A new two-metre column self-heating test procedure has been developed at the University of Queensland, which clearly shows the hot spot development phases that take place in bulk coal self-heating. The column results provide a more reliable indication of the self-heating propensity of coal than small-scale index tests. At the same time, off-gas evolution patterns associated with hot spot development are obtained, including the recognition of hydrogen evolution from oxidation at temperatures less than 80¦C. Subtle differences in off-gas evolution from self-heating between gassy and gas-drained coal are also apparent. This new approach to coal self-heating assessment offers an opportunity to further the understanding of the complexities of spontaneous combustion and will enable more accurate risk assessment for the coal industry.

The sucessful use of sewage sludge in land rehabilitation has been established and there is an abundance of overseas information on sludge reuse. Unfortunately Australia is behind Europe and North America in establishing sludge reuse policies and regulations. In Victoria the EPA has no publicised regulations and no communicated policy for sludge reuse. In the absence of sound regulations the onus is firmly on the operators of sewage treatment works to ensure land application of sludge is safe for the environment.

The effect of temperature, time and SO2 concentration in the atmosphate have been studied for a complex Pb-Zn concentrate, which contained four sulphides and some organic material, in order to determine optimum roasting conditions. Under static roasting conditions virtually complete sulphation was achieved after roasting at 650¦C.2 hours in 10% SO2 in air. Both zinc ferrite and zinc silicate were observed to form early in the roasting, but continued exposure to SO2 -containing gases caused decomposition of these as the roasting time increased. Water and acid solubilities of iron, silica, calcium, magnesium and aluminium in the calcine were determined, as a function of roasting time, temperature and atmosphere composition.

The Australian gold industry has made large steps forward in the last few years. This progress has been driven by improvements in mining and processing technology, the high price of gold and by a favourable legislative, political and taxation environment. This paper concentrates on improvements in gold project development, process engineering and technology as seen by BHP Engineering, Perth, Australia.The paper describes technical aspects of successful gold project development including metallurgical testwork, feasibility studies, choice of process flowsheet (gravity, heap leach, carbon in pulp (CIP), carbon in leach (CIL) or other routes). It sets out our views on plant design, plant construction, procurement and project management.A case study for a small plant recently completed in the Philippines is presented as a solution to the problems often encountered in treating quartz vein gold deposits.

It is commonly accepted that govern ments have a role in the financing of mineral development. The reasons for government involve- ment are examined in general and in the light of the current situation in Aust- ralia, particularly having regard to the ownership of resources. A brief introduction is given to the new Australian Government bodies, the Petroleum and Minerals Authority and the Australian Industry Development Cor- poration, designed to fill a new role in mineral development, and to the basic changes brought about by the Australian Government's decision to become involved in the future development of the country's mineral resources. It is generally accepted that governments do have a role in financing mineral development. This acceptance does not seem to be confined to Aust- ralia alone but is more a worldwide phenomenon. Mineral development has traditionally been regarded as the pre- serve of private enterprise and there- fore is presumed-to be profitable, and so it is instructive to ask why there is this special role for governments.

At BHP Billiton Iron Ore Newman Joint Venture (NJV) ore is railed from four separate mine operations in the Newman area to Port Hedland, where the ore is screened, crushed and blended to produce lump and fines NJV products. Each mineÆs grade varies separately, so it is important that a centralised system is in place to control the overall blend and ensure that the products meet customer expectations. It is important that grade- related decisions are built into the normal production process and have minimal impact on production rates. A continuous stockpile management system (CSMS) covering the whole NJV production process is used to generate the daily crushing schedule, taking into account all currently available ore sources. Innovative additions to the CSMS provide more accurate information to support decision making by the mine schedulers; for example, blasthole estimates are continually adjusted for bias compared to crusher and port rake grades; lump-fines (L-F) grade split and beneficiation plant upgrade algorithms are updated on a continuous basis, and the dilution effect, which impacts on reported port rake grades, is removed.

