The Cooperative Research Centres (CRC) Program was established and is supported by the Australian Government at a total cost of $140 million per year. Six of these centres have been established to help Australia's mineral industry: three in exploration, one in mining and mineral processing and two in extractive metallurgy. Since the CRC Program has now been in operation for five years, it is a good time to ask whether the minerals industry is being served adequately by these centres. In this paper, the performance of one CRC, namely the A J Parker Cooperative Research Centre for Hydrometallurgy, will be discussed in terms of the objectives of the CRC Program. As will be shown, the Parker Centre has made considerable progress since its establishment in 1992.

The Mount Morgan mine occupies a unique place in the mining history of Australia and although not as glamorous during the second phase of its existence, it made a significant contribution to the technical and financial history of the nation throughout its life. The stories of the intrigue surrounding its discovery and early operation, the enormous return received by its original investors in its first five years as a public company, its influence on the local, national and international scene to its final closure have been documented in many publications, the most recent and authoritative being by John Kerr (1982). Institute publications as far back as 1911 have documented details of the mining, metallurgical and engineering practices of the two companies which worked the 100 or so acres which were alleged to be `the richest single gold mine in the world'. Within the Institute records appear the names of Presidents, Institute Medal recipients and others connected with Mount Morgan who have played an important part in the Institute history.

All types of coal are liable to spontaneous combustion to a variable degree according to the inherent characteristics of the coal and also extrinsic factors. In order to successfully extract coal from highly capital-intensive longwall mining operations it is necessary to evaluate and manage any risks that may be present due to spontaneous combustion. A spontaneous combustion risk management plan for longwall mining is described in this paper. This risk management system comprises identification of conditions promoting spontaneous combustion risk, a laboratory or empirical risk classification system, determination of gas ladder, adoption of adequate ventilation plans and gas monitoring systems that will lead to the development of the spontaneous combustion action plan. The risk management system was applied to a greenfield site in NSW in 1992 when prediction of a high-risk category for the coal seam was made. After commencement of production a spontaneous heating problem emerged as predicted. Description of the case history of spontaneous combustion risk management for a longwall operation in this coal seam is included in this paper.

This paper describes an investigation of the sampling problems which contributed to erroneous Concentrator production forecasts at the mining operation of Bougainville Copper Ltd (BCL) in the North Solomons province of Papua/New Guinea.Reference figures provided by independently verified commercial shipment data demonstrated the existence of a bias in the calculated Concentrator production; the challenge was to identify systematic errors in each of the contributory measurements (feed tonnage and feed, tailings and concentrate grades).The uncertainty surrounding specific sampling and measurement errors precluded optimum metallurgical control and performance of the milling circuit, encouraged disputes about the difference between Mine versus Concentrator production estimates, and cast some doubt on efforts to follow political guidelines concerning a maximum feed tonnage or recovery oriented mill operating concept.An evaluation of routine results as well as specifically targeted test work identified the sampling errors associated with measured individual parameters.The emphasis in this report is on the procedure for quantitative error assessments.The measured performance of a mineral dressing plant is subject to a systematic error balance which can be derived from the more familiar weight and metal balances such as the two- or three-product formula.The resulting equations are generally valid, and they are applied to the measurements obtained at BCL's Concentrator to illustrate the method.

A review of publicly available coronial inquiries into fatalities that have occurred within the resources sector since the year 2000 reveals that a loss of corporate memory has been a contributing factor in 40 per cent of these accidents (National Coroners Information Service, 2010, Appendix B). With the highest levels of employee turnover within the Australian economy, increasingly complex operations and an ageing workforce, the management of corporate memory within the Australian resources industry poses a significant and often unrecognised safety risk.    The North Parks airblast of 1999 is used as a case study to highlight how corporate memory loss poses a significant hazard to resources projects and how such incidents will continue to occur if corporate memory is not effectively managed. Best practice from other industries is discussed to demonstrate how knowledge management systems can effectively work. This paper discusses how systems can be put in place within the geographically diverse resources sector, and how at the heart of any knowledge management system a culture of knowledge management needs to exist within an organisation.   The paper then discusses the importance of retaining key personnel and utilises findings from primary survey data collated in 2009 to show the size of the retention problem within the industry. From the data possible solutions to retaining key staff are proposed.   Finally the large and increasing role of contractors and consultants within the industry is discussed and methods of managing their knowledge are proposed.

