This paper describes the key components of the Grasberg Block Cave (GBC) mine design and the development and construction status of the mine. Drawpoint production from GBC will be initiated in 2018 following the closure of the Grasberg open pit. Full production of 160 000 t/d is planned for 2024, which will make it a 20-year time period between initial access development in 2004 and full production.Diluted ore reserves are about 1 Bt at a grade of 1.0 per cent Cu and 0.78 g/t Au. The mine plans some 2400 drawpoints on a 20 m × 30 m drawbell spacing in a 700 000 m2 footprint using the El Teniente layout. The drawpoint opening sequence includes five production blocks, the first two of which are scheduled to be undercut simultaneously in 2018. Ore is transported using diesel-powered load-haul-dumps to a series of orepasses and then delivered via loading chutes to a rail haulage system, which delivers the ore to a three gyratory crusher complex. Crushed ore is transported to the mill stockpiles via dual inclined conveyors.Development and construction of the substantial fixed facilities are now well underway. Primary access for personnel and materials is via the 6 km Ali Boediardjo (AB) adits. A service shaft will hoist personnel and materials from the AB adits level to the various operating levels. Shaft commissioning is scheduled for late 2015. The rail haulage system installation and construction is in progress and is due to be commissioned in 2017, which is timed to coincide with the commissioning of the ore handling system. Ventilation is provided through a series of large intake and exhaust drifts, and two of the four main fans have been commissioned. Distinguished guests ladies and Gentlemen. As many of you know, before I became a Labour Member of Parliament, I had an unusual career path for a politician, in that I spent quite a few years working in the business community. In other words, I was mainstreamed before I was institutionalised. Given that some of this time was spent working for the then Macraes Mining Company Limited, now Gold and Resource Developments NL, I feel that I may have a perspective on how things are seen, on both sides of the fence. In terms of public perception and esteem I am not sure which career option was the step up and which was the step down. So far what I have found very familiar, is that in both roles there is a gulf between the reality and the perception of that reality - a gulf that is both huge and hard to bridge. I think it is a point worth making here amongst another busy industry cluster, that we can all too easily get so embroiled in the day to day activities, that we lose sight of how this might look to those running on a different treadmill. I can still remember scratching my head at the beginning of some days, as I worked to get new mining projects started that I knew were going to bring real jobs and economic benefit to New Zealand, but ending the day feeling like I may instead have been proposing bringing back both strip mining and slavery. If I learnt one valuable lesson out of that time it was this: .... mining has become so publicly demonised on the road to ecological nirvana, that even attempting a lucid dialogue on mining issues, with some, is incredibly difficult.

The chemistry of cyanide solutions is complex, this complexity being responsible for the ability to act as complex-forming agents in metal dissolution processes, among them gold and silver. Such ionic species are used in hydrometallurgical processes, in particular in gold extraction and electro-plating. Due to the high toxicity of cyanide, the discard of effluent from processes and/or industries demands rigorous treatment so as to minimise its concentration. Among the conventional chemical treatment of such effluents one can mention SO2/air; biological degradation; oxidation by using hydrogen peroxide; oxidation by sodium hypochlorite, etc. However, the electrolytic recycling process is also promising for cyanide recovery and offers the possibility of recycling it to the aforementioned industrial processes. Such a process does not use additional chemicals but enables direct re-utilisation to the main process aiming at adjusting the cyanide concentration.

The overwhelming weight of scientific opinion indicates that human activity is having a discernible and negative influence on the earthÆs climate system. The Australian Government, together with about 100 other nations, has accepted the findings of the Intergovernmental Panel on Climate Change third assessment report, released in 2001. This report was prepared by several hundred eminent scientists from all over the world, from various scientific disciplines and with differing opinions on global warming. The IPCC third assessment report contains a series of relevant, significant conclusions; for example, it finds that there is an increasing body of observations that gives a collective picture of a warming world and other changes in the climate system. Global average surface temperature increased over the past 100 years by about 0.6¦C. This may not seem much, but in the 900 years beforehand, the EarthÆs temperature remained relatively stable. The 20th century was the warmest of the past 1000 years in the northern hemisphere (there is much better information available from the northern hemisphere than the southern hemisphere). The 1990s were the warmest decade of the millennium in the northern hemisphere and 1998 was the warmest year. Although many factors influenced the EarthÆs climate, scientists are confident that greenhouse gas increases were the main factor contributing to global warming in the last 50 years of the 20th century. Increases in carbon dioxide, methane, troposhperic (lower atmosphere) ozone, halocarbons and nitrous oxide have all contributed to global warming. Combating climate change cannot be done without the cooperation of industry and the community at large. It is important that Government and industry work together to achieve greenhouse gas abatement while ensuring continued economic growth. The cause of the problem û the generation of greenhouse gas emissions û lies at the heart of the structure and size of modern economic activity. Greenhouse gas emissions are embedded in our way of life from our energy consumption patterns to the basic production of food. Moreover, the costs of the impacts of climate change to the earth will be potentially revolutionary, not merely evolutionary. It is in this light, acknowledging both the seriousness and nature of the problem before us that I want to reflect on the key drivers in the international climate change negotiations. A consideration of the past, present and future from what I see as the mid-way point in the process. In 1997, Parties agreed to adopt the Kyoto Protocol, which sets out mandatory targets for greenhouse gas emissions for developed countries.

