This paper describe; open pit studies where blasting damage introduced in the remaining rock has been investigated. Results from two open pit mines are described and discussed. Parallel performed laboratory experiments, where simulated blasting damage has been introduced into samples before shear strength testing took place, are also reviewed. These studies are tied together in order to throw some light upon how the blasting damage influences the slope stability. A mathematical model is also described which will make it possible to optimize the blast design for a specified damage zone in the rock mass.

M. S. Fisher and D. R. F. West (Imperial College of Science and Technology, London, England)—It may be of value to compare certain features of the results recorded in this very interesting paper with those of an investigation11 involving determinations of temperature gradients and rates of solidification of steel blocks of 3 in. sq section, cast horizontally in sand molds, some of which contained chills. Castings in plain carbon steels containing up to 0.8 pct C were made and, throughout this range of compositions, both inverse-rate and direct cooling curves, obtained from thermocouples placed within the mold cavity, showed a major arrest, the temperature of which was taken as the "effective liquidus" for the particular steel in question, solidifying under the conditions of the investigation. At the completion of the arrest, the curves showed a comparatively rapid de- crease in temperature. Some of the steels investigated lay within the peritectic region, and a second arrest at 1485°C was detected. In Fig. 15, which shows the effective liquidus temperatures, the limit of the 8 + liquid field has been placed at approximately 0.5 pct C. In inverse-rate curves corresponding to the thermal center of each casting, there was always a discontinuity, viz: an abrupt change of slope, at a temperature about 10 to 20°C below the "liquidus arrest," after which there seemed to be no significant irregularity in the rate of cooling. Curves corresponding to other positions in the casting generally showed some irregularities below the main arrest, probably as a result of heat flow from the solidifying interior. Even the reproducible discontinuity in the curves for the central positions appeared to have no theoretical or practical significance, though it probably corresponded to a stage in the solidification process at which only a relatively small amount of interdendritic liquid remained. This paper is abstracted from the report of the Appraisement Committee of the Independent Oil Producers' Agency, of which the writer was Chairman. The other members of the committee were M. V. McQuigg and R. S. Haseltine. To Thomas Cox, engineer in charge of the investigation, and to his efficient staff of assistants, is due the credit for the detail work necessary in carrying out the plan of the Committee. It treats only of the valuation of the lands, wells, and piping, without going into details of equipment and other features. It was recognized, early in the operation, that the value of oil lands was the value of oil to be extracted, and marketed, less the costs attendant thereon. Referring this back to the costs in cents per barrel, it became obvious that surface improvements, absolutely necessary in the production of oil, from wells then drilled; had no separate and independent value aside from the value of the land, but that any excess equipment, not necessary for the production of oil from present wells, such as drilling tools, well casing, etc., should be given a present condition value. In valuing the properties of the Independent Oil Producers' Agency, the Committee has considered the following facts: 1. That from each property there will ultimately be. produced a certain total quantity of oil. 2. That in the production of that oil a certain total quantity of money will be expended. 3. That a certain total amount of money will be received from the oil. 4. That the total net receipts will be the total gross receipts less the cost of development and production. 5. That the present value of the net receipts must be such an amount that when invested by a purchaser it will be returned with 8 per cent. interest additional during the life of the property.

Rep. William S. Hill (R.- Colo.) will preside over a Congressional hearing investigating the problems of the mining industry to be conducted in Phoenix, Ariz., late in April. Rep. Hill has expressed the desire to hear from the industry itself all possible testimony on the needs of domestic mining and how Congress can help. Rep. John J. Rhodes of Arizona is also expected to attend the hearing. Two new features are incorporated into an SO2 process for treatment of low grade manganese ores disclosed by Chemical Construction Corp. The new approach includes a high temperature autoclaving step and a sintering operation. Data was given for work performed on Cuyuna Range ores.

