The U. S. Bureau of Mines conducted an investigation to determine the cause of the deterioration of Portland cement during storage and transportation , and to discover a means of preventing it . All available printed sources of information on this subject have been examined and a bibliography has been compiled . The subject has also been discussed with the leaders in the cement industry ; the present report is the result of their cooperation , and is based principally on information thus obtained . Deterioration of Portland cement during storage over any considerable period of time has long been noted ; closely related to it is deterioration of cement during transportation, which involves not only the time factor of storage but also exposure to varied climatic conditions . Deterioration in both cases is due to hydration of the cement by absorption of moisture from a humid atmosphere , or by exposure to actual rain-fall . After hydration cement possesses no cohesive power ; the degree of deterioration is directly proportional to the degree of hydration . The amount of deterioration of Portland cement during storage has been accurately determined in an investigation by the Structural Materials Research Laboratory , in cooperation with the Portland Cement Association . Cement stored in a shed in cloth sacks retained 80 per cent of its original strength after three months storage ; 71 per cent after six months ; 61 per cent after one year ; and 40 per cent after two years . The deterioration of Portland cement during storage and transportation was noted particularly in France during the World War . Information concerning cement used by the American Expeditionary Forces was furnished by Lt. Col. H. S. Spackman and Major E. C. Eckel , U. S. R. , who had charge of practically all matters concerning cement used by the A. E. F. The cement used by the A. E. F. came from the following sources : 42,000 tons was French , Swiss , and Spanish cements ; 120,000 tons was English cement ; 55,000 tons made in plants operated by the A.E.F .; 500 tons ( Not over) from America . Deterioration was most marked in cement from the first source .

The Bureau of Mines has developed several techniques for draining methane from coalbeds in advance of mining. Drilling long horizontal holes from an underground location is one such technique, which was successfully demonstrated in the Pittsburgh and Sunnyside Coalbeds. The same technique has now been applied in the Mary Lee Coal bed at Jim Walter Resources, Inc.'s No. 4 Mine, Brookwood, Ala., where two holes were drilled horizontally--one to a depth of 1,010 feet (308 m) and the other to 540 feet (165 m). The 1,010-foot (308-m) hole proved successful in degasifying a portion of the Mary Lee Coalbed. The hole drained methane for 1 year, during which time the initial gas flow of 200,000 ft3/d (5,663 m3/d) declined to 65,000 ft3/d (1,840 m3/d). Total gas production was 40 x 106 ft3 (1.1 x 106 m3). The gas was of commercial quality, with 98 pct methane and a heat rating of 990 Btu/ft3 (36.89 Mj/m3). The methane emissions from the faces of the mine section advancing into the degasified zone were reduced by 60 pet. The 540-foot (165-m) hole was terminated prematurely when it became impossible to maintain an open hole. Because of caving, very little gas was drained through this hole.

This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. Lower the respirable dust exposure of longwall shearer operators by isolating and con-fining the dust cloud near the face. Approach Install conveyor belt screens at various locations on the body of the shearer to contain and hold the dust cloud toward the face side of the machine. This approach provides a cleaner air split in the walkway, over the shearer operators. How It Works On most longwall shearer sections, the dust exposure of the shearer operators is primarily attributable to the machine it-self. The dust cloud originates at the face, and the exposure of the operators depends largely on how quickly this dust spreads into the walkway. Conveyor belt screens placed on the gob side of the body of the machine can reduce the amount of dust which spreads out into the walk-way. In addition, belting may be installed over any open spaces between the shearer under-frame and the panline to prevent conveyor dust from boiling out into the operator&apos;s walkway.

The Bureau of Mines studied airblast from surface mining to assess its damage and annoyance potential, and to determine safe levels and appropriate measurement techniques. Research results obtained from direct measurements of airblast-produced structure responses, damage, and analysis of instrument characteristics were combined with studies of sonic booms and human response to transient overpressures. Safe levels of airblast were found to be 134 dBL (0.1 Hz), 133 dBL (2 Hz), 129 dBL (6 Hz), and 105 dB C-slow. These four air- blast levels and measurement methods are equivalent in terms of structure response, and any one could be used as a safe-level criterion. Of the four methods, only the 0.1-Hz high-pass linear method accurately measures the total airblast energy present; however, the other three were found to adequately quantify the structure response and also represent techniques that are readily available to industry. Where a single airblast measuring system must be used, the 2-Hz linear peak response is the best overall compromise. The human response and annoyance problem from airblast is probably caused primarily by wall rattling and the resulting secondary noises. Although these will not entirely be precluded by the recommended levels, they are low enough to pre- clude damage to residential structures and any possible human injury over the long term.

