This report deals with the processing and marketing of iron and steal scrap in the intermountain States of Arizona, Colorado, New Mexico, Utah, and Wyoming and the northwestern Plains States of Nebraska, North Dakota, and South Dakota. The quantity and quality of iron and steel scrap consumed in both the steel mills and iron foundries in these States in 1964 were decided by (1) the type of facilities used to produce an end product; (2) the availability of a dependable source of iron and steel scrap at competitive prices; and (3) the, ratio of the cost of iron in iron ore to iron in scrap. In recent years the quantity of scrap used per ton of steel ingot produced has decreased. The major individual. consumers of iron and steel scrap were the steel mills in Arizona, Colorado, and Utah, foundries in Utah and Arizona, and copper leaching, operations in Arizona, New Mexico, and Utah. About 2 million tons of iron and steel scrap was used by the iron and steel industry in 1964. Although there has been a decline in the amount of scrap used per ton of steel ingot produced because of changes in steelmaking methods, there has been a slight increase in the overall quantity of scrap used because of the increase in ingot production. It is estimated that the scrap consumption in the steel industry will increase by 19 percent by 1980. In addition to the scrap consumed by the steel industry, 273,000 tons of ferrous scrap were used by copper-leaching operations. Thirty-one percent of the ferrous scrap used by the steel industry in 1964 was purchased from dealers and other sources. The CF&I Steel Corp. (formerly The Colorado Fuel and Iron Corp.) at Pueblo, Colo., complemented its blast- and open-hearth-furnace operations with basic-oxygen converters in 1962. The basic-oxygen and open-hearth furnaces were charged with 30 and 90 percent scrap, respectively. Future use of the open-hearths would probably be used to supplement ingot production requirements. Because it was more economical to use less scrap and a high molten-metal charge, the United States Steel Corp. at Geneva, Utah, which uses the open-hearth process to make steel, charges the furnaces with 25 to 35 percent scrap. The Allison Steel Manufacturing Co. at Tempe, Ariz., uses a 100 percent scrap charge in its electric furnace. Although it was estimated that there were 327,000 tons of various grades of motor vehicle scrap generated in 1963, no estimates were made concerning the total quantity and grade of scrap available in the area. Most of the scrap used in the steelmaking industry originated within the area. It was advantageous to sell scrap generated in eastern Nebraska, North Dakota, and South Dakota to markets in the Midwest because of freight costs.

The perpetuation of the supply of anthracite coal in Pennsylvania is a national as well as a State problem. Any investigation that shows how larger percentages of this coal may be saved in mining, without excessive cost, and without dangerous subsidence of the overlying surface ground, has a national as well as a local interest. Messrs. Conner and Griffith, who conducted the investigations described in this report largely for the city of Scranton, are consulting engineers for the Bureau of Mines for investigations similar to those they have already made in connection with their Scranton work; and this report is published by the bureau in response to numerous requests, because of the fact that the information it contains will prove useful in the general solution of similar problems in many of the country's coal fields. A study of the accompanying maps will show that the city of Scranton is underlain by 11 separate beds of coal, varying in thick- ness from 2 to 24 feet. It is estimated that before mining opera- tions were begun these beds of coal contained underneath the present city limits of Scranton 600,000,000 tons of coal. The 27 collieries operating within the city limits, working independently of each other, had excavated and removed, up to March, 1911, an aggregate of 198,000,000 cubic yards of coal and accompanying rock, or 3,000,000 cubic yards more than the total amount of material excavated and to be excavated by the United States in constructing the Panama Canal. This fact illustrates something of the magnitude of the problem that the city of Scranton, with the aid of these engineers and of a special commission or advisory board, has undertaken to solve. The excavation has included 177,000,000 tons of coal and 44,000,000 tons of rock and accompanying refuse. This leaves about 420,000,000 tons of coal still to be removed. As a result of other investigations and of experience in adjacent anthracite mines, Messrs. Conner and Griffith and the advisory board of engineers have advised that, as far as may be necessary to prevent dangerous surface subsidence, the spaces remaining beneath the city of Scranton from the excavation of the above-described material should be filled with sand and other materials by flushing or other processes. This operation is expensive, but it is believed to be not beyond the reach of what is practicable, nor in excess of the value of the coal that may be removed and the amount of damages that may result from the caving in of the surface if such a plan is not carried out. No one realizes so fully as do the authors of this report the need of additional tests and other investigations before the data now pre- sented by them can be fully accepted as sufficient for all purposes in the solution of the problem; and it is expected that at some early date a more extensive series of similar tests can be made by the Bureau of Mines under the supervision of Messrs. Conner and Griffith on a larger scale and under a greater variety of conditions. The field examinations made for the Bureau of Mines by N. H. Darton, which are described briefly in a chapter of this bulletin and will be discussed at length in a bulletin to be published later, indicate the extent and distribution of the sands, gravels, and other materials in the Scranton-Wilkes-Barre district available for flushing purposes if further tests indicate their relative merits; and it is expected that the relative merits of these different materials will soon be tested under such conditions as will furnish the desired information.

