New Trade Status for Mainland China--On January 24, the Congress approved a most-favored-nation trade status with Mainland China for both imports and exports. A Presidential Proclamation had been issued earlier in anticipation of the Congressional action. Import duties on such commodities as tungsten, mercury, and antimony are automatically decreased. Defense Production Act Extended--The Defense Production Act of 1950 was extended 60 days to March 28, 1980. The provision for the usual 2-year extension of the Act is reportedly included in an omnibus energy bill that is tied up in committee. The Act under Title III provides for the expansion of productive capacity and supply and, more specifically, it gives priority to defense contracting where defense and non-defense interests conflict

So far, a large number of algorithms have been developed for the optimization of pit limits, most of which follow deterministic rules. In this paper, a new algorithm is introduced, which follows a probabilistic logic using the Markov chain process. The algorithm is implemented on a transition matrix that corresponds to the 2D conventional economic block model of the mining area. The probability of mining a block is proportional to the desirability it may provide. Applying this algorithm, the probability of mining each block is obtained, and finally, the optimum pit limits are defined as the pit, which provides the highest probability of mining. In order to validate the proposed model, a numerical example is given and the results of the algorithm are compared to those of a dynamic programming algorithm. A 2D analysis of the problem is discussed in this paper. Although dealing with 3D problems requires larger size matrices, the optimization method is the same and the algorithm does not need any smoothing.

Anaconda Aluminum Co. began production from a new 60,000-ton-per-year potline at Sebree, KY, which brings the total capacity of the plant to 180,000 tons per year. A strike by workers at Alcan Aluminium Corp. primary aluminum smelters at Arvida, Que., Isle Maligne, Que., and Beauharnois, Que. shut down the plants and the company announced force majeure on part of its ingot supply commitments. Kaiser Aluminum and Chemical Corp. announced plans to increase its price for primary aluminum from 60.0 cents per pound to 63.0 cents per pound effective July 1.

Sponsored by the National Coal Association, Edison electric Institute, American Public Power Association, National Ash Association, and the Bureau of Mines, the symposium featured 23 formal presentations by leading experts from Europe and the United States on all major phases of ash production, utilization, and research. This Kaiser Engineers report on the feasibility of surface mining on the North Slope of Alaska has considered the quantity and quality of the North Slope deposits with attention paid to the economic, technical, and environmental constraints of the mining systems suggested for the three candidate minesites at Kukpowruk River, Elusive Creek, and Kuk River. Site selection, based on coal rank and quality as well as seam thickness and geometry, also considered demonstrated and hypothetical reserves relative to three mining systems (dragline, shovel, dragline and shovel), mining equipment requirements, infrastructure, and transportation relative to the Arctic environment and costed for potential markets. Throughout the report the delicate permafrost environment has received particular consideration. Recommendations based on the technical, economic, and environmental feasibility of mining the coal deposits of Northern Alaska by surface mining techniques have resulted in two conclusions: 1. The coal deposits can be mined with currently available technology; 2. It is uneconomic to mine these coals given current coal resource estimates, costs, and market conditions. As we look about us we realize the Creator of all things has provided the metals for our use, each in the quantity needed-iron in vast quantities gold in small quantities. Had gold been given us in the quantities of iron, the mechanical age mould Eave been very different. You may find some pleasure in running over in your mind this question of the quantity available of an element and man's need of it in the scheme of things. Nickel in this sense is a middle group element. It was not essential to man's early development. Its usefulness dates back only about one hundred years. The quantity available to man has increased as his needs in- creased. On two occasions more nickel became available than was needed and on both of these occasions the ex- cess was soon absorbed by new and useful developments.

