Safety and health professionals from all sectors of industry recognize that training is a critical element of an effective safety and health program. A major concern in the mining industry is how to train both an aging workforce and the expected influx of new miners and mine managers as older workers retire. Thus, a review of some of the basic principles of adult learning may be helpful to mine trainers. This paper discusses the principles of adult learning based on research in education and psychology. It stresses the importance of taking a systems approach to training, focusing on the relationship between the environment and technology, and understanding how workers interact with both. The authors argue that the principles of adult learning and a systems approach are fundamental to the delivery of effective training in the mining industry. Examples of training programs developed by the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health are presented within two broad performance domains: routine and nonroutine skills. Basics of curriculum development are also briefly presented to provide the mine trainer with a template for program development.

This report on the properties of burner-fuel oils produced during 1956 was issued under a cooperative agreement between the American Petroleum Institute and the Bureau of Mines, United States Department of the Interior, at the request of the Oil-Heat Institute of America and the petroleum industry. This survey is the second for this type of fuel, the first being made in 1955. 2/ The surveys are conducted to provide information on the characteristics of burner-fuel oils now manufactured for sale. They are similar in pattern to the diesel-fuel surveys, conducted since 1950, 3/ and are not intended to conflict with but rather to supplement them. The importance of fuel oil has resulted in the need for more information by the petroleum industry, manufacturers of heating appliances, and consumers regarding the types and qualities of the fuels currently being marketed. Samples of burner-fuel oil typical of their manufacture during the early part of 1956 were analyzed by the refiners in accordance with instructions from the subcommittee on fuel surveys of the Automotive Research Committee of the American Petroleum Institute, Results of the analyses were transmitted to the Bureau of Mines where the data were studied and compiled as shown in the tables of this report.

West Virginia ranks second in the nation in coal production, surpassed only by Wyoming, and usually accounts for 15 to 20percent of the nation's total annual production. Cod occurs in seams of minable thickness in all but nine of the state's 55 counties. There are two coal- producing regions, the northern field and the southern field. West Virginia coal is mined by both underground and surface methods. Underground mines in West Virginia account for a major portion of its coal production. Surface mines are generally contour operations and, especially in the southern field, are in steep slope areas, with slopes greater than 20 degrees. Many of the surface mines remove multiple seams. Recoverable reserves in West Virginia total in excess of 55 billion tons of bituminous coal. West Virginia's regulatory program was conditionally approved on January 19, 198 1. Its Abandoned Mine Land Program was approved February 23,198 1, with emergency authority granted on August 26,1988.

Data recently released indicate substantial improvement in mineral industry performance for 1984. Business plans to increase plant and equipment spending in 1984 by 14.8 percent, according to a recent survey conducted by the Commerce Department's Bureau of Economic Analysis (table 1). In contrast, capital spending by all industries declined 4.8 percent in 1983 and 2.3 percent in 1982. The latest estimate of planned expenditures for 1984 is $2.2 billion higher than the comparable estimate based on the survey conducted in late January and February 1984.1/ [ ] Of particular significance to the U.S. mineral industries are the 15.5-percent increase in capital spending planned by manufacturing in 1984 and the planned 18.6-percent increase in spending by durable goods manufacturing, where the largest increases are planned in the transportation equipment (26.4 percent) and electrical machinery sectors (23.5 percent). Capital expenditures in manufacturing declined in both 1982 and 1983.

The National Institute for Occupational Safety and Health (NIOSH) has conducted research to determine the influence of mining machine-mounted scrubbers on airflows and methane concentrations at the face when blowing ventilation systems are used. Tests were conducted in a full-scale ventilation gallery with a model mining machine that simulated airflow created by a dust scrubber. During the tests, ultrasonic anemometers were used to measure airflow speed and direction at several locations near the face. For the same test conditions, methane was released from the face and gas concentrations were measured at 21 locations above the machine using fixed point methanometers. Changes in airflow speed and direction are correlated with scrubber airflow and the measured methane distribution above the mining machine. The research results showed that operation of machine-mounted scrubbers improved face ventilation when blowing ventilation is used by increasing both the intake flow and the quantity of air reaching the face.

