The underlying message of this paper is that investment in prospecting, exploration and mining in New Zealand is welcomed. The Government's policy with respect to Crown owned minerals is for continuing investment in prospecting, exploration and mining which is in accordance with good exploration or mining practice. To encourage continued investment requires a business-friendly environment. Government policies and initiatives to enhance the business environment for the minerals and coal exploration and mining industries are discussed in this paper. As well, new initiatives under consideration, which have the purpose of enhancing the investment environment, are discussed.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Kendenggaoer-Kuokuqueke region lies in the western part of Chinese North-western Tianshan. New laser ablation inductively coupled plasma mass spectrometry zircon U-Pb geochronology for five separate granitic plutons for this region reveal two distinct intrusive periods: late Devonian (367~361 Ma) and late Carboniferous (315~301 Ma). These intrusions all share an arc-like geochemical affinity (ie enrichment of large ion lithosphere elements and negative anomalies of Nb, Ta and Ti). In situ zircon Hf isotopic compositions further differentiate the magmatic cycle, with the late Devonian intrusions yielding more depleted eHf(t) (+1.47~+6.54) composition than the late Carboniferous intrusions (eHf(t) = +4.95~+9.79). These geochemical data suggest that they might be mainly derived from different source regions and the tectonic setting was transformed into post-collisional in the late Carboniferous. As in many significant porphyry-ore districts, this dramatic tectonic reconfiguration, combined with melting of an evolved crust, resulted in genesis of metal-bearing melts. Furthermore, we can show that Neoproterozoic mafic juvenile lower crust intruded by mantle-derived melts and/or partial melting of slab material generated hybrid primary magma during subduction of the Palaeo-Junggar oceanic crust in the late Devonian. The Roa Opencast Coal Mine is situated at the north-eastern end of the Greymouth Coalfield. It lies on an eastern flank of the Paparoa Range, 16 km north-east of the town of Greymouth on the West Coast of the South Island. Road access is via a sealed road from Blackball to Roa, then by a 5.3 km all weather, gravel road, which gains 340 m in elevation from 190 m RL at Roa to a maximum height of 530 m near the opencast.

Traditionally, capital costs of major resource development projects have been estimated as a single amount to which a percentage accuracy has been assigned based on the method of preparation of the estimate, that is, on the amount of information available to develop the estimate.However, there is a growing recognition of the importance of a probabilistic approach to capital cost estimates, and of a more rigorous calculation of estimate accuracies and of the presentation thereof. Accuracies can be expressed with more certainty as a percentage of the estimate amount where the percentage represents one standard distribution on the probability curve for the capital cost of that specific project. Thus confidence levels can be stated for various estimated amounts - for example, it can be stated that there is an 85% chance that a stated amount will not be exceeded, or a 90% certainty that a (higher) amount will not be exceeded. Moreover, the right skewness of the probability distribution curve for most projects can be readily recognised and reflected in the evaluations. This enables senior executives and board members to have a clearer understanding of investment uncertainties, and the possible magnitude of commitments.

No doubt there are many advantages to be claimed for compressed air that render it parculiary well suited for the conditions which characterise underground work.

The development of the carbonization of brown coal briquettes to produce a hard char suitable for use in place of imported hard coke has continued in Victoria, and an experimental carbonization plant has recently been commissioned at Morwell by the Gas and Fuel Corpora.tion to assess the prospects for the commercial production and marketing of hard char in Victoria. The char offers advantages in its very low ash content and its uniform lump size, while the indications are that it could be marketed at a price competitive with that of imported hard coke. The hard char is unique amongst metallurgical fuels in combining a high reactivity with high physical strength, and research by the University of Melbourne into its utilization in foundry cupolas for melting iron has shown how modifications could be made to take advantage of these properties. An 18 inch experimental cupola has been built to test in practice the predictions made from this fundamental research.INTRODUCTIONSteady development has continued in Victoria from the promising laboratory researches at the University of Melbourne which were reported to the 1955 Annual Conference of The Institute (Worner, 1956). This work had shown that a hard lump char could be produced by the high temperature carbonization of standard industrial briquettes by careful control of the heating conditions, and that the special briquetting techniques adopted in Germany were unnecessary with Yallourn brown coal. Continuation of this research has led to the refinement of carbonization techniques and has increased the strength of the char until it has equalled that of conventional metallurgical cokes.

This paper describes a novel system for the biological sulfate reduction (BSR) of acid mine drainage (AMD) using primary sewage sludge (PSS) as carbon source in an upflow anaerobic sludge bed (UASB) reactor configuration. A UASB reactor was operated at a temperature of 35¦C and it received PSS (1875 mg/L COD) augmented with sulfate (1500 mg/L SO42-). The experimental results indicate that a high treatment efficiency was achieved at more than 90 per cent sulfate reduction at a liquid hydraulic retention time (HRT) of 13.5 h. In this study, the effects of various operational parameters were also investigated. The effect of a biomass recycle stream from the top to the bottom of the sludge bed was found to initiate rapid BSR from the bottom of the bed. Profile tests showed that effective and immediate sulfate reduction was achieved as soon as the influent entered the reactor. From these results, it can be concluded that the UASB configuration using PSS as energy source would be a viable method for the BSR of AMD.