"Some sulphide mineral mixtures when exposed to air and a warm and humid environment can exhibit a self-generating temperature rise, referred to as self-heating or spontaneous heating. The observed self-heating derives from the oxidation reactions of the active sulphides. In previous publications by the authors, it was proposed that the self-heating of sulphides proceed in three distinct stages; namely, Stage A, Stage B and Stage C. In Stage A (<100OC) the sulphides, in the presence of moisture are oxidized, generating heat through a series of sequential reactions and forming elemental sulphur as one of the products. In Stage B (>100OC) the elemental sulphur produced in Stage A is further oxidized to generate additional heat and SO2. Stage C (>~380OC), sometimes referred to as thermal runaway or roasting, is not addressed in this paper. This communication focuses on the type and role of elemental sulphur found in Stages A and B, and the sequence of reactions that is occurring in Stage A. The sequence is divided into two phases, the first based on galvanic interaction between the sulphide minerals that generates an acidic environment but little heat, and the second involving the production of H2S which rapidly oxidizes to produce heat and elemental sulphur. To date, data suggest that the primary oxidation product formed in Stage A is the stable orthorhombic a-S8 form of elemental sulphur. Above 96OC the a-S8 transforms to a monoclinic ß-S8 structure which is less stable and will readily oxidize to generate heat and SO2. Above 159OC a proportion of the ß-S8 sulphur will transition to a polymeric Sµ form of sulphur which can readily volatilize. INTRODUCTION Some particulate and granular materials, when exposed to appropriate atmospheric and physical conditions, can exhibit a self-induced temperature rise resulting from accumulated heat due to internal exothermic oxidation reactions. This phenomenon is commonly referred to as self-heating or spontaneous heating. Under favorable physical and environmental conditions, these reactions can elevate the temperature of a given material from ambient to the point of auto-ignition. Self-heating behaviour should not be equated to pyrophoric behaviour which describes a group of materials (e.g. certain finely powdered metals) that will ignite spontaneously in air below 55OC. There are numerous materials such as coals, hay, forestry wood products, food products to name a few that can exhibit self-heating behaviour. This publication continues the focus of the authors on the self-heating of sulphide mineral mixtures. Many of the metals of commercial use found in nature are in the form of these sulphides which must be mined, crushed, ground and concentrated prior to smelting or hydrometallurgical processing in order to produce primary metal. The issues of sulphide self-heating therefore pertain to the mining and processing of metals."

Engineering design follows a six–step sequence. Demonstration of this sequence in materials engineering is less common. A case study is presented, using the 1989 paper by Gafner on the development of 990 gold-titanium alloy. This paper identifies a need, develops the problem, identifies alternatives, demonstrates the use of metallurgical principles to identify alternative responses, and shows how more favorable options are selected. The paper can also be used to illustrate engineering design as an iterative process. The paper is also useful as a starting point for more in-depth examination of specific elements of the design process, and lends itself to the creation of student exercises.

IN this paper are presented the results of a complete statistical survey of the enrolment, courses and degrees, and the employment situation of recent graduates in all of the 46 institutions in the United States, including Alaska, and four of the six schools in Canada that grant degrees in mineral technology. The data were collected by the writer by means of a questionnaire in December, 1933, to which all the institutions, except one, replied. Included also are data of a similar study made by the writer in May, 1933, for the S. P. E. E. summer session of mining and metallurgical teachers at the University of Wisconsin and published in the Journal of Engineering Education for December. 1933. Some of the data of a paper of the writer&apos;s entitled, "The Trend of Mineral Engineering Student Enrolment in the United States," read at the A. I. M. E. meeting on Feb. 16. 1931, are given for comparison. Acknowledgment is made to all the administrative officers of the institutions who took the time from their busy lives to supply the in- formation asked for. Computer-controlled microscopes with digital image acquisition and analysis led to the creation of the new field of digital microscopy. These techniques not only allow a certain degree of automation but have also brought new possibilities to microstructural characterisation. One of these new and promising possibilities is co-site microscopy, which links different kinds of information obtained from different microscopy techniques. The present work presents the development and implementation of a co-site microscopy methodology that combines images obtained by reflected light microscopy (RLM) and scanning electron microscopy (SEM). This methodology can improve the SEM analytical capacity by adding colour information from RLM. It involves the whole sequence, from image acquisition at the microscopes to the analysis of the phases using pattern recognition techniques. An automatic registration procedure for the two kinds of images was developed, allowing the adjustment of magnification, translation, rotation and pixel size, and the correction of local distortions. Thus, the images from RLM and SEM can be combined to build a multidimensional data set of each field, which can then be used in a pattern recognition approach to discriminate different phases. The methodology was tested with a copper ore sample, aiming at the discrimination of minerals that are not distinguishable with either RLM or SEM.

A review of development and a reevaluation of uses of the hydraulic air compressor are suggested by the constant changes in technology, which frequently make an old art valuable in solving current problems. Contacts with research workers in various branches of engineering indicate that this older method of producing compressed air may not be familiar to some or that its salient features might be useful in solving problems involving uses of compressed air. Briefly, a hydraulic air compressor may be described as an inverted siphon, consisting of an intake head where water and air are mingled, followed by a gravity-fall tube in which air is intimately mixed with the water and is compressed as the water pressure increases during the fall down the tube, then a separating, or stilling, chamber in which air bubbles rise to the surface of the water and collect in the upper portion of the chamber at a pressure equal to the weterhead maintained by the height of water in the discharge leg of the circuit. The water, which now contains only the fraction of air that has gone into solution, passes out of the separating chamber and rises up the discharge leg to the surface, which is, of course, at some suitable distance below the level of the intake. Present-day applications include (1) utilizing low hydraulic heads, which otherwise have little commercial values; (2) utilizing low hydraulic heads in reclamation work to supply compressed air, or in some instances to produce a small suction, for air-lift pumping (or for operation of air motors), with minimum attendance and without need for electric power; (3) utilizing medium heads, as at dam and lock installations, to produce compressed air for pneumatic operation of airlifts, gates, valves, and rubber gate seals; (4) utilizing underground waters, as in mines, to produce compressed air for general mine use; (5) using this method of isothermal compression of air in combination with standard compressors wherever hydraulic head is available, thereby securing the advantages of low-temperature intake to the mechanical compressors and reduction of moisture content below that of atmospheric air; (6) development of large air supply at pressures up to 150 p.s.i.g., which, after performing work in reciprocating or centrifugal expansion cylinders, is available at temperatures approximating -50° F. Possibilities in freezing and reheating should be mentioned which may prove economical for obtaining uniformly dry air for process work, wind-tunnel tests, or large air-conditioning installations, such as ventilation of underwater traffic tunnels, and may be economic for supply of supercharged air to gas-turbine plants.

