COAL constitutes such a gigantic item in modern industry, either for direct heating, production of coke for smelting, or for the generation of power, that its quality and price play a very significant part in economic industrial progress. Australia is still a very young country industrially, and is groaning under many disabilities compared with competitors overseas, not the least of which is the quality of coal. Linked with the word "quality" should be that of "utility," for high-ash content prevents efficient utilization of the fuel.The marketing of good quality coal is a very important matter indeed, and if industry in Australia is to progress in the way that it should, this matter must receive keen attention.New South Wales, above all the other Australian States, has been blessed by nature with vast coal-fields, from which fuel is shipped to every State, and provides the base for power for most of our railroads and industries.Experts frequently refer to the fact that in some districts only partial extraction of thick seam coal is being made, without a care or thought for the future. Ranking next in importance to this is the fact that much of the coal is being carelessly marketed.Very few collieries in Australia are equipped with coal-washing plants for dealing more particularly with small coal grading which most industries require, and to which coal producers as a whole pay the least attention. Magnesium is the lightest metal used in structural applications but these are only a small part of magnesium usage, with the use in aluminium alloys consuming half the magnesium produced. Other applications include steel desulphurisation, nodular iron manufacture and metal reduction. Demand for magnesium is expected to increase towards the end of the decade because of a requirement to lighten the weight of automobiles. The current western world plant capacity and production rate is 250 000 tpa. The CIS and PRC also have production capacity but shipments from these countries have been limited in the last half of 1994. The price for magnesium has followed trends similar to aluminium with recent recovery from US$1500 per tonne in 1992 and 1993 to US$4000 per tonne in 1995. The major magnesium producers all use different production methods and the potential exists to establish a large-scale magnesium industry with operating and capital costs comparable to aluminium. The Australian Magnesium Research and Development Project has been established to develop a low cost method of production using the magnesite and infrastructure resources in Central Queensland.

Higher commodity prices and environmental considerations will make selective narrow-vein mining more attractive in future. Unfortunately, hand-held airleg (jackleg) mining is a mature technology that has safety and productivity limitations. Despite decades of attempted innovation, no obvious successor to airleg mining has emerged. This paper reviews the present status of mining engineering education in Australia, outlines the main objectives of current programs, and looks at some of the difficulties that need to be overcome to maintain and improve current standards.A case is made for greater co-ordination and co-operation between the institutions themselves, and between industry and the professional bodies to ensure the highest standards are achieved in the most efficient way.

Heavy media separation serves to upgrade mill feed and reduce unit operating costs, allowing ores to be mined which could other wise be uneconomic. At the Aberfoyle mine at Rossarden in north-east Tasmania, a simple heavy media operation using a converted Akins screw classifier as a separating vessel, removes barren quartz from mineralised material. At the Cleveland mine at Luina on the west coast of Tasmania a more complex ore mix requires a versatile operation combining hydro-dynamic and static separation equipment to provide an efficient beneficiation circuit. The two operations are briefly described with a background of basic heavy media separ- ation practice.

The expansion of New Broken Hill Consolidated Limited (NBHC) concentrator necessitated the installation of hydrocyclone classifiers where rake classifiers had previously been used. Commissioning of the circuit and optimisation of circuit performance has highlighted problems related to classification of sulphide minerals. Testwork initiated to solve these problems has been used to develop cyclone models which have been incorporated in a ccnputer control strategy for the grinding circuit as a whole. The modifications to the circuit during the commissioning phase and the control philosophy are outlined.

Regional problems, such as political risk and debt reschedulings, in Pacific Rim nations coupled with the price volatility of gold mean that multi-faceted financing packages are needed to offset the many risks inherent in a new gold mine development. The cross-border risks of getting money back out of a producing mine may require the involvement of export credit agencies, multilateral government banks, or political risk insurance. Variations on forward gold sales, gold loans, or offset structures can also enhance the flexibility and safety for the providers of both the debt and equity. The region will become as large a gold producer as South Africa by 1990. The large dollar amounts for both investment and revenues realised are of great significance to the economies of many of the Pacific Rim countries especially as a means to increase foreign exchange earnings.

The use of operational research in mining is illustrated by simple examples of the techniques of simulation, linear programming, theory of sampling, and experimental design.Statistical simulation of the delays in answering telephones was used to compare the efficiency of alarm systems in collieries, and to determine stock control policy for a bin in mucking, filling, and tramming operations. Linear programming was used to help minimize transportation costs between collieries and washeries. The theory of sampling was applied to separate and balance the components of error introduced at the' various stages in the collection and reduction of routine samples of coal, and to the assessment of errors of estimates of grade in orebodies from drill samples. 'l'he principles of experimentaldesign were used to compare wear of different conveyor beltings and costs of battery and diesel locomotives in underground transport.INTRODUCTIONIn operational research some of the procedural techniques and professional attitudes of mind found among scientists and, in particular, mathematicians and statisticians, are applied to operational problems in industry ranging from policy making in the broadest sense to the humblest sampling procedures. The Australian Centre for Minesite Rehabilitation Research (ACMRR) was established through a mining industry initiative to meet the need of industry, governments and the community for sustainable systems for land affected by exploration, mining and mineral processing activities. The Centre, which is a consortium of the major groups associated with mining rehabilitation research in Australia, has a focus on both strategic research and technology transfer and combines a wide range of multidisciplinary skills covering engineering and the physical and biological sciences. The paper briefly describes the goals, structure, expertise and research and technology transfer activities of the Centre. The major research program areas of waste rock dump and final void stability, acid mine drainage, tailings disposal, and remediation of ecosystem reconstruction are described in the context of national Priorities.

