How do you initiate closure planning for a mine site that is on the doorstep of a major community without generating the extremes of panic or complacency? That is the question that is faced by Australia's largest gold mine, the Kalgoorlie Consolidated Gold Mines (KCGM) Super Pit in Kalgoorlie-Boulder. KCGM's Community Relations Manager, Danielle van Kampen, will reveal the lengthy closure planning process that is in train to alert yet not alarm the community about the future of the Super Pit and to generate discussion on issues of importance. What will happen to the 'big hole' that generates both mining and tourism dollars for the City of Kalgoorlie-Boulder as its anticipated closure date of 2021 comes closer? How do you communicate a constantly evolving closure date? Although the process may generate more questions than answers, the project will be discussed at length and with the added benefit of independent community recent research in the form of the public 2009 Closure Consultation and the KCGM 2010 Social Impact Assessment. Sustainability is one of those fuzzy words like innovation: everybody has an idea what it means, but if one starts asking for concise definitions then it becomes clear that everybody puts their own nuance on the meaning of these words. It’s not because these are difficult words per se, but rather because our understanding of them is highly dependent on the environment we work, live and play in. There is often a difference in opinion about the allocation of risk in the establishment of mine closure bonds or financial assurances. From the State’s perspective, protection is needed to ensure that the broader community is not left with the liability of properly closing a mine in the event of a default by the mine operator. Such a default might occur where an operator decides to abandon a site, perform incomplete rehabilitation, becomes insolvent or claims limited liability. On the other hand, mine operators who can demonstrate a strong financial position plus a record of social and environmental commitment and performance, argue that there should be some recognition of this in setting a bond that is less than the full cost of early closure. They argue that a mine rehabilitation bond based on the full cost of early closure is overly conservative and ignores the actual risk of the operator being in default. The mining sector has been a leader in investing in safety improvement initiatives, yet relatively few mining organisations can accurately track the positive effects of these initiatives or identify areas that may require more attention. The consequences of not taking safety seriously are severe, and unfortunately injuries and fatalities are continuing to occur across the mining sector (Brady, 2019). There is a tendency to turn to lag indicators such as All Injury Frequency Rate (AIFR), Total Recordable Injury Frequency Rate (TRIFR), and Lost Time Injury Frequency Rate (LTIFR) to track these outcomes. As outlined below these approaches are inherently flawed and a renewed focus is needed on indicators within the control of leaders, indicators that have high predictive validity for future events and data that is used in a way to enable learning and change.

Historically, key closure risks have been studied during operations and then further assessed as cessation of mining approaches. Only in the past couple of decades or so has progressive rehabilitation and closure become an integral part of regulatory frameworks, sustainable mine planning and more recently, new project and development planning. It is now broadly accepted that the best closure outcomes occur when rehabilitation and closure are properly considered upfront, during the early stages of a mine development project and well before mining occurs. Increasingly, regulatory processes are requiring more diligence on early closure planning, often as part of the environmental impact assessment (EIA) and approvals process, rather than later in dedicated closure study phases. There is an opportunity to use the information generated during this phase to make better decisions on project selection, design, mining methodology and all other facets of the mining operation.

Scope 3 emissions are a set of often overlooked indirect greenhouse gas emissions within a company’s value chain and represent the majority of emissions for many sectors. These emissions arise from activities conducted by entities beyond the reporting organisation’s ownership or direct control and are often challenging to calculate. Scope 3 emissions typically encompass purchasing goods and services, transportation and distribution, managing operational waste, downstream processing and utilising sold products. Within the mining sector, scope 3 emissions often constitute a significant portion of the overall carbon footprint. Therefore, these emissions are a significant aspect of the future of sustainable mining. As the journey towards a world committed to achieving Net Zero Emissions has started, the time to spark a transformative conversation in the mining industry has arrived. Consequently, a better knowledge of scope 3 footprints allows organisations to assess their emission mitigation projects against the total carbon impact of their operations and products.

The Ok Tedi copper and gold project, located in the Western Province of Papua New Guinea, commenced operations in 1983. The open cut mine has undergone several significant transformations throughout its project life including changes of ownership, mine life extensions and varying production performance profiles. As of today, the Ok Tedi Mine is a 100 per cent PNG owned company (67 per cent State and 33 per cent Western Province and Communities) and has a life-ofmine plan extending out to about 2032.

Designing and constructing OxianaÆs Sepon gold and copper operations in one of the most remote areas in Laos has been a great achievement; one which was recognised by the engineering industryÆs highest accolade û the Australian Engineering Excellence Award in 2005. The developing nation of Laos has no previous mining or heavy industrial experience, but the support of the Lao Government and a remarkable Lao workforce has enabled the project to be developed and operate as well as it would anywhere else in the world.When making a decision to invest offshore, several geophysical and jurisdictional criteria need to be considered. Laos offers unparalleled prospectivity, a central location with growing infrastructure, a ready workforce and a developing but supportive regulatory regime. In addition, the Sepon copper project has exceptional characteristics, including its high grades, location near the surface, leachable qualities, access to hydropower and the ability to produce cathodes on site. These attributes and its location in the centre of a region hungry for resources contributes to the projectÆs excellent economics.