The conventional method of mining underground, using narrow rooms and wide pillars, has proven to be poorly adapted to the powerful earth forces that act on underground openings. The high costs of roof bolting, timbering, steel arching, and other means of artificial roof support for both room-and--pillar operations and longwall gate roadways attest to the limitations of traditional mine design. Too often, productivity halts when corners buckle under "cutter roof&apos; stresses, floors heave, and roof strata fall. In the 1960s, an entirely different approach to strata control was developed. The Stress Control Method (SCM) stabilizes failing roofs and heaving floors by removing the cause of failure - highly concentrated stresses around the openings. This is achieved by regrouping three to 10 rooms into a single entry where the rooms are separated by very narrow yielding but stable pillars. SCM employs a specified excavation sequence to redirect earth pressures away from the mine openings. The yield pillars act as scaffolding until a permanently protective secondary stress envelope forms around the entry (lower part of Fig. 1). The result is a dramatic improvement in roof stability and a significant reduction in artificial support costs. Some roof bolting must still be done, mainly to meet Mine Safety and Health Administration (MSHA) requirements. Potash, salt, coal mining The stress control method was first applied to the deep potash mines of Saskatchewan. The new SCM design actually increased room widths to enlarge the stress envelope, redistributing the stress concentration away from the entries (Serata and Schultz, 1972). This resulted in a turnaround from pervasive roof fall/floor heave conditions that threatened operations in the eight new mines opened in the Saskatchewan potash field during the 1960s. In addition to eliminating all roof bolting, SCM successfully stabilized ground conditions and substantially increased productivity over the original design (Serata, 1976, 1982). Similarly, the deep Boulby potash mine of Yorkshire, England, was about to close after various conventional means of combating roof failure had failed. An SCM test area was excavated that resulted in the ground quickly stabilizing without need o artificial support (Serata, 1982; Chilton and Laird, 1982). Another example is the Diamond Crystal salt mine in Louisiana. Here, multiple level mining was being extended from the third to the fourth level downward in the Jefferson Island salt dome. Extensive roof failure was occurring at 396 m (1300 ft) ii the third level. SCM design principles in creased the room size from 24 to 49 m (80 t( 160 ft) on the fourth level at a depth of 457 m (1500 ft). This unprecedented expansion of room width was first questioned and later ap¬proved by MS HA, which expressed satisfaction in seeing the improvement documented by field validation data in 1973. The most recent SUM application to salt mining has been in the Michigan Basin a: Goderich, Ontario. The anticipated abandonment of Domtar Chemicals Group/Sifto Salt Division&apos;s deep operation in bedded sale was prevented by a multi-year SCM implementation. The success of SCM in dry mining[lecc] to its application to solution mining of salt This adaptation of the method is now being implemented in bedded salt at Fort Saskatchewan, Alberta by Dow Chemical Co., and in St. Clair, MI by International Salt Co. Application of SCM to solution mining in a salt dome is proceeding at Napoleonville. LA by Dow Chemical. At LKAB&apos;s plants in Lappland, Sweden, sintered pellets are manu-factured according to three different industrial processes, viz. shaft furnace at Malmberget, straight-grate at Kiruna and grate-kiln at Svappavaara. At present the total annual capacity amounts to 4.7 million tons. However, since it has been decided to erect a new straight-grate plant (2.5 million tons) at Malmberget, and because of the decision to extend and rebuild the existing plants, it is estimated that the annual capacity will be increased to somewhat over 8 million tons by 1973. The great majority of the pellets produced is exported. They are thus reloaded several times and generally speaking roughly handled, resulting in larger or smaller product losses on arrival at the point of use. It is there-fore of great economical interest to have a good control over the transport strength of the pellets by appropriate quality testing at the point of production. In addition to good transport strength, further demands are ob-viously made on pellets destined for blast furnace operation. The blast furnace burden must maintain a good permeability for the gas. The pellets must thus have a favourable size distribution and must not be so weakened by reduction that they disintegrate under the stresses and clog the blast furnace shaft. Furthermore, the burden must have good reducibility. An increase of the rate of reduction can obviously mean increased blast furnace capacity and reduced coke consumption. In order to optimise the properties of the pellets in these respects, the producer must also be thoroughly familiar with their behaviour during reduction, particularly as the customer&apos;s interest in the reduction properties of the pellets&apos; has increased over the last few years. Up to now the only quality demands the customer has made have generally had to do with the cold strength and the screen analysis. Thus a quality control of in addition to good transport strength, further demands are obviously made on pellets destined for blast furnace operation. The blast furnace burden must maintain a good permeability for the gas. EDWARD COOPER, was born in New York City, October 26, 1824. His father, Peter Cooper, to say nothing of manifold reasons for fame as an inventor and philanthropist, deserves to be remembered as a pioneer in the establishment of public schools; and it is not surprising that he sent his son to one of the democratic institutions in which he was himself so ardently interested. From the public school Edward Cooper went to Columbia. College, where he made the acquaintance of Abram S. Hewitt, who was first his tutor, afterwards his traveling companion, brother-in-law, business partner and life-long friend.* For twenty years I was the consulting engineer of the firm of Cooper & Hewitt, and also connected with the work of the Cooper Union, in which they were both deeply interested and faithfully active. On the basis of the intimate knowledge thus gained, I venture an estimate of Edward Cooper&apos;s character and career which, if not fully comprehensive, may facilitate a juster estimate than would be reached by the strident of those data which the modesty of the man permitted to be placed upon public record. Edward Cooper&apos;s mind was one of the most active, accurate and subtle with which I have ever come into contact: He had inherited from his father a sunny, benevolent temperament, and&apos; the irresistible impulse to attack all new problems which challenged his attention. His thorough education had &apos;indeed made him wiser than his father, both in philanthropy and in technical inventions. He could condemn and reject a proposition which Peter Cooper would have embraced, in a splendid, though ignorant, faith that nothing was impossible to an. "Triton Mining Corporation acquired the rights to Mina El Limon in Nicaragua in 1993 by international bid. The bid included the gold operations at Limon and an exploration concession of approximately 4000 km2. Triton assumed control of operations and exploration in May 1994.The Limon mine is located in west-central Nicaragua, approximately 100 kilometers northwest of Managua. The climate is tropical, characterized by a wet season from May through October, and a dry season November through April. Gold at Limon is associated with both banded quartz and silicified breccia veins in Tertiary volcanic rocks, belonging to the lower Coyol Group. Mining is from two open pits and one mechanized underground operation. A second underground mine is currently under development for production during 1997.This paper describes the expansion of the milling facility at El Limon from a nominal capacity of 400 tonnes/day, producing approximately 20,000 ounces of gold annually, to the existing 900 tonne per day mill operation. Engineering of the new mill facility was initiated in September 1994 and construction was completed a year later."

