On Sunday morning 7th November, 1976, at approximately 2-25 a.m., smoke was discovered issuing from the 1912 m long belt drift at Appin Colliery. A Clouth steel cord rubber belt approximately 940 mm in width had been installed in the drift in 1963 on the basis that no fire resistant steel cord belt was then available to operate on a single lift at the load and on the 160 gradient of the drift. Investigation showed that the belt drift was on fire and the usually downcasting drift was upcasting. Immediate fire fighting and rescue operations were instituted and the drift was sealed off. High expansion foam was pushed into the drift from the surface and the fire was brought under control. Recovery work resulted in the fire being put out and the drift open for walking traffic by, S-P0 am., on Wednesday 10th November, 1976. lie experience gained during the fire fighting and recovery operations led to recommendations in regard to future use of high expansion foam.

Since the introduction of the Neil George Five Point Safety System, to the underground sections of The Zinc Corporation, Limited and New Broken Hill Consolidated Limited mines in March, 1969, the Disabling Injury Frequency Rate has been halved and shows signs of contin- uing to fall. The total accident frequency rate has also fallen, although the decrease has not been as significant. Before the introduction of the Neil George Safety System, analyses of the direct causes of accidents showed that approx- imately 25 per cent were caused by "unsafe conditions", while 75 per cent were attribu- table to "unsafe acts". Within twelve months of introducing the system, these percentages had significantly changed to 7 per cent unsafe conditions and 93 per cent unsafe acts. Today, the figures are 3 per cent and 97 per cent respectively, and these figures clearly show that the main emphasis in the current programme must be directed towards making the operating men safety conscious. The effort must be focused on changing the minds of men.

Grinding to sizes less than 80 per cent passing 20 ¦m in both primary and regrind circuits is becoming increasingly important in processing metalliferous ores, as many of the remaining orebodies are very fine-grained and refractory. The process of very fine grinding, however, is expensive, and neither the performance nor the design criteria are well understood. This paper presents some findings from a collaborative research program, one of the objectives of which has been to better understand and improve the performance of very fine grinding circuits. Data from surveys of an industrial tower mill grinding circuit are reviewed and analysed using the population balance models of the CS]RO and 7KMRC. The performance of both models with regard to changes in feed size distribution, ball load and feedrate is assessed using these data. From comparisons between pilot and full scale tower mill operation a prototype scaling methodology is also presented which shows promise in allowing the models to be used to predict the effect of changes in mill Design.

The Hazelwood Mine (HM) commenced operations in the 1950s and was originally operated by the State Electricity Commission of Victoria (SECV) prior to it becoming privatised. ENGIE, the current owners of the Hazelwood Mine ceased operations in 2017 and have since transitioned the site into the rehabilitation and closure phase, which is to encompass a full pit lake as part of the final landform. A key aspect of HM closure is the maintenance of long-term stability of the pit slopes to deliver a final landform which is safe and sustainable, particularly given its proximity to critical public receptors. The Princes Freeway, which is the primary access route to the Latrobe Valley (LV), and the Morwell Township are both located immediately to the north of the HM. In recent times, with the global mining industry’s focus on sustainable development there has been a significant focus on mine closure and rehabilitation performance and reporting through the development of the International Council on Mining Metals (ICMM), the Global Reporting Initiative and the Equator Principles. In addition, financial reporting obligations under International Financial Reporting Standards and the Sarbanes Oxley Act (2002) have also led to better understanding and improvements with industry closure performance, liability management and reporting.Under these sustainable development principles and financial reporting obligations, mining companies are required to consider mine closure planning and associated cost estimates across all life cycle phases of the mine. Internal processes have been developed within mining companies to better understand their closure liabilities and obligations and likely costs and cost estimating processes are generally developed for long-term life-of-mine (asset) planning and budgeting, financial reporting for corporate balance sheet provisioning purposes, and regulator reporting for environmental bonding and financial assurances.These days mining companies need to plan for, prepare and actually mine for closure right from the start of a project. This means that their closure and rehabilitation liabilities throughout each stage of the mine life cycle phases must be understood, planned for, managed and controlled.So how is the industry performing? Understanding of closure liabilities is improving and reflected in liability cost estimations that are recognising the likely issues to be faced at closure, but there is a way to go to ensure that the industry doesn’t add to the increasing legacy liabilities being passed onto the wider community.CITATION:Slight, M and Lacy, H, 2016. In backfill grouting for underground coalmines, the filling materials strengthen the caving rock and support the overlying strata to reduce surface subsidence. The broken roof strata fail and collapse during mining operations without appropriate supporting measures being taken. It is difficult to perform continuous backfill mining on the working face of such roofs using the existing mining technology. Therefore, in order to solve the above problems, fly ash and mine water are considered as filling materials, and flow characteristics of fly-ash slurry are investigated through laboratory experiments and theoretical analyses. Laws governing the diffusion of fly-ash slurry in the void of caving rock masses and in the void between a caving rock mass and a basic roof are obtained and verified. Based on the results obtained from the above analyses and field conditions at the Zhaoguan coalmine, Shandong Province, China, a cave backfill grouting system of the hauling pipeline is developed and successfully tested at the 1703 working face. The results demonstrate that a filling rate of 43.46 per cent is achieved, and the surface subsidence coefficient of the grouting process is found to be 0.475. Compared to the total caving method, the proposed system is found to achieve a reduction rate of 40.63 per cent. This effectively helps in lowering the value of the surface subsidence coefficient. Fly ash and mine water, considered as primary materials in this study, also play a significant role in improving the air quality and water environment.

