WE RECENTLY completed a study for a client, who is an applicant to export gas from the Province of Alberta, on the effects of gas export on Alberta's economy. This study was part of the client's application ?before the Conservation Board, and, no doubt, some of you are familiar with it. Submissions by other applicants in earlier hearings before the Board and before the Royal Commission on Energy, as well as claims made by parties opposing export, have also brought forward a number of other opmwns regarding possible economic effects. Ali of these studies have been on a piecemeal basis. They have dealt with particular aspects of particular applications, and only indirectly and by inference with the overall question of gas ex-port. We have prepared this paper to review the overall picture and ex-amine, as far as time permits, all sides of the question. While the paper is entitled Economic Effects of Gas Export on Alberta, we felt that the area considered should in-elude northeastern British Columbia, not only because Westcoast, the first major gas export project, is essentially a northeastern B. C. project, but because this area has historically been, from the point of view of economic, if not of political, geography, part of Alberta. In this paper, when we talk of export, we mean export from the Province or, in this case, from Alberta plus northeastern B. C. Sales to other parts of Canada have exactly the same effect on the economy of this area as l1ave sales to the United States, provided, of course, they are made on equal terms.

"It has long been recognized that the properties of polycrystalline substances are not the same as those of single crystals. These differences are especially marked in metels and metallic minerals, and are of greatest practical importance in metal working and ore treatment. The property changes encountered in passing from a metal single crystal to a poly-crystalline aggregate are the same as are produced by cold-working a metal or by the precipitation of a disperse phase. Hence, we may logically assume that the property changes are all due directly or indirectly to the formation of interfacial area or internal surface. Our problem, then, is to ascertain the physicochemical state of the metal atoms at such internal surface and show how this physicochemical condition accounts for the pronounced changes of mechanical, magnetic, and electrical properties that accompany increased internal surface.GENERAL CONCEPT OF INTERNAL SURFACEIn 1678, Huyghens attempted to explain the double refraction of calcite by postulating that crystals were built from a regular arrangement of ellipsoidal particles. Over 100 years later, Abbé Hauy concluded from his studies of cleavage that crystals might be built from small units, but the units were of the same shape as the entire crystal. This idea, which was prevalent in mineralogical thought before the advent of X-ray spectrometry, was discarded when the great success of Bragg made it appear that the chemical atoms were in reality the elements of structure. In the further development of X-ray technique, however, C. G. Darwin, in England, and P. P. Ewald, in Germany, found it necessary to postulate crystal units con¬taining many atoms. The latter gave the name of mosaic crystals to those so constituted. The individual units are supposed to Possess the ideal atomic arrangements revealed by the X-ray but are not oriented with respect to one another."

