With its new continental shelf beyond the exclusive economic zone, New Zealand is a country with just 4% of its territory above water. The other 96% is submerged. New Zealand's marine territory covers an area about three-quarters the size of Australia. This territory includes large portions of the Gondwana continent from which NZ separated more than 80 million years ago. This underwater land mass extends from the shores of New Zealand to a water depth of more than 5,000 m, is largely unexplored and is almost certainly the site of many large, untapped oil, gas and mineral deposits. Underwater oil and gas drilling is now a universal activity. Underwater mining is in its infancy and will become a major activity in the future, contributing greatly to the New Zealand economy. New hydrocarbon deposits will undoubtedly be discovered under the ocean floor in regions such as the Great South Basin located off Canterbury and Otago. Mineral deposits are also undoubtedly located within the oceanic crust of this underwater NZ continent. These are as yet unknown and unexplored. The oceanic crust north of the North Island is currently being extended through the subduction of the Pacific plate into the Tonga Kermadec trench and through the growth of a line of submarine volcanoes extending north to Tonga. Active submarine volcanism has led to the growth of ocean floor mineral deposits consisting of polymetallic sulphides with iron, copper, zinc and lesser gold, silver and other metals.

Detailed geological studies using side scan sonar, bottom sampling and piston cores along the Rio Grande do Sul inner continental shelf and coastline indicate the occurrence of elongate deposits of calcareous shells fragments containing high calcium carbonate content. On the inner shelf these deposits lie at a depth between 15 and 50 meters and have been interpreted as ancient shorelines. They occupy an area of 965 km2 with a economic potential of 1 billion tons. Chemical analyses indicate a mean composition of 34.8% of calcium; 0.16 ppm of fluoride. According to the regional economy such composition make it highly recommended for a variety of uses including poultry feed and cement.

With the pending U.S. ratification of the United Nations Convention on the Law of the Sea (UNCLOS), the subject was raised as to the Convention's potential impact on U.S. ocean science. The Ocean Studies Board (National Academy of Sciences) elected to convene a two-day workshop in October 1995 to consider the potential impacts and to determine whether or not they warranted a more formal and intensive study. A review of the workshop discussions and deliberations concerning the matter of UNCLOS and U.S. ocean science will be presented.

The importance of cobalt-rich manganese crusts on the Pacific seamounts for possible future rare metal sources has currently been recognized. The thin layer-type deposit characteristics affect not only the excavation efficiency but also the economy of mining venture. Considering the thin layer-type distribution and the utilization of some rare metals in cobalt-rich manganese crusts, a preliminary economic feasibility of the mining venture is evaluated. Under some preliminary technical assumptions, the possibility of cobalt-rich manganese crusts for future rare metal sources for Japan is examined. The important role of utilization of rare metals in the crusts is highlighted.

The 1991 PACMANUS Expedition (Papua New Guinea-Australia-Canada in the Manus Basin) discovered a very large (approximately 800 x 350 m) actively-forming seafloor polymetallic sulfide 4 deposit in felsic volcanic rocks of the southeastern part of Manus Basin, a 60 km wide extensional zone of basalt, andesite and dacite volcanism in the New Britain back arc. The apparent neo-volcanic zone is a 30-km long, high standing, Y-shaped edifice, which we have named Pual Ridge ("Pual" means "fork" in a local PNG dialect). The PACMANUS deposit was found by deep-tow video on Pual Ridge along the flank and adjacent valley of a dacite lava dome. Videos show large spires, chimneys and mounds with abundant fauna. Only two small samples from an active chimney were recovered. Their mineralogy is a high temperature assemblage of chalcopyrite, bornite, tennantite, sphalerite or wurtzite and anhydrite. The bornite and tennantite and silver rich. Gold values for the two samples are 2 and 10 ppm. A pronounced methane and particulate plume was traced in the water column for 14 km to the northeast of the PACMANUS deposit. Other deposits of unknown size are nearby. The deposits of Pual Ridge and their surrounding volcanic rocks have close similarities to ancient massive sulfides of Archean to Phanerozoic age in Canada and Australia.