Fletcher Challenge Limited through its subsidiary Grampian Mining Co Ltd has carried out an ore evaluation of one of New Zealand's largest known deposits of ilmenite located at Barrytown on the west coast of the -South Island, New Zealand.The ilmenite is located in a beach sand environment which has previously been mined for gold. Two analytical techniques were developed to quantify the resource. Considerable difficulty was experienced in this phase of the evaluation due to the presence of major inclusions within the ilmenite grains. Wet and dry concentration circuits, utilizing spiral, wet magnet, high tension and plate electrostatic separators have been G47designed to produce ilmenite from the ore. Studies to utilize the titanium content of the Barrytown ilmenite have been made. Recent work has been directed towards a titanium dioxide pigment process.

The Northside Storage Tunnel Project in Sydney includes over 20 km of TBM driven tunnels, over 3 km of declines and major caverns and pump rooms. The paper describes methods used for design on the project. Emphasis is given to the refinement of the use of empirical rock mass classifications, and to the use of discontinuum numerical methods.The use of empirical rock mass classifications in Sydney sandstone has usually led to conservative design because the systems are based on a random orientation of joints in the rockmass. Because the joint sets are usually oriented in a way that is beneficial for tunnelling, limits must be placed on the parameters used in the classifications system. The paper discusses these limits and the derivation of the parameters.The use of numerical methods in Sydney sandstone is discussed. Continuum methods have their uses, but discontinuum methods are preferred. The use of UDEC has been validated against a previous project, the New Southern Railway. Recommendations are given for UDEC models.

The mining and milling groups at Batu Hijau are tasked with increasing SAG mill throughput by approximately ten per cent. Avenues used for this process are blasting and crushing optimisation, ore blending and predicting SAG mill throughput in relation to the geological model. This is in line with traditional æMine to MillÆ studies. At Batu Hijau, mill and mine sequencing cannot readily be configured to perform the surveys traditionally required by a æMine to MillÆ study while meeting the daily production target of 140 000 tonnes per day and processing from varying ore types in one pit. A program called BOCCOST (blasting optimisation crushing conveying optimising SAG throughput) has been implemented to capture approximately 200 variables from blasting, mining and milling operations and assign them to a common point in space in the geological model in real time. Interpretive analysis of data from BOCCOST is used to model relationships between the 200 variables to determine which and how these factors affect SAG throughput. Once these relationships are determined, the blasting, ore blending and crushing process can be optimised to generate a product that maximises mill throughput. The relationships modelled from BOCCOST are also used to generate a SAG mill throughput estimator, which can be coded into the production block model. The block model can be reconciled with the geological block model for correlation by geological domain. Once this relationship is established, SAG mill throughput domains can then be established for predicting SAG mill throughput. This SAG mill throughput estimator is then used in conjunction with revenue calculations to determine an ore cut-off, which combines these two elements to maximise metal production.

Ashton Mining Ltd (Ashton) and Lynas Corporation Ltd (Lynas) have established a joint venture partnership to develop and process rare earth oxides (REOÆs) from the Mt Weld deposit in Western Australia. The deposit is located in a deeply weathered volcanic carbonatite structure that contains approximately two million tonnes of rare earth oxides at an average grade of 20 per cent REO. As part of the 1999/2000 feasibility study currently being undertaken by Ashton and Lynas, an extensive laboratory beneficiation test program was undertaken by CSIRO Minerals on diamond drill core samples from the Mt Weld orebody. The aim was to develop a flowsheet, based primarily on flotation that could be confirmed at pilot plant scale. The target concentrate grade was 52 per cent REO with a REO recovery of at least 35 per cent. Two main ore types, nominated as CZ (limonitic siltstone) and LI (nodular limonitic ironstone) were identified for separate laboratory evaluation. The lower grade LI-type ore overlies the higher grade and more extensive CZ-type ore. The majority of the work was conducted on the CZ ore; only limited testing of the LI ore was undertaken. The latter contains a clay component that will present difficulties in processing due to its poor filtering and settling characteristics. Two processing options for treatment of CZ ore were presented for pilot plant consideration. One (Option 1) includes gravity concentration prior to flotation while the other (Option 2) includes finer grinding and four stages of open circuit cleaning. The benefits of each scheme are discussed in detail. Neither has been fully optimised and the definitive flowsheet is most likely to be a hybrid of the two schemes, incorporating the best features of each. Typical metallurgical results from each scheme were final concentrate grades of 49 per cent REO, 10-16 per cent Fe2O3 and 3.2-4.8 per cent CaO. REO recoveries were above 35 per cent in both cases. Features of the processes developed by CSIRO were the inclusion of a gravity concentration stage prior to flotation, a modified flotation reagent scheme, a change in the method of feed preparation, and incorporation of magnetic separation to upgrade final flotation concentrates. Metallurgical results obtained from flotation tests on LI ore were much poorer than those obtained for CZ ore. The best rougher/scavenger result, with the limited amount of testing so far completed, was an REO grade of 32 per cent with a recovery of 28 per cent. Further work is needed to develop a viable processing route for this ore type.

