The brown coal resources of the Latrobe Valley, which include over thirty thousand million tons of coal suitable for open cutting, provide the main source of fuel for the power generation for the State of Victoria. They also provide the basis for the development of a supply of cheap hard fuel for industrial and domestic use, and for the development of the Lurgi process for manufacture of town gas for most of the State. The production of hard char for metallurgical processes and liquid hydro carbons will each, no doubt, play its part in the industrial growth that will be based on these resources.The State Electricity Commission of Victoria, which has been allocated the task of developing these deposits since the early 1920's, is faced with problems of economic selection of deposits for development, and excavation and transport of huge tonnages of coal and overburden-in this year, 19'59, about 12,000',000 tons of brown coal will be won, and over 7,000,000' cu. yd. of overburden will be removed in the four open cuts operated by the Commission; by 1967, eight years from now, the demand will have doubled.This paper deals with the nature and importance of various factors effecting the planning of the development of these resources. It is in essence an introduction to the papers by C. S. Gloe, H. C. G. Rodgers and J. M. Alexander, also being -presented at the Institute conference in Victoria in August, 1959.INTRODUCTIONIt is the intention in this paper to define the factors that come under consideration in the planning and development of the brown coal fields in the Latrobe Valley, whose exploitation by the State Electricity Commission of Victoria was initiated almost 40 years ago. It is proposed to enumerate, and in sorile cases evaluate, the physical and economic criteria that play their part in determining planning for the future.

The development of a softwood alternative to the hardwood chockpiece used to build the waste-edge breakers commonly incorporated in gateroad packs is described. The results of laboratory tests on softwood prototypes and two underground trials are presented. The results of the last trial suggest that a viable alternative chockpiece has been designed, offering advantages over availability of wood, weight and given reduced wood content, price.

The double track railway tunnel, called the Second Shirasaka Tunnel is being constructed under the supervision of Japanese PTational Rail- ways (JNR) in the tertiary soft rock strata in order to speed up the railway transportation. This tunnel (L=1765m), located in a central part of Japan, is excavated by the machine (roadheader), while the adjoining First Shirasaka Tunnel (L=1296m), completed five years ago, was driven by the blasting, and NATM is adopted in both tunnels. The geological features in this region are Neogene Tertiary of Miocene sediments consisted of mudstone, the sandy mudstone and the alter- ation of these rocks, having a squeezing be- haviour. And the geological structure is as complicated as some anticline and syncline structures, large or small scale exist, and as a lot of faults are found. The machine excavation manner using road- header is adopted in this tunnel to minimize the effect of excavation because there is a possibility of the occurrence of landslide due to the tunnel excavation, and also because local inhabitants reside on the ground surface.

The Palaeoproterozoic Leveäniemi iron oxide apatite (IOA) deposit of the so-called Kiruna type is currently mined by Luossavaara-Kiirunavaara AB (publ.), commonly known as LKAB. The mineralogy of iron oxides, ie magnetite, hematite, maghemite, and goethite is more complicated compared to the neighbouring and more famous IOA deposits of Kiirunavaara and Malmberget. Furthermore, the mineral chemistry of the iron oxides in the Leveäniemi deposit is also slightly different. Especially, the information about the deportment of titanium and vanadium in iron oxides and distribution in the deposit is essential since they can have an impact in the steelmaking process. For this study 50 samples were selected from exploration drill cores and investigated by optical microscopy, FE-SEM-EDS and EPMA at LKAB and the Geological Survey of Finland. Investigations revealed that magnetite is the predominant iron oxide mineral with secondary hematite being the second most abundant mineral. Primary hematite, maghemite, and goethite seem to be less abundant. It should be noted, however, that this investigation focused on magnetite which currently is the only mineral with economic value. Vanadium occurs as a substitution element in the crystal lattice of iron oxide minerals in the Leveäniemi deposit and not as discrete stochiometric vanadium minerals. In the investigated samples vanadium concentration in magnetite ranges from 0.12 to 0.32 wt per cent V2O3 with higher concentration in the southern part of the deposit. Contrary, titanium does not substitute for iron in the crystal lattice of magnetite or secondary hematite (less than 0.018 wt per cent TiO2). It either occurs as tiny inclusions of titanium oxide minerals or as exsolution lamellae of ilmenite in magnetite. The spatial distribution for titanium in the deposit, however, remains unknown. Furthermore, results of this study indicate that alteration of primary magnetite to secondary hematite has had no significant effect on the trace element chemistry of these minerals in the Leveäniemi deposit.

