YALE UNIVERSITY looked like a top-notch school to "Bert" Phillips in spite of the belief that the college in the home town sometimes looks less attractive than a more distant campus. So Bert, a native of New Haven, earned his B.S., M.S., and Ph.D. degrees from Yale. Immediately after Yale days lie served as metallurgist of the Scovill Manufacturing Co., Waterbury, and then went to the Central Research Laboratories of the American Smelting and Refining Co. at Maurer, N. J., where since 1931 he has been superintendent of research. Bert has contributed to metallurgical literature many reports of studies on the constitution and the physical, metallurgy of copper and copper alloys as well as papers on general nonferrous physical metallurgy.

THE progress made in recent years in the art of dispersion-hardening has naturally led to an intensive study of alloy systems capable of yield-ing supersaturated solid solutions at ordinary temperatures. In general, the investigations have been confined to rather precise determinations of solubility limits and to experimental approaches designed to furnish more complete information regarding the rate and nature of precipitation under appropriate thermal conditions. Efforts are being made to focus more sharply on the atomic changes that are a direct consequence of the instability of the supersaturated solution. Here precision X-ray methods have come to be of considerable importance because lattice parameter measurements indicate very precisely the concentration of solute atoms in the solvent lattice. In spite of the general acceptance of parameter values as a criterion for the placing of solubility limits, it may be suggested that no thorough appraisal has been made of the several factors that conceivably may affect such measurements. More specifically, little attention has been devoted to the significance of surface energy conditions, specimen size and method of preparation, with par-ticular regard to the genesis of the grains and the surface concentration changes as a consequence of heat treatment and etching. Stenzel and Weerts1 recently published the results of a detailed study of precipitation reactions in aluminum-rich copper alloys. They found that, although copper lowers the lattice constant of aluminum, a 5 per cent copper alloy quenched from 150° and 225° C. had parameter values unquestionably higher than that of pure aluminum. Their results seem to substantiate, at least qualitatively, the earlier work of von Göler

