Elementary concepts of seismic wave properties are reviewed to establish a framework for discussing seismic noise and its suppression. A liberal number of references is included for those who wish to pursue the topic in detail. A base motion noise level is established for a single surface seismometer. It is argued that simple array processing and seismometer burial should regularly permit us to approach this base noise level which is found in areas free of conspicuous man-made seismic noise sources. The sensitivity of the base seismic level to a number of common disturbances is presented. Solutions that promise to hold the "effective" seismic noise at a site near the base level are given for acoustic, meteorological and fixed local surface sources. Guidelines are suggested for controlling other local man-made sources, e.g. vehicular traffic, by keeping them at sufficiently large distances away from the seismometers to keep noise at permissible levels. These guidelines are speculative and conservative. They should be the subject of future study. The ability to process against general local activity, drilling, and intra- mine sources is limited. Certainly no dramatic gain is to be expected. When strong man-made and/or intramine noise sources are not controllable, detection may well be impossible to achieve, unless the seismometer can be moved close enough to the suspected miner position, i.e. via very deep holes, to compensate for the likely vast differences in strength of the miner signal and the uncontrollable man-made noise sources. However, many intramine sources, e.g., falling water, rock bursts, explosions, etc., may well preclude the existence of a hale miner in their vicinity, and therefore any need to attempt detection of a miner at such locations. The following recommendations are made to enhance the detection and location of a miner signaling seismically. They are: 1. Seismometer burial in slim holes. 2. Narrow band detection, using multiple narrow band filters to cover the likely signal band. 3. Broadband recording and analysis for time-of-arrival estimation.

Mine operators often rely on mine rescue teams to save lives during an underground emergency such as an underground fire, explosion or roof fall. It is extremely important that team members are provided with adequate exploration equipment and that training simulations are conducted in a realistic manner. A series of mine rescue training exercises was developed, conducted and evaluated by the National Institute for Occupational Safety and Health (NIOSH) in cooperation with the Pennsylvania Department of Environmental Protection, Bureau of Deep Mine Safety. The exercises were conducted at NIOSH’s Lake Lynn Laboratory during 1995 to 1998 and resulted in improved technology and training for mine rescue teams. For example, existing technologies were identified to help rescue teams during exploration. These included chemical light sticks to identify team members and mark crosscuts and mine materials, strobe lights for mapping out escape ways, and a helmet mounted thermal imaging system to see through smoke. A hands-free communication system showed potential for enhanced communications between team members and the fresh air base. A new high-visibility team lifeline that allows for flexibility of movement between team members was developed. A positive-pressure inflatable escape device (IED) was used to isolate the “hazardous” environment from fresh air and allow rescue team members to traverse through. An inflatable feed-tube partition that can rapidly block large openings such as underground passageways and simultaneously provide a feed-tube for high-expansion foam generators was also deployed for several simulations. During the simulations, mine rescue team members donned self-contained breathing apparatuses (SCBA) and traversed more than 305-m of mine passageways filled with nontoxic smoke. Visibility ranged from 0.3 to 0.9-m. In one area of the mine, a kerosene heater was used to simulate a fire and reduce the oxygen concentration. In another area, a 1.5 pct methane zone was established. The team members searched for "victims,” mapped the passageways, built temporary stoppings and ventilated the smoke-filled entries. The teams indicated that the simulations were challenging and very informative.

An experimental investigation was conducted to assay the relation between natural gas concentration and ignitibility of the gallery atmosphere . Both the gas concentration representing maximum ignitibility and the relationship between certain properties of the explosives and their incendivity are discussed . The data show that variation in the natural gas content in the gallery can have a highly significant effect on ignitibility of the gallery atmosphere ; maximum ignitibility of the atmosphere by permissible explosives occurs with approximately 8.1 percent natural gas . The study also shows that incendivity of a permissible explosive cannot be determined only by its detonation velocity , oxygen balance , or ballistic mortar strength . However , for similar type explosives , trends observed indicate that their incendivity increases with detonation velocity or bulk strength . Additionally , for underoxidized explosives studied here , the more negative the oxygen balance the less incendive was the explosive within a class defined by salt content .

