INTRODUCTION Tailings dams up to about 200 ft. high are proposed to store tailings for a major mining operation on Marinduque Island in the Philippines. The original design of the dam utilized a compacted laterite starter dam followed by hydraulic placement of cycloned sands to form slime retaining dykes along the outer face of the dam. The upstream method of construction was proposed. In view of the failure of numerous tailings dams in Chile during the EL Cobre earthquake (I), an investigation was performed to assess the earthquake stability of the proposed dam. This included a soil investigation on the first cycloned sand dyke, which had been built to a height of 45 ft. Results indicated that the density of the sand was much lower than existing empirical criteria consider to be necessary for resistance to liquefaction. As a result, the dam was redesigned. The downstream method of construction was selected and a yearly construction program was developed to make use of sand available by cycloning. To increase shear strength, improve resistance to liquefaction, and to utilize steeper slopes, compaction of all sand in the dam was specified. A special underdrainage layer and toe drains were incorporated in the design. Details of the decant system and surface erosion alternatives are described. SITE CONDITIONS The mining project is located in the Philippine Islands. At the present annual rate of production, about 4,230,000 cu.m. of tailings will be produced yearly. The volume requirements for tailings storage design for the first 10 years of operation are in the order of 45,000,000 cu.m. The topography near the mine is mountainous with many gullies and canyons carved out by high intensity rainfall and runoff. The bedrock, which is generally shallow and weathered for a considerable depth, is overlain by laterite soils. Vegetation is comprised largely of palms, banana trees, and tropical shrubs and grasses. Precipitation is heavy. The average yearly rainfall over 24 years is 65.2 in. and the maximum recorded 24 hour rainfall is 9.0 in. High intensity rainfall is associated with typhoon storms, which are a seasonal threat inthe Philippines. Fig. 1 shows a summary of monthly precipitation.

HAVING been associated with the operation of the de Vooys process for coal, which has treated 13,000,000 tons per annum, and recognizing the process as of value in ore sorting, Huntington, Heberlein and Co. Ltd. (Great Britain) in 1936 made an examination of all other existing methods. In none of the pioneer applications had recognition been given to the necessity for maintaining certain conditions that are essential for sorting certain ores if a truly efficient separation by gravity alone is to be assured. Consequently, in 1936-1937 Huntington, Heberlein and Co. Ltd., with Pearson, employing certain ideas connected with the de Vooys application, commenced the development of a separator that would allow conformance with optimum conditions in the zone where separation is effected. Later, Holt and Wade added to the value of the original application by Wuensch, Rakowsky and others, whose conceptions are being successfully operated today. Meantime, Trostler had enhanced the value of the original H-H. process by improvements that are now embodied in operating plants, and today the process incorporates an improved apparatus and a stable medium that produce the optimum conditions for separation. These conditions are: 1. Elimination of disturbing currents in the separating zone; 2. Reduction to a minimum of medium-density differences throughout. the separating zone; 3. Stable medium of minimum viscosity to permit the unretarded fall of mineralized particles; 4. Removal of products of separation with minimum disturbance to the separating zone. DESIGN OF SEPARATOR The H-H. sink-and-float separator consists of a pyramidal tank in which the separation actually takes place, connected at the bottom with an inclined bucket elevator. The tank and the elevator are filled with medium to within a few inches of the top of the tank. Medium is fed into the separator at a variety of points, according to the type of ore being treated, and it is withdrawn from the separator at two points: (1) together with the float product, by means of a variable-speed paddle, at the surface of the medium, and (2) by flowing over an adjustable weir cut in the side of the elevator casing. The prepared ore is fed onto the surface of the medium. The intermediate paddles, which revolve at a slow speed of 2 to 5 r.p.m., move the floating ore across the bath from feed end to float-discharge end. The ore, which is heavier than the medium, sinks below the sweep of the paddles and reaches the boot of the bucket elevator, which discharges it without disturbance of the separating zone. The revolution in equipment for blasthole drilling, ore loading, and ore hauling has been so rapid over the last ten years that it has generated an important new profit potential in the mining industry. With the new high-capacity machinery now available, it is possible for a mining enterprise to earn a profit from larger and lower grade orebodies than ever before despite the ever-increasing burden of rising costs. Just what such equipment can accomplish when coupled with improved mining practice has been demonstrated with startling success at the No. 1 mine of Minerva Oil Co. near Cave-in-Rock in Hardin County, Ill. The No. 1 is an underground operation which has been producing fluorspar and zinc ores and concentrates continuously since 1944. A few years ago, when the mine neared the familiar cross-roads where rising costs, increasing tonnages, and relatively static product prices converge, company officials decided to bolster the operation with new mobile equipment. They chose three machines which proved so effective that output at the No. 1 doubled between 1963 and 1965,while costs dropped by about 40% in the same period.

