To perform comprehensive economic evaluations on both existing and proposed mineral operations. Approach A comprehensive computer model was developed which is capable of evaluating the economics of an entire mineral recovery operation, including exploration, acquisition, infrastructure, mining, milling, smelting, refining, transportation, taxation, and return of and on capital. How it Works The MINSIM (MINe SIMulator) economic evaluation concept was developed by the Bureau of Mines in 1967. The initial versions used a continuous discounted cash flow rate-of-return (DCFROR) to measure the effect of changes in expected revenues and costs. Subsequent enhancements to the program have expanded and strengthened MINSIM, especially the addition of an option which determines total production cost (i.e., the commodity selling price that a mineral recovery operation would require in order to obtain a target rate of return), an expanded capacity for evaluating by-products from a mineral property, and significantly broadened taxation determining capabilities. The MINSIM computer program uses essentially the same procedures and calculations that are performed in a manual economic evaluation, although the program accomplishes its tasks much more rapidly and accurately, An experienced mineral economist may require a week to evaluate a single mining operation with the same detail and consistency provided by MINSIM in a matter of seconds of computer time.

A. 4 Illustrative Simulations The capabilities of the program are demonstrated by simulating various evacuation cases in different situations for a particular mine. The mine selected for the illustrative simulations is the mine I C' , as described in Section 2, chosen particularly because of availability of mine characteristic data and mine evacuation results for test drills. These evacuation results can be used to verify validity of the predictions made by the program A.4 1 Mine Characteristics A schematic diagram of the mine is shown in Figure 19. The figure shows all the major shafts, drifts, raises and stopes of the mine in the form of a network. There are four hoists, Hoist No. 1 and Hoist No. 2 are assumed to be single drum hoists and Hoists Nos. 3 and 4 form part of a double drum hoist, with Hoist No. 4 being the main hoist (master hoist) The positions of the 133 miners, typically working in a day shift of the mine, are also shown in the figure. The miners are identified by a miner number, and their total number on each level is chosen from the data on the fire drill simulated as Case No. 1 in the illustrative simulations.

This analysis was conducted in response to concerns raised by the Chairman of the Energy and Commerce Committee of the House of Representatives regarding the potential impacts on automobile production, GNP and employment resulting from embargoing south African supplies of the platinum-group metals, platinum and rhodium. This analysis should be considered an addendum to the recently released study in which the direct economic costs I of a U.S. embargo on selected South African strategic and critical materials are estimated. The estimated GNP and employment impacts result when a mineral shortage reduces domestic industrial production and are in addition to the direct costs estimated in the earlier study. The direct cost to this nation resulting from a decision to embargo six south African strategic and critical minerals was estimated at $1.85 billion per year during the 1988-1992 time frame of the study. The estimated direct costs include the costs to U.S. consumers resulting from higher strategic mineral prices, lower mineral consumption, and the cost of developing higher cost domestic mineral resources. A large proportion of the costs result from the shortage of the two metals: platinum and rhodium. The average direct annual cost of embargoing is estimated at about $1.4 billion for platinum and $384 million for rhodium.2

This paper describes the Bureau of Mines development of a novel subsidence prediction methodology suitable to the mining and geologic conditions in the Northern Appalachian Coal Region. It describes the computation of vertical and horizontal movements, inclination, curvature, and horizontal strains. The substance of this method is the separation of the effects of lithology by introducing a correlation between hypothetically homogeneous overburden and existing lithologic conditions, while providing for different mining conditions, i.e., underground geometry and overburden thickness. The effects of lithology have been expressed in the form of a variable subsidence coefficient within the subsidence trough. The subsidence coefficient is considered a constant for other predictive methods. Field data from 16 test sites at 11 Bureau longwall panel studies were used in the analysis. For each panel, the characteristics of the variability of the subsidence coefficient were defined. Regression analysis of the subsidence coefficients from all test sites on their locations relative to the edges of their respective panels yielded a third-degree polynomial equation. The results from additional longwall panel studies, not included in the regression analysis, were used to prove the validity of this method. To facilitate the use of this precalculation methodology, a computer program was written in BASIC for use on a personal computer.