The law now in effect (January 30, 1931) in the Netherlands with respect to the prospecting for and the developing of minerals is regulated by , or based upon , the French Act of April 21 , 1810 , "Concernant les mines , les minières et les carrières ( Bulletin des Lois No. 285) . " A second edition of a compilation ( by Drs . Ccuvee and Ritter ) of the mining legislation of Holland , including this act with other legal requirements , was published in 1928 under the title of "De Nederlandsche Mijnwetgeving , " by H. T. Tjeenk Willink & Zoon , Haarlem. In this abstract reference is made to the Act of 1810 , the Royal Decree of September 18, 1818 , the Mining Act of 1903 , and the Act of June 20 , 1924 .

The use of flexible liners for support of underground openings has been investigated by the Bureau of Mines. This report presents installation procedures and instrumentation results of a full-scale flexible liner field installation in the Burgin mine. The flexible liner is a part of the mine support system and has provided maintenance-free support for 22 months

Objective To improve seats on mine shuttle cars with ergonomic design and by reducing shock impact transmitted through the mine vehicle seat to the vehicle operator. Background Operators of underground mobile equipment, particularly shuttle cars, are often exposed to significant levels of shock and whole-body vibration. Past studies have reported that as many as one-third of underground equipment operators could be exposed to adverse levels of shock and whole-body vibration. Moreover, seats on mining equipment, historically, are inadequate relative to the ergonomic needs of the equipment operator. In the extreme, amine vehicle seat has sometimes consisted of blocks of wood or a bent steel plate bolted to the machine frame. Also, the lack of sufficient vertical clearance in some underground mines is an impediment to providing adequate shock isolation systems on mine equipment seats. Approach The NIOSH Pittsburgh Research Center (PRC) is conducting research with viscoelastic foams to improve seats on mine shuttle cars. Viscoelastic foams were used in an ergonomically designed seat to reduce the amount of shock transmitted through the mine vehicle seat to the vehicle operator. Data on selected viscoelastic foams were analyzed from laboratory shock tests at PRC. Using information from the analysis, two ergonomic seats incorporating selected foam were constructed for in-mine testing on a shuttle car (Joy 21SC) in eastern Kentucky. The shuttle car operated in a 35-in-thick coal seam with an approximate mining height of 43 in. Operational data were recorded on the ergonomic and original seats. Further, the shuttle car operator was asked to compare these seats. Results When comparing the original seat (figure 1) with the ergonomic seat (figure 2), the shuttle car operator described the ergonomic seat as generally “much better” than the original seat. The operator explained. “It’s just easy to adjust. And it’s got the lower lumbar support. And the pad is thicker. It’s just much better all the way around.” He added, “It does support you more and [there is] less shock when you hit a hole...I liked the lower lumbar support. That’s where most of your shock is at, in your lower back.” The operational data supported the operator’s comments. In the full-load case, significant improvements in isolation were achieved(down to 15 Hz) with the ergonomic seat. Additional laboratory testing of seven viscoelastic foams was done to further improve the level of isolation from shock and better characterize the material properties of each foam. Data from this testing were used in an analytical model of the seat pan isolation system. Results showed that two of the viscoelastic foams, SUN-MATE EXTRA-SOFT and PUDGEE, gave the most effective shock isolation of the seven materials tested. A composite of EXTRA-SOFT and PUDGEE foams improved the isolation characteristics of the seat pan to approximately 4 Hz. Similarly, EXTRA-SOFT by itself provided isolation to 5 Hz. These results will be validated with future in-mine measurements. Cooperative Research Opportunity NIOSH is seeking cooperators to assist in further research and development of this technology. In the No. 3 Sunnyside mine of the Utah Fuel Co. a disastrous fire started on the afternoon of August 17 , 1920 , the effects of which are still present in the mine . On account of the extent of the fire , the expense involved in reopening the mine and the opportunities afforded for determining the effects of depleted air , a description of it is worthy of record . This paper is a summary of a more complete report , prepared by the writers , which will be published by the U. S. Bureau of Mines .

