Wollongong* is Australia's largest single centre of mining and metallurgy. Wollongong's total employment in manufacturing of basic metal products (over 26,500 in 1972/1973) was almost 50 per cent higher than that of Newcastle and double that of any other Australian city. Although the great bulk of this employment was in steelmaking, Wollongong's copper industry was also a significant employer. Wollongong's total employment in mining (4,900 in 1971) was second only to that of Newcastle among Australian mining centres. Although the bulk of Wollongong's mining is of coal, there is also considerable mining of blue metal, sand and clay. In the middle of 2000, BHP Billiton implemented a Six Sigma Plus business improvement program known as Operating Excellence. It was developed based on a business bottom line initiative to deliver 35 - 40c/share and was one of the BHP Billiton strategies to deliver $2 earnings per share and a longer term $40 share price (BHP share price). Cannington is a silver, lead and zinc mine owned and operated by BHP Billiton. Through implementing Six Sigma Plus Cannington wanted to:have in-house capabilities to change and improve; tailor for the needs of each business unit and department; have æSharing of its KnowledgeÆ as a tool for improvement and have a competitive edge across Cannington û to be better than our competitors; learn from and leverage off the successes of improved safety and prior business improvement efforts; and ensure networking and sharing of information have common measurement systems across all assets. As with most business improvement programs û Six Sigma Plus was met with some degree of skepticism, especially given the amount of resources involved. After 18 months, much of this skepticism has been replaced with enthusiasm as peopleÆs understanding and acceptance of its fundamental concepts are being realised. The idea behind Six Sigma Plus is that it combines sound technical solutions with high acceptance by those who need to work with or implement the change. The future vision for Six Sigma Plus is that it become part of what we do at Cannington û just like safety and environment û so that Six Sigma tools and methodologies are used in our every day work.

Late Cretaceous Blue Spur Conglomerate preserved as isolated remnants at Gabriels Gully, Weatherstones, Forsyth, Waitahuna Gully and Adams Flat was deposited during the intiation and early stages of extensional movement on the Tuapeka Fault zone at each locality. The deposits represent successive courses of a single fluvial system flowing across the Tuapeka Fault zone from the up-thrown (northeast) block. Each course, beginning with the channel at Gabriels Gully, was abandoned as a result of uplift-induced defeated antecedence in favour of a new course farther to the southeast around the southeast-propagating tip of the Tuapeka Fault zone. Schist and quartz in the conglomerate was derived ultimately from schistose rocks northeast of the Tuapeka Fault zone. Caples Terrane greywacke detritus in the middle and upper beds of the conglomerate was probably recycled from pre-existing sedimentary cover on the up-thrown block, following initiation of uplift on the Tuapeka Fault zone at each locality. Most of the gold is derived from vein sources in Otago Schist rocks to the north, and/or associated placers. Hydrothermal veins at Waipori, Hindon, Barewood, and Macraes are the most likely primary sources. There is no evidence to support previous interpretations of deposition by river systems flowing from the southwest, or axially along the Tuapeka Fault zone from northwest to southeast. High gold grades within Blue Spur Conglomerate should have a linear trend more or less similar to the orientation of the host channels, but are likely to drop off rapidly to the southwest. Extensions of the conglomerate-filled channels are unlikely to be preserved, but there is a strong probability that younger placers recycled from the former channels exist.

The Nokomai Gold Mining Project commenced production in January 1992. The Project continues a history of mining in theNokomai Valley which extended from 1863 to 1942. L & M Mining Limited have held interests in the valley since 1980. In 1990 the Nokomai Joint Venture was formed with the Hore family, the owners of Nokomai Station, to mine a large alluvial gold resource in the valley. The mine is located adjacent to the Mataura Brown Trout fishery and required extensive environmental studies prior to granting of permits. The mine is budgeted to work for 20 months, processing 460 000 m3 of wash material. During this period, contract miners, Downer Mining Limited, will move in excess of seven million cubic metres of overburden from the deposit.