This volume contains the descriptions of the samples whose analy- ses are published in the preceding volume, Part I of this bulletin. The descriptions have been compiled from the notebooks of the per- sons who collected the samples, have been condensed from accounts given in published reports of the United States Geological Survey, or have been furnished by the collectors themselves. Inasmuch as the descriptions represent the work of many persons during a period of six years, and inasmuch as they were recorded under widely differing conditions, they necessarily vary in fullness of detail. The descriptions are published for two purposes: (1) To prosent such information regarding the character of the coal, the impurities in the beds sampled, and the nature of the roof and the floor of the beds as has a definite bearing on the significance of the analyses of the samples, and (2) to give any supplementary details such as the capacity or the output of a mine, the method of mining and prepar- ing the coal, and the chief uses to which it is put, that may be of assistance to Government engineers or purchasing agents, and to other persons, in preparing specifications and awarding contracts for fuel.

"The Miami-West Palm Beach belt of silica sand, which may be suitable for the manufacture of high-grade glass, extends 65 miles northward from the neighborhood of Miami to the vicinity of West Palm Beach, The sand presumably originated in the host rocks constituting the oceanward slope of the Appalachian Mountains and the Piedmont Plateau of Georgia and the Carolinas. The sand now lies in a long, narrow, and probably thin belt that forms a dune-capped terrace marking a previous stage of submergence. The highest dune crests appear to be no more than 30 feet above sea level, and the water table is about 10 or 15 feet below the general level of the terrace.The width of the belt in several places is known to be more than a mile, and the thickness of the clean glass sand sampled ranged from 4 to more than 7 feet. Visual inspection and the meager data indicate the existence of bodies of glass sand large enough to supply foreseeable markets.Analyses of three samples indicate that beneficiation would make the sand suitable for the better grades of ordinary and flint glass.The prospective grade and quantity of sand, an available market in Florida for glassware, and the expectation of postwar expansion of the new industry of glass producing justify more detailed exploratory work and beneficiation testing.U. S. Route No. 1, Old Dixie Highway, the Seaboard Railway, and the Florida East Coast Railway, all substantially parallel and usually within a width of a mile or two, run along parts of the belt or between it and the coast. In addition to many streets and unpaved roads, a paved road crosses the belt at right angles about every 5 miles. Numerous towns are situated within or near the belt. Any area selected for a mining, processing, and manufacturing plant would be near a railroad, a highway, and water and also accessible to public utilities.The subtropical climate, famous for its pleasantly warm winters, would preclude seasonal interruption of plant operations."

Bulk carriers, freighters, and tankers are the three classes of seagoing vessels engaged in transporting mineral commodities. However, vessels in these classes are not wholly devoted to mineral commodity transport, as seen in tables 16 through 22. Bulk carriers move considerable tonnages of agricultural products as well as crude minerals, their concentrates, mineral fertilizers, and the like. Freighters, owing to their great variety, can be devoted wholly to hauling mineral products or wholly to non mineral goods, as well as carrying mixed mineral commodities and non mineral commodities. They include general cargo ships, full container ships, partial container ships, roll-on/roll-off ships, and barge carriers. Tankers, although largely engaged in moving crude oil and refinery products, also transport liquid chemicals, molasses, wine, liquefied natural gas, and other fluids. Table 16 shows the distribution of the world's merchant fleet by vessel type in terms of the number of vessels, their gross tonnage, and their deadweight tonnage. The increase of nearly 1.5 % in the number of vessels between 1990 and 1991 compared with a 2.7% growth in gross tonnage and a nearly 2.3 % increase in deadweight tonnage points to an increase in the average size of vessels. Of the four categories of vessels reported, all showed increases in number and in deadweight tonnage between 1990 and 1991 except for "other," and on the gross tonnage basis, all groups registered increases. Although physical characteristics of vessels such as size, draft, crew requirements, type of propulsion system, ratio of gross tonnage to cargo tonnage, and fuel costs have undeniable influences on shipping industry performance, problems of and changes in the quantity and types of materials moved also significantly affect the shipping sector of the world economy, and thus have a bearing on the minerals sector of that aggregate. Unfortunately, comprehensive global data reflecting changes in these critical variables are not published.

