Efforts to stabilize international markets in commodities have gradually intensified during the course of this century in keeping with the grow- ing complexity and interdependence of the world economy and the increasing involvement of government in economic activity. Successive Australian Governments have con- sistently supported the concept of commodity agreements and arrangements in an effort to lessen short term fluctuations in price and to moderate the boom/bust conditions which tend to charac- terize production and trade in many commodities. The objective is to stabilize price at a level which equates supply and demand over the life of the arrangement. Such action involves a degree of market inter- vention and government involvement in the inter- national trade in the commodity concerned; the acceptability and desire to foster such arrange- ments varies from country to country depending upon attitudes to market intervention and man- agement. However attitudes, even among those opposing commodity agreements, have under- gone a major reversal in this century. Before the first world war, such intervention as existed almost entirely involved the physical producers. There was almost no government involvement and at that level most regarded commodity agree- ments as neither desirable nor practical. However government regulation of such activities as pro- duction and marketing of food during World War I, coupled with post-war shortages, followed by overproduction and the crash in prices during the Great Depression, stimulated producer gov- ernment interest in commodity market regulation. Consumer governments took a little longer and with a few exceptions, it was not until the post World War II period, that the fear of shortages of basic commodities brought some consumer countries to accept the concept.

During underground mining operations, rock masses are highly subjected to dynamic disturbance caused by blasting, mechanical drilling and earthquakes resulting in strain burst, slabbing and spalling. The dynamic fracture is a significant manifestation of rock failure in deep underground engineering, and it is of great importance to assess the dynamic fracture behaviour of the rock mass under elevated temperature conditions. The correlation between temperature – and loading rate-dependent dynamic fracture mechanism of strain burst is yet to be established. A good understanding of the dynamic fracture behaviour of brittle rock subjected to high-temperature under dynamic loading is required for the prediction of the damage extent during strain burst, and proper design as well as control of the underground rock structures. In this study, dynamic mode I fracture toughness tests are carried out on cracked chevron notched semicircular (CCNSCB) granite specimens to reveal the dynamic fracture characteristics of the brittle rock. For this purpose, a Split Hopkinson Pressure Bar (SHPB) apparatus is utilised to conduct the dynamic tests with various striker velocities on thermally degraded granite. The dynamic mechanical behaviour of granite after high-temperature treatment is examined and discussed. The dynamic fracture toughness is determined and compared for the specimens exposed to different temperatures at various dynamic impacts. The fracturing processes are recorded by a high-speed camera (HSC), and the crack propagation speeds are estimated by HSC image analysis. In addition, the dynamic fracture process and the coupled effects of temperature and loading rate on the dynamic fracture modes are identified by HSC image analysis. Energy partition characteristics in dynamic fracture of granite are quantitatively investigated.

This paper aims to provide some' new and original thoughts on tungsten carbide drill-bits and describe practices and performances, some of which are unique and most of which have not previously been described. Many theoretical and descriptive papers and articles on carbide bits have appeared during the last few years, and in the big majority conclusions such as these were made. These results are marked by premature failure of the bits, or The full or economic life of the bit is seldom reached due to the premature failure of the insert. Unfortunately those conclusions are seldom accompanied by the reasons for premature failure. In the few cases where reasons for failure have been advanced, very little, originality has been shown. The reasons usually given are that the failures are due to bad operators, bad workmanship, faulty steel or unsuitable machines, but it has been shown at Mount Isa that the chief reason for poor performnce is bad design.The first question asked will be, "What is wrong with the design of most bits?" and the answer'is, "The size of' the inserts". There may be many other small faults iiI different types of bit but Mount Isa experience indicates that the size of the insert is the most important factor influencing pit life. Under normal conditions it has been found, that there is a minimum size of insert that will give satisfactory performance, and this minimum is 5/16 in width and ? in. depth at the shoulder. A big majority of the bits at presentavailable in Australia do not satisfy these requirements.

