The motives behind the organization of the Bureau of Safety were twofold. First, there was the policy of the company toward its employees, which was one of fairness and consideration for their welfare and which entails the prevention of injuries; second, in order to prevent injuries, a study of their causes was essential, and this study could be made only by a thorough systematic classification of accidents, which required a special department to form and carry out the plans. The Bureau of Safety was organized to begin operation Jan. 1, 1914, hut practically all of the first year was spent in collecting data, making plans, etc. This department is semi-independent of others and reports directly to the president and general manager. It consists of the president of the company and the managers of the following departments: Mines, Washoe Reduction Works, Great Falls Reduction Works, Coal department, lumber department, B. A. & P. railway; and the chairman of the Bureau of Safety. Working under this group is the General Safety Committee consisting of the manager of mines, as chairman, the general superintendent, two assistant general superintendents, and the heads of the following departments: mechanical, geological, purchasing, sampling works, and framing plant; and also the safety engineer. Operating under the General Safety Committee are the group safety committees, consisting of the Anaconda group of mines, Boston & Montana group of mines, zinc group of mines, Washoe reduction works at Anaconda, B. & M. reduction works at Great Falls, coal department, lumber department and the R. A. & P. railway. Each of these group safety committces was in charge of the superintendent or manager of the group represented and the committee consisted of the foremen of the mine's or works that the committee served, as well as the safety engineer. In the case of The Eureka Consolidated Mining Company v. The Richmond Mining Company of Nevada, recently tried at San Francisco, California, the real defendant was the Richmond Consolidated Mining Company, of London; but this being a foreign corporation, holds its mining property in Nevada through the Nevada corporation of similar name, in which the London Company owns all the stock, except the few shares necessary to " qualify" the American directors. The trial would naturally have taken place in the Circuit Court at Carson City, Nevada, and before a jury. But by stipulation of the parties, the case was tried in San Francisco, before Hon. Stephen J. Field, Justice of the Supreme Court of the United States, Hon. Lorenzo Sawyer, United States Circuit Judge of the Ninth Circuit, and Hon. E. W. Hillyer, United States District Judge, for the District of Nevada. The hearing began July 23d, 1877. The witnesses occupied two weeks, and the argument of counsel three days. Very eminent lawyers were engaged on both sides; for the plaintiff, Messrs. Solomon Heydenfeldt, R. S. Mesick, John Garber, and H. J. Thornton; for the defendant, Messrs. S. M. Wilson, Thomas Wren, and J. J. Williams. The court held the case under advisement until August 22d, when Mr. Justice Field delivered its unanimous opinion in favor of the plaintiff. The action was a complaint in ejectment, and an appeal was taken to the United States Supreme Court. The questions at issue between the Eureka and the Richmond Company in this suit, comprised several points in the construction of the mining law of the United States, and its relation to the customs and regulations of the mining districts, which possess an importance and an applicability far beyond the limits of the case in which they arose. THE success of the Charpy impact test in the steel industry has led those interested in aluminum alloys to investigate the possible applica¬tion of this test to aluminum and its alloys. In this paper are set forth the results of a few preliminary tests made at the Lynite Laboratories of the Aluminum Manufactures, Inc. In order to study more thor-oughly the significance of the Charpy test, slow-bending tests have been made duplicating the arrangement of the impact machine. Tests have been made on both notched and unnotched specimens of a series of copper-aluminum alloys. APPARATUS The standard American-made Charpy impact machine delivering a blow of over 200 ft.-lb. was- much too large to test aluminum-alloy specimens of the same type used for steel, so that it was necessary either to adopt a larger specimen or to have a special light-weight hammer made. Since there is no known relation between specimens of different sizes, even though geometrically similar, it was decided to adhere to the 10 by 10 mm. specimen. Accordingly, Sauveur and Boylston, the American makers of the machine, were asked to construct a special light-weight pendulum adapted to their standard machine, this pendulum to have one-tenth the capacity of the standard. The writer wishes here to acknowledge his indebtedness to Mr. H. M. Boylston for the personal interest and care exercised in constructing this pendulum. The machine with, the light-weight hammer in place is shown in Fig. 1. It is mounted on a concrete foundation with the concrete covering the flange on the base of the machine. Vibration is further prevented by four 5/8 -in. (15.8 mm.) foundation bolts. The large standard hammer shown against the wall was also used for some of the unnotched bars that requited more than 20 ft.-lb. to rupture.

