Unrecognized roof beam failures resulted in 69% of the falls of ground injuries occurring in underground U.S. stone mines from 1990 to 1996. Field investigations at 45 underground stone mines suggest that excessive beam sag or deflection is the principal unstable roof behavior characteristics associated with miner injuries. Laminated roof structures, common in most underground stone mines, allow the immediate roof to separate into distinct beams. The timely determination of roof beam deflection could provide stone miners with advanced knowledge of potentially hazardous roof. Existing methods to assess roof conditions consist of observational and monitoring techniques. Observational techniques include open drillholes, sounding, wedging, and borescopes. Monitoring techniques include scratch tools, extensometers, telltales, Miners Helpers, and Guardian Angels1. Miners have difficulty utilizing these techniques because roof beams are located an average of 8 m(26.5 ft) above the miner’s head in environments that are dark, dusty and noisy and these deflections are measured in millimeters of movement. To help mitigate the potential for falls of ground injuries to underground stone miners, the National Institute for Occupational Safety and Health (NIOSH) has developed the Roof Monitoring Safety System (RMSS) to aid in monitoring dangerous levels of roof beam deflection. If enough site-specific information is collected and placed on highly visible maps, individual mining operations could establish general guidelines for responding to specific roofbeam deflection occurrences. This would help in implementing a pro-active, comprehensive roof control plan for reducing falls of ground injuries.

Fluorspar was not mined in the United States during 2004, although a small amount of usable synthetic fluorspar (CaF2) was produced from industrial waste streams. The majority of fluorspar consumed in the United States came from imports or stockpiled material purchased from the National Defense Stockpile (NDS). In addition, consumption is supplemented by use of by-product fluorosilicic acid produced at phosphoric acid plants. In 2004, annual production of fluorosilicic acid was 50kt (55,000 st) or about 88 kt (97,000 st) of 92 percent fluorspar equivalent. Lime, soda ash and similar precipitants have been the industry standard for treatment of acid rock drainage (ARD) because of their proven ability and low per-gallon operational cost. However, these methods carry serious environmental drawbacks and high life-cycle costs. KEECO’s Silica Micro Encapsulation (SME) technology has all the positive characteristics of conventional ARD-treatment systems but none of the drawbacks. SME achieves highly effective treatment in a single step, provides options for ARD prevention and recovery of metals, requires lower capital expenditures, generates smaller volumes of higher-density sludge, consistently passes leach tests, and eliminates long-term liabilities associated with potential metal remobilization and hazardous waste landfilling.

The enactment of the Surface Mining Control and Reclamation Act (SMCRA) in August 1977 addressed subsidence resulting from underground mines, in addition to creating the requirements for reclamation of surface coal mines. Subsidence control regulations pursuant to SMCRA were initially promulgated in March 1979. Several revisions have since been made. In addition, due to court challenges some regulations have been remanded and others are still on appeal. In the meantime the Secretary has agreed to initiate rulemaking on some issues. It is yet to be determined how the prohibition of certain areas from surface coal mining operations under Section 522(e) of the Act applies to subsidence. This presentation discusses the status of the regulations and issues related to or affecting the subsidence regulations.

No commodity agreements now exist for sulfur and a lack of reference to sulfur commodity agreements exists in the literature. Law (1975) made a passing reference to sulfur as one of a group of commodities where "there have been additional control efforts of various types." Clearly, sulfur was a candidate, at least conceptually in the past, for some form of commodity agreement and the following discussion centers on the world sulfur market of the early 1980's in this context. GENERAL THEORY OF COMMODITY AGREEMENTS The upsurge in demands for commodity agreements seen in the last decade or so stems largely from agitation by the less developed countries (LDC) for better economic treatment by more developed countries (MDC). Several economic factors, real or imagined, adversely affect the LDC's as follows (MacAvoy, 1977): 1) variable demand in MDC's causes wide fluctuations in commodity prices which hurt the economies of commodity producers, who are often LDC's although consumer economies may also benefit from more predictable prices; 2) a general decline of commodity prices relative to the price of manufactured goods which hurts commodity producers in their balance of trade while their stocks and overcapacity rise; 3) instability of LDC economies enhanced by the above factors lowers internal stability, inhibits foreign investment, and retards economic growth; and 4) a lack of self respect when dealing with developed countries o, following the OPEC lead, LDC producers want the stature related to cartel market power.