An important consideration in any mining operation is waste disposal management. Tailings management at Macraes gold mine allows for the disposal of tailings into fully engineered embankment dams and overburden material to be incorporated as construction material into those embankment dams. This paper outlines the current tailings management practices.

The importance of the minerals industry to any economy is clearly demonstrable. Its raw materials and products are the foundation of modem society and they have shaped the history of mankind from prehistoric times to the space age of today. However, those in the minerals industry have clearly failed to impress this fact on the consciousness of the public, bureaucrats and politicians. They have also failed to engage their dedicated opponents in a constructive debate. This is mainly because the minerals industry has been unwilling (until recently) to deal with the "soft" issues of civil society, nor understand and operate on a more emotional level. Technical professionals (as well as managers) in the future must be as comfortable in handling community concerns over social, environmental or landowner issues, as they are with logging complex drill core, designing blast patterns and separating one mineral from another. They must become caring, effective communicators and mediators. These are the new skills of a professional in the Third Millennium. These issues are outlined and discussed with some Australian data used to illustrate the point. If there is to be a future for all, then the policy makers within all levels of government (national, regional or local) must not drive essential mineral development offshore. They must address ways to support wealth creation mechanisms, particularly innovation. The minerals industry is a powerful wealth creator for ordinary citizens and an innovator. Politicians and their advisers must not .be allowed to forget this fact. If the ANZAC minerals industries do not win the emotional debate and successfully deal with the "soft" issues as well as they deal with the technical issues, there can be only a dim future ahead.

The need for the hydraulic transportation of coal in the New South Wales coal industry, both from the coal face to the surface and from the coal mine to the consumer or the port for export, is explained. Details of research projects currently in progress and involving the hydraulic transportation of New South Wales coals are given together with information on the hydraulic transportation of coal in the United States of America. The potential of hydraulic transportation as a viable alternative to the proposed expansion and upgrading of the New South Wales railway system to meet the projected New South Wales coal production to the year 2000 is described.

No one process, product or effect of the minerals sector can be viewed in isolation when addressing sustainable development. Meaningful assessments of the minerals sector require that its processes and production are drawn together in a generic framework that gives a holistic view of its performance and progress. Lifecycle Assessment is increasingly accepted as an appropriate means of constructing such a framework. It is a step beyond using the simplistic concept of the triple bottom line of social, environmental and economic performance to drive and communicate sustainable development. However, fundamental questions need to be raised about the scope and purpose of lifecycle assessment, such as what effects and performances should be assessed, for whom should they be assessed, and what performance indicators should be used and how should they be selected. The principles of eco-efficiency, industrial ecology, The Natural Step (TNS) and other pertinent philosophies and initiatives driving mineral sector sustainable development are outlined to support a lifecycle stewardship vision for the minerals sector. Articulating this vision through a holistic lifecycle indicator system showing inputs and outputs, natural partnerships, effects on community, environment and economy facilitates recognition of problems, opportunities and partnerships that can be usefully pursued.

The process of hydraulic transport through pipelines, worldwide well known for the transport of fine-grain solids is also being used to a greater extent in mining for the handling of primarily coarse-grain solid û water mixtures for the removal of, for instance û coal and waste mixtures after coal winning using hydraulic monitors, tailings for backfilling underground and washer tailings and flotation waste to the dump. A large-scale test unit was taken into service at the Bergbauforschung GmbH (Mining Research Company) in Essen-Kray, GFR, to further improve this technology. The unit was planned and built by Krupp Industrie- und Stahlbau of Duisburg in cooperation with Bergbauforschung GmbH. The paper deals in detail with the demands made on this test unit and the technical results obtained on it and with the planned experimental research work.