In recently completed road tunnel projects in Queensland, such as the Airport Link and the Clem7 tunnels, there is a smoke duct running along the roof of the carriageways to extract smoke in case of fire. In New South Wales, no road tunnels have a smoke duct. In the Melbourne City Link tunnels, there is a small smoke duct running along the roof. All of the tunnels are safe as claimed by the designers and authorities. However, there is significant cost associated with providing a full size smoke duct compared with no smoke duct. This paper is going to present a comparison of the road tunnel safety with a smoke duct and those without one from a risk perspective. It further discusses the cost-effectiveness of such provisions and whether similar levels of safety could be achieved without a smoke duct.CITATION:Lau, R, 2014. Based on the stiffness theory, the stiffness difference and energy supply of surrounding rocks are important inducing factors for strain burst. However, due to the lack of multi-level low stiffness testing machine, there are few experimental studies on rock failure mechanisms under the influence of loading stiffness. This paper introduced a self-developed rock testing system with changeable stiffness. The main testing machine of this system is a combined structure of inner and outer frame. The change in the loading stiffness is achieved by using a stiffness servo control system to control the energy accumulation in the inner frame. The tests of the sandstone specimens under three different loading stiffnesses in the testing system showed that the loading stiffness did not significantly affect either the uniaxial compressive strength or the Young’s modulus of the rock. However, the post-peak stress-strain curve of the rock became smoother and steeper when the loading stiffness was decreased, and the stress drop rate increased. It is shown that the stress drop rate had a power function correlation with the loading stiffness. After the peak load, the inner frame of the testing system rebounded several times at high speeds. The magnitude of the instantaneous rebound speed and the rebound duration increased with the decrease of loading stiffness. Both the mean rebound velocity and the total rebound deformation had power function correlations with the loading stiffness. The loading stiffness has limited effect on the energy storage and energy dissipation characteristics of the specimen, while the released energy of the testing machine increases as the loading stiffness decreases, which is the key factor affecting the failure mode of the specimen. According to the test results, a rock burst mechanical model considering the stiffness is established, and the energy supply mechanism of rock burst is quantitatively explained.

In this paper, we introduce the term ‘LJC’ to refer to the LJC Automatic Magnetic Flotation Separator, which is an advanced technology developed by Longi Magnet, integrating various techniques such as hydro separation, magnetic flocculation, and magnetic columns. This technology combines gravity, hydro separation, and magnetic separation to achieve efficient and reliable separation processes. With its low maintenance requirements and high reliability, the LJC technology has proven to be effective in magnetite processing. The LJC technology offers two primary benefits when compared to traditional magnetic drum separators. Firstly, it can enhance the quality of the targeted or improved concentrate at a coarser product size by minimising the carryover of gangue minerals into the concentrate. Secondly, it can significantly improve the concentrate quality (eg achieving >67 per cent Fe) while maintaining similar liberation size and mass yield. In China, this technology has been widely adopted in magnetite processing, replacing traditional magnetic drum separators and fines flotation in the final stage of the process. Through collaboration with a magnetite producer in Western Australia, Longi Magnet successfully implemented the next-generation LJC Automatic Magnetic Flotation Separator to replace the original stage 3 magnetic drum separators. The application of the LJC technology resulted in an increase in product P80 from 32 μm to 43.1 μm, while maintaining a final concentrate grade of 65 per cent Fe. Additionally, the power consumption, measured in kWh per tonne of concentrate, was reduced by 10 per cent. By eliminating the bottleneck caused by the requirement of a coarser liberation size to achieve the desired concentrate grade, the plant’s throughput was increased by significantly. The LJC technology has demonstrated its ability to reduce the carbon footprint, improve concentrate grade and enhance mass recovery, offering an alternative solution for magnetite processing. The high-grade magnetite produced by the LJC technology is particularly suitable as a raw material for Directed Reduction Iron and green steel production. This paper introduces the principles of the LJC Automatic Magnetic Flotation Separator and provides details of its application in a magnetite operation in Western Australia.

