This paper describes the development and methodology of the Institute of Makers of Explosives’ Safety Analysis for Risk (IMESAFR), a risk analysis software program for commercial explosives operations. IME is a nonprofit safety and security association devoted to the safe and secure manufacture, transportation, storage, and use or disposal of commercial explosives in the US and Canada since 1913. The software methodology’s basis is the U.S. Department of Defense Risk Based Explosives Safety Criteria Team’s Safety Assessment for Explosives Risk (SAFER) software. A diverse group of industry and government experts contributed to modifications to SAFER that reflect commercial operations. IMESAFR is intended to supplement the American Table of Distances (ATD) and offer standardized methods of managing risk from a wide variety of commercial explosives operations where the ATD does not apply. The modifications made to SAFER primarily involved the addition of commercial activities and potential explosives sites (PES). A review of commercial explosives accidents and operations over the last 20 years served as the basis for establishing probability of event values. An industry survey of commercial PES types in the U.S. and Canada was conducted to identify and address critical differences in commercial structures as compared to the military structures in SAFER. The paper concludes with discussion of the potential uses for quantitative risk analysis (QRA) and a description of other explosion effects software

Toxic fume concentrations from industrial mining explosives depend somewhat upon the type of rock (or other strata) confinement. Though traditional detonation theory disregards this influence, the work principal from thermodynamics reveals it, when the violent interactions that transpire within the rock blast are taken into proper account. Resolution of the work principle technique requires total thermodynamic equilibrium under constraint, so the nonequilibrium dynamics is rendered in that way, using an old trick from theoretical mechanics that revises the representation of forces. The rock pressure reduces to a four-component sum: the rock compressive strength and natural atmospheric pressure, as reckoned quasi-statically, and the gravitational influence and reversed inertial resistance, as reckoned dynamically. Tabulated specie concentrations and graphical trends reveal the dependency upon rock pressure, rock temperature and the fuel-oil percentage in ammonium nitrate mixtures (ANFO), used to illustrate the model. Rigid-wall test chambers have notable ullage (residual space), where rapid expansion influences the reaction quenching, yielding a fume spectrum unlike that for rock confinement; reported rock tests are therefore used for comparisons. For the thermodynamic regime where quenching occurs, seven concentrations are resolved, including carbon monoxide (CO) and total nitrogen oxides (NOX). Their trends yield inferences regarding the way unwanted charge desensitization from transitory hole-to-hole wave impact in conjunction with reduced rock pressure can yield nasty toxic fumes, the dark rusty cloud phenomenon!

The use of shock tube in the blasting industry is relatively well characterized and understood within the realms to which it is used. Non-conventional uses of shock tube within the EOD and the Aerospace Industry however has not been as widely researched and published. Characteristics of shock tube such as its reliability, simplicity and its non-electric nature make it ideal for functioning or driving mechanical mechanisms, detonators, and timing devices. Outlined in the text are the performance characteristics of shock tube in an array of atmospheric environments including pressures ranging from ambient to 100,000 ft equivalent atmosphere. In addition the useful exit work energy or impulse of the shock tube for driving these various EOD and Aerospace mechanisms is published as a function of tube lengths and atmospheric pressures. Of particular interest to these devices is the required length of shock tube needed to produce the steady state detonation energies and the accompanying properties of the shock tube at these lengths. Various sources publish an arbitrary run distance for steady state detonation and output some where between 20 cm and 1.0 meter. Statistical and experimental evidence with in the text show these numbers to be low and provides an updated reference for shock tubes usage in nonconventional situations.

Ground vibrations associated with blasting are generally in a higher frequency range and of shorter duration than those generated by earthquakes, and the intensity scales for earthquakes cannot be applied directly to blasting vibrations without modification. Further, the profession does not need an intensity scale merely to estimate vibration intensity. If the blasting in question was not monitored instrumentally, it is a simple matter to estimate the range of intensities based on published prediction formulae or data from various sources such as Oriard (1), Nicholls et al (2), Hendron and Oriard (3), Siskind et al (4), and others. However, the profession has a serious need, for purposes of evaluating damage claims, to understand the relationships between vibration intensities and the levels of observed effects. The criteria for threshold damage do not apply to typical cases which usually involve structural damage. If the damage in question would have required ground vibration with a particle velocity of, say, 20-120 ips, damage is not verified by showing that the vibration merely approached a suggested limit to avoid threshold damage. That is not the question. This paper provides some guidelines for comparing severity of damage to intensity of vibration which would be required to cause such damage, much as is done when determining earthquake intensities. In addition, this paper includes a discussion of strain amplitudes induced by environmental forces, the predominant causes of damage to structures. Also, certain popular myths regarding blasting damage are discussed in the paper. Due to space limitations, the paper will not include a discussion of airblast effects.

