A major factor in the economic development of New South Wales has been the ready availability of coal for the major industrial and urban centres of Sydney, Newcastle and Wollongong. Historically, the presence of high quality coal near these areas has acted as a catalyst to urban and industrial growth. This easy access to low cost coal resources over the past 200 years has given rise to a commonly held belief that New South Wales contains vast coal resources sufficient to meet any foreseeable demand. However, a recent study undertaken by the Coal Resources Development Committee has found that New South Wales is likely to face a serious shortage of economically mineable coal in the future. Forecasts predict that demand for New South Wales coal will increase by about 40 per cent, and then remain at about that level for at least a further ten years. To meet such demands, the coal industry will require access to economic high quality coal resources.

Information is a key ingredient for successful mineral exploration and development. Whether identifying potential exploration localities from a map, interpreting technical reports or searching a register for operators past and present, the common aim is a parcel of information from which the enquirer can make a decision. Traditional information gathering often requires days or weeks of manual research, studying maps, files, reports etc, before consolidating the results into an investment proposal. In recent times, such methods have largely been replaced by Information Technology, making the process much faster, easier and more centralised. However, notwithstanding some very successful technology implementations, the general rush to computerise everything in sight has left many organisations struggling to cope with the management of large volumes of diverse information. Information management is now recognised as the most important factor in determining the success of information technology implementation. The Northern Territory Department of Mines and Energy (DME) has established a detailed information management strategy to underpin the rapid advance of computer technology within the organisation. A broad base of timely and reliable information is gradually becoming more accessible. It is envisaged that the availability of combined spatial, textual and scientific information will provide a sound basis for decision-making within the Department and the mining industry at large. Although information held by DME will be available at all times (24 hours on-line), its security and confidentiality will be guaranteed. The production of the DME system is aimed at satisfying the corporate objective to facilitate and promote mineral exploration and development. This paper outlines some current developments in the system.

The paper gives details of the performance of a 6-ft. by 6-ft. grate discharge ball mill which was converted into a rod mill of the overflow type and then into a grate discharge rod mill. Proposals for further alterations are outlined.INTRODUCTIONThe mill of King Island Scheelite (1947) Limited recovers scheelite by gravity methods.Crushed ore at the rate of 34 tons per hour is divided between two mills. (6 ft. by 6 ft. and 8 ft. by 6 ft. respectively), the mill discharges being pumped to a common distributor which feeds seven Hummer Screens. Each screen has three 4-ft. by 2-ft. Ton-cap sections and repulping compartments are provided. The screen oversize is returned to the mills whilst the screen undersize is finished grinding section product. A third (6 ft. by 6 ft.) mill regrinding the coarser table tailings also discharges into the common Hummer Screen Distributor.The screen undersize is pumped to a bowl classifier which separates at 200 mesh. The bowl classifier sands are treated on tables whilst the bowl classifier overflow, after thickening, is treated in the slime plant by flotation. The flotation concentrate is further concentrated on vanners and slime tables.A recovery of 80 per cent. is possible by tabling whereas only 50 per cent can be recovered in the slime section. The object of comminution is, therefore, to reduce all the new feed to less than a certain mesh (22 mesh Tyler) with the production of a minimum quantity of minus 200 mesh material. cheelite is, a very friable heavy mineral (Sp.Gr. 6'0) and is therefore susceptible to overgrinding. Many epithermal gold-silver deposits areknown to occur in the Neogene-Quaternary volcanic complex of the central Andean region of southern Peru, northern Chile, western Bolivia, and north-western Argentina, an area of about 300,000 km2 where these volcanic rocks constitute the dominant cover. Some of the gold-silver deposits were mined during Spanish colonial times, as early as the 16th century,- whereas others were not discovered until the 19th and 20th centuries. The extraordinary gold-silver potential of this young volcanic complex, however, was not recognized until the 1970's when the phenomenal increase in gold and silver prices stimulated new exploration. New discoveries were made, chiefly in southern Peru and northern Chile, of high-grade ores in old mining districts and large low-grade ore bodies, both in old districts and in new areas having no history of mining activity. Many additional gold and silver deposits remain to be discovered within and beneath the young volcanic complex of this region.