"The U.S. Bureau of Mines established on August 15, 1983, the Generic Mineral Technology Center for Respirable Dust within the Mining and Mineral Resources Research Institutes (MRIs) at The Pennsylvania State University and West Virginia University in association with participating MRIs at Massachusetts Institute of Technology and the University of Minnesota. The Center's research program has been developed with recognition of the stated objective of the Federal Mine Safety and Health laws which is to ""... permit each miner the opportunity to work underground during the period of his entire adult working life without incurring any disability from pneumoconiosis or any other occupation-related disease . . . ."" The Center's program is designed to permit an accelerated attack on the fundamental research problems for the control of respirable dust in mines.The primary goal of the Center is to reduce the incidence and severity of respirable dust disease through advancing the fundamental understanding of all aspects of respirable dust associated with mining and milling and the interaction of dust and lungs. The Generic Technology Center's research program explores these concerns with the objective of refining existing strategies and developing new respirable dust control techniques that are consistent with the fundamental dust-lung interaction processes that lead to mine worker disability. The work concentrates on: (1) control of dust generation; (2) dilution, dispersion and collection in mine airways; (3) characterization of dust particles; (4) interaction of dust and lungs; and (5) relationship of mine environment, geology, and seam characteristics to dust generation and mobility. The fundamental aspects of this work are applicable to the control of respirable dust problems in both hard rock mines and coal mines and to other dusts such as diesel-generated. The Center activities involve the training of engineers and scientists, graduate students and undergraduate students through their respective institutions, and the technology transfer to the industry. The Center also serves as the reference center for publications' in the respirable dust area.The Center is composed of faculty from the four universities/institutes listed above. The personnel, facilities and equipment that are available to the Center from these entities are diverse, complementary and comprehensive. More than fifty scientists, engineers; and medical personnel in the Center are engaged in respirable dust research. Additionally, the expertise and facilities of the NIOSH--Division of Respirable Disease Studies are available as a result of the existing relationship between NIOSH and West Virginia University.The breakdown of the dust research program into the five areas mentioned above recognizes the importance of an integrated fundamental research approach to the respirable dust problem compatible and complementary with the existing and ongoing U.S. Bureau of Mines activities. The specific projects in the research areas are a result of a careful evaluation of the past and ongoing research activities, the identification of areas where data and information are scarce, and awareness of the recommendation of the National Academy of Sciences Study on the Measurement and Control of Respirable Dust. Penn State is the administrative unit for the Center. Funding to date is nearly $6.5 million."

A mathematical modeling method was developed by the U.S. Bureau of Mines for the prediction of the principal equilibrium species in the solvent extraction of nickel. Models were developed for the extraction of nickel from ammoniacal sulfate and carbonate solutions with commercial oxime extractants. Independent variables in the research were nickel concentration, ionic strength, pH of the initial aqueous phase, and extract ants and their concentrations in the organic phase. Results from laboratory shakeout tests compared fairly well with predictions of the equilibrium concentrations of nickel and pH values. For example, the loading of nickel onto the extractant was predicted on average within ±27 pct of the measured values, and the pH to within ± 0.17 pH unit.

The purpose of this paper is to encourage petrographers to prepare thin sections, as the demand for microscopic examination of rocks, ores, and metallurgical products is becoming more general in .the mining metallurgical-fields. This paper has been written with the knowledge that the successful thin-section methods and the several new techniques herein described will be helpful to all engaged in this field of work. Detailed instructions for making thin sections by methods developed at the Salt Lake-City laboratory of the Bureau of' Mines are given in this paper. Several new techniques are described for making thin sections of loose grains and fine sands and for making good thin sections of highly altered and friable rocks. The methods described insure superior bonding of the rock to the glass slide, thus virtually eliminating any failures due to parting of the section from the glass slide, and permit fast mounting, grinding, and finishing, thereby materially lessening the time required to prepare thin sections.

