Despite the media's use of the mining industry as a whipping boy over its perceived attitude towards the environment, the facts remain that the only legislated requirement in the SA Statute Books for any form of environmental impact-assessment prior to development is to be found in the Minerals Act in the form of an EMPR. Not only is our industry complying with this requirement, but moves are afoot to set up environmental management systems for existing operations in preparation for seeking accreditation under ISO 14001 when published towards the end of this year. On how broad a front are we advancing? ? Is the industry equipped to handle these challenges? ? Does it have the determination to overcome its problems? ? Do we realise that failure may mean the loss of markets overseas to competitors who can meet the international standards? ? Where are the shortcomings and when must our efforts be focussed?

The process of initiating opencast blasts through long cables is onerous. An obvious alternative is to replace these with radio controlled firing apparatus. Such devices appear from time to time and with the advance of telecommunications, more are likely to appear. However, there are two crucial and seemingly intractable obstacles to overcome: firstly, the problem of malfunction of the system, which can either fire prematurely or go into a state of suspense in which it is unknown whether firing might unexpectedly occur, and secondly, the problem of terrorism, as such a system could provide the capability for an off the shelf remote bomb. The issues of accessibility and electronic reliability when linked to explosives in a mining environment have to be demonstrated to be adequately covered before serious consideration should be given to these systems, up to now largely confined to military applications.

The bottom drainage roadway plays a crucial role in preventing coal and gas outbursts by using underground gas drainage methods. Therefore, it is essential to select the ideal position of the bottom drainage roadway. In this paper use a combination of geological data and numerical simulation to study the ideal position of the bottom drainage roadway, we taking the gas drainage of the first workface of No. 3 coal seam in the Yuxi coal mine in China as an example. The geological study showed a limestone marker layer at an average vertical distance of 14 m from the first mining face. Using this marker layer, the bottom drainage roadway could be excavated without the risk of accidentally exposing the coal seam, and less crosscutting borehole drilling from the bottom drainage roadway would be required. Based on the needs of gas control, the layout of the bottom drainage roadway was selected as an external stagger type. Combined with the numerical simulation results, when located 20 m outside of the mining workface ‘footprint’ on the horizontal projection, the bottom drainage roadway was a sufficient distance from the stress concentration area during mining of workface 1301, which facilitated roadway maintenance. Furthermore, the length of the crosscutting boreholes is also relatively short, which reduces the amount and cost of drilling. The results of this study are expected to provide a reference for the selection of an ideal position of the bottom drainage roadway in field engineering.

Float-and-sink analysis is widely used in the coal industry to obtain washability data, yielding important information about beneficiation potential and performance. This method is associated with health and environmental problems, and research into alternative densimetric methods is important. The RhoVol is a new technology developed by De Beers Group Technology South Africa (DebTech) for the image-based generation of densimetric data from ores. The analysis is done on a per-particle basis, within a size range of +3 mm –8 mm. In this paper we compare the established methods used for the float-and-sink analysis of coal with a new method using RhoVol. The aim of the study was to determine the validity of the information obtained from the RhoVol analyser by performing comparative densimetric analysis on three different coal samples. The results showed that the RhoVol method was more rapid, safe, and precise, but tended to consistently underestimate the density of the coal sample, probably due to varying coal porosity.

"Investment in diamond exploration has been declining over the past decade, in spite of positive long-term industry fundamentals and a growing interest in diamonds as an investment category. The lack of new significant discoveries in recent years has eroded investor confidence, yet no new discoveries are possible without investment in exploration. Junior ‘mine finders’ have been the hardest hit. Their agility, tenacity, and appetite for risk are not sufficient to attract the funding required, even at the greenfield stage. Developing new discoveries into mineral resources can be crippling without solid financial support. Junior incubators could play a crucial role, especially at the project evaluation stage – but where are they? Alternatives to traditional funding mechanisms have become available, many still untested in the junior diamond exploration space. Valuable lessons can be drawn from the past and used to inform emerging new strategies. IntroductionDiamonds are the ultimate expression of love. Their ancient and timeless allure continues to influence consumer emotions and behaviours across continents, cultures and age groups. Analysts are predicting a sustained supplydemand shortfall in the years ahead which will trend diamond prices generally upwards. With positive long-term industry fundamentals, one cannot help but wonder why funding for diamond exploration and development projects is so scarce.Investment in exploration across commodities – including diamonds – has been declining for a number of years, reaching a historic eleven-year low early in 2017. The lack of major diamond discoveries in recent years has done little to strengthen the case for investing in diamond projects, yet no new discoveries can be made without investment in exploration.Global estimates of known carats in the ground stand currently at 2.5 billion carats, which equates to around 18 years of production at current levels of 140 million carats (mct) per annum. Sustainable replenishment of depleting diamond resources is possible only through the development of new discoveries. This is what junior explorers are best at – but they need investors to fund their evaluation activities from early in the project development continuum."