"A Product from Mica Mines.Mica commonly occurs in pegmatites which consist of large crystals of feldspar and quartz, mica constituting but a small proportion of the total rockMuch of the feldspar thus thro n out during the process of mining is pure and of high quality, end the Bureau of Mines has suggested that much of it could be utilized for ceramic purposes. Encouragement is given to such utilization by the fact that several mines now worked for mica were formerly operated for the production of feldspar. ""'here mines are not readily accessible to railroads feldspar utilization might not be feasible, for it is a much lower priced product than mica and cannot therefore bear as heavy transportation expense. '""here mines ire located close to railroads, however, such utilization would tend to reduce the cost of mica mining, and at the same time assist in the solution of the waste disposal problem.The Bureau has recently been informed that some of the feldspar from mica mines near Spruce Pine, N.C., is now being sold and shipped away. An extension of this by-product industry is to be recommended.A Mica Deposit in New York City.The Bureau recently received a mica specimen obtained from a. building excavation at 157th St. and Riverside Drive, New York City. The specimen was about 2 by 4 inches in size, and fairly clear though containing numerous hair cracks. It was obtained only 7 or 8 feet below street level. At greater depth and with more careful methods of excavation material of much better quality might be obtained. The material submitted could be used for mica washers but not for sheet mica. It is stated by an official of a prominent mica company that many such fragments are obtainable in this locality and the possibility of the occurrence of a good mica vein is thereby suggested."

The use of radio signals for underground communications was considered as early as the mid-1920's [1] - [4] . However, early experiments did not produce promising results with the type of equipment that was available then [5] . With advancements in solid state technology many of the schemes considered impractical in the early days suddenly became practical. The properties of electromagnetic wave behavior in conducting media have been intensively studied by Wait [ 6] and others and can be utilized not only in communication with trapped miners, but also as a means of locating their position. This report deals with the development of portable electromagnetic equipment, powered by the miner's conventional lamp battery, which can be used to alert surface rescue personnel of the trapped miner Is location. The Westinghouse Georesearch Laboratory (WGL) under BUMINES sponsors hip initially approached the trapped miner location problem using seismic techniques. It was learned from this effort that two serious shortcomings of seismic techniques are (1) the extremely weak signals available on the surface from miner generated hammer blows, requiring long processing times at the surface receiver, and (2) the relatively slow procedure of deploying geophone arrays to sense the seismic uplink signals. By contrast, the electromagnetic techniques have proven much more practical from a deployment time standpoint and in most cases have also proven to be more accurate in determining location. Furthermore, these techniques have been successfully tested using a receiver in a heli- copter for reconnaissance purposes. However, before any electromagnetic location technique can become fully operational, the miners themselves must be equipped with emergency transmitters to be carried with them on each work shift. Consequently, much emphasis has been placed on the development of extremely lightweight transmitting equipment. The performance of some of the electromagnetic location equipment developed by Westinghouse will be described in the following sections. 2.0 Basic Concepts Theoretical concepts for locating magnetic dipoles in the earth have been treated by Wait [ 7] and Olsen [ 8] . Improve surface mine haul-age truck safety and efficiency by providing a means for sensing the weight and distribution of the truck's load. Approach The safety hazards and the economic implications of overloading mine-haulage trucks were analyzed to determine the net effect of that practice on mine operations. The analysis indicated that: Ten to 25 pct overloading is typical; Higher haulage, tire, and maintenance costs occur due to overloading (a 20 pct overload was estimated to increase operating costs 7 pct per ton); Ten to 15 pct of haulage? truck injuries and fatalities are attributable to overload conditions, at a cost over one million dollars per year to the mining industry. Vehicle-weighing technology that conformed to the performance specification for an off-highway haulage truck overload detection system was selected for in-mine testing. How It Works Normally, volumetric estimates are made during the loading sequence which do not account for the varying ore density. Hence, the actual weight of a load is never precisely known. By providing a precise measurement, an overload detection system will not only indicate vehicle overloading, but will also show under-utilization of the truck. One system tested by the Bureau of Mines was the ?Load Analyzer" manufactured by Pactronics Corporation in California. This system consists of a meter-type analog readout for the cab console and three "Electrosensors" (linear variable differential transformers) attached to the main frame. Using conventional welding and brazing techniques, two sensors are attached between the front members of the engine sub-frame and the top of the left and right trailing arms (one sensor per arm). The same techniques are used to attach the third sensor to the rear centerline of the truck. between the main frame cross member and the A-frame. The readout unit on the cab console indicates by color-coding whether each sensor loading is under (green), at (yellow), or over (red) the pre-set rated load. The three-sensor configuration with in-dependent readouts also detects uneven distribution of the load.

