Introduction US dependence on external energy sources is dangerous because of unstable political situations existing in key energy exporting countries. So, recent national energy policies call for increased reliance on domestic energy sources. Coal ranks as the most feasible domestic energy source due to its abundant reserves and continental distribution. But to efficiently extract these coal reserves, huge sums of capital funds are needed. Due to the depressed economy, lenders of capital funds are forced to be more stringent with loan applications. This results in fewer loans granted. In many cases, it is uncertain if funding can be obtained. Furthermore, the greatest level of domestic mine financing is expected to be in the coal sector. Demand for capital in the domestic coal industry is anticipated to increase 80% by 1990. The Chase Manhattan Bank in New York warns that these future needs cannot be met by the present capital markets. This article analyzes the current and expected situations of the capital markets available to the domestic coal industry, including: • current and expected future types of financing used in the domestic coal industry; • problems the domestic coal industry may encounter as it seeks capital; and • the future availability of capital funds as concluded from analysis of the first two items. Background Information Regardless of industry, all projects or ventures can be divided into four basic stages: generation; evaluation; selection; and execution. Within the mining industry, one can break down these stages to draw a clear picture of mine development, as shown in Fig. 1. Each successive stage has a corresponding risk level. This risk level defines the type of financing available to the mine operator. Mining Venture Risks A coal mining venture can be characterized by its unique blend of technical and financial risk. As the mine moves through different development stages, varying proportions of each of these risks are encountered. It is these risks that the lender evaluates to determine project suitability. For a coal mining venture, the major complexities generally occur with the technical risk. These include: • quantifying the coal reserves: • assessing the feasibility of the mining method; and • evaluating the design of the wash plant. The reserve risk is gauged by the amount of measured, mineable, and saleable reserves. The greater the latter amounts, the lower the risk. Secure title to the reserves plus title for any surface areas required are also of concern to the banker. Energy and the conversion of potential energy into alternate forms is becoming a topic of household conversation for a larger segment of the world's population as mankind's desire for products derived from the vast array of technological developments continues to expand. The world's use of steel and the high energy consumption related to the production of steel promotes an awareness of the limitations of existing technology and a search for more economical alternates. Terminology such as (BF) Blast Furnace, (BOP) Basic Oxygen Furnace, (EAF) Electric ARC Furnace, (DR) Direct Reduction, (DRI) Direct Reduced Iron and (FC) form coke is becoming commonplace as alternates are being sought to alleviate the energy crunch. Coke production by various methods was developed as early as the seventeenth century in Europe to replace the disappearing hardwood forests that supplied the initial blast furnace fuel in the form of charcoal. In 1880, the Semet Solvay by-product coke oven design was introduced to the United States at Syracuse, New York, to supply coke for use in the production of soda ash, coke oven gas and its by products as the primary source of many organic processes. Although the Semet Solvay coke oven has not been marketed for decades, these coke oven batteries are in use today producing metallurgical coke, coke oven gas, and related by-products.

This paper presents a case history of a mature and well-established quarry company that has attempted to keep pace with an ever-changing economy. It examines the impact of socio- economic and technological factors on the company's marketing efforts, and looks at the role of both short and long range planning. The realities which have had to be faced and how product requirements have been kept in balance with production restrictions are also discussed.