Active avalanche control is the intentional triggering of avalanches while people are kept out of the hazard area. Explosives are frequently the most effective tool for triggering avalances. In a highway setting an avalanche control program will reduce total highway closure time, while providing greater safety to motorists and maintenance personnel. Avalanche control with explosives is effective when the snow is somewhat unstable and almost ready to slide naturally. Forecasting this condition involves having a network of local meteorological stations, examining snow structure, using mountain weather forecasts, doing snow strength tests, and having the results of ski and explosive tests. The method of delivery of explosives to an avalanche starting zone is governed by the accessibility of the starting zone. Common methods include; hand placing or throwing charges, remote delivery cableways, or "trams", surplus military weapons, and a compressed gas charge launcher, or "Avalauncher". Charges dropped from helicopters are also occasionally use. We have increased the effectiveness of our program by use of large elevated charges. Efforts are being made around the world to develop and utilize better methods for the safe, remote initiation, but procedures have varied dramatically between individual control programs. There is now a movement to review and standardize operational guidelines for avalanche control. Highway avalanche control is often done at night, during winter mountain storms. Heavy rain or snow, high winds, and high avalanche hazard, are common work site conditions. Commercial and economic pressures are increading, so methods that redice highway closure time are important. There are also many safety issues to be addressed in avalanche control work.

This paper describes a lightning warning system (LWS) in operation at the U.S. Bureau of Mines' (USBM) Pittsburgh Research Center (PRC) from December, 1989 to April, 1991. An electric field mill measured the DC atmospheric electrostatic field. Also, an economical on-line weather data service provided lightning location maps and other weather information. A system such as this can significantly improve the safety of explosive handling. The use of these two methods addresses the detection of thunderclouds building overhead and the prediction and tracking of developed storms. Warning reliability of the system was very good when data from both sources were considered. Experience showed, however, that use of either system alone would not provide adequate reliability in most situations. Some problems occurred with the field mill and there is some question whether the instrument is compatible with harsh mining environments or could be made portable. Another method ' of measuring electric field based on fiber optics is discussed. This technology may be able to overcome the problems with field mills.

The continuity of the flow and stages within the mining process is essential to achieve success in its operation and results, especially when it comes to a gold mine. During the first seven months of 2022, crushing at the Morro do Ouro Mine had 19 stops in the primary crusher due to equipment blockage/obstruction, this could be due to the size of the material that was blasted with explosives and fed. The feeding of coarse material to the crushing plant impacts the operation in several ways, for example, premature wear of the equipment, reduction in the supply of the remainder of the beneficiation, reduction of the buffer pile and damage to the conveyed belt. In a mine located far from the community, the fragmentation improvement is mainly related to load increments or some other relatively simple change. However, when it comes to a mine located close to communities, alterations of this type must be analyzed in detail, as it can have an impact mainly in relation to vibration and flyrock. Aiming to improve the efficiency of the blasting, mainly in relation to the result of fragmentation, a project was created to improve the efficiency of the blasting with a focus on reducing the crushing stoppage and reducing the amount of material discarded due to inadequate granulometry. During the evolution of the project, several improvement solutions were proposed, for example adjustment of the power factor in relation to the geological characteristics of the rock mass, drainage, blasting geometry, vibration reduction techniques and several operational improvements. By using the techniques and methods identified as improvements during the project, it was possible to observe and quantify improvements in relation to the fragmentation of the blast. During the months of January to July 2022 there were 19 events. It was estimated that at this rate there would be 14 more blockage events, but there were only 3 events and that meant a 79% reduction in blockage. In addition to the reduction in crushing shutdown events, there was also a 53% reduction in the amount of ore that is discarded due to inadequate granulometry and, with that, the feed rate of the grinding system was able to reach the maximum feed limit due to the material being fed to the mill well fragmented, contributing to increase the production and productivity of the beneficiation process at the Morro do Ouro Mine in Paracatu-Minas Gerais-Brazil.