Anglo Platinum recognised with its expanded operations the need to change its evaluation strategy due to increased sample volumes and the pressure it created at laboratories. The sender/receiver analytical scenarios had to change in order to curb costs and to prevent substantial investments in new sampling and analytical facilities. Given the high cost associated with correct sampling systems and sampling protocols and the shortage of technical resources a strategy of single point sampling and analysis was introduced. The analysis was then done at an ISO17025 accredited laboratory with ten per cent checks, subjected to careful statistical scrutiny. Logistical problems increased with respect to weighbridge congestion, maintaining sampling quality, throughput of samples in the sample preparation areas, manual quality control systems in place, audit trails and analytical capacity throughout all operations. This required the expedited improvement of existing sampling practices and the development of new sampling methods and equipment. Anglo Platinum is classifying and standardising sampling equipment, sample preparation and analytical procedures for all process streams with the view to minimise overall uncertainties. Major investments were made into a customised LIMS and automated equipment for data management, reduction of manual transcription errors and streamlining of sample processing. Anglo Platinum is committed in rolling out the enhancements to all sites as priority dictates.

Qualitative measurement of respirable dust in metal mines is limited and an example of this is demonstrated at Northparkes Mine, where operational experience was sought for measuring dust standards and identifying exposure limits. However, relying on operational experience has limited value due to variation in observations from person to person and is based on visible dust (which is larger in size than respirable dust). However, with sophisticated dust measuring equipment, like the real-time aerosol monitor, dust concentrations can be accurately measured and recorded concisely. Research conducted as part of a collaborative agreement on behalf of Northparkes to launch an occupational dust monitoring program was implemented on the mine site. To form the basis of this research, it was hypothesised that no proper dust measuring testing at the mine site had been adequately identified. In addition, existing occupational hygiene monitoring programs did not adequately quantify employee exposures to these hazards. This project will outline the results of an occupational dust monitoring program, hence greatly improving the capacity to quantify the health risks posed to employees.

This paper presents a case study to reduce the operational cost on the secondary ball mill circuit in the Lead/Zinc Concentrator at Mount Isa Mines. The circuit includes two five-metre diameter ball mills each closed with a cluster of ten 15-inch cyclones. The operating cost for both ball mills is about six million Australian dollars per annum.The concentrator achieves 75 per cent of the plant design capacity with one ball mill operating, but will have to use two ball mills when 100 per cent plant capacity is required. The optimisation study on the circuit identified a new flowsheet that enabled the concentrator to reach 100 per cent of the capacity by using one of the two secondary ball mills. The success of the project utilised the existing equipment rationally and saved the operational cost for one ball mill at full concentrator capacity. A further simplified secondary circuit is proposed using the IsaMill for the secondary grinding duty. Performance of the IsaMill circuit and the potential cost savings are predicted.

This paper is intended to help design engineers, operating staff and plant managers understand the principles of metallurgical gas handling systems design. It also explains operating, safety and energy savings issues that the designer should take into consideration in the design of process off-gas systems for sulfide smelters. Primary smelting reactors, converters, and other off-gas sources impose challenging duty requirements on the various components of the gas handling systems. This paper reviews the design of common system components including the hood for gas capture at the system inlet, gas conditioning, gas cleaning, ductwork, dampers, hot gas fans, and the appropriate use of instrumentation and controls. The engineer must also be aware of how ductwork system effects and heat losses influence system performance. Also, the analysis of a recently-designed gas handling system will be reviewed, which includes high-strength SO2 gas from a smelting reactor, asymmetrically located Peirce-Smith converters, and a gas mixing chamber to mix the gases before they are sent to two acid plants of different sizes.

