This paper will examine some of the significant developments in the training field in Australia in the past decade and the application of these changes to the mining industry generally, and the coal sector specifically. Three major aspects will be examined:1. Competency - the use of Industry Competency Standards and how these can be used for achieving enterprise performance requirements2. Assessment - making judgements about an individual's competence, and using a rigorous assessment system as the basis for the "authorisation" system at a mine3. Evaluation - ways to evaluate the return on investment in training, and convincing CEO's/shareholders that your training dollar is being spent wisely.Before examining these issues, it is important to understand the drivers of change in the training systems in Australia, and the functions that Industry Training Advisory Bodies (ITABs) perform.

Green policies have gained momentum since the 1972 Stockholm Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a,consistent manner.New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past.The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined.

"The Coal Seam Gas (CSG) industry has seen a rapid increase in activity over a 30-year periodfrom the early 1990s within Australia. Despite public concerns over environmental issues, theCSG industry has increased in Queensland to the point where more than 90 per cent of naturalgas consumed in Queensland is CSG. The New South Wales (NSW) CSG industry has been slowerto respond for many reasons. Ninety-five per cent of natural gas consumed in NSW comes frominterstate. However, CSG activity in New South Wales is increasing notwithstanding publicconcerns. The CSG potential of three Petroleum Exploration Licenses (PELs) are being assessedwithin the Southern Sydney Basin that provides a unique opportunity to develop resourcesstrategically around many abandoned coal mines. The question has been asked - what do theseabandoned coal mines mean to the project? Are they good or bad? Are they friend or foe? Thispaper att empts to answer these questions and in doing so describes the coal mine ventilation andgas management philosophies and practices used to assess gas production potential. The coalmining philosophies not only have the potential to assist in the construction of a highly successfulCSG project, but they also potentially add signifi cant pre production value by re defi ning how theresources and reserves are assessed and therefore valued. The behaviour of abandoned coal minesand the goaves within the PELs are not well understood by the petroleum industry. However, in the Illawarra region there is an abundance of coal mining knowledge and expertise that if properly focused can greatly increase the chances of project success."

Steel fibre reinforced shotcrete (SFRS) is increasingly being used as ground support in both civil and mining applications. In recent years, methods of assessing the performance of SFRS have been developed. These include the beam test such as that prescribed by ASTM C-1018 and the panel test prescribed in the EFNARC European Shotcreting Standard. The panel test has gained popularity in recent times due to the two-way action modelled in the test. However, some difficulties have been noticed. Shear failures sometimes occur and there appears to be a rather high degree of variability in the panel test results. A new method of testing panels has been proposed. A circular panel supported on three symmetrically arranged points has been assessed at the University of Western Sydney. This paper describes the new test which may be the basis of a new specification for the testing of toughness of SFRS and summarises research work which has been carried out to-date.

Having successfully applied computer techniques to open pit mining applications, many software developers are now using their skills to tackle the much harder areas of underground mine design, planning and production.Dramatic improvements in the performance to price ratio of hardware (including high resolution graphics screens), a better understanding of the techniques of surface and solids modelling (and their subsequent display), moves towards standard user interfaces and advanced concepts of representing grade distribution in the ore body have all contributed to the recent increase in underground mining software activity.This paper details the general requirements of a workable underground mining software system, providing a minimum checklist of desirable features and emphasises the importance of ease of use, flexibility and intuitive feel. Some relevant trends in hardware, software and application techniques are highlighted and comments made on areas which require further development or are only available in a small number of packages.Finally, a comment is made on the role of computer models to provide a unifying medium for tying together all aspects of underground design, planning and production.

Tonnes per Hour - Kilowatts per Tonne Tonnes of Mesh Size Produced Kilowatts per Tonne of Mesh Size Produced - Terms often heard in discussions of grinding mill and grinding circuit performance. All of them only tell a partial story as none of them relate to a fixed reference or overall standard measurement. Tonnes per Hour gives the production rate relating it to a specified or desired rate set as a goal or objective. As such it does not take into account changes in feed size, product size or grindability. Kilowatts per Tonne which accurately stated is kilowatt hours per tonne brings power consumed into the picture which is related to grindability but still does not take into account changes in feed size and product size without which power changes do not necessarily reflect the complete effect of changes in Grindability.