Long before recorded history, man began to dig into the earth's crust in a never ending search for useful materials. It is well known that more than half of the earth's crust is composed of silicon dioxide (SiO2), also known as silica. Silica and silica-containing material have a great many uses in modern society. This material, however, is potentially an extreme health hazard. Silicosis: Not a New Disease Centuries before the Christian Era, Hippocrates wrote of a lung disease common to those who mined in hard rock. He was obviously describing silicosis. It is also apparent from ancient writings that the Egyptians were aware of this malady. Dioscorides also wrote on this subject in the fifth century B.C. It is undoubtedly the oldest and best studied of the occupational lung diseases. Silicosis was certainly described by Agricola in his De Re Metallica published in 1556. Here he described lung disease among hard-rock miners. The original document was written in Latin and then translated in 1912 by Hoover and Hoover. One of these translators was Herbert L. Hoover, a former US president who once made his living as a mining engineer. More recently, there are numerous references in medical literature in the 19th and 20th centuries relating silica exposure to silicosis. There are specific references to mining in hard rock, as well as to sandblasting and a host of other industrial exposures. In 1919, Winslow described standards for measuring the efficiency of exhaust systems in polishing shops using sandblasting. These standards were equally applicable in the mining industry. As early as 1920, Winslow explored the efficiency of certain devices used to protect sand-blasters against the dust hazard. These devices were equally applicable in the hard-rock mining industry. The medical community recognized the silica health hazard in the early 1900s. Middleton described the illness in the British Medical Journal in 1929. He noted the danger to health at that time. D. Hunter mentions in his book, The Diseases of Occupations (1969), the monumental work of Merryweather in 1936, in which he surveyed the silicosis risk in Great Britain. He showed statistically that the average employment length of sandblasters who ultimately died of silicosis was 10.3 years, compared to 40.1 years for all fatal cases, irrespective of occupation. Sandblasting and hard-rock mining and drilling, obviously, are very hazardous occupations. Weil and Zisking of Tulane University wrote in 1975 that "it was known as early as 1935 that the course of silicosis is much more rapid in sandblasters than in miners or foundry workers. This can be explained by the fact that sandblasters are exposed to an almost pure siliceous dust containing high concentrations of respirable particles within the range of 1 to 3 micron size." Protecting the Worker The medical community recognized in the early 1900s the need for proper protective equipment for all of those who worked with siliceous materials. Middleton, writing in 1929, said: "The worker is then protected by a close fitting helmet with an air feed, much as in the case of an underwater diver. In spite of these precautions, cases of silicosis among sandblasters are being met with today. It is a matter for serious consideration whether a substitute, such as steel or iron grit, could not be used to replace the siliceous grit as the abrading material." C. E. A. In 1950, about a third of the world?s population lived in cities. That figure has steadily risen throughout the following decades. Now it is believed that about 60 percent of the estimated 8.1 billion people in 2030 will be living in urban areas. The strain on infrastructure in cities in the developed world is already showing. And the rapid growth in developing nations today is adding to the shortage of materials, equipment and labor needed to keep up with this growth. So, while materials and labor may be in short supply, there is no shortage of work for the underground tunneling and space industry. In June, 718 of those professionals from around the world were in San Francisco, CA for the North American Tunneling (NAT) conference, put on by the Underground Construction Association (UCA) of SME. The attendees spent the three days of technical sessions listening to international authors discuss the state of the industry, new technologies that have become available and updates on major tunneling projects throughout the world. The accompanying exhibit attracted 79 vendors, who displayed the latest in tunneling and underground space equipment and services. In addition to the technical sessions and the exhibit, the NAT featured three short courses ? ?DRB Process Update Workshop,? ?Soft Ground Tunneling Technologies? and ?Underground Blasting Technology and Risk Management.? And the post-meeting field trip to the Devils Slide tunneling project near San Francisco was sold out.

The multi-gravity separator (MGS) is a novel piece of equipment for the separation of fine and ultra-fine minerals. However, the published literature does not demonstrate its use in the separation of coal fines. Therefore, an attempt was made to study the effects of different process variables on the performance of an MGS for the beneficiation of coal fines. The results obtained from this study revealed that among the parameters studied, drum rotation and feed solids concentration play dominating roles in controlling the yield and ash content of the clean coal. Mathematical modeling equations that correlate the variables studied and the yield and ash contents of the clean coal were developed to predict the performance of an MGS under different operating and design conditions. The entire exercise revealed that the MGS could produce a clean coal with an ash content of 14.67% and a yield of 71.23% from a feed coal having an ash content of 24.61%.

The project is located in the northern region of the People’s Republic of China and was awarded to Impregilo, as sponsor of the Wan Long Joint Venture, in September1997. The project consists of four tunnels for a total length of 88,700 m, with an excavation diameter of about 4.9 m. The lining is made of honeycomb pre-cast segments, connected by PVC dowels and the joints are sealed with elastomeric gaskets. The geology is mainly Limestone, Dolomite and Sandstone. Karst cavities are abundant and are often in-filled with plastic red clay. This has adversely affected the TBM’s progress. Four double shield telescopic TBMs were mobilized to cope with the very tight construction schedule and, at the end of November 2000, more than 80% of the tunnel has been bored. The article analyses the TBMs’ productions in the various geological conditions and the results of different technical solutions adopted at the project.

