IN A STATEMENT summarizing general conditions in the Federated American Engineering Societies, the executive secretary, L. W. Wallace, expresses the belief that the Federation has made substantial progress. At the annual meeting of the American Engineering Council, to be held in Washington Jan. 5 and 6, this progress will be shown by reports covering activities in many fields. "Unquestionably," says Mr. Wallace, "the Federa¬tion has made favorable and permanent contacts in Washington. Through the, activities of Congress and of the new Federal administration. we have had the opportunity to render some really constructive service. We feel, however, that the great body of engineers are not adequately informed of the organization of the Federation, of its aims and purposes and of its activities.

PUBLISHED data on the solubility of nitrogen in liquid manganese are widely discordant. Ochsenfeldl observed that a Mn-N alloy with 3.6 pct N consisted of solid and liquid phases at 1260°C but at 13 00° to 1340°C the solid phase disappeared and the liquid contained 0.1 to 0.13 pct N. In contrast Saito's measurements at approxhately 1400°C yielded an average value of 0.97 pct N. Sieverts3 volumetric method is not suitable for the determination of gas solubility in manganese because the liquid metal vaporizes readily and condenses in the cooler parts of the apparatus where it can absorb large amounts of nitrogen. The purpose of this investigation was, therefore, to determine the solubility of nitrogen in manganese accurately in the range of 1273" to 1500°C. The experimental method used in this study was as follows. Electrolytic manganese of 99.9 pct purity, and weighing 50 g, was melted in a pure alumina crucible placed in a tubular furnace. Temperature was measured with a Pt-10 pct Rh thermocouple and controlled within ± 5°C. Pure nitrogen was bubbled through the melt for 1 hr at constant temperature and then a sample was taken by sucking the metal into a 2-mm clear silica tube and immediately quenching in water. The sample was broken into small pieces and found to be sound to the naked eye. The entire sample was then dissolved and the resulting solution was analyzed for nitrogen by the well-known solution-distillation method. The experimental results are presented in Fig. 1. All the nitrogen solubility data refer to 1 atm of nitrogen pressure; hence the observed values are slightly corrected by using Sieverts' equation when the atmospheric pressure differed more than 5 mm Hg from 760 mm, and further, in the case of the runs at 1500°C the correction arising from the presence of Mn vapor has been made. (Cf. Eq. [3]). Scattering in the data is within ±5°C in temperature measurement and ±3 pct in total nitrogen analysis. PYROPHYLLITE is a hydrous aluminum silicate (Al2Si4O10(OH)2)1 that occurs in both the foliated and the massive forms. The foliated variety resembles talc in that it has a greasy feel, a pearly luster, perfect basal cleavage, and usually is white, although in some deposits apple green, gray, brown, russet, and nearly black specimens may be found. The massive deposits of pyrophyllite yield pearl gray to light tan aggregates, some of which are so friable that they may be crushed with the hands into a fine gritty powder. Frequently specimens of the massive variety are studded with crystals of radial structure. The mineral has a specific gravity of about 2.7 and a hardness of 1 on Mohs' scale.1 The chemical composition of commercial pyrophyllite reflects the mineralogy of the deposits, which, according to Stuckey,2 contain pyro-phyllite and quartz, together with chloritoid, sericite, and a few other minerals of negligible importance. The latter, he says, "are noticed in but small quantities to the extent they might occur as accessory constitu-ents of an igneous rock or as products of regional metamorphism or weathering. . . . Quartz is abundant everywhere except in the very best grades of pyrophyllite." Analyses of specimens from several deposits are listed in Table 1, showing that the silica content varies from 57 to 73 per cent and the alumina from 22 to 33 per cent. Oxides of iron and the alkaline metals are collectively present, with one exception, to an extent of about 1 to 1.5 per cent.