This report summarizes the results of several field tests conducted by Collins for the Bureau of Mines under contract SO122076 and contract H0232056. The field projects represent a part of Collins continuing effort on a broad study of coal mine communications. These experiments analyze the propagation characteristics of radio signals in a working coal mine environment. The intent of the program is to provide basic propagation loss characteristics by which we may evaluate various approaches to an integrated mine communications system. The goal of such a system is to satisfy both operational and emergency communications needs in the mine. Field testing was conducted during the last week of November 1972, at a coal mine operated by Inland Steel Company, near Sesser, Ill, and in the Robena No. 1 Mine, Waynesburg, Pa, on 12 March 1974. The tests included uhf propagation losses and noise (200 MHz to 1 GHz) in the Sesser, I11 mine location and vlf propagation loss and noise (1 to 200 kHz) in both of the above locations. The basic experimental parameters were frequency, polarization, antenna type/orientation, and distance. The following reports treat the various aspects of the test programs in detail. Since different antenna configurations were used in the two mines, each report contains its own experimental predictions drawn from its corresponding test activities. A test equipment list and block diagrams of typical experimental setups for the tests of section 2 are contained in appendix A.

The Sago Mine Disaster, on January 2, 2006, placed renewed focus on several different aspects of safety in the underground coal mining industry. One area which received increased attention since Sago and other underground coal mining events is the concept of Safety Culture. This report describes the results of a pilot Safety Culture Assessment implemented at a small Appalachian underground coal mine, hereafter referred to as the Mine. The purposes of this pilot assessment were to (a) evaluate the feasibility and usefulness of a methodology for assessing safety culture that had previously been developed for use within other industries, (b) to initiate an investigation into the understanding and defining of the existing safety culture of the underground coal mining industry, and (c) provide meaningful and useful recommendations for the participating mine for their consideration in their ongoing quest to enhance their existing safety culture. This pilot assessment was conducted in July 2007. The report provides information regarding the presence or absence of safety culture characteristics within the Mine. Observations regarding the characteristics of the Mine?s safety culture that should be sustained are presented. Areas in need of attention and management focus to improve the Mine?s safety culture are presented as well as recommendations for moving forward. Safety culture characteristics that are important for the existence of a positive safety culture have been identified to include: - Safety is a clearly recognized value in the organization. - Accountability for safety in the organization is clear. - Safety is integrated into all activities in the organization. - A safety leadership process exists in the organization. - Safety culture is learning driven in the organization. - A process for establishing a strong and effective Safety Conscious Work Environment (SCWE) is in place. Performance objectives are associated with each of the safety culture characteristics and particular behaviors and attitudes have been identified that can be measured to evaluate these objectives. Using a methodology originally developed with the support of the U.S. Nuclear Regulatory Commission, an assessment of selected organizational behaviors and attitudes was conducted to evaluate the Mine in terms of these safety culture characteristics and their associated performance objectives. The methodology involves obtaining a variety of quantitative and qualitative information, using multiple data-gathering methods. The information collected is largely based upon the perceptions of the individuals in the organization. The evaluation is a ?point in time? snapshot of the Mine, but cultural beliefs and assumptions do not change quickly. The feasibility and usefulness of the methodology was successfully demonstrated during this pilot assessment. Overexposure to noise remains a widespread, serious health hazard in the US mining and other industries despite 25 years of regulation. Most categories of illnesses and injuries associated with mining have improved, with the exception of hearing loss. The drilling of rock in a confined work environment contributes to high levels of noise exposure in mining. The National Institute for Occupational Safety and Health (NIOSH) is conducting research to reduce the noise exposures of jackleg drill operators and to prevent additional cases of noise induced hearing loss (NIHL) by developing and evaluating low-cost retrofit noise controls for equipment. This report describes the procedure for the measurement and reporting of noise from portable pneumatic tools such as jackleg drills. The technique used in this research allows for the determination of the source A-weighted sound power levels and the radiation patterns in octave and 1/3 octave bands. Overall sound power level is also determined. This paper also reports the results obtained by using this procedure to evaluate a SECO S215 standard production drill and a CSIR Miningtek prototype rock drill incorporating engineering noise control measures. It was found that by using the manufacture?s recommended operating pressure of 496 kPa (72 psi) that the CSIR prototype?s sound power was 10 dB(A) less then that of the SECO S215.