SOMETHING of a mystery has attached itself to the production of ferromanganese in the blast furnace. This alloy has been produced on the Continent almost continuously since 1876 and in very considerable tonnages, but little definite information concerning the practice is to he found in technical literature, and almost nothing in the way of a theory of the manganese furnace. In this country prior to 1904, bit one company had attempted its production in a serious way, and none of the operating data or other information from this company has been, or is, available to the public. In the last 5 years, as a result of the restriction of imports, a number of furnaces have been blown in on this alloy, with the result that in 1918 as many, as 18 furnaces were in blast. The majority of the men in charge of these furnaces had had little previous experience in such operations. Realizing the advantages both to the country and to the industry from a pooling of operating data and experiences, the Bureau of Mines, in the summer of 1918, undertook the collection of data from ferromanganese furnaces. Although the results of this investigation have already been reported to the companies cooperating, they may he of permanent metallurgical interest, so this paper attempts to give, briefly, the more important points brought out in the investigations. OPERATING DATA IN FERROMANGANESE PRACTICE Operating data were collected by the Bureau from 11 ferromanganese furnaces, which will be referred to throughout this paper as furnaces A, B, C, F, G, I, J, K, L, M, and P. SUMMARY Statistics on roof falls indicate that the cost of just removing the unwanted waste from roof falls in US coal mines amounts to about $20 M per year. Almost 40 percent of fatal accidents occur under permanently supported roofs, indicating that the assessment of roof stability is still a very difficult task. In an effort to obtain a better understanding of roof fall occurrences, rock strength and ground stresses were determined in the roof of one mine each in Western Kentucky, northern West Virginia, and Eastern Kentucky. Triaxial ground stress determinations clearly show that horizontal stresses were higher than vertical stresses, and that maximum stresses in the horizontal plane were concentrated between the NE-SW to E-W direction, with the exception of the Eastern Kentucky site which was above the drainage. Magnitudes of stress components may vary considerably in one drlll hole. Strength tests of roof strata materials were done on core samples. Mapping of roof falls showed that the geometry of an opening or maximum span were not the overruling factor because in the same general area, a roof fall was observed in a room (entry) which connected two stable four-way intersections. It should be noted that, in very wet areas, the roof can break up to the bed where water is carried, and a very low ratio between extent of roof fall to height of roof, fall is observed. Geometry is, however, a contributing factor because nearly 70 percent of roof falls are intersection falls. The frequency of fractures parallel to bedding in failed roof strata is much higher than that observed in the original strata, indicating a significant amount of working in the roof before failure.

The Parral area, a part of the Parral mining district of Southern Chihuahua, is situated in and near the City of Parral, with the most important mine of the district, La Prieta, lying within the city limits. The famous Veta Colorado and Palmilla veins near Villa Escobedo or Minas Nuevas are a few kilometers to the northeast (see Fig. 1). The chief metals produced are silver, lead and zinc, with some copper and gold. This area was one of the earliest to produce metal in Mexico, according to records at Parral, which show that mining started in 1632. In near-by Santa Barbara, however, mining had begun 85 years earlier. It is said that when silver was discovered in the Veta Colorado, the Santa Barbara gold deposits, at that time nearly exhausted, were immediately abandoned for the more profitable silver mines at Minas Nuevas (New Mines) During the post-revolutionary period, 1923-1928, the author made many trips to the Parral district to do mine examination work for several units of the American Smelting and Refining Co. This paper is an abstract of some of the geologic data collected, together with the results of a microscopic study of the ores and rocks—the latter investigation made at the University of Minnesota—and is intended to supplement one recently published. Topography The Parral district lies in the eastern foothills belt of the Sierra Madre Oeste. The area is about evenly divided between fairly flat to rolling plains and mesas on the south and rounded hills to rough precipitous slopes on the west and north. The relief is approximately 550 m. (1800 ft.). The areas of intrusive monzonite and Jurassic (?) sedimentary rocks give rise to a topography of low rounded hills and relatively flat valleys; as contrasted with the volcanics, with their alternating beds of soft

