CERTAIN ideas on iron and steel sanctions to follow originated in a series of conferences held under the joint auspices of the War Department and Brookings Institute in Washington last spring. The views presented may be regarded as those of substantial segments of the steel industry. In view of the fact that steelmaking capacity can be so quickly converted to the production of armament, any effective control must necessarily include the entire steel industry and not solely the parts devoted to the production of implements of war. It must also be exercised all the way from production and shipment of raw materials through their ultimate conversion into finished products and use. Control will be dis- cussed under two main headings: (I) control of raw materials at the source; (2) control of steel capacity within the Axis countries.

Smyth, presided at the dinner, at the close of which he introduced, as the speaker of the evening, John M. Longyear, who gave a most interesting talk about his work in exploring for coal on the islands of Spitzbergen, 400 miles north of the North Cape of Norway. An insight into the mechanism of electrocrystallization of copper in simulated commercial acid electrolytes has been surmised from scanning electron microscope analysis of laboratory prepared specimens. The growth takes place in three overlapping stages. In he first, lasting approximately one hour at 200 amps/sq m, a propensity to epitaxial growth is observed. During the second stage a preferred orientation developed. The crystallography of the deposit showed a strong preferred orientation with the [111] direction normal to the surface. Triangular pyramids with (111) faces and (111) texture is a common result. In the third stage, occuring at longer deposition times, side growth, dendrite-like branching is common. The obsermtions have some elements in common with published results for highly purified electrolytes. Several significant differences were observed. The truncated pyramidal and block type growth discussed in he literature is suppressed under the conditions studied. The results are briefly discussed in terms of the screw dislocation, fault, and layer type growth mechanisms of crystal growth.

President Howe : It is not so clear to me that the facts which Dr. Waldo brings forward really argue that the nature of the combination between copper and aluminum differs from that of the combination between copper and zinc or copper and tin. As regards electric conductivity, I suppose that the fact, which he thinks points to a special intimate kind of union between aluminum and copper, is that the line in his Fig. 1 is neither straight nor uniformly curved, but that its curvature varies rapidly, not to say abruptly. But we find just such variation in like curves for the copper-zinc and copper-tin alloys. Thus, a slight addition of zinc or tin to copper causes a change in color wholly out of proportion to the quantity added; and, as we add zinc or tin to copper, the tenacity rises very greatly, only to fall off abruptly with further additions of either of these metals. Several investigators have measured the heat capacity of cementite, using different methods of attack, but the agreement between the values obtained cannot be considered good. Naeserl has made measurements of "average heat capacities" of iron carbide between 1026" and 85" K., using a water calorimeter. His computed true specific heat at 78.1" K. is 11.22 cal. per gram-formula mass, which, if correct, is much too high for any reasonably accurate extrapolation to 0" K. The cementitc used by Naeser was obtained from a steel containing 0.9 per cent carbon, by electrolytically dissolving out the iron in a neutral bath of ferrous chloride. The cementite remained as a coarse, crystalline, gray powder. Andes2 has measured the specific heat of iron carbide, from 102" to 323" K., as it exists in steel. The specific heats of several slugs of steel of known iron carbide content were determined, and the specific heat of the iron carbide (Fe3C) calculated by plotting specific heat versus percentage of carbon, and extrapolating to pure Fe3C (6.7 per cent C). The heat-capacity values for temperatures below 100" K. were obtained by comparing the temperature-specific heat curve for Fe3C to that of Fe. Since the two were very similar in the range examined experimentally and approach more closely at low temperatures, it was assumed that near the absolute zero the form of the curve for Fe3C would be similar to that of Fe. Andes calculates for the entropy of Fe3 C,S298 = 23.55 e.u. The heat of formation of Fe3C has been studied by several workers. Kelley3 has reviewed these measurements and calculations, and selects those of Roth* and Naeser6 as worthy of most consideration. Roth has given AH = 5400 cal. + 30 per cent as a result of his own and other work. Naeser has determined the heat of formation from Fe and different forms of carbon, and for graphite (0) he finds AH = 5600 cal. Kelley accepts the rounded figure AH = 5500 as the heat of formation at 298.1" K., but this value is quite uncertain.

THE common method of shale mining, drilling, shooting and steam-shovel loading, is fast giving place to a comparatively new method which is purely mechanical. This machine is known as the shale planer and takes a cut from a very large face, 50 ft. or more in height. As shale deposits are usually stratified, the quality varying with the stratification, a very uniform product is obtained with this planer, for its "cut" is across the entire face, vertically. This planer was designed and built some 15 years ago by J. M. Powell, president of the Indiana Drain Tile Co., Brooklyn, Ind. Unevenness in mixing the material from the different layers in the shale deposit of this company was causing considerable fluctuation in the firing- shrinkage and color of the ware produced, thus lowering the quality. Some method of maintaining a uniform proportion was vital and this planer was therefore devised. Its capacity was approximately 175 tons daily: cut, mixed and loaded.

