When attempting to understand potential regional or community socio-economic changes that resource-extraction industries may produce, it is important to analyse the channels that promote these changes. In this study, we propose a conceptual framework to better understand how socio-economic effects are likely to emerge in regions impacted by mining. The framework considers three levels of hierarchical effects (Measham, Fleming and Schandl, 2016).In the first level, the resource-extraction industry causes four direct initial impacts on nearby communities: labour demand shock (mining employment generation), income generation (compensation to landowners and higher wages), environmental consequences and land tenure/Aboriginal issues and an increase in local tax revenues.The second level is shaped by the subsequent population increase (given by immigration of permanent or temporary residents) produced by the new levels of employment and income that resource windfalls can generate in resource-extraction regions. These increases in employment, income and population become the source for a rise in the demand for local (and non-local) goods and services.Finally, the third level is given by boomtown-like and other socio-economic effects generated from the initial effects.CITATION:Measham, T G and Fleming, D A, 2016. This paper reports on the implementation of the critical control concept to manage material risks in the mining and metals industries. The critical control management (CCM) approach assumes it is better to identify weaknesses in risk controls before an incident happens as opposed to discovering weaknesses from an investigation after an incident occurs. The first is sometimes referred to as active monitoring and the second as reactive monitoring (Health and Safety Executive and Chemical Industries Association, 2006). Both are needed. However, whilst methods for both active and reactive monitoring of risk controls are well established in many high hazard industries, such as oil and gas, petroleum and chemical industries, until the publication in 2015 of the International Council on Mining and Metals (ICMM) guides, (Good Practice Guide and the subsequent Implementation Guide) (ICMM, 2015), there was no specific mining and metals industry guidance on critical control management. This paper reports on progress in implementing the ICMM guidance drawing on two main sources. First, a benchmarking survey of a representative sample of coal and metalliferous mines, both underground and open cut/pit), sponsored jointly by the Queensland Resources Council and the Queensland Commissioner for Resources Safety and Health in the context of a recommendation that the Queensland mining industry adopts high reliability organisation (HRO) principals (Queensland Resources Council and Commissioner for Resources Safety and Health, 2022). Second, it draws on Noetic’s experience of implementing critical control management in mining and other high hazard industries in Australia, Africa, China and North America (Wilkinson, 2018). The paper describes good practices found and where significant improvements can be made, providing specific and actionable examples of both. From this it also identifies how future guidance on this topic could be improved.

Over the 40 years that the author has been engaged in the Australian underground coal mining industry, there has been a continuous improvement in safety performance as the sector has grown in size and productivity. The underground environment hosts many hazards with significant risk profiles that are kept in check by effective health and safety management systems that have evolved largely following major underground disasters. Observations are made on the changes observed for specific aspects of the underground coal sector, with particular reference to ventilation issues, and predications are made as to the needs of the future.CITATION:Robertson, B, 2013. Recently Mount Isa Mines undertook a study to review the lead-zinc orebodies to extent of resource and reserves and determine the new life-of-mine schedule, as the Mount Isa and Hilton orebodies had not be reviewed for many years. Also, the recovered value of the Mount Isa, Hilton and George Fisher orebodies had been increased by major performance improvements in the lead-zinc concentrator. The Mount Isa Lead-Zinc concentrator processes fine-grained lead-zinc ore from the Mount Isa, Hilton and George Fisher orebodies. These orebodies have varying levels of pyrite and large variation in the grain size and texture of the galena, sphalerite and pyrite. This variation has a large effect on the recovery of the lead and zinc in the concentrator. Some ores achieve 90 per cent recovery at target grades, yet other ores are unable to achieve æsaleableÆ concentrate grade, with no metal being recovered to concentrate and therefore effectively losing the contained metal to the final tailings. Models were created to predict the metallurgical performance of these orebodies, to better reflect the variation that occurs. These improved metallurgical models and economic data allowed the determination of the Net Smelter Return (NSR) for each block in the geological block model. This NSR is the return to MIM of the metals contained in concentrate. The NSR was used as the cut-off grade criteria when determining the value of the ore. This formed the basis of the lead-zinc life-of-mine schedule and the optimisation of the lead-zinc business.

