Corporate governance has never been more topical. A glance at any major newspaper or business publication will reveal a litany of corporate failures based upon the governance of the organisations involved (eg Byrne, 2002; Hayes, 2002; The Economist, 2002). The increased compliance requirements and speculative nature of our industry means that corporate governance systems are, if anything, more important than in the general business community (Arthur, 2001). Rather than focus exclusively on the contribution of governance to corporate failure within the mining industry, however, our objective in this paper is to examine how boards can add value to the corporations that they govern. In order to highlight how a board can add value to a company, we commence by outlining the role of the board in the modern corporation in general and the mining industry in particular. We then introduce the concept of shareholder value and identify the steps on which a board needs to focus to enhance shareholder value through value tracking processes. Our discussion pays particular attention to the importance of organisational culture to the companyÆs activities and utilises three case studies from the mining industry. We conclude with an overview of what mining boards can do to enhance their culture and drive performance changes for the benefit of the companies they govern.

Engineering availability of the 120/200 tonne Wabco haulpak fleet at Mt. Whaleback was in the mid fifties and unstable. The project to achieve a reliable 66% during 1980 highlighted "plannable" maintenance, short cycle scheduling, condition monitoring, backlog control, and, above all, the importance of involving all affected people. It is not sufficient for consultants to design systems and make them work. The people who use the system must understand it, support it and "own" it. In this way, they will develop it and improve results after the outside help has been withdrawn INTRODUCTION In early 1979, PA proposed a programme to improve engineering availability of the Mt. Newman Mining fleet of 70 Wabco haulpak trucks of which 53 were 120 tonne and 17 were 200 tonne units. (Subsequently five 200 tonne trucks from Hamersley Iron were added to the fleet). The ore truck workshop was also responsible for 75 tonne trucks used as water trucks and general purpose vehicles. The need for action was clear. Consistent slag blow end point detection remains one of the challenges in the Peirce-Smith converters at Mount Isa MinesÆ Copper Smelter. Under blowing results in foaming on copper blow and carry forward of oxide skims to the anode furnace. Over blowing results in high copper losses to the slag. Both present safety issues and contribute to lower copper production. The end points of the slag making phases are assessed by inspection of a bar sample. A bar sample is a thin accretion layer that adheres to a steel bar when it is inserted into the tuyere while the converter is blowing. This method is biased and subjective, so there is heavy reliance on operator experience. The Semtech Optical Process Control (OPC) system was installed in early 2002 for converter slag blow end point detection. Initial plant trials did not improve all aspects of converter operations, and uptake by operators was poor, so the system was not used. In early 2005, the Semtech OPC system was re-visited and another short trial was conducted to evaluate the permanent use of the system for slag and copper blow end point detection. During this trial, the Semtech OPC method was found to be superior to bar sampling for slag blow end point detection. The implementation and refurbishment of the Semtech OPC system has resulted in plant improvements and given a better insight into converter operation during blowing. Oxide skim generation carried forward to the anode furnace has been shown to decrease with increasing compliance with Semtech OPC. Some of the expected improvements to converter operation were not found to be significant. Semtech OPC is now well received and utilised by converter operators. Individual paper available only. The disposal and subsequent encapsulation of mine tailings in a cost-effective and environmentally secure and responsible manner is one of the principal issues facing any modern mining project. A careful assessment of all options available for the capping and subsequent remediation of tailings is important because it can result in large capital, operating and closure cost-savings. For these reasons, the technology of geopolymerisation is receiving increasing attention for the stabilisation and solidification of waste materials produced from mining operations. The first part of the current study investigates the application of geopolymer technology to the capping of hypersaline mine tailings. It has been found that suitable geopolymeric materials which have satisfactory compressive strength, durability as well as low permeability, can be formed using between 60 - 75 per cent of mine tailings as the main ingredient. It has been established that geopolymeric materials have the ability to suppress dust generation and prevent salt precipitation on the surface of the mine tailings. The slurry-like consistency of geopolymers would promote efficient application procedures through established tailings disposal techniques. This is a possible close-out technique for hypersaline tailings storage facilities such as those commonly found in Western Australia, which meets both regulatory requirements and community expectations. The immobilisation of contaminant metals within geopolymers has been investigated in the second part of the present study. In particular, the leaching characteristics of Cu and Pb from geopolymeric matrices derived from different fly ash sources have been examined. Potential breakdown of each geopolymer containing metal contaminants due to the leaching of Si and Al from the geopolymeric matrix has also been investigated.

