The National Labor Board, on June 25, ended its activities preparatory to final, dissolution by the President. No new cases will be heard nor new applications received. Controversies, jointly submitted, that could not be concluded prior to June 30, were assigned to the joint chairmen or a section of the board for disposition. The conclusion of the board's activities marks the passing of. one of the governmental agencies created during the war to further production of war materials. The board was organized under a Presidential proclamation with former President Taft and Frank P. Walsh of Kansas City as joint Chairmen, and with five members representing labor, five employers' representatives, and two members acting for the public. Mr. Walsh resigned soon after the signing of the armistice and was succeeded by Basil M. Manly of Washington. During the year that ended May 31, the hoard received 1245 cases, made awards in 462 cases, dismissed 391 for various cases, referred 315 to specified agencies, and suspended one case. Fifty-three cases remained on the docket because the hoard could not agree, and 23 cases were pending.

There were present eleven Directors, the Secretary and Assistant Secretary of the Institute, and eleven guests. The Secretary, Bradley Stoughton, was appointed the representative of the Institute on the Board of. Directors of the American Bureau of Welding. A communication from a member of the Institute regarding simplified spelling was laid on the table. The following appropriations were made for the year. 1919: $250 to the Institute of Metals Division, $250 to the St. Louis Section, $100 to the Columbia Section. An invitation was received from the Western Society of Engineers to the Institute to use the facilities of that society during the A. I. M. E. Meeting in Chicago. The Bulletin of the Institute was presented to the French Congress of Engineers. There were elected twenty-eight members, eighteen associates, and three junior associates. The status of one member was changed from junior associate to associate. Four members were reinstated. An extension of time was granted to one member for payment of dues. The dues of four members on active military duty were suspended. Dues were remitted of four members who have been paying over thirty years, and who are each over seventy years of age.

AT the Annual Meeting of the A.1.M.E. last February, Cornelius F. Kelley, chairman of the Anaconda Copper Mining Co., was presented with the Charles F. Rand Memorial Medal for "conspicuous success as administrative head of great enter- prises engaged in the production of nonferrous metals at home and abroad; for inspiring leadership of an organization that has trained able engineers for service wherever ores are mined and metals are recovered; and for enhancing the prestige of metal mining in the financial and industrial world." Mr. Kelley's acceptance speech follows: I am not unmindful of the fact that the distinction is not to be considered a personal one, but that by the language of the citation itself it is rather a recognition of the service that has been performed by the many trained men of an industrial organization that in the arts of mining and metallurgy and in the fabrication of metal products has performed a distinct service to the industry and to mankind. In that spirit, the award is accepted, and on behalf of the organization I represent and myself, I thank you and assure you that the honor is deeply appreciated.

A special committee on the Classification of Surface Mining Methods was appointed by the A.I.M.E. Board of Directors on Nov. 17, 1939. The committee was headed by Gerald Sherman, and the members were Chester A. Fulton, C. F. Jackson, Earl E. Hunner and Arthur Notman. The following form of classification was reported to the Board by the Committee on May 16, 1940, as its unanimous recommendation. C W. ROLFE, Professor of Geology, Emeritus, has of-fered a prize of $250 for the most valuable contribu-tion toward a new, better, or increased use of any mineral resource of the State of Illinois. The prize is open to anyone engaged in research, either privately, commercially, or in connection with any univer-sity or college staff, or any state or national bureau or sur-vey. The work must have been done, or at least completed, curing the year named. Three copies of the paper or books must be in the hands of the chairman of the committee on or before 6 p. m., May 1, 1928. If an unpublished paper is submitted, it should be typewritten, double spaced, on 8 1/2 by 11-in. paper. Unpublished results of study, or papers or books pub-lished since May 1, 1927, and before May 1, 1928, may be offered in the competition; but the results of the study must show real present or prospective economic value. FATE, rather than planning, put Bob Morris into coal mining. He was a farmer&apos;s son, born at Plattsburg, Ohio, just 68 years ago (Feb. 28, 1878) though he could easily pass for ten years younger. Before he was ready for high school the family moved to Columbus, seat of Ohio State University, whose course in mining engineering attracted him because lie thought it the broadest of the engineering courses. He really wanted to be a steel metallurgist but it was a coal-mining company that offered him a job when he graduated, and this circumstance directed his entire future professional life. To. be sure it wasn&apos;t such a glorious opportunity so far as pay went -$40 a month-but his employer, the Modoc Coal & Mining Co., Modoc, Ohio, was developing a new shaft mine, thus offering some good experience. In 1902, after a year&apos;s experience, he was made superintendent of the property. Then in 1903 the Continental Coal Co. at Glouster, Ohio, offered him a better job as their chief engineer, which he retained until 1905, at the same time joining the A.I.M.E.

