The Pennsylvania Department of Environmental Protection (PaDEP) has been issuing surface mining permits since 1984 that authorize remining in areas that will affect preexisting pollutional discharges. These permits require the mine operator to employ best management practices to reduce pollution loading from abandoned mine discharges. A total of 110 completed mining operations with 233 discharges were evaluated to determine the impact to water quality. Overall, acid loading from these discharges was reduced by 7,200 kg (15,900 lbs) per day or 61%. Metals loadings were also reduced. For acidity, 49% of discharges improved or were eliminated, 52% showed no significant change, and fewer than 1% got worse. Loading reductions resulted from a combination of reduced concentrations and lower flows.

Ammonia, the principal source of fixed nitrogen, was produced by 16 companies at 31 plants in the United States during 2003. Fifty-five percent of U.S. ammonia production capacity was centered in Louisiana, Oklahoma and Texas because of their large reserves of natural gas, the dominant domestic feedstock. Production In 2004, U.S. producers operated at about 59 percent of their rated capacity. The United States remained the world’s second largest ammonia producer and consumer following China. Urea, ammonium nitrate, ammonium phosphates, nitric acid and ammonium sulfate were the major derivatives of ammonia in the United States, in descending order of importance.

Gravity concentration at the Pegasus Gold/Montana Tunnels Mine, near Helena, MT, began in June 1991 when a coarse-gold-scalping circuit was commissioned. It processes a small portion of the ball-mill circulating load to reduce the risk of gold particles that are too coarse to float from advancing to flotation. The circuit also cost-effectively enhances overall gold recovery and payable gold ounces. This gravity circuit has been a major success. Since the circuit was commissioned, throughput has increased 30%. Several modifications and improvements were made during the last three years that allowed the gravity circuit to keep pace with the higher tonnage. The overall approach to gravity concentration at Montana Tunnels has always been to optimize production rather than maximize the gold ounces produced. This philosophy has now yielded a circuit expansion and relocation project. It will allow for an estimated 50% increase in gravity gold production, while significantly reducing the unit costs of production.

A number of important international events took place in 2001 in the development and evolution of mineral valuation standards internationally. In Canada, the CIMVal Committee released a draft discussion paper for public and industry comment on principles to guide the development of the planned Canadian mineral property valuation standard. The International Accounting Standards Board (IASB) received comments on its Extractive Industries Issues Paper. IASB will decide whether the financial statements of public mining and petroleum companies will be allowed to provide the value of mineral and petroleum assets on a current value basis instead of an historic cost basis. The author led the Extractive Industries Task Force of the International Valuation Standards Committee (IVSC) in developing its submission to IASB. IVSC intends to develop an extractive industries valuation section for its International Valuation Standards, which could support the planned IASB standard. In Australia, AusIMM has carried out an in-depth review of its highly regarded VALMIN Code. The AusIMM's MICA subdivision organized the VALMIN ‘01 Conference in Sydney, Australia, with a range of international and current issues papers published in the VALMIN ‘01 book. Considerable support for the IVSC initiative was evident at this conference. The results of the review of the extractive industries submissions to the IASB are expected to be released in early 2002. The CMMI Congress in Cairns, Australia in May 2002 is likely to prove to be an important forum for continued discussion of the development and implementation of international standards and qualifications for mineral valuation. The outcomes and implications of these events are discussed.

The Wyoming bentonite industry finished 2005 with strong growth. For most of the markets, demand exceeded supply. The industry continues to be heartened by the strength of its longtime markets, oilfield and iron ore pelletizing markets. But overall, all of the major markets enjoyed good to excellent commercial conditions. Growth at the macroscale was fueled by the continued strong domestic economy, by the exchange rate of the U.S. dollar in global markets and by strong worldwide global demand. As result, two new greenfield operations are in the early stage of development in the Wyoming region for the first time in more than two decades.

