Mineral resources are national assets which must be capitalised for national development. Those assets should be transferred into real economic capital and then into social capital to achieve national/regional prosperity. Successful development in the mining industry will depend on the correctness in determining the role of mining industries for regional development. Using the context of sustainable development, this paper will analyse the concept and process of mining industry development as an accelerator to achieve regional sustainable development, using the mining operations of PT Newmont Nusa Tenggara (PT NNT) in Batuhijau, Sumbawa Barat Regency as a case study. In the premining activity phase, Sumbawa Barat was dependent on the agricultural sector. Agriculture contributed around 40 per cent of the regional gross domestic product (GDP). Meanwhile, in the activity phase, mining became the sector with the biggest contribution to regional economy. From its operation in Batuhijau, PT NNT contributed around 70 per cent of the regional GDP per year since 2001. In year 2000, the GDP had increased 170 per cent from its figure in 1999. However, due to its depleting reserve, PT NNT will finish its activity in Batuhijau by year 2015. Consequently, the Government of Sumbawa Barat Regency must develop other sectors in the post-mining phase to sustain economic development. Based on location quotient (LQ) and input-output analyses, Sumbawa Barat should develop its priority sectors, ie agriculture, trading and hotel, services and construction to achieve sustainability after mining life. Development of these non-mineral sectors is expected to sustain economic growth in the region.

The Sherritt Zinc Pressure Leaching Process is based upon the direct pressure leaching of zinc sulphide or lead-zinc bulk sulphide concentrates to produce zinc sulphate in solution and elemental sulphur in the leach residues. The zinc sulphate solution is compatible with conventional purification and electrowinning technology. The pressure leach residues can be treated for the recovery of elemental sulphur, lead and silver. With the conversion of sulphur to the elemental form, zinc pressure leaching allows zinc winning to be independent of sulphuric acid production. Direct pressure leaching of zinc sulphide concentrates was started commercially in October 1980. Continuing research and development studies have defined various pressure leaching configurations for integration with existing roast-leach operations, for grass roots plants, or for plants which are to have the roast-leach section completely replaced. These studies have included the treatment of zinc concentrates from various Australian producers and the development of process flowsheets for potential applications in Australia.

In July 1986, Cable Sands (W.A.) Pty Ltd commenced mining for mineral sands at Minninup, approximately 16 km south of Bunbury, Western Australia.The area being mined is from the heel of the foredune to the rear of the hind-dune. The vegetation is mostly native vegetation with some old degraded pasture.The mining operation will be by suction cutter dredge, with continuous dredging, mineral separation and re-depositing of the sand.

The limitations of the conventional practices, and their effects, in prospecting for and in the evaluation of alluvial gold deposits are briefly reviewed. Geophysical prospecting methods have demonstrated their complementary role in the delineation of deposits by reducing the number of boreholes which are primarily of a 'probing' type. Larger diameter boreholes, although more expensive on a linear basis, are much cheaper on a volume recovered basis. The need to have sufficient volume as well as number of samples is stressed. Classical statistical methods are not appropriate for such deposits as there is sufficient structure, or spatial correlation, to require the application of geostatistics. Quite reliable semi-variograms, but not in all cases, of the spherical scheme have been obtained. Subsequent kriging has, to date, been confined to unworked deposits: retrospective estimates to compare to production have not therefore been produced. However, the technique shows promise but indicates a considerably greater borehole density (of the conventional diameter) may be necessary to produce confident estimates. Used in conjunction with larger diameter boreholes, a lesser borehole density may be sufficient, through radical reductions of the sampling error.

Hindustan Zinc Limited has successfully installed an In-Stream Analysis and Process Control System in the flotation section of the Balaria Lead-Zinc concentrator at Zawar Mines. The system comprises In-Stream Analysis to continuously monitor lead and zinc levels in feed, concentrates and tailings streams, field instrumentation for reagent distribution and flotation cell level control linked to a central Distributed Control System for supervisory control functions. An intensive training scheme was conducted by the system supplier for concentrator metallurgical and instrumentation engineers. Since commissioning of the system in April 1989, Hindustan Zinc has enjoyed the benefits of improved lead, zinc and silver recoveries, improved concentrate grade control and reduced reagent costs.