The equipment and general smelter layout for the Mount Isa Copper Smelter were designed by engineers associated with the American Smelting and Refining Company and by Mount Isa staff engineers. The final notice of site was dictated by the need for 'building the smelter near the existing Mount Isa power house to enable full use to be made of the steam from the waste heat boilers. Although much excavation work was necessary before concrete foundations could be poured, the location lends itself to further expansion should it become necessary. The plant is designed and constructed to involve straight line smelting operations which include the following major steps in the overall scheme.1. Charge make-up.2. Roasthig.3. Reverberatory smelting.4. Converting.5. Refining.6. Casting.CHARGE MAKE-UPA system of proportioning bins is provided for preparing the feed mixture for the roasters, Sulphide concentrate containing 24% copper wiil be delivered by belt conveyor from the filter plant to the smelter storage patio. This is a large roofed concrete floor that provides a maximum storage capacity of 8,000 tons of concentrate. Eight proportioning bins located below but adjacent to the south end of the patio will be used for actual charge make-up from which concentrate, ore and flux will be proportioned to the feed belt and conveyed to the roaster feed hoppers. The writers of these notes, having conducted some tests on the steam consumption of air compressors under varying conditions, believe that the detailed results of such tests will be of interest to the members of the Institute, and may lead to the contribution of further and more valuable information, of benefit both to manufacturers and users of this class of machinery-to the manufacturer in that he frequently has the opportunity of giving a very thorough test to the machine in the shop, and-tothe user or purchaser by making clear to him what may be reasonably demanded of a high-class machine. It must be remembered that, though of the highest importance, a low steam consumption is but one of the many features of a high-classmachine; for the present, however, it has been considered advisable to confine the paper chiefly to the first-mentioned aspect, with such information concerning the air ends as is obtained along with the steam consumption tests. Unfortunately, too few of these tests are conducted, and but few results are published, therefore the writers feel that no apology is needed in bringing their results before the members.Some nine months ago the Brilliant Extended G. In the past many coal mining projects commenced without any consideration being given to eventual site rehabilitation. Now that site rehabilitation is assuming greater importance with changing community expectations, and standards are becoming less negotiable, it cannot be ignored in either the development of mine working plans or economic models. The "unspecified" rehabilitation measures associated with many existing projects will be the subject of debate for some time to come yet. It would be wise to plan for the future. Once an agreeed standard of rehabilitation is accepted, good management involves considering practices which will facilitate eventual rehabilitation at least cost. Without planning for rehabilitation, many mines have adopted practices which are likely to result in very expensive rehabilitation measures and impact significantly on the overall profitability of the ventures. With adequate planning, procedures can be developed which achieve the same short term goals without significantly effecting cash flow but with very significant impacts on the final rehabilitation cost. This paper looks at the disposal of tailings and overburden in the coal mining process. The industry has in the past had an obvious preference for the "perceived" cheaper procedures for waste management such as wet disposal of tailings and high dumping of overburden. There are alternatives. The paper discusses the principles which should be incorporated into tailings and overburden disposal systems and identifies viable alternatives.

During recent years the iron ore industry has experienced a continuous consolidation trend following increased merger and acquisition activities. Analysing and evaluating these mergers is important in order to establish potential effects. The purpose of this paper is to analyse the price effects caused by the merger between Rio Tinto and North Ltd in 2000. The merger was cleared by the European Commission, as well as the Australian Competition and Consumer Commission, shortly after its announcement. The analysis will be conducted using a simulation model based on a proportionality calibrated almost ideal demand system, which uses the premerger situation in order to estimate the post-merger outcome. The relevant market is defined using shipments data. This is followed by the simulation model applied to the defined relevant market. The results show that the concentration on the market, given by the HHI, increases approximately 15 per cent, and that the market share of the new companyÆs reaches almost 20 per cent. Compared to the CommissionÆs assessment the results indicate a more concentrated market and thus a higher concern for possible competitive effects. Furthermore, the results suggest that the predicted average market price increase from the merger is 1.6 per cent. However, the merged firm is able to increase their average price by 5.1 per cent.

Natural leaching of minerals has been recorded for some two millenia but surprisingly only in recent years has enough been known of the process for any serious design to be made. Copper has been recovered from natural mine waters since about the 17th century but again little progress was made in de- sign procedures until recently. Natural or dump leaching was started as a recovery process late in the 19th century and in the years up to the classic study of Taylor and Whelan in 1943 a series of impirical optimis- ations made it a valuable process for treating low grade or waste material. The biological nature of Sulphide leaching was proven by Colmer and Hinkle in 1947 and since then a large mass of data has accumulated on the microbiology, biochemistry, and response of ores to this form of attack. In spite of this knowledge and the vast amount of pract- ical experience available there are few recorded attempts to present methods of calculation or design procedures that can be used for setting up a leaching process. A framework is given here on which such procedures can be based and indications given of the inherent advantages and limitations of the process,

British Coal has always been a big mining company and its management has been beset with many of the problems one would associate with such an undertaking. These include its accountability to Government, its market vulnerability to competing fuels and to imported coal and its relationship with its workforce but also with its own history and size. As a fragmented private industry up to and including the Second World War, it was starved of capital and its management developed an historic relationship with its workforce which was often counter productive to success. Once nationalised, it contributed greatly to post-war industrial regeneration, investment was forthcoming to reconstruct existing mines, sink new ones and to mechanise production operations. British manufacturing companies contributed to this mechanisation drive, the very success of which drove up production and productivity and against a declining market, contributed to the reduction in size of the industry. Production machinery design evolved in the 1960s with close collaboration between manufacturers and users such that an inevitable proliferation of machinery types and specifications developed to meet local needs. Longwall mining internationally outside Western Europe only became significant in the 1970s. It became apparent that international operators demanded higher levels of plant performance from British manufacturers than British Coal did. This was the birth of the "heavy duty" plant concept. As international performances outstripped our own then British Coal moved in to invest in itself, in this heavy duty. This re-investment commenced in the mid 1970s but only gained real momentum in the 1980s when it became a virtual re-equipping exercise for the whole industry.