In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. The Cigar Lake uranium deposit was discovered in 1981 at the south western end of Waterbury Lake, approximately 660 km north of Saskatoon in the province of Saskatchewan (see Figure 1). It is the largest undeveloped high grade uranium deposit in the world. It contains proven and probable reserves of more than 226 million pounds U3O8 at an average grade of 20.7%. The world average grade is less than 1% U3O8. [ ] The ore body is located about 450 m below surface at the interface between sandstone above and basement rock below (see Figure 2). The sandstone is fractured rock and saturated with water. This makes water inflow a real hazard at the mine. In fact there have already been two significant mine inflow events. The first of these occurred in October 2006 and resulted in the flooding of the mine. The second occurred in August, 2008 during mine recovery activities.

There is no doubt that simulated ventilation networks must be adequately verified before they can be extrapolated and used for predictive purposes. There are two general approaches as to how the verification can be established and these are summarised as follows; The first approach is to measure all individual branches with trailing hoses or barometers to get individual pressure drop and flow per branch and then calculate individual resistance factors for input into the software. The simulator is run, checking that the output makes general sense (check some sensitivities if possible). The network is now considered as verified. The pressure drop to be measured is relatively small and thus it is inherent that the measured set of individual K factors will be imprecise no matter how much care is taken in the measurements and the resultant simulations will inherit the same problem. In the second approach, the network is assembled using estimated (Atkinson) K factors (based on physical features of airway, past experience and catalogued typical K factors). Only the main primary flow rates are measured and hence the relative distribution of the primary ventilation in the main airways is determined (probably about 10 off primary air flow measurements). Main critical pressure differentials at main and booster fans and across critical doors are measured (probably about 6 off primary pressure differential measurements need to be made). The simulator is run and the computer model is used to iterate and select an updated suite of K factors so that the flow balances and pressure differentials are correctly simulated (typically only 2 or 3 iterations are all that is needed). The network is now considered as verified. The pressure differences to be measured will be substantial in absolute terms and can be measured with high precision. Also, because only primary flows are measured, these will generally be measured at higher air speed points and hence improved relative accuracy. This leads to more accurate simulation results. In order to find the behavior of dewatered unconsolidated strata during the process of injecting water through a borehole, a new type of fiber Bragg grating (FBG) sensing system was successfully used for the real-time strain monitoring of unconsolidated strata during a water injection process for a dewatered unconsolidated strata of a coal mine. The unconsolidated strata water injection test was implemented through a borehole at a depth of +115.83 to +135.15m. The employed FBG strain monitoring system and ground water level observation system were installed at the depth in the unconsolidated strata where the water injection was conducted through two different boreholes. The water injection pressures in the test were 0.1, 0.2, 0.3MPa respectively, and the total water injection volume was 4226.84m3. The relationships between the water injection pressures, water injection volume and the strain change of the unconsolidated strata, the stress and strain conditions of the unconsolidated strata before and after water injection, were analyzed. This paper presents the results of these tests, and shows that the dewatering compression of the unconsolidated strata is reduced with increasing water injection pressures and water injection volumes. Comparing the stress-strain conditions before and after water injection, it is found that the stress of the water injection strata is in tension, which confirms the theory that the settlement of the thick unconsolidated strata is directly caused by the reduction of ground water levels. The high sensitivity and stability of the FBG monitoring system used was able to realize the real-time strain monitoring of the water injection process within a deep unconsolidated strata. This FBG monitoring system and the test results presented are very important for understanding further treatment of settlement in unconsolidated strata.

Drillability of rocks by mechanical means is closely related to the physical properties of the respective rocks, Various approaches by previous investigators on rock drillability are presented, as well as recent techniques studied by the Bureau of Mines. The studies show drillability concepts based on (1) theoretical drilling equations derived from laboratory drilling experiments extended to field drilling results and on (2) a statistical method where multiple regression analysis is used to develop a prediction equation for drillability.