The Moab Khotsong Metallurgical Complex comprises a gold recovery circuit (Noligwa Gold Plant) and a uranium recovery circuit (South Uranium Plant). The metallurgical complex employs the reverse leach technology for the recovery of uranium; specifically, uranium extraction prior to gold using acid leaching processing. The inherent uranium species in the ore are uraninite, coffinite and brannerite. The slurry that has been subjected to the uranium leach is further subjected to solid-liquid separation to separate the uranium in a solution through counter-current decantation and the solids (solids carrying all the gold), which are repulped and returned to the gold plant for gold processing. The uranium leaching process is critical to the uranium playing a pivotal role as a value adding by-product to the gold operation. The benefit of adopting this reverse leach process, for improved gold recovery, is that it exposes gold particles occluded within the uranium matrices and avails them for cyanidation. However, the drive for operational efficiency in uranium extraction must be weighed against the incremental operating cost against the backdrop of depressed spot uranium market prices. Over the years, efforts were directed at maintaining the benefit of extracting uranium to enhance gold recovery and simultaneously, optimising the operating cost model for the uranium operation to remain relevant to the gold operation. The aim of this paper and the corresponding presentation is to give an account of the uranium processing optimisation journey embarked on over the years; namely, the operational tradeoffs made in the process of ensuring that uranium continues to add value to the gold operation. These challenges were faced while striking a fine balance between processing cost and operational efficiencies against the prevailing depressed uranium spot market prices. Mineralogical- and laboratory tests conducted form the support basis for the results and observations articulated in the paper. Numerous developments and improvements have been made to tap-hole designs. On the other hand, there are very specific designs in operation that have endured for many years without any modification. Nobody likes design changes because of risk - the risk of atypical wear, potential hazards, and costly repairs entailing enormous production losses. So the philosophy ‘never touch a running system’ is maintained, because among other things there is no efficient working monitoring technology for tap-holes. In the past few years a couple of new technical solutions have been investigated and developed. Not all theoretical solutions are possible in practice. However, metallurgists are inventive, and the last word regarding efficient working tap-hole monitoring technologies has not yet been spoken.

"Sub-standard practices and their adverse impact on safety performance remain a challenge in the South African gold mining industry. The purpose of this study was to investigate the root causes of sub-standard practices and the effect on safety performance in South African gold mines. The focus of the study was on the underground production operations at a gold mine in the Free State. The study consisted of three parts: a personal investigation into the causes of sub-standard practices at the mine, a comparison with the results of a cultural study performed at the West Wits mines, and a behavioural survey.The studies described in this article yielded similar results in terms of the key drivers behind sub-standard practices. It was found that substandard practices had a number of causes, and the origin lies within the habits, attitude, and behaviour of employees. Current methods of addressing sub-standard practices and improving safety performance were found to discourage employees from performing work safely and according to procedure. It was concluded that the lack of critical behavioural habits for the given work environment and job title could possibly be the primary reason for the occurrence of sub-standard practices. IntroductionSince the implementation of the Mine Health and Safety Act, 1996 (Act 29 of 1996) and the Mine Health and Safety Regulations, the South African mining industry has been striving to improve health and safety performance and has placed great emphasis on adherence to mine standards.The Act requires employers in the mining industry to report accidents, incidents, and dangerous situations to the Regional Principal Inspector of Mines in their area. The data provided by employers is captured and analysed by the South African Mines Reportable Accident Statistical System (SAMRASS) and made available for public viewing (Department of Mineral Resources, 2011).A review of the national mine-related accident statistics shows clearly that the South African gold mining industry has improved its safety performance markedly over the past decade, but is still facing major challenges (Figure 1). These include meeting the Mine Health and Safety Milestones (Department of Mineral Resources, 2011)."

Scandium is an important industrial metal for which demand is projected to increase in the future. Although many Sc deposits are secondary, Sc is scavenged by clinopyroxene during fractional crystallization of primary, mafic-ultramafic magmas. Sc may thus occur in sub-economic concentrations in mafic-ultramafic intrusions. In this work, we present new data on the concentration of Sc in the Bushveld Complex (BC) of South Africa. The eastern and western limbs of the BC are considered to be largely pristine, primary magmatic deposits, whereas the northern limb shows evidence of largescale, localized crustal contamination. Samples from the primary magmatic cumulates of the eastern limb, from the mineralized Flatreef of the northern limb, and from the crustal-contaminated Footwall Assimilation Zone (FAZ) of the Flatreef were analysed for Sc. Despite the FAZ containing abundant clinopyroxene, interpreted to have recrystallized from the original cumulates in the presence of melted sedimentary rocks, no significant differences are seen in the concentration of Sc compared to other cumulate rocks of the BC containing less-abundant clinopyroxene. The concentration of Sc in the analysed samples is mainly controlled by mineralogy, with anorthosites, chromitites, and harzburgites containing under 20 ppm, and norites and pyroxenites containing 20–40 ppm. The parapyroxenites of the FAZ are less enriched in Sc than expected, suggesting that Sc may have been lost during alteration and recrystallization.