IN, diamond-drill work, a true sample consists of all the material cut by the bit-both core and cuttings. As the recovery of this sample is the object of diamond drilling, the utmost care should be taken to secure it. Speed of drilling and low costs are of little value if an inaccurate sample is obtained. The engineer in charge must study his material and lay out the plan of sampling, and then see that the drill runner follows his instructions; for the runner may be more interested in obtaining a large footage than in developing accurate methods of sampling. It was developed not so much to find a quick method as it was to facilitate certain work which I was carrying on a couple of years ago. I had a great many determinations to make and the planimeter method was very slow, as was the Heyn method, and both of them were laborious, so I tried to shorten the time of the determinations. Since preparing the present paper, Dr. T. M. With the coming of the month of 'October the various sections are beginning active work for the winter. The Colorado, Washington, Montana, and New York Sections are all doing good work in raising funds for the hospital bed at Rheims which is to be a memorial to the members of the A. I. M. E. who gave their lives in the great war. We hope that all the other sections will begin to work with this object in view and will make even a better record than they did with the Belgian Relief Fund. It was with much regret that the President, Mrs. James F. Kemp, and the Secretary, Mrs. Sidney J. Jennings, were obliged to forego the pleasure of attending the Chicago meeting in September. They were, however, ably represented by Mrs. Arthur S. Dwight who gave an informal talk after which was formed the Illinois Section, which has our best wishes for all success-" Over the top and the best of luck!"

While engaged in experimenting with the usual methods for estimating phosphorus in iron and steel, it occurred to me that potassium chlorate might be used to oxidize the carbon, and thus avoid the tedious and vexatious evaporations necessary for successfully carrying out the usual methods. After many trials, the following plan was adopted : Take, for analysis, of Bessemer or other low-carbon steels, from 3 to 5 grammes; of crucible steel, 10 grammes; of pig-iron, 1 to 5 grammes, according to the percentage of phosphorus supposed to be present. Of iron, high in phosphorus (1 per cent.), take 1 gramme. Place in a No. 4 evaporating dish the amount of iron or steel decided upon, cover with a funnel which will just fit inside the dish, and then add gradually HNO3, (1.20 specific gravity), using 12 C.C. of acid for each gramme of steel or iron taken. (A larger quantity of acid will be required for small samples.) When the full amount of acid has been added, and the violent action has ceased, place the evaporating dish on a sand-bath, add 10 C.C. HNO3, (1.40 specific gravity), and boil till the bulk of the solution is reduced about onehalf. Then add 10 C.C. HNO3, (1.40 specific gravity), continue the boiling, and add from time to time, during the next 15 minutes, small portions of pulverized KCIO3, till about 2 grammes have been added. (If the solution shows signs of going dry, more strong acid must be added.) This will precipitate the manganese, with some iron. Sometimes it happens that the manganese does not come down readily, and more KCIO3, or further concentration, or both, will be required. The process is not complete till the manganese is precipitated, which may be known by the appearance of a dark, mirror-like deposit on the dish, at the edge of the solution. Boil the solution 5 minutes after the last addition of KCIO3, and then add cautiously (to prevent sudden explosions) 5 C.C. strong HCl. This will dissolve the precipitated manganese and iron. The article by Benavides and Schuster provides an in-depth study of this transportation alternatives for a four-mine complex in western Kentucky. The examination of aerial tramways was not undertaken as an alternative solution. We feel this is an oversight since industrial ropeways are competitive with both belt conveyance and overland truck hauling. In fact, there are aerial tramway system, operational today, which are 100 years old and operating with some original components. Maybe unfortunately, there are no fixed rules or guidelines whereby the most cost-effective means of transporting and handling material for a given situation may be selected. Each situation must be evaluated m the variables that influence the selection of the desired alternative can be clearly defined. However, there are in-place industrial ropeway system that have proven economically feasible over a range of 1.6-50 km (1-31 miles). The more difficult the terrain, the greater the cost efficiency.

FOR some time it has been thought that there should be > closer relationship between the members' of the Institute engaged in education in the mining schools, the mining, metallurgical, ceramic, and geological departments of universities, and the members of the Institute actually engaged in the production of mineral products and the operation and direction of works. The American Society of Chemical Engineers and the American Ceramic Society have for some years past devoted especial attention to the educational matters of their respective fields. The Engineering Foundation, representing the great engineering societies of the country, is deeply interested in technical education and maintains a Committee on Educational Research.