Over the past two decades, there have been significant reductions in industrial exposures to hand-arm vibration, especially when specific tools and work processes have been redesigned to incorporate anti-vibration and ergonomic principles. Nevertheless, Hand-Arm Vibration Syndrome (HAVS) remains a significant occupational health problem as disease symptoms continue to occur even when vibration exposure levels believed to incur low risks have been reached2. This inconsistency may be related to the methodology that is typically used to estimate workday vibration exposure levels, involving laboratory and/or very short duration field measurements coupled with estimates of overall eight-hour tool operation times determined from brief observations of tool tasks and/or self-reported surveys. One solution is to use small, commercially-available, personal vibration dosimeters to calculate, record, and display long-duration vector sums and energy equivalents of vibration. However, since these devices are attached to the worker and require tool-mounted accelerometers, they are incompatible with the worker performing normal duties involving putting down or changing tools. In addition, these commercial systems do not allow for the characterization of the transmission of vibration to the hand such as monitoring the mechanical coupling between the hand and the tool handle (e.g., grip forces). O’Boyle and Griffin showed that variations in applied force can alter vibration transmission characteristics by 50% or more indicating that the measurement of grip force is essential for modeling vibration transmissibility and vibration exposures5. In summary, a need exists for the development of a method and device that will more accurately characterize workday-long vibration exposures. Methods A portable, light-weight, Vibration Exposure Monitor (VEM) system was developed to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of a workday. It monitors frequency weighted and unweighted accelerations from a palm-mounted uni-axial accelerometer (Model 352C22, PCB Piezotronics, Depew, NY) and calculates exposure levels using the root-mean-square (RMS) and higher power mean values, such as the root-mean-quad (RMQ) and the root-mean-oct (RMO). Grip forces are also monitored using a palm-mounted force sensor (Model 400, Interlink Electronics, Camarillo, CA) from which average grip force levels and exerted grip extrema are calculated. At the core of the VEM system is a commercially available, battery-powered microcomputer (Tattletale, Model 8v2, Onset Computer, Onset, MA) with one megabyte of memory and eight analog channels using 12-bit sampling at a single-channel maximum of 100 kHz. Analog signal processing (i.e., anti-aliasing, with cutoffs at 4 and 1250 Hz, and ISO 5349-13 frequency weighting) is accomplished using custom circuitry that is directly interfaced with the microcomputer. To determine the relative permeability of the soil a series of percolation tests were performed at the three locations of interest at Lanse, i.e., 3C, 03A and strip bank, and KA and KB at Kato. Soil cores were removed to 2, 8, 16, 24 and 32 inch depths with the thin wall sampler tube, each core separated from the next by about fifteen feet. Then two-foot-long thin-wall tubes were inserted into the 2, 8, and 16 inch deep holes and three-foot long tubes were inserted into the 24 and 36 inch deep holes. Each tube was tamped down about one inch further to assure a bottom seal; the tubes were filled with water and the rate of fall was measured. The test is similar to those done for septic tank percolation studies 6; but is not quantitatively related to Darcy's coefficient of hydraulic conductivity because the water can flow in three dimensions from the bottom of the tube. The measurements are dependent on the length of test, since the rate of fall is a function of the head. Therefore, it should be noted that the 24 and 32 inch deep tubes should give faster percolation rates because of the one foot greater head. At locations 03A and 3C the data show a sharp decrease in percolation at increasing depth, Table XV. However, the percolation at 03A and 32 inch depth is much higher than at 3C (0.2 vs. 0.01 inches/hour); the fragipan layer must be deeper at the 3C location since this area does experience a perched water table. On the strip bank the rates of falling head are randomly variable, appearing to be as much dependent on the particular location of insertion as on depth of placement. For example, water drained from the 16 inch tube as fast as it was added, probably into a sub-surface cavity or crevice. At Kato the tubes were more difficult to place because of interference of tree roots. For this reason 2 inch deep tubes were not inserted. These short tests at Kato were inconclusive, varying extensively when the tubes were moved. Field permeability tests were also performed in two (previously described) eight-inch diameter permeater tubes at Lanse and one at Kato. Because the soil is confined inside the tube, hydraulic conductivity can be calculated according to Darcy's flow equation. The high values reported in Table XVI experienced when the tubes were rewetted from a dry surface condition, enable us to conclude that infiltration is faster than the saturated permeability of the soil. In contrast to the falling head percolation tests, these permeability results do not show a high variation between locations.