The aim of all modelling is to replicate geological reality as closely as possible using available data. This paper is aimed at one end of the spectrum, where very limited data is combined with intuitive geological ideas to synthesise models for either target definition or for determining minimum viable mining scenarios. Interactive 3D modelling allows a satisfactory hypothetical geometry of surfaces to be assembled, and provides a fast quantitative method for generating targets. As data flows from exploration, an evolving geological model assists with the progressive evaluation of a prospect. Two case histories are described where this approach has been used successfully, the Mosquito Hill Prospect in Queensland and the Longwood Ranges Platinum Prospect in New Zealand. The possibility is also discussed of hypothetically modelling an orebody which has yet to be discovered. The proper description of an orebody is the foundation upon which all mine design and planning is undertaken. The volumetric accuracy of the model is crucial in valuing an orebody. Geologists must form a geometry which matches the conceptual view of the ore occurrence and ensure that they understand how the computer system used calculates volumes. If the underlying assumptions inherent in the method conflict in any way with the conceptual model visualised for the ore occurrence, then that method must not be used.

Coal burst is defined as a dynamic release of energy within the rock or coal mass in underground coalmines that causes violent rock or coal ejection in the vicinity of mine excavations. It poses one of the highest safety and productivity risks in the mining industry as coal bursts have the potential to cause multiple fatalities. As Australian coalmines go deeper, the likelihood of coal burst increases. Thus, it is critical to assess the ground support requirements in coal burst-prone conditions. A previous study conducted by the authors (Wei et al, 2022) reviewed the support capacities of a wide range of ground support elements in laboratory tests. This study aims to examine the role and effects of the ground support elements and systems for Australian underground coalmines to minimise the damage caused by catastrophic dynamic failures (ie coal and rock burst) and enhance the safety of mine workers.

Floor failure on the longwall face is a complex problem due to the dynamic interaction between the surrounding strata and powered roof supports involving multiple variables. It can also be highly problematic and costly when not well understood as there are significantly less remedies available post event. This was the early experience at the case study mine where significant lost time was incurred due to unplanned delays in the first two panels. To detect and prevent such occurrences is clearly the best approach, hence a tool to predict both floor failure occurrence and magnitude prior to mining was developed. Several parameters were determined as the key drivers for the failure events that had been experienced at this site. These parameters were, in list of influence from highest to lowest, material strength, retreat rate and the presence of water. The parameters were evaluated using a semi quantitative risk rating system ‘Heave Risk’ and given a weighting per their apparent influence. This ‘expert system’ methodology was selected as the use of risk rating systems in underground coal mining is well established. The heave risk model was first applied to previously mined panels. It accurately identified all areas of known major floor heave, with clearly defined areas of low and high risk apparent. The heave risk model was then used prior to mining and evaluated post mining based on observed conditions. It was found to also be highly accurate for prediction. The variability of each parameter and its influence on the overall risk rating is illustrated and discussed.

