Reserves of high-grade quartz gravel, lignite and timber suitable for the production of silicon metal and ferrosilicon on large scale occur within 40 miles of Bluff Harbour. Undeveloped hydroelectric power resources on the Clutha River are located within 50 miles of the most promising quartz gravel deposits while ooencastable lignite, potentially suitable for electric power production, occurs in the same locality as the quartz gravels. A preliminary study of production economics indicates that the commercial feasibility of silicon/ferro-silicon production would depend mainly on the cost of electric power, total capital cost of plant, and the market value of the products. The proximity of Bluff Harbour is advantageous for the export of products.

This paper examines the various stages of development and design work which were necessary to develop the cemented rock fill system for copper mining at Mount Isa. The reason for a cemented sand fill development program together with details of the test work undertaken are briefly outlined. The testwork associated with the selection of a suitable local rock to supple- ment the cemented hydraulic fill is discussed, as is the method for underground placement and mixing of the graded rock with the cemented hydraulic fill. The design features of the final system which incorporates a graded rock handling system and a cemented hydraulic fill reticula- tion system is outlined.

Over the past 18 months the De Beers Consolidated Mines Ltd operations have made a concerted effort to move away from using the traditional shock tube initiating systems. These systems are being systematically replaced by the use of electronic delay detonators (EDD). Various trials were conducted in both host rock and kimberlite rock masses to improve tunnel advance as well as to optimise delay timing during trough openings (Ngoma et al, 1999; Mohle, 1999; Baltus, 2000). The high cost of EDDÆs, when compared with traditional initiation systems, led to a number of detailed studies being conducted on the mines where EDDÆs were being used. These studies aimed to quantify the additional benefits when blasting with electronic detonators. The studies showed that the change was justified on the basis of increased quality control and reliability gained through the use of EDDÆs. However, these benefits attract other related benefits, like fragmentation control, and backbreak reductions. When compared to the shock tube initiating systems the increased development face advance and the reduction of oversize during production blasting using EDDs, compared favourably to the less costly systems. As blasting engineers gained experience and confidence in the use of the system bigger blasts were initiated in mass under-cut blasts and slot raise development, by using multiple hole firing and second delay periods between holes. In the open pit and sublevel open stope mining methods the control of the fragmentation distribution and the effect of the mass of explosive detonated during a blast is detrimental to the loading and hauling production rates and the stability of the rock mass behind the blast. With a stable rock mass the bench cutting can be executed to establish steeper overall slope angles leading to large cost savings due to a reduction in waste stripping. It is the purpose of this paper to indicate through quantification that the use of the EDDs as an initiating system improves all-round blasting performances and assists in meeting customer requirements. Tailings disposal and water management are one of the most important environmental issues in mining projects. The nature and the method of disposal of the tailings will determine the long term environmental impacts and must be carefully considered at the planning stage so that final abandonment can be economically achieved. If not, long term and on-going treatment and amelioration may be required to achieve environmental standards. Final abandonment requires dam safety surveillance inspection to satisfy engineering stability and hazard requirements as well as environmental issues. Environmental issues include stability, as well as rehabilitation and long term contamination potential.

The cycle time between adjacent stopes is critical to achieving the required production rate from 3500 Orebody; one of the Enterprise Mine orebodies. Current Mt Isa cemented fills require a 90-day cure period which had to be cut to 30 days while maintaining the required strength criteria. The Enterprise Mine Feasibility Study recommended that this be achieved by Cemented Slurry Rock Fill (CSRF), but that on-going research into paste fill be continued. The continuation of the research, in conjunction with overseas visits has recommended that the 3500 Orebody be filled with paste fill, with the potential to fill other orebodies. The paste fill will comprise cyclone and thickener dewatered copper tailings to which Portland Cement (PC) is added before vertical borehole delivery and undergound pipeline reticulation to individual stopes. The benefit is not only re-use of copper tailings but also much reduced binder usage.