Mining is essential for facilitating human development particularly as demand for critical minerals grows. However, over the mine life cycle, the environment is permanently changed. Once mining ceases, mine-affected land can leave significant legacy issues on the surrounding environment if not managed. Therefore, mine closure planning is critical. Mine closure occurs over large scales often with the aim of recreating resilient ecosystems over mined landscapes with mitigated negative impacts. The natural state of the landscape and the environmental risks over planning time-scales are largely driven by climate. Climate change is expected to impact different parts of the post-mining landscape, from stable landform design (soil erosion mitigation) to revegetation efforts and pit lake management. Consequently, mine closure plans may need to account for a non-stationary and uncertain future climate, that may be both different to the current climate and evolve during the mine life and post-closure. Here a new data-based approach is presented for incorporating climate change projections in mine closure planning, based on the recently released Coupled Model Intercomparison Project phase 6 (CMIP6) climate data used in the latest Intergovernmental Panel on Climate Change (IPCC) assessment report. The approach: (i) characterises closure-related attributes of the future climate, and (ii) identifies the amount (and direction) of change expected to occur, and its uncertainty, focusing on five metrics for demonstrative purposes and initially describing changes in erosive potential below. This provides information on the type of future environment (ie the changing baseline) that mine closure should plan towards, and identifies rehabilitation options that may be susceptible to increased risks from climate change.

Australia's mineral resources boom in the two decades up to 1980 saw the establishment of about 25 new mining towns across the continent Quality housing and a high standard of community services were incorporated to attract a labour force for the major mine or mines i eing serviced. Town construction costs were high and were principally born by the private enterprise mine developer. There has been a change in the pattern in recent years and over 20 new mine developers have adopted a fly-in fly-out arrangement rather than construct new towns. Employees are drawn from a home base which is typically a large city, coastal community or established mining town and flown to the mine site for intensive work periods of about two weeks. The change has occurred for many reasons. Mining companies have been unwilling to support the high construction costs of towns, short life and smallermining operations do not justify a town, fast jet aircraft are available and there is a better perceived family lifestyle in established (coastal) communities. On the other hand reduced permanent development at new mine sites does not assist Australia's perceived need for decentralization. There have been questions as to the social problems which may develop from the artificial separation of the "breadwinner" from his family. The paper reviews a recent survey of the attitude of Australian mining companies employees, governments and unions to fly-in fly-out arrange- ments. The support for this approach is analysed and conclusions drawn that the concept is likely to be with the Australian mining industry for some time in the future.

As a basis for my address to you tonight I thought it might be opportune if we considered the great history of the mineral industry in Australia, and the contribution it has made to the development of the country. While it is perhaps interesting to review the achievements of the past there is also the opportunity to examine the developments of the future.The names generally given to the three periods of man's life on the earth-the Stone, the Bronze, and the Iron Ageand to which should perhaps now be added the Atomic Age, imply the vast importance of the progressive steps in 'man's discovery of minerals and the means of working them. They tell the story of his advance from the flint knife to the bronze celt, and then to the keen-edged iron weapon, and now to the possibilities of the peaceful application of atomic energy. Not only have the stories of gold, iron, copper and tin told a great deal of the history of the progress of mankind, but they have also traced the commercial and industrial growth of Australia over the last century.Gold in the 1850's was responsible for the most significant period of immigration Australia has ever had-when the population almost tripled in the ten years to 1860. Minerals were also responsible for opening up Australia and determining the pattern of settlement. As mineral finds were made, railways were constructed to these fields, then agricultural development followed.Then, as the industrial era started, minerals provided the raw material for Australia's rapid industrial expansion, and they have all contributed to the extent that they have made...