The roles of pulsating mechanisms such as the amplitude and frequency of the jig cycle are well established in jigging. Also well established are the roles of the size ratio and the volume fraction of the feed. In iron ore beneficiation plants, these process parameters are optimized to achieve the highest efficiency. However, the role of one of the more important feed characteristics, the liberation characteristic of the feed, has not been studied in detail. Evaluation of the liberation characteristics is difficult because the required washability test is not viable for iron ore feed. In this paper, a new method is proposed in which the liberation characteristics are measured through a separation efficiency value. In the new evaluation method, jigging parameters such as amplitude and frequency of the jig cycle are optimized from the fundamental understanding of the process dynamics and feed characteristics such as size distribution. Then, feeds with different liberation characteristics are tested to evaluate the liberation characteristics of feed in jigging.

Over the last fifty years, the treatment of enargite concentrates has not received much attention primarily because of the availability of other clean concentrates suitable for processing with existing smelting and/or leaching technologies. As traditional copper ores have become scarcer, copper-arsenic ore deposits have garnered more interest. Arsenic release is a significant concern during the treatment of enargite by pyro or hydrometallurgical methods. Enargite is also very refractive in standard leaching procedures. Thus, economical treatment options for enargite concentrates are needed. Preliminary experiments have shown that the acid-bake leach process could be adapted and used for the treatment of enargite concentrates. In this study, low-temperature (100-400 ºC) sulfuric acid baking of an enargite concentrate followed by water-leaching has been evaluated. The results indicate the thermal transformation of enargite to copper sulfate during sulfuric acid baking, with most of the arsenic being released from the concentrate into the gas phase for baking at 400 ºC. The condition for maximum copper extraction (~100%) from the concentrate was found to be 400 ºC, sulfuric acid amount of 0.5 mL/g of concentrate, and 2 h baking time. Part of the arsenic was captured in the form of arsenopyrite (FeAsS). XRD analysis proved the presence of some arsenic in the form of claudetite (As2O3) in the baked concentrate. Acid baking of pure enargite behaved in similar fashion.

Thousands of miners, construction workers, and truck drivers are exposed to diesel exhaust particles. Diesel Particulate Matter (DPM) is a probable human carcinogen and stringent occupational and environmental standards have been established or are planned worldwide. Modifications in fuels and diesel engine designs have reduced emissions, but may not be enough to comply with the tightest standards. Post-combustion aftertreatment devices are likely necessary for many engine operators. However, even the most common and well studied aftertreatment devices fail from time to time. The objective of this study was to design, construct, and test an electrostatic aftertreatment device to treat DPM. An electrostatic precipitator (ESP) was designed and constructed to capture DPM from diesel exhaust, and different configurations were tested to optimize its performance. DPM was produced by a 6 kW diesel-powered electric generator and directed to the ESP through a short section of galvanized steel pipe after the muffler. Number and mass removal efficiencies were measured with a condensation particle counter (CPC) and by sampling through a stainless steel cassette and collecting the DPM on Teflon filters. Particle size distributions were measured with and without control using a 6-stage cascade impactor. The experiments were performed with the engine running at idle and also at medium load. The results show that our first generation ESP provides 60 percent mass removal efficiency, and up to 80 percent number removal efficiency. Power consumption was generally low, about 20 to 30 watts, to achieve these levels of performance.