The Tennant Creek goldfield is one of the largest gold producing districts in Australia, and major deposits, including Gecko, Juno, Orlando, Peko, Warrego, Nobles Nob, Golden Forty, Argo, TC 8 and White Devil have produced more than four million ounces of gold over the past two decades. Gold-copper-bismuth mineralisation at Tennant Creek occurs in lenticular, ellipsoidal or pipe-like bodies of magnetite-hematite ironstones which are hosted in turbiditic sedimentary rocks of Proterozoic age (Large, 1975; Wedekind, Large and Williams, 1989; Le Messurier, Williams and Blake, 1990; Morrison, Donnellan and Hussey, 1992).

The BIOX« process for the treatment of refractory gold ores and concentrates has been commercially in operation for 18 years. A total of six BIOX« operations have been successfully commissioned since the commercialisation of the process. Four of these BIOX« plants are still in operation today. There has been a renewed interest in the process the past few years with two BIOX« plants, the Suzdal plant in Kazakhstan and the Fosterville plant in Australia, scheduled for commissioning during 2004. Four new projects are also in various stages of development and are currently scheduled to be commissioned during 2005 and 2006. Research into the process are currently focussed on the two highest operating cost items for the commercial operations, namely power for agitation and air dispersion and cyanide consumption during leaching. Laboratory aeration and agitation testwork using the A340 up-pumping agitation system has shown that similar mass transfer rates can be achieved at slightly higher agitator power. The up-pumping system, however, eliminates the need for a separate blower and sparger system as air is introduced into the slurry from the slurry surface. The use of the thermophile bacteria as the final oxidation step during biooxidation has shown great promise. Reductions in cyanide consumption of up to 50 per cent were achieved when using the combination mesophile and thermophile process compared to standard BIOX« product solids. The combined process takes advantage of the milder oxidising conditions of the well known BIOX« process for the bulk of the oxidation and then uses the high temperature thermophile bacteria to complete the oxidation. The ASTERÖ process for the biological degradation of cyanide and thiocyanate containing effluent solutions has been proven to be efficient and stable. The process uses an activated sludge system with a residence time of approximately six hours in the sludge reactor. Heavy metals and metal cyanide species have also been shown to be removed successfully from solution.

Legislative change has reformed the licensing process in Victoria. The Mineral Resources Development Act 1990 and the two stage system of licensing with the authority to commence work is discussed. A key part is the requirements of planning consent, being either an Environmental Effects Statement or the issue of a Planning Permit prior to the issue of an authority to commence work for mineral extraction. Examples of recent experience is discussed.

The project is undertaken by Elgas Pty Ltd, a 50 per cent joint venture between AGL and BOC, to store 65 000 t of LPG in underground storage at Port Botany, NSW. The contractor, Concrete Constructions Pty Ltd, elected to use drilling and blasting techniques. The project specification called for the following works to be excavated: Access Shaft:122 m (out of 140 m total depth), 6.0 m diameter (selected by the contractor),Operation Shaft:125 m (out of 150 m total depth), 4.0 m diameter,Water Curtain Gallery:500 m (Later extended by additional 270 m), 4.0 m wide and 3.5 m high,Storage Caverns:910 m, 14.0 m wide, 11.0 m high,Top Heading:14.0 m wide, 5.5 m high,Bench:14.0 m wide, 5.5 m high,Connection Galleries:250 m, 5.5 m wide, 5.5 m high.A total of 156 000 cubm of rock to be excavated.

The push for increasing coal production rates continues to place increasing demands on mine management to safely and effectively control seam gas. Gas drainage strategies applied vary in both effectiveness and form. Methods employed are a function of assessed risk, gas reservoir characteristics, surface and underground access, budgetary constraints and gas utilisation potential. With the aim of establishing and optimising the effectiveness and efficiency of gas drainage systems, Australian coal miners in cooperation with gas management specialists are embracing the use of gas reservoir simulators and gas emission models. This paper discusses the evolution of gas drainage practices in Australian underground coal mines and the role of gas reservoir assessment methods in optimising gas drainage systems and gas production forecasts.