Statistical frequency distributions may be used to characterize the overall variation of grade in orebodies. Special types of distribution (e.g. lognormal, log-type A) are necessary to describe skewness inthe case of rare metals. Also needed (but for the most part hitherto neglected) is the serial correlation function which describes the tendency for grades near together in an orebody to be closer together than grades at points relatively far apart.The sampling problem for orebodies is interpreted in statistical terms. Different methods are reviewed, and the effect of serial correlation discussed.A discussion is given, based on experiments and observations made by the author, of biases arising in the minei:l material by such methods as chip sampling and grab sampling due to such causes as nonrepresentative selection by the sampler.INTRODUCTIONMiners have always recognized the large element of chance in their operations. Chance is the raw material of statistical theory and, provided there is some recognizable pattern or underlying regularity in a set of data arising from the operation of chance events, statisticians are able to formulate mathematical models to study them. Mining engineers, geologists, and statisticians have gone a long way between them towards finding general statistical rules which describe the distribution of minerals and metals in orebodies, and even the distribution of orebodies over the earth's surface.These rules do not have the force of physical laws, though they obviously derive from them and have been used to throw light on them. During the past eight years a vigorous drilling campaign resulted in large increases in the reserves of both copper and silver-lead-zinc ores.As a result the Company initiated an increased production programme.Some major capital works have been completed, others are in progress and more are needed to achieve the proposed daily throughput of 14,400 tons. The increased ore potential justified a copper refinery which has been constructed at Townsville. The increased production rate achieved to date, combined with improved techniques and greater mechanization, is assisting the Company to combat the general inflationary trends caused by increased costs for labour and materials.INTRODUCTION"Today we are armed with better weapons in our fight for lowered costs and greater efficiency, but we must not flag in our efforts to improve." Such was the resolution expressed by Mr. K. B. Gross, then General Manager of the Company, in his review lecture delivered to the First Ordinary Meeting of The Australasian Institute of Mining and Metallurgy at Mount Isa on 18th August, 1952. This present review of the period 1952 to 1960 records our efforts to fulfil this resolution. At the th:ne of Mr. Gross's statement,copper production was commencing in earnest. Although the importance of Mount Isa's copper orebodies was well recognized, the major discoveries which led to Mount Isa's emergence as Australia's premier copper mining and smelting operation were not known. Industry has a very special request to make. Environmental issues must not be allowed to become a factor of competition so that nations or individual industries can gain economic advantages for themselves by encroaching unduly upon the environment. An international harmonisation of the demands imposed on specific industries and industrial plants where discharges are concerned is therefore essential. The same applies to any to any action contemplated against noxious products. An important step towards that goal is no doubt represented by the United Nations Conference on the Environment scheduled for 1972. Conclusions: Australia must recognise its responsibilities in an inter- national movement to control pollution. It must react on a national scale to a problem which is threatening our whole national environment. To gather, collate and coordinate the information needed to ensure policies which strike a balance between conservation and development, we must look towards the Commonwealth to coordinate the activities of its own instrumentalities and those State and independent bodies working in the area. Financial aid must be provided to stimulate research and later to ensure that environmental protection policies are observed. These policies will be founded on social economic theories which will be both practical and sound, The United Nations conference on the Environment is scheduled for 1972 and in this is the opportunity for international cooperation. Cooperation in the field of controlling legislation and the collection of much needed data. There is an imperative need to assemble facts for world use - an international know-how bank which acquires the most sophisticated technology of process design and waste purification. Arising out of this Conference, is it too much to expect that there could be established an international authority for environmental control, whose activities are governed on a multi-national basis? Such an organisation would have as its primary concern the collection and classification of official regulations, as well as the sheer collation of data to permit economic evaluation of the costs of conservation of the environment. There is an international scope with different factors involved, including industrial technology: in other words, the concrete measures taken against industrial pollutants ought to be more or less identical for similar industries irrespectives of the countries in which they operate. The assembling of an international common foundation of knowledge is imperative so as to acquire the most sophisticated technology of process design and waste purification available for all who are interested.