THE study of the relations between gases and metals is one of perennial interest to all who are connected with the production of high-grade metallurgical products. The data reported here are the outcome of work of which the object is to determine the effects of dissolved gases upon the properties of metals and to gain a more detailed knowledge of the reactions between gases and molten metals, particularly iron, under definitely controlled conditions. We have attempted to reduce our margin of error by dealing with relatively large quantities of metal, from 4 to 13 lb. (2 to 6 kg.), and keeping the ratio of refractories to metal as small as practicable. The ingots produced are large enough to provide adequate material for making determinations of magnetic and other physical properties. In choosing the bell-jar type of furnace we were influenced by the results of considerable experimentation along the same general line which indicated that, for the scale or which we were to work, it was important to have the furnace structure independent of the vacuum enclosure. The use of a bell-jar surrounding the entire furnace accomplishes this and also gives great freedom of observation during operation and ready accessibility for the replacements which are necessary after each run. Our choice of analytical method was made in the light of the results secured by H. M. Ryder, who used a method similar in principle for the analysis of very small quantities of gas extracted from strips of metal heated electrically in high vacuum. We have presented some selected preliminary experimental data as being illustrative of the quantity and nature of the gases which occur in iron of different origins, but do not urge any hypothesis at this time.

The suggestion has often been made that it would be highly desirable, at least for certain grades of steel, to be able to control more certainly, by pyrometric measurement or otherwise, the temperatures of the operation of the open-hearth and other furnaces used in the manufacture of steel and iron. That the properties of the ingot and finally of the finished steel product are intimately related to the final temperatures attained by the metal in the furnace and to the temperature of casting, has been recognized by metallurgists for a long time, and this question has been very thoroughly treated, especially by Prof. Henry M. Howe, and by A. W. and H. Brearley.1 It is the object of this paper to demonstrate that in so far as casting temperatures of furnaces, steel ingots, and similar operations involving the temperatures of streams of iron and steel are concerned, well-known pyrometric methods may be easily applied—if certain recently determined corrections are made and precautions taken—with a relatively high degree of accuracy. Greater but not insurmountable difficulties will be encountered in the case of open-hearth furnace temperatures, while for those of the converter type a ready solution does not seem practicable. It appears that certain essential data have always been lacking in reporting observations such as those of Le Chatelier in 1892. Thus the correction to be applied for the characteristic radiation—or emissivity— has hitherto not been adequately taken into account nor the limitations of the several possible pyrometric methods clearly recognized. In view of the fact that in open-hearth practice the temperature to be measured in the furnace itself, in the stream of metal and slag and in the teeming into molds or ingots is usually above 1,500" C. (2,700" F.)

Belle Isle, located in the low sea marshes near Atchafalaya Bay, is the southeasternmost of the famous Five Salt Islands of Louisiana. Rising about 80 ft. (24 m.) above the level of the surrounding marsh and being some 800 acres (323 ha.) in extent, it constitutes a striking landmark on the low Gulf coast, and since the eighteenth century, when it played an important part in the operation of the buccaneers, it has been intermittently frequented by man. In 1897, the writer discovered the great mass of salt that underlies the island and shortly afterward published a brief account of the geology of Belle Isle and the neighboring salt islands.' In that paper he described principally the salt, but pointed out also the occurrence of petroleum and of sulphur in the strata above the salt. Since that time the island has been extensively explored by the drill, and the developments up to 1908 have been described by Veatch2 and Harris13 and Knapp.4 The writer's early conclusions as to the probable presence of sulphur in considerable quantity have been confirmed by the later drilling, some of the wells having found quantities of gas containing hydrogen sulphide and a number of sulphur-bearing strata as well. Under the stimulus of the present keen demand for sulphur for war purposes, a syndicate of New York capitalists was recently formed to explore the sulphur resources of the island in more detail. Under the writer's direction, six wells were drilled for this syndicate during the winter of 1916-17: The present paper presents briefly the results of this work and sums up the present knowledge of the geology of this highly interesting locality.

DURING the past 5 years no subject has aroused more interest or received more attention among mill operators than flotation. One reason for this is, undoubtedly, the remarkable success of the process in Australia where that country has risen to the position of furnishing one-fifth of the world's Supply of zinc. The plant of the Butte & Superior Copper Co., designed by James M. Hyde in 1912, was the first important large flotation plant in this country; other installations have been made since then with considerable frequency, particularly so in the last 2 years. Without going into complete detail, it may be safely said that although flotation is a highly successful commercial process, it is more or less on an empirical basis. Upon scanning the literature, it is found that the flotation investigations have, in the main, dealt with a solution of the problems which accrue to practise; until recently no attempt was made to remove the difficulties in the way of the formulation of a consistent and harmonious theory. Of late this phase of the work has been receiving considerable attention, particularly by the United States Bureau of Mines at its Salt Lake City station, by the Mellon Institute at Pittsburgh, by the General Engineering Co. at Salt Lake City, by many of the mining schools, and private individuals almost ad infinitum. There is, at present, an enormous amount of laboratory work being carried on in flotation research, and probably the time is not far away when a generally acceptable explanation of flotation phenomena can be Set forth. However, at this time, it seems as though the current technology is befogged with a super-abundance of contradictory evidence; this confusion can only be dispelled as time proceeds and the knowledge of the subject becomes more complete.