Aberfoyle Ltd. has utilised a variety of flotation technologies in the Hellyer concentrator in North-Western Tasmania. Hellyer ore, with its slow flotation rates and low rate differentials between values and gangue, requires the use of long residence times and low air consumption rates in the flotation circuit. The operation of the flotation circuit, with a nominal residence time of 7 hours, has necessitated the development of a control system to provide continuity through operator shift changes. Cell selections at Hellyer varied from the 54 m3 hybrid Dorf Oliver / Maxwell (DO/MX) cells, to smaller 32 m3 Maxwell cells, conventional Don-Oliver 300 (8.5 m3) and 600 (17 m3) trough cells, and a column cell. The advantages of the large cells included low specific power consumptions and a low capital cost. However, problems with mixing and the maintenance of consistent froth depth have been identified in the hybrid DO/MX cells. Short circuiting in the trough cells was apparent, causing a considerable reduction in metallurgical performance. The column cell performs to expectation, although the application is not ideal.

The organisers of this function have suggested that this presentation should accomplish the following broad goals:set the technical tone for the conference to follow, implying some discussion of the æstate-of-the-artÆ of reserve estimation; and raise some current and common problems or deficiencies in our art in order to be thought provoking. As an engineer it is always easier to raise problems than to solve them with state-of-the-art. Consequently, I have had to limit the extensive list of problems that could have been discussed within this presentation. In regard to the state-of-the-art, this presentation will not be an esoteric discussion of the latest statistical estimation processes, although I intend to challenge those with skills in that area to address some of the thought provoking issues later on. The subtitle of the paper was established after reading an excerpt from æLife on the MississippiÆ by the American humorist Mark Twain in which Twain observed that the Mississippi River had become shorter during his working period on the River due to natural cut-offs and man made channels. Projecting into the future, he calculated that by now, Cairo, Missouri and New Orleans, Louisiana would become a single city with one mayor (the two cities are still separated by some 500 air miles). As a moral to this story Mark Twain observed that one can obtain: æwholesale returns of conjecture out of such a trifling investment of factÆ.

I have chosen this topic for my address with the intention of preserving a rather extraordinary record of recurrent additions of capital in the financing of one of the world's important silver-lead-zinc mines. The recitation of the trials and tribulations which fore-shadowed the rise of Mount Isa Mines to a position of relative prominence in the realm of non-ferrous mineral production may, I hope, be of assistance to some of the younger members of the Institute who may be called upon during their careers to meet similardevelopmental and financial problems.Mount Isa Mines Limited was incorporated in New South Wales in 1924 with an Authorised Capital of 40,000 shares of £20 each.In November 1925 the Company acquired the leases and water rights of the Mount Isa Proprietary Silver-Lead Limited for 6,250 fully paid £20 shares. Shortly thereafter, but in the same year, the £20 shares were split up into £1 shares, thus bringing the Authorised Capital to £800,000.The leases purchased consolidated and brought under one management the principal ore bodies of the Mount Isa area.Transportation facilities were indispensable to the economic future of the field, so the construction of a railway extending the Government line from Duchess, 54 ,miles to Mo.unt Isa, was assured by the passage of a bill in October 1925 by the Queensland Parliament. Under the provisions of the so-called Mount Isa Railway Act the Company was required to idemnify the Government against national loss on this branch line for a period of 10 years.