The minerals industry is facing a productivity and investment crisis. The ‘Millennium Super Cycle’ from 2003–2011 was an unprecedented period of growth and investment resulting in increased throughput and development of lower grade resources to meet demand. During the boom quantity became more important than quality with throughput the key metric. This was accompanied by a general trend of decreasing feed grades across all commodities that was offset with higher production volumes.Current industry perception is that feed grade depletion is an unavoidable consequence of ore deposit geology and mass mining technologies for increasingly mature mining operations. In typical crush-grind-float operations value recovery only takes place at ~1–200 micron particle size during flotation, ie 3–4 orders of magnitude size reduction compared to primary feed. For increasingly low-grade deposits the cost of energy and capital intensity required to process and reject low value material at micron scale drives poor productivity. An alternative is to deploy a range of coarse (~10–100 mm) separation and rejection technologies. Grade Engineering® is an integrated approach to coarse rejection that matches a suite of separation technologies to ore specific characteristics and compares the net value of rejecting low value components in current feed streams to existing mine plans.Coarse rejection can be used on size distributions ranging from run-of-mine (ROM) to semi-autogenous grinding (SAG) discharge. Grade Engineering® is based on five rock based ‘levers’ linked to combinations of screening, sensor-based sorting and heavy media separation. These involve exploitation of preferential grade deportment to specific size fractions during breakage: differential blasting to condition grade by size at bench scale; sensor based sorting at truck and conveyor scale; and differential particle density.Grade Engineering® is being developed and implemented by a consortium of over 30 mining companies, equipment suppliers and research organisations. Emerging results from collaborative site activities demonstrate potential for generating significant value, which can reverse the trend of declining productivity due to feed grade depletion.CITATION:Walters, S G, 2017. In understanding the consequence of existing law, and the likely implications of its reform, it is necessary to comprehend the logic of the situation that the law provides individual decision makers and how that situation would be adjusted by reform. In particular, the way in which natural resources, including minerals, are used and managed is influenced by the definition and structure of property rights that the law provides. Property rights are enforceable claims to use or to benefit from resources. An example is a mining licence that allows its holder to extract minerals in a specified area. Property rights establish the structure of incentives, opportunities and constraints within which resource use decisions are made, ie the logic of the situation, and hence influence the use and management of resources. The extent and type of mining in New Zealand, for example, reflects the rights that miners have to extract minerals, and their rights to benefit from mining as against their duties to compensate landowners and pay royalties. This paper describes the characteristics of minerals that are relevant to the definition of property rights, analyses the implications of alternative property right arrangements and describes the existing situation.

The Greymouth Coal field is situated on the West Coast of New Zealand's South Island and has been mined for coal for more than 120 years. The area covered in this paper is within the Rapahoe Sector of this field and contains >200 million tonnes of low ash, low sulphur, bituminous rank coal. Gold Fields Australia is constructing two major ventilation shafts at the Wallaby gold mine in Western Australia. The new ventilation shafts are required to facilitate the long term ventilation strategy for the mine, thereby allowing continued extraction of ore beyond 1000 m below the surface. The construction work has involved all of the challenges that shaft construction can throw up, including challenging geotechnical conditions, unexpected high water inflows and major circulation loss during pilot hole drilling for raise boring. An extensive geotechnical and hydrological investigation program was undertaken prior to awarding the shaft construction contracts. While most of the risks were identified, several proved to be much more challenging than expected. The shaft construction methods included conventional sinking into the fresh rock profile in each shaft, followed by raise bore pilot hole drilling and reaming. A headframe was constructed for the first shaft, which was sunk to 92 m with a stage suspended in the shaft to facilitate the concrete lining and provide rope guides for the kibble winding. Drawing from experience when sinking the first shaft, additional ground pre-conditioning was implemented for the second shaft, which was pre-supported with continuous piles to 28 m followed by sinking to 50 m using a crane instead of winders and a headframe. Following the conventional sinking through the weathered zone in each shaft, the shafts were completed using a raise bore. The first shaft utilised a riser pipe and rotary vertical drilling system (RVDS) with the second shaft having utilised a dual rotary rig for pilot hole drilling. The history of soft and hard rock underground mining is blemished with regional instabilities of mine workings. Whilst the potential consequences of regional instability events are recognised to be high, there is a false perception that the probability of them occurring is very low. In fact, Australia has averaged more than one event per year for the past 20 years. At least five fatalities and over $100 million of losses have been associated with the events. As such, they are a core risk to underground mining and have a significant effect on the quadruple bottom line of business û safety, environment, community acceptance and economics. This paper explores the important roles that risk management has in reducing the probability and consequences of regional instabilities. It concludes that education and continuing professional development are essential elements for effectively managing the risk.