AN extensive study of German underground manufacturing experience is being undertaken by the Air Materiel Command. Headquarters officials consider completely underground facilities one of the most effective means of protecting aircraft production against air attacks of the strength and type employed in World War II. Advantages accruing to underground manufacturing installations other than protection are, perhaps, a smaller maintenance problem and the possibility of using gravity flow on some production lines. Offsetting these advantages are the high cost of construction, problems of ventilation, and poor acoustics. Excavation costs might well be less than the cost of enclosing the same area on the surface, as new and better methods of rock drilling and transportation are developed. Certainly the amount of building materials used would be far less than in constructing a surface plant of the same dimensions. The short-time tensile-strength test, while it has not attained the practical importance of the creep test at elevated temperatures, has the advantage of being rapid and is satisfactory for determining relatire strengths. For platinum and its alloys, which frequently are used at high temperatures under ill-defined conditions, the short-time test provides useful data that aid in the selection of the most promising alloy for each use. Measurements have been made upon 13 alloys, using wire 0.0031 in. in diameter, the choice of alloys and of wire size being determined by the requirements of a practical problem. Later the measurements were extended to higher temperatures by the use of heavier wire, 0.010 in. in diameter. Apparatus The use of fine wire made the necessary equipment very simple, since no effort was made to measure the elongation. A small platinum-wound horizontal furnace was used, 1/2 in. in internal diameter by 1 ft. long, with the wire threaded through it. The wire, clamped at one end while the other ran over a ball-bearing pulley, of a total length of 29 in., was loaded directly by running sea sand into an attached basket, making the rate of loading and not of elongation constant. The sand flowed from a funnel, under a head of 3 in., into the basket 3 in. below the orifice, at the rate of 170 grams per minute. Pulley friction and bending resistance of the wire as well as the force of impact of the sand could be neglected, being 3 grams and 0.5 grams, respectively. Furnace temperature was uniform within ±5° C. over a length of 3 in., although a drift with time occurred, the largest amount being 20" C. No provision was necessary for a controlled atmosphere. In making the measurements, the furnace was brought to equilibrium before being used, and the temperature was measured with a platinum platinum-10 per cent rhodium thermocouple and a high-resistance pyrometer before and after all the tests at one temperature. The related subjects of preferred orientation, directionality in physical properties, and earing tendencies of wrought metal strip have attracted the attention of metallurgists to such an extent that in the past 20 years hundreds of researches have been published on this one general problem. The anisotropy of tensile strength and elongation have been exhaustively studied in their relationship to the occurrence of ears in cups drawn from strip'-~O.~g and, to a lesser extent: yield strength7."-l7 and stress-strain curves'5 have been investigated. Despite the tremendous fund of knowledge thus accrued, no simple quantitative correlation of directionality and earing tendencies has yet been found. In a sense, this is not surprising. The formation of ears in a drawn cup clearly is a special phase of the general study of metal flow; in particular (as will be brought out in the course of this paper), ears are due to anistropy in the rates of deformation of the metal in the radial, circumferential, and "thickness" directions of the original blank. THERE has always been a question as to the extent to which oxidizable alloys might he recovered from charged scrap in the, acid electric furnace. While qualitative information was not lacking, the quantities that might be recovered and the conditions best suited for such recovery were not clearly defined. The present investigation was carried out to determine the efficiency of alloy recovery from residuals contained in the bath, especially in regard to the recovery of vanadium. A series of 24 heats was produced at the Burnside Steel Foundry Co., including medium manganese-molybdenum-vanadium, manganese-chromium, and grade B steels, in which vanadium recoveries from the residual vanadium were investigated. Recoveries of other alloys were also studied from the accumulated data. These heats were produced in a 5-ton acid-lined electric furnace. The analysis of metal and slag samples and the micrographs were prepared by the Research Laboratories of the Vanadium Corporation of America. In addition to the vanadium contained in the scrap charge, ferrovanadium was added to the charge and to the molten bath to bring the residuals up to the desired level. Vanadium pentoxide (V2O5) in one series of heats was added to the bath after meltdown, for the same reason. In addition to the general furnace practice, the slags of these various heats were treated with coke breeze, Ferrocarbo-S (silicon carbide), and aluminum dross to determine the effects of different reducing agents upon the alloy recoveries and upon the final product.