Johnson, Jr., The innovation of a special meeting under the auspices of the Iron and Steel Committee was well justified, if we accept as a criterion the number of papers presented at the meeting held on Oct. 16 and 17 in New York and the attendance at that meeting. Twenty-four papers were read, and most of these were widely discussed orally, while doubtless the written discussions will be even larger in extent. Discussions will be received up to Dec. 1, 1913. The attendance at the meeting of 106 members and 75 guests is an evidence of the wide anti growing interest in the Institute of men interested chiefly in iron and steel. It is especially interesting to note this large attendance at a meeting where very little of a social nature was introduced into the program. An informal dinner for the men at the Engineers' Club closed the meeting. At this dinner were present about 70 members and guests. One of the Vice-Chairmen and the Secretary of the new Committee on Petroleum and Gas told of the important plans in prospect of that Committee. Brief impromptu speeches by a considerable number of the members and guests were enjoyed. Professor Marburg reiterated his previous assertion that he believed that the Institute and the American Society for Testing Materials, as well as some of the other technical societies, were all fighting for one good cause; that there was room in the field for all of these societies with their various points of view; and that they should march shoulder to shoulder. The success of this dinner was due largely to the efforts of Mr. Johnson who had the affair in charge.

GATES, Salt Lake City, Utah (communication to the Secretary*).-The writer is delighted by the results shown in Mr. Bell's paper, which prove in an experimental way different from that followed by the writer' that "the work clone in crushing is proportional to the surface exposed by the operation," per Rittinger's Law. Mr. Bell's work was all clone in commercial types of crushing machines, while my work was clone in a testing machine; his work represents fully one hundred times the expenditure and time that my work represented; a great number of tests were made by his organization to determine single points, while I was obliged to depend on the general trend of a curve for results; we agree absolutely that "Kick's law," for which Mr. Stadler was sponsor, does not apply to rock crushing. While my work indicated the reliability of Rittinger's theory, Mr. Bell's work clearly establishes the reliability and makes it Rittinger's law.

No wildcat operations are recorded from France during the past year, and no new discoveries have been made. In northern Africa, in Morocco, some prospecting continued in the Gharb and Tselfat regions. Only very small production or shows were found. At the close of the year one cable-tool well (depth 400 meters) was drilling in the Tselfat district, and one rotary well in the Gharb. In Tunisia one well was drilling at Sloughia. Refinery building has been active under the new petroleum law, no less than six plants now being under construction. At Pechelbronn, it is estimated 130 wells were drilled, of which 73 wells, or 56 per cent, were productive. Total drilling was 45,000 m. One new Jurassic horizon was discovered. In the mining area approximately 17,500 m. of new gallery were driven. Production at Pechelbronn for the first nine months was as follows: From wells, 233,013 bbl.; from mines, 164,815 bb1.—a total estimated production for the year of 532,000 bbl. Production at Gabian was 3780 bbl. for the year. In Algeria production from Tliouanet was small, being estimated at 6510 bbl. This production is from Helvetian sands (Miocene) around a salt plug. Italy Production for the year was 211,500 bbl., an increase of 62 per cent over that of last year. Drilling to the extent of 97,000 ft. was done mainly by the A. G. I. P., the government company in the Province of Emilia. More locations are being tested in this area, where geophysical results have shown indications of buried uplifts. Oil has been encountered on two of these structures, at Fontevivo and Podenzano, but the wells have given trouble with salt water. The chief producer is the Societa Petrolifera Italiana at Salsomaggiore and Valezza. The production is from sand lenses at relatively shallow depths. New concessions of 2000 hectares were granted at several points in the Po Valley, and geophysical work is being carried on. The A. G. I. P. is working on a five-year program of exploration to test new areas.

