I am wearing two hats today. When the invitations went out to participate in this forum, two were received in the head office of the Department of Lands and Survey - one addressed to the Director-General of Lands and one to the Chairman of the National Parks Authority. It seemed logical that as the department is responsible to the Government for the administration of the National Parks Act 1952, we should respond by providing one speaker to cover both the department's interests and those of the National Parks Authority. I hope, however, that this will not blur the clear distinction which exists in the context of the mineral industry between Crown land on the one hand administered by the department for the statutory Land Settlement Board and national parks and allied reserves on the other hand which are the responsibility of the National Parks Authority.

The rapid expansion of gold production in Australia over the last five years can be attributed in part to the development of selective mining techniques for open pit gold operations. These techniques allow an increase in head grade with a substantial reduction in mill feed tonnage, as compared with traditional open pit designs. As a result, the capital requirements for mine development and mill construction are substantially reduced, improving the cash flow profile in the early years of operations. To put such a design into effect, the emphasis of mine production must be on producing gold, rather than tonnes of ore. Mine planning at Martha Hill has been based on such a philosophy. After the quantity and grade of the resource had been defined, the exploration programme was increasingly concerned with the local variability of ore zones, and with determining the position of values within broad ore-definition envelopes. The purpose of this work has been to allow the prediction of the tonnages and grades achievable from various levels of the pit when mining selectively using hydraulic excavators. The studies have so far indicated that the Martha Hill deposit can be mined selectively during the early years of production. The additional costs for detailed grade control and a reduced digging efficiency are more than compensated by the exclusion from the mill feed of much valueless material.

I have spent most of the past 35 years working as an economic geologist in the area of exploration and development of base and precious metals. Most of this period has been as an employee of Trans-National-Corporations (TNC's). I presently act as a consulting geologist to a joint venture company, bringing together two such TNC's: Anglo American Corporation and affiliated companies De Beers (Diamonds) and Minorco (Metals mining outside of Southern Africa), and Normandy Mining Limited ofAustralia. Normandy is presently through its gold arm PosGold, Australia's largest gold miner and Anglo American can claim to be the world's largest gold company producing over 280 tonnes of gold a year, more than twice its nearest rival Gold Fields of South Africa. In addressing this topic, the role that Government can, and should play in mineral development, I will be drawing heavily on some examples from these and other TNC's experience in recent offshore mining investment.

A simulation and animation model was constructed for the Stockton Coal Mine. This mine is located in the north western area of the South Island of New Zealand. This model was used to study the optimum size of the stockpile areas whilst achieving the correct product coal qualities. The model evaluated the impact on stockpile size and product coal qualities for both bulk and selective mining. The effect of modifying the amount of known clean coal quality was also investigated. The software used was GPSS/H« for the simulation and Proof Professional« for the animation. From the study, it was recommended to incorporate selective mining in future studies. The shipping plan needed to be modified for a better correlation between coal production levels, in situ coal resources and wash plant capacity.

Laboratory batch rod and ball milling tests were conducted on samples of Heavy Medium Separator (HMS) sinks from Renison Limited. The effects of mill rotation speed, rod volume and ball size on the resulting product size distribution were investigated. Between 48 and 69 per cent of critical speed, the product sizing distribution curves remained very similar, with a finer grind resulting from increasing the speed of rotation at constant grind time. Increasing the rod loading from ten to 53 per cent by volume caused the product size to become finer and more closely sized with a transition occurring at approximately 29 per cent. This was interpreted as a change of dominant grinding mechanism from abrasion to impact. No preferential grinding of the cassiterite was observed. The effect of increasing ball size at constant charge weight was to preferentially grind the coarser particles and generate more intermediate sized particles, whereas the product from a mixed ball charge gave a distribution similar to that obtained when a charge containing only smaller balls was used.