THIS BULLETIN analyzes and summarizes research at the Bureau of Mines dealing with the preparation, properties, and reactions of iron carbides in the period 1948-60, part of which was sponsored by Wright Air Development Laboratories. The objective was to develop better catalysts for the synthesis of methane and higher hydrocarbons from hydrogen and carbon monoxide. The investigations resulted in the first adequate characterization of epsilon iron carbide, which later proved to be an important intermediate in the tempering of martensite in steel. At temperatures near 170° C, the carbon in carbon monoxide reacts nearly quantitatively with finely divided alpha iron to form an iron carbide in which the metal atoms occupy the positions of the close packed hexagonal arrangement with lattice parameters of ao=2.754 A and co=4.349 A. The carbide has a composition within 2 atomic percent of that required for the formula Fe2C, a Curie point of about 370° C, a specific magnetization of 160.4 ergs per gauss-gram Fe at 50° C, and a ferromagnetic moment of 1.70 Bohr magnetons. Epsilon iron carbide can be converted to chi iron carbide by thermal treatment at 343° C for about 70 hours. The chi iron carbide so formed has a Curie point of 247° C, a specific magnetization of 142.5 ergs per gauss-gram Fe at 50° C, a ferromagnetic moment of 1.72 Bohr magnetons per iron atom, and a paramagnetic moment of 5.5 Bohr rnagnetons per iron atom. Direct synthesis of this carbide from carbon monoxide at 240° C indicates a composition within 7 atomic percent of that required for Fe2C. Chi iron carbide can be converted to cementite at 550° C in about 315 minutes. The theta iron carbide so prepared has a Curie point of 210° C, a specific magnetization of 147.3 ergs per gauss gram Fe at 50° C, a ferromagnetic moment of 1.72 Bohr magnetons per iron atom, and a paramagnetic moment of 3.9 Bohr magnetons per iron atom. Pure chi iron carbide reacts to form theta iron carbide by the elimination of free carbon. In the presence of an excess of free iron in intimate contact with the carbide, chi iron carbide reacts with the free iron to form theta iron carbide. The second reaction proceeds at an appreciable rate at 320° C and can be used to snythesize finely divided theta iron carbide with no free-carbon impurity at low temperatures. The ease of the reaction in the presence of free iron suggests that chi iron carbide is an intermediate in the tempering of epsilon iron carbide to theta iron carbide as it proceeds in steels. Experiments on carbon steel show that the magnetic moment of the iron atoms in martensite is about 2.2 Bohr magnetons per atom, a value approximately the same as that of the iron atoms in alpha iron. The Curie points of epsilon iron carbide, chi iron carbide, and theta iron carbide were found -in various specimens of tempered steel to be 10° to 20° C lower than normal values. This shift is probably the result of manganese in solid solution. Preparations of various compositions of epsilon iron carbonitrides show many effects of extensive isomorphism between epsilon iron carbide and epsilon iron nitride. The action of carbon monoxide on finely divided alpha iron at 400° C results in free carbon deposits containing filaments about 0.1 micron in diameter and several times as long. The filaments are characterized by nuclei of dense material located midway from each end of the filament. Although carbiding to near completion at 240° C over periods of about 300 hours produces a preparation containing no appreciable percentage of epsilon iron carbide, very brief periods of carbiding of the order of a minute result in the formation of detectable epsilon iron carbide even at temperatures as high as 325° C. The data indicate that epsilon iron carbide is an intermediate in the formation of chi iron carbide during its formation from carbon monoxide in the gas phase. Attempts to convert cementite to chi iron carbide by cold work increased the Curie point but did not change the X-ray powder diffraction pattern.

Space-based synthetic aperture radar (SAR) data is becoming available over much of the world, includingNew Zealand. Radar imagery has a number of very advantageous features, including all-weather capability; it also has artifacts, such as layover, which require processing before these data may be used to best effect.   This paper gives an outline of SAR, details the image processing required, and discusses the use of the first New Zealand Japan Earth Resources-1 SAR data to aid geological mapping on the Coromandel Peninsula.

"Gas dispersion properties of sodium salts of 6, 12 and 18-carbon fatty acids (hexanoic, lauric and oleic acid) were investigated as a function of pH. A strong effect of pH was observed on gas dispersion properties of fatty acids. At high pH for 12 and 18 carbon fatty acids, at which these surfactants formed a true solution, the gas dispersion properties were similar to those of MIBC. In the case of sodium hexanoate, which has a much higher solubility than the longer chain fatty acids and therefore does not form precipitates, the gas dispersion properties of this surfactant were strongly enhanced in the acidic pH range, where hexanoic acid was fully associated. This result is an indication that undissociated hexanoic acid is much more surface-active than anionic hexanoate. Only a small effect of the surfactant chain length on gas dispersion properties of the tested reagents was observed. The measured critical coalescence concentration (CCC95) values increase slightly by decreasing chain length and range from 5.8 x 10-5 mol/L (17.7 mg/L) for sodium oleate to 7.2 x 10-5 mol/L (16 mg/L) for sodium laurate at pH 10 and 1.9 x 10-4 mol/L (26 mg/L) for sodium hexanoate at pH 3.7. These are compared to CCC95 of MIBC, which is measured to be 8 x 10-5 mol/L (8 mg/L). The soluble molecular species were recognized as the most effective species in preventing bubble coalescence."