The early history of the mining and metallurgical industries of Pennsylvania is so intimately associated with the section of the State in which we meet, that a brief resume of a few of the important historical facts, and a reference to some of the more modern enterprises, in which members of the Institute have been largely concerned, seem appropriate to this occasion. It is just two hundred years since the publication of the earliest mention of the manufacture of iron in Pennsylvania. What kind of iron this was, or where or by whom it was produced, is uncertain. The only record of it is the following verse, quoted in the admirable work of Mr. James M. Swank,* from a poem published in 1692: " A certain place here is, where some begun To try some Mettle, and have made it run, Wherein was Iron absolutely found, At once was known about some Forty Pound." One who stood one hundred and seventy years ago on the summit of this Neversink Mountain † (had the atmospheric conditions been favorable, and the timber somewhat removed) might have noticed in the daytime the smoke, or at night the reflection, from the fires of the first successful Pennsylvania iron enterprises, scarcely 15 miles to the south, viz.: Rutter's bloomary forge, built in 1716, and the Colebrookdale blast-furnace erected in 1720, respectively 3 and 8 miles distant from Pottstown. Here the pioneers of iron production in the State which has so long led, and still leads all others in this manufacture, had their trials and successes ; and it may be a satisfaction to some who bewail a present depression in trade, and the low prices now ruling, to recall the fact that in 1731 pig-iron is reported to have been sold ''in large quantities" at the Colebrook-

Homestake's mining methods today are controlled to a con¬siderable extent by that which has been done in the past. The two main operating shafts were begun m 1878 and 1896 respectively, so that the location of shafts, loca¬tions of all the drifts on the upper levels, and a great deal of stoping was done before any of those now connected with the mine had anything to do with it In this paper is described the general plan of development. In 1955, the U.S. Army started to experiment in Greenland with tunneling in glacial ice and later in frozen glacial moraine. By 1960, long adits and experimental rooms had been successfully excavated. Full mechanization with coal-cutting machinery was most efficient in ice but drilling and blasting were necessary in bouldery moraine. In 1963, the U.S. Army Cold Regions Research and Engineering Laboratory, (USA CRREL; redesignated U.S. Army Terrestrial Sciences Center July 1, 1968) started a tunnel in the frozen silt of central Alaska near Fairbanks. The original adit of 360 ft (109 m) was successfully driven in the permafrost by a twin-rotor tunnel-boring machine, the Alkirk Cycle Miner. The workings were enlarged in 1966 and 1967 by standard mining techniques in which jackhammers, steam points, and augers were compared. A mechanical coal cutter was tried to supplement drilling and blasting. In 1968, airblasting techniques were used successfully for breaking out the frozen silt. All mine products were loaded mechanically and hauled by self-dumping shuttle car. Pneumatic methods of transport were tried for both dust removal and for conveying blast products up to 3-in. maximum size. Studies of the effects of natural winter ventilation through a shaft showed that tunnel closure could be reduced by lowering the adjacent ground temperature. It is concluded that underground openings in frozen ground should be cut and maintained at well below freezing temperatures to hold deformation to a minimum. HISTORICAL BACKGROUND This chapter deals with aspects of tunneling not previously discussed in the conference papers in this book. The chief differences are that the three tunnels lie entirely within frozen material and are relatively small, since they were constructed mainly for research. THE SEAL BEACH oil field is between the Long Beach and Huntington Beach oil fields, south of Los Angeles, and about half the productive area is with-in the city limits of Long Beach. The proved area lies in portions of Sections 2, 3 and 11, T. 5 S., R. 12 W., S. B. B. & M. Seal Beach is 'an additional link in that remarkable chain, of oil fields extending from Newport to Beverly . Hills, filling in one of the few remaining gaps. It differs from other fields along this line of folding in that it is an oil field in an area of tide lands. Ocean-connected sloughs have access to this area, which ac-counts for its extensive mud flats. The surface eleva-tion of the low ground varies from 2 to 5 ft. above sea-level. This condition called for much preliminary work in building roads prior to field development. Roads are constructed with dredges and drag-line scrapers, which excavate mud from alongside the proposed road and pile it up to a grade high enough to be above high tide. The road bed is then surfaced with gravel, or decom-posed granite, which makes it serviceable in all kinds of weather. An immense amount of road material has already been hauled into this field. Well locations are staked in the mud flats, sometimes ahead of road build-ing, and material is dragged to its place on the ground by tractor. It is necessary to drive piling to support derrick foundations. The present practice is to drive 5 piles for each derrick leg, 4 under the rotary table, 2 under the draw-works, 2 under the Samson post and 4 under the pipe rack, a total of 32 piles. This pro-cedure is, of course, varied to suit special conditions, using either more or less piling.