Gold and silver mineralisation at the Chatree low sulfidation deposit is hosted in andesitic volcanic and volcaniclastic rocks and characterised by multiple hydrothermal alteration assemblages and quartz-carbonate (chlorite-adularia) replacements, veins and breccias. The ore-bearing veins are influenced by intersecting structures and host rock lithologies. Emplacement of the host succession occurred at 250 ¦ 6 Ma (dated with laser ablation ICP-MS U-Pb zircon techniques), which was closely followed by mineralisation at 250.9 ¦ 0.8 Ma based on the analysis of adularia from coarse-grained quartz-sulfide (chalcopyrite-pyrite- sphalerite) veins using laser ablation Ar-Ar methods. Risk management for resources and reserves includes examining the fundamental processes of data collection, interpretation, modelling and estimation. Newmont Australia has developed a procedures manual to assist mine sites to build Resource block models, estimate Ore Reserves, validate the outcome and report the results. An audit scheme has been developed to compliment the procedures manual by assessing the degree of site compliance with recommended practice. A score of between one and five stars is awarded to each site depending on its performance in the audit. Audits are undertaken by a team of three Newmont personnel over a three to five day period at each site. Scores are ultimately compared between sites and reviewed annually. The objective of the program is to encourage continuous improvement in the modelling, estimation, validation and reporting practices used at sites and in advanced projects. The scheme provides a method of risk management for the companyÆs biggest asset û its Ore Reserves. Newmont Mining Corporation is preparing to use the audit scheme internationally in part to conform with recent legislation requiring US companies to demonstrate that management systems and procedures are in place to monitor and verify the companyÆs assets.

The subject of the present paper will be combustion of fuel and as the combustion of fuel requires a certain amouut of air to effect combustion the question might be asked what is air?Air is composed, we will say, principally of two gases, oxygen and, nitrogen, but our business is with the former gas, and its leading feature as a supporter' of combustion. In point of fact no fire will burn without its presence, nor can animal life be sustained when this gas ls absent, because it is the life-sustaining element. For example, if we take a piece of charcoal, which is pure carbon, and burn it in the open air combustion takes place in the union of the carbon of the charcoal with the oxygen of the air, forming the compound known as carbonic acid (0.0.)The rust we see on iron and other metals is a kind of slow combustion, which is termed oxydation. When oxygen unites with any other element heat is given off in the process, and it may be here stated that the most intense heat is produced, by burning the two gases-oxygen and hydrogen in precisely the same proportions as that forming water.

Estimation of productivity is a key factor in the design of hydraulic mines and in assessing their economic feasibility. A published Russian formula for hydraulic mining monitor cutting rates overstated productivity by up to 2 tonnes per minute (251%) when applied to Solid EnergyÆs hydraulic mines. A new formula, taking into account additional productivity factors, was derived by Solid Energy and produced an acceptable correlation between predicted and actual cutting rates inNew Zealand and overseas hydraulic mines, with an average error of approximately 0.1 tonnes per minute.   Another key factor in hydraulic mine design is the transport of coal slurry via flumes. Solid Energy carried out a series of 80 full scale tests in a surface flume installation, varying the gradient and coal:water ratio. Both steel flumes and plastic-lined flumes were evaluated. A modification of the Chezy Open Channel Flow formula, including a factor for slurry density, gave a reasonable correlation between actual and predicted flows. It is believed that this Solid Energy formula is suitable for the design of flume installations for hydraulic mining.