The function of a preposition is to show the relation of one thing to another; it is necessary therefore for the writer to select the preposition that indicates the particular relation, otherwise he will fail to express himself clearly. Is it against common sense &o suggest that a Government is justified, morally as well as constitutionally, in preventing the decay of an industry by insisting upon the amalgamation of the prosperous with the needy? All these seven prepositions are used correctly. With the first dredge introduced in Russia, of Werf Conrad, Haarlem, make, this method of alluvial mining became important. Here the prepositions "with", "in", and "of" are used wrongly. He means: "This method of alluvial mining sprang into importance shortly after the first dredge, made at the Werf Conrad, Haarlem, was introduced into Russia." The statement itself is not true, but for that I am not responsible. Once, while I was serving with him, we were frozen in out of sight of land in the Gulf of Pichili in the North of China. Admiral Fisher wrote thus. He has used nine prepositions in making this brief statement. The sequence of three prepositions "in out of" is particularly awkward. Lounsbury says : One might fairly infer from the way in which it [newspaper English] is often spoken of that with the steadily increasing circulation of this sort of periodical literature there is no hope whatever for our speech. "Of that with" is lamentable. The construction is thoroughly bad, and it is bad mainly because the misplaced prepositions have tangled the meaning. I suggest:

Blauvelt, Great Falls, Montana (communication to the Secretary): In his remarks on Mr. Stetefeldt's paper (Trans., xxiii., 587)) Mr. Goetz observes: " Trouble experienced with producers at Great Falls influenced me to try Taylor producers instead of those of Wellman. But recent reports show that the Wellman producers work better, besides coating nearly 50 per cent. less than Taylor producers of equal capacity. Indiana and Illinois coals cannot be used in the Taylor producers by reason of the large size and hardness of the clinkers which they form." I think that Mr. Goetz must have been misinformed regarding the work of this producer in Illinois. One of the large mauafacturing concerns in that State, the Illinois Zinc Company, situated at Peru, which uses a coal mined in the vicinity, tried one Taylor producer, some four years ago, in competition with those of an older type, which it had been using. As a result of this trial, the company has now thirteen Taylor producers, which have been in operation for about three years. A recent report from these works says that the Taylor producers have largely reduced the loss of coal through the grate, and have also improved the quality of the gas, as compared with that produced from the same coal in the producers of the older type. This Illinois coal is, perhaps, the worst in the country for making gas; since, besides containing from 20 to 40 per cent. of ash, it carries a large quantity of pyrites, so that the clinkers are large and extremely hard, and the capacity of the producer is most severely tested.

THE Western phosphate field, virtually ignored for 40 years, has been undergoing a rapid climb to economic importance. Until World War II there seemed to be no reason for developing the phosphate rock region of the Intermountain Empire. But the tremendously increased demand for food production and the needs of many branches of the chemical industry changed all that. Quite suddenly a report made by the U. S. Geological Survey at the turn of the century became important. The survey showed that 60 pet of the nation's phosphate reserves were in the western phosphate field. Simplot Fertilizer Co. was one of the first to become actively interested in the development of the area. In August, 1945 the company began exploration of the Phosphoria Formation on the Fort Hall Indian Reservation. The result was the Gay Mine, about 18 miles east of Indian Agency Headquarters at Fort Hall, Idaho, developed to supply high grade phosphate rock for processing into superphosphate fertilizer at the company's Pocatello plant. Six ft of high grade oolitic phosphate rock (ranging from 32.5 to 34.5 pet P2O5) were discovered at the base of the Phosphoria Formation by diamond drilling and dozer trenching. High quality and thickness, plus the fact that the formation lay flat and near the surface made strip and open pit mining possible. In one year of mining, starting June 1946, a total of 53,000 tons of main bed oolitic phosphate rock was hauled to Pocatello for processing into supersulphate. The first year's operation was in