Critical width Before we go further into pillar design, we should look into the matter of "critical width," because of its effect on pillar behavior. Critical width refers to the greatest width that the rocks above the mine can span before failure or, if there are pillars, the width to which we must mine before the pillars accept the full weight of the overlying materials. There are theories to help calculate that probable width, and they usually boil down to one-quarter or one-third of the depth of cover; but they don't always fit, and it would be better for us to understand the factors that control local conditions. Critical width may be controlled by the thickness or strength of one or more of the strata above the mining horizon. In a gold mine, we might have a thick granite or basalt above us, perhaps capable of bridging across most or even all of a small ore body. In that case, pillars might have to support nothing, or perhaps just the weaker or damaged rock below the strong main roof. Obviously it would be wrong to design for tributary load on pillars based on some lab-determined rock strength. In some coal mining districts in Utah, huge steps can be seen in the mountain sides, with slopes on weathered shales and vertical cliffs 100 or 200 ft high in thick, hard sandstones. The sandstones are capable of bridging across hundreds of feet, often making mining deceptively easy at first, but it becomes more difficult as greater areas are opened. Sometimes such a mining sequence leads to violent bumps and bursts as the wide spans of sandstone sag and bear down on the working faces, like giant nutcrackers, or as bridges eventually fail, releasing much pent-up energy.

Recent epithermal gold discoveries in Chile and Bolivia provide increasing evidence of a belt of intermittent, epithermal, precious metal mineralization east of the main Andean porphyry copper belt. This relationship may be the result of an easterly decrease in the age of magmatism and erosional levels, in¬crease in depth above the underlying Benioff zone and consequent changes in magma chemistry, or some other unrecognized factor. Examples are: • The Choquelimpie gold-silver mine in Chile and numerous other epithermal prospects (such as La Riviera, Bolivia) in late Tertiary volcanics along the Chile-Bolivia border. Abstract-Since 1982, the US Bureau of Mines has inves¬tigated improvements in protection for operators of thin seam shuttle cars. Due to working height restrictions in thin seam mines (<_1.22 m or 48 in.). Federal mine regulations require that canopy protection on shuttle cars he provided only in mines >_1.07 m (42 in.). However, court obtained variances are granted to mines <_1.22 m (48 in). This paper presents ongoing research to design and evaluate a uniquely positioned, ergonomic compartment for a shuttle car that provides the operator with full canopy protection in working heights of 1.02 m (40 in.).

Seven legendary figures of American mining will be enshrined in the National Mining Hall of Fame in ceremonies on Saturday, Sept. 7 at the Little America Hotel in Salt Lake City, UT. The 15th annual induction banquet will begin with a reception at 6 pm, followed at 7 pm by the dinner and the program. Of the seven inductees, one is living. He is Alexander Murray (Bud) Wilson, 80, of Los Altos, CA. Wilson led Utah Construction (later Utah International) to become one of the world’s most diversified and successful mining companies in the 1960s and 1970s. It was acquired by General Electric in 1976.

After forty years of exploration and development, the heavy mineral sand deposits of the Murray Basin are on the eve of substantial exploitation by Iluka Resources Limited, Southern Titanium NL and RZM/Cable/Bemax, whom plan to initiate mining and processing operations in 2005. A trial mining and processing operation was undertaken on the Wemen North strandline deposit in 2001-2003 by Murray Basin Titanium, a joint venture of Sons of Gwalia and RZM/Cable, which brought to light a number of mining and processing problems which have since been the subject of extensive studies and process development work. The mineralogy of these weathered strandline deposits is complex by industry standards due to the variety of the heavy minerals present, coatings on the mineral grains and the extensive weathering and alteration which has taken place during the past 50 million years. This paper provides an overview of the complex mineralogy that, in turn, dictates the processes that can be used to recover the valuable heavy minerals. The Murray Basin encompasses some 300,000 km2 and has been a depositional basin, often land locked, since the start of the Cenezoic Era. The economic heavy minerals include ilmenite, altered ilmenite, leucoxene of highly variable composition, rutile, and zircon. There are also other heavy minerals present such as cassiterite, chromite, and monazite in quantities that pose both problems and opportunities. The clay content and overburden thickness also play a major role in the selection of the deposits to be mined. Project Services Consultants (PSC) has undertaken the preparation of this paper as part of its ongoing participation in the mineral sands industry and in particular the project development activities in the Murray Basin region currently being undertaken by Iluka Resources. Mineral flotation is effective over a relatively narrow particle size range of approximately 10 to 100 µm. If the upper particle size limit can be increased, however, a run-of-mine ore may be coarse ground, and only the middlings are ground further to achieve required grades. This will result in significant energy savings and increased throughput. In this communication, methods of increasing the upper particle size limit will be discussed on the basis of a flotation model that can predict flotation from both hydrodynamic and surface chemical parameters. An example of increasing flotation recovery by control of a chemistry parameter is given.