THE EL TIGRE MINE is a highgrade silver and gold producer located in the northern part of Sonora, Mexico. It has been worked continuously since 1903, producing 50,000.000 oz. of silver and returning handsome dividends. During 1930 and 1931 falling silver prices compelled the Tigre company to make representations before the Department of Labor in Mexico City showing the necessity for drastic reductions in wages and personnel. The delays in obtaining permission from the Federal Labor Board to make these readjustments caused the company to suffer considerable financial loss during those years. After the reduction in operations was finally effected, the Sonora state government headed by Señor Francisco Elias (former Governor, now Secretary of Agriculture) and Señor Rodolfo Elias Calles (present Governor and eldest son of Señor Plutarco Elias Calles, recently Secretary of War and former President of Mexico) have cooperated with the company to make continued operation possible by revising downward certain state taxes that would have been a factor in forcing the closing of this mine. Also, permission to change our workmen over to another system of mining was essential to continued operation.

The phenomena of liquation in steel or iron ingots of all sizes, but naturally to greatest extent in the heaviest ingots, have been noticed ever since the commencement on a large scale of the Besse mer and open-hearth manufactures; but they have been studied with care during the last few years only. The English and the Ameri cans were the first to publish the results of investigation upon phe nomena of this clam, to which they have given the name of segregation. Historical. Passing by that which has been written concerning the segregation observed in gray pig-iron, of which instances were given by Karsten, we shall confine ourselves here to that which is known of this subject with exclusive reference to ingot steel and iron. Mr. H. M. Howe, of Boston, in his Metallurgy of Steel, the most complete and well-arranged treatise upon steel, gives a resume of observations, with the results of numerous analyses, bearing upon the phenomena of segregation. According to Tchernoff (with whom we discussed this question at length in 1878, in connection with the cast-steel plates of large dimensions designed for the Italian fleet, which we showed him at Terre-Noire), Kalakoutsky called attention in 1866 to the lack of homogeneity in Bessemer ingots, especially when cast in sand. Our own attention had been called to the phenomena of liquation in 1868 by a somewhat surprising fact which appeared in almost every one of a number of steel-rail ingots coming from the works of Messrs. Pierre and Emile Martin at Sireuil, to be rolled at TerreNoire. THE making of courses of study and curricula has long held first place as the favorite pastime of educators. As a game, this activity is as fascinating to some as golf or bridge, 'and the golfer's hope of a low score is matched by the teacher's ambition to some day evolve a sequence of studies that shall prove the ideal preparation for a life of maximum service and, profit. There are few in, this gathering who have not tried their skill at this game and still fewer are those who have been long satisfied by the product of their efforts. A curriculum is hardly printed in the college catalog before conditions arise which seem to make changes desirable, and strong will power is needed to maintain the program long enough to give it a fair trial. Metallurgical curricula are not less subject to change than others, 'and; indeed they have seemed, at times, to change more rapidly than other curricula because of the changing 'needs of the industries and the demand that the graduate be trained to meet the new conditions. IN 1926, finer grinding began to be a feature of the milling practice of the Southeast Missouri lead district. Nothing since the adoption of flotation has caused greater changes and greater improvement in results. The trend toward finer grinding, with the consequent discarding of tailing at finer sizes, and consequent lower assays in lead, continued to progress until 1931, when the abnormally low price of lead brought a halt: that is, the better metallurgical results obtained would not offset the increased costs due to higher power and necessary maintenance. Since 1931 a slight tendency toward the discard of coarser tailing has taken place. , In 1926, larger rod mills i.12 ft. 1 in. by 6 ft. 6 in.) than any previously used in the district were installed in cue plant, and a new primary crushing plant, of greater capacity was built. This combination demonstrated immediately the better metallurgical results obtainable by finer grinding and all the mills now running have adopted the practice.