TRENDS in the manufacture and use of cast iron are decidedly toward specialization, alloy iron, and increased strength. Old handbooks list only one kind of cast iron, with a tensile strength of 15,000 lb. Recent A.S.T.M. specifications show that from 50,000 to 60,000 lb. per sq. in. can now regularly he guaranteed. The use of alloy iron, heat-treated iron, and even nitrided cast iron, is rapidly growing and all kinds are improving in quality. Iron for operation at high temperature and corrosion-resisting irons have also been developed. THAT bainite formed near the M, temperature bears a striking r esemblance to martensite tempered at the same temperature has been shown by the electron microscope.' By means of electron diffraction,' it has been established that carbide and cementite are present in bainite formed at 500°F (260°C); these carbides are also found in martensite tempered at 500°F (260°C).' The investigation reported here is concerned with an X-ray study of the matrix phases in lower bainite and tempered martensite. These phases have turned out to be dissimilar in structure; the matrix of bainite is body-centered-cubic while that of tempered martensite is body-centered-tetragonal. A vacuum-melted Fe-C alloy containing 1.43 pct C was studied. Specimens of 16 in. diam were sealed in evacuated silica tubing and austenitized at 2300°F (1260°C) for 24 hr. One specimen was quenched into a salt bath at 410°+7 °F (210°+4°C), held for 16 hr, and cooled to room temperature. The structure consisted of about 90 to 95 pct bainite, the re: mainder being martensite and retained austenite. A second specimen was quenched from the austen-itizing temperature into iced brine and then into liquid nitrogen. It consisted of about 90 pct martensite and 10 pct retained austenite. The latter specimen was tempered for 10 hr at 410°+2°F (210°+1°C). The specimens were then fractured along prior austenite grain boundaries (grain size about 2 mm diam) by light tapping with a hammer. Single aus-tenite grains, mostly transformed, were etched to about 0.5 mm diam and mounted in a Unicam single crystal goniometer, which allowed both rotation and oscillation of the sample. Lattice parameters were measured by the technique of Kurdjumov and Lyssak. This method takes advantage of the fact that martensite and lower bainite are related to austenite by the Kurdjumov-sachs orientation relationships Thus, the (002) and the (200) (020) reflections can be recorded separately, permitting the c and a parameters to be determined without interference from overlapping reflections. According to these findings, the matrix phase in bainite is body-centered-cubic and, within experimental error, has the same lattice parameter as ferrite (2.866A). On the other hand, martensite, tempered as above, retains some tetragonality, with a c/a ratio of 1.005t0.002. Most workers in the past have assumed that bainite is generated from austenite as a supersaturated phase, but the nature of this product has not been established. The question arises as to whether bainite initially has a tetragonal structure and then tempers to cubic, or if it forms directly as a cubic structure. If it forms with a tetragonal lattice, it might well be expected to temper to the cubic phase at about the same rate as tetragonal martensite. The martensitic specimen used here was given approximately the same tempering exposure, 10 hr at 410°F, as suffered by the greater part of the bainite during the isothermal transformation. About 50 pct bainite was formed in 6 hr at 410°F. On tempering at this temperature, martensite reduces its tetragonality within a few minutes to a value corresponding to 0.30 pct C.' Further decomposition proceeds slowly, and after 10 hr the c/a ratio is still appreciable, i.e., 1.005. Thus, even if the bainite were to form as a tetragonal phase with a tetragonality corresponding to only 0.30 pct C, which might be assumed to coexist with e carbide, it would not be expected to become cubic in this time. It seems very likely, therefore, that bainite forms irom austenite as a body-centered-cubic phase and does not pass through a tetragonal transition. The carbon content of the cubic phase has not been determined, but it could easily be as high as 0.1 pct, within the experimental uncertainty of the lattice-parameter measurements. It has been postulated that retained austenite decomposes on tempering into the same product as martensite tempered at the same temperature. There is now considerable doubt on this point. The isothermal transformation product of both primary and retained austenite at the temperature in question here is bainite," and the present findings show that bainite and tempered martensite do not have the same matrix. An experiment substituting pneumatic crawler drills for large-diameter rotary rigs in overburden stripping operations has indicated significant bit cost savings for Perry and Hylton Coal Co., Beckley, W. Va. The test was conducted in the Egeria Mountains (part of the Appalachian Range), where about 30 m (100 ft) of overburden consisting of hard, seamy sandstone and shale must be removed to recover a 560-mm (22-in.) vein. Perry and Hylton operates ten surface mines and is presently developing three more for start-up in the near future. The company follows a progressive policy toward ecological concerns, incorporating a self-imposed systematic mining and reclamation program for mined lands which leaves the landscape in a suitable condition for further development by local communities.

THE Iron and Steel Division and the Institute of Metals Division are laying plans for a rousing meeting the week beginning Sept. 21 in the land of the bean and the cod-at Boston. The two divisions are collaborating with the American Welding Society, the American Society for Steel Treating, and the Iron and Steel Division of the A. S. M. E., to have technical sessions of widespread interest and social affairs that will compare with the best of previous years. In connection with the meetings an exhibition of production and testing equipment, heat-treating equipment, furnaces, welding equipment, and metal products will be held on Commonwealth Pier all week, where those attending may see the latest developments in the field of their own work.

THERE is one problem of the new administration that has received the attention and thought of the organized engineers of America for many years past. This is the problem of the reorganization of the Federal Government. The, inadequacy, the wastefulness, and the inefficiency of our federal organization was evident, enough under pre-war conditions. These inadequacies, these inefficiencies, these wastes were exhibited to the country during the war at the cost of millions. Congress has placed the problem in the hands of a very able Congressional Joint Committee, but if this Joint Committee succeeds in securing the imminently necessary results it will only be by full insistent support to it by public opinion. Many attempts have been made at reorganization before but all, of them have gone to the same crematory-the interminable differences in opinion among the executive and legislative officials over details.

SILVER reached a new high, with the ceiling the limit, at the annual Institute dinner at the Commodore on Washington's Birthday night. Carrying along as ballast other commodities, such as rolls, roses and ferns, souvenir boxes and table number placards, hundreds of silvery balloons, cut loose from their moorings at the tables, bounced idly against the plaster decorations high overhead. At the head table, Scott Turner, retiring President, pre- sided as toastmaster, with the new President, Frederick M. Becket, on his right, and the Chairman of the New York Section, Sydney H. Ball, on his left. Many other distinguished Institute members, medalists, and representatives of organizations and committees, ranged to the east and west. Each had the opportunity at least to rise and bow.