Research by the National Institute for Occupational Safety and Health (NIOSH) on multiple-seam mining has resulted in two new ground control products. Information Circular (IC) 9495 In some U.S. coalfields, particularly in central Appalachia and the West, most mines are operating above and/or beneath previously mined seams. The effects of multiple-seam interactions can include roof falls, rib spalling, and floor heave. These can seriously threaten the safety of miners and disrupt mining operations. Information Circular (IC) 9495 is a proceedings document containing a variety of papers that summarize recent knowledge about multiple-seam mining. A NIOSH study that analyzed case histories collected from 44 U.S. coal mines is described in detail. The study confirmed that overmining is much more difficult than undermining, and isolated remnant pillars cause more problems than gob-solid boundaries. The study's results were the basis for the Analysis of Multiple-Seam Stability (AMSS) software package. The proceedings also contain two papers describing the LaModel family of software. The original three-dimensional version of LaModel is essential for detailed analyses of complex multiple-seam scenarios. LaM2D implements a simplified, two-dimensional model suitable for quick approximations of the multiple-seam stresses and strains. Three papers in the proceedings focus on case histories. One describes the extensive multiple-seam experience at the Harris No. 1 Mine in West Virginia, a second contains examples of "extreme" multiple-seam mining from the central Appalachian coalfields, and a third describes interactions with regard to longwall mine experiences in Pennsylvania, West Virginia, and Utah. The final paper reports on a numerical modeling study that provided some insight into the mechanics of multiple-seam mining. [ ] AMSS Software Package NIOSH has developed a simple, user-friendly computer program called Analysis of Multiple-Seam Stability (AMSS). AMSS can help mine planners to evaluate each potential multiple-seam interaction and take steps to reduce the risk of ground control failure. AMSS begins by evaluating the pillar design. A computer program for calculating capital and operating costs from material and energy requirements and equipment costs for use in preparing cost estimates for metallurgical process evaluations has been written by the Bureau of Mines' College Park process evaluation group. The program permits rapid recalculation of processing costs when changes of data or equipment are desired, and produces tables of capital and operating costs suitable for publication. Equipment cost summary tables for each process section end supplemental information for input-data checking is included in the computer printout. The program is written in Fortran IV except for several subroutines which are written in machine assembly language for the IBM 7094.3 With a few modifications, the program can be used on other computers.

A system to continuously measure the concentration of radon in mine ventilating air has been developed and tested in a uranium mine. In use, the air/radon mixture to be monitored is pumped through filters into a scintillation cell where nuclear decay of the radon produces flashes of light. These are electronically counted, giving a quantitative measure of the radon present. Air is continuously drawn from the mine atmosphere into the radon sensor box. This air sample passes through two filters into the detector cell as shown in the schematic diagram. A portion of the radon in the detector cell will experience nuclear decay, producing polomium 218 and an alpha particle. The alpha particles from the fraction that decays strike a zinc-sulfide coating on the inside wall of the cell and produce flashes of light. These enter a photo-multiplier tube which records each flash as an electrical pulse. An amplifier increases the voltage of each pulse, allowing electronic screening to remove noise and other undesirable pulses. The remaining pulses are counted by a conventional data acquisition system.