Pitcairn Island, the last remaining British Colony in the Pacific Ocean, falls in the S.E. Pacific. Its location, on top of a hotspot volcano, suggests the presence of submarine hydrothermal deposits in its EEZ. Such environments are known to contain hydrothermal mineral deposits, as in the case of Loihi submarine volcano near Hawaii, and Macdonald and Teahitia-Mehitia seamounts in the South Pacific. The hydrothermal deposits in these areas are formed as a result of the interaction of seawater with hot volcanic rock, producing a hydrothermal fractionation sequence comprising sulphides of Fe, Cu and Zn, oxides and silicates of Fe and oxides of Mn. In 1988, a GLORIA survey from the RRS Charles Darwin confirmed the existence of recent volcanism within the Pitcairn Island EEZ. A later bathymetric and sampling survey by the FS Sonne of the region round Pitcaim Island revealed submarine volcanoes approximately 80 km ESE of the island. Hydrothermal mineral deposits were recovered from them, and comprise finely laminated crusts of Fe oxides containing up to 50% Fe, and laminated hydrothermal Mn crusts up to 5 cm thick. Both morphologically and chemically the latter are similar to those from mid-ocean ridge and island arc settings, containing up to 50% Mn, associated with sulphides, and represent first discovery of such deposits associated with mid-plate "hotspot" volcanoes. Massive sulphide deposits are thought to occur within the volcanic pile.

The 1982 United Nations Convention on the Law of the Sea contains major provisions that U.S. negotiators have sought for over two decades. The internationally recognized right to the mineral resources of a broad continental margin is of potentially enormous future importance to the United States. Although water depths reach 10,000 feet in some of the deeper areas of the margin, technology is rapidly making those depths economically accessible. In 1997, production in the Gulf of Mexico will reach a world record water depth of 5400 feet. Of perhaps even greater importance to the oil and gas industry is the broadly acknowledged right for tanker transport of oil to take place throughout all parts of the world's oceans.

Several polymetallic sulfide deposits (copper, zinc, f lead, silver, f gold) presently exposed at the surface of the ocean floor are of sufficient size and apparent grade that they will someday be seriously considered as mineable resources. Responsible ocean mining may have some real environmental advantages over land mining, although they both share the same downstream problems caused by smelting and refining. The area of disturbance for an ocean mine would be much less than for an equivalent sized deposit on land around which considerable rock has to be excavated in order to get at the ore. Acid mine drainage, a very serious problem in land ming, would not be a concern in the alkaline and oxygen deficient environment of the deep ocean. There would undoubtedly be loss of habitat for some marine organisms but this could be minimized by mining deposits that are no longer hydrothermally active and therefore support little life. The risk of severe corrosion and thermal damage to the mining equipment at hydrothermally active sites would probably preclude their recovery in any event. The scientific community and environmental advocates should take advantage of the long lead time before ocean mining commences to insure that the environmental mistakes of the past, as encountered in some land mining, are not repeated. In order to fully understand and thereby mitigate the consequences of recovering seafloor sulfides, test mining of a small deposit using the German-designed high capacity television grab, preceded and followed by detailed observations of the mining site from a submersible, is proposed.

"Seafloor hydrothermal systems result in the emission of abundant particles and nanoparticles into seawater1. Many of the elements in these particles settle locally, although some are transported distally to the global ocean2. Although broad similarities exist, the mineralogy, size and therefore reactivity of particles emitted varies between sites in the global ocean, and even within sites at the same vent field. The particle geochemistry of these vent fields is a critical but little understood component both from a perspective of baseline characterization and potential environmental impacts.The mining of seafloor massive sulfides formed from hydrothermal venting will generate a new class of particulates in the deep ocean. Broadly, black smoke and SMS tailings exhibit similarities including abundant Cu, Fe and Zn sulfides, and a large number of submicron particles. In addition to the major minerals, minor minerals including As, Bi, and Pb are present, especially in back arc settings. However despite broad similarities, natural “black smoke” and crushed sulfides created during mining operations differ significantly in size class, morphology, abundance, and reactivity. A comparison of these two classes of particulates will be presented, including chemical composition and reactivity to dissolution and oxidation."

Internal textures of manganese nodules from Clarion-Clipperton zone of northeastern Pacific Ocean are classified into five textural zones: columnar-textured layered zone, cuspate-textured layered zone, cuspate-textured massive zone, cuspate-textured porous zone and massive- textured massive zone. Vernadite is the main constituent mineral in the columnar- and cuspate-textured layered zone. Buserite sometimes occurs in the cuspate-textured layered zone. The cuspate-textured massive zone is mainly composed of buserite. Todorokite is also associated with buserite in the massive-textured porous zone, where cuspates and globes are partially replaced by massive texture. In the massive-textured massive zone, todorokite, buserite and birnessite occur together. The analyzed elements of all zones are also classified into four elemental groups by the cluster analysis of correlation coefficients: Mn group, Cu-Ni-Mg group, Fe group and Si group. Mn group consists of Mn and K. Cu-Ni-Mg group consists of Cu, Ni, Zn, Mg and/or Ca, Na. Fe group consists of Fe, Co, Ti and/or Ca, P. Si group consists of Si and Al. Each textural zone is composed of three or four elemental groups. These four elemental groups are correlated with mineral composition, such as, Mn group with todorokite, Cu-Ni-Mg group with buserite, Fe group with Co-bearing iron-oxyhydroxide minerals, and Si group with silicates.