"The belief is now fairly general among the coal-mining people of the United States that one of the most effective methods of preventing wide-spread coalmine .explosions is that of introducing rock-dust into coal mines to reduce the inflammability or explosibility of dusts found on mine surfaces. Notwithstanding this belief it is improbable that even a small fraction of 1 per cent of the coal mines of the United States are at all adequately protected by rock-dust; in a survey made in the summer, and fall of 1927 it was found that but 463 out of more than 7,000 operating bituminous and lignitic coal mines were using rock-dust at all, and that few if any of the 463 were fully or adequately protected by rock-dusting.Inspections of a large number of mines through the United States by Bureau of Mines safety division field men have failed to reveal a single adequately rock-dusted mine, Yet there is no doubt that many of the owners and operators believed their properties to be fully protected by rock-dust against the much-feared hazard of widespread explosion. Two of the most disastrous explosions of recent years occurred at properties where the owners were definitely of the belief that the rock-dusting done had made the mines immune to widespread explosion involving coal-dust. In both instances it was found that although some rock-dusting had been done, the mines were more nearly 1 per cent than 100 per cent rock-dusted.This condition as to inefficiency or insufficiency of rock-dusting in the coal mines of the United States is almost universal, and unless our mining men awaken to its, dangers, the disaster record of the coal-mining industry is much more likely to become worse than better. During the fiscal year ended June 30, 1928, the attention of the safety division of the United States Bureau of Mines was called to. 22 explosions With 320 fatalities in bituminous coal mines of the United States; and of the 22 explosions there were 10 with 258 fatalities in mines that were listed as having used rock-dust; upon investigation it was found that as usual the rock-dusting had been anything but comprehensive or adequate. It is probable that in a very few instances last year the relatively small amount of rock-dusting stopped the .extension of the explosion and thus prevented further expansion of the death list. In general, however, the explosions occurred in a part of the mine that had not been rock-dusted - and right here is the crux of the failure or probable failure of present-day rock-dusting in the United States, There should be no part of any bituminous or coal mine in which all of the exposed surfaces (roof, ribs, and floor) have not been thoroughly rock-dusted and kept thoroughly rock-dusted. In other words, all exposed surfaces of all accessible places in bituminous and lignitic coal mines should be kept covered with rock-dust so that the combined rock-dust coal-dust mixture at all times and in all places has less than 35 or 40 per cent combustible matter, The only exception to this rule is that surfaces which are wet (and this does not mean merely damp) need not be rock-dusted. However, a mine opening may have several inches of water on the floor and yet have much explosive dust on the ribs and roof above the water; in such places the ribs and roof should be kept rock-dusted, irrespective of the wetness of the floor."