Traditional in situ fan flow test methods under accepted standards require determinations to be made of both static pressures and total pressures during testing. This is to determine the resultant velocity pressures, which are vital in the accurate determination of the final fan airflow. These crucial velocity pressure (Vp) determinations are normally determined using simple manometric instrumentation such as an electronic manometer or an inclined liquid filled manometer. There is relatively little noise or fluctuation in the static pressure determinations and they can be quite easily and accurately recorded. There is almost always considerable fluctuation in the velocity pressure determinations though due to the highly turbulent and irregular velocity profile normally found in such in situ installations. This velocity turbulence means that the recording of such data is subject to random human error as the observer tries to average such fluctuations mentally during the observation period. Worse than this, and in the extreme, the recording of such velocity pressure data could actually easily be misreported if, for some reason, persons chose to do so.The author has devised a field method using highly accurate quartz crystal logging barometers to objectively record these velocity pressures. The method eliminates the ability to either mistakenly or intentionally misreport these crucial velocity pressures and is carried out in parallel with the recognised methodology, so result comparisons can be drawn. As such, a far greater level of confidence can be achieved in the final flow performance results than using the traditional more subjective method. Further to this it is difficult and almost impossible to refute the results using this ancillary substantiation method.The accurate determination of fan flows due to the impost of the carbon tax has taken on much more significance given the financial impacts in Australia at this time. The methodology detailed herein can be applied equally for both fan flow compliance testing and the verification of mine airflow data for greenhouse gas emission evaluations.The paper utilises the results of one 24-point pitot traverse to demonstrate the various findings. These include the very wide range of velocity pressures, which were logged at most of the measuring stations. It also illustrates how the method is utilised and compares the results derived from both this method and the more subjective traditional method along with the benefits of logging the velocity pressure results during the testing process.CITATION:Rowland, J A, 2013. The search for an efficient and economic machine to excavate hard rock continues. Development of the Robbins Mobile Miner commenced in 1983 with the formation of a joint venture between Mount Isa Mines Limited and The Robbins Company. Construction of the machine ensued and preliminary trials to verify the cutting action were undertaken in the USA prior to transportation to and assembly at Mount I-sa where mining commenced in September 1984. Initially, the machine was used to develop the S60 Decline which serves as a combined access and conveyor drive for the Southern 1100 Orebody Ore Handling System.

Many projects fail because project performance in unfavourable economic conditions was not anticipated at the investment decision stage. This type of failure may have been avoided through the selection of a strategy that enables the project to perform well under a range of possible future economic conditions (a ærobustÆ strategy); rather than an æoptimalÆ strategy for expected future conditions that will never eventuate. This paper describes a method of rapidly generating mine plans for a number of project strategies, and then evaluating it against a representative range of equally likely economic conditions. The key performance indicators derived for each strategy are the mean value and the distribution of values (variance). A prudent investor will identify prospective strategies not only on the merit of highest mean values (as a proxy for economic reward), but also on the probability of not meeting specified investment hurdles (a proxy for risk). A robust strategy will achieve its financial objective even under adverse economic variations. This paper focuses on the effect of commodity price uncertainty; particularly around the choice of mining and processing capacity levels. Results from enumerating 2000 prices scenarios against 63 strategy combinations show how processing and mining capacity can be manipulated to manage the risk-reward trade-off.

During the past five years Amdel has in vestigated metallurgically and mineralogically most of the Western Australian nickel sulphide ores. The mineralogical work has been carried out primarily to assist the metallurgical stud- ies and this paper reviews the application of mineralogical techniques to such ores to obtain information of direct use to the process met- allurgist. The techniques are described briefly and results are given of various in- vestigations of head samples, concentrates and tailings.. It is demonstrated that mineral- ogy has an important role to play in the optim- ization of nickel processing operations.