South Africa is a semi arid, water scarce country that has undergone recent major political and social transformation. This transformation has ensured that water management has become a primary environmental concern in the South African mining industry, raising the status of water from an ancillary service to a fundamental factor in mine planning. The coal mining industry has been involved in the development of integrated catchment management plans since the late-1980s when a series of initiatives commenced in catchments where collieries operated. The plans focused attention on water supply and water demand management, the equitable access to water supplies, and intersectoral approaches to decision making, before the promulgation of new legislative and policy frameworks. Development of an integrated watershed management plan for the Olifants River basin, located in the Mpumalanga province, commenced in 1990. The Olifants River is an international river basin of 54 570 square kilometres and shared by South Africa and Mozambique. The upper watershed, locally called the Witbank Dam catchment, will be the focus of this paper. It has an area of 3400 square kilometres and is the major coal mining, power generating, and maize-growing region of the country. The processes embodied in the integrated watershed management plan had no formal guidelines but rather developed in an ongoing fashion over time. The plan commenced with a situation analysis involving the major stakeholders that identified principal technical shortfalls. These shortfalls were investigated under the guidance of multisectoral committees. The Olifants River Forum was started to extend awareness of the initiatives on an informal level throughout the whole watershed. The results of the investigations enabled water quality guidelines to be established for the upper catchment. To achieve the guideline levels additional initiatives were developed including a scheme to manage mine water discharges into the river system, the development of a standard four-step water management process, investigation and development of innovative mine water treatment processes, specifically sulfate reduction technologies, the use of gypsiferous mine water for irrigation, river and dam hydrological models, groundwater models and biomonitoring. Significant outcomes from the process have been achieved including the improvement in water quality in the Witbank Dam catchment. Equally significant have been the development of partnerships between businesses and between businesses and the community specifically in the use of mine water for irrigation. The plan realised a number of requirements for success including, the development of trust, openness and transparency with information, the essential need for consultation and negotiation and the involvement of third parties to validate information. The future still holds the potential for disputes between upstream and downstream water users but understanding, transparency and accountability between all players have, and will in future, enable the matching of the increasing demands on a scarce water resource to the needs of all.

Mount Isa Mines operates Hewlett Packard 1000 computer systems for process control in its major mineral processing plants. To simplify control systems implementation, a process control software package has been developed. This package is now used at the Lead/Zinc Concentrator where the HP computer is interfaced to Foxboro Interspec/Spec 200 system and Honeywell TDC 2000 front-ends. The HP computer controls crushing, grinding, flotation and tailings disposal. This paper outlines the development of process control systems at Mount Isa Mines. The creation of the process control package is described and the reasons for its development highlighted. The application of the software package and the implementation of process control systems at the Lead/Zinc Concentrator is detailed.

Uniaxial compressive strength and Young's modulus values measured in the laboratory on NX diamond drill cores were examined statistically to bring out any significant differences between different locations in the mine which might require special treatment in subsequent photoelastic analyses of the mine layout. Correlations were sought between the strength and modulus and various other features of the rock. The estimated mineral content of the core correlated with the modulus of the core, but the range of modulus values was too limited to show any strong correlation with compressive strength.Strength in the vertical direction was found to be significantly higher than in the horizontal direction and the same pattern was followed by the moduli, but was less pronounced. It was concluded that, whilst the modulus variations were significant, they would not invalidate any photoelastic studies.

The Accha-Yanque zinc belt in southernPeru is a major zinc-lead rich metallogenic province. In the belt are comprised several non-sulfide-type occurrences, extending on the periphery of the Yauri-Apurfmac batholith (Oligocene-Miocene). Zinc mineralisation at Accha (almost fully oxidised) occurs in breccias of sedimentary and tectonic origin in the limestone of the Ferrobamba Fm (Middle to Upper Cretaceous). Non-sulfide association consists mainly of smithsonite and hemimorphite replacing both primary ore minerals and carbonate host rocks. Mn(hydr)oxides and Zn-clays (sauconite), can be locally very abundant. Differences in mineralogy of the ore and gangue minerals, as well as the composition of the host rock can have a profound impact on zinc recovery and reagent consumption, and therefore on the economic value of the deposit. Finite element analysis is becoming a routine component of design of longwall extractions, now superseding more traditional somewhat intuitive approaches. Finite element modelling is relatively inexpensive and provides an adequate degree of similitude to give satisfactory analysis. The physical modelling of two decades ago is now largely replaced by numerical methods of which finite element is the best known. Important data for finite element work are physical properties, including creep aspects, introducing the non-linearity of stress response.Various computer packages are available and some were used to model two specific UK examples, using both linear and non-linear approaches. It appears that non-linear approaches will yield most benefit. The use of materially non-linear analysis is merited by the greater similitude it provides between model output and real mine situations.