The lack of visibility near earthmoving equipment resulted in six fatalities in U.S. surface mining operations during 2003. These accidents were the result of either a piece of equipment striking another vehicle or worker, or the equipment traveling over the edge of an embankment. Figure 1 is an example of a recent accident that resulted in serious injuries to one worker and fatal injuries to two others when a van parked in front of a haul truck. Two fatalities occurred in separate incidents when front-end loaders struck workers. Another two workers were killed when their equipment backed over the edge of a highwall or dump point [1]. There is clearly a need to provide better information to equipment operators regarding their surroundings. [ ] Researchers at the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, are working to reduce these accidents by developing systems that sense obstacles and changes in terrain near the equipment and provide this information to the operator. Many off-the-shelf proximity warning systems that were developed for automobiles, light trucks, and recreational vehicles were evaluated on off-highway dump trucks [2]. Many limitations were found with existing systems, including frequent false alarms, limited detection range, a lack of specific information on an obstacle (e.g., location, identity), difficulties in finding suitable mounting locations, and an inability to withstand the environment. These limitations have necessitated the development of new systems designed specifically for large, off-highway, earthmoving equipment. New off-the-shelf systems available for mining equipment include radar and tag-based detection systems. Prototype systems now being developed include a proximity warning system based on the Global Positioning System (GPS) and a computer-assisted stereovision system. Development of these new systems was accomplished by working with manufacturers to modify existing systems to meet the needs of surface mining and through cooperative research with organizations to develop completely new solutions. A typical proximity warning system consists of a sensor or antenna mounted on the equipment that detects the presence of obstacles and an alarm interface in the cab of the equipment. Some systems, as described in more detail below, also require that other vehicles and personnel on the ground be outfitted with electronic tags that transmit an “I’m here” signal back to the system (e.g., radio signal detection systems or GPS). Many types of proximity warning systems are on the market, but they are not all discussed in this paper. APPROACH In past work, engineers at NIOSH evaluated several off-the-shelf proximity warning technologies in order to verify their effectiveness on off-highway dump trucks [2]. Dump trucks were chosen because of the number and severity of accidents involving this type of equipment and because extensive blind areas around these trucks are typical. The practicability and dependability of two permissible methane-indicat- in detectors recently developed were proved conclusively by extensive tests in the return airways of all mines operating in the anthracite region in most of which samples and readings were taken with one or the other of the two in- dicating detectors. These detectors roved dependable and accurate within practical limits, and their general use should be encouraged as an aid to bet ter ventilation, more accurate control of air currents, and greater safety in mines.

This Bureau of Mines report presents information on the origin, collection, movement, and consumption of iron and steel scrap in California and Nevada. As far as practicable, information is presented on a grade basis. The iron and steel scrap industry in California is important from the standpoint of employment, economic essentiality, and dollar value. About 16,000 persons are either directly or indirectly employed on a full- or part- time basis in the collection, preparation, and sale of iron and steel scrap in California; in 1957 about 70 percent of the tonnage of products of California steel mills, valued at $271 million, was derived from scrap; the value of scrap in 1957 ($117 million) is about $10 million greater than the value of portland cement produced in California that year. The iron and steel scrap industry in Nevada is small.

As with many new technologies, the rapid growth in solution mining for uranium has created uncertainties regarding the environmental impact of mining operations. In solution mining, the largest area of concern is the impact of the process on the quality of ground water supplies. As a result, a rapid and reliable technique of detecting lixiviant excursions is desirable. Such a method would replace the periodic sampling technique and should provide a more or less continuous monitoring method. To this end, resistivity techniques were evaluated as an alternate means of tracking lixiviant movement. A program was devised which had five specific tasks. These were: (1) evaluation of the techniques, (2) development of the most promising technique or techniques, (3) field testing of the techniques, (4) testing of the BuMines probe, and (5) reporting. The result of the analytical and field work is that various resistivity/ resistance techniques do provide a means of detecting lixiviant movement in Northern Wyoming. Surface and downhole galvanic surveys and controlled source audio magnetotellurics (AMT) were evaluated. All three techniques showed some degree of success.

Lignite mining in North Dakota was begun about 1884 to supply the domestic needs of settlers. Annual production has grown rather slowly but steadily, exceeding 3 million tons in 1950. The western part of the State has lignite reserves, amounting to 351 billion tons, underlying an area of 28,000 square miles. Contour strip mining has almost completely replaced underground mining as the method of production. Lignite is often found under rather shallow and easily removed overburden, and this is the primary reason for the change in mining practice. Current mining operations are conducted where the overburden is 30 to 70 feet thick. Contour strip mining results in high production rates, at present 27 to 56 tons per man-day. These high production rates result in relatively low production costs.