"INTRODUCTION The rock-bit interaction during the cutting process in underground mines has been a matter of great concern to mining operators, researchers and manufacturers, particularly after the passage of strict environmental laws. Coal cutting bears directly on airborne coal dust generation and rock cutting generates frictional sparks which may cause face ignitions, jeopardizing the productivity, safety and economy of the industry. It is imperative to investigate into the factors which have influence on bit we.ar. Hurt and Evans (1981) concluded that the point attack bits have greater ignition potential than the conventional wedge shaped bits, and also worn bits were more responsible for ignition than the new bits. The results of a study (Khair et al., 1992) suggested that after 7% weight loss, the bit should be replaced. The polycrystalline compact diamond (PDC) tipped bits are reported to be cost effective in a study done by USBM (Twin Cities Research Center), and it was stated that the PDC tipped drill bits had 80 to 100 times longer life than the ordinary tungsten carbide (WC) tipped bits.This paper presents the results of the experiments which were conducted utilizing a coal cutting simulator at the laboratory of the Department of Mining Engineering, West Virginia University, USA. The description of the machine and the experimental set-up have been described elsewhere (Khair et al., 1989; Gehi & Khair, 1994), and therefore, will not be discussed here. The rock types which were used in experimen~ are Tennessee sandstone, Berea sandstone and Indiana limestone. The operating parameters include (1) drum speed, (2) water spray pressure and (3) bit type. Besides studying the wear characteristics influenced by the above mentioned variables, the effect of these parameters on the required cutting force, specific energy consumption, acoustic emissions rate and rise in temperature of the bit were also studied. A preliminary study was also done to compare we.ar characteristics of the WC bits with those of the poly-crystalline compact diamond tipped bits."

Economic growth in Cameroon was restricted during 1987 owing to a decrease in oil prices during 1986 and the falling value of the U.S. dollar in 1987. The yearly budget reflected a significant drop in revenues and expenditures. Taxes on imports and some exports were increased to raise revenue. The shortage of revenue and the lack of liquidity had restricted the Government's operation and investment programs. External public debt reached an estimated $3.2 billion2 representing 20.8% of the estimated gross domestic product (GDP) of $12.3 billion. The Government operated at an 8.7% deficit in 1987. The GDP growth rate had fallen to 0.6% in 1987 and was projected to remain at that level in 1988. Economic planning was managed through a series of 5-year plans. The country was under the sixth 5-year plan, which would end in 1991. The plan stressed balanced development as one method to achieve the desired results. Sources of revenue for the year included direct and allied taxes (31.2%). customs collections (31.0%), and oil royalties (28.0%). The oil royalties in 1987 represented a larger part of the budget than in 1986. In January 1987, eight African oil exporting countries, including Cameroon, formed the African Petroleum Producers' Association (APPA). The eight countries represented about 80% of the total African oil production of 5.2 million barrels per day in 1987. Cameroon produced approximately 3% of total APPA oil production. Cameroon produced approximately 68.5 million barrels of crude oil in 1987, slightly less than that produced in 1986. Earnings also fell in 1987, not only from falling production, but also from declining oil prices and the fall in value of the U.S. dollar on world markets. Oil had been the main stimulus of Cameroon's growth throughout the past decade, and a key generator of export revenues and financial resources for the economy.