Coal, as energy resource, possesses numerous characteristics and properties which all have an influence on its gasification behaviour. The two properties considered as critically important when evaluating a coal source for gasification is its mineral content and slagging behaviour. Research has indicated that slagging formation can be inhibited or even prevented by the addition of a fluxing agent. It is thus of great importance to understand the mineral interaction during gasification in order to select a suitable fluxing agent for the prevention of slagging and clinker formation in the gasifier. The aim of the present project is to evaluate the effect of iron as a fluxing agent and study the transformation of the mineral and added iron during gasification. A pre-determined amount of pure elemental iron (between 2wt% and 20wt%) was added to a base case coal sample in order to study the effect of the addition of iron to the coal. The transformation of the iron in conjunction with the possible iron containing minerals present in the coal was studied by means of Mössbauer analyses. Typical characterisation techniques included proximate analyses, ultimate analyses and ash composition analyses. The ash fusion temperature analyses (AFT) were used to study and predict the slagging behaviour of the iron-spiked coal samples. Even though AFT analyses only provide an average flow property, it gives a good indication of the changes that the iron addition induces on coal properties. FactSage modelling was carried out in conjunction with the Mössbauer and AFT analyses. From the proximate, ultimate and ash composition analyses it was clear that the coal used con-formed to the average characteristics measured over an extended time period. From the AFT values it was seen that an increase in the flow temperature occurred with the addition of pure elemental iron to the coal, which can be of importance for operational purposes as to raise the gasifier temperature and not to have slagging problems to occur in the gasifier. The Mössbauer data show that he-matite is the main Fe-component that forms from the pyrite originally present and from the added iron to the coal, consistent with FactSage modelling, which shows that the partial oxygen pressure determines which mineral species will form. This study opens up new possibilities when considering operational problems experienced in in-dustrial gasifiers. Successful completion of this study and a study to look at reducing conditions in the gasifier will also add to the knowledge that already exists regarding fluxing agents.

Although much talked about, social licence to operate (SLTO) is a relatively new concept that has been deemed as one of the four biggest business risks to a mining project over the life-of-mine. There is no accepted single definition of SLTO and this author understands SLTO to be stakeholder perception of the legitimacy of a project, a company or an industry. At a specific site, and across different sites within the same organisation, SLTO ranges through different levels according to stakeholders’ degrees of acceptance in time and space. Management of SLTO is vital for the mining sector but is difficult as it is informal and intangible. Although there are no key performance indicators, there are certain indicators that enable relative measurement of the ‘level’ of the SLTO. Because of the importance of the SLTO, information management during the entire life-of-mine, from exploration to rehabilitation, becomes crucial for the continued operation of a project. Lattice parameters for the wurtzite form of' CdS mere measured by powder X-ray diffraction techniques over the temperature range 26° to 1000 K'. A negative thermal -expansion coefficient was determined parallel and perpendicular to the c axis below 13.5°K. Near 808°K, the curves of the a, parameter, the differential thermal expansion, and the resistivitv vs absolute temperature exhibited a reversible discontinuity. j\. direct determination of the lattice parameters of CdS over an extended temperature range is of particular use in interpretation of the effects of high pressure on the band structure of semiconductor materials. For example, Langer' has studied the effects of pressure on the absorption edge of CdS from 77°K to room temperature. In order to properly interpret his results it is necessary to know the change in lattice constants as a function of temperature for the wurtzite, zincblende, and rocksalt2 modifications of this material. Thermal-expansion measurements for CdS, wurtzite phase, have previously been determined over a limited temperature range.s74'5 The zincblende phases, of other compounds with similar bonding, have been investigated by Novikova et a! .'' Previous thermal-expansion measurements for metals with hexagonal symmetry have for the most part used bulk sample techniques for low-temperature result. Most X-ray measurements at low temperature have been on materials with cubic symmetry.'jQ The use of X-ray powder-diffraction techniques offers a convenient and accurate method of measurement over a wide temperature range. The X-ray method, besides measuring unit cell size, also provides information about change in structure type and the nature of some of the stacking defects present. I) EXPERIMENTAL PROCEDURE The thermal expansion was measured by X-ray powder-diffraction techniques. Lattice parameters for the range 300" to 1000°K were determined in a 19-cm Unicam camera. From 26" to 300°K a 34-cm back-reflection camera with the Van Arkel" film arrangement was used. The sample was bonded to a copper cold finger below a helium, hydrogen, nitrogen, oxygen, dry ice, or ice brine bath in a metal cryistat. che inner bath was surrounded by another one for radiation shielding. Nitrogen was used in this outer bath for the very low-temperature runs while dry ice and acetone was used for the 195°K point. CuKa X-rays, filtered with a nickel foil, entered the cryostat through a 0.001-in.-thick aluminum window. During a typical 9-hr exposure the sample was continuously rotated through a 30-deg arc. Heat losses from the sample holder limited the minimum temperature attained to 26°K with helium in the inner dewar. Temperature calibration between 25" and 125°K was determined with an Allen Bradley 300-ohm carbon resistor. The resistor was attached to the back of the copper finger with a thin layer of silicone grease. Liquid He, HZ, N2, and O2 baths were used to calibrate the resistor. Temperature variation is estimated to be *2"K with a slightly higher uncertainty at room temperature and 264°K. The thermal expansion of high-purity germanium from 373" to 900°K was measured as a calibration for the Unicam camera. This value was compared with the known value1' for the thermal expansion. A discontinuity in the thermal-expansion coefficient of the CdS a, parameter was observed. Similar discontinuities in the resistivity and differential thermal analysis at the same absolute temperature indicate that the temperature error is *5°K in the temperature range above 500°K. Temperature errors in the Unicam camera below 500°K are appreciably higher due to large gradients in the resistance furnace. II) SAMPLE PREPARATION The CdS was Eagle Picher ultrapure grade. The present final report constitutes the total productivity of a series of contracts from the U.S. Bureau of Mines and the Institute for Telecommunication Sciences over the period 1971-1979. The emphasis on the research has been analytical. In this "executive summary" we give a succinct description of each phase of the investigation. In the first phase of the investigation that was stimulated by the National Academy of Engineering, we concentrated on the analytical studies of techniques relevant to mine rescue. Several specific procedures for locating a buried source were analyzed. In the next, but overlapping phase of the investigation, we dealt with the fundemental character of how electromagnetic waves propagate in mine tunnels. At the outset we allowed for the finite conductivity of the tunnel walls and the presence of axial conductors such as cables, pipes, and tracks. The third phase of the investigation was devoted to the analyses of various specific geophysical engineering problems. The related fourth phase dealt with the general subject of non-destructive testing of wire ropes such as used for mine hoists.

