. The three digit codes represented a combination of lithological and stratigraphic descriptions, including many subtle variations in iron ore colour and texture believed to be associated with variations in geochemistry, but subsequently demonstrated to be either incorrect or inconsistently applied. This resulted in the establishment of a plethora of codes for a relatively small number of distinct lithologies. Improvements implemented by OneSteel geologists addressed these shortcomings by ensuring the new data management system: facilitated the objective description of lithological characteristics; distinguished between obsevations and interpretations (eg lithology versus stratigraphy); promoted consistency between descriptions provided by different geologists; and helped to ensure data integrity by developing an audit trail for alterations made to data subsequent to its acquisition. The data used to develop interpretations of mineralisation distribution and characteristics are fundamental to the effective utilisation of a mineral resource: any mineÆs most important asset. Resource related risk is widely recognised as the principal source of technical risks affecting resource development projects, whether they are new mines or expansions of existing operations. A key lesson from this work is that most commercial or æin-houseÆ developed geological data management systems are able to handle basic data validation tasks effectively. Geologists, however, need to ensure that the data management system is appropriately structured to help promote the acquisition of objective and consistent data for interpretation.