IN 1904-5 diamond drilling operations in the Mount Morgan mine proved the presence of some millions of tons of rich copper-gold ore, averaging about 45%to 50%silica and 22%Fe as sulphide. To smelt this ore in blast furnaces, without previous concentration, large quantities of basic flux were required. Unlimited quantities of cheap limestone were available at Marmor, on the GladstoneRockhampton railway, 50 miles from Mount Morgan, but the supply of iron flux was a more difficult problem. Smelting Operations started with one furnace in January, 1906, using as flux low-grade sulphide ore from the mine, containing very little silica. When the second furnace was blown in this was supplemented by ironstone from small deposits in the immediate district. It was recognized that these sources of supply would be insufficient to keep the full plant going after the third furnace had been blown in. Accordingly, the deposits at Kabra and Mount Etna were opened, neither of which proved capable of supplying the quantity required-viz., 1000 tons per week. Negotiations were meanwhile being conducted with the Marble Island Iron and Limestone Co. to obtain the right to mine at Iron Island, where a sufficiently large deposit was known to exist. Rheology is the science which deals with the deformation and flow of matter. Thus rheology is concerned with the flow of any material. The mining industry is concerned with digging things out of the ground, extracting the good stuff and throwing away the bad stuff. In the upgrading processes associated with mining, ie mineral processing, wet techniques are used where the primary material being handled is a particulate fluid, ie a suspension. After the processing operation, with the concentrates extracted, what is left behind generally is a wet material in suspension form, which may or may not contain reagents harmful to the environment. The amount of waste generated in any of the mining processes is large, in fact, the mining industry is the largest generator of solid waste in Australia. In order to minimise the waste generated within the industry it has become of interest to handle the particulate fluid wastes, or suspensions, at high concentrations, thus removing water and some of the reagents which may be harmful to the environment. The resultant highly concentrated suspension is a non-Newtonian fluid. Rheology deals with the flow of non-Newtonian fluids; therefore a combination of rheological understanding of high density suspensions, in conjunction with an understanding of the environmental problems being faced by the mining industry, can and has led to improved methods of waste disposal in the industry, ie waste minimisation. Daily geological mapping of the Panguna porphyry copper/gold system since mining began in 1971 has provided a good basis for resource estimation and mine planning as the mine and estimation methods have advanced. Geology defined during evaluation and early mining has been substantiated and many smaller features have been better defined or identified. Breccias, pebble dykes, major structures and location of lithology contacts important to short term planning and long term pit slope stability have been defined. Correlation of copper and gold with breccia zones is quite striking and was not fully appre- ciated at the end of evaluation. Pit mapping geology, and diamond drill geology and assays, are now routinely added to a Geological Data base on computer, which forms the major geological data base for modelling the deposit. Geology from diamond drill logging, updated by pit mapping, and assays from diamond drilling updated by blast hole assays have been incorporated in a 45 bench deep 486 000 block computer based block model which forms the basis for long and short term planning. The introduction of pre-concentration scre- ening, based on the distribution of mineralisat- ion and fracturing, puts more emphasis on the definition of grade distribution at low concent- ration and on structures in the rock. Geostatistics is now used for resource estimation and has produced acceptable estim- ates. but these need to be refined, particularly in peripheral, low grade areas of the deposit.

The post pillar cut and fill stoping method has been adopted by King Island Scheelite for the extraction of the main Dolphin orebody. The orebody is a massive, tabular deposit varying from 10 to 50 metres in thickness, and dipping at approximately 30¦ towards and under the sea bed. The mining method was selected for 1. maintenance of hangingwall support under the sea bed; 2. maximisation of first stage ore extraction; 3. flexibility of mining, allowing maintenance of grade and selective mining around waste bands within the orebody, and 4. compatibility of existing equipment both with stoping and the on-going underground mine development programme. Stope parameters were established on the basis of initial rock stress analyses, and since the undercut phase of mining the stoping programme has been monitored with various types of deformation measuring devices installed in a series of large diameter boreholes.