Entropy is an important concept both in natural and social sciences.Considering the preparatory process of the earthquakes as an open system, in view of basic ideas of the Theory of the Dissipative Structure, the seis-mological Entropy is introduced as an order parame-ter, describing the scale of order associated with the earthquake distribution in time, space and mag-nitude. The features of evolution of seismic acti-vities before and after the large earthquakes have been studied by using the seismological entropy.The preliminary results show that the seismological entropy in certain region decreases as the large earthquake is approaching, it means that the distri-bution of earthquakes has turned gradually in order from disorder.It is expectation that the application of the Principle of Entropy in seismological research will deepen the understanding of the physical process of earthquake preparation. Meanwhile, it will also offer some enlightements in studying mitigation of seismic hazard as well as earthquake prediction.

A resource estimate uses data obtained by sampling an orebody. An example is described in which a random drilling pattern did not provide a representative set of assays, and the estimated resource was significantly less than the mine production. It is believed that a better estimate would have been made if the exploration holes had been drilled on a regular grid.

An approach to underground mining of shallow dipping, thick seam coal is proposed in broad outline. The method is based upon overhand slice and fill, with hydraulically emplaced washery refuse as the filling material. Seam gases are the most important atmos- phere contaminants in Australian collieries, their importance increasing with depth; C02 as well as CH4 may be important in intruded envir- onments. The generally high rank of the coal, with low moisture content, makes for abnormal dust production. The other contaminants are introduced and subject to better control, in- cluding products of spontaneous combustion. Due to market situations the generally lower rank and higher sulphur coals more prone to self heating are mined less. Future mining at greater depths should see greater problems with atmosphere contaminants.

The impulsive loading tests under confining pressure were performed to investigate the dynamic fracture properties of rocks in a triaxial stress state. The apparatus in this study consists of the Split Hopkinson pressure bar, a pressure vessel and hydraulic actuator. Magnetite-quartzite and limestone were selected for the test. The stress-strain curves and fracture strength under confining pressure obtaind in the tests were compared with those of the conventional triaxial tests. Exploration requires substantial capital, and is an extremely risky business (only 1 in 100 prospects ever becomes a mine). The average lead time, that is the time between discovery and production, varies from around two years for a gold mine, to 15 years for a lead/zinc mine. Since it takes years to find, prove and develop most ore bodies, exploration must be carried out years ahead of the depletion of existing deposits. Investors in exploration are exposed to risk for long periods before knowing whether they will receive a return on the funds invested. The risk, high-cost, uncertainty and long lead times involved in exploration make it an aspect of commerce that most managers and investors find difficult to rationalise or understand. Nevertheless, it is a given that the long-term survival of the mining sector depends on discovery of new mineral deposits, however the immediacy of the need to find or acquire new mineral deposits in order to compete and prosper in the industry is less well understood. This paper examines the commercial realities which underlie exploration for new mineral deposits. The first and foremost reason for exploration is to maintain or increase depleting ore reserves which are the asset base of mining, but there are other compelling commercial reasons for exploring, and these are: to maintain return on investment, to achieve growth or create wealth through discoveries which lead tonew mining ventures, to remain competitive in the industry, to diversify, and to control raw material source for mineral processing and/ormarketing ventures. Exploration is necessary for survival of the industry, and also for survival of organisations competing in the industry. The organisations which discover the best orebodies are in the best position to compete, and mining organisations which fail to find or acquire new mineral deposits rapidly become uncompetitive and unable to maintain return on shareholdersÆ investment.

The Hauraki Volcanic Region of the North Island developed between 18 and 1.9 Ma. Initial andesitic volcanism from 18 to 12 Ma was followed by 12 to 1.9 Ma volcanic activity that included rhyolitic, dacitic, andesitic, and basaltic compositions, with a gradual migration of activity to the SSE. Early andesitic volcanism evolved over the course of 8 m.y. to more silicic compositions; this trend was reset and repeated by post-10 Ma andesitic volcanism. Early and later andesites are otherwise remarkably similar in trace element composition. Rhyolites have the most diverse compositions, suggesting a major role for crustal input in their formation.