The reaction sequences involved in the formation of iron ore sinter phases were determined using in situ synchrotron-based X-ray diffraction. Experiments were carried out using a synthetic sinter mixture containing 77.36 per cent Fe2O314.08 per cent CaO, 3.56 per cent Si.O2 and 5.00 per cent Al2O3 corresponding to a basicity of ~4. The alumina content represents the upper level of alumina concentrations measured in phases formed in industrially produced plant sinter. Data were collected during heating of the sample to 1350°C under an atmosphere of 0.5 per cent O2 in N2, equivalent to an oxygen partial pressure of 5 × 10-3 atm. This temperature was sufficientto ensure melting. Data were also collected on cooling of the sample back to room temperature to examine recrystallisation of phases from the melt.Results showed the sequence of reactions initially involved the formation of calcium ferrite phases C2F and CF. These subsequently reacted with the silica and haematite leading to the solid state formation of SFCA and SFCA-1. SFCA and SFCA-1 were the last phases to form in the system and were both stable up to ~1260°C. Above ~1260°C, melting of the SFCA phases and reduction of the remaining haematite occurred producing the assemblage magnetite + melt.During cooling, both SFCA phase types recrystallised from the melt initially coexisting with magnetite until secondary haematite formed. This is the fi rst study to demonstrate that both SFCA and SFCA-1 are precipitated from the melt during cooling of iron ore sinter. Future work will extend the range of compositions studied to examine the effect of basicity and alumina concentration on the phase assemblages as a function of temperature and oxygen partial pressure.

Mindola mine is currently the deepest mine in the Zambian copper belt. Stoping is currently active to 1330 m below surface with long range plans indicating future production from 1590 m level. The orebody is tabular and dips between 55o to vertical. The thickness varies from 8 to 14 m. The vertical crater retreat method of mining was first introduced at Mindola mine in the late-1980s following several trials that helped define the design criteria for its application. Over the last ten years the method has been continually modified to improve safety and maximise ore production. For example, due to the weakness of some rock units within the orebody formation and the instability of the hanging wall, the last VCR slices are usually between 8 - 10 m thick, and efforts are being made to strictly apply shrinkage method in order to reduce dilution. Recent advances in mining technology in the areas of equipment, blasting techniques, rock mechanics and materials handling have been employed to increase the overall productivity of the mine. Large down-the-hole machines capable of drilling 165 mm diameter blast holes, up to 80 m long are used in stoping. Each stope produces up to 20 000 tonnes of ore per month and can last for three months. Heavy systematic ground support of VCR development has significantly enhanced safety for mining crews and equipment. Crater mining has not only improved productivity and enhanced safety, but also overcome various problems associated with conventional sublevel open stoping previously employed at the mine. This paper discusses the technical and operational aspects of vertical crater retreat mining at Mindola mine during the last ten years. The changes in mining method are often accompanied by changes in mine design, blast design, mining equipment, ground support and operating practices.

The mining industry continues to faces significant challenges due to increasing resource constraints (quality of ore bodies, water, energy, human resources) and increasing license to operate requirements (safety, health, environment, location) from society, employees and shareholders. Technology advancements and hence research are necessary to ensure that the industry remains viable in this changing environment. Collaborative research is an important part of a company's research portfolio and offers the opportunity for the industry to work on generic issues that it is facing. Obvious benefits include the reduced cost to individual companies by sharing the costs, the opportunity to leverage government funding and the opportunity to conduct longer term projects resulting in skills development (PhD and MSc). Limitations of collaborative research include the reduced focus on company specific issues and the loss of competitive advantage from owning the outcomes of the research. The challenge for researchers and research managers is for them to demonstrate the value derived from longer term, pre-competitive collaborative research. The competitive advantage is not necessarily derived only from the outcomes of the research but rather from the company's ability to direct the research, translate the generic research outcomes to address company specific issues and to implement improvements at its operations. Implementation remains the greatest challenge. In this paper, case studies of selected collaborative research projects are presented to demonstrate key success factors required for implementation of research outcomes. TheFiji Islands are remnants of a once continuous Solomon-Vanuatu-Fiji-Tonga volcanic arc (the Vitiaz arc), located at the boundary between the Indian-Australian and Pacific plates. They record a history of: (i)                  arc volcanism the late Eocene to late Miocene, (ii)                an extensive magmatic response to arc rifting (5.5 - 3.0 Ma) during which volcanism was dominated by shoshonitic to tholeiitic basalts, and as rifting continued, (iii)               a transition from arc to intraplate volcanism.   The Hunter Ridge-Hunter Fracture Zone separates the inactive South Fiji Basin from the actively spreading North Fiji Basin, and has been considered to be a transform zone, almost parallel to the motion vector of the Australian plate. However rocks dredged during the 1993 æAlizeÆ cruise, from along the northern part of the Hunter Ridge are typical arc tholeiites, and therefore demand that subduction has occurred beneath the Hunter Ridge sometime during the last ~5 Ma. The Kadavu Island group, south westernmost Fiji, lies at the north-eastern end of the Hunter Ridge-Hunter Fracture Zone, and possibly results from oblique subduction of South Fiji Basin oceanic crust, which may have accompanied the anticlockwise rotation of Fiji during opening of the North Fiji Basin. These islands consist dominantly of 3.4 - 0.5 Ma old medium-high K andesites and dacites, with many traits typical of subduction-related volcanics, ie predominance of intermediate members (55 - 65% SiO2) no Fe enrichment, TiO2<1%, and negative Nb-Ta anomalies. These features contrast strongly with volcanics from elsewhere in Fiji around this time, where volcanic centres produced Om-like intraplate olivine basalts. The Kadavu Islands become gradually younger to the southwest, and show a significant decrease in K2O with time. The north easternmost islands (Astrolabe islands) containing the oldest rocks (~3 Ma) have shoshonitic affinities and are considered to be of similar age and composition to the youngest shoshonites found elsewhere in Fiji.