The Bureau of Mines is making a survey of petroleum products manufactured on the Pacific Coast from California crude oils . California crude petroleum is known to differ in some characteristics from the crude oil produced in other parts of the United States , and the claim has been made that the present Federal specifications are unduly severe when applied to the products made from California crudes . The main purpose of the present survey is to determine whether these claims are justified . This report deals only with California gasolines . Other products , such as burning oil , fuel and lubricating oils , will be taken up later . The samples reported were furnished in most cases , by the four large refining companies located on the Pacific Coast , although a number of samples of motor gasoline were purchased in the open market . In Los Angeles , samples of motor gasoline were obtained from service stations representing as many different refineries as possible . Inasmuch as San Francisco is one of the cities covered by the regular semi -annual motor gasoline survey conducted by the Bureau of Mines , it was not considered essential that the set of samples obtained from this city be as comprehensive as would otherwise have been necessary . The gasoline consumed in the States of Washington and Oregon is furnished for the most part by California refineries , and no effort was made to procure samples from these States .

The Mining Safety and Health Administration (MSHA), U.S. Consumer Product Safety Commission, battery manufacturers, and the mining industry have all contributed information as well as recommendations for injury-free handling for this report.

This report covers magnetic field strength measurements vs range and frequency in low-medium coal mines. Both quasi-conductor-free and conductor-proximity areas were investigated. The program covered 5 mines, 4 seams, 6 measurement sets, and 3 geographic areas. The results have been summarized in terms of maximum communication range expected per seam and noise condition. Scatter gain is further explored as a simple measure of energy coupled to conductors.

Since the introduction of electricity into the mines of the United States , the hazards incident to the industry have increased materially in both coal and metal mines . For economic reasons the tendency at present , particularly in coal mining , is decidedly toward the adoption of electrical mine machinery , including alternating current machinery , on a more extensive scale than ever before . Obviously, the growing use of such equipment will result in an ever -increasing number of underground transformer stations . The principal electrical hazards in mines are threefold ; fire , explosion, and contact . Of these , fire is the greatest hazard involved in the use of electricity underground , and several fires have originated in underground transformer and motor generator set stations . The fire hazard due to improperly installed and poorly maintained underground transformer stations is an ever-present one , and failure to take the necessariman remedial action is likely to result , sooner or later, in the destruction of life and property . Upon suggesting the necessary corrective measures with respect to such installations , one is often confronted with the statement to the effect that even though this particular hazard has existed over a period of years , there have been no unfavorable results therefrom thus far . Frequently , the desirability for action is not apparent to the mine management until it is too late . Because a mine has a record free from fires , explosions , etc. , over a number of years of operation during which these hazards existed , such good fortune should not be taken as a guarantee that this or any other mine is immune from these common dangers . When the elements of an existing hazard are properly balanced or in the right proportion, the unfortunate combination must of necessity culminate in misfortune of one kind or another. The fire hazard due to underground transformer installations can be very definitely minimized by proper installation and maintenance . In coal mines the transformer banks , connected to 2,300 and occasionally to 4,400 volt circuits , are often found located in open- ended crosscuts , mounted on concrete or timber foundations , and in nonfireproof surroundings .

Lower the respirable dust exposure of longwall shearer operators by use of a modified head to tail cutting sequence. Approach Modify the cutting sequence of double-drum shearer operations cutting unidirectionally head to tail, so that the tailgate drum is used to mine the entire coal face except when cutting out at the head. This approach would place the primary dust generating source, the cutting action of the drum, on the return air side of both shearer operators. How It Works Currently, 75% of the double-drum shearers in operation employ a unidirectional cutting sequence. On half of these operations, the primary cut is taken as the shearer travels from the headgate to tailgate ends of the face, with roof support to be advanced on the intake air side of the shearer. Typically, the leading (tailgate) drum is taking a full cut during the head to tail pass and the trailing (headgate) drum is cutting bottom coal. In this mode of operation, the dust generated by the trailing (headgate) drum can spread out into the walkway, and increase the respirable dust exposure of both head and taildrum operators. As an alternative, if the trailing drum is "free wheeling" or cutting minimal coal during the head to tail cut, and bottom coal taken by the tailgate drum during the tail to head clean-up pass, both operators are able to work on the intake air side of the primary dust generating source (drum) except when cutting out at the head. This modified cutting sequence would save wear on the conveyor and help to eliminate overloads, as well as reduce the respirable dust exposure of both shearer operators. This modifcation is only applicable to long-wail operations currently cutting unidirectional head to tail, and to those operations where this unidirectional cut would not produce operating constraints.

This publication contains analyses and related source data for 165 natural gas samples from 21 States and 1 foreign country. Of the total samples, 155 were collected during calendar year 1988. The remainder were collected earlier, but releases granting permission to publish were not received until 1988. All samples were obtained and analyzed as part of U.S. Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by mass spectrometer and chromatograph.