Currently there are in excess of 200 companies listed on the New Zealand Stock Exchange and the total market value of all the listed shares amounts to $4.6 billion. The number of listed mining companies stands at nine and with a market value of $35 million accounts for less than one per cent of the total market capitalisation. In comparison, the Australian mining and energy sectors account for nearly 50 per cent of the total market capitalisation, which currently exceeds A$41 billion. Surprisingly the share markets in both countries were primarily founded on the discoveries of minerals last century.

The Golden Cross mine is a Joint Venture between Coeur Gold New Zealand Limited, as Manager, and Viking Mining Limited The mine is targeting Zero Lost Time Accidents as a goal. The Golden Cross operation produces gold and silver from both underground and open pit. The mine is based on an epithermal gold-silver deposit. Treatment of ore is on a campaign basis for each ore type (ie underground or open pit). Milling is conventional SAG Mill and Ball Mill grinding circuit followed by carbon in pulp recovery of gold and silver. All tailing materials are treated through the Cyanisorb process to reduce cyanide levels prior to being discharged into the tailings dam.

In the last eight years inclined conveyor haulage systems have established themselves in the mainstream for hard rock underground mine haulage. This leaves the question; what else might be on the horizon for mine haulage and how do we address the process of selecting haulage systems for new mines? This paper considers the identification of viable haulage technologies for underground mines and explores an approach for assessing existing and potential technologies. The example of a large deep mine is considered here. The evaluation of existing haulage systems relies on precedence and the assessment of the system capacity to meet the haulage requirements envisaged for a particular mining project. The assessment of potential technologies for mine haulage relies on the capacity to deliver a viable production-scale system within the timeline envisaged for developing a mining project. The haulage technologies addressed in this paper include: shaft hoisting,conveyor haulage,truck haulage,vertical conveyors, andhydraulic hoisting. This paper does not consider rail haulage out of a mine. This is simply because Australian topography typically has insufficient relief to bring them into consideration. However, rail haulage is a widely used and effective haulage solution in situations where significant topographical relief is present. The assessment of haulage system capability focuses on the following fundamental questions: How reliable are they? What is the degree of technical risk in a business context?What levels of flexibility do they offer?How capital effective are they? What returns are indicated by the balance of capital and operating cost estimates?