Haul truck capacities have increased due to their economies of scale in large-scale surface mines. These high-capacity trucks impose dynamic loads on haul roads. A previous study estimated the dynamic forces imposed by ultra-large trucks on haul roads to be more than three times the static load. These dynamic forces exacerbate haul road stresses and deformation. Current haul road response models are 2D and use static truckloads for low-capacity trucks. No models capture the ultra-large truck dynamic effects on haul road structural response. This study uses 3D finite element (FE) modeling to compute the haul road response to ultra-large truck dynamic loading. The dynamic forces were modeled using multibody dynamics (MBD) in MSC.ADAMS. These forces were used in an FE model developed, verified, and validated in ABAQUS, to simulate the response of the haul road to the dynamic truck forces. The road was modeled using an elastoplastic Mohr-Coulomb model. The results showed that road deformation decreases with increasing layer modulus and increases with increasing payload. Increasing the base modulus from 100 MPa to 450 MPa reduced the maximum deformation from 258 mm to 62 mm. When the subbase elastic modulus increased from 100 MPa to 500 MPa, the maximum deformation decreased from 160 mm to 84 mm. Increasing the payload from 0 to 120% of the rated load increased the maximum wearing surface deformation from 131 mm to 216 mm. This study forms a basis for designing structurally competent haul roads for improving haulage efficiency and truck and operator health.

NFPA 502, Standard for Road Tunnels, Bridges and Other Limited Access Highways establishes minimum fire protection and fire life safety requirements for road tunnels, bridges and other roadways where access by emergency responders is physically limited. The 2008 edition of NFPA 502 represents the Technical Committee?s consensus of current best practice for fire protection and life safety requirements for road tunnels, bridges and similarly limited access highways. Research of national and international test programs, design guidelines and regulating standards was per-formed and considered in an effort to establish a singular, comprehensive document representing a recognized base threshold of fire safety in these type facilities. This paper provides an overview of the more significant revisions including the application of fixed fire suppression systems, guidance on tenable environment, protection of structure and dangerous goods transport.

The market for titanium feedstocks (ilmenite, rutile,synthetic rutile and slag) is driven primarily by offtake from the titanium dioxide (TiO2) pigment industry. The pigment sector depends on the performance of the global economy. Titanium sponge is the first stage of titanium metal manufacture. It constitutes a minor component (3 percent) of overall demand for titanium feed-stocks. Production and consumption TiO2 pigment consumption in 2004 was estimated to be 4.63 Mt (5.1 million st), up 7.6 percent from 2003. It was driven by strong demand in most regions. In the United States, apparent TiO2 pigment consumption rebounded by 5.4 percent (highest growth rate since 1997) to an estimated 1.12 Mt (1.23 million st), following the decrease in demand during 2003. Chinese TiO2 pigment consumption continued its strong upward trend, increasing by 10 percent to 598 kt (659,000 st) in 2004.

The safe and efficient driving of the roadway along the gob is becoming an increasing challenge due to the influence of the integrity and bearing capacity of the side coal and rock mass in the gob under the roof cutting mining mode. The mechanism of protection of the gob-side roadway is shown by modeling the influence of roof cutting and the application of a destress technique on the lateral coal and rock mass zones. The distribution characteristics of stress, displacement, and fracture in the overburden are analyzed by numerical simulation method under the three working conditions. The results indicate (1) construction of row holes and blasting can form artificial structure’s fracture plane above the roadway, which can effectively cut the connection of overburden. The artificial structure’s fracture plane decreases the peak value of the lateral coal body’s support pressure. The peak point and the critical location of the stress reduction area are both transferred to the deep part at the same time, providing adequate space for the gob-side roadway. (2) The stress arch foot in the lateral rock mass rises to the rock layer at the bottom of the roof cutting plane after top cutting, as does the high-pressure area of deviator stress. The fracture plane prevents lateral coal and rock mass instability and limits the negative effects of roof deformation above the gob-side roadway. (3) The triangle slip fracture zone moves to over the roof cutting drilling zone due to the fracture plane, showing a high position compared to its original zone.