The seminar had its origins in an Inquiry into the Box Flat Disaster and one of the conclusions from this Inquiry was that there should be a better dissemination of technical knowledge and the results of research work. As a result of this Mr. W. Roach, Chief Inspector of Coal Mines in Queensland and Mr. R. Menzies, Chief Inspector of Coal Mines in N.S.W. had a meeting to see how this could be done. They concluded that it would be difficult to have the sort of regular meetings that would be possible where distance was not significant, but a seminar would be a major step toward satisfying this particular conclusion of this Inquiry. As a consequence, Mr. Roach, who is on the Committee of the Southern Queensland Branch of the Institute, suggested when the Branch programme was being planned this year that a meeting of this type should be held, and the Mine Fires Seminar which was held today is the result. We have received a great deal of support in arranging the Seminar. First and foremost I wish to acknowledge support from the National Coal Board in United Kingdom. Not only have they released Dr. Willett for a period of six to seven weeks to visit Australia, conduct the Seminar and give a series of lectures in various areas through the country, they have also borne the brunt of the financial support that has been necessary to make this possible. Depending on the geological setting, waste rock from mining can present risks to achieving acceptable closure outcomes. In the Pilbara iron ore mines, the majority of waste rock is geochemically inert. However, small percentages of pyritic material with the potential to generate acid and metalliferous drainage (AMD) require considered management within mine waste stockpiles designed to minimise AMD release to the environment. Heavy-duty vehicles such as excavators and haul trucks are used for conveying of bulk material and improving such assets’ availability helps reduce costs, increase throughputs and improve safety (Ravande, 2022). If a mining operation’s key performance indicators (KPIs) are tied to operational performance, then overall equipment effectiveness (OEE) is an essential metric to track progress and to identify areas of improvement.

Almost a quarter of a century since Bridges (1993) documented techniques for the assessment of ground conditions in a seminal paper in the Proceedings Second International Mining Geology Conference, the necessary role of the geologist in recording geotechnical data on exploration properties and in mines remains. Typically, the geologist is the first professional on the exploration property. Of course, most exploration properties don’t become mines. However, when a property does start to come together and form a coherent mineral deposit and professionals from across the minerals industry spectrum, including specialist geotechnical engineers, become increasingly involved, it remains the geologist who has the most intimate knowledge of the deposit. By association, that knowledge extends to the character of the rock mass.Throughout the various phases of prefeasibility, feasibility, construction and production, culminating in the mature mine, the knowledge of the rock mass held by the geologists continues to grow. In the current era of minimising cost and optimising profit, meeting the requirements and expectations of stakeholders ranging from fellow employees to investors, industry and financial regulators and the broader public, in a social environment where occupational health and safety concerns are of uppermost concern in every endeavour, the value of the geologists’ observations cannot be understated. Mines nowadays employ more geotechnical engineers than they did in the early 1990s when Bridges (1993) wrote his paper. More funds are available for specific geotechnical investigations of exploration properties and mines; none-the-less, those programs remain limited in their extent and there is a wealth of additional data available for collection with the appropriate training, at little additional effort. Fundamentally it is all about the numbers. Any hole not geotechnically logged is a hole that will need to be drilled again if the data is required. Any face, surface or underground, not geotechnically mapped is one that may need to be mapped a second time. That doesn’t mean every hole or every face. However, it is the proposition of this paper that the opportunity for additional geotechnical data to be gathered during traditional geological investigations is an opportunity that cannot be ignored. Occupational health and safety requirements demand that the geotechnical risks associated with mining are appropriately managed. Mining regulations in most Australian and overseas jurisdictions requires the consideration of geotechnical risk through formalised management plans. The Joint Ore Reserves Committee (JORC) Code requires the consideration of modifying factors more than ever before. The benefit to be realised through improved geotechnical understanding by geologists on the ground leads to improved occupational health and safety, optimised reporting compliance, and improved financial and social outcomes for the exploration property and ultimately for the mine that follows.CITATION:Hills, P B, 2017. Improving liquid blending operations in production plants is of paramount importance in many industries like mining, oils, petrochemicals and food. For accurate blending of different types of process streams, like homogeneous, heterogeneous, cold or hot streams, it is essential that the composition can be accurately monitored in real time. Advances in energy dispersive X-ray fluorescence (EDXRF) technology offers the possibility to apply XRF for online elemental analysis. In this paper we discuss an online EDXRF analyser for accurate blending control in many industries.EDXRF has the advantage that multiple elements can be measured simultaneously over a wide concentration range of wt per cent down to a few mg/kg, for elements between sodium (Na) and americium (Am) in the periodic table. To reach the desired accuracy and precision in an online XRF analyser, it is important to bring a representative and homogeneous sample of the process flow into the optical path of the analyser. The combination of a laminar flow cell design and advanced EDXRF technology leads to low detection limits and high performance. The obtained precision and accuracy allows for much tighter process control. Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutionsÆ funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industryÆs concept of the unwritten æsocial licence to operateÆ is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

Faced with low prices and weak demand in an oversupplied market, the Australian coal industry must seek to further reduce its costs. The paper examines minesite competitiveness of the open cut coal industry in Australia with some references to the coal operations of M.I.M. Holdings Limited. The make-up of F.O.R. mine costs is analysed in order to identify where efforts should be directed to maintain competitiveness. The scope for mine site improvements through changes to working practices, the application of new technology and cost management is examined.