The objective of this work was to investigate the effect of milling and flotation circuit configuration on flotation performance of platinum-bearing ore from the UG2 reef of the Bushveld Igneous Complex in South Africa. Pilot plant trials were conducted at Lonmin Platinum using a highly automated pilot plant (a floatability characterisation test rig or FCTR), with a pilot ball mill, a stirred media detritor and an ISA mill. Different milling and flotation configurations were tested, without changing the overall grind size distribution or flotation residence time from one circuit to the next. Results from the pilot plant tests indicate that staged grinding, with intermediate flotation stages, can achieve significant performance benefits in comparison to a single grind-float circuit, for an equivalent overall grind and flotation residence time. These findings are explored qualitatively, in terms of the recovery and transportation of fast, slow and non-floating platinum-bearing particles through the various milling and flotation stages, and an optimum strategy for the separation of this type of ore is explored and discussed.

The Northern Cape Province of South Africa is host to the Kalahari Manganese Field (KMF). The northern portion of the KMF hosts high-grade manganese referred to as Wessels’ type ore and is mined mostly from underground operations. WorleyParsons TWP is currently involved with the development of a ventilation shaft for one of these mines. The main challenge is to develop through the unconsolidated Kalahari material and weathered portion of the Karoo formation. These formations are preserved very erratically over short distances. A lack of understanding of the unique challenges presented for developing shafts in this area has resulted in the failed development of a shaft on an adjacent property and over-expended budgets on others.The renowned red sand of the Kalahari forms the top several tens of metres and overlies a horizon of gravels and calcrete that pose seasonally variable water ingress problems. A very stiff red clay horizon is then intersected. The Red Clay is prone to swellling during excavation and has been the main stumbling block on previous constructions. The standard approach has been to develop non-stop through this layer. The red clay is underlain by another horizon of calcrete, gravel and conglomerate that marks the bottom of the formation. The top of the Dwyka Tillite (Karoo Formation) is usually highly weathered and has a distinctive yellow colour. The weathered tillite is highly susceptible to drying and becomes friable. At reef-intersection, the combination of subhorizontal bedding and joints with the dominant subvertical faulting results in potential wedge failures in the manganese and ironstone units.This paper describes the geotechnical issues identified during the planning of the ventilation shaft and the risks associated with development through the Kalahari and weathered Karoo Formations. Cyanidation tests by bottle agitation were conducted on an oxidized lead-silver ore containing approximately 12% Pb and 500 g/t Ag. Over 60% of the silver was leached when the ore was ground to 100% passing 0.15mm, whereas 50-60% of the silver was leached when the ore was only ground to 100% passing 0.5mm. Slurry handling and dewatering at the fine grind size were very difficult due to the high clay content of the ore, however this problem was greatly reduced at the coar- ser grind size. The silver recovery at the fine grind size was very dependent on cyanide solution strength with stronger cyanide sol- utions (containing more than 0.1% NaCN) re- sulting in lower solution silver contents. This was thought to be due to the precipi- tation of leached silver by zinc, which was also leached from the ore by the higher cyanide levels. There was a critical zinc level in solution of approximately 1000ppm, above which the silver recovery fell markedly. Cyanide and lime consumptions for this ore were high (typically 5 kg/t and 40 kg/t respectively), hence the processing of this particular ore by cyanide leaching is un- economic at current silver prices.

One of the earliest recorded risk management schemes was implemented by the boatmen of the Yangtze river some 4,000 years ago.. Between them they arranged for shipments to be split up in such a way that a load was divided five ways: if one was lost, then 80% of the shipment got through. Bottomry contracts were in vogue in Babylonian times with similar systems being used in India, in 60OBC and 4th century Greece. One of the first accepted mutual insurance ideas came in 1835 when a mill owner in America negotiated a lower insurance premium in return for installed fire safety measures. Approximately 20 years ago risk management as a philosophy was developed in the U.S.A., the philosophy followed to England and hence to Australia about 10 years ago. The business climate which induced the philosophy of risk management was that of "tight money". The definition of "assets" was then broadened to include earning capacity, skilled personnel and in a negative sense, a corporation's liabilities. In more affluent days losses were comfortably absorbed into the ongoing business expenses, the more prudent managers took out insurance which "covered everything" at a suitable premium. Statistics are available to indicate that a high percentage, (over 60%) of businesses which suffer massive plant damage due to fire, do not restart operations, or in the event of restarting have closed operations within the next 2 to 3 years - in spite of collecting an insurance payout.