During the past few years frequent reference has been made to a certain type of iron known generally as "bad iron," "dirty iron," etc., both by steelmakers and producers of iron castings.' Open-hearth operators have claimed that such iron was entirely within the specified limits as to ordinary analysis but it was difficult to make good steel from it. It has been suggested that unreduced material in the iron is responsible, also that most trouble is experienced with the iron when the blast furnace is delivering a product whose analysis is more or less variable. Other reasons suggested are the use of scrap or borings, unsintered flue dust in the burden, a cold hearth, too high a proportion of unsuitable grade of ore, or the form of the carbon in the iron. Accordingly, a subcommittee was appoint at the fall meeting of the Open-hearth Committee of the Americ m Institute of Mining and Metallurgical Engineers held in Pittsburgh in October, 1926, to investigate the reasons for the occurrence of this bad iron and suggest methods for preventing its appearance. This committee enlisted the cooperation of the U. S. Bureau of Mines Experiment Station at Pittsburgh in undertaking a study of pig-iron quality as affecting the open hearth. The following is a report of the findings to date: Method of Testing Inasmuch as a "spell" of dirty iron occurs without warning and may be of short duration, it was deemed advisable to attempt to simulate the conditions existing before and during such a period and compare the quality of the steel made with the normal and with the dirty iron. The Mining Section of The National Safety Council recently sent out a questionnaire to operators, regarding the class of rope used, specifications required or obtained, factors of safety observed, methods of fastening ropes, lubrication, inspection, and points observed when rope is to be discarded. The answers received from this questionnaire, largely from metal mines, give interesting information, from which recommendations for safety practice on hoisting ropes are drawn. Depth of Mine The depth in the majority of cases noted is from 1000 ft. to 1500 ft. (304 to 457 m.) and records come from a number hoisting from depths of 2000 to 3000 ft. Hoisting is generally done in balance, with a few companies using counterweights. Seldom, more than two shifts are occupied in hoisting. A number of large operators limit the shift for engineers to 6 hr. A few of the larger operators have separate hoists for men and supplies, with a higher class rope for men. The range of loads varies from 7 to 17 tons and greater in a few cases, with a balanced weight of 4 to 7 tons. Size or Drums and Sheaves The size of drums and size of sheaves are generally in accordance with recommendations of rope manufacturers. Only one-half of the operators use grooved drums; one, The Sulphide Corpn., New South Wales, uses wood-lagged drums. Very few operators have drums capable of holding all the rope in a single wrap. Cone drums or cone and cylinder drums, in the mines heard from, are very rare. A few mines of shallow depth use a small drum and large-sized sheave. While this may be allowed, and in some cases is all right, the size of drum and sheave should be fully equal to that recommended by the rope manufacturers and should be at least 60 to 100 times the diameter of the

THE legislatures of New York and New Jersey, determined in 1919 that a vehicular tunnel should be built under the Hudson River. On July 1, 1919, an engineering staff was organized with the late Clifford M. Holland as chief engineer, and this staff was given a number of problems to solve, such as location, size, type of tunnel, method of construction, method of ventilation and cost. After a period of preliminary investigations and studies it was decided to build the tunnel at Canal St., New York, connecting 12th St., Jersey City. This is the center of the heaviest traffic across the Hudson River. It was also decided to build two tunnels-one for west-bound traffic and one for east-bound traffic-the tunnels to be of cast iron, built up of segments and bolted together, each tunnel to have a roadway 20 ft. wide and a clear heat room of 13 ft., 6 in. This is to provide for two lines of vehicles in each direction. The tunnels have an exterior diameter of 29 ft., 6 in. The interior lining is of concrete, the sidewalls tiled with a vitreous white tile and the roadways paved with granite block. The entrances and exits at both ends are separated by two blocks so as to reduce traffic congestion. BASIS OF VENTILATION It was recognized very early that one of the most important problems confronting the engineers was a proper ventilation system. It was estimated that each tunnel as planned would have a traffic capacity of 1900 vehicles per hr. The tunnels are 8500 ft. long between portals, and it was considered that the ventilation should be based on all of these vehicles being operated by gasoline engines. That presented a problem in ventilation unlike any other either in magnitude or character.