I. INTRODUCTION. THE facts is presented in this paper, based chiefly on recon¬naissance made, during the summer of 1903, by myself and my assistant, Mr. R.. C. Brooks, cover practically all that portion of Texas lying east of the 99th meridian. The work was undertaken for the University of Texas Mineral Survey, and was to have been extended over the entire State, but the sudden termination of the survey prevented even the official publication of the results already obtained. Most of the mineral resources of Texas were fully treated by the First Geological Survey, but the clay-industry was tit that time little developed, so that only a few scattered notes concerning it are to be found in the Survey reports. The extensive exploitation of the clay-deposits, however, has emphasized their commercial importance, and has also made accessible many facts of exceptional interest concerning their geologic conditions. The erection of new plants for the utilization of clay-products is usually preceded by more or less prospecting, which, by reason of the scarcity of outcrops, and the geologic and topographic conditions of eastern and southeastern Texas, is often slow and difficult work. This is especially true in the Tertiary and Pleistocene areas, where the structural conditions much resemble those of the Atlantic coastal plain, the deposits being mostly lenticular in form, and surrounded by beds of sand. II. GENERAL GEOLOGY OF THE CLAY-DEPOSITS. The accompanying sketch-map, Fig. 1, shows the location of nearly all the deposits examined, their relation to the geology of the State, and the type of clay found in each. The geology is based on the published work of Hill, Cummins, Tail, Adams, Hayes and Kennedy, but the boundaries have unfortunately not been determined over the entire region covered by the map, and, in many areas, are only approximate. It will be seen that the clay-deposits range from Carboniferous to Pleistocene in age, the older deposits being found in the northwestern part of the area, while those of Cretaceous and Tertiary age lie to the east, southeast and south. The Pleistocene clays are found in part in a belt along the coast, and in part along many of the larger rivers, where they often underlie extensive terraces.