Experimental equilibrium vaporization ratios (K values) were obtained for nitrogen, methane, carbon dioxide, ethane and hydrogen sulfide in two natural gas-absorber oil mixtures and in two natural gas-Elk Basin crude oil mixtures. For each mixture of constant over-all composition, data were obtained at 100°, 150° and 200°F and at various pressures in the range 200 to 5,000 psia. Some effects of composition on the K values were obtained to serve as a guide in choosing K's for engineering calculations on other mixtures. The pressure cell used to obtain the data is a new type and is described here for the first time. INTRODUCTION The phase equilibria of complex hydrocarbon mixtures such as natural gases, crude oils and their mixtures have been studied previously for the purpose of finding equilibrium vaporization ratios for the hydrocarbon constitutents. In a few cases, such non-hydrocarbon.: as nitrogen, carbon dioxide, and hydrogen sulfide were included in the mixture. studied because they occur. in the fluids obtained from petroleum reservoirs. The increasing occurrerce. of these non-liydrocarbon.; antl their growing economic importance. make it necessary to account for them more accurately in engineering calculation.: than is now possible using the meager published data. The available data for non-hydrocarbons may he classified into two groups: namely, binary mixtures of a hydrocarbon and a non-hydrocarbon. and mixtures containing three or more components, only one of which is a non-hydrocarbon. Amon: the former. phase analyses are available for two nitrogen-HC mixtures, tve carbon dioxide-HC mixtures and three hydrogen sulfide-HC mixtures. Data for more complex mixtures are available as follows: Nitrogen-Methane-Pentane'; Nitrogen-Methane-Hexane,'; Nitrogen-Methane-Heptane'; Carbon dioxide-Natural Gas-Natural Gasorline": Carbon dioxide-Natural Gas-Crude Oil". These data have been used generally lor engineering calculations, often with little regard for their precise applicability because data for the non-hydrocarbons in the complex mixtures being dealt with were not available. The use of K values from binary data for calculation:; involving complex mixtures is open to criticism because such K's are not a function of composition and very often show large differences from the K's for the same components in a complex mixture. Thus the effects of composition must be evaluated when obtaining K's for components in complex mixtures. Poettmann and Katz " varied the carbon dioxide content of their mixture.; from about five to ten mol per cent and found substantially no effect on the K values due to this change. This was not surprising since one might expect that changing a minor com-ponent by * three mol per cent would have little effect. It is more important to find the composition change which have the largest effect on the K values. For example. varying the methane or heptanes — plus compositions over a wide rangr may have a large effect on the K'. of all components in the mixture. Interesting data to this effect were obtained by Eilerts and Smith." It was toward these problems that the experimental data presented here were directed. The members of the Institute who are members f this Board are William L. Saunders, Benjamin B. Thayer, Thomas A. Edison, Thomas Robins, Lawrence Addicks, Joseph W. Richards, W. R. Whitney, assisted by 47 other members f the Institute, in the capacity of associate members of the Naval Consulting Board. During the year, the work of this board, organized and approved by Congress in 1915, has increased very materially in importance and volume, its meetings have been frequent and the work of its individual members has been such in some cases as to occupy almost their entire time in the service of the Government. (Pittsburg Meeting, March, 1910.) IN connection with the work of testing structural materials for the use of the U. S. Government at the laboratories of the technologic branch of the U. S. Geological Survey at St. Louis, Mo., from September, 1904, to April, 1909, and since then at Pittsburg, Pa., large quantities of sand, gravel, and crushed stone have been needed from time to time, besides samples of building-stone, clays, and other quarry-products. In many instances it has been necessary to obtain single samples of sand, gravel, or crushed stone in lots of a car-load or more. For obvious reasons all these collections have had to be made by a representative of the Survey. As the work progressed it was found essential that numerous geologic data should be gathered regarding the materials collected, in order that they might be properly classified as to kind of material, source, geologic age, etc., and that they might be rated according to quantity available, accessibility to transportation facilities, approximate costs, suitability for special purposes, etc., and that notes might be taken regarding undeveloped deposits of possible value. Furthermore, it was desired that the selection of materials for tests should be made broadly, so as to cover, first, the representative types of material, and later, if possible, the typical materials of the more important building-centers in the United States. In order to insure a certain degree of uniformity in this work and economy of effort and expense, it was decided that as much of the sampling as was practicable should be done by a member of the. geologic branch, whose regular field-trips could be combined conveniently with those necessary for procuring materials for the laboratory. During parts of the last three years I have been engaged in field-work of this sort.