"Gas hazards may be divided into two principal classes- namely (1) inflammation and explosions; (2) asphyxiation and poisoning. Inflammation and explosion are prevented first by adequate ventilation so that gas sufficient to propagate flame or explosion can not accumulate, and second, by avoiding sources of ignition such as open lights, flames, sparks, electrical arcs, short circuits, or sparks. Ventilation is also the best preventive measure against asphyxiation and poisoning from toxic gases. When men must enter unventilated or poorly ventilated places containing poisonous or asphyxiating gases, suitable gas masks, hose masks, or oxygen breathing apparatus should be worn. As a rule, loss of life and property from gas hazards is due to ignorance of the properties and hazards of various gases commonly used, and consequently a failure to use proper measures for eliminating and meeting these dangers. It is the purpose of this paper to describe briefly the common gases and vapors with respect to the hazards involved in their use and to discuss the necessary precautions and methods for avoiding these dangersLight, heat, and power are prime essentials of our modern industrial civilization. The combustible gases and vapors used for the production of these necessary elements of our existence comprise the largest and most common group of domestic and industrial gas hazards. Almost every individual in his daily life subject to possible danger from asphyxiation, fire, or explosion due to one or more of these gases. For evidence one need only refer to the daily newspaper where headlines such as the following are frequently seen; ""Family asphyxiated by carbon monoxide from gas heater;"" ""Schoolhouse wrecked by gas explosion in basement;"" ""Man killed by automobile exhaust fumes in his garage;"" ""Fireman overcome by smoke fumes in basement ""Woman"".""Boman severely burned by accidental ignition of gasoline used in cleaning gloves;"" and 'in recent Years we often see ""Building wrecked by explosion of still in residential district.""It will be noted that these accidents are due to inflammation, explosion, or asphyxiation. Any combustible gas or vapor, when mixed, with air or oxygen within certain limiting proportions, will explode on ignition. The violence of the explosion varies with respective proportions of air and gas, and with the degree of confinement of the mixture. For example: Mixtures of natural gas and air containing between 4.5 and 12 per cent natural gas will explode, or propagate flame throughout the mixture without the continual presence of the source of ignition that started the inflammation. Approach Include in the wireless system a portable second-generation transceiver that is more reliable, compact, easier to deploy and operate, and ruggedized to withstand a mine environment. How It Works In an emergency, the new transceiver is snapped onto a caplamp battery for power. (Normally the 1 1/2-pound transceiver is either carried by the miner or is strategically located in the mine.) Its antenna wire, coiled inside the transceiver container, is removed and deployed in a roughly square configuration around a coal pillar or on the mine floor. This Bureau of Mines report compares the availability of federally owned minerals in Arizona with lands considered favorable for discovery of mineral resources, to deter-mine the extent to which Federal mineral lands in such areas have been withdrawn by legal action or restricted by management practice. Of particular concern are restraints on Federal lands in areas identified as highly favorable for occurrences of valuable mineral deposits. Excluding Indian lands held in trust by the Federal Government, about 32 million acres, 44%, of Arizona's mineral estate is federally owned. This total includes lands with partial Federal mineral ownership. Approximately 16.5 million acres, or 52% of these lands, are available for location or lease. This includes 496,000 acres, 62%, of the lands highly favorable, and 2.6 million acres, 57%, of the lands moderately favorable for locatable minerals in Arizona. All other Federal mineral lands are either withdrawn or restricted, reflecting a wide range of purpose, authority, and impacts on mineral exploration and development.

The combined production value of natural abrasives, which consist of tripoli, special silica stone, garnet, and emery, decreased in 1985. Shipments of processed tripoli increased slightly in quantity but decreased 6% in value, Production of garnet, an abundant iron-aluminum silicate, increased 24% in quantity and 20% in value. There was an 11% increase in the quantity and a 7% increase in the value of refined garnet shipped when compared with 1984 shipments, a new record high. Production of crude special silica stone decreased 10% in quantity and 14% in value, and shipments of finished special silica stone products decreased 85% in quantity and 68% in value. Both the quantity and value of special silica stone finished products sold or used were the lowest since 1981. Production of emery, an impure aluminum oxide, decreased 56% in quantity and 61 % in value of product mined and shipped. [ ]

A diesel particulate matter analyzer capable of direct, real-time measurement of engine exhaust particulate is necessary to effectively institute source control technology currently being used on diesel equipment and to ensure that the control measures are working. To investigate the potential of a differential pressure monitor to measure diesel particulate matter in undiluted exhaust, samples were collected from three different diesel engines-Kubota, Isuzu, and Deutz-running under 12 different RPM and load scenarios. These measurements were compared to elemental carbon concentrations in the sampled exhaust as determined by using the NIOSH 5040 analytical method. Elemental carbon is used as a surrogate measurement for diesel particulate matter. The results of the two data sets were then compared using a linear regression analysis. The coefficient of determination (or R2) was calculated to be 0.98, 0.94, and 0.74 for the Kubota, Deutz, and Isuzu engines, respectively. R2 values of this magnitude indicate that this method can be successful in estimating elemental carbon emissions in the engines tested. In addition, for replicate samples, the coefficient of variation ranged from 7.1% to 10.2% with an average of 8.5%. These data indicate that this method could prove useful to mechanics as they work to maintain engines and DPM control technologies.

"Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has prompted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believed would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units.The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendation are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many other problems, will bring the most enduring benefits to the industry as a whole, the writer urges that the most earnest consideration be given to this vital problem now facing the slate industry.Grateful acknowledgment is made of the helpful assistance rendered by R. E. Eckert of the accounting firm of Eckert, Degan, and Palmer of Easton, Pa., in compiling the charts and the explanatory text. Diesel-powered haulage equipment has recently been tested and approved for permissibility by the Bureau of Mines for use in mining in the United States. Achievement of this advance in safety involved extensive studies, both in the testing station (2, 3, 20, 21, 22, 23, 24, 25, 26, 27)3/ and in the field 1, 4, 13, 30), of the operating characteristics of diesel engines in relation to the toe of such engines underground. The results of these studies formed the basis for establishing the requirements that should be met by diesel-powered haulage equipment approved for permissibility. Considerable interest has been manifested in the development of diesel-powered haulage equipment fur mines. The purpose of this paper is to retrace briefly the course of this development and to answer such questions as: What is the history of the use of diesel engines underground? Why has the Bureau of Mines been interested in the development of diesel-powered haulage equipment for use in mines?

U.S. Bureau of Mines personnel examined mines, prospects, and mineralized areas to determine the mineral resources and potential of the Moses and Dennison Peak RARE II areas in Tulare County, California. These areas, along the west slope of the Sierra Nevada, are underlain by grarnitic rocks of the Sierra Nevada batholith and contain numerous metasedimentary roof pendants. Silver, copper, and zinc occur in contact-metasomatic deposits within the metasedimentary rocks. In the Moses area, the Powell Mine (fig. 1) contains an estimated 90,000 tons (82,000 t) of subeconomic silver, zinc, and copper resources. The King Solomon Prospect has 3,000 tons (2,700 t) of silicified phyllite containing zinc. On the Helen-Joyce Prospect, 44,000 tons (40,000 t) of gossan occur above a poorly exposed silver-zinc rich zone. Potential exists for additional mineral resources and occurrences at each of these properties.

The Bureau of Mines laboratory tested the response of a commercially available real-time aerosol monitor (GCA RAM-1) to various dusts. Monitor measurements were recorded, averaged, and compared with simultaneous gravimtric measurements of each test dust. Tests usually lasted several hours. The test dusts of various particle size distributions used included coal, limestone, and a commercially available test dust. For each particular dust, the monitor response was linear and correlated well with mass concentration over the range of about 0.5 to 10 mg/m3. The monitor can estimate a 2.0-/m3 respirable coal dust concentration within as little as 26 pct with 95 pct confidence. The monitor must, however, be calibrated with the dust to be measured because the instrument response is affected by the type of dust particle. The average monitor response to same mass concentration of coal dust was approximately twice the average monitor response to the same mass concentration of limestone dust.

The value of mineral production in Alabama reached a new high of more than $246 million. 4 percent above the previous record established in 1964. New high values were reported for bentonite, portland cement, fire day, kaolin, miscellaneous clay, lime, crushed limestone, crushed marble, mica. salt, and sand and gravel. Among the States, Alabama ranked second in the production of bauxite and scrap mica and third in the production of native asphalt. The mineral industry of Alabama was dominated by the mining and processing of coal and Slone, the manufacturing of cement, and the production of crude petroleum, which together comprised 85 percent of the total value of mineral output, compared with 84 percent in 1964. The iron ore industry continued to decline. Coal production continued to increase, resulting in the State's coal-mining best year since 1948.

To reduce the exposure of mining machine operators to respirable dust. Approach: A protective curtain of filtered air is blown down around the operator's head, from a manifold mounted on the machine canopy. How It Works: Mine air is drawn into the system through a filter which removes respirable dust. The filtered air enters a centrifugal blower which pushes it through a flexible hose to a manifold mounted on the canopy above the operator. Air leaves the manifold through a perforated plate and flows down around the operator's head. A photograph of an installed system can be seen in Figure 1.