The extractive mineral industries share a number of common characteristics and basic problems which are completely different from those associated with manufacturing and mercantile operations. These industries now supply about 95% of the inanimate energy consumed in this country, and share with agriculture in providing virtually all of our basic raw materials. Mineral producers, like farmers, are subject to the economic hazards of fluctuating markets and prices. Unlike farmers, however, they cannot renew the productivity of the earth, but must seek continually for new sources of supply. The necessity for exploration and development of new reserves, to replace those used up by production, introduces additional factors of economic risk. These operations require the expenditure of large amounts of capital, often well in advance of any assurance of profitability. Commercial banks that understand these special problems can provide a variety of constructive financial services to the mineral industries. The history of cooperation between banks and mining enterprises has yet to be written, but there is every indication that it would encompass a period of hundreds of years. Records refer to depository and lending services by the early European private bankers involving precious metals and jewels. Many of the exploratory voyages to the Far East and the New World were organized with the financial backing of wealthy syndicates, some of which also provided banking services, in the hope of finding new sources of gold and other precious minerals. In the United States many large banks are closely identified with the development of some of the larger mineral deposits such as the Mesabi Range and the gold fields of California.

In the equilibrium phase diagram of the Ni-Mo sys-tem1,2 available at present, intermetallic compounds (or ordered phases)ß(Ni4Mo) and ?(Ni3Mo) are known to exist to the nickel rich side. In our recent investigations on Ni-Mo alloys, however, it has been found that the quenched alloys from the high temperature region containing more molybdenum than the Ni4Mo do not decompose directly into 0 and when annealed isothermally below the peritectoid temperature, i.e., 865°C. This note is to report the existence of Pt2Mo type superlattice (possibly ordered Ni2Mo) as a metastable phase in the early stage of decomposition. Alloys containing 20.1, 22.7, and 24.4 at. pct Mo were prepared by vacuum-melting electrolytic nickel of 99.9 pct purity and molybdenum powder of 99.9 pct purity in an alumina crucible. From the resulting ingots, sheets 0.3 mm thick were obtained by forging, hot-, and cold-rolling. The sheet specimens were water-quenched from ! region and subsequently annealed for various periods of time at temperatures below the peritectoid temperature. On these specimens were made optical-microscopic and transmis-sion-electron-microscopic observations. Transportation is the minerals business. Once upon a time the geologist, the engineer and later the metallurgist reigned supreme, but the leading role in mineral development today is the economist-especially the transportation economist. Obviously this trend is more important for large volume, low value mine-to-market movements of such commodities as iron ore, phosphate, potash, coal and petroleum. But, transportation is of sufficient importance to all mining activities to be included in forward planning. Civilization has been influenced by transportation developments to an extent little understood or appreciated. Although industrialists are capable of intelligent historical analysis of this phenomenon, too frequently they have failed to project, or anticipate those changes in transportation techniques which will influence the pattern of industrial growth.

THE object of the writer is to call attention to a rather unique aggregation of economic products distributed over a line of succeeding formations about 3 mi. long, to be seen within a few miles of La Salle, Ill. Fig. 1 is an ideal section of the stratification exposed and exploited along a distance of 3 1/5 mi. in a southwesterly direction from the quarry of the Utica Hydraulic Cement Co. located near the historic site of Kaskaskia village to the Oglesby, shaft at Oglesby. No attempt has been made to cover the whole field, special mention only being made (with the exception of two places) of the operations found along the course or parallel to the direction assumed in the ideal section. I have used Fig. 2, after J. H. Bent and De Witt Kelly, to locate the relation of the La Salle anticline to the coal mines of this district and to show the operation of No. 1 and 3 mines of the Illinois Zinc Co.