In the dynamic realm of mining health and safety, addressing psychosocial hazards is crucial. Legislative requirements now demand employers navigate this complex terrain, but uncertainty often clouds effective management. The resource industry’s skills in managing physical hazards are showcased in their adaptability in this case study. Integrating the Critical Risk Management framework with organisational psychology, a mining company achieved a transformative breakthrough. They identified and assessed psychosocial hazards and established a sustained and risk based approach to managing these hazards within the workplace. This innovative approach encompasses strategic steps. Key learning from the case study was: - Beyond Bow-tie Analysis: Discover why a linear risk analysis tool, like Bow-tie Analysis, falls short in capturing the dynamic and interdependent nature of psychosocial hazards. - Psychological Safety Power: Learn why psychological safety is vital for gathering accurate data and ensuring control effectiveness. - Dive into how it creates a data-driven foundation for success. - Broadening the Brush: Explore the impact of preloading Broad Brush Risk Assessments, an educational and dynamic hazard-identification tool. The Treasurer, the Hon Wayne Swan, has nominated ‘maximising our advantages’ from ‘Mining Boom Mark II’ as the focus of the 2011/2012 Australian Budget. Australia therefore requires a bolder and better integrated economic reform agenda if it is to convert current strong demand for mineral commodities into lasting prosperity that benefits all Australians. Lasting prosperity, well past 2012, will only be achieved if Australia can effectively reverse a decade-long deterioration in the minerals industry productivity performance due largely to capacity constraints that inhibit growth. This requires improving the efficiency of energy networks, transport infrastructure, water markets, health and education services, access to skilled people and by streamlining costly, inefficient project approvals’ processes. The common thread that holds this economic fabric together is the importance of having the right people using the most appropriate technology within the correct policy framework.In December 2010, employment in the minerals sector stood at 187 200; 21 per cent higher than one year earlier, 15 per cent higher than the industry employment peak prior to the global financial crisis in 2008 and 14 per cent greater than anticipated by industry modelling published in 2008. Managers and professionals make up approximately 15 per cent of the total workforce, yet minerals-related higher education programs (mining engineering, metallurgy and geoscience) continue to be chronically underfunded, requiring direct industry subsidies of more than $25 M over the last decade. Also, the publicly-funded Vocational Education and Training (VET) sector continues to fail the industry in the delivery of quality training programs. Importantly, the industry is a key driver of economic activity in regional and remote Australia and is the largest source of private sector employment for Indigenous Australians who comprise up to a quarter of employees in certain locations.This presentation looks at what our industry and country need to achieve to ensure we have the right people for the challenges ahead. **This is an abstract only. Acid and metalliferous drainage (AMD) is routinely derived from waste rock, tailings, pit wall rock, underground mine voids, heap leach pads, ore stockpiles, concentrate stockpiles and even slag piles. In many jurisdictions, there is an assumption that tailings materials represent the highest AMD risk. This is likely due to their highly sulfidic and ultra-fine grained nature, and the fact that they occur in large tonnage, partially unsaturated deposits. These characteristics are not unreasonably associated with reactive and therefore highly polluting mine waste materials. Interestingly, however, the high sulfide content and highly reactive nature of tailings achieves the rapid consumption of oxygen in tailings pore spaces. This oxygen depletion can limit or halt sulfide oxidation throughout much of the tailings pile. Oxygen can only be resupplied to the tailings via atmospheric exchange at the air-tailings interface. The grain size of most tailings materials limits this resupply to a diffusion related process that only affects the uppermost 100–2000 mm. Hence sulfide oxidation in tailings can be inherently self-limiting. Unfortunately, the same cannot be concluded for waste rock materials.Using a unique site assessment strategy that focuses on quantifying acidity fluxes from various domains at a mine site, it has become increasingly evident that sulfidic waste rock produces the majority (typically 60–80 per cent) of the soluble acid and metalliferous pollution at most active and decommissioned sulfide-bearing mine sites. Whether sulfidic waste rock is disposed in engineered above ground facilities, backfilled into pits or even underground voids, it remains the primary source of pollutants for decades to centuries.Conventional end-dumping waste rock practices result in angle-of-repose pathways for air and water, and these internal fabrics exacerbate sulfide oxidation (ie pollution generation) and discharge from waste rock materials. The primary aim of many cover systems is to retard the access of air and water to these conduits. Recent thinking is that more emphasis needs to be directed at strategic waste rock pile construction practices, and less reliance placed on thin soil cover systems to prevent AMD.Waste rock pile construction approaches that minimise porosity and permeability but raise the retained moisture content and enhance water residence times have the potential to lower sulfide oxidation rates and thereby improve water quality outcomes. This paper describes work conducted as part of an overall research project that aims to identify current and emerging trends in the development of automation and remote mining technologies, and to provide an operator-centred perspective to the design and deployment of such systems. More specifically, this paper outlines a research and development process being constructed to examine the issues of the human skills and capabilities required to operate or maintain automated/remote controlled mobile mining equipment. A human factors approach presented here, where the focus is upon designing equipment interfaces to fit operators, rather than purely designing and deploying the equipment based on a technology-centred approach. However, the importance of training to help develop the required skills and capabilities is also emphasised.The work built on a full review of the literature about the effects of automation in mining and elsewhere, extensive interviews with different stakeholders in mining automation and recognised best practice regarding designing for the human element in automated systems. The human element research and development process proposed is in four stages, ranging from understanding the tasks involved in both manual and automated equipment operation through to user trials to ensure that the automated systems are acceptable to operators and are fit for purpose.It is outside the scope of the current paper to present the full data collection described by this four stage process, but an overview of what will be collected is presented. As such, this paper focuses on the broad methods being developed, rather than the specific results to be obtained. The ultimate objective is to apply a broad ‘technology assessment’ approach to the design, deployment and evaluation of automated mining technologies, in particular by considering the user-centred design implications of these technologies.