A comprehensive study consisting of stress determinations, core logging, laboratory testing, and numerical analyses was conducted to investigate the cause and potential alternatives to the coal bump conditions that developed in the Second North Panel of the Little Dove mine near Buntington, Utah. Roof rock characteristics were such that a cave did not develop above this 420 ft wide panel. After 700 ft of pillar retreat, severe coal bump conditions developed during pillar mining. The coal bump conditions resulted from excessive pillar stress which was caused by load transfer from the extracted, noncaving, portion of the panel. Site specific data and numerical modeling techniques were used to back-analyze the bump prone condition. This back- analysis lead to the identification of critical stress, closure, and energy release levels. These critical levels were then used to evaluate alternative pillar mining sequences in the hope that the potential for coal bumps could be reduced. It was found that while alternative sequences offered some potential improvement over the pillar mining sequence used in the mine, alternative pillar mining sequences would not significantly reduce the potential for bumps. For the roof characteristics at this mine, coal bumps are best avoided by developing narrow panels or significantly wider panels, which incorporate properly sized barrier pillars. Narrow panels, on the order of 300 ft, would not cave, but panel pillar stresses and the potential for umps would be moderated by the reduced r' panel width. Wider panels, of approximately 650 ft, would allow a cave to develop, also reducing panel pillar stresses and coal bump potential.

"The paper reviews the history of modern iron control processes in hydrometallurgy. Particular attention is paid to the processes developed in the 1960s by the electrolytic zinc industry for the removal of iron from zinc sulphate leach liquors - namely the Jarosite, Goethite and Hematite processes. Problems faced by the industry in the safe disposal of the iron residues produced by these processes are discussed. The lessons learnt over the past half century by the zinc industry are projected on to the current efforts to develop hydrometallurgical processes for the treatment of copper sulphide concentrates. It is argued that any attempt to create a “hydrometallurgical copper smelter” is doomed to ultimate failure, unless and until methods are developed that can recover iron from solution in a form that can be directly utilised by the steel or pigment industries.INTRODUCTIONYou suddenly realise that age is catching up with you and that technology is moving on apace when you are asked to talk about the history of a process or a technology that you’ve grown up with. Such was my reaction when, out of the blue, I received an email last year from the chairman of the CIM’s Historical Metallurgy Committee, asking me if I would give a talk on the early developments of iron control in hydrometallurgy. Once I’d got over the initial shock of realising that I had now become living history, I was of course flattered that the invitation was to give a talk at the prestigious IMPC, a conference series that has been going for as long as I have been in the business. That this particular IMPC was to include the 4th Symposium on Iron Control in Hydrometallurgy, made the invitation even more appealing and appropriate, because I was the co-chairman of the First Symposium on Iron Control, together with my old friend, John Dutrizac (known by many as Dr Jarosite), which was held 30 years ago in Toronto.first became involved with iron at the very start of my career in hydrometallurgy – the research topic for my Masters degree thesis at UBC, back in the mid 1960s, was “Reductive leaching of Goethite with SO2”. My thesis supervisor was the late Professor Ian Warren, who himself was a protégé of Professor Frank Forward, one of the founding fathers of modern hydrometallurgy. Little did I realise at that time, now 50 years ago, that the problem of iron and how to deal with it in hydrometallurgical processes would be a theme that followed me throughout much of my 40-year career in academia."