Clean Diesels fuel-borne catalyst, Platinum Plus, helps improve fuel economy for all engines up to 10 percent while reducing particulate emissions by up to 25 percent. When used with a simple diesel oxidation catalyst, particulate emissions can be reduced by 30 to 50 percent. The use of Platinum Plus enhances combustion in the cylinder, burning fuel more completely. This reduces CO2 and other greenhouse gases and lowers total operating costs by improving fuel economy.

The elimination of the incidence of silicosis in employees in industries such as mining and pottery is an ongoing international initiative. After many decades of industrial activity in these industries and many dollars spent on preventative measures, silicosis is still occurring. The exposure-prevention measures taken so far have certainly improved the working environment dust concentrations; however, the illness is still regularly diagnosed in workers. More funding is needed for interventions to improve working conditions. Many aspects of dust prevention and suppression will be researched and exposure assessment methodologies and equipment will need to be reviewed for the purposes of improvements in effectiveness. This paper presents results from laboratory tests carried out on gravimetric sampling pumps and cyclones. It highlights the erratic flow produced by gravimetric pumps of three different manufacturers who claim their respective pumps are equipped with flow stabilisers. The standard BS EN 1232:1997 is used as a basis for the tests. A method, albeit impractical for fieldwork, is shown for the elimination of the pulsation in the flow. This method serves to prove the method and protocol used in this study. The pressure loss caused air-flow resistance of cyclones is measured. The air inlet aperture size of cyclones is measured. The large discrepancy in the two criteria between individual cyclones is shown. The paper concludes that all the pumps tested failed the prescribed limits of BS EN 1232:1997 regarding the pulsation of the gravimetric sampling flow. The difference in flow characteristics of the cyclones, together with the erratic flow produced by the pumps, throws into question the accuracy of the exposure assessments. It is suggested that substantial resources be channelled towards solving these flow problems in parallel with measures taken to reduce exposure. In principle, the accurate assessment of exposure and dust concentration levels is a prerequisite for effective management of the problem of silicosis.

This paper will address methods for minimizing liability and protecting materials from disclosure as result of self- evaluative audits and internal investigations. Specifically, the paper will cover the role of counsel in the investigative process and how best to design and conduct internal investigations to minimize the development of problematic material and disclosure of information. The paper will also address the extent of privileges that may be relied upon to protect materials and information from disclosure. These include the attorney-client privilege, the self-critical analysis privilege, and the attorney work product privilege. These privileges are qualified and understanding the limits of their coverage is essential to minimizing liability.

Outburst of gas, coal and rock can be defined as sudden release of coal and rock accompanied by large quantities of gas into the working face or other mine workings. The outburst events appeared rarely in some metal mines has generally occurred in salt and coal mines especially bituminous coal mining. The most important factors that influence the occurrence of outbursts are gassiness of the coal seam, tectonics, properties of the coal and rock and vertical and lateral stresses occurring in the seam and or rock or part of the coal seam. This paper describes the problem of gas and coal outbursts in underground coal mines. The outburst events occurred in Zonguldak Coal Basin located on the Black Sea coast was investigated since 1969. Geological and gas conditions of Zonguldak Coal Basin are described. The incidents are analyzed statistically with the criteria such as amount of coal and gas outburst, depth of workings, effect of tectonism, thickness and inclination of coal seams.
