The observation method is a design optimization approach for the drill and blast method in tunneling. This method includes first identifying the hazard scenarios through site investigation, formulating suitable solutions, obtaining feedback during construction, and finally using that data to optimize the design methods. This paper illustrates the application of the observational method for T-48, a railway tunnel project in the Himalayas. It is a 10.2 km long tunnel with a parallel escape tunnel and 26 cross passages. The use of observational methods in this project optimized the overall tunnel design and considerably saved the overall project cost.

LOCATION AND HISTORY The Lakeshore Copper property is located on the Papago Indian Reservation approximately 30 miles South of Casa Grande, Arizona. This major porphyry type deposit was discovered by El Paso Natural Gas Company in 1966. Following an extensive diamond drilling program, El Paso invited several mining companies, including Hecla, to examine the property with a view towards participation. Hecla's examination, and the attendant feasibility studies, led to agreements, which were finalized in September 1969, whereby Hecla would acquire a 50% interest in the property, and would act as operator. The Lakeshore deposit covers an area approximately 3,000 feet in width by 6,000 feet in length. It consists of an upper zone of disseminated copper oxides, averaging approximately 100' in thickness overlying a zone of disseminated copper sulfides up to 1,000 feet thick. Near the base of the disseminated ore is a blanket like zone of high grade copper sulfides, referred to as the tactite ore body. The mine is being developed to produce approximately 6,500 tons per day of oxide ore and 9,000 tons per day of sulfide ore. This represents a total daily production rate of 15,500 tons per day, which will be achieved by underground mining methods using rubbertired dieselpowered mining equipment. DEVELOPMENT LAYOUT The mine is being developed by two parallel 15° decline tunnels. The declines were collared 5,000 feet southeast of the ore body, and are being driven in a northwestery direction, to pass beneath the tactite ore zone. Introduction The domestic copper industry has suffered for some time from declining ore grades; rising costs associated with conventional mining, milling, smelting and refining; tightening environmental restrictions; and shrinking markets due to materials substitution. Ore grade depletion is a major problem. It is illustrated by the decline in average copper yield shown in Fig. 1. From 1979, copper grade has dropped 60%, lowering yields from 1.2% to 0.49% (Sousa, 1981). The US copper industry is taking drastic measures to enhance its competitive posture and to guarantee its future worldwide position. In a sense, this involves a general restructuring of the processing philosophy of US copper producers. Judging from recent trends, this restructuring relates to the application of solution mining techniques to the treatment of copper ores and low grade waste material. Recovering copper by leaching techniques has been practiced for centuries. As early as the mid-16th century, some Hungarian copper mines were recycling copper bearing leach solutions through waste heaps (Nash, 1912). In the US, recovering copper from dilute mine waters has been carried out for more than 100 years. There are, however, certain technical innovations that have elevated the importance of solution mining as a process for copper recovery. These include: • Advances in solvent extract-electrowinning (SX-EW); • Developments in acid and acid ferric cure processes for oxide and mixed oxide sulfide ores; • Improvements in heap and dump construction; and • Advances in in situ leaching technology. Generally, solution mining enjoys certain intrinsic advantages over conventional mining and milling. Compared to conventional milling, the combined capital and operating costs of leaching facilities are normally lower, start-up times are faster, and the leaching operation usually has less impact on the environment. Furthermore, solution mining represents an expedient way of extracting metals from small shallow deposits, and is particularly suited to the treatment of low grade sources. And, in the case of waste dump leaching, there is a tremendous resource in-place that has the mining cost already off the books. This paper updates current US copper solution mining trends. Solution mining systems Schlitt (1980) summarized the characteristics of the principle leach systems in the US. He pointed out that the wide variations in copper deposits make solution mining a more site-specific activity than conventional mining and milling. Heap leaching is usually selected for moderate to high grade ores having a copper mineralization that is amenable to acid leaching (oxides, silicates and certain sulfides). Higher grade ores mined specifically for heap leaching are usually treated to optimize copper extraction, therefore, crushing and some pretreatment (acid curing) may be justified. On the other hand, dump leaching practice usually involves leaching low grade waste rock placed on large dumps as dictated by topography and haulage costs. Mine waste is therefore treated in an uncrushed run-of-mine condition. Finally, in situ leaching is appropriate for either very deep ore bodies or for recovering copper from low grade rock left behind in abandoned pit walls, stopes, and subsidence zones from earlier mining activities. True in-situ solution mining should be defined as the leaching of ore in its original geologic setting. Weathered mine waste consists of oxidized primary minerals and chemically unstable secondary phases that can be sources of readily soluble metals and acid rock drainage. Elevated concentrations of metals such as Cd, Cu, Fe, Mn, Ni, Pb, and Zn are observed in deionized water-based leachate solutions derived from complex sedex and Cu-Pb-Zn mine wastes. Leachate (USGS FLT) from the Elizabeth mine, a massive sulfide deposit, has a pH of 3.4 and high concentrations of Al (16700 ug/L), Cu (440 ug/L), and Zn (8620 ug/L). Leachate from the sedex Faro mine has a pH of 3.5 and high concentrations of Al (2040 ug/L), Cu (1930 ug/L), Pb (2080 ug/L), and Zn (52900 ug/L). In contrast, higher-pH leachates produced from tailings of polymetallic vein deposits have order of magnitude lower metal concentrations. These data indicate that highly soluble secondary mineral phases exist at the surface of waste material where the samples were collected. Sulfide minerals from all sites exhibit differential degrees of weathering, from dissolution etched grain rims, to rinds of secondary minerals, to skeletal remnants. These microscale mineral-dissolution textures enhance weathering and metal leachability of waste material. Besides the formation of secondary minerals, sulfide grains from dried tailings samples may be coated by amorphous Fe-Al-Si minerals that also adsorb metals such as Cu, Ni, and Zn.