Throughout the 2016/2017 financial year, the NSW Resources Regulator conducted an assessment of each underground metalliferous operation across the state to assess how each operation managed the principal mining hazard of ground and strata control. The assessment considered all aspects of the mining process, including all aspects of managing geotechnical risk within drawpoints. This assessment is ongoing and, therefore, this paper is limited to the first six mines assessed in the program.In 2015 there were three fatalities in and around underground drawpoints in Australian metalliferous mines. Whilst many of the systems of work around underground development are consistent across the industry, there are large discrepancies around how each underground mining operation manage the risks associated with drawpoints.For drawpoints to be effectively managed, their management needs to be considered at the earliest stages of the mine planning process. By using downholes and adopting remote systems of work – systems that are continuing to improve with technology – the risks drawpoints posed can be greatly reduced.The assessment by the NSW Resources Regulator revealed a number of common failings across the state in the management of the risks that drawpoints pose. The assessment also observed a number of innovative practices that particular operations have adopted in the wake of serious incidents occurring within drawpoints at their operation; however, these practices have not been communicated to other operations.It is hoped the learnings from the assessment can be considered by industry and reduce the risks drawpoints pose in underground metalliferous mines.CITATION:Hill, X, 2017. Welcome to this 13th Congress of The Council of Mining and Metallurgical Institutions. It is twenty one years since The Australasian Institute of Mining and Metallurgy last hosted this congress and it is a privilege and a pleasure for The AusIMM to have that responsibility once more. The theme of this congress "The Twenty-First Century - Mining for Mankind" stimulates many thoughts. The first thought that it generates in me relates to the reference to the 21st Century. We are still 14 years away from it and already consideration of the beginning of the next millenium is becoming something of a cliche. If we feel like that about it now, how will we feel at the 14th Congress of the CMMI in 1990, or the 15th in 1994 or the 16th in 1998? If we do all the crystal ball gazing about the 21st Century this week, those poor devils in the 1990s will in fact have nothing to talk about. Of course that is not the case. This is a very appropriate time for those of us concerned with mining and metallurgy to contemplate the next century. Fourteen years is about the extent of forward planning necessary in the mining business. I sometimes feel that most people do not take seriously the need for long range planning in our industry. Politicians, investment fund managers, and others under severe short-term pressure to perform in our hyperactive world may nod in apparent appreciation of our long term plans but their actions in the interests of expediency often betray-them.

Much has been written about leadership over the years. It is probably one of the most written about but least understood and defined concepts in business. Leadership and management are often confused and blurred, and inspirational words such as mentor, coach, motivator and the like, are often interspersed when describing a leader. There are a few things we do know about leadership:The only thing common to all leaders is that they are different.Leadership is not the sole domain of business; it applies to every aspect of human endeavour. We are all required to lead at times, and we all have it in our ability to lead. There is no set of predetermined competencies, which a leader must possess to be effective. Hence there is no course in the world that can teach you to become a leader. There is no such thing as the perfect leader. Leadership is a verb, not a title; you actually have to do it to be judged a leader. All leaders no matter how you define the term, must leave a legacy. Thus in the busy world we all live in, what are the lessons in leadership that we can all learn from, that will assist us all in our pursuit of leadership. The purpose of today is to put forward a framework for leadership that I have been researching and working on for many years. It is not the definitive framework, merely a framework. Out of today you will take your own collective thoughts, learnings, observations, experiences, education and training, and collective wisdom, and apply it to yourself.