INTRODUCTION Soft, near normally consolidated clays generally provide ideal conditions for tunneling using Earth Pressure Balance (EPB) shields. It is easy to turn the clay into a low permeability, viscous spoil that can be pressurized to maintain the required face pres-sure. Despite this, there are records of relatively large, and often quite variable, surface settlements over EPB driven tunnels in soft clay. To understand this variation it is necessary to identify the various factors that contribute to settlement. Tunnels in soft clay are ideal for study these effects in the field, as an unsupported void will close almost immediately, due to the low shear strength of the soil. In the short term, deformation in a soft clay will occur at constant volume, so short term surface settlements can be related to movements at tunnel level. In this paper, data will be used from EPB driven tunnels in Singapore marine clay. In all of the cases discussed the lining consisted of precast concreted segmental rings erected in the tail of the shield. The marine clay in Singapore has been studied, among others, by Tanaka et al.(2001). The clay typically has a plasticity index of 40 to 60, and the undrained shear strength (SU ) can be derived from: SU = 0.22 svo' where svo' is the current vertical effective stress. Figure 1 shows a summary of undrained strength/depth plots used for design on two sections of Singapore’s North East Line. The stability of a tunnel in clay can be assessed by comparing the stability number (N) of the tunnel with the stability number at total collapse (NTC). The stability number can be calculated from the equation: N = (?Z + q – Pt)/SU where: ? = the average unit weight of the ground above the springline of the tunnel Z = the depth to the springline of the tunnel from the ground surface q = the surcharge Pt = the support pressure within the tunnel The stability number at total collapse depends on the size, geometry and depth of the tunnel, and typically ranges between 5 and 9. Charts for assessing the number at total collapse are provided in Kimura and Mair (1981), based on the testing of model tunnels in a geotechnical centrifuge. Mineral extraction activities in the deep sea will expose the local fauna to potentially toxic compounds. However, very few data are currently available on the complex ecotoxicological risks to deep-sea fauna from the potential release of heavy metals, trace metals and Rare Earth Elements (REEs). Nonetheless, this is key information essential to support the regulation of industrial activities in the deep sea. One of the fundamental issues that the MIDAS project will address consists in exploring the concept of whether the existing toxicity test protocols and limits established in shallow-water species are applicable to deep-sea mining. We will detail the specific challenges to recommending exposure limits within the deep sea and show preliminary results of comparative toxicity tests in the shallow-water and in the deep-sea environment.

The three thousand foot long 66-inch diameter Folsom East Interceptor Section2B was completed accident free, on time and under budget with no measurable surface settlement. The tunnel passed through nested cobbles, highly abrasive sands and gravels, and abandoned mine workings with less than five-feet of cover at times. Preventing settlement was critical since the tunnel passed under a heavily traveled state highway. A pilot project to test microtunneling and pipejacking methods in the same ground conditions abandoned both drives before completing the planned drive lengths. This paper discusses performance of the conventional tunneling method selected to excavate the ground and the effectiveness of the ground modification techniques employed.

SME’s Arizona Conference was held at the Doubletree Hotel at Reid Park in Tucson on Dec. 4 and 5, 2005. The annual conference is organized by the Arizona Conference Board of Directors, which represents SME sections in Arizona and adjacent areas. The conference provides an opportunity for individuals and corporations associated with mining in the region to get together once each year to discuss the status of the industry. Important topics discussed among the attendees included the price of copper, community relations and education.

Annual fish monitoring of the Red River, NM from the town of Red River to downstream of Questa, NM has been conducted since 1997. This long-term dataset, sponsored by the Chevron Mining Inc. Questa Mine provides an opportunity to evaluate the fish community response to natural phenomena, such as landslides and drought. Hydrothermal scars are present on drainages to the Red River, which can contribute large quantities of sediment to the Red River during localized storm events. Sediment inputs from the hydrothermal scars result in decreased habitat and water quality conditions within the Red River. Landslides from the hydrothermal scars contributed large amounts of sediment to the Red River in the summers of 2002 and 2007. Resident trout populations in the Red River after summer 2002 were depressed at sites adjacent to and downstream of the hydrothermal scars. Resident trout populations had begun to recover by 2005 and 2006; however, after the summer 2007 landslide, the resident trout population was again drastically reduced. In fall 2007, 13 resident trout were collected from 11 sites in the approximately 23 km reach of the river, compared to 691 from the same 11 sites in fall 2006. Resident trout density and biomass has gradually increased since fall 2007, and flows have removed sediment from the study reach. A combination of increased sedimentation and decreased water quality were likely responsible for the decreased resident trout populations in the Red River. Drought and the lack of flushing flows appeared to exacerbate the problem of high sedimentation levels from 2001 to 2004. Climate models predict prolonged periods of drought and increased intensity of storm events, potentially resulting in less favorable conditions for the resident trout population of the Red River in this area.