The different stages of the metallurgical evaluation of an ore resource and their importance to overall project evaluation are described. Particular emphasis is placed on the liaison that is necessary between the different members of the project team from the preliminary exploration phase through to the completion of the final feasibility study. Metallurgical input at the earliest stage is recommended. The incorporation of metallurgical and marketing data into ore reserve statements and the effect of the metallurgical evaluation on ore reserve classifications are discussed.

The paper briefly discusses the benefits to proponents of a formal environmental assessment process. It is argued that any process should be fair, cost effective and efficient, involve all affected parties, and should identify important issues at an early stage. The paper outlines the procedure used in Victoria, and the ways in which it attempts to address the above criteria.In conclusion the paper discusses progress towards a national approach to Environmental Impact Assessment. This is currently being pursued by the Australian and New Zealand Environment and Conservation Council.

The Henty Gold Mine, located in Western Tasmania uses innovative solutions to effectively manage a mining operation in an environmentally sensitive setting and has been presented with several environmental awards. Fill is required as part of the mining method to provide passive ground support, minimise rock exposure and ensure maximum recovery of the small but high-grade orebody. The use of the whole portion of leach residue in the backfill reduces the surface tailing disposal requirements. Therefore, High Density Paste Fill (HDPF) has been selected as the most appropriate fill method to meet these objectives. Additional benefits include the minimisation of excess water from fill and the subsequent need for the collection and treatment of water and slimes. There are minimal equipment requirements during placement, thereby optimising mine resources for production. This paper covers the development of a suitable paste fill system to meet the specific needs of the Henty Gold Mine and the successful commissioning of this system for the first time in Australia.

In the exploration of an area proposed for the establishment of an underground colliery, consideration of all land and mining titles and consents has early priority. Environmental aspects have become more meaningful. Preliminary assessments of previous geological knowledge, together with new geological and geophysical data from surface investigations, condition the decision to proceed with costly diamond drilling programmes. Methods other than fully cored diamond drilling have a useful application in appropriate circumstances. Drilling exploration is conducted in stages of increasing density of-hole spacing to the point where, with holes at 1 km centres, reserves are categorized as measured. The programme is subject to constant review in the light of market changes.

Conventional models, based on pulp kinetics, were regressed directly to steady-state data from a nine-stage platinum flotation plant, to provide a basis for optimisation studies. æFroth factorsÆ were used to characterise the froth in each stage and a ædepressant factorÆ was used for gangue minerals, to account for addition of depressant to the cleaners. These factors improved the fit, but differences between plant and model of up to 50 per cent were still present in a number of streams in the cleaning circuit. A new model was developed, which incorporated two rate constants for the recycle of particles from the froth. These parameters provided a workable approximation of the distribution of probabilities of particles being recycled in plant cells, depending upon where particles appeared at the surface. The feed streams were characterised by two pulp kinetic parameters and the above recycle parameters, for all minerals and all stages. The fit to the data was improved very significantly, when compared to the use of conventional pulp-based models with several pulp rate parameters. This relatively simple model did not require additional data from batch tests and it was suitable for plant simulations.Simulations of various strategies for plant operation were tested, allowing the simulator to vary the concentrate flows from all or some of the stages, in order to maximise platinum recovery. The simulator was imbedded in an automatic optimiser and constraints on chrome content or mass flow of final concentrate were used. The simulations of the existing circuits demonstrated that an improvement in recovery, (for a constant concentrate mass) of about 0.5 per cent was possible, by optimising all concentrate flows. A significant reduction in the flow of scavenger concentrate and an increase in the recycle flows in the cleaners were noted. The results of simulations of various changes to the circuit configuration are also discussed. An increase in recovery of 1.4 per cent (for constant concentrate mass) has been achieved in recent simulations, through circuit changes. However, it was necessary to keep the mass pull of concentrate, per unit area, within typical limits.

A study has been made of the geochemistry of the Ronneburg mine district as input to the overall management strategy for the rehabilitation of the mine site. The study drew on the geological data and information store developed over the 40 years of mineral exploration and mining at Ronneburg, and on chemical data from the literature which described the chemical processes of weathering, oxidation, dissolution and precipitation of minerals. The geochemical processes were divided into three groups based on their rate of reaction. Fast processes were assumed to proceed to equilibrium and were modelled using equilibrium chemistry equations; slow processes were assumed to be proceeding at a quasi-steady state rate and were modelled using chemical rate equations; very slow processes were assumed to have no role in describing the geochemistry for rehabilitation purposes.