The New Zealand (NZ) Transport Agency’s Waterview Connection will complete Auckland’s Western Ring Route, a 47 km north–south motorway alternative to Stage Highway 1. The project is being delivered by the Well-Connected Alliance comprising the New Zealand Transport Agency (NZTA), Fletcher Construction, McConnell Dowell Constructors, Obayashi Corporation, Parsons Brinckerhoff NZ, Beca Infrastructure and Tonkin & Taylor.The project involves construction of 5 km of new motorway, nearly half of it underground connecting State Highway 20 (SH20) to State Highway 16 (SH16). The underground portion of the project incorporates twin 13.2 m inside diameter (ID) tunnels 2.4 km long, each carrying three traffic lanes, one for north-bound traffic and one for south-bound traffic. The tunnels are being driven by a 14.46 m outside diameter (OD) 2400 t, tunnel boring machine (TBM) shield that was assembled and launched at the southern portal. It will be turned and re-launched at the northern portal for the return drive to the southern portal where it will be disassembled. This paper presents two major temporary works elements contributing to the successful launch of the TBM: the TBM assembly crane platform and the TBM shove frame and associated components.Tunnel boring machine shield assembly – crane platformThe TBM shield was delivered to site in subassemblies ranging in weight from 100 to 380 t. It was initially proposed to use a 750 t crawler crane sitting above the tunnel portal headwall to assemble and disassemble the TBM. However, this did not have sufficient capacity to allow the TBM shield to advance clear of the tunnel before disassembly commences. To reduce the crane’s working radius a temporary steel crane platform was developed that is supported on the side walls of the tunnel approach trench. This has enabled a smaller, less expensive, 600 t crawler crane to be used and will allow the TBM shield to clear the tunnel before disassembly.Tunnel boring machine launch – temporary worksTo launch the TBM a purpose built steel frame was required for the TBM thrust rams to react against. The shove frame had to be able to transfer the thrust loads from the TBM shield to the ground below and thrust wall behind. A range of potential thrust loads and jacking patterns were examined to develop the design load cases for the shove frame. The shove frame was used to launch the TBM at the southern portal and to re-launch it at the northern portal. The great advances made in the application of solvent extraction to the recovery of copper from low grade ore sources over the past 15 to 20 years are well known. Solvent extraction is an essential step in the recovery and purification of copper from dilute sulphate leach solutions by which some one million tonnes of copper are now electrowon annually. A reagent is also available for the selective recovery of copper from chloride leach solutions and this may hold the key to the processing of complex sulphide ore concentrates. By comparison, the use of solvent extraction in the recovery and processing of zinc has as yet found little favour and is confined to only a few specific and comparatively small applications. This is despite the ready availability of a large number of low grade zinc sources and zinc-bearing wastes and residues. It is suggested that this difference is due in large part to the absence of suitable reagents having the particular features required to enable them to fit into a solvent extraction - electrowinning based process for zinc. Ideally, for the recovery of zinc from dilute sulphate solution, an extractant should operate on a proton exchange principle and be strong for zinc in the same way that o-hydroxyaryloxime reagents are strong towards copper. It should load efficiently with zinc at the pH of typical sulphate feed streams without the need for neutralisation and yet be stripped efficiently by spent zinc electrolyte. Another factor of major importance for many applications, however, is that it should be highly selective for zinc over ferric iron. These features have now been realised in a development extractant DS5846, which is a formulation of a novel class of reagent currently under investigation by Zeneca Specialties. The properties of this reagent are described with respect to selectivity, isotherms and how they compare with phosphoric and thiophosphoric acids that have been previously proposed for the extraction of zinc. For the recovery of zinc from concentrated chloride solutions a solvating or neutral donor type of extractant is required which again should ideally have high selectivity for zinc over a number of other metals, particularly iron. The new reagent Acorga ZNX50 is based on a formulation of a novel class of compound developed specifically for this purpose. It gives efficient extraction of zinc from feed solutions that are four to six molar in chloride ion but is readily stripped at 60 - 65¦C using either water, dilute brine, or spent zinc chloride electrolyte. The reagent is highly selective for zinc over iron and a range of other metals including cadmium, arsenic, lead and magnesium.

The disposal of residues from coal preparation and processing will to an increasing extent require investigation and consideration of the environmental problems resulting as a consequence of this. Different authors (Diingelhoff and Plankert, 1983; Hasenpatt, 1985; Szczepanska and Twardowska, 1987) have concentrated primarily on the content and the mobilisation of inorganic contaminants such as chlorides, metals and heavy metals from spoil tips, while no publications have yet been found on the question of a possible emission of organic contaminants (PCB, PAH, HC HC) from processing residues. Here the flotation residues in particular are able to bind larger quantities of organic contaminants by physi-sorptive means because of their large specific surface and, after disposal, to be re-emitt than into the environment. The flotation agents used in coal flotation are mixtures of technical distillation products with a correspondingly fluctuating composition. As Hey, 1986 showed, they may contain, in addition to the main components (n-alkanes, alcohols, surfactants), over 50 individual trace substances. In conjunction with the structural-chemical similarity of the individual components, this complicates the quantitative analysis of individual components considerably. For the analysis of hydrocarbon content of flotation products by means of extraction with organic solvents in accordance with DIN 38408, H18, the difficulty arises, besides the insufficient sensitivity at low concentrations, that geogeonic hydrocarbons are extracted from the coal as. well and the analysis results are thus falsified. These problems were overcome by the application of the 14C radiotracer method where certain components of the flotation agents are marked with radioactive carbon (14C). By measurement of the radioactivity of solid and liquid samples, the concentration of the marked substance can be measured very sensitively and precisely, whereby the accumulative measurement of similar organic substances is ruled out. Thus the reaction path of certain substances in complex reagent mixtures such as flotation agents can be traced excellently and the conceivable environment burden resulting from flotation tailings disposal can be estimated. In this paper, the adsorption behaviour of typical components of coal flotation agents are investigated for different coals and types of gangue material, the reagent content of flotation concentrates and tailings, as well as the mobility of the reagents adsorbed onto solids. The knowledge of adsorption and desorption mechanisms of unpolar hydrocarbons emulsified in water to solids are also of particular interest for the understanding of processes of organic soil contamination and for the further development of washing processes for oil-contaminated soils.