At Waiuta near Reefton there is a remarkable vein of quartz <1 m thick which, apart from small offsets on late-stage faults, is a sheet like body essentially continuous down-dip and along-strike for> 1 km. The vein strikes NNE and dips steeply west (032/78¦W). From 1906-1951 the Blackwater mine produced 740,404 ounces of gold from the vein, called the æBirthday ReefÆ, which was one third of the total production from Reefton Goldfield and the fourth largest gold mine in New Zealand. Within the mine the vein is disrupted into a series of northeast-plunging shoots by late-stage faults. Similar faults, but with larger displacements, were thought in the past to truncate the vein at the northern and southern ends of the mine. The implication of this fault dissection model is that offset remnants of the vein await discovery. This study investigated the geometry of the vein and its relationship to host-rock structures and late-stage faults. A new model considers folding and lithological variation in the host-rocks to be fundamental in controlling the scale and geometry of veining, but does not rule out the possibility of some late-stage fault dissection. The Birthday Reef truncates 200-400 m wavelength folds in Greenland Group host-rocks at c.10¦ angle, that results in variation in the structural properties of host-rocks along strike every ~1350-2500 m. The spacing of fold hinges in the wall-rock veins is equivalent to the strike length of historic mining, implying that the Birthday Reef is probably hosted in a single limb of a fold. Similar relationships between mineralisation and host-rock folds appear to be present elsewhere in the Reefton Goldfield (e.g. Capleston and Murray Creek group of mines). Exploration targets are located one fold wavelength (c.1350-2500 m) further along strike from the Blackwater mine and relatively barren rock is expected in between the mine and target areas. Refining the location of folds and different host rock lithologies, using geophysical data and quality geological mapping, is the key to reducing exploration risks and discovering further resources.

Entry of personnel under a vertical raise bored hole is not standard practice in Australia. Where access is required below a rise, mining operations must be confident that they understand the capacity of the ground control specified and installed. Physical modelling was conducted on Callie mine to evaluate the performance of 5 mm steel wire weldmesh secured to the base of a vertical raise bored hole of 1.4 m diameter. Joint orientation data was used with Unwedge to calculate a series of potential wedges likely to form within the rise. The mass of the most likely wedges were then replicated by collecting rocks in 5 kg increments (¦10 per cent), which were allowed to freefall onto installed mesh at the base of a 40 m vertical rise. The results indicate that two sheets of mesh can retain a freefalling rock of at least 20 kg mass although rupture of strands can result. This paper outlines the test conditions, expected results based on theoretical calculations and actual outcomes of the testing.

In the Ngakuru area zeolite deposits occur in late Quaternary lacustrine vitric tuffs of the Ngakuru Formation and two of the deposits are being mined. The Ngakuru Formation overlies the Ohakuri Ignimbrite dated at c. 240 ka, and is overlain by younger alluvial sands and gravels. Individual zeolite deposits contain 50 - 80 per cent zeolite over a thickness of up to 45 m in thinly stratified vitric tuffs and are localised along NE-trending normal faults. Glass shards in the tuffs are replaced by the silica-rich zeolites mordenite and clinoptilolite. Amorphous silica (opal A), opal-CT, Kfeldspar and smectite are also present. The zeolites and other minerals are very fine grained (<10 8m), with open meshes of crystals that result in high porosities (52 - 70 per cent) in mordenite-rich tuffs. Zeolitic tuff samples typically have cation exchange capacities of 80 to 110 meq/100 g and internal surface areas of 25 - 58 m2/g, which combine to give high liquid and odour absorption capacities. The first zeolite deposit (Mangatete) was found in 1992, and this and the Twist Road deposit are worked by quarry benching into the side of hills. The zeolitic tuffs are dried and crushed to produce a variety of products including adsorbents for soaking up oil/chemical spills and animal wastes, animal feed supplements, water treatment, and sports turf and slow release fertiliser. The Ngakuru zeolite deposits formed at shallow depth (<100 m) along fault zones from reaction of glass-rich tuff beds with groundwater-diluted geothermal water during the late Quaternary, and are as young as 8500 yr BP from 14C dating of plant material in sinter associated with the Mangatete deposit.