Carbon monoxide poisoning is one of the most widely distributed and most frequent causes of industrial accidents . Carbon monoxide gas is a product of incomplete combustion , and since it is without color , odor , or taste , its presence is frequently unsuspected in many places where it exists . It is an ever present danger about blast and coke furnaces , smelters , and foundries . It may be found in buildings having a leaky furnace or chimney , and in buildings where a gas stove is used without a proper flue connection , such as is often found in tenements , tailor shops , and boarding houses . Hospitals receive annually a great number of victims of poisoning , either by accident or in an attempt at suicide , from artificial illuminating gas . People may be affected by leaks wherever water gas is formed or used . The exhaust gases from gasoline motors under average running conditions usually contain 5 to 7 per cent carbon monoxide , and sometimes as much as 13 per cent ; deaths from running an automobile engine in a closed garage are not infrequent . A similar danger may arise in operating gasoline engines in launches without sufficient ventilation . The gas is formed also in stoker rooms , in gun turrets on battleships , in petroleum refineries , and by the Lablanc soda process in cement and brick plants . In underground mines carbon monoxide may appear as the result of shot firing , mine explosions , or mine fires , and in tunnels where automobiles , coal or oil - burning locomotives are operated . In spite of the common occurrence of carbon monoxide poisoning there appears to be no uniformly recognized treatment for a person overcome by carbon monoxide . In the rescue work of the United States Bureau of Mines , however , a method has been developed which has been supported by laboratory investigation , and has proved successful in practical experience , over a period of years . As outlined in this article , the method is useful in the hands of first -aid men as well as physicians .

Study Design. A split-plot experimental design was used to evaluate the influence of posture, trunk angle, and rotational velocity on peak torque output and myoelectric activity during maximal trunk extension maneuvers. Objectives. To determine whether the kneeling posture alters extension torque capabilities in isometric and isokinetic exercises as compared with standing. Also, to ascertain whether recruitment of trunk muscles is modified by such a postural change. Summary of Background Data. Factors such as workplace geometry may force workers to adopt awkward or unusual postures in the performance of manual tasks. An understanding of the limitations placed on strength in unconventional working postures is crucial to the proper design of jobs. Methods. Twenty-one healthy male subjects (mean age = 36 years 7 SD) performed 12 trunk extension exertions in standing and kneeling postures. Isometric tests were performed at 22.5°. 45°, and 67.5° of trunk flexion. isokinetic tests were done at three velocities: 30°/sec, 60°/sec, and 90°/sec. Electromyographic data were collected from eight trunk muscles to assess muscle recruitment under each condition. A prior; orthogonal contrasts were specified for analysis of both torque and electromyographic data. Results. The kneeling posture was associated with a 15% decrease in peak torque output when contrasted with standing; however, no concomitant change in trunk muscle activity was evident. Trunk hyperflexion (isometric tests) and increasing rotational velocity (isokinetic tests) were associated with reduced torque in both postures. Trunk muscle activity was primarily affected by changes in trunk angle and velocity of contraction. Conclusions. A reduced extensor capability exists in the kneeling posture, despite equivalent trunk muscle activity. The similar activation patterns in both postures suggest that the strength deficit does not result from alterations in trunk muscle function. Rather, it may be the consequence of a reduced capability to rotate the pelvis in the kneeling posture, due to a disruption of the biornechanical linkage of the leg structures. The data for Test I describes an underground bituminous coal mine operation in a 48 inch seam, with an estimated production rate of 1,056,000 tons per year. The system includes four continuous mining sections, conveyor belt haulage, and a rail network for supply and personnel transportation. This section illustrates the input data sequence and the various report formats which may be selected for the printing of results. As explained earlier, at the present time, the elements of the Cost Data Library must be read in with the regular data input. Thus, in the input data listing, immediately following the required user input, are cards which contain the inputs of the cost library. Examination of the cost reports indicate the absence of cost values for some categories for which the system would normally be expected to incur costs. This situation has arisen due to the format of the cost data provided in the U. S. Bureau of Mines reports. An example of this is the charge of $20/ton for brattice cloth while no charge is indicated for stoppings. The test report data provided a single figure for ventilation cost without a supplemental breakdown. Thus the cost indicated for brattice cloth is actually the total ventilation cost. These explanations hold true for the data input and output for Test II, Appendix III.