Improvements continue to be made in rapid excavation and tunneling technology. There are several ways to examine the impacts of such improvements. The most common procedure is to monitor current developments and to evaluate prospects for expansion of present types of uses. Other approaches are called for, however, if the technology might be used in ways not now imagined, if the search is for information for managers of technology development, and if the issue is that of the wise use of the technology by society. The first section of the paper will pose these matters as questions. These questions will be examined from the point of view of the processes of technology development and utilization, and then further examined against the backdrop of processes at work within the urban area. Such an examination will provide insight into the way technology developments should proceed. The final section will present some comments that may be useful to those guiding the development of the technology and to those who might provide leadership for its wise utilization. THE QUESTIONS Three questions are posed: 1. Are there uses for the technology beyond further penetrations of its present markets? 2. Can information be supplied to managers of technology development so that they may improve the assignment of priorities among development choices? 3. How can society make wiser use of the technology?

The U.S. Department of Energy (DOE) is responsible for siting and constructing a licensed geologic repository for commercially generated high-level nuclear waste. Within DOE, the Office of Civilian Radioactive Waste Management (OCRWM) Program has this responsibility. To accomplish this mission, the OCRWM Program is engaged in a multidisciplined effort to identify, qualify, and develop repository sites. The current strategy of the OCRWM Program is to identify candidate repository sites in basalt, tuff, and salt and to develop exploratory shafts at those sites. Within OCRWM, the Salt Repository Project Office (SRPO) identified the salt site for the development of exploratory shafts. The proposed Exploratory Shaft Facility (ESF) in salt will have several primary purposes. The shafts will provide access to the reference repository horizon to permit in situ testing of the salt horizons in order to satisfy the following data acquisition needs: • Verification of the salt repository design parameters and validation of performance assessment models • Demonstration of the constructibility • Capability to adequately seal penetrations into the salt An exploratory shaft is required by 10 CFR Part 60 for the conduct of in situ testing at depth prior to submittal of a license application for construction authorization of a repository. Therefore, construction of an ESF will also facilitate the licensing process.

Many countries, provinces, territories and states in the European Union, Australia, Canada, the United States and elsewhere have begun implementing sustainability programs. Most of those programs, however, stop short of sustainable management of aggregate resources. Sustainable practices do not always have to be conducted under the title of sustainability. This case study describes how Lafarge implemented the principles of sustainability even though there was an absence of existing local government policies or procedures addressing sustainable resource management. Jefferson County is one of three counties in the six-county Denver, CO, region that has potentially available sources of crushed stone. Crushed stone comprises 30percent of the aggregate produced in the area. And it plays a major role in regional aggregate resource needs. Jefferson County is home to four of the five crushed stone operations in the Denver region. Lafarge operates one of those four quarries.

At Fermilab, located in Batavia, Illinois, a 4,000-foot underground complex of tunnels and caverns is being excavated on a decline of six percent, at depths of up to350 ft, below grade. The site geology consists of dolomitic and shale formations overlain by glacial till. Since the start of construction in March 2000, work to date has concentrated on the excavation and support of the Target Hall cavern, which is characterized by a low rock cover and a final lining of shotcrete. Ground vibrations, noise levels, and rock movement were monitored during excavation by drill and blast methods to prevent damage to experimental facilities, impacts on surrounding communities, and to allow evaluation of cavern performance. The cavern design was based on a UDEC numerical analysis that was validated during construction by comparison to encountered conditions and measured cavern movements.