This Bureau of Mines report provides a complete mathematical description of the algorithm employed by a general multiphase chemical equilibrium program developed particularly for the purpose of studying problems in coal combustion, although the generality of the program will allow its application to any equilibrium system in which an appreciable gas phase is present. When applied to coal combustion problems, the program predicts composition and quantity of slag and unconsumed carbon phases as well as calculates accurately the composition of the gas phase including trace species such as free electrons and ions which are important for predicting electrical properties.

This report describes an inclined-piston pressure gage that operates from a zero-pressure datum level. The gage is adaptable to accurate vapor-pressure measurements in the low and intermediate pressure range, 0.01 to 40 mm (mercury). Residual friction in the oil-lubricated piston-cylinder combination is eliminated by a unique oscillatory method that is free of end thrust on the piston and allows the full sensitivity of the gage to be realized. The axial component of the weight-to-area ratio of the piston is determined by measuring the angle of inclination with a goniometer that can be read to 1 sec. Accuracy of the gage proper is estimated to range from 0.001 to 0.012 mm from lower to upper pressure limits. Its highest practical sensitivity is about 0.0005 mm. As a test, the vapor pressures of ice and water were measured in the range -30° to +20° C.

Tests were conducted in the Pocahontas No. 4 coalbed in southern West Virginia to determine if successful degasification techniques, developed during an earlier study in the Pittsburgh coalbed, would be effective in removing methane from those usually more gaseous coals. Specially designed long-hole drilling equipment and Bureau of Mines continuous recording devices were used to measure the quantity and methane content of the ventilating air during the investigation. Infusions were made with water at normal waterline pressures ranging from 200 to 220 psi or at pump pressures ranging from 400 to 650 psi. Results of the tests showed that methane emissions from free-flow bleeder holes were as much as 131 cfm. Infusions of some of the holes increased the methane emission from other holes and from the exposed coal surfaces near the working areas as much as 1,540 cfm. The methane content in the main return-air currents after infusion was reduced more than 86 percent of the amount recorded before tests were made.

Social and political movements that had been gathering momentum over several years continued in 1993 to dramatically affect and inspire uncertainty on the global mineral industry. Privatization of government-controlled mineral industries continued throughout the world, especially in Africa, Asia, Central Eurasia, Eastern Europe, Latin America, and Western Europe. The reasons for privatization varied among regions and countries, but the trend was universal and was not expected to end soon. Regional trade blocks were being developed and expanded. The European Union (EU), the North American Free Trade Area (NAFTA), the Association of Southeast Asian Nations (ASEAN) , the Asia Pacific Economic Cooperation (APEC) , and the Latin American Southern Cone Common Market (MERCOSUR) were expected to contribute to reduced internal tariffs and increased minerals trade. Minerals consumption within the politically unstable former Soviet Union (FSU) decreased significantly without a simultaneous cutback in production, while its exports flooded the world&apos;s mineral markets. These exports into Western Europe and Japan, still in economic recession, depressed minerals and metals prices worldwide, especially for aluminum, magnesium, nickel, and potash. Increasingly restrictive environmental laws and land-access limitations in Australia, Canada, Western Europe, and the United States tended to discourage mineral resource development. However, the number of undeveloped countries in Latin America and Asia that encouraged exploration and development by revising mining and tax laws and regulations increased, thereby increasing investment opportunities for foreigners.

Provide an environmentally compatible means of producing lead from galena concentrates that replaces the current high-temperature pyrometallurgical primary lead smelting process and supplies pure lead metal within present and proposed Environmental Protection Agency (FPA) and Occupational Safety and Health Administration (OSHA) lead emission standards. Approach The U.S. Bureau of Mines developed an energy efficient and pollution-free leach-electrowinning method for use in recovering pure lead metal and byproducts from lead sulfide concentrates.

The Bureau of Mines measured the vapor pressures of selected mixtures in the binary systems CdCl2 ?SnCl2, CdCl2 -ZnC12, PbCl2 ?SnCl2, and PbCl2 -ZnCl2 by the static pressure method. These data were evaluated by the second-law (sigma-plot) method. Equations expressing the vapor pressures and the heats and free energies of vaporization as functions of temperature are given.

Several short color films describing new technology developed through Bureau of Mines research are available on a loan basis. The films review results of Bureau research programs aimed at aiding the minerals industry by increasing mine productivity, ensuring worker health and safety, and enhancing minerals recovery, processing and recycling. Most of the films are available in a choice of for mats: 16mm film, ½" VHS cassette tape, or ¾" U-matic tape. The films are loaned by the Bureau of Mines free of charge; borrowers are requested to pay only the return postage and for any damage to the films. All titles are also available for purchase in 16mm or videotape formats.