The Tertiary gold deposits of the Hauraki area are predominantly epithermal vein types containing mineral assemblages of quartz, calcite, pyrite, sphalerite, galena, chalcopyrite, acanthite and native gold (electrum). Sulphosalt, telluride (eg hessite), seleniferous sulphide and selenide minerals are important locally. Studies of wall rock alteration mineralogy, fluid inclusions in gangue minerals, and sulphur isotopes of sulphide minerals indicate that the ore forming fluids had the following parameters: pH, near neutral at depth but acidic near surface; temperature, predominantly 320 - 270¦C for base metal dominated assemblages, 280 - 200¦C for precious metal dominated assemblages and generally below 200¦C for late stage barite; apparent salinity, six to zero equivalent weight per cent NaCl; and CO2 concentration, generally around one mole per cent CO2. There is fluid inclusion evidence for boiling during mineralisation in some deposits. Moderate values off S2 and FO2 are indicated for base metal and mixed base metal û precious metal assemblages of most deposits by the predominance of pyrite + chalcopyrite over other iron-bearing phases; primary bornite is absent, whereas pyrrhotite, hematite and magnetite rarely occur in the veins. The largest gold û silver deposits formed from solutions in which the sulphur species in solution were predominantly reduced. Near surface environments and some deep, predominantly base metal, deposits were formed from solutions with approximately equal concentrations of oxidised and reduced sulphur species.