THE control of deoxidation, together with other factors involved in electric-furnace melting practice, to consistently produce heats of high-quality alloy steel to stringent specifications as to nonmetallic inclusion content is a problem of considerable magnitude. Steel melting as an industrial process is subject to many variables that can influence the quality of the product made. In order to modify the size, amount and distribution of inclusions and to promote their elimination, deoxidation, among other practices, plays a major part. The primary purpose of deoxidation in the production of electric-furnace alloy steels is the removal of dissolved oxygen present as FeO in the bath, which is produced as a result of prior oxidizing conditions. The elements usually added to effect this removal of soluble oxygen are those that will, upon addition, cause the formation of an oxide compound insoluble in the molten steel bath as silica, alumina or silicate combinations.

TONIGHT I want to speak of the current problems and the postwar difficulties facing American industry. American industry has done an outstanding job in adjusting its operations to wartime necessity. The national income for 1942 was nearly $120,000,090,000 and of this outlay approximately $55,000,000,000 went for war material. The enormity of the expenditures for war material is indicated by the fact that the expenditures for war purposes alone were greater than the annual gross national income in the period 1931-34. This tremendous production job in turning out a record output of war products was accomplished by industry in spite of a large number of restraining and hampering influences, and I want to mention several of the more important problems.

•Mineral Development Corp. of Salt Lake City, Utah purchased the Somerset and Oliver coal mines from the Kaiser Steel Corp. The mines are located at Somerset, Colo., about 75 miles east of Grand Junction, Colo. Somerset Town, with housing for 600 persons was included in the transaction. The mines employ 115 miners and have a combined capacity of 1750 tons per day. The Minerals Development Corp. is headed by Claude P. Heiner and is controlled by Godfrey L. Cabot, Inc. of New York and Boston. The Cabot Company is a major producer of carbon black. • The Dept. of Interior has announced that the name of the Defense Minerals Administration will be changed to Defense Minerals Exploration Administration. The new name of this defense agency more nearly describes its duties, since the mineral programming, procurement and claimant functions of the former DMA have been transferred to the Defense Minerals Procurement Agency. C. O. Mittendorf, formerly acting administrator of DMA, is serving as acting administrator of the new DMEA.

IN previous workif2 we have shown that the steady state cyclic stress response of pure copper tested in the low cycle fatigue range was determined only by the plastic strain amplitude and the test temperature. hus, copper, at any given temperature, has a unique cyclic stress-strain curve independent of prior history. Cu-7.5 wt pct Al, however, showed a stress response for a given plastic strain amplitude and temperature which depended sensitively on prior history. From this work we predicted that all wavy slip mode materials, typified by copper, would have a unique cyclic stress-strain curve; whereas all planar slip mode materials, typified by Cu-7.5 pct Al, would not. This prediction has now been tested for a number of materials of widely varying crystal structure and slip character. Wavy slip mode materials studied include: Fe. Al, Cd, disordered FeCo-V, and Cu-3 pct Co (quenched and aged). Planar slip mode materials investigated include: Fe-3 pct Si, ordered FeCo-V, disordered Ni3Mn, ordered Ni3Mn, and Zn. The treatment and properties of these materials are listed in Table I. Cyclic stress-strain curves were determined by controlled plastic strain tests (see Ref. 1 for details) at room temperature for all materials in both the initially annealed and cold worked conditions. The results obtained for iron and Fe-3 pct Si are typical of wavy and planar slip mode materials, respectively. The cyclic stress-strain curves for these materials are shown in Fig. 1 and it can be seen that iron has a unique cyclic stress strain curve while Fe-3 pct Si does not. Aluminum, Cu-3 pct Co, and disordered FeCo-V showed a behavior like that for iron, while Ni3Mn in both the disordered and ordered condition behaved in the same manner as Fe-3 pct Si. These results therefore support the general conclusion drawn in Refs. 1 and 2 that. for wavy slip mode materials, a cyclic mechanical equation of slate it =t.(hcp, i. Rapid growth of the aluminum industry continued through 1948 with an acute shortage of the metal in all forms marking the year. Estimates based on shipments made during the first nine months indicate that, in 1948, the industry shipped more than two billion pounds of aluminum products or roughly four times the amount shipped in the greatest peacetime year prior to the war. The rapid expansion of the aluminum industry is particularly reflected in the production of sheet. Last year, the industry as a whole shipped an estimated 40 per cent more sheet than was produced in the peak war year of 1944.