The Bureau of Mines used micro fracture density analysis of quartz grains in thin sections and diametric pulse velocity measurements along preblast and postblast cores to determine the nature and extent of rock damage produced by small (0.25-,0.50-,1.0-, and 2.0-kg) charges of high intensity explosive (C-4) in granite. Pulse velocities from the postblast cores were significantly lower than velocities from the preblast cores and, with the core logs, provided clear identification of the upper and sometimes the lower limits of most severe damage. These zones ranged from about 1.68 ft for the 0.25-kg blast to 4.16 ft for the 2.0-kg blast. Microfracture densities from postblast cores were significantly higher and more variable than densities measured from preblast cores. The microfracture density measurements showed that microscopic damage was present far past the zones of most severe damage as delineated by the pulse velocity logs and core logs. An exponential relation-ship was observed between the micro fracture density levels and the charge weight.

Erodibility of reclaimed surface mine soils is a subject in need of quantification. Effects of soil erosion from reclaimed areas may damage surrounding areas and the quality of water in nearby streams and lakes. It may also reduce the potential productivity of the reclaimed site. A study was conducted to determine erodibilities of different reclamation treatments and a nearby unmined soil at three Indiana strip mine sites. A rainfall simulator was used to artifically erode plots con¬structed within seven treatment categories and the unmined soil. Soil erodibility was assessed in terms of the Universal Soil Loss Equation (USLE) K factor. Values for K calculated from field data were compared to values predicted from independently measured soil properties. Differences in soil erodibility between treatments were site specific. Unmined soil had the highest calculated erodibility at one site but at two other sites soils having reclaimed A horizons were highest. Shaley overburden treatments had the lowest calculated erodi¬bility. Predicted soil erodibility was usually lower than that calcu¬lated from field data. Site specific slope gradient factors (S) were developed for reclaimed A horizon treabnents. This was done because the USLE S factor overestimated the measured soil loss at steeper slopes.

Mountain bumps have been a problem in the coal-mining industry since the 1920's. The problem became severe in the late 40's and early 50's with the introduction of mechanized mining. Fatalities and serious injuries resulted from mountain bumps during this period. Mountain bumps again caused fatalities in the 80 's. Interviews were conducted mostly with retired coal miners having experience in bump conditions with five different coal companies. These men held positions as president, general manager, roof-control specialist, mining engineer, inspector, superintendent, mine foreman, shift foreman, section foreman, miner operator, electrician, and general laborer. Together, their comments give a good idea of the things tried to mitigate mountain bumps in the Appalachian Coal Fields.

Properties obtained for columbium carbide-carbon castings ranging in car-bon content from 12 to 17 weight-percent were compared with those of hot-pressed composites of similar composition. The properties were oxidation resistance in static air between 500° and 700° C, linear thermal expansion between 20° and 2,400° C, electrical resistivity between 20° and 1,500° C; microhardness between 20° and 1,500° C, and modulus of rupture between 1,300° and 1,800° C. CbC-C castings differed markedly from hot-pressed material with respect to microstructure, electrical resistivity, and modulus of rupture, but behaved quite similarly with respect to oxidation resistance, thermal expansion, and hot hardness. In oxidation resistance, thermal expansion, and hot hardness both materials were independent of carbon content. Both castings and hot-pressed composites oxidize rapidly in air above 600° C, have thermal expansion coefficients very similar to columbium metal, and the logarithm of the hardness decreases linearly with increasing temperature. The microstructures of hot-pressed composites contained varying amounts of graphite in a CbC matrix but did not contain significant amounts of a eutectic structure present in all castings, nor did they contain graphite needles which were present in the hypereutectic castings. The higher electrical resistivity of hypereutectic castings over hypereutectic hot pressings was attributed to the presence of highly oriented graphite needles in the castings. The modulus of rupture of castings was 1-1/2 to 2 times that of hot-pressed composites. Both materials displayed bend ductility above 1,800° C.

