Passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of the Federal Government into the problems of mining. Such a law was necessary simply to help re- solve a number of disputes in mining. Now, however, a hundred years later, the extent of government involvement in the mineral industry often comes as a shock to the mining engineer who has reached management level. In fact, he has been poorly prepared for an understanding of the role of government in the industry and he becomes frustrated, even hostile. In our political system, private industry is responsible for producing minerals and the Government sees to it that production will be adequate for a peace-time economy and for any emergency. There have been great social and political changes since World War I1 with the result that the Government's participation in our society has steadily increased. A new dimension in business and government relations has been introduced which should be examined more closely.

SCANDINAVIAN countries seem somehow to furnish an amount of talent and leadership far be- yond their population and among them Sweden is possibly at the top. The United States has many eminent citizens born in the latter, country or who are of Swedish descent and the engineers may claim their full share. In fact, the number is so large that a flourishing Swedish-American Engineering Society has been formed, including a number of A. I. M. E. members. Dr. Waldemar Lindgren is more scientist than engineer, though his work in economic geology has contributed directly to the development of many mines, and he is the valued- adviser of a number of our larger companies. Probably he, himself, values most highly the contributions he has been able to make to scientific theories of the occurrence and genesis of ore deposits. His fellow scientists have placed upon these the high mark of approval by electing him to the National Academy of Sciences, and Princeton University in 1916 recognized his position by conferring on him the degree of Doctor of Science.

Scientists and engineers must concern themselves not only with technical problems, but with the socio-economic difficulties of our scciety. The author states that raw materials are basic to the economic process and that mineral raw materials occur naturally in nearly limitless quantities. He feels that the economic pocess will provide sufficient raw materials for man's needs, and discusses in some detail the world economic environment. As our society grows in complexity, it becomes more urgently incumbent upon scientists and engineers to bring their experiences to bear on the solution, not only of technical problems, but also on socio-economic difficulties. It is to this field that I have directed a large part of my energies. RAW MATERIALS BASIC TO THE ECONOMIC PROCESS There are certain premises, frequently overlooked, which bear emphasis. As economics concerns the production, distribution, and consumption of goods, so our whole society is based on raw materials. Without the basic extractive industries of agriculture and mining, there would be no economic problems with which to deal. This principle has been expressed as "All productivity is based on three factors: 1) natural resources, whose form, place, and condition are changed by the expenditure of 2) human energy (both muscular and mental), with the aid of 3) tools.77* It seems strange that such an obvious statement needs to be made. It is forgotten by all of us, however, at one time or another when we get involved in the complicated theories of economics dealing with the financial and fiscal policies of the various governments, in the financing of enterprises, in marketing, and in labor relations. Unless decisions in all of these fields are made with this, and the rest of the "Ten Pillars of Economic Wisdom," consciously in mind, the resultant policies are doomed to eventual failure, whether these are policies of individuals, companies, or governments. The economic process is basic to society. But economics and the social aspects of humanity are inevitably intertwined. If human needs are not provided for within the basic economic structure, conflicts arise to disrupt the most carefully laid social plans. Similarly, it is the failure of society to cope with basic economic prerequisites that leads to discord within the body politic and thus to eventual economic disaster. We who are engaged in the various aspects of the mineral industry, therefore, have a large part to play in society's future development. MINERAL RAW MATERIALS OCCUR NATURALLY IN NEARLY LIMITLESS QUANTITIES Throughout my career in and out of government, I have formed my decisions on two principles: 1) Fundamentally, all mineral raw materials exist within the earth's crust in quantities greatly exceeding man's needs; 2) Any problems of supply of these materials are primarily economic in nature. With respect to my first assumption, analyses by geochemists enable them to estimate the quantities in which each of the known elements exist in the earth's crust. One of the most cautious and famous suggests that the average copper content of the lithosphere to a depth of ten miles is about 55 ppm. If this is valid, then the lithosphere contains about 1.4 quadrillion (1.4 x 10 ") tons of copper metal — an unimaginable quantity. This is 8,500,000-fold that which has been consumed by man in his existence. To illustrate further, consider that the deepest copper mine in history went to about 9000 ft below the surface; the present copper mines of the world now average less than 1500 ft in depth. We can assume that in most continental land areas of the world it is technically feasible to mine to a depth of at least one mile. The land areas of the world to an average depth of one mile, then, contain 343 billion tons (343 x 10') of copper metal, or 2000 times that which has been extracted to date. I don't believe man will ever expend his energies to extract copper from rocks which contain only a few parts per million, but he knows that each element