THE propaganda in favor of the adoption of the metric system of weights and measures in the United States is founded upon the idea of compulsory adoption. There can be no argument about this, for the metric system has been legal, by Act of Congress, in the United States since 1866. Nobody ought to oppose an educational movement, and if pro-metric activities were confined to that there might be no reason to gainsay them. I do not propose to enter into any discussion of 'the relative merits of the metric and the English systems of weights and measures. The simple case is that the metric system not having made much headway in the United States after more than 50 years of legality, 'it is now aimed to force it upon the people by legislative compulsion. The main arguments in favor of such compulsory adoption are that it would- simplify the education of our children and would promote our foreign trade, for the reason that more countries of the world, with which we do business, use the metric system than the English system. I am going to disregard,' in this contribution, the first of these arguments, for it is largely conjectural." Not so with the other, which is specific, and being so its speciousness can be, proved. It is true that the metric system is used by more countries of the world than the, English system. It is commonly stated that of the Indo-European nations only the United States, Great Britain, and her colonies, and Russia have failed to adopt it. However, if with "colonies" we equate Canada, Australia, New Zealand, Tasmania and South Africa, we have a longer list of non-metric countries, and it comprises not only the most populous, but also the most industrial nations of the world.

The United Verde Extension mine is located in the Jerome mining district, on the eastern slope of the Black Hills, approximately northeast of the town of Jerome, Yavapai County, Arizona. The ore deposit may be termed a replacement in Yavapai schist. This schist is one of the oldest formations in the district, being probably of volcanic origin, and has been folded and faulted and contains intrusions of diorite and quartz porphyry. It is believed that the mineralization followed the porphyry intrusions and replaced the country rock; this was followed by erosion and a period of secondary enrichment, all completed in pre-Cambrian time. Later sediments of sandstones and limestones, to the depth of approximately 600 ft. (182 m.), were laid down, followed by volcanic flows. Faulting and erosion again took place, resulting in the present complicated arrangement of the strata. Prospecting, therefore, is very difficult, because the sediments practically cover the mineralized areas. This necessitates the sinking of deep shafts, cross-cutting, and, in some instances, diamond drilling to learn something of the various relations of the different formations and the occurrences of intrusions associated with ore deposition. The locating of new orebodies, therefore, is beset with innumerable difficulties. EARLY MINING METHODS The two orebodies constituting the principal resources of the company are known as the small orebody and the Bonanza, or large orebody. These are about 150 ft. (45 m.) apart, and while they appear to be distinct orebodies may later prove to be connected. The character of the ore, the general associations of the porphyries adjoining the orebodies, and other characteristics, both in the ore and general environment, are very similar. The small orebody was the fist to be discovered and was mined for some time before the Bonanza was found. At first, a large amount of ore was extracted by means of development work, but as the smelters treating this class of ore were located from 60 to 400 mi. (96 to 643 km.) away, only the highest grade yielded a fair profit and it became necessary to do selective mining. The main workings