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are tables that show the principal nonfuel mineral commodities exported from and imported into the United States, and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines. Because of inadequacies in the statistics available, some series deviate from the foregoing definition. For gold, silver, copper, lead, zinc, and tin, the quantities are recorded on a mine basis (as the recoverable content of ore sold or treated). However, the values assigned to these quantities are based on the average selling price of refined metal, not the mine value. Mercury is measured as recovered metal and valued at the average New York price for the metal.

Reduce the cost and incidence of low-back pain in underground coal mines through redesign of materials-handling tasks. Background Approximately 25 pct of all injuries in mining involve trauma to the hack. These injuries account for at least 30-40 pct of worker compensation payments made by the industry, are the leading cause of lost work days in mining, and have been estimated to cost the industry $50 million annually. It is clear that the traditional approach to reduce back injuries (i.e., training) has been largely ineffective. Thus, new approaches are necessary to control this problem. This document briefly describes methods that can be used to redesign hazardous materials-handling tasks to reduce the threat of worker injury. Approach A model for redesigning materials-handling tasks is shown in figure 1. The model outlines the sequence of steps that should be followed (and questions that should be asked) when developing new strategies for handling materials in underground coal mines. A critical examination of the current supply-handling system is the first step to developing safer materials-handling procedures. The purpose is to identify hazardous tasks that can be modified to reduce injury risk. Accident analysis (a review of past accident records) and task analy¬sis (usually a videotaped analysis of hazardous jobs or tasks) arc effective methods of distinguishing areas where job redesign is needed.