The first thing to consider in prevention of electric shock is the voltage of the circuit. No person can be sure that he will not be killed, even from a 110-volt circuit, if he makes proper contact with the circuit so as to cause the maximum current to pass through his body. As the voltage is increased to 250 volts, 500 volts, or 2,300 volts the danger from contact with the electric circuit is increased, Alternating current of the same nominal voltage is possibly more dangerous than direct current. Experience has taught us that both will cause death, and that if the fatalities from this source are to be kept low, certain precautions in the guarding of circuits must be observed.

A joint investigation by the Bureau of Mines and the Christopher Coal Co. at the Humphrey No. 7 mine, operating in the Pittsburgh coalbed in northern West Virginia, was undertaken to gain more insight concerning the hazardous emission of methane gas in mining. This report describes the equipment, procedure, and results. Horizontal bleeder holes drilled in the faces drained large quantities of methane, eliminating downtime of mining equipment. Also, larger quantities of methane were removed by forcing 14 to 25 g,.p.m. water at 25 to 200 p.s.i. 5 pressure into the bleeder holes. In one infusion test a fluorescein dye was added to the infusion water; in later mining operations, the infusion water was traced for a distance of 1,500 feet. With vacuum pump applied to the horizontal hole the gas-flow rate increased, and the methane content decreased. Tests indicated that methane and water infused in bleeder holes traveled along the bedding planes of the Pittsburgh coalbed at a faster rate than across the planes. Methane associated with coalbeds is produced by the slow decomposition of carbonaceous material in the absence of air and the presence of water. It is lighter than air and, depending on its concentration, forms an inflammable or explosive mixture with air. It is believed that methane is entrapped in and around the pores of the coal and adjacent strata--often under great pressure. The human lumbar spine is inherently an unstable structure and requires sophisticated neuromuscular control to maintain its stability and for performing physical tasks. As a consequence, it is important to understand the potential health effects on human operators of mechanical stimuli such as shock and vibration.1 Impact applied to a vehicle operator combines the risk of sudden, unexpected load with the mechanical stress of the seated posture.2 Because many work environments contain the potential for multiple, unexpected impacts, it is important to understand how the trunk muscles respond to complex conditions. We believe the results have implications for isolation design and standards development. Methods Muscle activity was recorded during simple and complex impacts, applied randomly and without warning, while subjects sat on an air-suspension truck seat located on a man-rated 6-DOF motion platform (Rexroth-Hydraudyne). Simple (single) impacts consisted of 100 ms quarter-sine jolts in the side-to-side (L and R) and vertical upward (V) directions with peak amplitude at 0.4 g. Complex impacts consisted of combinations of two simple (single) impacts in sequence (LV, RV, VL, VR), separated by 100 ms. Twelve right-handed males (23.7 ± 7.8 years old) were tested without a blindfold under 2 posture conditions (supported while leaning back and unsupported, sitting upright) and 2 seat suspension conditions (present or absent). Each type of impact was repeated three times under each posture and suspension condition, resulting in 84 impacts in total. Surface EMG signals from the left and right erector spinae (ES), rectus abdominis (AR), external obliques (EO) and internal obliques (IO) were recorded and transformed to 25ms RMS values. The response time, defined as the time the muscle activity exceeded the mean + 2 STD of the pre-impact resting period, peak response amplitude, and time were then derived. A mixed-model repeated measures analysis of variance was used to evaluate statistical significance, where type I error rate was set at .05. Results One question we asked of these data was whether there were differences in responses related to simple single strike impacts (L, R, or V) and complex, double-strike impacts (LV, RV, VL, VR). There are 21 possible combinations of comparisons of simple and complex impacts to each other. The differences found are listed in Table 1.