(written discussion). *-Mr. Kowalke shows that a high resistance millivoltmeter is subject to smaller errors, due to change in resistance of the thermocouple to which it is attached, than is a low-resistance instrument. He uses as examples instruments having resistances of 30 and 2 ohms, respectively. At the Bureau of Standards, resistances above 300 ohms would be considered high and 30 ohms rather low. In the tests on calorized-iron thermocouples, a difference between the first and third calibrations of the couples serves to show changes due to the intermediate heat treatment and only under certain conditions would changes in calibrations due to changes in the wire be detected by ,a recalibration after 1 1/2 in. had been cut from the hot-junction end of the couple and the ends rewelded. The calibration of a couple depends only on the thermoelectric prop-erties of that part of the couple which lies within the region of non-uniform temperature, i.e., the temperature gradient; hence, so long as the temperature gradient falls along wires of similar thermoelectric properties no change in the electromotive force is produced by altering the metals of those parts of the circuit that are at uniform temperature. Usually at the cold-junction end of the circuit, copper leads, brass binding posts, manganin resistance coils, and various other materials form part of the circuit, but so long as all are at a uniform temperature (or if for each junction between unlike metals there is a similar opposing junction at the same temperature) no resultant thermoelectromotive force will be produced thereby. Likewise, if a length of several inches at the hot-junction end of the couple is at uniform temperature, it matters not if this section is unlike other parts of the couple, so long as there is good metallic connection and no source of e.m.f. other than thermoelectric is present. Cutting off part of the hot end of the couple within such a region of uni-form temperature would not alter the e.m.f. of the couple.

AT Cobalt, Ontario, Canada, a lake was drained to facilitate mining, by the Mining Corpn. of Canada, during the spring and early summer of 1915. Previous to pumping out the water, great quantities of sands and slimes from concentrating plants had been discharged into the lake and during and after the lake's drainage, its basin' Was a receptacle for tailing products. As the writer was at work along the shore line as the lake was being drained, he had a good opportunity to observe the changes that took place as the water was withdrawn. Some adjustments between the incoming sands and the mud in the lake had taken place before pumping was commenced. One of the most interesting results was the appearance of a small dome in a path the writer traversed twice a day for several months; he remembers distinctly the difficulty of crossing this. Cobalt Lake owed its existence to the gouging out of a rock basin by glaciation. The long axis of the basin closely follows the strike of a thrust fault of about 500 ft. (160 in.) vertical displacement. The lake was originally shaped somewhat as shown. The length was about 3000 ft. (914.4 in.), the width at the lower lobe was about. 1000 ft., and the, width at the narrows probably. 400 to 500 ft. The original depth of water varied from 20, to 30 ft. (6.1 to 9.1 m.), near where the island later was formed, to 60 to 70 ft. (23.6 to 27.6 m.) in the widest part of the lower lobe. At the narrows, the depth was 30 to 40 ft.. Above the bed rock was sand, with boulders near the bottom, and mud. During the building of the railroad in 1903, considerable filling was done along the right of way. With the commencement of mining operations, about 1905, waste rock and mill tailings were dumped into the lake. One of the mining companies operated a hydraulic giant to remove the glacial debris from several hundred acres of rock surface; much of the sand and clay from this operation was deposited in the. lake. IN welcoming the attending members of the Ameri-can Zinc Institute's Ninth Annual Meeting to St. Louis on April 18, the president of the Chamber of Commerce stressed the notable progress that had been made during nine years, marked by many price de-pressions and internal dissensions, while controversies between miners and smeltermen threatened to wreck the organization, prices dropped, and consumption grew languid for want of organized publicity and research. The reports and recommendations of Percy B. Butler, chairman of the Adjustment Committee, and F. C. Wallower, chairman of the Galvanizing Committee, might well be adopted as the institute's objectives. In reply to the speeches of welcome to St. Louis, Arthur Thacher reminded the delegates that the cor-ner stone of progress in the mineral industries was laid by the formation of the American Institute of Mining Engineers in Wilkes-Barre, Pa., in 1871, and the dedication of that organization to the exchange of ideas and methods of the winning of metals and non-metals from their crude state. The activities of the American Zinc Institute constitute, he said, a valuable phase of that work. Mr. Thacher forecast the treat-ment of 1 per cent zinc ore. After the reading of the report of the board of directors, in which Scott Turner and Louis Boschern were named as honorary members of the institute, a survey of world zinc conditions by A. J. M. Sharpe of London was presented. He held pres-ent conditions in China responsible for much of the present depression in zinc. World stocks on, April 1, 1927, were estimated as 52,900 metric tons. Adolph Boldt's paper on "Solidarity in Industry" was followed by a survey of the Tri-State district by Otto Ruhl, who emphasized the importance to the dis-trict of the organization of the Tri-State section of the A.I.M.E., which already has 135 members and asso¬ciates. He also mentioned .that flotation in the Tri¬State field is adding 1500 tons of concentrate to the weekly production. "Mining Economics" was the subject of Julian D. Conover, secretary of the Tri-State Zinc and Lead Ore Producers Association. He gave a detailed report on the costs of mining and milling in the district.