The duration of acid mine drainage flowing out of underground mines is important in the design of watershed restoration and abandoned mine land reclamation projects. People conducting land reclamation projects usually employ remediation strategies once (reshaping land, revegetating soils, and installing water treatment) with the hope that these methods will adequately improve water quality for a long time, with little planning for future changes. An understanding of changing acid water conditions from underground mines over time will help in designing efficient and cost-effective treatment methods. Past studies have reported that acid water flows from underground mines for hundreds of years with little change, while others state that poor drainage quality may last only 20 to 40 years. Several factors are important in making a prediction of drainage quality over time, such as inundation or flooding history, coal seam characteristics (primarily sulfur content), residence time of water in the mine, time since mine closure, mining method and amount of coal remaining, collapse of roof and other disturbances within the mine, and subsequent nearby surface mining. More than 150 above-drainage (those not flooded after abandonment) underground mine discharges were located and sampled during 1968 in northern West Virginia, and we revisited 44 of those sites in 2000 and measured water flow, pH, acidity, alkalinity, Fe, Al, and sulfate. All 44 discharges were from mines in the Pittsburgh and Upper Freeport coal seams, and both seams have been extensively mined in this area during the past 70 years. We sampled during the same months (June to October) as were sampled in 1968, and we found no significant difference in flows between 1968 and 2000. Therefore, we felt that the water quality data could be compared and that the data represented real changes in pollutant concentrations. There were significant water quality differences between year and coal seam, but no differences between disturbed and undisturbed mines. Average acidity declined 79 per cent between 1968 and 2000 in Pittsburgh mines (from 3342 to 702 mg/L), and 56 per cent in Upper Freeport mines (from 1189 to 519 mg/L). Iron decreased an average of about 80 per cent across all sites (from an average of 345 to 69 mg/L), while sulfate decreased between 50 to 75 per cent. Pittsburgh seam discharge water was much worse in 1968 than Upper Freeport seam water. Twenty of our 44 sites had water quality information during 1980, which served as a midpoint to assess the slope of the decline in acidity and metal concentrations. Almost all parameters showed an exponential rate of decline in acidity, iron, and sulfate.

SPOT imagery acquired in May 1986 of the areas that include the Dugald River lead-zinc lode, northwest Queensland, Australia and the Ngwenalekau copper deposit, Botswana has been evaluated and compared with LANDSAT MSS imagery of the same areas. The data have been processed using band combinations, band ratioing, principal components analysis and classificatory techniques and the outputs compared with those of geobotanical, geochemical and biogeochemical data as well as geological information. For both study areas the image processing techniques cited have successfully distinguished discrete vegetation associations related to discrete surficial and bedrock geological units; and, notwithstanding the sharp contrasts between the nature of the geobotanical anomalies that in both areas occur over mineralised bedrock in Proterozoic sedimentary sequences, they have successfully identified the areas of anomalous vegetation over the mineral deposits. Greater vegetational and geological detail is revealed than on outputs generated from LANDSAT MSS data [see Cole, 1977, 1982(a) and (b)]. The additional information yielded by SPOT imagery compared with LANDSAT MSS imagery results from its greater spatial resolution - 20 metres as against 79 metres - and from ti fact that the three SPOT MSS spectral bands - 0.50 0.59um, 0.615-0.68um and 0.79-0.89um - respectivelc cover those sections of the electro-magnetic spectrum in which leaf pigments, notably chlorophyll, absorption for photosynthesis and leaf cell structure strongly influence reflectance. This accords opportunities for the detection of reflectance aberrations caused by stress due to drought and/or metal toxicity as well as for the identification of anomalous vegetation communities of moderate sizr These cannot be accurately discriminated on LANDSA I MSS imagery on which only very large geobotanical anomalies like that over the Lady Annie phosphate deposit in northwest Queensland [Cole, 1977, 1984; Cole and Owen-Jones, 19771 can be detected.