The new potash refinery of Duval Sulphur & Potash Co. produced its first tonnage of muriate of potash in November 1951. Full capacity was attained in early 1952. Excellent extraction efficiency is being obtained by the process, which is basically froth flotation. System temperature control is practiced and has proved to be of great metallurgical value through high potassium recovery and. low reagent cost. WHEN Duval Sulphur and Potash Co. recently entered the established potash industry, the vast amount of pioneer work essential in an entirely new endeavor was unnecessary. Thus it was possible to screen and assemble proved techniques into a highly efficient process based on the combined knowledge of the industry. It is hoped that the refinements Duval has added to these cumulative achievements will contribute to the rapid advance of the potash industry and related enterprises. The process selected utilizes as raw material syl-vinite ore typical of the Permian Basin. This ore is principally comprised of interlocked crystals of potassium chloride, about 40 pct, and sodium chloride. Also there is as much as 1 1/2 pct of dispersed clay slime which, because of its nature, highly complicates beneficiation of these ores. The refining method is basically flotation in which the mineral sylvite is floated away from the halite-clay gangue to produce a 60 pct K,O muriate of potash product for the plant-food trade. In speaking of the economic geology of southeastern Ontario, W. G. Miller and C. W. Knight1 say that "there occurs in southeastern Ontario a variety of minerals and rocks of economic value, probably as great as in any district of like size on the North American continent. Some of these deposits, including marble and trap, are inexhaustible. Others, including talc and iron pyrites, have proved to be of considerable economic importance. From time to time, during the last 50 years, the following minerals and rocks have been mined or quarried with varying success: gold, iron pyrites, zinc blende, copper pyrites, galena, mispickel, magnetite, hematite, talc, actinolite, mica, marble, ophicalcite, feldspar, fluorite, apatite, corundum, graphite and sodalite. All of the economic materials, with, the exception of fluorite, appear to be of pre-Cambrian age. The fluorite veins penetrate the Ordovician, Black River, limestone." Accompanying that report was an article by the writer on the Queens-boro Pyrite Area which includes one of the two working pyrite properties in southeastern Ontario. In the present paper will be given a brief description2 of all the known pyrite deposits in the area which may at some time possess an economic value, with fuller descriptions of the two working mines—The Canadian Sulphur Ore C,o.'s mine near Queensboro, and the Nichols Chemical Co.'s property at Sulphide. Processes for the removal of phosphorus from iron or steel are steadily assuming greater importance in view of the abundance of high-phosphorus iron-ore and the diminishing supply of pure ore. In the present methods of removing phosphorus by the basic open-hearth or basic Bessemer process, or even by electric processes, complete control over the metallurgical conditions is either impossible or has not yet been realized. The removal of phosphorus has so long been accomplished along certain well-defined lines, that when the electric furnace made its appearance metallurgists adhered to the same old reactions used in the older processes and failed to appreciate and take advantage of the new forces at their disposal. One object of the present paper is to set forth more clearly the metallurgical reactions by which phosphorus can be removed from iron, and to show the necessity of controlling the conditions, and particularly the temperature, by means other than combustion in the furnace-chamber. Invariably, the commercial removal of phosphorus has been accomplished by oxidation. The reactions involved in oxidation of phosphorus in general consist, first, of the formation of P2O5 and second, the combination of this oxide with lime, forming calcium phosphate, which latter is held in a slag high in iron oxide. In the present-used processes, the phosphorus is never removed without the assistance or presence of considerable quantities of iron oxide. INTRODUCTION Tuff is being considered as a possible geologic median for the underground storage of commercial high level radioactive wastes by the Department of Energy (DOE). DOE has the responsibility for developing or improving the technology fir safely and permanently isolating these wastes. DOE programs must satisfy requirements established by the Nuclear Regulatory Commission (NRC) for the licensing and regulating of these storage facilities (NRC 1981). Pertinent draft NRC requirements are: 1) releases of radioactivity to the environment must be within prescribed limits and 2) emplaced canisters containing wastes must be retrievable up to 50 years following emplacement. High level radioactive wastes produce heat in storage and it is essential that the thermal/mechanical/hydrological response of the host rock will not significantly degrade either the structural performance o£ the repository or the ability of the natural or engineered barriers to retard radionuclide migration. The Nevada Nuclear Waste Storage Investigations (NNWSI) was established by DOE to evaluate the suitability of disposing of high level nuclear wastes on or near the Nevada Test Site (NTS) (NNWSI 1980). NNWSI has focused exploration and site evaluation on the tuffs of Yucca Mountain. Field testing is essential to support site characterization and repository design efforts. Preliminary studies have been conducted indicating that tuffs in G-tunnel on the NIS contain welded and nonwelded tuffs that have similar properties to those in Yucca Mountain. Thus, field testing can be accelerated. This paper discusses the issues supporting the planned field experiments in G-tunnel. Issues not related to rock mechanics are not included.