There are two environmental issues which have only recently begun to need planning in detail for marine mining. One is the environmental consequences of mine closure; the other is environmental terrorism. In principle it is not difficult to predict the pattern and rate of biodiversity recovery after mine closure on metalliferous depositional seabeds. 1-5 years to a self-sustaining community of organisms is a generalized guideline, depending on depth and particulate composition. The rate and pattern of biodiversity recovery on some metalliferous hard-rock habitats is far less predictable due to the patchiness and rareness of the habitat. Ecoterrorism at mines, whether on-land or marine, is now to be expected. A good example of resource industry ecoterrorism is the fire-bombing of logging and cement trucks in Oregon in 2001. But there have also been bombs at mine sites, as at Asbestos, Quebec. It is also possible to regard some resource-loss lawsuits as frivolous, hence forms of ecoharassment. Marine mining operations should take note of the development of environmental terrorism (and terrorism in general) and its various manifestations and impacts. Potentially these range from minor work stoppage inconveniences, to serious financial risk jeopardizing the economics of a mine, to jail for company executives, managers and environmental staff, and to harassment and killing of mine personnel.

The northeastern Pacific shows the highest nodule abundance among the oceans in the world, and thus has been drawing international attention for deep-sea manganese nodule development. The objectives of this study are to construct database using geostatistics and geographic information system (GIS), to quantify rating value using probability and statistical methods, to suggest suitable sites for manganese nodule development, and to verify results using three statistical approaches. The copper and nickel contents of the nodules were determined by chemical analysis. Factors related to slope, aspect, water depth, and topography were obtained from multi-beam echo sounding data. The transparent layer thickness was determined using a sub-bottom profiler. The probability method was used to calculate each factor's rating, and the layers for different factors were summed to produce the development potential index (DPI). Result maps were constructed for manganese nodules development. The distribution pattern of DPI showed to be controlled of nodule abundance and metal contents. Verification was performed by comparing the results with sampling data in three ways: success and prediction rate, linear regression, and test of independence.

Williamson and Associates, Inc of Seattle, Washington has recently built a remotely operated seafloor coring system for Nichiyu Giken Kogyo Ltd and the Metal Mining Agency of Japan (MMAJ). The system is designed to core to depths of 20 meters in 6,000 meters of water and will be operated from MMAJ's research vessel Hakurei-Maru No. 2 The corer uses rotary rod coring methods and will recover a core diameter of 44 mm. To facilitate coring through soft or unstable formations, the corer has the ability to set casing. The corer is fitted with thrusters for positioning during landing and telescoping legs for leveling. The system is operated through a 12 km electro-optical cable. Data displayed to the operator provides the operator with real-time feed back and control over the coring process. The operator has independent proportional control over bit weight, advance rate, rotary speed, and flushing water flow. The process of making up, breaking down and storing the drill string is automated and is controlled by a logic driven software routine. The system is currently undergoing trials in Japan. This presentation will discuss the drill's capabilities and should be of interest to those in need of a tool for assessing the thickness of marine mineral deposits.