Rare earth elements are essential for modern life products and green technologies. Recent supply constraints have boosted the development of rare earth projects after the price peak of 2011. The feasibility of a project depends on the definition of a processing route, which in turn depends primarily on the rare earth mineral, with monazite and bastnaesite representing the two most relevant minerals. Monazite-type ores usually contain high acid consumption impurities, such as iron, aluminum, calcium, magnesium, and phosphates, and may also contain prohibitive levels of radioactive thorium in its composition. This work presents a thermodynamic analysis of a monazite system and discusses the fundamentals of a selective process route for rare earth extraction from monazite ores with high iron content. This process involves sulfation by means of concentrated sulfuric acid and roasting at a high temperature. The route yields high rare earth extraction with low iron and thorium extractions and low acid consumption. Rare earth extractions as high as 80% were achieved, while iron and thorium extractions were lower than 1%, and acid consumption was lower than 0.34 kg of sulfuric acid per kg of ore. The operational window was compared to the one predicted by thermodynamic modeling, with 700 °C representing the optimal roasting temperature

Nickeliferous laterites were characterized by particle size analysis, X-ray fluorescence (XRF), X-ray diffraction (XRD), scanning electron microscope (SEM) and energy dispersive X-ray analysis (EDX), Fourier transform infrared (FTIR) spectroscopy and thermal analysis. Results showed that the laterites consist mainly of nickel-substituted lizardite with cobble-like morphology and traces amounts of magnetite and phlogopite. As fluoride ions can react with silicon in the lizardite crystal structure and form metal-fluoride complexes, as well as increase the equilibrium constant of the lizardite dissolution in acid solution dramatically, the addition of minor fluoride salts (0.2wt.% NaF) gave a markedly enhanced metal extraction rate (Ni 81.7% and Co 52.3%) under the experi-mental conditions of particle size d50= 25 µm, 10% (v/v) H2SO4, reaction time 2 h, reaction temperature 90°C, liquid-to-solid ratio 3 mL g-1 and stirring at 500 rpm compared with H2SO4 alone (Ni 69.6% and Co 30.8%).

The new, 2.600 m long pipe under the river Elbe in Hamburg/Germany required for 2 traffic lanes, emergency lane and space for utilities a boring diameter of 14,20 m(46,6 ft). According the geology (glacial deposits consisting of clay, sand and marl, all containing big boulders) a Slurry-Shield with crusher was selected. With a minimum cover of 7 m and a maximum pressure of 5,6 bar extensive ground treatment was necessary to make the drive feasible. The machine contains a lot of new developments. The drive was finished in spring 2000 so all experiences can be reported. A special risk sharing contract avoided completely litigation.