MANY excellent papers, descriptive of the milling and smelting of every kind of commercial ores, the refining of virgin metals, the casting into various shapes demanded by the trade, the rolling into shapes best suited to the factory machinery and the making of composition alloys to suit every requirement have been issued by the many technical societies dealing with non-ferrous metals. It is a wonderful collection of papers, of which the mining and metallurgical engineers may well be proud, but strange as it may seem, metallurgists in general appear to take the stand that when they have delivered suitable alloys to the foundry and rolled products to the factory their duty to write papers has ceased, at least in so far as the A. I. M. E. is concerned. Still we read in the daily papers that the mining companies are absorbing metal-manufacturing industries. The purpose of this paper is to describe the reclaiming of non-ferrous scrap metals at manufacturing plants, taking as an example the automobile industry.

It is situated at College, near Fairbanks, Alaska, approximately on the 65th parallel of latitude, and therefore just south of the Arctic Circle. It is farther north than Hudson Bay, and in about the same latitude as southern Greenland.

BETA brass (consisting of approximately equal atomic proportions of copper and zinc) exists as a random solid solution at high temperatures, but at low temperatures [ ] an ordered structure is stable, with the copper and zinc atoms occupying alternate sites on the body-centered-cubic lattice. On cooling, ordering commences at a temperature of 450° to 470°C., depending on the composition. The degree of ordering progressively increases at lower temperatures until it becomes virtually complete at about 100°C. The electrical resistivity of the alloy illustrates the changes clearly (Fig. I). This type of reaction has been a favored subject for study by physicists. An [ ] excellent summary of the theory is to be found in a paper by F. C. Nix and W. Shockley.1 All published data on electrical conductivity, specific heat and other properties agree in indicating that the ordering reaction in beta brass takes place so rapidly that it cannot be prevented or even retarded by quenching. The High Gradient Magnetic Separator (HGMS), also known as the High Gradient Magnetic Filter (HGMF), is an effective device utilized in magnetic separation. This method of separation is gaining popularity in the separation of submicron material containing feebly magnetics. The most common use of this type of separator is in the removal of iron stained particles to improve the brightness of kaolin clay. Potential areas for use of this magnet include: (1) desulfurization of coal (2) the clean-up of mill effluent (3) removal of fine particulate matter from municipal and indus¬trial waste (4) desulfurization of oil Design, operation, and applications of this separator are further dis¬cussed in papers by R. R. Oder (1975), and R. R. Oder and B. I. Horst (1975). This device is a system composed of an iron enclosure of high per¬mability material housing a set of electrical coils, a canister en¬closing a magnetic matrix (stainless steel wool), an electric power supply and a hydraulic system to maintain specified operating tempera¬ture conditions. I. The Mines THE first discovery of zinc on the property now worked by this company was made by the celebrated mineralogist, Prof. William Theodore Röpper, in 1845. Different claimants kept the property in continual litigation till 1861, when everything was satisfactorily settled by the purchase of the land by the company, who have worked it ever since. The mines are situated in a valley, four miles south of Bethlehem, Pa., in Lehigh County. The valley is from two to three miles broad, and is bounded on the north and south by syenitic hills. Syenite underlies the valley, and upon this is deposited the Potsdam sandstone, then a layer of slate, and, finally, a dolomitic limestone, belonging to the Chazy or Black River formation, in which the zinc deposits are inclosed. The rocks occur in folds, and have evidently been subjected to tremendous pressure from below, the zinc deposit being found in an anticlinal axis, in nearly vertical veins. At the Q. I. T. ilmenite smelter, nine electric furnaces produce titania slag and iron At high power levels, a furnace requires either a slag or an iron tap approximately once an hour, using rail cars as slag receptacles and ladles for iron. The correct scheduling of taps is an important operational tool due to peak power load and operational considerations. Over recent years, large increases in furnace capacity have imposed severe strains on the product handling facilities. This situation results in loss of production when several taps are bunched, because of an in- ability to handle many taps simultaneously. An on-line computer program has been developed to generate schedules for tapping a single furnace. By improved scheduling, this program can en- large the tonnage of each tap and minimize the number of taps, while reducing traffic congestion and unit cost s. Future plans call for extension of this technique to all nine furnaces with addition of a master scheduling program to optimize the overall traffic flow in the smelter aisle.