To follow the development of the central crushing plant it is necessary briefly to outline the history of the Lake View and Star Limited. This Company, when first constituted, took over the properties of the Lake View Consols, Hannan's Star, and Chaffers Gold Mines.The Company then treated the ore won from these leases at two dry crushing, all-roasting plants, situated adjacent to each other on the site of the present Chaffers Treatment Plant that handles all the ore won by the Lake View and Star Ltd.SUbsequent to the initial union of the three companies mentioned, the Ivanhoe Gold Corporation and the Golden Horse Shoe Ltd. were absorbed. Most of the existing models of the mechanisms of drilling and cutting processes are oversimplified in both stress state and failure criterion. On the other hand numerical modelling techniques are a more versatile method with great potential for development. In reviewing drillability and predicting performance of excavation machines the empirical tests, which simulate the physical breakage action in excavating processes are seen to be the best in terms of penetration rate predictability. Future methods of determination of drillability should concern the breakage characteristics and rock abrasivity involved in the two basic types of attack, i.e., percussive and rotary drilling.

SIROFRAG is a computer-based imaging system that quantifies the post-blast rock fragment size distribution in a muckpile in a mine environment. Improvements in blast performance and blast modelling are being hampered by a lack of a quick and objective method to evaluate the major result of the blast: the fragment size distribution. This is usually done by hand digitising muckpile photographs: a labour intensive and tedious process. SIROFRAG is being developed to quickly, cheaply and objectively provide this information. SIROFRAG is based on active stereo image analysis. It uses a light stripe to illuminate a muckpile and a pair of video cameras to determine the 3D nature of the scanned objects. The imaging system is based on a novel prototype scanning projector that allows images to he captured in full daylight. The Microsoft Windows based software controls the projector and interprets the captured images to provide a size distribution of exposed rock fragments.

Investigation of standard tests used to establish the decrepitation rating of Western Australian iron ore showed scatter in results which could be reduced by textural type sampling. Testing of individual textural types resulted in separation.of a range of decrepitation behaviour patterns. No unique correlation was established between water content in goethite, or between any single mechanism and breakage in shock heating. The latter depends rather on several mechan- isms whose operation is controlled by the texture of the ore. Texture studies were used successfully to predict decrepitation behaviour which could be related to orebody structure for mine planning, and blending for sales or processing requirements.

Complete Bouguer and isostatic anomaly maps compiled for Costa Rica provide new insights into the crustal structure and mineralization. Terrain corrections were approximated from the station to a radial distance of 167 km by computer using a 3- minute digital elevation model of Costa Rica and surrounding areas. Isostatic corrections, based on Airy-Heiskanen compensation, were also calculated from 0 to 167 km using the 3- minute elevation model and from 167 km to 180 degrees using combined topographic and isostatic reduction maps. Costa Rica can be divided into four main terranes based on gravity data: a Pacific coastal region, a Pacific inland area, a central region, and a Caribbean coastal region. Negative gravity anomalies along the Pacific coastal margin correlate with an offshore sedimentary basin, and large positive anomalies correlate with mafic and ultramafic igneous rocks on the Santa Elena, Nicoya, and Osa Peninsulas, and at Puerto Quepos. Pacific inland anomalies are separated from the Pacific coastal region by a steep gravity gradient, and over the Coast Ranges a major gravity low overlies a thick section of low- density sedimentary rocks. In the central region, a major gravity low occurs over a thick low-density Quaternary volcanic complex in the Cordillera Central, north of San Jose. A prominent feature of the Caribbean coastal region is an interrupted gravity low over the Limon Basin that reflects a thickening of low-density sedimentary rocks. A conspicuous gravity lineament, trending northeast separates northern and southern Costa Rica. The lineament is defined by the termination of several major gravity anomalies including those over the Coast Ranges, Cordillera Central, Puerto Quepos, and Limon Basin. In addition, the lineament correlates with other geological and geophysical data including: northeast-trending faults, the southern limit of large Quaternary volcanoes, the segmentation of the middle America volcanic belt, and a seismicity gap. This lineament may be the expression of a previously unrecognized major northeast- trending fracture zone in central Costa Rica. An important economic implication of the gravity lineament is a correlation with the termination of gold and porphyry copper deposits in Costa Rica.