At Brunswick Mine, an increase in the number of seismically-related falls of ground and in particular rockbursts occurred during 1999. This was due to the ever-increasing stress levels in the remaining ore reserves, mining in difficult highly stressed areas and in particular troublesome geological features. In conjunction with the Noranda Technology Centre, development of rockburst support systems started at the Brunswick Mine in 1996 and efforts were accelerated in 1999. A support package consisting of #6 gauge chain link mesh, #0 gauge heavy mesh straps, and a 1 m by 1 m pattern of modified conebolts was developed. The conebolts were modified to enable mixing of the resin anchoring. Two major rockbursts occurred during an intense seismic episode at the Brunswick Mine from October 13th to 17th , 2000.The area was evacuated approximately four hours before the first burst hit, and remained closed during the seismic ?flurry??. The first damaging activity occurred around midnight on Friday the 13th, and a second damaging episode occurred on the 17th that included a local Richter Magnitude 2.7 event. The second rockburst had dimensions of approximately 5 m by 5 m by 20 m or 2150 tonnes of massive sulphide material (density 4300 kg/m3). The first failure area was more extensive, caving approximately six metres of an intersection back with the lateral extent not safely measurable. This paper briefly describes the mining conditions that led to the bursting, the seismic response of the region, the mechanisms thought to have caused the bursts, and a yielding support system which had been partially installed before the burst.

Nine organic derivatives of fluorine, silicon, boron, and aluminum were purified for thermodynamic studies using distillation, zone melting, and gas liquid chromatography, The unusual properties of these compounds required the development of special techniques for handling and purification. To determine purities of purified samples, new techniques for analyzing spectral data were developed.

The Martha epithermal Au-Ag deposit contains multiple generations of quartz veins with a range of textures. We examined: +        vein textures, +        crosscutting vein relationships, and +        the paragenetic sequence within the pit walls as well as a wide range of hand specimens. Samples include host rock, breccia, and veins, but these groups are not distinct; instead, they form a continuum.   Veins at Martha mine show a wide range of textures on a local scale; these textures also change significantly over both the lateral and vertical extent of the pit. Common textures include crustiform bands, comb quartz, colloform bands, platy quartz, massive quartz, drusy quartz, sedimentary textures and brecciation.   Vein grades relate to textures. Many textures, including crustiform, platy, cherty, and sedimentary textures display predominantly low grades, but some textures are linked with high grades, such as ginguro, massive and comb quartz where they are associated with visible base metal sulphides and/or electrum. Host rocks and most breccias are low grade, as most samples contain <2 ppm Au.