A brief test program was undertaken to assess the viability of air-sparged hydrocyclone beneficiation at the Cadjebut concentrator. Three different process streams were processed (lead rougher feed, lead scavenger tail and `mine water' solids) in a small scale ASH unit (one litre volume, feed rate 1000 to 1800 kg solids/hour). Analysis of the concentrates indicated that ASH based flotation was successful, selective and capable of achieving improvements to the overall metallurgical performance of the concentrator. The flow regime inside the device accentuates the selective flotation of the finest particle size ranges generally not recovered to any significant extent in conventional mechanical flotation devices. The testwork proved that the ASH is a viable alternative option for increasing the flotation capacity of the lead beneficiation stage of the Concentrator.

The availability of three-dimensional computer hardware and software makes the solid modelling of geological entities a realistic and logical alternative to previous sectional and plan 'models'.The success of underground mining operations depends largely on the ability to accurately predict the three-dimensional location and grade of mineralisation in order to maximise the extraction of resources and minimise mining dilution. The implementation of mass mining methods for large metalliferous deposits has led to the development and application of increasingly sophisticated automation and condition monitoring technologies in these mines. This technology aims to increase safety, equipment utilisation and monitoring of critical aspects of the underground ambient and geological environments. The communications networks required to support these aims and their associated technologies have evolved accordingly, and have done so in a demanding underground environment. The evolution of communication infrastructure for large underground mines has developed from basic analogue telephony to high-bandwidth optic fibre based systems. The latter is now the media of choice. More recently the developments in wireless broadband equipment designed specifically for underground environments have emerged to satisfy the needs of automation for mobile equipment and shaft conveyance communications. The use of internet protocols for industrial control and monitoring has led to the application of ethernet-based backbone networks as a standardised approach. There may also be a need for the integration of range of communications platforms in a mining operation to realise the full advantages offered by automation and condition monitoring technologies. As a result the design of the communications backbone networks for underground mines has started to become the domain of information technology professionals. Without these networks, the analysis of equipment utilisation is often not possible. The improvements that can be brought about by æsweating the assetsÆ and the transmission of business critical information are the most significant benefits of an integrated communications system. These benefits far outweigh the costs of strategic planning, subsequent specification and implementation of communication networks themselves. Future developments in mining systems and communications technology will continue to drive the demands placed upon communications networks as an essential mass mining infrastructure item. This paper outlines the benefits of secure high bandwidth backbone communications networks for mass mining operations and the need for a high degree of strategic thought and demand forecasting in the planning stages for these operations.

Six Australian coals were selected to determine their potential to produce, ultra low ash (less than 2 per cent) coal by progressive size reduction followed by density separation and/or froth flotation. Density separation in organic liquids is effective in the absence of contaminating liberated mineral matter which can be removed by froth flotation with several cleaning stages. The limit of cleaning of these coals was an ash value of 1 per cent while commercially attractive yields were obtained at 2 - 3 per cent ash depending on the coal.

The studies of pulp electrochemical flotation separation of pyrite and arsenopyrite were made from the thermodynamics, mineral natural oxidation rate, property of mineral surface oxidised material and pulp electrochemical flotation tests. The results showed that although pyrite and arsenopyrite possessed similar thermodynamic stability, significant differences of two minerals were observed in natural oxidation rate, property of surface oxidised material and its influence to dixanthogen formation on the oxidised mineral surface. Based on the non-thermodynamic differences, the pulp electrochemical flotation technology was successfully used to separate arsenopyrite from pyrite in pilot test.

This study used structural equation modelling (SEM) to develop a series of models to explain the impact of work-life balance on employeesÆ perceptions of job performance, job satisfaction, turnover intentions and absenteeism. The sample comprised 257 participants (108 males and 149 females) from a range of occupations and levels of seniority. In sum, the results clearly demonstrated that successful work-life balance is associated with higher levels of job performance and worker satisfaction and with decreased levels of absenteeism and turnover intentions. The data also lent support to the impact of employeesÆ coping styles, schedule flexibility and supervisor support on employeesÆ abilities to balance work and life. It is concluded that tangible benefits to an employerÆs bottom-line can be anticipated from organisational initiatives to assist employees to better balance their work and personal lives.