The innovative Soil-Cement Mixing Wall Technique, developed independently in Japan, consists of mixing in-place soils with cement grout using multi-axis augers and mixing paddles to construct overlapping soil-cement columns. The applications of overlapped soil-cement columns include cutoff walls for groundwater control and structural diaphragm walls for excavation support. The special features of this technique include water tightness, versatile strength design, and efficient installation in subsurface materials varying from clayey soils to cobbles or soft rocks. Through the introduction of two recent subway projects in Japan, this paper presents the design parameters, construction procedure, quality control and performance of soil-cement wall for excavation support and groundwater control.

The Functional Performance Equation for ball milling circuits allows us to isolate the circuit classification system efficiency (CSE) from the mill?s grinding performance. The factors which affect circuit CSE are reviewed, with emphasis on water usage at the classifiers. It is shown that manipulation of such water usage can be carried out to improve plant grinding circuit efficiency, at times by more than 30 percent.

Hard times continued to plague the industry when the calendar rolled over to 2000. During 1999, the United States economy had grown vigorously, capping the longest economic expansion in United States history. However, the mining industry was not so fortunate. Commodity prices remained in a slump in the “new-economy” that was fueled by excitement and speculation about the power of the Internet during the infancy of the Information Age. Much of the investment money that once went to mining and exploration was now headed to the world of virtual gold mines. SME President Donald E. Ranta implemented new technology into his plans for SME. His two major goals were new membership growth and to foster the establishment of the comprehensive Internet presence for the Society’s technical information. His strategic priorities included enhancing the quality and quantity of publications, programs, meetings and short courses. “The Internet is the vehicle that will advance the priorities,” he said.

In conjunction with steady increases in production levels, longwall operators have applied greater quantities of ventilating air and spray water in an effort to control respirable dust and/or methane. Air velocities greater than 7.6 m/s (1500 fpm) have been measured on longwall faces. Operators have expressed concern over the potential entrainment of respirable dust at these high velocities. The greatest likelihood for entraining dust into the high velocity airstream may occur as shields are advanced allowing relatively dry particles to fall from the shield canopy directly into the airstream. Laboratory tests to simulate dust liberation during shield movement were conducted at the Pittsburgh Research Laboratory of NIOSH at velocities ranging from 2.0 to 8.2 m/s (400 to1600 fpm). Airborne dust samples were obtained with personal impactors to quantify the size distribution and concentration of the dust entrained at the various air velocities. Statistically significant increases in both total and respirable dust concentrations were measured as test air velocities were increased.

"Within the energy concept of the German government, the operating time of nuclear power plants was initially extended from about 8 to 14 years. It is planned, however, that every power plant will gradually be decommissioned until 2025 and that simultaneously the amount of renewable energies will successively be expanded. According to the political state, nuclear energy is a discontinued model. Looking at the global energy market, though, an obviously opposed development can be observed. At the moment, 443 nuclear power plants are running worldwide and further 62 facilities are being built. These about 500 nuclear power stations have to be supplied with nuclear fuel right now and in the future. The present paper will describe the worldwide use of nuclear energy, the extraction of the nuclear fuel uranium and in detail the available and predicted resources of uranium. The conclusion of the paper is the statement that uranium as nuclear fuel is no scarce resource but sufficiently available."