Background Carbon monoxide (CO) is an odorless, colorless gas that can cause illness and death by asphyxiation. Although the toxicity of CO is understood, CO exposure can occur from unrecognized sources. On April 2, 2000, a couple and their newborn infant were poisoned by CO migrating through the ground from blasting at a nearby coal strip mine into their home near Kittanning, Armstrong County, PA. They were treated at the hospital and diagnosed with CO poisoning. The infant had a carboxyhemoglobin level of 31%, the father 28%, and the mother 17%. Carboxyhemoglobin is the compound formed in the blood when CO is breathed. Persons not exposed to CO have carboxyhemoglobin levels of 0.3%-0.7%, and cigarette smokers have levels of up to 9%. Following release from the hospital, the family installed a CO detector in the basement of their home with the help of the local fire department. This Technology News briefly describes this incident to help increase awareness of the problem. It is discussed in more detail by Eltschlager et al. [2001]. Figure 1 shows the coal strip mine believed to have generated the CO. The initial suspect for the source of the CO was the furnace in the house. Only later did it become apparent that blasting at the nearby strip mine might be the culprit. A State investigation concluded that CO had migrated approximately 500ft from the blast, through the ground, and into the home. Figure 2 shows the locations and order of blasts at the mine. Initially, the mine did not plan to blast. Overburden generally consisted of weathered shale that could be dug without blasting. However, the mine decided to blast when hard sandstone that could not be dug out was encountered within 3 ft of the coal top. The blasting was intended to break up the sandstone. Blasting was done using bulk ammonium nitrate-fuel oil (ANFO) in 6.25-in holes 25-30 ft deep on a 16-ft by 16-ft pattern, with charge weights ranging from 17 to 170 lb. The closest blast to the home was 430 ft on April 17, 2000. The distance from the home to the blast area on the day when CO was first reported (March 31, 2000) was 500 ft. Twenty blasts were detonated at the mine between March 7, 2000, and April 20,2000. The blaster was careful to prevent fly rock since another home was only 150 ft away and a garage was 50 ft away. The quantity of explosive used in the blasts was sufficient to break the sandstone, but was less than would normally be used to blast overburden. The holes were typically one-third explosive and two-thirds stemming, with powder factors averaging 0.43 lb/yd3. Additionally, the muck was not immediately excavated after each blast. The heavy confinement on the explosive acted to prevent the typical release of blasting fumes into the atmosphere. Instances of CO migrating from blasts into homes have occurred before, but generally the distances involved were under 150 ft. It is believed that the blast design contributed to the confinement of CO in the ground, and discontinuities in the ground strata facilitated migration toward the residence. Upon inspection of the blast pitwall, a regular system of joints was observed. These joints are oriented roughly from the blast pit toward the house (figures 3-4).Blast-generated CO appears to have been driven into the joint system, displacing the air. When the joint system was saturated, the next succeeding blast pushed the CO into an uncased well next to the house (a high level of CO has been measured in the well shortly after a blast). From there, the CO entered the French drain system and then the basement of the house. The joints are vertical cracks through rock layers that occur on a regular spacing (figure 3). They are most common near valley slopes and are caused when valley walls converge as the stream cuts down through the rock layers. Often called hill seams, they roughly parallel the valley walls, but can curve and split, creating a pathway for gas movement (figure 5). These fractures are often encountered when underground mining proceeds close to outcrop. The system of fractures at the Kittanning blast pit was well developed and provided a path for transmission of CO both through the sandstone and up and through the overlying shales. Blasting engineers should be able to distinguish naturally occurring fractures from blast fractures and note the frequency, development, and orientation of the hill seams and their proximity to occupied houses. Development of the Rail-Haulage Sub-assembly for the Production Sub-system (UGMHS)* required the use of ,a newly formulated model in order to best satisfy the requirements. Many of the ideas of the former single-stage rail simulator included in the original version of UGMHS have been used, together with the results of experience gained in applying the earlier model to a variety of operating situations (Sanford, 1969). The sub-assembly is developed as an independent system and, as such, can be used to analyze track systems using production distri¬butions as data input. In addition, since this model is designed to replace the original sub-assembly in UGMHS, the linking procedure is identical with respect to bi-directional information flow. The flow of coal from production sections, for example, fills the mine cars, but a condition of "out of empties" or "full of loaded" at a loading station will shut down inby production sections. A requirements analysis was conducted to determine specifically how the model could best serve the user. Operating management had the largest input in developing the following requirements for the Rail Sub-assembly: a) data input in mixed narrative - numeric form to permit user identification of the input variables; b) a user option to extract several ranges of detail in model output, i.e., an average shift summary of minimum retrieval

Presented below is a review of how the objectives, as outlined in the statement of the problem, were achieved. 1. Methods of evaluating the performance of grounding systems must be described. These methods are the subject of Chapter III. 2. Field trips to operating mines should be undertaken, and a cri¬tique of their grounding systems made upon the basis of obser¬vation and the application of the above techniques. An analysis of field trip data, along with practical recommendations, is in¬cluded in Chapter IV, while a complete review of all field trips is given in Appendix I. 3. Because of their thoroughness, present coal mine regulations should be evaluated, and their applicability to open-pit environ¬ments appraised. This has been done in consultation with governmental agency, manufacturing, operating mine, and consult¬ing engineers. As stated in Chapter IV, insight gained through field observations has served to amplify and extend the base of knowledge from which the recommendations were made. 4. The results of these investigations should lead to suggested Federal standards. Such recommendations comprise Appendix II. In addition, several important factors, which are discussed in Chapter IV, were brought to light as a direct result of the field research. 5.