Accounting for borehole damage in analytical modelling of explosively generated stress waves is important for predicting the finer details of the stress wave patterns observed in the field. The classical Sharpe's [19421 concept of an effective borehole larger than the initial borehole diameter has been widely accepted to explain material damage around a borehole. A new analytical model based on dynamic compaction is advanced to predict far-field stress wave patterns. This model supports field data corresponding to reduced frequency of oscillations and increased damping. The present model recovers the earlier result when compaction around the borehole representing borehole damage is ignored.

Planning has been thorough, and very large capital expenditures have been made by companies to provide high standards of accommodation, services and amenities. But so often the phrase 'company town' comes to be applied, expressing the frustrations of the residents, working for a single employer who dominates their lives, and of the company, which would prefer not to have to build and operate a town. The much-vaunted early success of some iron ore, bauxite and coal projects has led to a belief that the success of all mining projects is assured. Those holding this belief ignore the vagaries of mineral deposits and of markets, and the need to amortise large high-risk capital expenditures, much of which is spent on social and industrial infrastruc- ture. Coals from the Southern Coalfield of New South Wales treated in the Port Kembla coal preparation plants of Australian Iron and Steel Pty Ltd differ substantially in their characteristics. Knowledge of, performance not only enables comparison and promotes better control, but also provides the means for predicting results. Evaluation of performance of cleaning equipment has been made in terms of probable error (Ep.) Results for Baum jigs, a Chance cone, heavy medium cyclones and water washing cyclones are examined. The efficiency factors derived from the probable error are applied to the float and sink analysis, mathematically simulating operating conditions. This method is applied to the Balgownie seam. The Balgownie seam lies between the Bulli and Wongawilli seams in the Coal measures of the South Coast and mining on a large scale began recently in the Bulli area. It is known locally as the Four Foot seam and exhibits er difficult washability characteristics, due to a comparatively high middlings content. These properties and the tively high inherent ash make careful selection of cleaning equipment essential for optimum recovery. The prediction technique is used to determine the possible results when this coal is cleaned in the Port Kembla plants. Predicted values are compared with results from full scale trial washings demonstrating the validity and accuracy of the technique. Applications of result forecasting are listed.

High precision GPS systems for mining are accurate to within a few centimetres. Typical systems consist of one or more GPS antenna, GPS boards, sensors to detect the position of the blade or bucket of the machine radios to pick up correction signals, a computer to control the system and a display screen to give instructions and information to the operator. GPS systems offer two benefits û they give information to the operator to get his job done faster and more accurately and they can send information to management about how the job was done. On dozers, GPS systems allow the operator to accurately complete earthmoving jobs with no survey pegs. On hydraulic excavators the systems can be used to accurately locate the position of the bucket teeth for selective mining. On blasthole drills the systems can guide the operator to each hole and record accurate as-drilled plans. By reporting the position of the blade or bucket in three dimensions it is possible to continuously upgrade a mapfile of the excavation. From this file it is then possible to report productivity numbers in real time. High precision GPS works best with a minimum of five satellites visible. This may be difficult in a pit. Systems which also access the Russian GLONASSS satellites offer significantly better uptime. GPS systems will become indispensable for efficient mining operations in the future.

The results presented here show quite definitely that in the system investigated the intensity of dispersion is enhanced by switching the flow entry from bottom to sides of the packed trough. Since there is no reason to suppose that this would not be true generally then it is not surprising that the blast furnace dispersion data of Standish and Polthier lie above the data for packed columns with bottom fluid entry. In fact, on the basis of the present results, blast furnace dispersion results can never equal standard packed column behaviour but must always be above these. The result that the intensity of dispersion in the trough model is higher closer to the side ports than away from them is at variance with that of Standish and Polthier blast furnace results. Aside from the obvious structural differences between these two systems, it is thought that the presence of raceways and the tortuous path of the gas flow in the furnace may provide an answer. Clearly this is an important difference in the behaviour of the two systems and further investigations designed to clarify the position would have significant practical value. This would also give an indication of how the furnace D/ud values may be decreased along the whole height - assuming of course that this result gives the best overall performance of the furnace. However, there is to date no knowledge whatsoever about this aspect of blast furnace Technology.