Research and investigations have been carried out by government authorities, mining companies and academic institutions. Protection of the physical and biological environments is a vital part of any mine oper- ation. The Mineral Sands Mining Industry in New South Wales is successfully working within the State's environmental framework and is meeting; community requirements and expectations concerned with the environment and mine rehab- ilitation. Scientific drilling and blasting techniques are currently being presented to the mining industry as an aid in the overall optimisation process. The degree of success in the development of these techniques over the last ten years has prompted statements that generally relate to blasting becoming a science rather than an art. Many of the techniques are currently operated or at least analysed by scientists. As such, their use has been restricted to project type activities while the more routine activities associated with day to day mining has continued to be carried out by engineering rather than scientific staff. Some of the scientific techniques will remain legitimately as a project or an occasional use facility. Generally speaking a cost/benefit analysis at a particular mine will decide the level of use. This should logically highlight a number of techniques with potential of regular mine site use. Regular mine site use implies mine site analysis and hence the gulf between the scientist and mine operator/engineer must be addressed. There are all sorts of solutions and they are not mutually exclusive. One alternative could be to increase specialisation at the mines. With "career paths" becoming more formalised the trend would seem to be away from mine site specialists unless, for instance, this specialisation was provided by term secondment from research establishments. Another alternative could be the scientists themselves applying their developmental skills to "humanise" and "package" the projects in such a manner that they can be routinely used at mines.

Several important, fundamental aspects of the grinding behaviour of mineral systems are addressed. The Levenberg-Marquardt algorithm for systems of constrained non-linear equations was used to solve the steady-state and dynamic population balance model (PBM) grinding equations to obtain the mill matrices and grinding selection and breakage rate functions, respectively. The fact that the PBM model equation Inverse Problem is degenerate or underspecified is demonstrated. Multiple solutions to the same PBM equations are provided. It is shown that there is no unique solution to the Inverse Problem unless additional constraints are provided or assumptions are made such as the Arbiter-Bhrany normalisation assumption. The severity of the non-uniqueness problem for steady state grinding is demonstrated in several examples using typical feed distributions and mill matrices. In addition, it is also demonstrated that when higher than single powers are used in steady-state mill matrix expressions during simulation or calculation (or iterative procedures are used during numerical simulation) and four or more size intervals are used considerable amount of error is propagated throughout any calculation. Each solution to a PBM, while giving the same prediction during a single mill pass, gives different solutions or predictions for mill composition upon subsequent passes. In addition, it is shown that there is a problem with building up a grinding mill knowledge base with PBMs. A similar analysis was done for the dynamic or kinetic PBM equations. The fact that the dynamic PBM Problem is degenerate or underspecified is also demonstrated. Multiple solutions to the same dynamic PBM equations are provided. Again, it is shown that there is no unique solution to the Inverse Problem unless additional constraints are provided or assumptions are made such as the normalisation assumption. Each solution to a dynamic PBM, while giving the same prediction for a given grinding time interval, gives different solutions or predictions for mill composition for other grinding times. Actual experimental grinding data was assessed to determine the functionality of mill selection and breakage functions. The functionalities obtained through constraints were compared with those obtained with the normalisation assumption of Arbiter-Bhrany which relates breakage functions to particle size distribution. The capability of the population balance model to predict grinding behavior over time in various mineral grinding systems was assessed. The required functionality of selection and breakage functions for effective prediction of grinding behavior in mineral systems is discussed.

The difficulty of successfully imple menting a landscape policy is almost incom- prehensible. Landscape design is recognised as an essential component in the integration of engineering and architectural projects into the landscape, but the factors which prevent the achievement of a successful result are rarely recognised or assessed. In many cases these prohibiting factors are due to a lack of understanding of the effect of major planning decisions on the existing landscape, the importance of the landscape plan and the significance of appro- priate specified techniques to prevent un- necessary damage and to ensure retention of existing vegetation in a healthy condition. The role of the landscape architect in incorporating new land uses into the landscape provides the background against which factors which inhibit policy achievement can be con- sidered.