Incremental loading creep tests were conducted on magnesium single crystals in tension and direct shear at 78" to 364°K. The creep curves were transient in character and exhibited waves or periodic behavior, especially at small strain rates. A sigmoidal curve was frequently observed following the first occurrence of creep. Repeating of segments of a master curve was observed at all temperatures indicating that identical conditions for flow existed after various stress and strain histories. A logarithmic time law with a independent of temperature whs observed at 78°and 203°K, while a parabolic (power) time law was approximated at 298" and 364°K. The departure from logarithmic creep was attributed. to recovery, which was observed at 298" and 364°K. The temperature independence of a represents a serious objection to the theory of low-temperature creep based on the intersection of dislocations. IN a previous paper1 it was found that the initial creep rate of magnesium single crystals, y, following the addition of a stress increment in the range of 78° to 364°K, was given by the expression ? = C exp - {?H/kT} exp {B(T- h ?)} [1] where B and C are constants, AH is an activation energy of 10,300 cal per mole, T is the applied stress, ? is the total strain at the time of the stress increment, and h is the strain-hardening coefficient. The present paper is concerned with certain other features of creep behavior observed during this investigation; namely, the form of the creep curves, time laws for creep, recovery, and microscopic and X-ray observations of the structural manifestations of the creep flow. THIS interesting application of the laws of thermodynamics to metallurgical practice has not been discussed by any writer, within my reading, except the late Prof. Gallon of Paris. In his Cours de Machines,* Prof. Callon has given a short but lucid discussion of this subject in the admirably clear style for which he was remarkable. Although the interest attached to the subject is rather theoretical than practical, I have thought that an attempt to explain the mechanical action exerted in the hot-blast oven might not be entirely devoid of utility, especially in the suggestions which it involves. The statement, that the mechanical work performed in heating the blast is, when high temperatures are produced, considerably greater than the work performed by the blowing-engine, may seem incredible to many who are practically acquainted with the subject, appearing, as it does, to conflict with the results of their experience. It is, nevertheless, literally true, and I shall attempt in this paper to prove it, and to explain why it has not rendered itself palpably manifest in practice. Before proceeding to the mathematical demonstration, it will be well to recall to mind the definitions of some terms employed by writers in mechanics and thermodynamics. The actual energy of a moving body, as defined by Rankine, is the work which it is capable of performing against a retarding resistance before being brought to rest, and is equal to the energy which must be exerted on the body to bring it from a state of rest to its actual velocity. Consideration of the past work on the subject of the diffusion of chromium into iron suggested that additional information might be given by the use of X-ray spectroscopy in following the concentration changes through the diffusion zone. Grube and Fleischbeinl packed rods of electrolytic iron in a mixture of alumina and chromium. These specimens were heated in an atmosphere of purified hydrogen for varying lengths of time. After treatment the specimens were examined metallographically and showed the usual structure, consisting of a border of radially oriented columnar grains ending in a sharp boundary line. Reference is made to the fact that etching with certain reagents will attack only the material inside the border of columnar growth and also to the fact that polishing seems to develop a ridge at the position of the boundary between the etched and unetched areas. By chemical analysis of thin layers turned off on a precision lathe, the authors were able to obtain depth-concentration curves. These curves, reproduced in Fig. 1, show that in most cases a pronounced change of slope occurs, corresponding to the position of the boundary of the columnar grains. In a laler paper Grube extends his work to other systems which show the same characteristics.~ He concludes that the reason for the break in the curve is that a hindrance of diffusion occurs at the place where the regularly oriented grains of the diffusion zone meet the random grains of the interior portion, on the assumption that the diffusion velocity in one direction in a grain may be greater than in another direction, and that the grains in the diffusion zone orient themselves so as to give the maximum diffusion rate. Kel1ey" points out that Grube has failed to note that the boundary line does not consistently cross all grains and