This study presents a model to predict fate of resuspended sediment in the development of deep-sea mineral resources including manganese nodules under Clarion-Clipperton area of the Pacific Ocean. The manganese nodules are expected to be developed near future and major research is undergoing in Korea recently concerning many aspects of the mineral resources development. One aspect is about environmental concern related to the deep-sea development, and a major environmental problem is the resuspended deep-sea sediment. In order to quantitatively analyze the resuspended sediment in the water column during the deep-sea development, particle size distribution (PSD) was considered an important factor in this research. The model developed here includes PSD and coagulation process, as well as sedimentation process. The model is one dimensional in the vertical profile, and was designed to describe the change of particle size distribution in the water column in the given vertical point. Based on the mathematical modeling, a numerical model was developed. Using the model, basic simulation was performed under representative environmental setting of the deep-sea environment. The simulation showed the dynamics of change of particle size distribution for 50 m depth of water column from the deep-sea bed, up to 10 days of simulation time. The simulation results indicate that coagulation seemed an important factor in the fate of resuspended deep-sea sediment. As a result, this research shows that the particle size distribution approach, as well as considering the coagulation process, is needed and may be effectively applied to environmental impact analysis of deep-sea resuspended sediment. In early 1990s, the Korean government has launched a deep-sea research program to secure the stable long-term supply of strategic metallic minerals including Cr, Cu and Ni. Through the pioneering surveys, Korea registered 150,000 km2 of Mn-nodule field in the Clarion-Clipperton area, the NE equatorial Pacific to the international sea-bed authority (ISA) in 1994. Following the ISA exploration code, the final exclusive exploration area of 75,000 Km2 was assigned in 2002, based on results of eight-year researches of chemicophysical properties of nodules, bottom profiles and sediment properties. Since that time, environmental studies, mining technical developments including robot miner and lifting system and establishment of smelting systems were accompanied with the detailed geophysical studies to decipher the priori mining area until 2009. Major points of the recent Korea Mn-nodule program are deployed on a commercial scale until 2015. In order to meet the goals, detailed 25,000 scaled mining maps in the priori area will be prepared, which can provide operation roots of the miner. In addition, an environmental-friendly mining strategy will be pursued based on the environmental impact test and environmental monitoring.

The University of New South Wales Mining Research Centre (UMRC) has a longstanding research reputation in mining research, with particular expertise in mining systems, mining geomechanics and excavation engineering. The UMRC is now focusing this expertise on the potential of mining Seafloor Massive Sulphides (SMS). The UMRC has initiated a three-year research project that will identify and examine the requirements to effectively and efficiently mine SMS deposits. The major aims of this project are: ? To develop an understanding of the geomechanical characteristics and local physical environmental conditions associated with a ?typical? SMS deposit. ? To develop and evaluate a range of both conventional and innovative excavation processes for mining SMS deposits, and define the engineering parameters required for each extraction option, and ? To identify the materials handling and lifting requirements of the ?mined? SMS material, and the possible integration of the lifting system with the excavation processes considered.

Surface processing vessels for deep-sea nodule mining operations will produce dewatering plumes that will be released at some depth into the ocean water column. We are studying all aspects of this part of the nodule mining process. First, we have developed analytical and numerical models to determine the effects of highly non-uniform, realistic stratifications on forced, compressible plumes with finite initial size. The classical plume model is developed to take into account the effects of compressibility and thermal conduction through the dewatering pipe. Our results show how small-scale features of a realistic stratification can have a large effect on a plume, and provide a basis for determining at what depth dewatering plumes can be released. These results form the basis for our PLUMEX field experiments, in which we will study the dynamics of dewatering plumes over the course of one week of field tests from the vessel R/V Sally Ride. The field experiments will use a Remotely Operated Vehicle (ROV) and a Phased-Array Doppler Sonar (PADS) system to study the characteristics of the dewatering plumes. The subsequent transport of the material in the dewatering plume will be monitored via shipboard surveys and, potentially, Autonomous Underwater Vehicle (AUV) operations, and these studies will be integrated with near real-time, data assimilating numerical model predictions. The ultimate goal of this project is to develop a field validated, recommend strategy for the release and monitoring of dewatering plumes, to help inform the development of ISA regulations and the planning of industrial operations.