It is well to bring before you again the chief purpose of the National Research Council and of this its Division of Engineering, to stimulate others to make researches rather than to make them ourselves, because a given amount of our energy spent in inciting others will accomplish far more than if applied in executing them ourselves. This is because there are scattered through the numberless governmental, educational, and industrial laboratories of the country a very great number of investigators not only capable of being stimulated, but willing to aid in cooperative broadly planned research rather than to follow the haphazard methods of the past. Taken collectively, these laboratories and their personnel can produce an annual crop of knowledge the value of which is of the order rather of billions than of millions of dollars. I invite you to regard this potential product as a crop, to be planned, fertilized, harvested, and distributed with the sane order of statesmanship, the same breadth of view, with which we treat any other great human product or achievement, whether agricultural, industrial, or transportational.

ONE of the major purposes of the Institute is to "maintain ... a library of books relating to subjects cognate to the sciences and arts of mining and metallurgy." In conformance with this purpose the Institute maintained its own library for a number of years until 1912 when it was merged with the libraries of the other Founder Societies. At that time the A.I.M.E.'s share of operating expenses was wholly covered by the income from a $100,000 gift from James Douglas. But interest on the Douglas Library Fund has declined from 51/2 per cent to 31/4 per cent; the library has grown from some 50,000 volumes in 1913 to more than 170,000 in 1945, with consequently increased costs; and its costs nave otherwise risen. The Institute today contributes to the library annually about 65c per member, of which about 25c is income from the Douglas Fund, or a net charge, from regular income, of 40c per member. Earnings of engineers in the period 1956 to 1958 continued the upward trend observed in the previous survey interval, 1953 to 1956. The overall median (all graduates) was $6500 in 1953, $7750 in 1956 (a 19 pct upstep or about 6.5 pct annually), and $8750 in 1958 (up 13 pct from 1956 or 6.5 pct average yearly). The latter represents an increase from mid-1956 to mid-1958. For this same two-year span the Consumer Price Index rose 1.5 pct and the Average Gross Weekly Earnings for Production (Manufacturing) climbed close to 10 pct. Median earnings for the major classifications studied are presented in Table I. The increase in engineering earnings are not distributed equally among the various activity classifications or among the experience levels of the survey. Summary results of the changes of the median lines for the major divisions are presented in Table 11. Data in this table are approximations- dollars are rounded to the nearest $50 unit and percentages to the nearest full percentage.