Queensland Pacific Metals (QPM) is developing its flagship Townsville Energy Chemicals Hub (TECH) facility to produce nickel and cobalt sulfates from imported high-grade nickel laterite ore for nickel-cobalt-aluminium and nickel-cobalt-manganese Li-ion batteries. The TECH facility is expected to use a patented leaching, recovery and recycling process called the DNi Process™. It uses the nitric acid leaching process for extracting nickel, cobalt and other valuable metals from laterite ore. Apart from the nickel and cobalt sulfates, the TECH Project will also produce high purity alumina, hematite (~640 ktpa) and other by-products. The hematite by-product precipitated from the DNi Process™ (hematite precipitate hereafter), is high in Fe and particularly low in impurities. QPM is working to identify potential applications for these high-purity by-products to generate additional revenue and to achieve its zero-waste ambition. As such, QPM has engaged CSIRO to evaluate various agglomeration options to produce low-cost, hematitic products suitable as ironmaking feed materials. This paper will first reveal the unique characteristics of the hematite precipitate arising from the TECH Project and then examine the sintering and pelletising processes for preparing the hematite precipitate as an ironmaking feed.

PIP is regularly engaged in businesses where Greenfield Capital Projects are under- delivering on the expected business case. In most of these projects, we can identify that rigorous review has been carried out on the design and financial cost elements and substantial reporting is maintained to Boards on progress versus plan of project completion and cost. However, in all sites of this nature that we have worked at, the planning, design and execution of the operational elements or æwiringÆ of the organisation have fallen short and resulted in significant extra cost or opportunity cost (lost tonnage or quality) during start-up. When compared to the amount of planning and resources that have been poured into the capital side, the ledger on the æwiringÆ side is typically fairly sparse. This presentation outlines the importance of running a disciplined, rigorous process to prepare the human and wiring side of a start-up to ensure rapid start-ups and put the site on the pathway to high performance. It gives an outline of the rigorous process PIP has used with projects to ensure excellent start-ups.

Poorly judged or under-appreciated change plays a role in many major accidents. In particular, operational changes related to continuous improvement, maintenance and introduction of new technology can lead to unintended safety (and other) consequences. This paper provides an overview of the role of management of change in preventing unwanted impacts on safety, community relationships and the environment. It draws on a range of incidents covering mining, minerals processing, refining and smelting where inadequately assessed or ineffectively implemented change led to significant safety, environmental or community consequences. The paper will also highlight cases of well-managed complex change and the underlying model of decision-making in place to make those decisions. All these examples are drawn from Atturra’s experience in response to accidents or working with sites to improve their management systems. The paper will report on the challenges of applying conventional risk assessment approaches to complex or technically significant change. These typically result in either onerous and lengthy change procedures that are prone to workarounds or poor implementation. Conversely, ‘light touch’ or efficiency driven change processes present the risk of intended consequences by failing to bring appropriate expertise to bear in decision-making. Such balances can be resolved by considering the designation of ‘technical authority’ with appropriate expertise to consider the change and deconflict any production, cost or schedule trade-offs. Finally, the paper will reflect on the key components of management of change systems in the context of major accidents, highlighting good practice in how they are implemented. This will consider the integration of existing corporate processes, risk management and organisational structures into management of change systems, not just the content of change forms and procedures.