THIS paper is a progress report on a study, of the distribution of the banded ingredients (Figs. 1 and 2) in- Illinois screenings and the method of determining their distribution. Proximate analyses and screen tests1 have been reported and a further report on the washability characteristics of the screenings is in preparation. The microscopic study of the screen-ings is not yet far enough advanced to permit a conclusive report on the effect of mining, screening and washing on the distribution of the banded ingredients in the coals of Illinois. However, considerable fundamental data-have been collected as a background for the screenings investigation and for a proposed study of fuels composed of known quantities of vitrain, clarain and fusain, the three common banded ingredients of Illinois coals. These fundamental data and the preliminary information now available from the microscopic study of screenings are broadly indicative of the reaction of the coals to the physical processes affecting them in mining and preparation. Proximate analyses of samples of vitrain, clarain, and fusain from several Illinois mines have been published 2, but those given in Table 1 serve to show the differences that are apparent in proximate analyses. The vitrain samples are consistently low in ash, and the unit-coal value is uniformly lower than in clarain. The average .fuel ratio (F.C./V.M.) of the vitrain samples in the table is 1.57-whereas the clarain average is 1.42. The fusain analyses vary considerably in ash and moisture. In the two samples from this mine the moisture values range from 8.99 to 22.80 and the ash from 4.86 to 16.91 per cent. Fusain has higher fixed carbon than either vitrain or clarain but the percentage is erratic from sample to sample.

(24 m.) above the level of the surrounding marsh and being some 800 acres (323 ha.) in extent, it constitutes a striking landmark on the low Gulf coast, and since the eighteenth century, when it played an important part in the operation of the buccaneers, it has been intermittently frequented by man. In 1897, the writer discovered the great mass of salt that underlies the island and shortly afterward pub-lished a brief account of the geology of Belle Isle and the neighboring salt islands.' In that paper he described principally the salt, but pointed out also the occurrence of petroleum and of sulphur in the strata above the salt. Since that time the island has been extensively explored by the drill, and the developments up to 1908 have been described by Veatch2 and Harris," and Knapp.4 The writer's early conclusions as to the probable presence of sulphur in considerable quantity have been confirmed by the later drilling, some of the wells having found quantities of gas containing sulphur dioxide and a number of sulphur-bearing strata as well. Under the stimulus of the present keen demand for sulphur for war purposes, a syndicate of New York capitalists was recently formed to explore the sulphur resources of the island in more detail. Under the writer's direction, six wells were drilled for this syndicate during the winter of 1916-17. The present paper presents briefly the results of this work and sums up the present knowledge of the geology of this highly interesting locality.

ON FEBRUARY 4, 1952, the Phelps Dodge Corporation signed Contract GS-00P(D)-12068 with the United States Government. This interesting document dealt with the "Bisbee East" project as part of the Government's program to increase the supply of needed copper by encouraging private enterprise to expand production. The ore deposit involved was a relatively small body of low-grade ore lying east of the remnants of the old Sacramento Hill deposit that was exploited with indifferent success from 1923 to 1931, as related in THE PORPHYRY COPPERS. Planning for the entire enterprise had been directed from the start by Harrison M. Lavender, who in 1945, succeeded Percy G. Beckett as vice-president and general manager for all of Phelps Dodge's Western mines and smelters. The untimely death of Mr. Lavender in 1952 prevented him from seeing his plans brought to fruition; but in his honor the mine was fit- tingly named "The Lavender Pit" and was so dedicated on August 7, 1954. The Copper Queen Branch operates under- ground mines at Bisbee (production in 1955 was 28,000 tons) ; but, as this volume is concerned only with Porphyry operations, this chapter deals only with the Lavender Pit project, or as the Government knows it, Bisbee East. My reason for going into some detail regarding the floor-price contract is that it is fairly typical of contracts made by the Government in connection with a half-dozen other copper-expansion projects; and, incidentally, with various projects involving other strategic metals. Phelps Dodge did not seek a loan or other financial aid. The only encouragement asked consisted of (a) the privilege of a five-year write-off (commonly called rapid tax amortization)