The evolution of economic precious metal and copper-gold deposits in high-level igneous terranes is dependent on very efficient fluid focussing. This is most readily achieved by contemporaneous deformation, igneous intrusion and hydrothermal activity. Mineralisation in these environments generally occurs in fault and fault-vein arrays developed in the cover sedimentary and volcanics sequences above older regional scale fault systems. Such reactivated fault systems an particularly prone to developing the complex fracture arrays, extreme local dilation and dramatic increases in permcahilit} that are necessary to efficiently focus hydrothermal fluid and produce large mineral deposits.

The performance of the Renison tin concentrator was assessed in detail for two arrangements of the three available ball mills. With two mills used for primary grinding and the third for regrinding table tailing, the concentrator recovered 65.3 per cent of tin in the three tin concentrates produced by tabling, vanning and flotation at a calculated overall grade of 37.5 per cent tin prior to batch dressing. In the second arrangement one mill was used for primary grinding and two mills for separate regrinding of table tailing and sulphide concentrate. The metallurgical effective- ness of the change was somewhat obscured by unintended changes,i.e. an increase in the assay of the fresh feed from 1.38 per cent to 1.1+6 per cent tin and unresolved changes in the sulphide rougher flotation and tabling. However, using the results from a detailed size by size analysis of the behaviour of ore components in appropriate parts of the plant, it proved possible to show that, had the two unintended changes not occurred, up to 5 per cent

The article presents results of thermodynamic calculations and laboratory studies, focusing on the cobalt behaviour during oxidative smelting of copper-nickel mattes. The compositions of the studied solutions are related to the products formed during the second stage of the converting process of copper-nickel matte at the Nadezhdinsky Metallurgical Plant (NMP) of MMC Norilsk Nickel company. These sulfide products typically contain from 1.5 to 12 wt per cent of iron. The obtained experimental results and thermodynamic calculations indicate that adjusting the CaO ratio to increase the proportion of CaO or complete replacement of SiO2 with fluxes containing CaO leads to a significant increase in cobalt recovery rates in the matte phase (with an iron concentration of 2.5 wt per cent) raising them from 30 per cent to 45 per cent. Meanwhile, the recovery rates of copper and nickel remain constant.

Since the early 1990s it has been evident that electricity demand has outstripped investment in generation and transmission. At the same time, concerns were being expressed about the risks associated with the run down of the Maui gas field. It is axiomatic that the necessary investments firstly require a stable and supportive regulatory and fiscal environment, and secondly that such investments have long lead times. A unwillingness by successive Governments to fund the necessary infrastructure, however, lead to the profound restructuring of the electricity with the ultimate objective of transferring the investment risk from Government to the private sector. Successive power crises since 1992 result from a failure to put in place a regulatory framework necessary to provide the environment to allow the private sector to make the needed investments within the necessary timeframe. The electricity sector has now stabilised to the extent that the regulatory risks associated with generation investment have been reduced. This does not mean that risk has been eliminated, however, and both economic and environmental issues will continue to constrain investment in some power proposals particularly those in the South Island and especially any South Island coal or gas thermal proposal. This is firstly because of several very simple economic issues:  1. while the South Island may have significant coal resources it lacks a significant electricity market; 2. except for a six to ten week period in a dry year, low cost hydro will price any large-scale South Island thermal out of the market which will restrict any large scale thermal station to a dry year and/or peaking load; 3. except for a six to ten week period in a dry year, export capacity on the HVDC link to the North Island is constrained to around 964 MWe (and 482 MWe from North to South in dry years); and 4. construction of any new thermal plant in the northern half of the North Island will price any South Island thermal station out of the market. There are also significant environmental issues associated with the establishment of a large scale thermally based power station in the South Island. Because the South Island lacks any large scale economically proven gas reserves, the environmental constraints considered are those associated with coal production. A coal mine dedicated to power generation will have significant on-site impacts associated, in particular those associated with disposal of opencast overburden and visual impacts. These will, however, be partially offset by the relative remoteness of such sites to population centres. What cannot be offset, however, is the off-site impacts, in particular, CO2, SOx and NOx emissions, water disposal and acid mine drainage.