Process mineralogy is an inter-discipline in the fields of mineralogy and mineral processing. As a predicting and trouble-shooting tool, process mineralogy helps address all mineralogical issues and problems related to mineral processing. It provides useful information on process design and optimisation, flow sheet development and cost reduction. As more and more complex and refractory ores are being discovered and processed, it is believed that process mineralogy will gain more attention and play a more important role in process design and optimisation. This paper will first discuss the scope of process mineralogy and mineralogical factors that may affect mineral processing of various ores, and then focuses on the application of process mineralogy in process design and optimisation through case studies.

Western Australia has often been referred to as the fly-in, fly-out capital of the world. Fly-in, fly-out is a commonly used practice in Western Australia due to the geographic size and isolated location of the vast resource projects. In the State today, approximately half of all resource sector employees operate on a fly-in, fly-out basis, with a minority utilising drive-in, drive-out arrangements. fly-in, fly-out arrangements are generally beneficial from a sustainability perspective, delivering significant economic, social and environmental benefits to regional communities, the State and nation as a whole. Skills shortages and labour supply issues mean that the industry will be required to discover new ways of attracting and retaining employees, one of which is the adoption of fly-in, fly-out work journey arrangements. By 2015, the minerals sector in Australia will need to employ 70 000 more employees than it currently employs to achieve predicted increases in output. Of the 70 000 additional employees required, 42 000 will be required in Western Australia, almost 15 000 in Queensland and approximately 5000 in both New South Wales and South Australia. The fly-in, fly-out lifestyle as a preferred method of employment should be recognised as a valid lifestyle choice by all members of the community, offering a profound improvement in the quality of life for large numbers of employees and family members. It should be acknowledged that whilst fly-in, fly-out is a preferred option for many companies and their employees, individuals who make a choice to engage in fly-in, fly-out must balance the difficulties associated with the work û isolation and separation from family and friends û against the economic and lifestyle benefits that the work offers. This paper aims to illustrate the significant steps that the resources sector has taken to facilitate the fly-in, fly-out choice by ensuring that the commute option is a safe, attractive and manageable work journey arrangement.

Safety is a key value in most leading mining companies. Despite years of effort, and significant expense in ‘programs’, operating sites seem to have been left with no real improvement in either the elimination of fatalities or sustained reduction in injuries.Safety systems and processes have grown and evolved, often to the point where they have become overly complicated and marginally useful.MMG Limited, following the consolidation of its Australian operations under a single management structure, undertook a program to effect real and sustained change in its approach to managing safety. The program aimed at improving safety by better engaging its workforce and by making safety processes simple, useful and effective. It defined the role of the supervisor in creating safe work, the role of the people doing work and the role of safe work methods.A safety diagnostic tool was developed to assess site against safety-critical mindsets, behaviours, cultures and systems. The outcome of the diagnostic is considered by the organisation to be the true lead indicator of safety performance.While still a work-in-progress, the program at the Australian Operations of MMG Limited shows that challenging common paradigms in safety management can create real change in safety performance.CITATION:Webb, M E, 2016. There are many small to medium carbonate hosted complex zinc containing deposits where the zinc is not economically recoverable either as concentrate or metal. High grade (>20% Zn) run of mine ore can be processed but even this material gives relatively poor returns. Considerable effort has gone into developing new technology for either upgrading the ore and/or recovering zinc metal hydrometallurgically but there has been limited success. Minetometal has developed a process capable of economically treating these deposits to give marketable lead and zinc products. Current mineral extraction and valorisation activities still have a strong focus on the ‘delivered product(s)’ which might be a bulk commodity such as metallurgical coal, hematite, bauxite, etc., and mineral concentrates such as metal sulphides, oxides, and carbonates; precious metals, such as gold, silver and PGMs, REEs or battery metals; halogen salt forming elements; or industrial minerals, which are non-metals including crushed rock, sand, and gravel etc. With the current focus on tailings disposal the pushback has been to seek alternatives to the currently ‘conventional’ disposal method via increasingly higher risk tailings settling facilities (TSFs) with a changing focus towards ‘dry disposal’. Whichever option is selected, the alarming trend is the increasing cost and ESG impacts. An emerging approach is to pose a focusing question ‘Is there anything else passing into the tailings stream and/or disposable waste streams which could be recovered and pass into the product revenue stream? All of the above ‘primary’ process streams offer opportunities for increasing recovery and offsetting some of the disposal costs. Some secondary opportunities are already being pursued, such as REEs and battery metals from base metals deposits, but other opportunities are still being overlooked, such as building materials and soil conditioning pellets. These potential ‘new’ product streams can also utilise other mining and domestic wastes such as smelting slags, glass waste, plastic waste etc. This paper will address these opportunities and provide examples including process approach, economics and some of the current barriers that exist, which are holding back progress on such initiatives.