"Near-infrared (NIR) spectroscopy sorting technology is incorporated in an automated optical mineral sorter that can discriminate between materials using the differences in characteristics when exposed to near-infrared radiation. During September 2014 to April 2015, a pilot plant that utilized NIR technology to discriminate between kimberlite and waste materials was commissioned to determine the viability of including this technology in the diamond winning process flow sheet at Cullinan Diamond Mine. The plant was used to minimize the waste content in the size fraction -70+35 mm that reports to the crushing section and then to the dense media separation process. This paper describes the initial test work, conducted at Mintek, that led to the decision to conduct a pilot-scale study. The mineralogical characterization of the feed and product streams to establish the sorting criteria and the operational data obtained during the pilot plant campaign are described. The results indicated a good possibility of discriminating between the kimberlite and waste material using NIR technology. However, the consistency of discrimination was not good enough to avoid the risk of potential diamond loss. Furthermore, a lower than expected availability of the machine reduced the throughput capabilities. IntroductionUsing near-infrared spectroscopy (NIRS) technology for ore sorting is a new concept for the mineral processing and mining industry. NIRS has been used for decades in the laboratory for the identification of pure minerals, and has its roots in the recycling, food, and pharmaceutical industries (Salter and Wyatt, 1991; Robben et al., 2009). Ore sorting in itself is not a new concept; it was introduced during the Stone Age with handsorting being the first method to separate valuable materials from gangue (Wills and Napier-Munn, 2006; Sassos, 1985). However, over the years the scale of mining has increased and hand-sorting has become challenging to implement (Joensson, 2014).Sensor-based sorting is an advanced technology that can help overcome problems such as ore dilution experienced in mineral processing operations. The benefits are lower energy and water costs, reduced ore dilution, lower environmental impact, and improved profit margin (Mathew, 1974; Jonsson, 2014; Salter and Wyatt, 2009; Death et al., 2009). In sensor-based sorting, materials are mechanically sorted based on certain physical properties that are detected by a sensor (Dalm, 2013). Research has found that with NIR scanners it is possible to obtain a ‘fingerprint’ of a sample that is directly related to its mineralogical composition. According to Woutruba et al. (2009), molecules absorb NIR radiation by means of electronic and vibrational transitions. Nowadays, there are many sensors available in the market that utilize different material properties; the choice of a sensor is dependent on the mineralogy of the ore."

"SynopsisCapital cost estimates are important in decisions on whether a project will be approved, mothballed, or abandoned. In South Africa, junior coal miners do not have extensive databases of historical projects from which to estimate capital costs. The purpose of this paper is to establish formulae that can be used for estimating capital costs of developing coal mines in a coal-producing country, using South Africa as a case study. The costs are estimated to an error of magnitude level of -30% to +50%, which is suitable for a concept study level, using a parametric estimation technique. The study uses data from completed coal mining projects from selected coal-producing countries. Three formulae are developed and presented for estimating capital costs of underground bord and pillar, surface shovel and truck, and dragline operations.IntroductionCapital cost estimates play a critical role in deciding whether projects will proceed, be delayed, or abandoned. It is therefore important that capital cost estimates are carried out accurately as determined by the estimation guidelines based on the level of estimation conducted (Shafiee and Topal, 2012). The lack of literature on estimation of capital costs in many coal mining countries is adversely affecting junior coal miners, since they do not have an extensive database of historical projects on which to base estimations. In South Africa, the difficulty in estimating capital costs is attributable to lack of publicly available data on completed South African mining projects (Hall, 2013)."

Thin spray-on liners (TSLs) have been used as sealants and rock support in tunnels for over 25 years. Laboratory tests have indicated satisfactory properties that can provide adequate strength, adhesion, toughness, and elasticity as part of rock support systems in mining excavations. These characteristics are, however, not always demonstrated in practice, when mine environmental conditions do not correspond with laboratory environmental conditions. The shortcomings of TSLs experienced in the mining industry have raised concerns, resulting in scepticism from some operators regarding their utilization. The research described in this paper aims to investigate TSL performance in environmental conditions similar to those experienced in mines. Brazilian indirect tensile (BIT) specimens were prepared from precast shotcrete and coated with TSLs. The specimens were then exposed to different environmental conditions for up to 112 days before BIT testing under various conditions: laboratory room temperature and humidity; saturated room temperature; and combined saturated and high temperature (50°C). Additional uncoated shotcrete and TSL BIT specimens were prepared for comparison purposes. The results of the BIT tests showed that environmental conditions have a significant influence on the tensile strength enhancement of shotcrete by TSLs. Water-based TSLs are most likely to be suitable for high humidity environments, although their performance decreases at higher temperatures. Numerical modelling of TSL-coated BIT samples confirms the potential limitations of designing TSL support based only on laboratory testing carried out under room conditions.