The mechanism of clay slime flocculation in coal washing circuits is considered and it is concluded that polymer flocculants are most suitable. It was found that the addition of sea water with a polymer flocculant improved flocculation and settling, and it was also found that dilution of a flocculated pulp increased floc size and hence settling rate.In predicting plant consumption of reagent it was found that cylinder tests, or even pilot plant tests, could give erroneous results, particularly on flocculated pulps. Different flocculants may, however, be compared in cylinder tests.For filtration, flocculation with Separan plus sea water was much more beneficial than flocculation with Separan alone.INTRODUCTIONDuring the mining of coal, and its subsequent beneficiation by washing, large quantities of minus 10 mesh material are produced. This fine material, which consists of broken down shales and fine coal, causes difficulties in water clarification circuits, in refuse disposal, and in filtration of fine coal.These difficulties can be largely overcome by flocculation, and this paper discusses the mechanism of flocculation, the methods by which a selection of flocculant may be made from the large number available, and the limitation of the prediction of plant performance from laboratory tests. This work applies particularly to the washeries of The Broken Hill Proprietary Co. Ltd. (B.H.P.) and Australian Iron and Steel Ltd. (A.I. & S.) .

CABS - Costs and Budget System - is being developed to provide more appropriate tools to assist cost control. The most important of these tools is responsibility accounting, that is to ensure the respons- ibility for costs and budgets is placed at the lowest possible managerial level in the Company. The system design and computer techniques utilized include the use of on-line facilities for enquiry purposes plus entry and validation of data. Data base management is used to permit the complex relationships that exist between data in CABS to be defined and maintained. The system must be flexible in order to cater for organisational and other maintenance changes with minimum time delays. The major outputs of the system are reports produced in several cost dissections, by responsibility, by products by cost collection group and type of expense. A significant role in CABS has been played by users. This includes development, control and review of the system proposals in order to ensure that the objectives and requirements from all sections in the Company are met. This role has included Project Leader for the system plus a committee formed to provide formal acceptance of the system Design.

Industry has a very special request to make. Environmental issues must not be allowed to become a factor of competition so that nations or individual industries can gain economic advantages for themselves by encroaching unduly upon the environment. An international harmonisation of the demands imposed on specific industries and industrial plants where discharges are concerned is therefore essential. The same applies to any to any action contemplated against noxious products. An important step towards that goal is no doubt represented by the United Nations Conference on the Environment scheduled for 1972. Conclusions: Australia must recognise its responsibilities in an inter- national movement to control pollution. It must react on a national scale to a problem which is threatening our whole national environment. To gather, collate and coordinate the information needed to ensure policies which strike a balance between conservation and development, we must look towards the Commonwealth to coordinate the activities of its own instrumentalities and those State and independent bodies working in the area. Financial aid must be provided to stimulate research and later to ensure that environmental protection policies are observed. These policies will be founded on social economic theories which will be both practical and sound, The United Nations conference on the Environment is scheduled for 1972 and in this is the opportunity for international cooperation. Cooperation in the field of controlling legislation and the collection of much needed data. There is an imperative need to assemble facts for world use - an international know-how bank which acquires the most sophisticated technology of process design and waste purification. Arising out of this Conference, is it too much to expect that there could be established an international authority for environmental control, whose activities are governed on a multi-national basis? Such an organisation would have as its primary concern the collection and classification of official regulations, as well as the sheer collation of data to permit economic evaluation of the costs of conservation of the environment. There is an international scope with different factors involved, including industrial technology: in other words, the concrete measures taken against industrial pollutants ought to be more or less identical for similar industries irrespectives of the countries in which they operate. The assembling of an international common foundation of knowledge is imperative so as to acquire the most sophisticated technology of process design and waste purification available for all who are interested.

Non-intrusive methods for the reliable determination of dragline bucket and rigging performance have been achieved using physical modelling. Modelling offers a logical first step towards developing mathematical simulation models. The process of physical modelling has been applied successfully to predict dragline bucket performance and capacity as well as to demonstrate the effect of varying dump rope length on performance. ACIRL's Surface Miming Group has used physical modelling to carry out dragline bucket sizing for a new high productivity bucket and compared performance with Throng Coal's existing dragline bucket. The predicted bucket performance has since been confirmed in the field using dragline monitoring techniques.