In Australia 'there are hidden deposits of gold, copper, tin, lead and zinc which can be found by drilling at reasonable expense in view of the imp9rtance of the objectives. Exploration of the prospects in mind would mean about a million feet of drilling. The purpose of this paper is to outline, in a technical way, some of the geological thinking that has been given to this matter. To do this, it is necessary to unify the wider ranging thoughts into some sort of coherent perspective and also into some sort of logical sequence. This will be done by treating first the geological subject material which is in fact, at the foundation of the exploratory scheme. With this base, the argument will be continued through a sequence of prospect thinking and brought to a conclusion in regard to the practical employment of geology in the drilling planning. In this knitting together of ideas, the discussion will be given substance by welding into the argument the reasoning that has been applied to the Cobar prospect. The Australian gold industry has in recent years experienced a tremendous growth period, though not to levels prevailing at the turn of the century. There are, however, a number of dynamic factors at play which collectively indicate that it would be unwise to assume that this growth will be maintained; indeed the future discovery of viable new deposits may be insufficient to prevent an industry decline in Australia.The higher gold prices of the 1980's together with technological advances, made previously worked mining centres areas of excellent prospectivity. These resources, signposted for us by the oldtimers, are being rapidly depleted. Whilst there can be no doubt that these resources can be replaced the real question is whether it is economic to explore for new deposits when it is likely that:The cost of future exploration will increase as exploration must focus on grassroot areas with few signposts. Almost by definition this primary exploration effort will be subject to a lower success ratio.The cost of future exploration will increase as new deposits will be located in more remote areas and at depth.

The largest single operating loss in many hydrometallurgical plants is the poor recovery of leached product in the solids sent to tailings. Any reduction in the concentration of the valuable species in this stream will improve the project economics. Conventional design, to reduce the soluble loss, is to increase the number of wash stages or the wash/water ratio. This approach is limited in effectiveness as it can only reduce the soluble loss to that dictated by the concentration in the returning solution. For copper plants this concentration is set by the recovery in the solvent extraction (SX) plant. When using a single grade of SX feed a single grade of SX raffinate is produced generally with five to seven per cent of the copper still remaining in solution. An alternative approach has been developed by Cognis Corporation and implemented on a number of recent projects using engineering input from Miller Metallurgical Services. The SX plant feed is æsplitÆ into two different streams: a high-grade stream containing up to 75 per cent of the copper and a low-grade stream with the remaining copper. This Split-CircuitÖ concept has significant benefits in terms of both copper recovery and reduction in acid costs. The high-grade stream has the bulk of the copper removed and the raffinate sent directly back to the leach; to fully re-use the acid that has been generated during extraction in the SX process. The recycling of this higher concentrated acid stream considerably reduces the acid in the raffinate sent to washing steps. It represents a significant saving in acid consumed via the tails stream. The low-grade stream has a significantly lower SX feed grade and hence produces a lower raffinate acid and copper concentration. This lowers the economic species in the wash solution and hence reduces the soluble loss accordingly. Other operating improvements are realised with lower neutralisation costs (with the lower acid in the wash stream) and from a decreased need for in-circuit neutralisation to improve SX performance. The SX plant itself is also split into a high-grade extraction and a low-grade extraction stream to enable the low-grade raffinate to be produced. A number of circuit alternatives have been utilised that have provided a range of benefits. The circuit concept has been included into both new and existing plant operation. As a result of this experience other methods of incorporating the concept into a circuit have been developed.

This paper examines the broader implications of recent and ongoing changes in mineral resource managementå and reporting practices and the impact that these might have on mining companies. It is likely that an International Reporting Code will be developed in the near future, based on a number of National codes produced in recent years. However, this is only part of the reporting story, as an International Code brings with it a range of further issues to resolve. For the Code to be effective, there needs to be international recognition and perhaps licensing of Competent Persons and an expanded base of sponsoring professional bodies. Also, in an increasingly global business, shareholders, regulators and other interested parties need to know and understand the general processes involved in resource and reserve estimation and reporting in order to recognise companies that maintain the highest standards. There is a current trend towards greater scrutiny of company performance in a range of areas under the banner of corporate governance, and many changes are happening that will place greater disclosure burdens on all companies in the future. Good corporate governance means management of company assets for the benefit of the stakeholders. For a mining company, there is no greater asset than its mineral resources and reserves and directors are just as responsible for effective management of their mineral resources as they are for financial good practice. The paper looks at the relevance of corporate governance principles to mineral resource management and the changes that this could bring to the way that companies deal with regulators, shareholders, financiers and others. Finally, increased scrutiny and further regulation inevitably means greater effort by the industry and higher costs. Despite this the author believes that there are substantial offsetting benefits to be gained by companies prepared to take the initiative in improving resource management practices and communicating these improvements to shareholders. In order to achieve the benefits however, the industry needs to fully engage in the changes that are taking place û setting its own standards and working with the regulators rather than sitting back and being legislated against. Mineral resource reporting provides a good model of how this process can work and there will be other opportunities in the coming years as the industry seeks to develop best practice in mineral resource management.