LEROY SALSICH has had 37 consecutive years of operating and executive experience in the Lake Superior iron region during 35 of which he has been a member of the A.I.M.E. His recent election as an institute Director to represent the iron and copper country therefore brings to the Board a man long known throughout the area that he represents and well acquainted with the history of the Institute. Mr. Salsich is a native of the area in which his professional life has been spent, having been horn at Hartland. Wis., and graduating from the state university's college of engineering in 1901. A call had come to the college from the Lake Superior Consolidated Iron Mines, at Duluth.

He also represents the Coal Division, in which industry lie has actively participated- for nearly twenty years. Dr. Young was horn in Topeka, Kan., Oct. 1, 1873, received mining degrees from Penn State and ,-Iowa. State, and a Ph.D., from Illinois. The first part of his professional life was spent in teaching first as instructor in mining at Iowa State, second .as professor of mining at the Colorado School' of Mines, third as director of the School of Mines and Metallurgy at Rolla, Mo., and finally he taught business

The Cripple Creek district is a lessee district-I do not think there is one urine operating in Cripple Creek to-day that does not have the leasing system. We have as many men leasing on our property as we have mining and every man who is working for wages is looking for a lease-every man has mined for him-self, he has been his own boss on a lease, either on our own property or on some of the other properties, and it makes a different class of employees.

Heat-resisting chromium steels and alloys treated at 825° or 9.50°C (1527° or 1742°F) in a carburizing atmosphere exhibit an extensive carbide precipitation. This carbide precipitation may be succeeded by the FeCr a phase or by a carbide with a higher carbon content. Point analyses carried out with an electron mi-croanalyzer make it possible to study the depletion of chromium in the matrix after precipitation has occurred and to determine the chemical composition of carbides. In particular the content in the carbides of Fe, Ni, and W, elements which substitute Cr, can be accurately determined. HEAT-resisting chromium steels and alloys employed in the construction of gas carburizing and carbonitriding furnaces are subjected to a succession of oxidizing atmospheres during heating and cooling and to carburizing atmosphere during isothermal stage. Such a sequence of thermal cycling causes embrittlement and corrosion in the furnace materials. A quantitative study of the structural changes induced in the furnace materials has not received much attention in the past. However, utilization of the electron probe microanalyzer and other modern techniques has permitted a point analysis of the various phases formed and to follow their relative evolution. This paper gives results as regards the nature and composition of the carbide precipitation and the distribution of chromium in the matrix during only the carburizing periods. The structural changes subsequently produced during oxidizing periods will be presented eventually. METHODS AND MATERIALS Metallographic, X-ray diffraction and Castaing electron-probe microanalysis1 techniques have been employed to study carbide precipitation and evolution and the changes in the composition of the matrix in heat-resisting steels and alloys.

The binding of the boshes and inwalls of blast furnaces has always been an expensive piece of work. When the old stone stack was replaced by the iron shell, the brickwork was kept at a thickness of five feet or more. These five-foot walls were still too thick, and the practice now is to have as thin walls as possible and to have a free circulation of air about the brickwork of the furnace. The " basket," or lattice-work biuding, accomplishes this object, but it is expensive, m to first cost, and, if any change in the diameter of a furnace has to be made, it necessitates an alteration of the binding or of the thickness of the walls.

THE purpose of the Coal Division's Committee on Ventilation is to cover one principal aspect of mine ventilation thoroughly each year, instead of attempting to touch upon several different subjects. The Committee for 1943 consists of four members besides the Chairman. WITH a membership in the Institute of 32 years behind him, Chester Alan Fulton became an A.I.M.E. Director last month. In 1937 he served as Chairman of the Industrial Minerals Division. Mr. Fulton was born in Brooklyn on Dec. 18, 1853, and at the age of 22 graduated from the Columbia School of Mines. His first job was as assayer for the Standard Smelting Co., Rapid City, S. D., but he soon left to become shift boss in the cyanide plant of the Peregrina Mining & Milling Co., Guanajuato, Mexico. From 1908 to 1912 he was mine superintendent of the Guanajuato Mining & Milling Co., leaving there for two years of varied professional work. From 1914 to 1916 he was