GEOLOGICAL and exploration work of the United States Smelting Refining and Mining Company are handled by the mines geological and the exploration divisions of a geological department under the direction of the chief geologist. The mines division at present includes, in Utah. a geologist in charge, resident at Bingham, assisted by a geologist stationed at each operation, and a small group of geologists resident at the Bayard unit, in New Mexico. The duties of the mines division include the mapping and delineation of the geology of the mines, direction of sampling and diamond drilling, and the periodic calculation of ore reserves. At Bingham an amount of underground drilling within the limestone and porphyry formations which are hosts to the ore bodies supplements and completes development by mine workings. At Bayard, five to seven drills are kept busy underground, and eight to twelve drills operate on the surface. The rate of dissolution of alumina in carbon-saturated liquid iron has been studied experimentally in a system where alumina was in the form of a cylindrical rod immersed in an iron bath contained in a graphite crucible. Data obtained consisted of the concentrations of aluminum in the melt as a function of time. In the case of static experiments, the data are shown to agree with theoretical prdictions based on the diffusion of aluminum.. The rate of dissolution was greatly increased by the rotation of the alumina rod. It is concluded that the diffusion of aluminum from the alumina/metal interface is the rate-controlling step. In the past, thermodynamic investigations of systems encountered in ferrous process metallurgy have received widespread attention. More recently, considerable work has been devoted to the study of kinetics associated with these systems in an effort to determine their rate controlling mechanisms. The alumina-iron system is of great importance in ferrous metallurgy. Yet information concerning kinetics of reaction in this system is seriously limited. The present study was made in order to establish the rate-controlling step for dissolution of solid alumina in liquid iron. LITERATURE REVIEW A number of papers concerning dissolution of solid metals in liquid metals have been reported in the literat~re. Generally, for these simple systems, dissolution is controlled by mass transfer of the dissolving species. Complex systems involving dissolution of solid metal carbides and oxides in liquid metals and slags have been studied to a much lesser extent. Skolnick5,6 reported on the reaction between liquid cobalt and poly-crystalline cylinders of tungsten carbide, in which the cylinders were dissolved while being rotated about their longitudinal axes at various speeds and temperatures. As a result of unexpected preferential grain boundary attack by the liquid cobalt, large errors in the measured dissolution rates occurred because of loss of tungsten carbide grains to the liquid cobalt. Nevertheless, it was possible to establish that the liquid Co-W carbide reaction was not controlled by mass transfer. In a similar approach, cooper7 was able to show that artificial sapphire rods, (alumina single crystals) dissolving in lime-alumina-silica slags obeyed a mechanism of mass transfer control. Here, again, the rods were rotated at various speeds and temperatures, and the process was followed as a function of these variables. Forster and Knacke8 took a practical approach to reaction between slags and refractories. By blowing argon through refractory cylinders of silica, silli-manite, or dolomite and directing the gas to rise along the slag-refractory interface, it was possible to increase the rate of mass transfer. Although the method was admittedly crude, it nevertheless permitted an evaluation of the relative stabilities of refractories with respect to slag attack. Data were interpreted on the basis of mass transfer control. EXPERIMENTAL TECHNIQUE Apparatus. An illustration of the apparatus used in this study is shown in Fig. 1. The furnace consisted of a Morganite recrystallized alumina tube wound with a molybdenum coil. A secondary molybdenum heater was mounted around the upper half of the primary coil to aid in controlling the thermal gradient within the furnace. The primary heater tube was 3 in. in ID and 30 in. long. A reducing mixture of 95 pct N and 5 pct H was maintained around the heating elements. Thermal insulation was provided by alumina powder. The chamber within the primary combustion tube contained a boron nitride block near the top to assist in controlling the thermal gradient to the furnace and also to provide a bearing surface for the rotating graphite shaft. The outside diameter of the graphite shaft was $ in. A separate threaded graphite specimen holder was screwed into the end of the shaft. The holder contained a tapered hole drilled into the end to guide the oxide specimens as they were pressed into it for mounting. Additional guidance for the rotating graphite shaft was furnished by a water-cooled bronze bushing attached to the top of the furnace. A steel clamp was fastened to the upper end of the graphite shaft and rested on a thrust bearing; the shaft and clamp were driven by a dc motor through a set of gears. Two O-rings located immediately above the bronze bushing maintained a gas-tight seal about the graphite shaft. The lower half of the alumina tube housed the crucible and charge, which were placed on a 3/4-in. diam movable alumina support tube. With this arrangement, charges could be inserted into or removed from the furnace while the hot zone was maintained at or above 1000°C. To control the temperature of the furnace, the thermocouple was mounted inside the support tube and in contact with the crucible bottom. Stray electric fields in the furnace were of sufficient intensity to cause erratic indications by the thermocouple. By enclosing the thermocouple protection tube in a molybdenum sheath and grounding this shield, the problem was eliminated. Output of the thermocouple went to an automatic continuous balance controller. Procedure. A typical run was as follows.