This is the third of a series of reports on a survey of petroleum prod- ucts manufactured on the Pacific Coast from California crude oils. California crudes differ in many characteristics from the petroleum produced in the other parts of the United States, and the claim has been made that some of the present Federal Specifications for petroleum products tend to discriminate against Cali- fomia products. The purposes of the present survey are to determine what par- ticular specification requirements Califomia petroleum products characteristical ly fail to meet, how widely the products deviate from these requirements, and if possible to show whether the fault lies with the specifications or the products, or along what lines investigation to determine this question should proceed. The first report of the series gave the physical and chemical properties of the samples of gasoline and mineral spirits. A second report**, gave the physical and chemical properties of samples of lubricating oils. The present report deals entirely with burning and fuel oils. The refin ing companies have continued their very cordial and helpful cooperation. Seven samples of kerosene, four samples of Diesel fuel and eight samples of fuel oil were obtained. The methods of analysis used are those adopted by the Interdepartmental Petroleum Specifications Committee, published by the Bureau of Mines in Technical Paper No. 323. The specifications used for corparison are those officially adopted by the Federal Specifications Board for the use of the various Depart- ments and Independent Establishments of the Government, effective February 3, 1923, and published by the Bureau of Mines in Technical Paper No. 323, Part 1. Specific gravity, degrees A.P.I., viscosity and other special tests al- though not required by the specifications have been given for comparison. All temperatures are recorded in degrees Fahrenheit. Tables have been prepared giving data on physical and chemical propertios of the individual samples. Before each table the classification and specifica- tions for the particular class of oil considered in the table are given. Follow- ing each table, brief notes show wherein samples deviate from specification re- quirements.

1. In 2002, a total of 2,065 coal mining operations reported employment to the Mine Safety and Health Administration (MSHA). Coal mines comprised 14.2% of all mining operations. • Bituminous mines comprised 92.5% (n = 1,910) and anthracite mines 7.5% (n = 155) of coal mining operations. • More than 70% of all coal mines were located in three states: Kentucky (28.7%), West Virginia (21.7%), and Pennsylvania (20.1%).

This interpretation of the laws of Nicaragua has been prepared from the best available information in Washington , but is released subject to correction and amplification , if necessary, by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State .

Improve the strength and other properties of steel alloys. Approach Research by the U.S. Bureau of Mines indicates that steels melted and solidified under high nitrogen pressure acquire yield and tensile strengths that are up to four times the strengths of comparable stainless steel alloys without nitrogen. Fatigue strength, creep strength, and other mechanical properties are also improved. Strengthening occurs by two mechanisms: (1) increasing dissolved nitrogen in the lattice and (2) formation of dispersed metal nitride phases. Nitrogen Alloying Nitrogen alloying of a steel is generally done by introducing metal nitrides during melting of the steel. The concentration of nitrogen is limited to its equilibrium solubility at 1 atmosphere. For face-centered-cubic (fee) iron, that solubility is approximately 0.4 weight percent (wt%). For body-centered-cubic (bee) iron, solubility is 0.05 wt%. This solubility limitation can be overcome by melting the metal in a pressurized vessel. European steelmakers currently have metal-processing systems that can melt and pour tons of steel under nitrogen pressures exceeding 4 megapascals (MPa) (40 atmospheres). They have achieved nitrogen concentrations as high as 1.0 wt% in these (stainless) steels. The tensile strength is approximately twice the tensile strength of similar steels without nitrogen.