(a) Moisture. - Moisture, "as fired," is specifically significant in pulverized-coal firing because of its effect upon the continuity of raw-coal feed to the pulverizer, pulverizer capacity, flame stability, and speed of ignition. The extraneous moisture content is a rough index of potential difficulties in unloading and maintaining the flow of raw coal to the pulverizer and of pulverized coal to the furnace, with the troubles increasing geometrically as the percentage increases. Sticking or other stoppage of coal flow at any point between the bunker and the furnace is especially serious with pulverized-coal firing because there is danger of immediate loss of output. Where moisture is a problem, the designer must exercise great care in the design of coal-handling and preparation apparatus.

This report presents a study of a modification of the precision laboratory carbonization-assay apparatus that renders the unit capable of performance at low-, medium-, and high-temperature assay levels and permits, under controlled conditions, evaluation of the relationship between carbonization temperature and the yield of pyrolysis products. Second, the interest and value derived from the temperature study data directly apply to the particular semiplant carbonization processes and techniques currently being investigated in this laboratory. Data obtained with the assay apparatus enables the fuel technologist to predict the probable yields of carbonization products from pilot-plant operations under various carbonizing conditions. Data obtained with the assay apparatus has been used to predict the product yields of industrial carbonization plants at Kemmerer, Wyo., and Rockdale, Tex. The assay provides a useful tool in detecting, from the carbonized plant product, the degree of effectiveness of pilot-plant operation. Third, the residual volatile matter in some industrial carbons has broad significance. Evaluation of the volatile material remaining with or in the carbon may be assessed through the high-temperature-assay technique. The low-temperature carbonization assay devised by the writers has proved to be a versatile tool in predicting the probable product yields from pilot-scale carbonization processes. The apparatus described in previous publications has been modified to extend the range of testing above 500° C. without impairing the accuracy and reproducibility obtained in the low-temperature range. Results presented here include product yields from a typical Texas lignite and Wyoming subbituminous-B-rank coal over the temperature range 150° to 1,000° C.

The research to be described is directed to the construction of an instrument that detects methane in air. The principle on which it is based is that methane gas absorbs infrared radiation in the wavelength range of about 3.2 to 3.4 micron. Solid state p-n junctions of composition In, .97Ca.03As emitting radiation in a band centered at 3.3 micron were grown by liquid epitaxy on InAs. Fight separate growth cycles and a total of 200 diodes were measured to determine total power, wavelength peak, spectral. half width and reproducibility of the method. In order to compensate for temperature changes, dual emitter systems (one InGaAs, and one InAs diode) mounted on the same TO-5 header were made. These devices were imaged, using a folded optical path cell, on large area InAs detectors, grown by a planar diffusion technique. In the 0-50°C range the primary temperature sensitivity is in the InAs detector rather than in the emitters. Several methods to reduce the overall temperature sensitivity to within acceptable limits were demonstrated. Humidity was shown to have a negligible effect on the measurements.

Gas chromatography is a method of separating mixtures of gases and volatile materials by entraining their vapors in a gas stream, which passes over an appropriate stationary phase. Two techniques are in common use: Gas-Liquid Chromatography, in which the stationary phase is a liquid supported on an inert solid, and Gas-Solid Chromatography, where the stationary phase is a solid adsorbent, such as charcoal or alumina. In both techniques components emerge from the column after a characteristic residence time. Gas chromatography is applicable as a qualitative or quantitative tool in a wide variety of problems in chemical research and processing. It may also be employed for purification and separation. A running bibliography on gas chromatography has been maintained at the Bureau of Mines synthetic liquid fuels laboratories, Bruceton, Pa., for several years for the benefit of research workers, who use chromatography as an analytical tool. Since the number of references grew and interest in the technique became more wide-spread, the Bureau is publishing this list rather than maintain it as a purely internal source.

This information circular is one of a series describing mining methods and costs, being published by the Bureau of Mines. The Sunbright mine of the Foote Mineral Co. at Sunbright, Va., is the southernmost underground limestone mine in the State. It is a comparatively recent operation, and a description of its rapid development to production stage may have particular interest for the limestone-mining industry.