The use of operational research in mining is illustrated by simple examples of the techniques of simulation, linear programming, theory of sampling, and experimental design.Statistical simulation of the delays in answering telephones was used to compare the efficiency of alarm systems in collieries, and to determine stock control policy for a bin in mucking, filling, and tramming operations. Linear programming was used to help minimize transportation costs between collieries and washeries. The theory of sampling was applied to separate and balance the components of error introduced at the' various stages in the collection and reduction of routine samples of coal, and to the assessment of errors of estimates of grade in orebodies from drill samples. 'l'he principles of experimentaldesign were used to compare wear of different conveyor beltings and costs of battery and diesel locomotives in underground transport.INTRODUCTIONIn operational research some of the procedural techniques and professional attitudes of mind found among scientists and, in particular, mathematicians and statisticians, are applied to operational problems in industry ranging from policy making in the broadest sense to the humblest sampling procedures. These apply in mining equally with other industries.Anyone who reviews a procedure critically and in a systematic way may legitimately claim to be doing operational research. While specific definitions of the main categories of mineral reserves and mineral resources are becoming well established through the efforts of the Australasian Joint Ore Reserves Committee (JORC) and the Combined Reserves International Reporting Standards Committee (CRIRSCO), there has been perhaps less attention paid to the standardisation of language used in the definition and reporting of Mineral Exploration Results and a clear understanding of the transition to Inferred Mineral Resources. This is an area of significant importance to small and medium sized enterprises in the mineral exploration sector as it represents in many cases the only tangible information by which the reader or potential investor can evaluate the future potential of such enterprises. By its very nature information in the Mineral Exploration Results category is incomplete, and frequently complex, and it is open to a broad range of interpretation by readers of various competency levels and disciplines. Many will have a short-term speculative view rather than a long-term perspective, with others out deliberately to misrepresent the information, and as such it can have an enormous impact on investment decisions if the risks associated with this information being reported are not fully understood. Authors of reports on Mineral Exploration Results, who may be Competent Persons or company directors, have to put themselves in the shoes of the reader of the report, second-guessing if you like what the reader will understand by a report, which in many cases will be of a highly technical nature. This raises reporting dilemmas and questions that require to be understood and addressed. Looking at reports on Mineral Exploration Results from the other side, readers have a degree of responsibility as well, particularly if they engage in an advisory or communications role. The tendency of commentators, journalists, analysts, and bulletin board posters to over-exaggerate the significance of a particular exploration result is all too familiar. Questions arise here as well about whether there should be more regulatory supervision and control exercised over those who use this information, all of whom greatly influence investment decisions, and many of whom have no idea there is a Reporting Code, far less an understanding of it. Examples are given and questions raised to illustrate the dilemmas surrounding the reporting of Mineral Exploration Results. In order to retain credibility with markets it is incumbent on companies to be transparent, not to be selective and to report all material information. On the other hand, information has to be taken and read in its proper context in order to avoid fuelling dramatic and unjustified company share price escalation. Timing of course is another factor that can affect the market price of shares, which may be beyond the control of those making the reports. Emotive and imprecise language, however, when reporting Mineral Exploration Results, coupled by speculation, can trigger damaging short runs on shares and destroy credibility where formerly there was long-term promise. The paper will review how Mineral Exploration Results are dealt with in various jurisdictions, and conclude that there has to be a balance between prescription and the tempering of undue optimism on the one hand, and the entrepreneurial spirit, which the industry needs, on the other.

pNumerical modelling has been used to examine the relationship between the results of two commonly used methods of assessing the propensity of coal to spontaneous combustion, the R70 and Relative Ignition Temperature tests, and the likely behaviour in situ. The criticality of various parameters has been examined and a method of utilising critical self-heating parameters has been developed. This paper gives an overall view of the CSIRO-SGTE computer system for thermodynamic calculations. The basis of the system is the coupling of a large self-consistent numeric data bank of thermodynamic information to a modular set of application programs. These seven programs cover management of data files, calculation of thermodynamic properties for species and reactions, plotting of predomin- ance area diagrams, equilibrium and enthalpy balances for complex processes, analysis of thermodynamic efficiency and the estimation of unknown properties. The data bank contains a wide coverage of species and data types so that the system may be applied to many areas of chemistry and metallurgy.

Sluice-boxes are by far the most widely used concentrating devices by small-scale operators in PNG who work alluvial gold deposits. The sluice-box designs and their operating conditions used are known to vary widely. The selection of sluice-box configuration and the operating parameters such as the water flow rate is purely based on past experience. Some use small flowrates to increase the fine gold recovery at the expense of efficient separations and capacity while others use high flow rates resulting in increased fine gold losses but with high throughput rates. Recent work has revealed that the combination of riffle height, their spacing and wash water flow rate are the most important parameters that determine the success or failure of such operations. This combination has been shown to depend on the in situ gold and gangue size distributions of the deposit being processed. This paper describes a design procedure which uses a non-linear optimisation method to determine the optimal combination of the above parameters to maximise the metallurgical efficiency of such operations.