The strain-mte behavior of. the tensile yielding and flow characteristics of arc-cast polycrystal-line molyhdenum of pidrity > 99.97 pct was investigated in the range 10-6 to 10-1 sec-1 at 243o, 293o, and 373oK for two grain sizes, 0.027 and 9.098 mm. For 0.998 mm, the strain-mte dependence of the lower yield stress can be described by a straight line of the jowl a, = a + 0 log e over the whole range of strain rates examined. However, for 0.027 mm, the data fit several consecutive linear relationships of the above form. The previous association of these different linear regions with different rate -controlling mechanisms is questionable for molyhdenzdm. The senlilog strain-rate dependence of the yield stress is consistent with Hahn's model for yielding when the stress dependence of the mobile dislocation density, pr, is taken into account. Since p', from rate -cycling experirnents, is found to be relatively insensitive to stress for single crystaIs, the obserzied log-log dependence of their yield stresses is also in agreement with the model. A correction for the stress dependence of p' changes the activation oolurrze for yielding from a zero to a more realislic inverse function of stress where the Peierls mechanism is believed to be rate-controlling. The gmin-size dependence of the lower yield stress is not a monotonic junction of strain rate. RECENT experimental evidence' has revealed that the strain-rate dependence of the tensile lower yield stress, a,, of commercially pure ni- obium and tantalum tested at room temperature can be described by several consecutive semilog relations of the form: sv =a + ß log € [1] where i is the applied strain rate and a and 0 are constant Over only relatively small ranges of strain rate. The information in this paper was collected by the author during a five years' residence in the State of Minas Geraes. Outside the State itself, very little is known of the gold-field. Such accounts as have been published are antiquated and contained in publications mostly out of print. The increased attention now attracted to the natural resources of Brazil, and the probability that American capital will be, in the near future, largely invested there, will make an up-to-date account specially useful at this time. I. Historical and General. Soon after the Jesuits founded what is to-day the city of S?o Paulo, gold was discovered in the streams of the neighborhood; and this incited the natives, known as paulistas, to look for it farther afield. After many expeditions into the interior, gold was found in quantity in placer-deposits in the vicinity of Ouro Preto, in 1699, by a prospecting party headed by Antonio Dias. The name of Ouro Preto (black gold) was given because of the superficial dark coating of the gold, and the inhabitants of the district were known as mineiros (miners). Later on, the placers of Cuiaba, in the State of Matto Grosso, were discovered in 1718, and those of the State of Goyaz in 1724. All this territory was at the time a private colony, but on account of its increasing importance it was taken over by the Crown, and in 1739 a royal governor was appointed, with his nominal capital in S?o Paulo, though for a number of years the real capital was Ouro Preto. In 1711 Ouro Preto was raised to the rank of a city, with the name of Villa Rica de Ouro Preto (" rich city of black gold"); and in 1720, by reason of administrative difficulties, Minas Geraes was constituted a separate colony from S?o Paulo, with Villa Rica as its capital. BOULDER COUNTY, Colorado, ranked during the war years and until the end of 1918 as one of the foremost tungsten-producing districts of the world. In 1919 production fell off drastically, due to heavy importations of foreign ores from China, Burma and South America. So large were the imports that even after the enactment of a protective tariff in 1922 of 45c. per lb. on tungsten metal, equivalent to $7.14 per unit (201b.) of tungstic acid? (WO,), the stocks of metal in this country were extensive enough to supply the demands of industry, and prevent general resumption of mining by domestic producers. Even today there are only two producers in the Boulder district though at one time as many as twenty separate companies were in operation. About the same ratio holds for other tungsten-producing districts in the country, including California and Nevada. Total consumption of tungsten concentrate in terms of 60 per cent WO2 in the United States amounted to approximately 3790 tons in 1928, according to Frank L. Hess.' Of this amount, domestic mines contributed 1290 tons, and the rest, 2500 tons, was imported. Yet in 1917, with tungsten concentrate selling at $20 per unit, the Boulder district alone produced 2707 tons, indicating the effect of enhanced ore price upon production. It is believed by American tungsten miners that, given a sufficiently high tariff, all the demands of industry can be met by domestic production without placing a prohibitive burden on consumers. For instance, in steel manufacturing the percentage of tungsten entering into the manufacture is so small that, ?regardless of cost, it can constitute but a small fraction of the cost of steel to the buyer.