The middle-Devonian Dulladerry Volcanics is a complex of A-type, predominantly rhyolitic ignimbrites, lavas and breccias. They form a NNW trending belt some 90 km long and 10-20 km wide, east of Parkes, NSW. The volcanics are dominated by widespread ignimbrite units with minor basalts, sediments and rarer andesites. The volcanics were deposited in a sub-aerial, possibly continental rift setting and are similar in chemistry and age to the Eden - Comerong - Yalwal Volcanic Zone (EVZ) on the NSW south coast. The volcanics exhibit an unusual Atype chemistry (high Zr, Y, Nb, REE, Ga). This distinctive composition illustrates that the volcanics are not comagmatic with the adjacent Yeoval Granite Complex or Eugowra Granite, which show typical I-type fractionation trends. Epithermal gold veins occur in basalt and andesite in the Dulladerry Volcanics at Mt Aubrey (Hopf, 1992), near Baldry. Alteration also occurs in the Glen Isla and Red Hill areas, with epithermal sinter recognised at Glen Isla. Copper and minor gold mineralisation occurs at the contact of rhyolite and andesite at Reedy Creek, but is not of epithermal origin. The analogous EVZ also contains several epithermal gold fields and it is this style of mineralisation which provides the most prospective targets in the Dulladerry Volcanics. Although the Dulladerry Volcanics also contain high background levels of REE and metals such as Zn and Pb, the general lack of fractionation and water-undersaturated character of A-type magmas does not lend itself to the development of significant concentrations of these elements into a fluid phase and mineralisation. The prospectivity of A-type volcanics in general could not be regarded as high. However, an indicator of some fractionation in the Dulladerry Volcanics is provided by the fairly low abundance (average 230 ppm) and wide range (

Many of the relevant engineering behaviours of tailings are controlled to a large degree by the density of the material. For example, loose tailings are prone to brittle strength loss, while dense tailings are dilative (i.e. gain strength) at large shear strains. The critical state framework has been successfully developed over the past few decades to assess whether in situ conditions are contractive or dilative, and estimate relevant engineering parameters on that basis. Tailings comprising primarily silt-sized particles, when subaqueously deposited, often form a particularly loose state compared to subaerially deposited material of similar index properties. Such subaqueous deposition occurs in the decant pond area, where the tailings typically pluviate in quiescent conditions within a pond of standing water. Silt tailings deposited in such a manner have been observed to be extremely loose in a number of TSF investigations. Of particular concern, the deposited material in such cases appear to be significantly looser than can be reproduced in the laboratory - even using moist tamping, the sample preparation method which can usually produce the loosest samples possible in laboratory conditions. While the loose density of subaqueously deposited silt tailings is clear, in a well-managed upstream-raised TSF the decant pond is usually small and far from the perimeter embankments, however there are a number of examples where the engineering performance of such materials becomes relevant – for example, when historical deposition practices were poor, resulting in subaqueous deposition near the perimeter embankment. This paper outlines the geotechnical characterisation of a number of such subaqueously-deposited zones, compares the in situ state to that achievable in the laboratory, and discusses options for assessing the expected engineering performance of such materials when comparable laboratory tests are unavailable.