Bauxite Resources Limited is grade drilling in its Western Australian Darling Range tenements to firm up resource definition and to develop mine plans. The Darling Range bauxite is generally in shallow deposits with minimum overburden. In the northern tenements, the ore is characterised by a higher silica layer which may extend from 0.5 to 1.5 m below, which high grade bauxite is found to a depth of four to 7 m. When grade drilling samples are taken, every 0.5 m and the recovered sample is weighed, logged and bagged. To eliminate splitting errors, the whole sample over the short interval is pulverised. Twinning holes variations are observed when using various drill rigs. Diamond core has been shown to give close to 100 per cent recovery and grades have been verified by digging bulk samples. As such, diamond core is used as the reference. It is intended to include sonic drilling as an alternative to diamond cores. This presentation details and attempts to explain the reasons for the observed variations in the various drilling methods used by Bauxite Resources Limited. Many mining companies routinely use benchmarking to review their operational activities and associated costs. The aim is to measure operational performance against industry norms, and identify areas where a company is performing better or worse than industry best practice. The goal is continuous improvement.In general, mine technical services, including mining geology activities, are not routinely benchmarked. There are exceptions, such as the cost of drilling per metre and the average discovery cost per unit of metal, but generally mining geology activities are only included indirectly in mining benchmarking studies.Aspects of benchmarking can play a critical role in assisting mining geologists to improve the efficiency and effectiveness of the services they provide. Industry norms for many generic mining geology functions have not been developed and measured, and therefore it is impossible to use external benchmarking to assess performance against other mines. But when used in parallel with quantifying the value of mining geology functions and establishing strategic goals for the team, key components of benchmarking methodology can provide essential feedback on how a team is performing against these strategic goals.CITATION:Berry, M, 2014. Depending on material commodity market conditions, material contained in open pit waste disposals can hold potential value, Segregating subgrade material into separate disposals i.e. 'sub ore' stockpiles, affords open pit operators the opportunity to modify production strategies to reflect changes in market conditions. Discussion of the concept of subore stockpiling is presented. A two-step mathematical model and a nonlinear programme are employed to answer questions such as, 'how can the value of sub-ore material be determined to distinguish sub-ore from true waste?' and 'when and at what rate should sub-ore be processed?'

For decades, organisations worldwide have been working to overcome challenges associated with new technology adoption while keeping up with rapid growth, development, and globalisation. In minerals processing, the challenges in developing and implementing solutions that contribute to the mining value chain are unique from other markets, as mining operations expect that world-class suppliers provide them solutions to gain a competitive advantage in their operation, production, performance as a financial asset, and as a long-term partner as we move into the future of mining. A simple shift in mindset is proven key to successful technology implementation. Change leaders must no longer think of their expertise in the area of application as their only responsibility; they must make a mental shift and see themselves in dual roles that strive to integrate the perspectives and needs of both developers and users. Successful change leaders must: (1) collaborate, seeking user involvement to ensure fit between product and operational needs, (2) demonstrate commitment to receive new technology, and (3) communicate to achieve an eventual shift of ownership from supplier to users that is seamless. Additionally, this strategy contributes to the mining value chain, as it allows developers and implementers to evaluate how change contributes to the asset’s position both within the company and in the commodities market. This paper will explain the shift in perspective for new technology implementation in detail and provide recommendations that operations can emulate, using examples of real challenges and lessons learned during a commissioning of the CYCLONEtrac™ Particle Size Tracking (PST) system at Cerro Verde’s C2 Concentrator. This concentrator has led technological change for plant optimisation, witnessed improved Net Metal Production (NMP), among other benefits with PST, the only technology in the market capable of providing real-time, online, and direct particle size measurement at the individual hydrocyclone level

With the iron ore industry in Australia producing hundreds of millions of tonnes of ore per annum, the associated costs of these operations extend into the billions. It is no surprise in the current economic climate that more and more companies are looking into different ways of optimizing their costs to keep their sites operational. One way of improving operations is the use of electronic initiating systems like i-kon and Uni tronic detonators. These systems have been used around the world to improve current practices and optimize drill and blast costs. However, these systems have yet to make an impact upon the iron ore sector in Australia. Some of the potential improvements include:pattern expansion and a subsequent reduction in drilling and explosive costs;improved fragmentation and hence increased dig rates, thereby driving $/tonne down;embracing the 'mine-to-mill' concept by reducing the downstream costs of crushing and milling;improving the overall condition of pit walls and floors, leading to a safer working environment in which optimal haulage performance can be achieved; and improvements in vibration management around heritage sites and critical infrastructure, thereby saving the cost of relocation works. This paper introduces some of these concepts and the process of making the changes leading to potential savings from the improvements, using various examples as proof of the concepts.