One would anticipate that after 40 years in the mineral industry it would be simple to project the trends at least 5 or 10 years into the future. However the last 20 years, 1950-1970, have been so different in the mineral industry from the years 1930-1950 that I suggest only 20 years or so are relevant to any forward projection.Those, of us that have been about during the last 40 years find it hard to relate the two periods.The first with the depression, low base metal prices, attempts to revive the gold industry, very little export of minerals, and finally World War II and the recovery period.The second, a period of unimagined discoveries and the reappraisal of a wide variety of minerals and metals-iron, coal, bauxite, beach sands, manganese, oil and gas, and nickel, to name but a few.The second period started early in the 1950s and was triggered off by the search for oil in Australia.Rough Range No. 1 was an important milestone in our history because it initiated a series of speculations and the re-examination of much of our thinking about our mineral resources. It lead to the discovery of bauxite and the start of a flourishing aluminium industry.The realization of the extent of the iron ore resources was another, major step and the influx of overseas capital and competence started the large wave of development made effective by the Japanese markets.The momentum of the late 1950s has carried us to where we are today and will undoubtedly carry us further forward in the next few years.All this development in the mineral industry has come at a time when our pastoral industries have reached a difficult period. Undisturbed minor sedimentary structures-cross-bedding, ripplemarking, scour-and-fill, slumping-are present in most of the rock types in the Willyama Series of the Broken Hill district and in the orebodies.This indicates that there has not been any significant movement of mineral matter within or into the rocks during or after metamorphism, that the rocks have not flowed during tectonic deformation or during metamorphism, and that the ore is an original sedimentary deposit in its sedimentary position.Sedimentary processes, depositional and mechanical, are indicated to explain the deposition of sedimentary metallic minerals and their concentration into large masses. The Broken Hill orebodies show evidence of these processes.INTRODUCTIONI visited Broken Hill for one week in May, 1958, at the invitation of Mr. Haddon F. King, Director of Consolidated Zinc Pty. Ltd. He asked me to examine the rocks and orebodies in the mines and outcrops at Broken Hill for:1. Sedimentary structures that might be used to determine the facing of the banding;2. Indications of the original nature of the rocks if I considered they may have been sedimentary; and3. A number of people have expressed concern, understandably, that if mining operations take place in the Coromandel, the flows of mineralised ground water which exist will be intercepted. This water in many cases contains toxic metals including mercury, arsenic and lead and it is thought that if this water is allowed to enter streams or the waters of the Hauraki Gulf, it could endanger natural marine life and possibly established fisheries. This paper seeks to explain in simple terms the geology and the process of deposition of the various mineral deposits in the ground, the chemistry of the reactions between these minerals and the rain water falling on the ground, the hydrology and behaviour of this mineralised groundwater as it moves through the ground until it eventually enters the sea.

The Theory of Sampling (TOS) has made remarkable strides and has witnessed a suite of achievements over its ~65-year history; especially in the last 15 years, since organised work began for the erstwhile fragmented sampling community (2003). Theory and practice have been very well exposed and disseminated, as witnessed in the successful series of the World Conference on Sampling and Blending (WCSB) events and other dedicated sampling and mining conferences in Australia and South Africa. At this WCSB8 occasion we fittingly devote a section of our conference to celebrate the life and monumental achievement of Pierre Gy, the originator of the Theory of Sampling; a special issue of TOS Forum was recently published to the same purpose. But TOS is most emphatically not a finished work.Here I try to look into the future with a personal view: TOS – what’s next? Commensurate with this objective there is offered some out-of-the-box thinking. The purpose is to try to zoom in on probable additional future aspects of TOS and its application compared to the first 15 years of our common journey. There are bound to be lacunae here-and-there across the vast application horizon delineated, which is as it should be, as this lecture is meant to initiate a broad(er) debate – and readers may agree with all, parts, or none of the topics presented. Open cut mining of the Black Rock chalcocite ore started in 1963. A ground movement monitoring programme was commencing in the early stages of mining when signs of instabilityof the western wall became apparent. Eventually 100.000 cu vd, of overburden Were removed beyond the rim of the western wall in an attempt to stabilize the slope. Subsequent decpenlug and mining till the final batter angle of 45 resulted in deterioration and mining was stopped 38 ft short in the ulltimte design deplh of 520 ft.Investigations showed that the geology of the western wall , was a major factor in the instability of this wall. A block jointed model was made 10 illustrate some of the pehomena observed. Iron Ore - Mineral Processing Overview Several years of iron ore price increases, coupled with a period of strong global demand for raw materials, presented iron and steel producers with unprecedented costs and difficulty procuring the demanded high quantities of iron ore. These conditions spurred many companies to investigate new ore bodies and also reassess past decisions (such as divestment of captive iron ore mines that ensured dedicated supply or a move to reliance on the 'spot market' instead of long term contracts with suppliers) and revisit alternative sources of iron units, including low grade deposits, tailings reprocessing, Ti-rich ores, and iron sands. To properly upgrade these iron sources requires a complete battery of mineral processing techniques. Within different regions around the world, operations and technology have developed to specifically beneficiate the local ore bodies. This paper attempts to bring these different general processing techniques together to allow insight into various common and proven methods of iron ore beneficiation. This paper further explores the current trend to develop global iron ore reserves, and discusses the methods to beneficiate and successfully reduce and smelt iron ore using Outotec's physical separation, direct reduction and smelting technologies for final production of pig iron and slag. Use of these various technologies may allow treatment of what was typically considered a tailings stream into a profitable product.