Bowen Basin coalmines suffer from hot and humid ambient conditions during the summer period. The ambient conditions combined with high VRTs, increasing depth of working and significant equipment heat loads results in heat issues underground. Coalmines operate under heat stress management plans as required by legislation with associated trigger action response plans (TARPs). Some mines also employ refrigeration as part of their heat management strategy.A recent case study was conducted on a mine producing about 4.5 Mt/a from their longwall and experiences summer surface ambient temperatures of about 23.5ºCwb. The expected virgin rock temperature is 46ºC at 300 m depth. The mine currently introduces a modest amount of surface cooling at the portal using ‘off-the-shelf’ air conditioning units. This system does not effectively manage face temperature primarily due to positional inefficiency.Underground conditions remain hot in summer and work is typically undertaken in accordance with the Heat TARP. This has a direct impact on the productivity of crews, worker comfort and also negatively impacts the workforce morale. The mine commissioned a study to determine a refrigeration strategy aimed at maintaining underground conditions below TARP levels 90 per cent of the time.The ventilation network model was calibrated against actual temperature data to simulate the heat loads including longwall, conveyor system, strata and auxiliary diesel fleet. This model was then used to determine the cooling requirements for bulk surface cooling, bulk underground cooling, surface district cooling and underground district cooling strategies.These estimates were used to undertake a total owning cost trade-off for the different strategies. The study concluded that a chilled air shaft has the lowest technical risk but the highest total owning cost due to shaft development needs. Introducing chilled water to an underground cooler via boreholes offered the lowest total owning cost and was therefore recommended.CITATION:van den Berg, L and Olsen, M, 2017. Andesites are a major source of aggregate for much of the North Island of New Zealand. There are regional differences with respect to some important properties of the andesites. Some are reactive with cement and are designated as potentially deleterious or deleterious by the concrete industry. Other andesites, particularly those that are slightly altered or weathered, have rather high Plasticity or Clay Indices and perform poorly in road construction.   The performance of the andesites has been investigated and can be shown to be determined by: +        the chemistry of the rock which in turn determines the chemistry of the glass in the rock; +        the presence of large amounts of groundmass glass in the rock; and +        the nature of the superimposed alteration processes. Environment of extrusion and how rapidly the rock has been cooled or chilled are also important as they determine the fabric of the rock and how much glass will be present in the rock.   There are three main types of alteration that affect the quality of the aggregate: 1.   hydrothermal alteration, 2.   late magmatic alteration associated with the devitrification of glass, and 3.   weathering.   Each of these alteration types produces different alteration minerals. In fresh andesites the devitrification of glass has an important affect on the rockÆs properties. The Taranaki andesites are shown to have unusually (in comparison with other North Island andesites) high Na2O contents, held in the groundmass glass, which is the fundamental reason for the high alkali û silica reactivity of these andesites.