The centenary of Julia Ward Howe, author of "The Battle Hymn of the Republic," is of particular interest to the members of the Institute because of the very active part that has been taken in the affairs of the Institute by her son, Dr. H. M. Howe. By an order of the Board of Education, the one hundredth anniversary of Mrs. Howe&apos;s birth, May 27, was observed in the public schools of New York City with the singing of the fatuous battle hymn. Boston, the city of her adoption, celebrated her centenary by a service in the Church of the Disciples, where Governor Coolidge made an address, and in which John Andrew Post took a prominent part. General Pershing sent a letter, which was read by the Rev. Abraham Mitrie Rihbany, in which he said: "It is a great privilege to bear witness to the widespread effect of ?The Battle Hymn of the Republic? on the morale of the fighting men. It is unique in its religious fervor and enthusiasm and whenever sung it can have but the same effect which it produced when it was first sung in the Civil War."

During the last winter we have been actively engaged in the School of Mines in search for boracic acid. This has been owing to the fact that Mr. M. W. Iles, assistant in the qualitative laboratory, has discovered a test for that substance which makes its discovery exceedingly simple instead of being, as previously, very difficult. It consists in powdering the mineral, calcining it, then moistening it with sulphuric acid, and heating on a platinum wire until the sulphuric acid is expelled. It is then moistened with glycerin and made to take fire. If boracic acid is present it infallibly gives a green flame. It is not at all surprising, under such circumstances, the test being so easy, that boracic acid has been found by the students in a great many cases where its presence was not previously suspected, and in some where its detection was previously too difficult to warrant looking for it. We were not prepared, however, for its discovery in Lake Superior iron ores, and were disposed at first to think that a mistake had been made. After, however, it had been frequently reported in these ores it was considered worth while

A discussion of the paper by Mr. Campbell, which was read by title at the Lake Superior meeting, but first presented at the New York meeting of the Iron and Steel Institute, October, 1904 (see p. 772). These papers are here published onder a mutual agreement between the Councils of the two Institutes, and will also be found in the Journal of the Iron and Steel Institute for the year 1901, vol. ii. Mr. William R. Webster, Philadelphia, Pa., said: We are under great obligation to Mr. Campbell for his exhaustive investigation, and the results he has put before us to-day. They are the most conlplete series of tests that have ever been made, where all the conditions of rolling, etc., were kept uniform. In discussing Mr. Campbell&apos;s first investigations, I claimed first, that the method of least squares, then used, would of necessity only gire the average value of any element, and that if the effect of any element was greater in the presence of high carbon than with low carbon this would not be shown by the method of least squares. Secondly, that the effect of manga nese should be considered on acid steel as well as on basic steel, instead of ignoring all the eff&apos;ect of that element when it was below 0.60 per cent., as was then recommended by Mr. Campbell. I am pleased to note that the results of his present investigation confirm my views on these points. In presenting the results of his first investigation, Mr. Campbell referred to my investigation of 1893-94, and took exception to the value of phosphorus varying (depending on the amount of carbon present) from 800 to 1,500 lb. for each 0.01 per cent. He claimed that one might just as well consider the effect of phosphorus as being constant, and of carbon varying. I refer to this, as he now has introduced very similar conditions in his present tables, in that he gives variable values for manganese (depending on the amount of carbon present) for both acid and basic&apos; steels. Can we now say, with more certainty than formerly, which element should be considered as haviup a constant effect ? There is one other point that I took up in my former discus-

I would like to ask Bob Merrill whether he considers that horizontal concave curvature of a slope has any stabilizing effect, such as Jenike 1 suggested several years ago. The stabilizing effect is due to the restraint offered to radial movement by the curvature. We found in laboratory tests that if we constrained the rock with the same stresses as those measured in the pit then it would sustain a maximum stress about two or four times greater than when the same rock type was unconstrained. We are therefore definitely of the opinion that a constrained situation in a slope is favorable towards stability.

EUGENE MCAULIFFE, St. Louis, Mo. (written discussion*).-When we undertook the development of the Kathleen mine, near DuQuoin, certain features greatly influenced the construction and underground development. The country is very flat, so that the usual gravity yard movement of empty and loaded coal cars would entail a very heavy fill at the empty-car end of the tracks, with some form of car-pulling arrange-ment to move the loads where it was practically impossible to provide. a gravity movement. So the yard was made level, except for 1000 ft. (304 m.) under the two tipples, where the cars are moved by gravity and controlled under the main-shaft tipple by four Fairmont car retarders. Both tipples are spread sufficiently to admit of introducing a narrow-gage track and locomotive. One 18-ton locomotive is at present employed in moving empties clown to a point above the main-shaft tipple and the loads off the track scales clown into the storage yard; ultimately a 25-ton loco-motive will be employed on the loaded side of the tipple. This form of car movement and control will admit of handling empty and loaded cars