Introduction Newmont Mining Corp.'s Carlin Gold Mining Co. mines gold ore and waste material from four open-pit mines in Northeastern Nevada. Combined production rate is 24.5 Mt/a (27 million stpy). The company is producing gold bullion from the 2.4 kt/d (2600 stpd) Carlin Mill No. 1. and the 2.3 kt/d (2600 stpd) Maggie Creek heap leaching plant. In August 1985, the 6.3 kt/d (7000 stpd) Carlin Mill No. 2 at Gold Quarry came on-line. The total combined throughput of 11.2 kt/d (12,000 stpd) will make Carlin Gold Mining one of the largest US gold producers. Feasibility studies are underway to increase the total gold out-put from Gold Quarry. This will be done by adding a continuous dump-leaching process that will recover gold from lower grade ore. History In 1961, Newmont exploration geologists located claims in the Lynn Creek mining district near Carlin, NV. An exploration drilling program revealed significant gold mineralization. A stepped-up drilling program revealed an ore body with an estimated 10 Mt (11 million st) of ore containing 109 t (3.5 million oz) of gold. Test results in 1963 allowed metallurgists to develop the flowsheet and design for a 1.8-kt/d (2000-stpd) countercurrent decantation (CCD) cyanide plant. Carlin Gold Mining Co. was formed to operate the property. Carlin purchased its first mining equipment in 1965. This consisted of two Bucyrus-Erie 2.7 m3 (3.5 cu yd) shovels and nine 27.2 t (30 st) Wabco Haulpak trucks, two Inger¬soll-Rand track-mounted drills, one Chicago Pneumatic T-650 rotary drill, one rubber tired Michigan 280 dozer, one Caterpillar D-8 36A track dozer, one Caterpillar 16 motor grader, and the necessary ancillary equipment. The fleet was capable of mining 3.2 Mt/a (3.5 mil¬lion stpy) working two eight-hour shifts, five days a week. In 1967, one P&H 1500 3.8 m3(5 cu yd) diesel electrical shovel and three 59 t (65 st) Dart trucks were added to the fleet, along with a Chicago Pneumatic rubber tire mounted rotary drill. This equipment addition increased the mining capabilities to 5.7 Mt/a (6.3 million stpy). Three separate pits, the Main, East, and West, within a 1.6-km (1-mile) radius of the Carlin mill were being mined. The crew consisted of 46 hourly men and three supervisors. This equals 497 t/ total hourly manshift (548 st) or 407 t/total manshift (515 st). Rising gold prices in the early 1970s allowed lower grade deposits to be mined at greater distances from the mill. The Boot-strap pit, 19.3 km (12 miles) north of Carlin, was started in 1973. Attempts are made to evaluate the feasibility of using a water-injection cyclone for the concentration of iron ore fines. The separation characteristics of clay fines, containing large amounts of alumina and silica, from the iron values are discussed. The effects of critical variables, such as injection water rate, truncated cone diameter, spigot opening and vortex finder diameter, on the performance of a water-injection cyclone in terms of iron, alumina and silica grades; iron recoveries; and alumina and silica rejections are discussed. A set of 16 full-factorial experiments (24) was carried out to gain an understanding of the individual and interaction effects of the variables. The results indicate that classifying iron ore fines containing 63.0% iron, 2.5% alumina and 3.5% silica through a water-injection cyclone can produce concentrates with iron grades greater than 66.0% and alumina and silica contents less than 1.5% and 2.0%, respectively, at different study conditions. The achievable iron recovery values are greater than 88%, and alumina and silica rejections are more than 80% and 50%, respectively, within the specific study conditions. While the truncated cone diameter, injection water rate and spigot diameter influences the alumina rejection to a considerable extent, it is mostly influenced by the vortex finder diameter. The iron recovery and silica rejection values are mostly influenced by spigot diameter and truncated cone diameter. The effect of injection water on the concentration characteristics depend on the prevalent truncated cone diameter and spigot diameter conditions.

The 26th Peruvian Mining Convention (Convención de Ingeneieros de Minas del Perú) was held Sept. 15 through 19, 2003, in Arequipa. The convention was sponsored by the Peruvian Institute of Mining Engineers (Instituto de Ingeneiros de Minas del Peru). The Institute has been organizing these events since 1954. They are now held every other year. The conventions spotlight Peru’s mineral resources and have contributed to the tremendous growth of the Peruvian mining industry. This year’s meeting consisted of technical sessions, forums, field trips and social activities. It was held at the Tecsup Institute of Technology of Arequipa. More than 3,000 mining professionals attended. As always, the meeting was well organized, and participants expressed gratitude to the organizing committee for another successful meeting.

The liquid membrane separation process was first patented in 1968 for separating hydrocarbons.(1-4) This stimulated many researchers to join in the area of separating organic compounds. l Since then, its applications have been extended to the removal of contaminants from waste water,(12-33) encapsulation of enzymes and/or microorganisms for reaction and/or separation, (24-28) oxygenation of blood (artificial lung),(19) removal of toxins from blood (artificial kidney)(26,20) and metal extraction.(31-63) This paper discusses the possible process schemes for using liquid membranes to separate and concentrate copper ion from its acidic leaching solution.

In February 2001, Kalgoorlie Consolidated Gold Mines (KCGM) commissioned its first full-scale ultra fine grinding (UFG) plant to supplement existing roaster concentrate treatment capacity. This process involves the fine grinding of refractory pyritic concentrate to 10µm, followed by direct cyanide leaching for the recovery of gold. By this means gold is economically extracted from the concentrate without the need to first oxidise the host pyrite. This paper details the history of the project from initial laboratory testwork comparing possible treatment options, to current performance of the 12 tph plant. This includes the cost comparison of the major treatment options, the laboratory and pilot scale UFG performance, the UFG mill selection, cyanide leaching of UFG product, commissioning and plant performance to date.

How did you get into mining; were you from a mining town or mining family? Not at all. I grew up in northwest Kansas. I liked to hunt and fish, so I thought it would be fun to work for a company that made knives or guns. It seemed like metallurgical engineers would be something those companies could use, so I started in physical metallurgy. I got a summer job at the great Climax molybdenum mine near Leadville, CO shoveling muck onto conveyors. I was hooked. I loved everything about mining, so in the fall, I changed majors from physical metallurgy to mineral processing. For many years you actually discouraged young people from studying the mining disciplines. Could that be right? That’s true.