PT Nusa Halmahera Minerals (PT NHM) is an Indonesian joint venture company owned by Newcrest Mining Limited (75 per cent) and PT Aneka Tambang (Persero) (25 per cent). PT NHM operates two underground gold mines, Kencana and Toguraci at the Gosowong mine site in North Halmahera District, North Maluku Province, Indonesia.Due to several major stope overbreak events at Toguraci, the mining method and sequence was reviewed. The method was changed from a bottom up Avoca stoping approach using waste rock as fill material and leaving sill pillars, to a top down open stope method using paste fill without sill pillars.The revised mine plan originally had stoping progressing from the current level to the base of reserves followed by extraction of the sill pillars in the upper levels at the end of mine life. Geotechnical modelling was conducted on the revised mine plan and it was recommended that the sill pillars be taken early due to the risk of them overstressing and being difficult to recover if left until the end of mine life. The backfill material above the sill pillars is unconsolidated run-of-mine development waste rock or unconsolidated rock fill (URF).Due to earlier attempts to extract sill pillars under URF not being successful in the upper areas of the mine, it was stipulated that the URF above the five remaining pillars must be consolidated prior to stoping. Cost benefit analysis showed this to be justifiable due to the high-grade nature of the ore locked up in the pillars.Grout was initially planned to be injected in one pass through self-drilling anchors (SDA) in a 2.5 m pattern. Initial attempts to do this failed due to the SDA aperture and grout consistency. A modified method was employed using poly pipe installed into open holes that were drilled through the sill pillar and into the URF from below. Repeated application at each location ensured full grout consolidation. Drill holes were used to confirm grout thickness as well as add more grout. Design thickness was based on stress analysis.Despite different URF types being present due to varying quantities of fines, the process was similar for each area. The presence of paste in the URF of one target affected the quantity of grout it received.With a design thickness of 4–5 m of consolidation in the URF, depending on stope width and dip, each consolidated pillar (to date) maintained integrity during the stope operation. Siliceous float sampled in the Wafi River by CRA Exploration in 1977 assayed 22 g/t Au and 89 g/t Ag. Follow up in 1979 led to the discovery of outcropping mineralisation now known as Zone A. Soil sampling in 1980 and 1982 outlined a 350 m by 400 m area of >1 g/t Au at Zone A and smaller areas at Zones B, C and D. Thirty-one diamond holes were drilled between 1983 and 1986. Elders Resources continued evaluation of Zone A under a farming agreement between 1988 and 1990. Mineralised diorite porphyry was discovered in 1990 by drilling conceptual targets 500 m to the NE of Zone A. Evaluation of this copper-gold porphyry became the main focus of exploration for the next five years and a substantial resource was outlined within a single, discrete body. A review of the paths to project development in late-1995 highlighted the need for increased resources via a second mineralised porphyry and/or an additional resource of Zone A size to make the project viable. It was concluded that the greatest immediate potential for increasing the resource inventory was at Zone A itself where the mineralisation was open in all directions. Detailed mapping and drill core logging lead to the geologic and structural models being revised in early-1996. The objectives of the 1996 drill program were to extend the Zone A resource, to test for continuity of mineralisation westwards to Zone B, to better define the controls on gold mineralisation and to delineate high-grade blocks amenable to selective mining by infill drilling and 3D orebody modelling. The last drill hole of 1996 intersected 30 m at 4.6 g/t Au from 273 m in WR147, deep in the western limit of Zone A. This intersection gave impetus to continue drill testing towards Zone B. In April 1997, hole WR154 was drilled 100 m to the west of WR147 and intersected 20 m at 8.5 g/t Au and 70 m at 11.0 g/t Au at similar depths near the diatreme contact. Drill hole WR155 was then drilled 100 m to the west of WR154 and intersected 86m at 5.7 g/t Au and WR159 drilled 100 m to the south of WR154 intersected 36 m at 9.2 and 50 m at 4.4 g/t Au. A significant zone of essentially blind, high-grade gold was discovered beneath the dipping flank of a poorly mineralised diatreme in what became known as the Link Zone. The long history of evaluation has been driven by the conviction of a dedicated team that a mineralised system of the size and complexity of Wafi with strongly anomalous gold in outcrops over the entire Mount Golpu area must contain economic mineralisation hidden within it. The keys which redefined the direction of exploration and lead to the discovery of the blind, high-grade gold Link Zone were, in our view, the critical review of the project status, detailed geological and structural studies to define clear exploration targets and the necessary funding and persistence to carry this through.

The Main Seam occurs in two 'pods', termed North and South, separated by an east-west oriented 'want' zone (most probably a palaeo-channel). The seam on either side of the 'want' area reaches thicknesses of over 30 metres but the North Main Seam adjacent to the 'want' zone has been split into multiple seams of 10 to 15 m thickness. Rock types in the inter-burden of this area are characterised by inter-bedded sandstones and carbonaceous mudstones varying in thickness from 0.5 to 5 m. In the South Main Seam, an area of un-split coal exists and is characterised by few inorganic partings. Overburden in this area varies geographically from relatively thick mudstones in the south and east part of the coal deposit to inter-bedded sandstones and carbonaceous mudstones adjacent to the 'want' area. The sandstone/mudstone overburden probably represents a splay or splay-channel complex emanating from the larger 'want' area palaeo-channel. Modelling lithological variability is of use because it is one of the factors used in predicting cavability and roof support system design. The coal in both the north and south deposits were found to exhibit highly predictable quality and breakage parameters in relation to the coal geometry. Although ash yield and sulphur are mostly low and not variable, volatile matter and thus fixed carbon, varied in relation to seam thickness. In general, volatile matter (dat) decreased and moisture increased with decreasing seam thickness whereas moisture increased with decreasing seam thickness. In addition to these parameters it was found that the energy needed to crush the coal was lowest at the top and bottom of the seam and, on a whole seam basis, decreased with seam thickness. All of these parameters were found to vary in relation to the vitrain band content of the coal which itself was controlled by seam geometry. These parameters can therefore be modelled and inputted into mining plans and quality control operations.