The drilling and evaluation of bore cores provides the best available statistical basis for characterizing a coal prospect. Important, long-term decisions by management frequently must be based on the results. The majority of coal mined presently is used for steam raising or the production of metallurgical coke. Common bore core tests and analyses appropriate to this usage can be cate- gorized as non-destructive, chemical, physical, petrographic, caking/plastometric and propert- ies of non-coal material. The major tests within each category are described. Certain specific information from the bore cores is required by the coal geologist, mining engineer, coal preparation engineer and the user, either individually or as a group. The optimal bore core evaluation test pro- gramme is the one which satisfies the needs of all the professional disciplines with the grtatest speed and at minimal cost. The principal steps in such a programme are listed. There is an urgent need for a bold new Australian standard to provide the necessary guidelines to an industry which at present lacks uniformity in its approach to the task.

Mining of copper ore at Mount Lyell has been continuous since 1893. The operation has always been marginal and the depressed copper Market over the last decade has seen mining continue on the basis of a series of short term plans. In 1985 it was determined that the mine would close in 1989 on completion of the 40 Series mining block. Significant changes in the value of the Australian dollar in 1986 and the subsequent effect on profitability dictated a review of the Company's operations. Lower level ore reserves, mining methods and ore handling systems were re-examined and a plan proposed for mining of the 50 and 60 Series mining blocks. The improved economics of this plan, together with workforce and State Government initiatives resulted in an extension of mine life to 1994.

The importance of orebody definition and optimisation in project development cannot be overstated. Inappropriate orebody definition is the single most important reason for project under performance and/or failure. Without the firm foundation of good orebody definition, the structure of a project cannot be assembled reliably. Many factors need to be considered in the process of orebody definition. These factors are well summed up in paragraph 123 of The Institute's Code and Guidelines for Assessment and Valuation of Mineral Assets and Mineral Securities (Valmin Code). The factors range from the initial geological data through assaying, geotechnical and hydrogeological factors to mining and metallurgical considerations. There are other factors which also need to be considered including marketing and environmental factors. This paper briefly reviews some of these factors and their impact on project development. Three examples are presented where one or more of these factors have had significant impact on the development of the Project.

We discuss the origin of the Patuki ophiolite complex and the Dun Mountain ultramafics of Middle Permian age in Nelson, New Zealand. It is shown that the Patuki volcanics have strong affinities with tholeiites of mid ocean spreading ridges transitional to alkaline basalts similar to those from fracture zones and ocean islands. At D'Urville Island, typically pillowed alkaline basalts enriched in rare light rare earth elements (LREE) - ophitic spilites - are associated with LREE-depleted (N-MORB-like) tholeiitic spilites with intergranular textures. The metabasalts are associated with a wide variety of sediments, and with sediments are intruded by conformable sheets of serpentinite. Coarsely crystalline mafic and plagiogranitic rocks signify vents and magma chambers, and we propose that the group developed as ocean crust from a slowly spreading mid-ocean ridge, transform association, overwhelmed at intervals by volcaniclastic sediment. Detailed mapping at a scale of 1:5000, and stratigraphic and geochemical development and structural coherence, show that the group is not melange in the Franciscan sense. The Dun Mountain Group, of serpentinites, peridotites, dunites, gabbros and other rocks, intruded the upper Patuki Group as a linear series of aligned pods and sheets. They carried up with them tectonic inclusions of older rock, which were metasomatised, and altered wall-rock, and one low angle dike passed several hundred metres into overl~ing sediment, at moderate temperatures (500 C). The rocks did not act as a floor (and alleged source) for the Patuki, but partly post-dated and were emplaced into Patuki.

During the past five years there has been a transformation in the operating costs which apply to narrow vein mining. Mechanised methods including sublevel uphole retreat and narrow vein cut and fill are now proven. Other methods, such as vein mining by horizontal drilling from a raise platform are currently being tried in Australia.The important factors which affect the cost and appropriateness of each method include: ore continuity, the planarity of the wall contacts, relative hardness of ore and wall rocks and the dip bf the deposit.Drawing on current operating costs from a number of mines and on recent feasibility studies, a methodology for estimating the costs of narrow vein mining is presented. These costs are then placed in their economic context with regard to ore grade and mining rate.