Earl C. Herkenhoff Publication of the article "The Flotation Behavior of Digested Asphalt Ridge Tar Sands" by R.J. Smith and J.D. Miller has confirmed and again spotlighted a most significant and important development in the field of tar sand and heavy oil mining. This is the ability to recover 95 % of the bitumen in dry tar sands by a hot water process. The initial investigation by Miller and Sepulveda in early 1978, "Separation of Bitumen from Dry Tar Sands," was the first blockbuter. It is disappointing that there has been so little scientific and industry ackowledgement that the authors laid to rest the long entrenched belief that the sand grains had to be "water wetted" for a hot water process to be applicable. Dr. Miller and his researchers at the University of Utah used slightly different mineral dressing terminology in describing their process but it is essentially the old, established technique of high solids attrition scrubbing at elevated temperatures with a conditioner or modifier, followed by dilution and froth flotation. Similar techniques were described in detail for other nonmetallic minerals in the mid-1940s by Stuart Falconer of American Cyanamid Co. The authors used a 15-minute "scrub" period (or in their terminology "digester step") at 73% solids and 95°C (203°F) in a 0.3 m solution of sodium carbonate -about 4 kg/t (8 lb per st) of tar sand. Flotation was at 10% solids. Obviously, the scrub is an expensive step with respect to energy input but the high recovery of bitumen appears to justify it. Two basic questions then arise: • What are the effects of shorter scrubbing time, lower temperature, and less sodium carbonate? • Would a two-stage approach be advantageous? That is, could you get the major proportion of the bitumen with a mild scrub and apply the high power and temperature only to the refractory portion? These variables should be evaluated. Apparently, all results were only for rougher flotation. What would the grade and recovery of bitumen be if multiple cleaner flotation steps were employed? We must concede that a 60-62% grade of bitumen leaves considerable room for upgrading. Finally, it should be noted by all executives who approve funds for heavy oil recovery schemes, most of which are variations of in-situ methods, that mining can yield a 95% recovery of bitumen. That is correct, 95%. Imagine what that does to the total barrels recovered from a heavy oil resource compared with the scrawny 30-35% maximum recovery we are getting now. Miller We, too, share Mr. Herkenhoff s enthusiasm for the mining of tar sands-heavy oil and continue the development of related processing technology. Specifically, it will be noted that by appropriate control of bitumen viscosity in the feed (probably the most important variable for successful separation) the recovery can be accomplished at low digestion temperature and low addition of alkali. A 91 t/d (100 stpd) pilot plant based on our technology is now being operated by Enercor in Salt Lake City (Hatfield, Oblad, and Miller, 1982). In these same pilot facilities, rougher concentrates containing more than 80% bitumen on a dry basis are being produced from Asphalt Ridge Feed. However, the processing of certain other tar sands results in incomplete digestion of bitumen/sand aggregates as discussed elsewhere (Miller and Misra, 1982). Such undigested aggregates are shown in Fig. 1. In this regard, it is intended that a recycle stream will be installed in the pilot plant to provide for redigestion of middling products. I would like to congratulate Professor Gershon on an idea that is obviously valuable and is certainly new to me. It has, however, to be further developed, in that one can get fallacious results by limiting oneself to positional weights. In the example problem, the positional weight of one block was 8.6 (the 8.0 value in the paper was incorrect) for 36 units in the cone, for a mean block value of 0.239. The positional weight of the second block was 4.4 for 15 units, for a mean block value of 0.293. Surely one would expect the second block to be rated higher. Additionally, the time value of money adjustment cannot be determined by depth, because the time that a block is mined is determined by the mining sequence, not depth. Figure 1 shows a slightly altered version of Professor Gershon’s pit. The overall value of the pit is the same, as are the total values under each of his blocks. The values in the right-hand cone have been reversed top to bottom, and the values in the rest of the pit adjusted to keep the central cone total unchanged. All values have been multiplied by 10. Figure 2 shows the sequence of mining, at three blocks per year, for Professor Gershon’s pit, and Fig. 3, the sequence for a pit under the other block. Table 1 shows the value and discounted value (157. ) of Professor Gershon’s pit, and Table 2 shows similar values for the second pit. It is apparent that the second pit schedule is more valuable than the first.

The GRATE-KILN System plant at Svappavaara, Sweden, was constructed for LKAB by Allis-Chalmers under a turnkey contract and commissioned in 1969. The plant was designed to produce iron ore pellets from magnetite concentrate at 6100 mtpd using imported fuel oil. It represented the state of the art for plants of its type at the time. Fuel rated capacity was attained within one week of start-up. Product quality, power usage, fuel consumption and machine wear were within warranty limits during sustained production thereafter. As operator skills improved and gas handling system reserve capability was utilized, the plant frequently produced acceptable product at up to 115% of design capacity. During the period 1969 to 1976, market demands increased for high-quality pellets while energy costs rose steadily. At the same time, important advances in the design of GRATE-KILN Systems were being made in other plants constructed by Allis-Chalmers.