The mechanical properties of rock samples of identical lithologicalcomposition may vary significantly due to existence of materialdiscontinuities. Laboratory tests were carried out to determine the effect of material discontinuities on rock sample mechanical properties. The investigations consisted of detecting discontinuities, observing the failure mechanisms during uniaxial compressive strength tests, and analysing of the factors affecting the strength. A non-destructive testing method has been adopted to assist in thedetection of discontinuities. Laboratory testing proved that fractures leading to failures initiated on the detected discontinuities. The location, orientation, size, density and extent of the discontinuities contribute to different modes of failure and these affect the mechanical parameters of rock samples. Four modes of failure were distinguished for hard and brittlecylindrical rock samples. These modes were referred to as simple shear failure, multiple shear failure, multiple fracturing and vertical splitting. To evaluate the effect of discontinuities on mechanical parameters, the ratio of uniaxial compressive to tensile (Brazilian) strength was calculated and analysed for the different modes of failure. It was found that the value of the ratio depended on the mode of sample failure. The lowest value of the ratio was observed for shear mode of failure and the highest for vertical splitting mode of failure.

For the past 120 years, Portland cement manufacture has been undertaken on the shores of the Whangarei Harbour in northern New Zealand. Through a serendipitous conjunction of geo-chemistry, the argillaceous marl found on Limestone Island in the harbour and Tikorangi Hill provides a perfect mix of the various elements required for strong and durable cement. Golden Bay Cement, and its predecessors, have been the guardians and managers of the use of these minerals. As the demands of the concrete industry have increased, so have the needs of the manufacturing process. Careful mapping of the resource at both Portland and Wilsonville Quarries has been undertaken. This has allowed the Company to change the Quarry operation from a purely volume basis to one of selection and blending of constituent minerals. Within the manufacturing process, change has also been introduced. Analytical techniques, using x-ray fluorescence spectrometry, microscopy and the application of modem data collation, has allowed fine tuning of the process. The Company now produces an increasing diverse range of products for both the domestic New Zealand market and exports to various South Pacific countries. This paper discusses the processing of limestone and æcement rockÆ into cement clinker, an intermediate synthetic mineral ground into cement. It examines control and blending regimes, and some methods used in determining process efficiency. An important technique ærediscoveredÆ has been the application of microscopy to clinker.  Examination of the major silicate minerals enables interpretation of the kiln processing and feedback to process operators. It also enables a prediction of indicated performance when ground into cement. Examples this paper give an insight into the use of minerals from Northland in some of the more important construction projects in modem New Zealand.

Mine to Mill optimisation is not a recently developed concept. It is one which is finally gaining greater acceptance in the Australian Mining Industry, possibly as a consequence of the downturn in markets and certainly made possible by the development of tools and techniques to measure and predict performance of mining equipment and milling plants. Fragment size after blasting has a major bearing on the performance of all aspects of mining and a major influence on the economics of the mine and mill. The process to optimise fragmentation consists of identifying the key factors, measuring their sensitivity through a modelling and trialing program and conducting economic evaluations on the changes on both the mine and mill. Management of the Ernest Henry copper-gold mine in NorthernQueensland, Australia, has espoused the Mine-to-Mill concept and isactively pursuing excellence in blasting to drive down the total cost of mining. Ernest Henry has extremely hard, wet and heavily jointed geological conditions, and had high powder factors and a large percentage of oversize material reporting to the crusher or ROMstockpile. A blasting improvement program was undertaken betweenErnest Henry Mining, Thiess Contractors and Orica Explosives tooptimise the ore size distribution, particularly the oversize component, as a step to reducing production costs. Measures of success included bringing the rock breaker back from double shifts to part-time operation and increasing direct dumping into the crusher from 70 per cent to 92 per cent. Tools and technologies to predict and measure the performance ofindividual blasts are needed before it is possible to optimisefragmentation or the downstream processes. These include suchspecialised Orica Explosives tools as SABREX, POWERSIEVE, andPOWERLINE and commercially available drill monitors. As importantare the more common still and video camera, borehole loggers,measuring tapes, surveying equipment such as face profilers, and ahigh-speed camera if possible. There are many tools which can be applied however it is rarely necessary or possible to use all of them due to time constraints and a point of diminishing returns. The critical point is knowing what the true parameters of the blast were compared to design - only then can the predictive tools be effectively utilised. Stage one of the program has seen gradual improvement as theunderstanding grew and practices have been implemented resulting inreduced bridging in the crusher, geological mapping with respective blast designs and the oversize component under control. This paper is about a process approach which links tools and technology to understand the fragmentation drivers and then to optimising the size distribution.The continuous improvement program continues...