"Mineral prospectivity modelling of polymetallic nodule deposits has been completed over the Cook Islands Exclusive Economic Zone (CIEEZ) using the GIS based Weights of Evidence modelling technique. Polymetallic nodules, also known as manganese nodules, have been explored as a possible resource for a number of metals including cobalt since the early 1970s. Recent data on the nodule composition and abundance in the CIEEZ has led to a renewed interest in the prospectivity for manganese nodules in the region. The predictive modelling has used the most recently accepted mineral model for polymetallic deep-sea nodule deposition to identify factors that are most likely to map the presence of this type of mineralisation in the CIEEZ.Manganese nodules form on the deep seafloor as concretions formed by concentric layering of iron and manganese hydroxides around a core and they grow at a very slow rate, on the order of millimeters per million years. The available data for the CIEEZ indicates a greater abundance in the area of nodules formed by hydrogenetic processes, which are the result of slow precipitation of metallic components from seawater. The environment in which the nodules are most abundant is at depths between 4,000 m and 6,000 m in areas of low sedimentation rate. Hydrogenous nodules commonly grow on siliceous and pelagic clay sediment, they are less common on other types of sediment."

The average annual growth rate of real gross domes-tic product (GDP) from the third quarter of 2001through the second quarter of 2003 in the United States was about 2.6 percent. GDP growth rates in the third and fourth quarters of 2003 were about 8 percent and 4 percent, respectively. Many other indicators reflected a rebounding U.S. economy — rising consumer confidence, higher retail sales, greater industrial production and more housing starts. Inflation also reached a 38-year low in 2003. The upward trends in many sectors of the U.S. economy in 2003, however, were shared by few of the mineral materials industries. Annual output declined inmost non fuel mining and mineral processing industries, although there was an upward turn toward yearend as prices began to increase (Table 1).

The North Shore Connector Project for the Port Authority of Allegheny County involves TBM mining a pair of subway tunnels through soil and rock under the Allegheny River and a narrow city street. Along the tunnel alignment are a historic building on shallow foundations and modern buildings on deep foundations, one constructed directly over the alignment during the latter phases of design. This paper provides an overview of the general site conditions, and technical basis for excavation support and tunneling decisions. Deformation limits, ground improvement, monitoring and mitigation plans, geotechnical baseline report development, and risk management will also be discussed.

As part of the 3RPORT and NEBT Projects, 5-mile Combined Sewer Overflow Tunnels were excavated with a 19 ft diameter Slurry and 26 ft diameter EPB Tunnel Boring Machines. Due to the difficult geological and hydrogeological conditions, both tunnels were excavated maintaining a ground support pressure between 2 and 5.5 bar imposing significant challenges to the projects. The first part of the paper describes the general characteristics of both projects while the second part focuses on the challenges and technical details of the pressurized breakthroughs that took place in deep shafts excavated in urban environment as part of the projects.

At the heart of the mining process are a number of basic and fundamental tasks whose regular and repeated performance constitute the mining cycle. As will be discussed presently, these tasks are the basic components of the mining system. Section 9, Production Operations, provides the mine designer and engineer with an understanding of these tasks and with sufficient design principles to allow this person to create an efficient mine system. This section is meant to be an introduction and adjunct to subsequent sections that describe specific mining systems. However, sufficient design information is included here for the independent design of mine systems that may not be described elsewhere or for subsequent verification of existing designs. For the purposes of this section, mining subsumes excavation; thus this material applies to any excavation process. Accordingly, this section is written in general enough terms to include both surface and underground mining. It may be used also for civil engineering excavations that often involve the same steps. Obviously, the actual procedures undertaken in any specific mining system will appear to be very different from those taken in any other system. This is certainly true when comparing surface with underground methods. Yet the fundamental principles are often the same. This segment is written to explicate the basics. Wherever appropriate, the section will suggest the differences between the application process to surface or to underground mining.