The estimation of greenhouse gas emissions from coalmines is increasingly becoming a priority for both operators and regulators. At the same time, involved scientific challenges in the methane measurements is generating significant interest from global research community. Various technology providers are also actively engaged in improving their sensors and platforms to address the measurement challenges and capitalise the market opportunities. This presentation highlights rapidly evolving multifaceted landscape of coalmine greenhouse gas emissions. It covers the advances in sensors for the detections, including ground-based, airborne, and satellite-based systems as well as models for the emission estimations, including attempts to reduce the involved uncertainties.

The Cleveland Mine has an annual ore production of 400,000 tonnes at a grade of 0.79 per cent tin and 0.30 per cent copper. It is achieved by an open stoping method, mechanised overhead sub-level benching. The operation is trackless with a ramp access from all working places to the surf- ace. Broken material is loaded from the stope and development headings into diesel trucks and hauled to the surface crushing plant.

The recent installation of top gas temperature probes in blast furnaces at Australian Iron & Steel Pty. Ltd. - Port Kembla, has provided the means for studying radial gas flow distribution in blast furnace shafts. This paper describes the top gas temperature probes and outlines their development and results of initial studies aimed at obtaining a suitable relationships between temperature profiles and furnace parameters. The effects of various combinations of burden materials have been outlined by the results reported. The use of probes has also helped to clarify the effect of casting cycles on furnace operation leading to increased emphasis on the reduction of the interval between gun-up and drill-out. Areas for future studies are also broadly Outlined.

For the last decade Australia has been the leading exporter of both steam and coking coal. In the ten-year period 1989 - 1998 steam coal exports increased by 93 per cent and metallurgical coal exports increased by 50 per cent. However, profitability of the steam coal sector has been disappointing. The coking coal sector, especially the hard coking coal segment, has fared better but its profitability was more because of its ability to maintain relatively high prices rather than its inherent productivity. Until quite recently the Australian coking coal sector was widely expected to be able to maintain this comfortable state without undue effort for the three major æpartnersÆ; the companies, the State Government and the unions. But coking coal could now be heading down the path followed by steam coal that ends with long-term over-supply and, despite steady improvements in productivity, poor profitability. Steam coal entered the ænewÆ era of long-term over-supply some years ago. Over-supply was due to the rapid increase in production in Indonesia, often from new mines and Australia. AustraliaÆs production rise was underlain by the apparent belief that the best way to lower costs was to increase production. In the first couple of years costs didnÆt fall much but the additional tonnage was sold at lower and lower prices into the spot market. By mid-1998 the difference between the contract price set with Japanese utilities and spot sales was often in excess of $US12 per tonne. Japanese contract prices and tonnages have since fallen significantly. Steam coal has moved from being a product to being a commodity. Any profits are due more to the low Australian dollar rather than inherent mine productivity. Seaborne coking coal trade has been dominated by Australia, Canada and the USA, with the USA becoming less competitive. Unfortunately, when the Queensland capacity expansion was well down the pipeline, the Asian financial crisis occurred and the Japanese economy entered what appears to be a long-term recession. Contract prices fell 18 per cent, tonnages decreased and some mines have been reclassified as supplying lower priced coking coal. The paper analyses past and expected future trends in labour and mine productivity, rail freight and FOB export port cash and total costs of the Australian steam coal and coking coal sectors and discusses the market outlook for Australia. The future economic viability of the industry is analysed and discussed in the light of the rapidly changing global environment.

The Hamersley Iron ore resources are geologically complex with fluctuations in mineral chemistry. From this resource Hamersley Iron must produce consistently high quality direct shipping products and have the ability to evaluate the effects of changes in demand. In order to achieve these objectives an incremental long term planning technique has been developed. This method reduces the total geological resource statement into a simple, logical sequence of events. A logical sequence of mining increments is defined within individual areas based on a final pit and access system. Increment characteristics are derived manually and from a computer based orebody model. The end product of the technique, an optimum mining schedule, is readily developed from the incremental information. Among its many benefits, this simple technique rapidly provides management with information for policy formulation.