F. W. Gordon, Philadelphia, Pa.: There can be no objection to the use of cross-compound blowing-engines; and when they are condensing they are susceptible of great range of duty with slight loss in efficiency. By those who have use for the full heat of the waste gases, this type of engine is advantageous; but many furnaces are not so located. The pig-iron is their finished product, and the gases are to be employed only for furnace-use. In this case simple engines are preferable, being less expensive and having less parts to take care of. These reasons determined the introduction of the engines, a sketch of which is distributed at this session. There are three of these engines to furnish blast for two furnaces, for a make of abont 250 tons per day, using 75 per cent. anthracite and 85 per cent. magnetic ores; and they are expected to blow up to twenty pounds pressure per square inch. ONE of the interesting features connected with the great continental uplift, which formed the table land of Mexico, is the great depth to which oxidation and secondary enrichment of orebOdies occurred. This table land lies at altitudes ranging from 4000 to. 7000 ft. (1219 to 2133 m.) above sea level. Several cases could be cited of oxidized zones in copper and lead mines which reached depths of upward of 1500 ft. (457 m.) below the surface, and it is universally admitted that the oxidized zone in a mine is limited by the permanent water level. FIG. 1. Mexico, however, like many other countries in which deserts occur, is visited at rare intervals by tremendous floods, which sometimes cause variable water levels over long periods. The following cases bear out the idea, and lead to interesting conclusions of commercial value. My paper demonstrates that carbonates of ores may occur below water level and sulphides above, and I will endeavor to explain the causes of the phenomena in certain specific instances.

A SHORT and accurate method for the estimation of manganese in iron and steel is of great advantage to Bessemer works, and I think it may be of interest to some of the members of the Institute to give in detail the process in use in the laboratory of the Edgar Thomson steel works. The process is based on the reaction first described by Beilstein and Jawein.* The steel, spiegel, or iron is dissolved in strong nitric acid, sp. gr. 1.4. Evaporation to dryness is not necessary, unless the amount of silicon is large, as in the case of certain pig irons. Then, as a clogging of the filter in the subsequent filtra¬tion is apt to follow, dissolve first in a dish in hydrochloric acid, quickly evaporate to dryness, redissolve in the strong nitric acid, boil, and while boiling throw in crystals of chlorate of potash from time to time. Historical-From the beginning of time, all ingenuity of mankind has been concentrated upon the methods of finding gold and unusual deposits in the earth. An illustration (Fig. 1) from the old treatise by Agricola, "De Re Metallica," published in 1580, will serve to show the im-plicit faith of that generation in divining methods. However, it was not until 1920 that real progress was made in prospecting by using the latest advances of the physical sciences. The public interest was stimulated by the successes of these methods on the part of commercial oper-ators, and governmental agencies received many requests for information concerning their relia-bility. There were also, in the late 1920's.high- pressure mine-promotion schemes which used geophysical methods in a very questionable manner, symbolized in Figure 2 as of 1928 by an elec-trified forked stick. Authoritative information concerning such practices for public protection was needed to curb such notorious undertakings. Dr. Scott Turner, then Director of the United States Bureau of Mines, thoroughly understood the situation and was first in the governmental de-partments to recognize the possible value of a study of modern prospecting methods. The Bureau of Mines began this investigation by employing Drs. A. S. Eve and D. A. Keys of McGill University for short periods in the summer in 1927. Their first publication [see 1 of "References" at end of paper] served to illustrate the fundamental scientific principles which underlie geophysical prospecting. This was followed by a second publication [21 giving the results of field-tests. In the light of the rapid improvements during the intervening ten years, these two papers take a historical position. Later a full-time position under Civil Service was planned by the Bureau of Mines for con-tinuous investigations and research concerning geophysics and its applications to prospecting. It was Turner's idea that. since the oil-industry had been making very rapid progress with good results, if mineral mining could also benefit to the same degree, it would be of great help to that industry.