The anthracite industry, which produces about 50 million net tons of coal annually, has been talked of as being able to last for another century; but if the water record of the past century continues into the expected century, this expectation of many years production still to come out of the remaining reserves will not be attained. The industry will be a submerged one in fact as well as in name. A recorded forecast of what has since occurred appears on page 34 of the Mine Inspectors' reports of 1897: It should also be noticed that bodies of water had accumulated in parts of abandoned mines before duplicate surveys of the same were required by law; and as a result we have today to contend with bodies of water, the exact location and position of which are not correctly known. Since that date, 47 years ago, the implications of the foregoing comment have grown enormously. In the period between 1923 and 1940, abandonment of collieries in the southern field resulted in the flooding of approximately 60 sq. miles (30 per cent) of the field. The ahandonment of collieries in this field has imposed additional expense for pumping on the collieries still operating. This condition will be aggravated by the extension of developments and cause suspension of operations if economic conditions do not justify the assumption of additional pumping costs. During the years, the region's rainfall has not altered, but the quantity going inside the mines through breakages in the surface, brought about by extraction of the coal, has increased materially, as indicated by the ratio of tons of water pumped to tons of coal produced underground for one of the large companies in the northern anthracite field: Year Ratio 1920................. 8.4:1 1925.................. 10.6:I I930.................. Rainfall quickly affects the workings in all the fields. In mine inspection district 7 of the southern field the rainfall in 1935 was 92,083,000,000 gal. In the period between 1923 and 1940, abandonment of collieries in the southern field resulted in the flooding of approximately 60 sq. miles (30 per cent) of the field. The ahandonment of collieries in this field has imposed additional expense for pumping on the collieries still operating. This condition will be aggravated by the extension of developments and cause suspension of operations if economic conditions do not justify the assumption of additional pumping costs. During the years, the region's rainfall has not altered, but the quantity going inside the mines through breakages in the surface, brought about by extraction of the coal, has increased materially, as indicated by the ratio of tons of water pumped to tons of coal produced underground for one of the large companies in the northern anthracite field: Year Ratio 1920................. 8.4:1 1925.................. 10.6:I I930.................. Rainfall quickly affects the workings in all the fields. In mine inspection district 7 of the southern field the rainfall in 1935 was 92,083,000,000 gal. This report presents information developed during Bureau of Mines contract H0242016, "Mine Shaft Fire and Smoke Protection Systems" from May, 1974 through June, 1975. Purpose of the metal and nonmetal health and safety project was to evaluate mine shaft fire and smoke hazard problems, and to develop and demonstrate a low-cost, reliable mine shaft fire protection system that would protect against such hazards and would be applicable to a majority of metal and nonmetal mine shafts, including raises and winzes, especially in deep mines. Program effort proceeded through five phases, culminating in the successful in-mine fire demonstration of a prototype system. In addition to this final report, a film is available which depicts components of the system and its successful shaft fire testing at an underground mine.

"INTRODUCTION Industrial utilization of the present submarginal domestic manganese resources of the United States is wholely dependent at this time on the electrolytic manganese process established as the result of 4 years of continuous operation of the Bureau of Mines pilot plant at Boulder City and 7 years' operations of the Electro Manganese Corporation commercial plant at Knoxville, Tenn.Three Kids ore provided the feed for the Boulder City pilot plant during 3 years of operation. Hence, the electrowinning characteristics of the ore have been thoroughly established, making possible accurate estimates for commercial operations.Before the Defense Plant Corporation constructed the leaching plant, the Bureau of Mines conducted an exploration project to determine the extent and grade of the ore reserves. Additional exploration, development, and mining by the Manganese Ore Cc, have accurately determined the tonnage and grade of ore. A large tonnage of stock piled ore is now available for immediate processing, and a considerable tonnage of openpit ore has been stripped of overburden preparatory to mining. Numerous facilities, such as power, water, and housing, needed for an electrolytic manganese plant are already available.All of these factors, as well as plans for installation of scale electrolytic manganese plant facilities, are presented in detail in the chapter entitled, ""Mining and. Electrolytic Reduction of use from Three Kids Manganese Mine."" The Manganese Ore Co. kindly provided information on the present ore reserves and state of development of the mine."

El presente texto revisa los métodos utilizados en las minas de tajo de abierto como son la perforación, disparo y seguridad y así mejorar los standars y el rendimiento futuro en la industria minera. Respecto al primer método empleado, se analizan los factores que afectan el rendimiento de brocas y cómo dicho factores varían, impidiendo la adaptación de prácticas universales de perforación. Asu vez, estos mismos permiten seleccionar el tipo de broca adecuado y mejorar el máximo rendimiento del mismo. En cuanto la voladura y los explosivos, se revisan las variables fundamentales que ejercen una influencia sobre el resultado de un disparo y así realizar un estudio comparativo de los agentes explosivos en uso, tratando de interpretar el mecanismo de la explosión y a la vez aplicarlo a las diferentes formaciones presentes en Cerro. Finalmente, se describe la organización del sistema de seguridad y las obligaciones de este comité en la industria minera.