Raise boring is a critical aspect of mining at Xstrata Copper’s Mount Isa Copper Operations (MICO). MICO’s internal raise boring department regularly develops ventilation rises, orepasses and stope cut-off rises and reams approximately 2500 m per annum. Developed, trialled and implemented as standard practice over the past two years, procedural changes in constructing the raise bore machine’s foundations have significantly reduced operator exposure to raise boring’s inherent risks of working around open holes and manual handling. An additional cost benefit of this newly-adopted procedure is derived from reducing the likelihood of damaging the machine while de-rigging.When conforming to standard industry raise boring practices, exposure to an open hole begins when the reamer breaks through the concrete pad and ends when it is removed from the hole – a process which, depending on the size of the hole and the raise boring machine, can take up to three days to complete. Although wearing fall restraint equipment, operators working on and around the raise bore machine during de-rigging are continually exposed to the risk of falling from heights. In contrast, MICO’s newly-developed and successfully-implemented presink raise boring system reduces this exposure to a maximum of four hours, regardless of hole size. Exposure to manual handling hazards is also substantially reduced as the presink procedure eliminates manual placement of a 100 kg drill bit under the machine to commence pilot-hole drilling. Outcomes of implementing the presink System at MICO have been so beneficial that it is now standard procedure for all reaming in excess of 1 m diameters.

"The Jaguar concentrator, 60 km north of Leonora, Western Australia (WA), consists of a standard closed circuit semi-autogenous grinding (SAG) and ball mill producing a float feed of approximately 60 micron at 70 t/h. Following comminution, separate copper and zinc concentrates are produced by differential flotation. These concentrates are subsequently dewatered by thickening and then filtration.Separate audits of the Jaguar Operation’s copper and zinc concentrate thickeners were conducted to evaluate their performance, following occasions where site personnel had identified unnecessary loss of copper and zinc concentrate to the thickener overflow. The feedwells were identified as the source of the observed problems due to the following issues with their design/duty:lack of retention time in the feedwell as current design is completely opennot conducive to effective mixing required for efficient flocculationdiameter of the zinc concentrate thickener feedwell was undersize for its duty.To improve the performance of the thickeners, it is planned to replace both concentrate thickener feedwells with a high rate design for their respective duties in February 2016. The audits also identified that the feed system requires modifications with particular importance placed on minimising air entrainment of slurry into the thickener feedwell. Minimisation of air entrainment is hoped to be achieved by providing constant head pressure through installation of weir arrangements in the feedboxes and redirecting each feed pipe so that it feeds tangentially into the feedwell. In addition, improvements to the control philosophy of both thickeners will be made with the installation of an ultrasonic bed level probe and bed mass sensor, in order to make real-time adjustments to the underflow pump speed to maintain steady state operation.Following the feedwell replacement and modifications to both thickeners it is expected that losses of recovered copper and zinc will decrease to undetectable levels. Subsequently it is anticipated that a more consistent, homogenous underflow can be produced for downstream filtration.Citation:Thompson, M, 2016. The exercise of preparing this paper has been both enjoyable and thought provoking.In carrying out the research I have spoken and written to many people. Without exception they have been eager to help, all have spoken of the high regard in which they held Dr Williams, not only as a metallurgist but also as a person.Review of GK's life reveals an enormous impact on the industry in which he worked and the people with whom he associated. Consideration of this impact inevitably leads to the question "what can we learn from his life and the way he went about his work?"

In 1975 the US Bureau of Mines (BOM) under contract with the Bureau of Indian Affairs (BIA), began a systematic mineral resource evaluation of Indian reservations in the United States. The purpose of the BIA/BOM program was to stimulate economic development on Indian lands through exploration and mining ventures with the mining industry. Since that time, 109 phase I reports (literature studies) and nearly 45 phase II and phase III (field studies) reports have been written by the BOM. The various tribes in conjunction with the BIA have access to these reports for decision making regarding mineral resource development.