"Previously, we upgraded and implemented two gamma activation assay (GAA) systems designed to analyse the gold content in raw ores at Zarafshan laboratory, Uzbekistan, and achieved a detection limit of less than 0.05 g/t under actual industrial conditions. Having started to design a fully modern, industrial GAA system for mining companies, this paper analyses the advantages, disadvantages, and special features of all major system components that can influence the sensitivity and accuracy of the analysis. The results of a study to optimize the detector geometry and sample size are presented and the performances of the linear electron accelerator, detector array, and sample transportation system of a modern, industrial GAA system for analysing gold, silver, and rare earth elements are considered. IntroductionGamma activation analysis (GAA) has considerable potential as a future replacement for traditional fire assay analysis in gold mining (Hoffman, Clark, and Yeager, 1998; Morse, 1977; Bourmistenko, 1986, 1981; Sammut, 2016; Tickner et al., 2017). The essence of GAA is to irradiate ore samples with high-energy gamma quanta generated by an electron linear accelerator (LINAC) and then to use a gamma spectrometer to detect the induced activity of the excited gold nuclei. The advantages of this method are discussed in detail elsewhere (Hoffman, Clark, and Yeager, 1998; Morse, 1977; Bourmistenko, 1986, 1981; Sammut, 2016; Tickner et al., 2017), where it is shown that GAA is uniquely suited to analysing ore samples when mining for gold, other precious metals, and accompanying elements.These advantages were realized in three industrial GAA laboratories that were commissioned in Zarafshan, Uzbekistan in 1977, in Magadan, Russia in 1979, and in Batagay, Russia in 1986 (Bourmistenko, 1986; Nii Tekhnicheskoy Fiziki I Avtomatiki, n.d). In 1989, a fourth industrial GAA laboratory was commissioned at a gold mine in Tommot, Russia. However, the project was subsequently halted due to economic reasons (Moshkov and Tjamisov, 2017). Currently, only the laboratory of the Muruntau mine in Zarafshan, Uzbekistan is in operation. The gamma activation method for gold determination is widely applicable at this mine owing to its high productivity and low cost of analysis. An outstanding aspect is the performance of more than one million analyses per year."

Cemented backfilling has enabled underground hard rock mines to extract orebodies more safely with improved ore recovery. It is important to estimate the minimum required strength parameters for a backfill mix by optimizing the binder percentage to enable cost-effective and safe stoping operations. We conducted three-dimensional numerical modelling to study the effect of various stoping parameters on the stability of a free-standing backfill wall. A Mohr-Coulomb material model was used for the backfill material and the rock-fill interface. A strength reduction technique, excluding friction angle, was employed to arrive at a minimum stable strength value for the backfill. For a given combination of strength values, the stability state of the backfill wall could be demarcated using a displacement and yield zone tracking method. The numerical modelling results are compared to some earlier theoretical models. From the simulations, a predictive equation is developed to predict the required strength parameters for a backfill mix to ensure a stable free-standing wall. Examples are given of the successful use of the predictive equation at some underground hard rock mine sites in India.

A copper-gold project has required a number of trade-off studies underpinned by test work to settle on pragmatic flowsheets and throughputs to support a pre-feasibility study that provides a compelling financial case. The primary trade-off studies were based on the mine schedule, ore type feed-grade recovery relationships, likely concentrate grades and typical marketing terms as well as the estimated capital and operating costs for a range of throughputs and mining strategies. Secondary trade-off studies were conducted for specific circuits and additional processing options. Although the details of these studies are not presented, the technical options and subsequent flowsheets are discussed. While the flowsheets will be optimised during the feasibility study stage, the basis is now fixed for the four ore types that would be mined from the copper-gold orebody. The ore types, resulting from a strong weathering profile, exhibit a wide range of copper mineralisation and gold associations, as well as gangue types. They display a range of characteristics that necessitated a nuanced approach to flowsheet development. The primary separation techniques that have been employed include gravity, classification, flotation and leaching while a range of comminution methods have been selected to suit the properties of the ore types. While technical issues are important factors in terms of maximising the quality of separations, recoveries and revenues, attention to material handling, equipment characteristics, the mine schedule, and capital and operating costs are equally important considerations for settling upon a suitable and robust flowsheet. This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.