The North Fiji Basin (NFB) is a mature intraoceanic back arc basin with an age of ~12 Ma. Recent volcanism and spreading activity are focused along the Central Spreading Ridge (CSR), A ridge segment more than 800 km long, composed of four main segments, the N160°, N15°, north-south (N-S), and southernmost segments from north to south. The dominant volcanic rock in the entire central spreading ridge is normal mid-ocean ridge basalt (N-MORB), very similar to those emplaced along mid-oceanic ridges. Conversely, influence of an oceanic island basalt (OIB) source increases northward from 18°20'S. Several basalts which show a significant subduction-related component are also observed in the southern part of the NFB. Hydrothermal activity along the spreading centers of the North Fiji Basin was investigated by several previous works, especially by the STARMER project in 1989 and 1991. Both extinct and active hydrothermal vents are found on the N15° and N-S segments. In contrast, only traces of hydrothermal activity have been found on the N160° segment. Although high temperature activity and related massive sulfide deposit on the N15° segment was further investigated by several follow-up studies, no systematic survey for other hydrothermal sites was conducted after their discovery. In 2012 and 2013, KIOST performed two hydrothermal expeditions aboard the R/V Onnuri in the three targeted areas of hydrothermal activity along the CSR of North Fiji Basin. Hydrothermal exploration aboard the R/V Onnuri was performed along the northern Central Indian Ridge (CIR) between 8°S and 12°S in January 2010. The main objectives of this first Korean research cruise on mid ocean ridge system was 1) to understand the nature of spreading segments of the northern CIR area, where no systematic survey have been operated before, by mapping and sampling of volcanic rocks and 2) to discover new hydrothermal venting along the spreading center of northern CIR. During the first leg (IR09 Leg1) bathymetric data, in ~50 km width, were collected by multibeam echo sounding system (EM120), which reveals the exact location and structure of axial rift valley of northern CIR between ~ 8°S and 17°S. Then, rock sampling and CTD casts and tows were performed in northern half of the multibeam survey area in the second leg (IR09 Leg2). The results of bathymetric survey clearly display ocean core complex between 10°S and 11°S. The ocean core complex is featured by topographic-high area with corrugated surface. Lineament of corrugations of the ocean core complex are clearly perpendicular to abyssal hill direction which are triggered by symmetric-normal faults. Symmetrical and asymmetrical segments are characterized by parallel abyssal hills and ocean core complex and/or subparallel abyssal hills, respectively. Geochemical analyses of basaltic glasses from spreading axis show geographic trend of increasing of incompatible elements north to south along the spreading axis, which might be influenced by Reunion hotspot plume. However, local but clear enrichment of incompatible elements is observed in volcanic lava from segment 2, which suggests possible local mantle heterogeneity of uncertain source. Lots of serpentinite and gabbroic rocks with coarse-grained feldspar was recovered in the ocean core complex. Ultramafic and/or mafic rocks indicate the gentle-domed block was traveled from upper mantle. Along the spreading axis of the northern CIR, significant hydrothermal plume signatures were detected by CTD castings and tows. Plume signatures were observed at all 5 surveyed segments, suggesting vigorous hydrothermal activities along the northern CIR. However, the optical signals (light transparency and backscattering) of the nearly every cast along the axial valley of the CIR showed increased background level, which might be due to higher level of suspended particles within the axial valley not only by widespread hydrothermal plumes but also by other processes like resuspension. Onboard dissolved methane analysis indicates that the greater part of the plume signals are originated from hydrothermal venting, not by resuspension. However, more detailed examination, including analyzing additional hydrothermal tracers, need to distinguish actual hydrothermal plume signature.

"We report here on current topics of our project, based on the results of recent cruises and laboratory analysis, about the diversity of compositions and configurations of the hydrogenetic ferromanganese deposits in several Northwestern Pacific Seamounts. This recent research has discovered important aspects of these deposits regarding the mode of variation with water depth, topography and substrate geology, possible bacterial mediation, temporal variation with age in mineralogy, and major and minor element chemistry. All cruises and analysis have been supported by the facilities and staff of the Japan Agency of Marine-Earth Science and Technology (JAMSTEC), Japan Oil, Gas, and Metal resources Corporation (JOGMEC), Geological Survey of Japan, and Kochi Core Center (KCC) using a remotely operated vehicle (ROV), a monitored rock drilling system, dredges, and manned-submersibles in the NW Pacific seamounts,The results indicate that most of the rock outcrops on the slopes, shoulders, and much of flat tops are covered with maximum 10-cm thick crusts, but the thickness, metal content, and microstructural properties are not always uniform over the seamounts, but variable in space and time. The micro-stratigraphic description of whole-rock samples indicates a history of deposition and sedimentation, which control the diversity in bulk composition and abundance caused by the variable incorporation of iron-manganese precipitates into the deposits during variable environmental conditions. We conclude that hydrogenetic precipitation of iron-manganese oxide has taken place for more than 20 million years at a growth rate about 4-6 mm/my, in water depths below 1000m. The results indicate a fairly continuous and constant metal deposition since the middle Miocene age or older to the present. Our case study of geological sciences at a model seamount within the Japanese EEZ suggests that scientific knowledge is useful and essential in exploring mineral deposits, economic estimation, and designing systems, if supported by well-combined geological and oceanographic and biological research. The distribution map of ferromanganese deposits and geological map will be published soon in 2017 to be issued by the Geological Survey of Japan."