The fine grained complex orebody at Elura contains galena, silver and sphalerite in a matrix which is mostly pyrite; sulphides account for about 90% of the orebody. A differential flotation circuit is operated to con- centrate lead and silver in the first section and zinc in the second. The metallurgical performance to date indicates the need for improvement. The lead section has been sampled in detail to comprehensively assess its overall performance and to define problems associated with lead and silver flotation. The substantial amount of pyrite in the feed dominated the perfor- mance of each stage of the separation. It was responsible for extensive dilution of all concentrates and, as a consequence, for very large circulating loads. The rougher concentrate contained 68% pyrite some of which was rejected through the three stages of cleaning to 39% in the final concen- trate. However, this was still sufficient to hold the assay of this product below 45% Pb. Size by size behaviour shows that flotation rates of the valuable minerals, as characterised by their rate coefficients, were low through- out the circuit. There was a significant deterioration in these rates between rougher and cleaner I stages which resulted in large circulating loads between these stages. There was practically no recovery of coarse valu- able minerals to the final concentrate. The dilution of the final concen- trate by non-sulphide gangue was not a major problem. If the recovery of the galena and silver in the +38¦m size range could be raised to that of the - 381Lm size range, galena recovery would rise from 78% to 86% and silver recovery would improve from 46% to 59%. The Pb grade of the final concentrate would remain the same.

IT is most remarkable and valuable property of mediurn and high carbon steels that they should be so susceptible to heat treatment, the wide range of variability in tenacity, ductility, etc, due to the normal influence of the carbon in the untreated material being enormously inereased thereby.The physical properties of steel and other metals are much more closely related to their structure than to their ultimate analysis.For instance, we may by chemical analysis determine the carbon content of a steel to be 0.5% ; but this information alone is insufficient to enable us to say what are the physical properties of the metal.Such a steel may possess 11 tensile strength of anything from 35 tons per sq. in., with much ductility, up to 80 tons per sq. in., with practically no ductility, according to its heat treatment. A microscopie examination, on the other hand, would show the structural composition of the steel, from which its physical properties could be approximately deduced. Plant tests of magnetic conditioning have shown increased flotation recovery of paramagnetic sulfide minerals (chalcopyrite, sphalerite and pentlandite) in the -38 ¦m size fraction within rougher and cleaner flotation circuits. A statistical plant test was undertaken in the Mount Isa zinc flotation circuit where magnetic conditioning was tested simultaneously in both the rougher circuit and the cleaner retreat circuit (cleaner scavenger). This test resulted in a normalised increase of 1.60 per cent in the rougher circuit zinc recovery and simultaneously a normalised increase of 4.60 per cent in the cleaner retreat circuit zinc recovery - to a very high level of statistical confidence. Interestingly, in a novel approach, it was possible to verify the plant test results in two ways. Firstly, detailed MLA analysis of the tails confirmed the statistical plant test results and showed that the greatest effect of magnetic conditioning was on the sphalerite in the C3 - C6 size fraction, where there was a reduction of around 15 per cent in zinc in tails. Moreover, there was a reduction of around 15 per cent in liberated sphalerite across all -38 ¦m size fractions, but only a seven per cent reduction in non-liberated sphalerite in the tails. Secondly, plant modelling showed that increasing the rougher zinc recovery would cause an increase in zinc feed grade to the cleaner retreat circuit. The PT Kaltim Prima Coal (KPC) operation is a large scale coalmine operating on the east coast of Kalimantan (Borneo), Indonesia. Originally developed under a coal contract of work (CCOW) with the Indonesian Government, new legislation has led to uncertainty as to the actual life of the mine, the size of the operating lease or mining area, the rehabilitation compliance requirements and other areas of concern. The actual life-of-mine (LOM) plan is therefore in a constant state of flux and must be updated and modified with every new piece of information.Under the CCOW system, the mine life ran from the first year of production (1992) for 30 years (2021), with the potential to extend for a further two ten-year periods. KPC has always intended to run until at least 2041. Under the new legislation, the potential term of the CCOW (to be replaced by a mining license) is open to interpretation, resulting in KPC having to prepare plans allowing for a LOM that may end in 2021, 2031, 2041 or a range of other possible periods of time.Uncertainty about legislation (and hence the mine life) possible production rates and available work areas; variable coal prices and costs; varying management contexts; the substantial reserves available; difficulty sourcing dump space; potential rehabilitation costs and the dependence of a community of over 100 000 people on a single operation sees the LOM and mine closure teams preparing dynamic yet thoroughly robust plans that are updated on multiple occasions per year.This paper will describe the procedure followed by KPC and the potentially show stopping issues that must be dealt with.CITATION:Bennett, S M and Manege, I, ?2014.