The Boddington Gold Mine (BGM) is located 120 km south east of Perth, Western Australia. The operation is managed by Worsley Alumina Pty Ltd and mined by contractor Henry Walker Eltin (HWE). The mine has been operating since 1987 with ore extracted from a series of pits along strike. Ore is contained within the basement rock, which is overlain by a cap rock layer and transition zone. Cap rock and basement zones require blasting.As the mine neared completion, a high-grade deposit was discovered within 50 m of an existing Western Power substation and 100 m from the processing mill. The substation provides power to the Boddington area and is a back-up power supply to the city of Perth. Due to the delicate nature of the transformers located at the power station, overhead power lines and the mill, blasting in the area was considered very high risk. As such blasting needed to be controlled for flyrock, airblast and most importantly peak vibration and frequency limits which had the potential to damage the transformers.The mine was due for closure in March 2001. The decision to mine the pit was based on its high grade, ability to be blended with lowering grades from other pits and changing of the processing technique with the expansion. This decision extended the life for a further six months.Due to the high potential risks a detailed risk assessment was conducted by Orica, Worsley and Henry Walker Eltin. The completed assessment and the major design parameters were presented to Western Power for approval. The ability to reduce the blasting risk was focused on limiting of vibration through controlling maximum charge initiated per delay, blast timing and firing direction, and other innovative control measures. OricaÆs SHOTPlan« and Sabrex« computer modelling packages were used to predict the outcome of blasts.The success of this project has opened the doors for other high risk blasting projects, which otherwise may be left unmined.

Wangaloa Coal Mine opened in 1945, and by the time of its closure in 1989, had produced 750 000 tonnes of coal and disturbed an area of 75 ha. The original mining licence required land rehabilitation to exotic forestry, however the current owner, Solid Energy, has worked with Crown Minerals and local councils to write a new rehabilitation objective. The site is now being stabilised and replanted with native species, and may be available for public use before the coal mining licence expires in 2007. Site discharge permits expire in 2017, and by that time, it is anticipated that discharge water chemistry will be similar to background levels. MWH are currently contracted for management of the mine rehabilitation project. The Kaitangata coal unit mined at Wangaloa is sulfurous lignite with associated pyrite. Kaitangata coal contains 3.2 wt per cent sulfur, which is higher than most New Zealand coals. Initial analyses at Wangaloa indicate low pH (2.56.2) values in soil, groundwater and surface waters as a result of acid rock drainage (ARD) processes, leading to increased metal mobility and challenging conditions for vegetation. Pilot studies indicate pinus radiata needles contain up to 67 mg/kg boron, and elevated As, Cu and Zn concentrations in surface waters. The main lake at the site has a pH of approximately 4.9, despite lime dosage in 2002. There is a real need for a complete geochemical model of the Wangaloa coal mine. Such a model could be applied to similar restoration projects, and would assist by pinpointing geochemical processes and toxic metal relationships most harmful to the receiving environments. Using this model, rehabilitation in the future will be targeted and more efficient. This project is part of a larger scheme to characterise and model the Wangaloa mine site restoration, including waters, soil, vegetation, geology and invertebrates.