As someone who has enjoyed photography as a hobby for many years, aerial photography to me has always been an exciting way to give a different perspective to my images. Our industry is always in search of new technology for bet­ter and more cost effective methods to improve our trade and aerial photography is a great tool to improve project planning or document its progress. It has typically involved conventional aircraft both fixed wing and helicopters but neither method is always available or cost effective. The lat­est innovation since digital imaging is the development of Unmanned Aerial Vehicles (UAVs) or drones. But there is a lot of uncertainty with this amazing new technology’s fu­ture in the U.S. as the Federal Aviation Administration (FAA) is under review and development of UAV regulations for commercial use which are slated to be completed in 2015.

The Dynamics Effects Laboratory at the University of Maryland conducted a series of very small scale tests to measure the impulse delivered to a plate by the detonation of an explosive charge which was buried in saturated sand. These tests were conducted to support a full scale tests series being supported by the Navy (NSWC Indian Head Division) to learn more about loads applied to structures by explosive detonation. For each of the tests being predicted, a series of three tests were conducted at Maryland, one with a 0.203 gm charge, one with a .609 gm charge, and one with a 3.3 gm charge. A high speed digital camera (500 frames per second) was used to record the displacement of the plate as a function of time. From this the initial velocity of the plate was determined and then the impulse delivered to the plate by the explosive. A best fit line through the data was determined for the three model tests conducted and this equation was used to extrapolate the predicted impulse for the full scale tests.

There are a variety of sources of dynamic stress which can affect a building and give rise to cracking. A two-storey house, situated in the middle of a surface coal mine was monitored for a period of 30 months to attempt to identify the major causes of cracking. The factors described as environmental include internal and external temperature, humidity, wind speed and direction, rainfall and water table level. These were monitored using a weather station and piezometer and recorded every 20 minutes. The other factors are vibratory and include normal household movement (walking, shutting doors etc.), vehicle vibration and blast vibration. All the significant vibrations in the house were recorded using four sets of velocity transducers and accelerometers.

Quadrex-L is a two component liquid explosive which was developed by J. S. Brower & Associates, Inc. to facilitate handling and shipping, and use in unique applications, while emphasizing safety. It may be advantageously used for all explosive applications. Quadrex-L can be introduced into a preinstalled container configuration and may be easily drained or flushed from these containers when necessary to do so. This characteristic can be effectively utilized to reduce the hazard period during assembly or disassembly operations.

Blasting is a very cost effective method of rock fragmentation but its uncontrolled application often results in excessive damage to the perimeter of an excavation. Several perimeter control techniques are available but tracer blasting is commonly used in Canadian underground mines for overbreak control. This involves tracing a column of Ammonium Nitrate-Fuel Oil (ANFO) with a detonating cord. In order to investigate the techno-economic effectiveness of tracer blasting in perimeter control, a field experimentation was conducted which involved blasting in sublevel caving and sublevel sloping operations, experimental drifting, benching and pipe tests.

In this system for connecting blasting caps to the initiation source, the need for a redundant design structure provides more reliable method of explosive initiation. This is accomplished by using a complete system starting at the blasting control, through the initiation line structure through the initiation line and connecting blocks to the blasting cap. The connecting structure between the initiation device and the blasting caps may be connecting blocks or other means.

Differences exist between public perception of construction blasting and quarry blasting. In general, people are able to tolerate short term inconveniences much better than long term ones. The paper focuses on the public perception of quarry blasting in St. Charles County, MO. This expanding urban environment has seen new legislation targeting preexisting quarry operations that have been in place for many years. A survey was made comprising interviews conducted to gauge perceptions of persons with varying demographics. Interviews covered topics involved with quarry blasting and its reporting methods. The purpose of the interviews was to determine public perception of blasting and how best to report results of vibration measurements. The use of different, less technically complicated measurement scales for vibration and airblast was considered as an alternative reporting system. The question for the industry is, “Has our past haste in adopting complex scientific scales and units been detrimental to us?” In other words, are we reporting the correct things? For airblast, the decibel scale was evaluated against millibar in the public eye. Peak Particle Velocity was also compared to that for displacement. Current legislation in the county is based on complaint levels rather than damage criteria. The complaints most likely not only come from ignorance to the affects of blasting on structures, but also sparse understanding of the units used to report these affects. The past practice of treading softly as an industry has been proven to be a poor choice, and education of the public as well as lawmakers on all levels is necessary. The Mississippi Valley Chapter of ISEE has begun to conduct seminars to this end. One educational seminar has taken place for officials and lawmakers in the St. Louis area, and others are in the planning stages. The focus of this paper is to gauge perception of the damage criteria reported today, and locate focal points for future education of the public in rapidly expanding suburban environments.