It must be stressed that the following comments are offered only to assist mineral industry professionals in understanding the issues involved in personal liability. The information and views expressed herein are not intended to be a comprehensive guide or definitive statement of the law and they should not be regarded as a substitute for specific advice for individual situations. Readers should consult their own legal and other professional advisers before applying the content of this paper to their own particular circumstances. It is hardly news that work in the mining industry is governed by a complex regulatory and legal system which is constantly changing, but few realise just how directly they can be affected and become personally liable for any breaches. These may result in civil or criminal proceedings and personal assets are at risk. Owners, company directors, managers and now employees are at risk, together with consultants, contractors and suppliers of equipment or consumables, as well as government inspectors. They are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control. This paper identifies the areas where such individuals in the open pit mining industry in Australia face the risk of personal liability and measures which can be used to minimise the risk or which can be used to make out a defence to legal action which could arise. There have always been a myriad of Commonwealth, State and Local Government laws and regulations with which to comply, and now international protocols are being used as a basis to impose greater obligations on all people. Once, the `corporate veil' gave some protection to the individual, but today there is negligible protection from the full force of the law. Not only are there various types of law enforcement officers, but public interest groups, shareholders, customers, suppliers, creditors etc may litigate. This paper is not intended to be an exhaustive discussion of the provisions of all the legislation or case law where individuals can be held) personally liable. These areas would include environmental, pollution and heritage law (including Aboriginal sacred sites); occupational health and safety (including workers' compensation) law; trade practices and fair trading law; contract law; corporations law (including the requirements of the Australian Stock Exchange [ASX] and Australian Securities Commission [ASC]); industrial relations law; anti-discrimination and sexual harassment law; taxation (including superannuation trustee) law; and the Common Law. The focus is on the following areas of regulation, which are outside the usual experience of those in the open pit mining industry (the Mining Acts and Regulations are specifically not dealt with here): ò Environment Law; ò Trade Practices Law; ò Occupational Health and Safety Law; and ò Corporations Law.

The Copper Concentrator at Mount Isa Mines Limited treats on average 18 000 tonnes/day of chalcopyrite ore containing typically three per cent copper. The main gangue minerals are iron sulphides (-13 per cent) and non sulphide gangue (-78 per cent). In August, 1991, the comminution flowsheet was changed from a conventional circuit (crusher/rod mill/two stage ball milling) to a modem circuit (fully autogenous grinding/one stage ball milling). The 80 per cent passing size of the flotation feed with the conventional circuit was 125 microns. The Copper Concentrator has two parallel grinding lines, two roughing and scavenging flotation lines, and common cleaning, recleaning and retreatment sections. During the first six weeks of the installation phase, one of the two flotation lines was fed by the conventional grinding circuit and the other by the autogenous grinding circuit. Data from parallel surveys and historical data are used to analyse the rougher/scavenger flotation performance before and after the change. The solid and mineral distributions of the flotation feed, the pulp chemistry and the reagent requirements are compared. The mineral liberation before and after the installation of autogenous grinding is compared on a sized basis using data from the 14 consecutive months before, and the seven months after the change. Liberation was measured using the QEM*SEM(*) instrument. The overall effect of the new grinding circuit on the plant metallurgy is also assessed using the copper recovery values, the dilution of the final concentrate and the distribution of copper losses in the final tailings. A series of experiments was carried out to investigate the solubilities of copper, arsenic, antimony and bismuth in silica-saturated iron silicate slags under controlled oxygen partial pressures at 1200 and 1250¦C. Molten copper containing each of the above elements was kept in contact with a slag in a silica crucible for 24 or 48 hours to attain equilibrium. No me- chanical entrapment of metal into the slag was observed. The appearance of the magnetite phase in the slag was avoided by holding oxygen potentials at substantially lower values than that evaluated from available data on iron silicate slags. Solubilities of copper, arsenic, antimony and bismuth in slags were plotted against oxy- gen potentials and both oxidic and atomic types of dissolution were found, except in the case of arsenic, from the dependencies of the solubili- ties on the oxygen potential and from positive intercepts of regression lines when extra- polated to zero oxygen potential. The dissolu- tion of arsenic seemed mostly oxidic. Distri- bution coefficients of arseò,ic, antimony and bismuth between copper and slag are also Discussed.