Cross-belt samplers are designed to sample particulate material in processing plants, usually when there is no space to install a conventional linear falling stream sampler. Most of the available cross-belt samplers are mounted on the top of conveyor belts, and remove each increment from a loaded moving conveyor with a 360° rotation of an open faced cutter, in a plane perpendicular to the material flow. Despite the practicality of this equipment and the fact that it occupies very little space in the plant, cross-belt samplers are well known for collecting biased samples, especially due to the increment extraction error. Sampling consultants around the world tend to condemn this sampling equipment, claiming that it is incapable of collecting the fine material from the bottom part of the load, and, since the sampling probability is not uniform for all fragments and depends on its position in the stream, this kind of sampler generates biased samples and its use should be avoided. Furthermore, the greater the segregation effect between particles, the larger the bias. However, some plants, whose initial design did not plan for the installation of a falling stream sampler, must rely on cross-belt samples for process control and reconciliation. For the past years, sampling equipment manufacturers have been putting effort in modifying the cross-belt sampler design in order to comply with the principles of correct sampling. Changes to the cutter material, shape, position, speed and movement in relation to the material flow have been made, and are continually being tested for different types of ore with various chemical and physical characteristics. This paper presents the improvements made to a cross-belt sampler at a gold plant feed in Brazil and describes the tests performed until it was possible to validate the new sampling equipment for reconciliation purposes.CITATION:Chieregati, A C, Amaral Jr, E A and Souza, J C O, 2017. Analysis of rock discontinuities, collected using a scanline method, has been undertaken at the Iron Duke open cut mine, on the southern margin of the Middleback Range in the Gawler Craton, South Australia. The iron mineralisation, which is a product of supergene enrichment of carbonate sediments, is located on the W (western) limb of a gently N plunging D2 macrosyncline. Mesofolds plunge shallowly to the NE or steeply to SE, suggesting two shortening events, of which the second produced significant macrofolds. Discontinuities include:faults and shears which display variable orientations, mainly striking WNW dipping steeply N; mesofractures or joints maintaining a well constrained orientation, dipping steeply S, subvertical striking E-W; and bedding surfaces which are folded about a gently N plunging axis. Through this example of the regional control exerted on local discontinuities, it is clear that discontinuities are not randomly distributed as often assumed in purely statistical approaches. Commonly for rocks of any age there is a distinct discontinuity pattern, reflecting the geological deformation history. If the controls exerted on local rock discontinuities can be determined and assigned a number related to their significance, the way forward is available to develop a site specifc knowledge base that can make realistic predictions for any position in a given rock mass. Such a procedure would involve assessment of the regional geology, linked to scanned discontinuities either via manual or automatic means. Recent advances in automatic scanning rock faces (eg by the I-SiTE Laser Radar) to determine discontinuities distributions, enable the rapid calculation of rock characteristics. This is a significant advance in rock engineering, providing a method of safe and quick collection of data. However it creates problems in the presence of an increase in the geotechnical data available, which should be assessed in the context of the regional geology. Although techniques are underway to analyse post-blast discontinuities, the next signifant potential advance in this area could be the integration of a knowledge based system to assess discontinuities ahead of mining, incorporating regional assessment and human intuition.

Consents Required for Overseas Persons Overseas Investment Regulations 1974 Foreign investment proposals must be reviewed by the Overseas Investment Commission to ensure that these are in accord with national interests. Consent must be obtained from the Commission for: 1. New investment proposals which include: a. An overseas person acquiring 25 per cent or more of any class of share in a company. b. A New Zealand company issuing shares to an overseas person where this will result in that person owning 25 per cent or more of the company. c. An overseas person acquiring business assets for consideration in excess of $100 000. d. An overseas person commencing business in New Zealand. 2. Borrowing in New Zealand: An overseas person must obtain consent to raise funds in excess of $300 000 in New Zealand. 3. Borrowing Overseas: New Zealand incorporated companies must obtain consent to borrow overseas. Current policy is borrowing will be approved where the loan is for a specified fixed term of one year or more.

The emission of seam gases into underground workings in coal mines is acknowledged as a major hazard, particularly methane due to its possible ignition. Acknowledge of seam gas parameters is important for the prediction of gas emission rates into the ventilating air current. They are also important as the basis for the evaluation of the likely contained gas as a possible energy source.   Gas content determinations for the Kupakupa seam have been made at the Huntly West Mine.  Applying the method of Creedy (1986) to face samples, gas contents of 1.80 and 1.66 have been determined. Using desorbed and residual gas content data a content of 1.92 m3/t has been derived. These are on an ash included basis. Calculations using the adsorption equation of Kim (1977) and coal quality have given a gas content of 2.19 m3 t. Long-hole exploration drilling at Huntly West Mine has provided information on gas pressure. A pressure rise test has given a reading of 500 kPa (absolute); this is low compared with the pressure given for the determined gas content from theoretical adsorption isotherms.

Mineral exploration and mining in New Zealand has had almost five years of new legislation. The requirement for different consents is a challenging, time consuming, expensive exercise but in most cases the new procedure is working, although the matter of obtaining access to land is still a major issue. Priority is critical. After lodgment of an application for a minerals permit there are many other matters to address such as identifying land owners, occupiers and administrators, preparation of access applications, consultation and preparation of various resource consent applications.

Grade uncertainty can have a number of important implications for a mining operation. One of the most significant risks in not considering grade uncertainty in planning is the over or under allocation of processing or mining capacity when compared to realised grades. This could lead to wasted capital expenditure or missed opportunities to add value. This paper demonstrates a method that optimises production capacity and mining schedules in the presence of grade uncertainty. Applying this method to the case study of a nickel deposit recommended a reduction in processing capacity, an increase in mining capacity and more extensive utilisation of stockpiles than optimisations completed with traditional methods. As a result, average NPV improvements of between seven per cent and 27 per cent were gained.