Construction projects may be delivered under one contract package or multiple packages divided by discipline, geographic location, or other characteristics. Dividing the construction into contract bid packages is called contract packaging, and is a vital and strategic aspect of effectively delivering tunneling projects. The process of contract packaging considers many factors, including the type of project, location, and owner?s priorities. This paper describes the key facets of the contract packaging process used recently on several tunnel projects, reports, where possible, on the success of the process, and concludes with recommendations for applying this process to achieve the right contract package.

Refinement of environmental procedures can produce significant cost savings at most mines. Grouting permeable aquifers reduces water pumping and disposal costs. Stable groundwater quality supports reduced groundwater monitoring; and for contaminated groundwater, in-situ or natural restoration should be evaluated. Waste-rock characterization can be minimized using fewer (but more representative) samples, inexpensive surrogate analyses (e.g., NAG instead of humidity cells), and appropriate tests (e.g., avoid meteoric tests on sulfide). Selective waste-rock handling should be compared to random emplacement, which is often cheaper and more stable. Finally, incorporating schedule uncertainty in modeling allows the flexibility to revise mine plans within permits.

The hydrometallurgical residue generated during the hydrometallurgical processing of waste automotive catalysts is valuable as a secondary resource. In this study, a process of platinum recovery from the hydrometallurgical residue by high-temperature smelting process was proposed. Results of lab- and pilot-scale experiments show a high recovery of more than 98% of platinum and glass slag was successfully obtained by controlling the Fe3O4 addition, C/Fe3O4 mass ratio, CaO/SiO2 mass ratio, smelting temperature, and holding time at 15 wt%, 0.4, 0.6, 1500 °C, and 120 or 60 min, respectively. Results from the pilot-scale show that the platinum contents in the glass slag and alloys were less than 4 g/t and more than 0.6 wt%, respectively. Therefore, the process proposed in this study is a prospective and effective approach for reutilization of hydrometallurgical residue containing platinum.

Under contractural arrangements with the Bureau of Mines, Mountain States Research and Development, Inc. (MSRD) completed a technological investigation to determine the feasibility of in situ mining of metal commodities other than copper and uranium, The study was based upon available literature and experience. The selection of potential candidates for in situ mining was influenced by economic importance, probable amenability to in situ methods, and environmental considerations. Four metals (or metal pairs) were chosen for feasibility studies: aluminum (with a copper byproduct), gold-silver, and manganese were recommended for further study and action; cobalt-nickel was also recommended contingent upon preliminary laboratory leaching and recovery investigations and field geohydrological work. Mining and recovery plans and an economic evaluation are included. Other metals with potential for in situ leaching are lead/ zinc, molybdenum, and vanadium.

Breccia pipes are vertical pipe-like columns of rocks that provide conduits for fluid flow and open spaces for mineral precipitation, hence are focus areas for exploration. In the Gallinas Mountains, Lincoln County, New Mexico, there is recorded production of Cu, Pb, Ag, F, Fe, REE (as bastnäsite), and Au from 1902 to 1980, but no production reported from the breccia pipes. Previous studies described the occurrence of REE in breccia pipes, but their transportation and deposition controls are still unclear. The aim of this research is to characterize the magmatic-hydrothermal breccia pipes in order to understand the geochemical and physical conditions of deposition of REE and gold in the breccia pipes found in the Gallinas Mountains. There are more than 20 exposed breccia pipes that form a NE-trending belt about 3–5 kilometers, mostly gray-brown and consist of angular- to sub-rounded rock fragments, some host high concentrations of REE (80,500 ppm total REE) and Au (175 ppb). Preliminary studies suggest they are magmatic and intruded into the host rock and, subsequently, hydrothermal fluids precipitated F-REE and Au along the edges of some breccia pipes. More studies are underway to test this hypothesis.