Review of the mining legislation in New Zealand has coincided with a number of radical changes. These include a redirection of economic management towards a more open and competitive economy; major reform of the state sector aimed at greater efficiency, transparency and accountability; a new environmental administration; and a fundamental review of policy for management of natural and physical resources. These changes provide an opportunity to develop a consistent and coherent approach in the minerals and related statutes that will achieve objectives of economic efficiency, equity, practicability and good environmental management.

The Tolukuma gold-silver prospect is located approximately 100km N of Port Moresby in the Central Province of Papua New Guinea (PNG). Epithermal "adularia-sericite" style mineralisation crops out over 1200m within an en echelon quartz veined zone 1 to lOm wide. At a 4g/t cut-off grade, a geological resource of approximately 1.47Mt @ 13.77g/t Au is indicated from 38 diamond drill holes completed since discovery by Newmont Pty Ltd in September 1986. At a regional scale, Tolukuma miner- alisation appears localised in a dilatant zone at the intersection of a 1150 magnetic structure, and the western margin of a N-S trending graben which is filled by a Pliocene volcanic complex contemporaneous with the Mt Davidson Volcanics 30km to the W. A l0km diameter circular Landsat feature, which may reflect magma emplacement at depth, occurs immediately N of Tolukuma and nearby mineralisation. Mineralisation at Tolukuma occurs in sub-vertical quartz veins at, or adjacent to the faulted contact between Pliocene basic and intermediate volcanics/intrusives, and quartz mica schists and phyllites of the Cretaceous Kagi Metamorphics. Most veins display evidence of multiple episodes of brecciation and textures indicative of cyclic boiling, including crustiform rhythmic banding and quartz pseudomorphs after platy calcite.

In March 2002 Newcrest Mining Ltd commissioned a 4 Mtpa gold-copper concentrator at its Cadia Valley Operations in New South Wales. This paper presents the design and construction considerations, commissioning and ramp up issues related to start up of the concentrator as well as current performance and future expansion plans. Commissioning of the plant was the culmination of six years of project planning, from discovery of the resource during the Cadia Hill drill out campaign in November 1996 to project implementation and plant operation. Current resource estimates stand at around 50 Mt with an average grade of 2.4 g/t gold and 0.8 per cent copper. At current processing rates the project life is expected to exceed ten years. The processing plant comprises a 9.75 m (32 ft) diameter Fully Autogenous (AG) mill, a single 6.7 m (22 ft) diameter ball mill, pebble crushers, gravity gold recovery circuit and flotation plant. Upgrades to the existing infrastructure and manning requirements at Cadia will be discussed as well as the resultant impacts on operating costs for the operation. The processing plant was expected to deliver 290 000 ounces of gold and 30 000 tonnes of copper in concentrate in its first full year of operation and progress against that goal will be presented.

The production of sulphuric acid at Port Pirie by the contact process began in March 1924 with the commissioning of the Electrolytic Zinc Co.'s roasting and acid plant. This plant, operated by B.H.A.S. Pty. Ltd. on behalf of the E.Z. Co., continued to produce sulphuric acid from the gases evolved when roasting Broken Hill zinc concentrate in mechanically rabbled furnaces until September 1954, when the plant was closed down.In this peri9d of approximately 30 years some 600,000 mono tons of 98·5 per cent sulphuric acid was produced, most of which was used for fertilizer production at Wallaroo and Port Adelaide. During World War II 14,400 mono tons of the above was produced in the form of 20 per cent Oleum and railed to the Salisbury Munitions Factory for use in the production of nitro-glycerine, gun-cotton and T.N.T.In the early post-war period various ways of converting at least some of the sulphur in the gases' discharged to atmosphere from the lead sintering plant were considered until, in 1949, it was decided to erect a modern contact acid plant. Much work remained to be done on the roasting plant to produce a gas of suitable grade for the contact process and also on the design of a purification section suitable for the treatment of D.L. gases.The acid section itself, however, was largely of conventional design and it was therefore decided that this would be erected first. To it was then attached a sulphur-burning section to allow it to operate as a "hot gas" brimstone acid plant until the roasting and gas purification plants had been designed and erected. In this way the urgent need for sulphuric acid in the fertilizer industry would be relieved, to some extent at least, as soon as, possible.