During overburden blasting operations in dragline pits, coal edge losses along the lowwall edge of the new pit are often experienced. In tonnage terms, losses can be significant. With the thick seams at Callide Mine, 20,000 tonnes of coal can be lost along a 600 metre pit. In addition to the immediate dollar value of the coal, replacement of this coal (from which overburden has been removed) will be from higher ratio and higher cost pits in the future. Unit costs of production for the remainder of the coal uncovered in the current pit increase. Experiments involving variation of blasthole inclination and/or amount of standoff on the front row of blastholes have given no significant improvement in the coal edge loss control.

The five main ways in which coal is used are1. for electricity generation,2. as a lump fuel for domestic and industrial purposes,3. for gas making,4. for making carbon for chemical and metallurgicalindustry, and5. as a source of coal tar and coal-tar chemicals.In the past about 80 per cent of Victoria's brown coal has been used for power generation and the rest for making a lump fuel, in the form of briquettes. Some of these briquettes have been used for gas making, and a carbon industry based on them has recently been commenced, and could expand rapidly. However the enormous increases expected in power requirements, approximately a doubling every 10 years, will ensure that even if the manufacture of carbon increases dramatically and a large amount of coal is used for other purposes, the brown coal industry will always be dominated by power generation. As new fuels such as natural gas, oil, and nuclear fuel become available at competitive prices these will take their share of the power generation load.Natural gas or oil, or possibly pumped storage hydro, will almost certainly be used for all future peak-load stations, comprising around 40 per cent of the total installed generating capacity, but new base load stations will continue to be designed for brown coal operation until about the mid-1980s, by which time nuclear power stations will become competitive. By this time Victoria will have installed about 6000 MW capacity of brown coal stations, burning around 50 million tons/year of coal, compared with 18 million tons/year at present, with perhaps 15 million tons/year being used for other purposes.This consumption of 65 million tons/year should then remain fairly stable over the life of the power stations installed, well into the 21st century. Brown coal therefore appears to have an assured place in providinga major part of Victoria's fuel requirements, despite the diversification in fuel usage pattern which appears certain to occur with the recent developments in new fuel resources.

The concentrator at Bougainville Copper Limited has an annual throughput of 48.2 million tonnes/year producing approximately 175,000 tonnes copper, 16.1 tonnes gold, and 50 tonnes silver. Conventional three stage crushing and screening are used to reduce run of mine ore to an average product d80 size of 6.7mm. The primary objective of the crush- ing plant is to provide a continuous supply of ore to the 12 primary grind- ing mills via an intermediate 300,000 tonnes capacity stockpile. Since ball mill performance improves with decreasing mill feed size, the crushing plant continually strives to produce the finest possible product for mill- ing. This has been achieved by increasing plant availability and total installed power, and improving crusher manganese liner life, screen cloth life, and plant operating practices. A recent innovation was the installa- tion of a 35 million tonnes/year preconcentration screening plant in Janu- ary 1987 to recover high grade fines from low grade run of mine ore types in which the mineralisation occurs preferentially along fracture planes in the parent rock.

In the sixteenth century the Spanish Captain da Alvaro Soavedaro, on a search for the explorer Ferdinand Magellan, came across the main island of New Guinea which he named Isla del Oro (Island of Gold). Since that time exploration for, and mining of, gold has been pursued by many, culminating in . the development of major world-class projects in the latter part of the 20th century. Though various prospectors have panned for gold and small gold mining projects were undertaken through the seventeenth and eighteenth centuries, it was not until the 1880's when mining became a more concerted economic venture. Misima and Woodlark Islands in Milne Bay, Gura-Ackera and Yoada in Oro, and Lakekamu in Gulf Province and Keveri in Central Province were all gold producers by late nineteenth century. It was in the 1920's that corporations began mining in PNG and with the commencement of production at Panguna in Bougainville in 1972 a new era of mega-project mining began.' Today there are two large mining projects producing mainly gold and copper. The first, already mentioned, is Panguna on Bougainville Island. This project has provided Government with $US 475 million in taxes. ok Tedi is the second large mine development located in Western Province. It began production in 1984 with the extraction of the deposit's "gold Cap".