The Institute of Geological and Nuclear Sciences' Mineral Resources Programme is currently carrying out research under two major projects:   HAREM (Hauraki Andesite Rhyolite Epithennal Mineralisation) The Hauraki Goldfield lies within a belt of andesite-dacite-rhyolite volcanics of Miocene Pliocene age which is underlain by a basement of Mesozoic greywacke. It contains some 50 separate epithermal gold deposits and is a world-class gold and silver producer. The HAREM project is aimed at improving models of the epithermal gold mineralisation, and to better understand the processes and controls of origin, transport and deposition of the gold.   MARGO - (Marlborough Gold) The MARGO project is aimed at determining the geological factors that controlled the formation of the Mesozoic mesothermal gold-antimony-tungsten deposits in the Marlborough Schist belt. Following reconnaissance work on 12 deposits, our current work is concentrated on deposits in the Wakamarina valley.

In arid and semi-arid areas evapotranspiration (ET) cover systems are often used to mitigate contaminated seepage from hazardous mine waste into the adjacent environment. The theory of ET covers is based on the water balance equation with the aim of minimising seepage. While cover systems are commonly trialled, the influences of variability in climate and cover structure on water balance equation parameters are seldom investigated.Water balance equation parameters and their variability were analysed for two ET cover trials constructed from benign waste rock in semi-arid Australia. Seasonal and inter-annual variations in rainfall critically influence cover performance. For successful cover system operation, the average return periods for higher than average rainfall should be taken into account. In addition, failure of ET covers has a higher probability in areas with marked rainfall seasonality. Water holding capacity and plant available water content are low in covers constructed from waste rock. Changes in water holding capacity due to variation in particle size distribution are likely and critically influence cover performance. The application of topsoil can be beneficial for water ingress control through run-off, but a balance has to be struck between run-off, erosion and plant available water. Changes in vegetation composition only influence evapotranspiration water losses at plant coverage exceeding 50 per cent, which is unrealistic in semi-arid areas. This study showed that the capacity of ET cover systems to hold and dispose of received rainfall is often lower than assumed by industry practitioners. Furthermore, in order to improve reliability of long term cover performance, the variability of rainfall and water holding capacity of the cover has to be included in water balance models.CITATION:Schneider, A, Baumgartl, T, Doley, D and Mulligan, D R, 2012. Geopolymerisation is a new technology that processes and transforms aluminosilicate minerals into mechanically strong and chemically stable products. In this investigation, minerals such as fly ash and kaolinite were used as the solid raw materials for geopolymerisation. Inorganic salts were added to the geopolymeric pastes to simulate ionic contamination during processing for building and construction applications. The resultant products were examined and characterised physically. It was found that the early strength development of geopolymeric pastes could be changed according to the nature as well as the extent of the contamination. At a small dosage, the effect of the contamination on the early geopolymeric system depended heavily on the nature of the artificial surfaces that were created in the geopolymeric solution through the addition of the chemical additives. For example, the samples containing MgCl2 and Mg(NO3)2 had shown the same yield stress developments due to the similar surfaces that were formed. The cations of these salts were expected to hydrolyse and form magnesium hydroxide precipitates immediately after the addition to the early geopolymeric systems. The calcium cations of CaCl2 also precipitated upon addition, but the nature of the surfaces of these hydroxides was quite different to those of the magnesium hydroxides and gave rise to different yield stress development. The samples that contained the insoluble salts (in water) demonstrated different yield stress development when compared to each other because of the different nature of the additive surfaces that were exposed to the geopolymeric solution. These results suggested that heterogeneous nucleation could be responsible for the change of the rheological behaviour upon inorganic salt addition. When the extent of the ionic contamination was large, the anions released from the insoluble salts (in water) changed the nature as well as the concentration of the geopolymeric solution and the setting processes were retarded. Oxides, in general, behaved very differently from other salts, indicating the uniqueness of the oxygen anions in a system rich in hydroxyl and silicate anions. The inorganic salt contamination in geopolymers did not show any significant signs of structural change according to the XRD diffractograms collected. The seven-day compressive strength was not lowered by the inorganic salt contamination and it could sometimes be beneficial to the product performance, for example, an increase of 20 MPa was induced by the addition of calcium oxide. Inorganic salts as chemical additives have demonstrated the potential to modify setting times of geopolymers without sacrificing much of the productsÆ strength and integrity.