THE object of this paper is to present a survey of some of the physical properties of sheet nickel silver when subjected to cold rolling and when annealed at temperatures extending from 350° C. throughout the commercial annealing range. A number of alloys were taken from stock and analyzed. Four of these, representing low nickel and high nickel both with and without lead, were chosen for the tests. The analyses were as follows: ALLOY COPPER, LEAD, IRON, NICKEL, MANGANESE, ZINC, PER CENT. PER CENT. PER CENT. PER CENT. PER CENT. The bars (which were then coiled) were annealed together in a mill muffle and afterwards pickled in a 10 per cent. sulfuric-acid solution and cold rolled in stages of approximately .one number (B. & S.) at a time to No. 18 B. & S. gage. After each stage, suitable samples were set aside for physical tests. Additional samples were chosen for tests after the bars were rolled to Nos. 8, 10, 12, and 14 gage. These samples were annealed together in the mill muffle and, after pickling, were finished on 0.050-in. gage, yielding a series of specimens 2, 4, 6, and 8 numbers hard for the subsequent annealing tests. Tensile test pieces 9 by 1 in. (22.9 by 2.5 cm.) were cut from both lots and the central portion was milled to give a test section 2 ½ in. long by ;Z in. wide. A distance of 2 in. was marked off on the edge of each specimen with light punch marks. In the case of the annealed alloys, Erichsen test pieces 4 by 2 1/2 in. were also taken.

THE following brief description of the main features of the, engineering work was prepared for the use of members of the American Society of Civil Engineers and members of the American Institute of Mining Engineers on the occasion of their visits to the tunnels at the time-of their respective. annual meetings in New York, January and February, 1905. DESCRIPTION. Those portions. of the Pennsylvania Extension into Manhattan and Long Island, lying east of the Terminal Station and west of the East River, have been designated as the " Manhattan ?Cross-town:. Tunnels." They traverse a section of the city second in importance only to the financial district, and one that includes the larger hotels, retail shops and theaters and the residences of many of the best known citizens. Section "D," consisting of twin tunnels for west-bound express and local passenger traffic, lies under Thirty-third Street from a point 400 ft. west of the west line of Sixth Avenue, eastward to the river shaft, situated in the block between Thirty-third and Thirty-fourth Streets east of First Avenue. Beginning at the east end, the tunnels are in separate excavations, leading westward from the subaqueous tubes, on a curve of large radius, gradually closing together until it is found more appropriate to drive them in a single excavation. At a point just west of Second Avenue they reach the tangent, aid from there westward lie directly under Thirty-third Street. At a point about 180 ft. west of the west line of Sixth Avenue, the center concrete-wall between the twin tunnels is omitted, and the excavation somewhat widened to make room for a third storage-track, and the tunnel continues to tile station portal in three-track section. THE metal iron has physical and chemical properties which are somewhat different from those of steels, but a knowledge of the pure metal is a useful starting point in studying the behavior of steels. Solid iron exists in two different crystalline forms, called alpha (a) and gamma (?) iron, the former being the ordinary form at room temperature. When heated above the "A2 point," 768 C (1414 F), the metal becomes nonmagnetic, and at the "A, point," 910 C (1670 F), it undergoes a change in crystalline form to become gamma iron. In the range 768 to 910 C, it is sometimes called beta (ß) iron to distinguish it from the magnetic alpha, but the two are identical in crystal structure. When gamma iron is further heated to 1400 C (2552 E), it changes into delta (d) iron, which is identical with beta or non- magnetic alpha iron. Pure iron melts (in an inert atmosphere) at 1537 C (2800 F); the melting point is generally lowered by alloys or impurities. PROPERTIES OF IRON AT HIGH TEMPERATURES Many of the properties of iron undergo abrupt changes at the transition temperatures.1 For example, in heating through the A, point, a sudden shrinkage in volume occurs. Similarly, melting is attended by sharp physical changes such as an increase in volume. Table 16-1 contains a summary of the measured physical properties of pure iron at several temperatures. Usually the properties change smoothly within the range of stability of a given form, but this is not always true. For example, the specific heat reaches a sharp maximum at the A2 point although no trans- formation occurs. (See Fig 14-1.) Solvent Powers of Liquid Iron. Liquid iron is capable of dissolving most of the other metals and many nonmetallic elements as well.
